3 BCC President Kevin Dring Thanks to a proactive, visionary and dedicated Zone Executive, Bowls Central Coast continued to break new ground and enjoyed a most productive and fulfilling Recruitment and Retention remained a major priority and a Seminar conducted by Peter Coombes & Freddy Dowse got the year away to a good start, followed by a repeat of the Hav ago Pairs which saw more than 150 non - bowlers take to the green. Barefoot bowling promotions continued to play an important part of clubs revenue streams especially in the weeks leading up to Christmas. The second Players Presentation evening held at Ettalong Memorial was a great success with just on 200 in attendance. The major award winners were: Bowler of the Year - Aron Sherriff, Ettalong Memorial Senior Bowler of the Year - John Roberts, Ettalong Memorial Rookie of the Year - Shane Starkey Umina Beach Under 18 Bowler of the year - Bailey Meti, Ettalong Memorial Representative Player of the Year - Zach Robertson, Ettalong Memorial Volunteer of the Year - Ken Dixon Sporties Woy Woy Club of the Year - Davistown RSL Another initiative was the introduction of a fund raising Raffle coordinated by Director Jim Swanson for an attractive array of prizes which were drawn at the Presentation Evening. Clubs and members that supported the Raffle are to be congratulated, as it yielded a healthy profit of around $6,000, with each of the seven (7) Grade Zone Pennant winners receiving $700 each to help off-set expenses in attending the State pennant finals with the balance being invested in a six (6) week advertising campaign on FM community Radio 93.3 and 96.3 encouraging listeners to find out more about the sport of lawn bowls. With the assistance of the Web Site Manager & IT Advisor Jim Phillips, we undertook the task of creating a monthly electronic newsletter under the title of Staying in Touch to complement our bi-monthly hard copy newsletter Around the Greens. We are now up to edition No 9 and getting close to 350 subscribers. Under the privacy laws building a data base has been a slow and tedious process as recipients have to personally register their address to receive a copy. Freddy Dowse kept us on course throughout the year by monitoring our progress against the Strategic Plan and tracked membership data and demographic trends. Doug Rose and a small working group also successfully introduced FREE ENTRY into Zone Championships for those teams that included any new bowlers that have taken up the sport since 1st Jan This resulted in an increase in the number of participants across those disciplines played in the second half of the year. Congratulations to all our Zone Championship winners and a special mention to Lee Trethowan and Aron Sherriff on winning the NSW State Pairs for the second consecutive year and subsequently being named joint winners of Bowls NSW Bowler of the Year. 4 Toukley RSL put their club into the record books by winning the 2016 State Grade 4 pennant flag at the Bowls NSW State Final Series. It was an outstanding achievement and the first time a Zone 15 club had won a State Flag in ten years. Another success story at State level was The Entrance BC winning the Mixed Gold Club Challenge. The Zone pennant finals hosted by Halekulani over two weekends were an outstanding success with the seven grade Pennant winners spread widely across the Zone. We are extremely grateful to our major sponsor Ettalong Memorial B C for their ongoing support that underpins the Zone s financial stability whilst sponsorships from Creighton Funeral Services, Key Concept Solutions, Road Runner Tours, Halekulani, Terrigal, The Entrance and Munmorah United helped offset the cost of the hard copy newsletter and special days. We welcomed a new and unique reciprocal sponsorship arrangement with Radio Five - 0-Plus 93.3FM which will provide ongoing community announcements throughout the year. It was with regret that Peter Coombes and Freddie Dowse chose to resign from the Executive late in the year for independent personal reasons as both had been strong and valued contributors. As a result, Richard Thornton The Entrance and Ken Dixon Sporties Woy Woy were appointed by the Executive to fill the casual vacancies. Owing to a heavy workload Ken Dixon was unable to continue in this role. Another initiative taken by the Executive was to action the provision in the Constitution for Life Membership. The Executive is putting forward a proposal to the 2017 AGM that four Life Memberships be granted in the first year of inception. They are Jack Griffith Avoca Beach for services to Zone Selection, Albert Heath The Entrance for services to Match Committee and as Treasurer, John Peek Bateau Bay for services as Secretary, President and State Councillor and Wal Rainbow Umina Beach for services as Vice President, President, State Councillor and Patron. It was also recommended that after the granting of these initial four Life Memberships that no more than two Life Memberships be granted in each subsequent year. Whilst it has been a successful and fulfilling year, every year brings with it a touch of sadness with the passing of loved ones. To all those that have experienced such a loss during this past year, I extend condolences on behalf of the Executive and the Zone membership. The recent passing of former Zone Administrator and incumbent Patron Alan Pollock since 2009 was a particularly sad loss to the Central Coast bowling community. We look forward to working with our clubs in the coming year in taking the sport forward and trust that our players continue to enjoy the friendship and camaraderie that our sport offers and above all, that we all continue to have fun! 5 Secretary - Doug Rose New initiatives implemented in 2016/17 Established a monthly electronic newsletter Staying in Touch Free entry to Zone Championships to players with under 2 years experience and the rest of their team. A third venue was introduced to Veteran s Day enabling over 200 Veterans to attend the day. Awarding a Bowls Central Coast Volunteer of the Year Inaugural Appointment of Life Members Introduced a Communications Policy. Establishment of an Extreme Hot Weather Policy Fund Raising Raffle to support our pennant winning Clubs with travelling costs to the State Pennant Finals. Advertising on Community Radio and ongoing reciprocal arrangements with Radio Five-0- Plus 93.3 FM Veteran s Day was hugely successful with over 210 veterans participating on the day at three centres. Halekulani for Northern Clubs, woy woy for southern Clubs and the new venue of Terrigal for Central Clubs. Our thanks to Creightons for increasing their sponsorship by giving each venue $500 for prizes and catering. Particularly thank the organisers, Bruce Jewell at Halekulani, Darren Morrison at Terrigal and Mal Smith at woy woy Volunteers Day Awards was one of the most successful that we have ever conducted. It was attended by State President Barry Watkins. Our thanks to The Greens The Entrance for once again sponsoring this wonderful event for the people without whom Lawn Bowls would not be possible on the Central Coast. A total of $3,400 was provided to BCC by Creightons to support the pennant book, the web site, veteran s day and Around the Greens. BCC is very grateful to The All up BCC Entrance for continuing to sponsor Volunteer s Day. Halekulani, Terrigal received and sporties@woy woy hosted and supported Veteran s Day. Extreme Hot Weather Policy - has been advised to Clubs in circular Basically the policy is that Extreme Hot Weather is the same as Extreme Wet Weather. Clubs make the decision and for association events advise the Zone Match Committee (ZMC) accordingly. As with wet weather, if most Clubs have closed their greens the ZMC may call off all play for that day. BCC Communications Policy - this policy introduced in November 2016 utilises the communication policy template of Play by the Rules a collaborative initiative of the Australian Sports Commission, Australian Human Rights Commission, all state and territory departments of sport and recreation, all state and territory antidiscrimination and human rights agencies, the Office of the Children's Guardian, the Australian New Zealand Sports Law Association (ANZSLA) and the Anti-Discrimination Board of NSW. It includes Policy on Social Media Bowler of the Year Ladders Clubs are reminded that the Executive Committee at it s October 2016 meeting changed the scoring for Bowler of the Year (BOY). The new scoring is more appropriate when awarding 4 categories of BOY (Open, Seniors, Rookies and Under 18). Points achieved in Open events will still be counted in the other categories. For example if an U18 wins through to the semi-final of the Open Singles that achievement must count in evaluation of the U18 BOY. On the other hand where a bowler has won a slam of events in that category he should in normal circumstances be the BOY of that category. Affiliated Bodies During the year, Affiliated Bodies have been attending the meeting with voting rights. Currently the Affiliated Bodies are the Bay Bowlers, Central Coast Past President s Association, RSL Zone 5 Bowling Association and Canton Bowlers. Between them these organisations have over 1000 members. Clearly their input is very important when considering issues affecting Lawn Bowls on the Central Coast. Meetings at Ourimbah Lisarow RSL BCC very much appreciates the in-kind support of the Ourimbah Lisarow RSL in their provision free of charge of their meeting rooms. Special thanks are extended to General Manager Durban Arnold for his so willing assistance. Our Website ( - Pleased to report that in the past year we have had just over 400,000 hits to our site, peeking in April (during pennants) with over 50,000 hits that month. Many of these are the same people returning over and over, but that still amounts to a good audience. It s a lot of work keeping web sites up to date and interesting for visitors. Thanks to the diligence of web site manager Jim Phillips and the constant news updates from Publicity Officer Kevin Dring our web site is obviously useful to central coast bowlers. Particular thanks to Garry Ellis for updating pennants and championship results directly to the web site. Also to Bruce Rayner who assisted Garry until he left Ettalong Memorial for Harden where he has published a new web site for Zone 8. 7 Publicity Our President and Publicity Officer, Kevin Dring once again broke new ground with the introduction of our new electronic newsletter Staying in Touch. Bowlers on the Central Coast have to be the most informed of bowlers thanks to Kevin s diligent efforts. Assistant Secretary My thanks to Tony Hegyi who always drafts the minutes promptly despite also performing the roles of BCC Deputy President, BCC Executive on the Match Committee and as Secretary of the Umpire s Committee. State Councillor Doug Rose It has been a time for change at State Council. It began with the Election of Cabramatta s Barry Watkins as President and Harbord s Dennis Taylor as Deputy President. Both these gentlemen are well known by the executive of this Zone and we have enormous respect for them. Since his election President Barry has visited the Central Coast for the state championships, volunteer s day and will be attending our 2017 AGM. At right President Barry is presenting Halekulani President Bob Chant with his Outstanding Sports Achievement Award. CEO Greg Helm s contract was renewed for another year. Not so for well known Sports Development Manager Michael Beaumont. A General Manager (Operations and Administration), Anthony Cottee, was appointed. Anthony will release Greg from operational management roles for him to greater assist the board with strategic planning. As has been reported to a number of Management meetings, under the RNSWBA constitution the State Council is an advisory body to the Board of Bowls NSW. It has now been operating for over 5 years and it is fair to say that State Council has not been as effective as it might have been over this time for a variety of reasons. Independent Consultants Suiko Consulting have been commissioned to undertake an independent governance review of the Association, focused on the 16 Zones and 26 Districts and the effectiveness of the State Council. At time of writing this report we are eagerly awaiting the release of the Suiko report. Match Committee Reg Richardson Once again we take great pleasure in presenting our report for 2017 and congratulating all the winners in both Pennants and Championship competitions for Pennants: With the finals results being: Grade 1: Halekulani R/Up's Terrigal Grade 2: Ettalong R/Ups Toukley District Grade 3: Munmorah United R/Ups Davistown RSL Grade 4: Terrigal R/Ups Everglades Grade 5: Mingara R/Ups Ettalong Memorial Grade 6: the entrance R/Ups Woy Woy Grade 7: Woy Woy (Sporties) R/ups Bateau Bay (3) Bowls NSW and Women s Bowls NSW are once again looking at unification with the assistance of Bowls Australia President Nigel Smith calling a joint meeting of both parties in the near future with an independent facilitator. Thank you all. Selection Committee David Cameron Trials for the Zone Seniors this year proved to be difficult, our regular trial against Zones 2 and 6 was cancelled due to inclement weather and the trial against Zone 9 was rained off after 8 ends. Fortunately the teams were able to have a full hit out against Zone 10 at Ourimbah RSL Bowling Club. The Senior Inter Zone proved that our players can hold their own against the best around they just need a little time to adjust to the pace of the green. The actions of last year in looking at extended numbers of potential Development Squad members enabled the Selectors this year to focus on a smaller group which allowed a smoother 2017 Senior Inter Zone Side with Manager Richard Thornton and Chairman of Selectors, David Cameron. transition into Open Squad when required. Another reason for reducing the size of the squads is that trials against other zones have been reduced from 6 rinks to 4 rinks and the Inter Zone is now 3 rinks. The trial against Zones 2 and 6 at East Maitland resulted in wins on all rinks and this translated into a more cohesive group in our game against Zone 10 where a number of more established players were unavailable due to family commitments and the short time between the Australian Open and the Quad and then the trial against Zone 10. Whilst we lost on all rinks our squad performed well against a close to full strength Zone 10 squad. Bowls Central Coast 22 nd (2017) Annual Report Page 8

9 High Performance Coordinator s Report - David Cameron Players Practice Journals have been developed for all players commencing with the Under 18 s and then expanded for the Development and Open Squad members. The rationale being that it is often difficult to get all squad members together at one time and venue however all players need to be having regular purposeful practice. The message from the session presented by Sports Psychologist Fiona McCarthy on Teamwork last year has remained constant and as such is a work in progress. T E A M a) Open and Honest Communication O V C O b) Being a Role Model G E H R c) Individual Roles and Responsibilities E R I E d) Goals and Objectives T Y V e) Respect self, team mates, opposition H O E f) Team Culture E N S R E Strategic Planning Tony Hegyi The Strategic Plan is titled BOWLS A CHALLENGING FUTURE, and will be reviewed by the Executive each year commencing in The Bowls Central Coast Strategic Plan has continued to evolve during the tenure of the current Executive group and can be viewed on our website. The Executive has continued working towards the ideals of the strategic plan set out in late 2014, much of the research and evidence based data continued to be collected and collated through and into early The Objectives of the plan is a statement of intent for our way forward and a guideline to develop strategies for allocation of resources. Collecting and collating the data within the zone also provides a wealth of information for member clubs which has already been provided to some clubs. The Strategic Plan does not in itself achieve anything without the hard work which is continuing by the Executive team who shares the vision by using the strategic planning process to good advantage, progressing existing strategies and developing new ones to reach the objectives of the plan. We have evaluated a statistical snapshot of membership trends and this is included on the last page of this Annual Report with the figures being taken from the Royal Membership figures as at June Like most reviews the outcomes can be anticipated, or at the very least are not unexpected. For example, as a sport we all knew we have an aging profile, geriatric image and a declining membership. However, the extent of those trends are now more clearly defined, measurable and, when compared with other data, provide a better understanding of the bigger picture, and can give meaning to what the future of bowls can be. The recruitment of new bowlers has continued during this recent financial year. Our latest membership numbers from Bowls NSW show a further decline to 3119 a 4.9% decrease on the 2016 figures. However, this figure will and could change as end of financial year membership renewals are finalised. The decline is not across the board, with some clubs going against the trend. An element of this can be attributed to bowlers changing their declared club and it would appear at this stage that the trend is currently favouring the larger clubs, highlighting once again the important nexus of retention with recruitment in future strategies. 10 Umpires Report Fred Trounce This Year has seen the changing of our leader with Leo Finn retiring as State Chairman and Zone Chairperson of umpires We wish him well and thank him for all he has done and accomplished. The accreditation and re-accreditation process which have been implemented has led to a number of people seeing fit to accredit and re-accredit under the new system and this is pleasing. This has meant that there are currently the following number of umpires at the various Clubs within the Zone. Please encourage members to seek accreditation and volunteer their time as an official for this great sport. Under 18 (Junior) Development Squad Russell Johnston Training there were 8 scheduled training mornings this year. A total of 16 juniors turned up to the various sessions. Training was held at Mingara and Bateau Bay. Trials 5 trials were held this year against Zones 2 and 6 at East Maitland, Zone 10 at Northmead, the junior development series at Taren Point and 2 7-a-side trials against Bateau Bay. U/18 zone champs These were played at Ettalong. Singles champion was Bailey Meti (Ettalong), Pairs champions were Josh and Hayley McDonnell both from Halekulani, and the Fours champions were Jarred Crane (Gwandalan), Zac Henley, Hayley McDonnell, and Josh McDonnell (Halekulani). State Championships All disciplines were contested by BCC Zone 15 at Warrilla. We had varying degrees of success but all sides competed gallantly. State 7-a-side has yet to be played. Meritorious mentions Hayley McDonnell made the NSW girls U/18 side; she represented NSW against Queensland and Country against City. She also won Halekulani s major singles championship and then participated in the state Champion of Champions event were she won her first two games and was narrowly defeated by Margaret Smith who was 2016 s winner. Hayley also competed in the Australian Open winning two of her section games in the U/18 singles as well as making it through the section rounds in the pairs and fours of the open division. Josh McDonnell skipped both the pairs and fours zone champions this year. Bailey Meti Bailey Meti won the Zone Singles for a second time this year and also won a gold medal in the pairs discipline at the NSW CHS championships. He was also selected in the NSW boys U/18 squad. James Burton was selected in the NSW boys squad. I must thank my team Dave Cameron, Peter Coombes and Jeff Kellie, without their help and advice I would be lost and Doug, Kevin and Albert for their support. Next year I will be taking a break from the U/18 s to concentrate on my own bowls and my family (which is constantly growing). These figures balance with the Financial Report prepared by the Auditor.
