Fowler, New Lambton BC Suspension of Standing Orders. CARRIED Mr. M. Beaumont, Bowls Australia, Education & Training Specialist, addressed the meeting on a new diploma being conducted by Bowls Australia called Diploma of Sports Administration. He explained that it is a good way for young bowlers to be educated. The Course is bowls specific & is done online, with four face to face meetings (1 year Course). The cost is $2500 & the Course provides direct entry into second year in a University Business Degree Course. The first intake is in October, 2018 & applications for the Course are now open. Interested persons / clubs can contact M. Beaumont on M: E: mbeaumont@bowls.com.au. RESUMPTION OF STANDING ORDERS: Moved C. Coster, Adamstown BC Seconded M. Rigby, Charlestown B.C. OBITUARIES: The President referred to the death of the following and a motion expressing sympathy with the relatives was carried in silence: Barry Harris (Heaton-Birm Gdns), Richard Wicks, (Adamstown), Garth Wallace (Hamilton North), Neal Considine (Water Board). MINUTES: The minutes of the meeting held on Thursday, 17 th May, 2018 having been circulated to all members, were taken as read and confirmed. MATTERS ARISING FROM MINUTES: Match Committee discussed clash of tournament dates. They are recommending that Clubs be encouraged / requested to have their tournaments listed on the N.D.B.A. Circular detailing Club Tournaments, Shields & Carnivals to assist in avoiding clashes. 1
2 EXECUTIVE REPORT: The following recommendation was approved: 1. Approval be granted to Teralba B.C. to conduct a Bowling Arm Tournament on Thursday, 15 th & Friday, 16 th November, It was advised that: 1. Morisset Hospital B.C. is ceasing all affiliations as of 30 th June, The N.D.B.A. Executive Committee has changed the NDBA (Zone 2) Regulations for the Junior Committee to comprise 6 members. 3. N.D.B.A. Circular 81/2018 was forwarded to all Clubs on the 14 th June, 2018 advising of a proposal for Life Membership of the Newcastle District Bowling Association (Zone 2) Inc for Denis Broad OAM. The Constitution provides that the election of Life Members shall be by ballot and to be successful the nominee must receive 75% of the votes cast. A ballot paper has been posted to all Clubs & is requested to be returned to the Association in the stamp address envelope by the close of business on Monday, 16 th July, N.D.B.A. Circular No. 80/2018 was forwarded to all Clubs on the 14 th June, 2018 with details of Executive & Permanent Sub-Committee Nominations. A copy of this Circular is on the back counter. There are no ballots, but vacancies exist on the Advisory, Coaching, Greens & Match Committees. PRESIDENT S REPORT: There have been a number of interesting functions that I have attended in the past month. Raymond Terrace organised a special night to celebrate the performance of Natasha Scott at the recent Commonwealth Games. The attendance of Natasha s family plus invited guests and Club members made for a large gathering. The highlights of the night were an interview conducted by Jason Stokes and the cutting of a very large celebration cake. Many thanks to the Club for the invitation to attend. The night also featured in two articles in the Port Stephens Examiner. Cardiff Bowling Club had a special ceremony involving local member Greg Piper MLA for his assistance in obtaining a $5000 grant for the purchase of bowls for junior bowlers at the Club. This ceremony was a part of the regular weekly session for students from Glendale Technology High School, who were obviously appreciative of the equipment that was provided. So far we have had quite a number of players involved in the Australian Open who have progressed to the Post - Sectional play. Zone 2 certainly had a large presence there with around 50 bowlers involved. SBS had a live telecast today and will again feature finals tomorrow from 11.30am to 4.00pm. Congratulations to Connor Freeman on his selection in the NSW Junior side to play Queensland at Capalaba from 8 th to 10 th July. This continues a great year for him following his grand slam of the Zone 2 Junior titles. Thanks to all Clubs who have invited us to their AGM s. We appreciate the opportunity to fully understand where your Club stands in these difficult times. CORRESPONDENCE: From Heaton-Birmingham Gardens B.C. Re: Requesting approval to conduct the Heaton Classic Triples on 20 th & 21 st October, Moved C. Coster Seconded J. Fowler that approval be granted. CARRIED. TREASURER S REPORT: The Treasurer submitted a verbal report on a statement of receipts and expenditure for the month ending, 31 st May, 2018 which showed a balance at bank $24, He reported that the Financial Accounts had been audited & the loss for the year was $ Moved D. Wells Seconded J. Wolfe, Swansea Workers BC, that the 2018/19 Budget as detailed in Circular No. 84/2018 be adopted with Clubs Annual Capitation Fee to be 45% of the Bowls NSW Annual Fixed Fee. CARRIED. 2
3 REPORTS: RNSWBA: The next meeting of the State Council will be held on Thursday, 12 th July, Rather a long space of time between the last meeting held on Thursday, 15 th March. We now have only four meetings per year. I have mentioned this on several occasions before. The Agenda for the coming meeting is a presentation by the State Match Committee, Umpires & Coaching Committee. Administration of State Rookies Update; CEO S Report & Zone Reports. You should be aware of the 1.9% increase in Club Fixed Fees effective from the 31 st May, Refer Bowls NSW Circular No. 13/2018. Advisory Committee: As I previously mentioned, the Advisory Committee are experiencing a quiet period within the Zone. This we hope is attributed to our Advisory Pamphlets providing information on an annual update basis or as required. With this in mind, the decision to up grade our Constitution was taken on board and is now ready for acceptance at the Association Annual General Meeting on the 19, July, Circular No. 78/2018 refers. Delegates attending that evening should be conversant with the changes recommended prior to the meeting. Coaching Committee: Delegates would you please advise any bowler at your club interested in becoming a Club Coach that NDBA Circular No. 72/2018 provides full details of a NSW Club Coach Course to be conducted at Raymond Terrace Bowling Club on Monday, 13 th & Thursday, 14 th August, The Course which is open to Men & Women will be conducted by David Cameron a Bowls Australia Assessor / Presenter. The cost for the course is $ and payment for men should be forwarded to Bowls NSW & for women to NSWWBA. Other courses to be conducted in 2018 are a Selection Module on Saturday, 22 nd September & a Competition Module on Saturday, 17 th November, Junior Committee: The team to play in the State Junior 7-a-Side to be played at West Dubbo on the 25 th and 26 th August has been selected. Congratulations to the following squad members, Connor Freeman, Blair Soars, Zach Nicholls and Brendan Stokes (Raymond Terrace), Caleb Threadgate (East Maitland), Zach Griffiths (Charlestown) and Caleb McDermott (Marks Point). Special thanks to the members of the Cardiff and Valentine Bowling Clubs for giving up their time to play against the Juniors. I would like to wish the Juniors good luck at the State Championships to be held from the 15 th to the 20 th July at Warilla Bowling Club. Our representatives for this event are Connor Freeman Singles, Pairs and Fours, Zach Nicholls, Pairs and Fours and Blair Soars and Cody Ross in the Fours. Our next junior session is on Monday 2 nd July, starting at 5.30pm. Match Committee: With the play-offs for Saturday and Midweek Pennants fast approaching all clubs should be aware of the eligibility requirements. To be eligible for post sectional play a player must have been graded in the current season in that Grade or in a lower grade. A player who has not been graded in the current season may be approved to play post sectional play by Application to the State Match Committee, with the recommendation of the District and Zone and 3
4 approval of the State Match Committee. Applications to be submitted on 2018 Condition of Play 4.21 Form application to Waive Eligibility Requirement for Post Section Play available under Forms on the NDBA website. A reminder to Clubs that qualify for Saturday Pennant Post Sectional Games about notification of their selected teams. NDBA Pennant Competition Rule 16 states: Notification of Teams Selected for Saturday & Mid-Week Post Sectional Games: Clubs participating in Post Sectional Games should have their team(s) selected with spares by mid-week if playing on a Saturday. Clubs to fax or their nominated team(s) to the NDBA Match Committee for acceptance. The 7 th Round of the 2018 Saturday Pennant competition is scheduled to resume after the break for the Australian Open on next Saturday 23 rd June The 10 th Round of the Midweek Pennant competition is scheduled to resume after the break for the Australian Open on next, Wednesday, 27th June The No. 3 Grade Final was played yesterday & congratulations are extended to Dora Creek Workers on defeating Wallsend 66/54 in a keenly contested match. With a large number of matches washed out, matches that are required to determine the Section winner will be played after Round 10. Delegates could you please remind your club officials that if a fixture is washed out at your club on a Wednesday you advise the Association office, but if it is washout out on a Saturday or Sunday you telephone your club Match Committee Representative. Any clubs having concerns or questions are urged to contact the NDBA office or their club Match Committee Representative for advice to avoid any penalties. Our next championship for 2018 will be the Champion of Club Champion Singles Championship to which entries closed on Wednesday 13 th June 2018 The Competition is scheduled to commence at 9.30 a.m. on Sunday, 1st July, Subsequent rounds will be played on SUNDAY, 8th July (morning and afternoon), Sunday, 15th July, This draw was forwarded to all Clubs yesterday on Circular No. 083/2018. This will be followed by District Minor Singles with entries to close on the 25 th July 2018 this is restricted to players who have never won a District Major Singles Championship, a District Minor Singles Championship, a Club Major Singles Championship. Further, any player who has played a full season in No. 1, No. 2 or No. 3 Grade Saturday Pennant Competitions within the last five (5) years, including the current season, is also ineligible. A full season is classified as 50% plus 1 of the number of games played during the season. The winning of Club Minor Singles District Minor Singles Championship. Circular No. 77/2018 provides full details with Windale/Gateshead being the Host Club. Bowls NSW is now accepting entries for the 2018 State Rookies Singles & Pairs Championships. To be eligible to enter & play Rookies, players must be registered as a member of a Club affiliated with Bowls NSW & have been a bowling member of any Club for less than 30 months. To be eligible to enter, a player must not have been a bowling member of any Club before 1 April, The closing date for entries is Friday, 20 July, As I do not give a report at the July 2018 Annual General Meeting, a quick reminder that entries for the popular Three Threes Competition and the Champion of Club Champions Pairs Championship close on Wednesday, 8th August Entry forms for these two events will be forwarded to clubs in the first week of July. This will be followed by the Champion of Club Championship Fours (entries close on September 5th, 2018) 2019 SEASON S PROGRAMME, RULES & REGULATIONS The Association s Programme, Rules & Regulations for 2019 will be discussed at the August Meeting of the Management Committee and finalised at the September Meeting Refer: Circular No. 069/2018. The Match Committee requests that any suggestions for the programme or rule changes be submitted by no later than Friday, 29th June,
5 Selection Committee: The 2018 representative season is different from previous years. The usual representative games against Zones 4 (Mid Western NSW), Zone 15 (Central Coast) & Zone 16 (Illawarra), followed by games played against Zone 5 (Greater Western Sydney), Zone 12 (Sydney South West) & Zone 13 (Sydney Central & South), approx three weeks later have been cancelled due to the Commonwealth Games at the Gold Coast. Umpires Committee: An umpires course was finalised at Tea Gardens with a good roll up. We thank the members of Tea Gardens for their friendship and the members doing the course for the way that they approached it. Bowls Australia have approved BowlsLine Laser Measure for use in Australia. We intend to conduct another umpires course in the near future, as we have had some requests from Clubs. Mattara Committee: Following the closing of entries the process of final organisation for this year s Mattara Carnival has commenced. At this time we have received 864 entries overall. We still have vacancies for 1 Men Fours, 1 Restricted Men s Pairs & 1 Mixed Pairs. If you or someone you know wishes to fill the vacancy please contact the Association Office. The Mattara Book is taking shape and Tuesday, 17 th July has been set aside for its putting together and distribution. As our AGM is two days later, some Clubs may be able to collect their books on the night. Any Club that is interested in placing an advertisement in the Mattara Book is asked to contact Secretary Denis as soon as possible. Details of advertising were issued in Circular No. 63/2018. In your mail tonight are 2 books of Raffle Tickets for our Mattara Raffle. We greatly appreciate the efforts of Clubs in selling these tickets to assist as to help run the carnival on a cost neutral basis. We thank the Raymond Terrace Bowling Club for their assistance in the provision of the prizes. We have invited the Mayor of Lake Macquarie and Patron Kay Fraser to officially open our Carnival at Cardiff Bowling Club on Saturday 4 th August, General Business: 1. J.T. Smith explained the procedure decided upon by the Executive Committee for the appointment of the new Association Secretary. 2. A. Perkins, Lemon Tree Passage B.C., enquired about the 2019 starting date for Pennants. J.T. Smith advised that the State Match Committee is still to announce the starting date, but it is expected to be in March. 3. R. Ranclaud, Heaton-Birmingham Gardens B.C., thanked B. Carling for attending their Clubs Annual General Meeting & commented that it is important the N.D.B.A attend Clubs A.G.M. s. He also requested support for their Classic Triples to be played on October 20 & 21 on two very good greens.
