BCC President Kevin Dring At the commencement of this year I didn t expect to be writing this report as your President, but life has a habit of turning up the unexpected. It was with much regret that we fare welled President Col Bray at the May Management Meeting who was moving closer to his family up near the NSW/QLD border. As a result I was nominated by members of the Executive to fill the casual vacancy of President, a role I previously performed from As a result of this role change, it is my duty and pleasure to present the President s report for During the year the Zone Executive also appointed Freddy Dowse Terrigal and Jim Swanson Toukley District as members of the Executive to fill the casual vacancies left by the departures of Tony Pearce and Col Bray. Once again it has been an extremely busy year and I take this opportunity to thank members of the Zone Executive, the chairmen and members of Sub Committees and those that perform important individual roles for their contribution to the administration of our sport. We have a particularly strong and hard working team that has our sport at heart including all those outstanding Volunteers at Club level that give of their time for the enjoyment of others. A special acknowledgement to all those bowlers that participated in Pennants, Mid Week Triples, Zone and Club Championships, Rookies and the Club Challenge, as it is your competitive spirit that makes these events the success they are. Not forgetting of course, congratulations to the winners of these various events as it is an outstanding personal achievement to win such titles at Zone or Club level. A special vote of thanks is extended to our major Sponsor Ettalong Memorial B C who s generous and much appreciated support under pins the financial stability of the Zone. Also a big thank you to those other important sponsors such as Creighton Funeral Services (Veteran and Super Vets Day, Newsletter, Pennant & Programme Book), The Entrance B C (Volunteers Day), Woy & Munmorah United B C (Vets & Super Vets Day), Ourimbah Lisarow RSL (use of Meeting rooms) and HelloWorld Lisarow (Pennant & Programme Book) who contribute in many different ways to the success of the Zone. Over the years our Zone has enjoyed a reputation of being proactive and innovative and this year was no exception with the introduction of a most successful Players Presentation Night including a two course meal and entertainment, an inaugural Club of the Year award won by Gwandalan B C and a new recruiting style tournament appropriately named Hav ago Pairs which attracted over 150 entries. It is important that the Zone and our 24 Clubs continue to evaluate the effectiveness of their respective bowls programmes and be prepared to make changes in accordance with changing membership demographics and members needs. An outstanding individual achievement by Ettalong s Aron Sherriff wrapped up the year in style by winning the 2016 Australian Open Singles title played at Broadbeach BC on the Gold Coast. It was Aron s second Australian Open Singles title having previously won it in 2010 In closing, I ask that we all take time out to remember the passing of those valued bowling mates that we have lost during the year. One stand out, was the recent passing of The Entrance s Peter Taylor, a long serving selector of Bowls Central Coast and a life member of the Hunter DBA and Telarah BC. He will be sadly missed within the bowling fraternity. To all those that lost loved ones during this past year we extend our condolences. Bowls Central Coast 21 st (2016) Annual Report Page 3

Training BCC commenced Director training during the year. In future all Directors of BCC will undergo the same governance training that the Government insists that Directors of Clubs must attend. Tony Hegy, Kevin Dring, Peter Coombes and Col Bray attended the one day course at Forestville and reported that it was most worthwhile. Quad Series and Zone 10 at Terrigal Two new games for the Open Representative Team were conducted for the first time this year. A 4 way series was conducted with Zones 2 (Newcastle), 4 (West mostly Dubbo) and 16 (Illawarra). This year this event was held at Warilla. Currently the Affiliated Bodies are the Bay Bowlers, Central Coast Past President s Association, RSL Zone 5 Bowling Association and Canton Bowlers. Between them these organisations have over 1000 members. Clearly their input is very important when considering issues affecting Lawn Bowls on the Central Coast. Meetings at Ourimbah Lisarow RSL BCC very much appreciates the in-kind support of the Ourimbah Lisarow RSL in their provision free of charge of their meeting rooms. Special thanks are extended to General Manager Durban Arnold for his so willing assistance and to Tony Pearce for ensuring that the rooms are booked. 6 Web Site and Facebook Particular thanks are extended to Jim Phillips for taking on the role of Web Site Manager after the resignation of Geoff Graham. Jim has ensured that the web site is up to date and that all requested updates are published in a timely manner. With the assistance of Jim, members of Match Committee in Bruce Rayner and Garry Elliss have learned how to publish Match Committee information on the web site eliminating key personnel dependencies that previously existed in BCC. Garry and Bruce also update our Facebook site and Bruce assists our Representative Teams with the production of score cards for events. Particular thanks to James Cook of Terrigal who administers the Facebook page. Publicity As he always does Kevin Dring has been going about his work as Publicity Officer with a lot of energy. He has continued to produce Around the Greens for bowlers who like to get their news from paper, rather than a computer. He has also increased the numbers of bowls photos and stories published in the Express/Advocate. Sponsorship Sponsorship is a significant source of income for BCC. $10,500 was received from our Major Sponsor, Ettalong Memorial. A total of $2,900 was provided to BCC by Creightons to support the pennant book, the web site, veteran s day and Around the Greens. Even though he is no longer on the Executive Committee, David Lyons has continued as Business Development Manager. BCC is also very grateful to The Entrance for sponsoring Volunteer s Day. Also to Terrigal for their sponsorship of the representative side game against Zone 10. Munmorah United and sporties@woy woy hosted and supported Veteran s Day. All up BCC received over $25,000 in sponsorship this year. All up BCC received almost $25,000 in sponsorship Performance Despite continuing with the onerous role of Coach of the USA Lawn Bowls Team, David Cameron has made a significant contribution to the success of representative sides in his Performance role. Additional to this David is the Secretary of the Selection Committee and is responsible for notifying bowlers of their selection in representative teams. He has also continued as Chair of the Bowls NSW and Bowls Central Coast Coaching Committees. This Zone is very lucky to have such a high credentialed Coach assisting our Representative Teams with performance. Assistant Secretary My thanks to Tony Hegyi for accepting the role of Assistant Secretary. Minutes of meetings are now produced in a few days. Recruitment Acting Chairman of Selectors Peter Coombes also retained responsibility for recruitment. Ably assisted by Kevin Dring, Peter introduced a new tournament called Hava Go Pairs held in the first half of the year which is aimed at recruiting new bowlers. Bowls NSW s Aloha Bowls is also aimed at recruitment but held in the 2nd half of the year. Annette Thompson (Avoca Beach WBC) & Fernando Assiss (unregistered bowler) were Central Coast winners of a trip to Hawaii for this year. Club of the Year The inaugural Club of the year was Gwandalan. They were presented with their plaque and a cheque for $1,000 at the Presentation Night. Highly Commended Clubs were Ettalong Memorial and Davistown RSL Bowling Clubs. It s on again this year. Applying for your Club to be considered for the award is also easy. Just start by downloading the application form from the web site. Each year BCC organises 16 Special Events which is only possible with the goodwill of Match Committee, the Selectors, Clubs, other Zones, players and the Treasurer. Special Events - As Deputy President as well as Secretary I have been responsible for liaison of Special Events. Obviously the Selectors are primarily involved in the decision making on special events. Allocating dates for special events is only possible with the help of the Match Committee adjusting their programme to fit in with the dates negotiated with other Zones. This year Zone 15 competed for the first time in a very strong 4 way series with Zones 2 (Newcastle), 16 (Illawarra) and 4 (Central West) and also for the first time played a game against Zone 10 which was hosted by Zone 15 at Terrigal BC. 8 State Councillor Kevin Dring The State Council is an advisory body to the Board of BOWLS NSW and the State Councillor has an important two way communication role between the Zone and the Board. Early in the year the Bowls NSW President thought it may be better if a member of the State Council chaired the State Council meetings. I was nominated from the floor to take the chair and T was pleased to accept the role. The proposed introduction of the Bowls NSW Fixed Fee membership model has been the biggest and most controversial issue of the year and extremely time consuming at all levels of Bowls Administration. Whilst Zone 15 had its own issues that sparked some lively Management Meetings, once Club administrators understood that the Fixed Fee offered Clubs the flexibility to set their own membership categories and fees and it provided an incentive for Clubs to increase their membership numbers at no additional charge there was general acceptance of its introduction. Regretfully this has not been the case in some other Zones and the controversy surrounding the Fixed Fee and social membership continues to fester and it is a detraction that the sport can well do without. Publicity Officer Kevin Dring Fighting for media exposure in the local media remains an ongoing challenge. Improved relationships with the paid print medium have resulted in increased exposure for Zone Pennants, Championship and Special events. The free Community newspapers continue to provide ongoing support for Zone and Club events. Club delegates reported that the Zone Newsletter Around the Greens on the Central Coast is still appreciated by bowlers at Club level and they voted for its continuation. Publicity exposure for our sport remains a high priority and it is important that Club Publicity Officers are proactive in the reporting of what is happening in their Club. Match Committee Reg Richardson Once again we take great pleasure in presenting our report for 2016 and congratulating all the winners in both Pennants and Championship competitions for Pennants: Unfortunately the Finals scheduled for the 4 th June were washed out and were rescheduled to be played on the 25 th June. Thank you all. Selection Committee - Peter Coombes We met regularly, we observed, we acknowledged outstanding performance, we recognised talent in the quest of the holy Grail- In my capacity as Acting Chairman together with my co-selectors we broke up the squad of representative contenders into north and south which allowed us to observe all those identified players in action at least once and in some cases more than once as the season progressed. We offered constructive advice to those not selected and provided opportunity to the selected squad of 32 by organising a seminar hosted by Fiona McCarthy a well- known and respected Sports Psychologist who targeted areas of team play, individual responsibility to improve, and ways of improving overall team performance. Our first representative fixture was in March when our Seniors [6 rinks] played against Zones 2 and 6 at Hamilton North BC. The side performed well overall going down to Zone 2 by 11 shots and defeating Zone 6 by 17 shots. This was a worthwhile event to help the selectors select a side of 4 rinks to play Zone 10 at Carlingford in April. This proved another worthwhile event with Zone 15 winning 3 rinks and an overall margin of 20 shots. Also in April the selectors conducted a trial of 40 open squad contenders in April and as a result the final squad of 32 was formed. This trial determined a side of 4 rinks of our developmental players to play Zones 2 and 6 at Kurri Kurri BC which unfortunately was washed out. Bowls Central Coast 21 st (2016) Annual Report Page 9

In May the selectors picked 3 rinks to compete in the NSW Senior Inter Zone Championships at Cabramatta. The side performed well but a draw in the final round of both games in our section meant we didn t qualify to go through to the semi- final. In June the selectors put together 6 rinks of our open squad to play Zone 10 at Terrigal BC. We won 2 rinks plus a draw but were defeated by a margin of 42. In July the open squad played in a 4 way competition against Zones 2 and 4 and 16. We were beaten by 23 shots by Zone 2, defeated Zone 4 by 19 and was also defeated by Zone 16 by 25. Our final hit out as an open squad before the Pat Geary was against Zone 9. It was an all day event with Our 2016 Over 60 IZ Rep Team at Cabramatta BC morning and afternoon games. In the morning Zone 15 defeated Zone 9 by 4 rinks and 17 shots. In the second game Zone 15 were defeated comprehensively by Zone 9. This fixture allowed the selectors to reassess our overall strength and subsequently made changes that we believe gives us a very good chance of winning the Pat Geary Shield at Halekulani BC. The 2016 BCC Pat Geary Side (6 rinks of fours) at Halekulani I would like to thank Aron Sherriff, David Cameron, Ray Vetter and Peter Taylor (dec) for their efforts, support and professionalism whilst carrying out their role on the selection panel. Ably assisted by Peter Taylor (now deceased) retiring selector Ray Vetter keeps an eagle eye on the 2016 Senior IZ Side trialling at Carlingford Bowls Central Coast 21 st (2016) Annual Report Page 10

High Performance Coordinator s Report - David Cameron 1. Development of Open/Emerging Squad In January 72 players were identified from Grades 1,2 & 3 across the Zone for inclusion in a possible Open Squad. Generally players were playing in the highest grade of their respective clubs. - A Northern Trial was conducted on 14 th February and a North v s South Trial was conducted on 10 th April with the view of determining a core group of approximately 32 players who were potential Zone Team Representatives. 2. Following last year s successful and well received seminar on Mental Preparation by Sports Psychologist Fiona McCarthy it was decided to have Fiona present a session on Teamwork to the Open Squad with the view of developing a Leadership Group. Held at Bateau Bay Bowling Club on Sunday 15 th May The main messages from this were:- T E A M O V C O G E H R E R I E T Y V H O E E N S R E a) Open and Honest Communication b) Being a Role Model c) Individual Roles and Responsibilities d) Goals and Objectives e) Respect f) Team Culture At the Quadrangular in Warilla - Aron Sherriff, Tony Shoebridge and Lee Trethowan were chosen, by the players, to fulfil the Leadership Group roles. 3. Effective Bowls this is a program I have been developing over the past few years but greatly assisted by Jim Phillips in the past six (6) months. The program charts the effectiveness of a player s bowls in competition and enables individual feedback to highlight strengths and opportunities for improvement. A similar program [probably a little more sophisticated] is used by Bowls Australia, Bowls NZ and Bowls Scotland. 4. State Development Camp this year nominations were invited from individuals, clubs and zones for players to participate in the camp. Following discussions with Peter Coombes and Aron Sherriff, I sought to nominate four players Zac Robertson, Darren Morrison, and Lee Trethowan [ Lee declined his nomination]. 12 Strategic Planning Freddy Dowse The Bowls Central Coast Strategic Plan has been developed during the tenure of the current Executive team and can now be viewed on our website. Although the Executive team was working toward the ideals of strategic planning from late 2014, much of the research and evidence based data continued to be collected and collated through into early As this additional information was progressively understood our Strategic Plan was revised and the final version approved in April this year. The Strategic Plan, which is titled BOWLS A CHALLENGING FUTURE, will be reviewed by the Executive each year at the July meeting, commencing in The journey has included an education program for the Executive to ensure an understanding of the purpose for developing a strategic plan and to ensure that it was specific to our zone. To this end it has included an extensive study of our perceived strengths, weaknesses opportunities and threats and also our positioning within our local community. Freddy Dowse Director We also evaluated a statistical snapshot of membership trends, participation rates and performance of representative bowlers. Naturally, the study also included a review of the costs associated with administering and supporting bowls on the Central Coast. Like most studies and reviews the outcomes were anticipated, or in the very least were not unexpected. For example, as a sport we all knew we had an aging profile, geriatric image and a declining membership. However, the extent of those issues are now more clearly defined, measurable and, when compared with other data, provide a better understanding of the bigger picture. This graph clearly depicts the aging profile of our zone membership as documented in March In simple terms, 1 in 3 registered bowlers on the Central Coast is aged over 75 years and 2 in every 3 are aged over 65 years. The graph below shows the actual decline in membership with a trend line out to These factors are likely to have a significant impact on bowls and need to be addressed in any future planning. Bowls Central Coast 21 st (2016) Annual Report Page 12

The 10 year decline at 40% was a loss of membership from 4986 to Unfortunately, the big picture worsened with a 5 year decline of 29% and a 2 year decline of 22%. The recruitment of new bowlers has improved during this most recent financial year rising from 83 new bowlers in 2015 to 116 in 2016 (and that figure is likely to increase when memberships for June are actioned during July). Unfortunately, recruitment has not kept pace with those leaving. Our latest membership numbers from Bowls NSW show a further decline to However, this figure will change as end of financial year membership renewals are finalised. The decline is not across the board, with some clubs going against the trend. An element of this can be attributed to bowlers changing their declared club and it would appear at this stage that the trend is currently favouring the larger clubs, highlighting once again the important nexus of retention with recruitment in future strategies. The numbers shown under KPI s No 1, KPI s No 2 and KPI s No 3 highlight the changing times around our member clubs and explain the difficulties we will face to ensure a healthy and strong level of participation in our Pennants competition as club membership levels decline. Following the review of the information gathered it was clear that we face a challenging future and agreed that the focus must be on bowls and the bowler. Furthermore, it was also clear that any improvement would need to continue well beyond the two year tenure of any given Executive team and that any targets for improvement were, in reality, nothing more than a milestone on the path to recovery. Hence the need for an annual review and adoption of the continuous improvement process. Bowls Central Coast 21 st (2016) Annual Report Page 13

Key Performance Indicators (KPI s) have been identified and will be integral to future strategic planning. A selection of the KPI s are included to give visibility to the process of measuring our continuous improvement across all aspects of the zone. After all, it is not only about numbers. Future planning needs to encompass performance, financial viability and above all else, the enjoyment of the game. The Objectives of the plan are a statement of intent for our way forward and a modus operandi to develop strategies and allocate resources. Collecting and collating the data within the zone also provides a wealth of information for member clubs which has already been provided to some clubs. Awareness sessions to explain the findings from our statistical review, comparative zone/club charts and Club Membership profiles are all now available to member club committees. The Strategic Plan does not in itself achieve anything and the hard work is ahead. However, I hope that the next Executive team shares our vision by using the strategic planning process to good advantage, progressing existing strategies and developing new ones to reach the objectives of the plan. If I am a member of the next Executive team it will be my pleasure to be part of the planning for the future and to report on the progress and success (or otherwise) of specific strategies. Umpires Report Leo Finn The New 2015 accreditation and re-accreditation process which have been implemented has led to a number of people seeing fit to accredit and reaccredit under the new system and this is pleasing. This has meant that there are currently the following number of umpires at the various Clubs within the Zone. All clubs have been advised of the application process and should be familiar with what the State Body requires and how this has been implemented by this Zone 15 panel. 15 Junior Development Squad Russell Johnston 2015 This year started for me with the Junior State Pairs competition. We had a squad of 16 and an enthusiastic group of parents. Dave Cameron and Peter Coombes came on board to form our Junior Development Team and we have arranged regular meetings over the past twelve months to discuss training, selections and other issues as necessary. The next event was the state 7 a side at Figtree. A great result from our team with highlights in the fours results and Mitch McDonnell s victory over Jono Davis in the singles. At the end of these championships we lost our juniors who turned 18, i.e. Michael Bressington, Mitch McDonnell, Jacob Casswell and Jayden Moody. Russell with the BCC 2015 U18 7 a Side Team at Figtree BC 2016 Training was introduced this year and was set down for the last Sunday of each month. Special thanks must go to Dave Cameron and Peter Coombes for their support and efforts in making training an enjoyable and valuable experience for the kids. Indications are that the kids and parents want this to be increased to two sessions per month on the 2 nd and 4 th Sundays of each month. We will know more when I survey the rest of the squad at the end of the year and discuss the outcomes with Pete and Dave. Numbers for our squad seems to be holding at around I would really like this to increase and would appreciate all clubs to come on board and actively encourage junior involvement at their clubs. Our 2016 Zone Champs were held this year at The Greens, The Entrance. So many people to thank for the success of this event including Peter Taylor and the Team from The Entrance, Reg Richardson and the match committee, Mingara recreation club and their sponsorship, Bateau for putting their hands up to support the resolution of a difficult situation and the support of the Zone 15 executive. The fours championship was won by Jarred Crane (Gwandalan), Daniel O Meara (Halekulani), Hayley McDonnell (The Greens) and Bailey Meti (Ettalong) and the runners up were Zac Henley (Halekulani), Jacob Burns (Bateau), James Burton (Terrigal) and Calieb Peck (Bateau). The pairs were won by Bailey Meti (Ettalong) and Hayley McDonnell (The Greens) in a thrilling match against Jacob Burns and Calieb Peck both of Bateau Bay. The singles was an event fitting of a final, after a start plagued with controversy, the finish, at Bateau Bay, was amazing, finally won by Bailey Meti (Ettalong) over Josh McDonnell (Halekulani). A great championship for Bailey with wins in all three disciplines. LATE BREAKING NEWS Congratulations to Hayley on her selection as a reserve for the NSW U18 Rep Team U18 Pairs winners Hayley McDonnell and Bailey Meti Bowls Central Coast 21 st (2016) Annual Report Page 15

We had a number of trials this year. The games against Zones 2 and 6 at East Cessnock was washed out, the 7 a side junior development series at Taren Point was a learning experience which was played against some of the best U/25 players in the nation and the game against Zone 10 at Terrigal a test for our juniors resolve. All in all these experiences are valuable and hopefully will be played again in State champs were again held at Warilla. All our disciplines performed creditably against very strong and experienced opposition. A big congratulation should go to Hayley McDonnell who made the top tier of the NSW junior squad and Bailey Meti and James Burton who made the silver tier of the NSW junior squad. Although this year was my first I believe we have made some progress and I look forward to moving forward with the squad again next year. Bowls Central Coast 21 st (2016) Annual Report Page 16

Explanatory Notes on the Financial Report The more detailed set of accounts maintained by the Association (see below) reveal the following profit/loss figures. These figures balance with the Financial Report prepared by the Auditor. 2015/ /15 Profit/Loss Profit/Loss Championships $2, $ Special Events -$19, $11, Pennants $5, $1, Mid-Week Triples $2, $2, Recruitment $ $2, Under 18 -$1, $ Under 25 -$ $ Mixed Pennants $0.00 $0.00 Web Site $0.00 -$ Clothing -$ $2, Capitation $45, $38, Affiliation Fees $1, $1, Interest $1, $ Sponsorship $13, $12, RNSWBA $0.00 $0.00 Sundry Income $ $0.00 Administration -$18, $20, Honoraria -$20, $21, Donations -$1, $1, Total $11, $2, $1,964 of 2015 Pairs entries were received in August 2015 and $2,300 of 2016 Pairs entries were received in June In 2016 the new Quad Series is played on 1 st and 2 nd July which means that all costs were met in 2015/16 but the 75% (or about $2000) paid by Clubs was received in 2016/17. Similarly the IZ Sides held mid May was not billed to Clubs until mid June 2016 and the Club s share not received until 2017/18. The 2015 Presentation night spent $3,000 more than the 2014 Presentation evening (2015 held in 2016 paid prizemoney for the last 6 months of 2014/15). 3. In 2015/2016 we were paid the $3,000 hosting fee from The Greens The Entrance for the 2014/15 Pennant Competition. Also fees were increased from $70 to $ Recruitment in 2014/15 was funded at $2 per member and $3 in 2015/16. Includes Hava Go Pairs and the advertising for Open IZ Sides and State Championships that was jointly funded by Bowls NSW, The Greens, Ettalong and BCC. It s a very different cost centre in 2015/16 than it was in 2014/15. In 2014/15 we deliberately invested $1200 to support Aloha Bowls and $1400 on the BCC Pennant Finals 5. In 2014 and 2015 the U18 7 a Side was in Figtree. In 2014 we took only the 7 players and one official. In 2015 we took a reserve (which is our policy) and 2 rather than one official. Also, the petrol money was increased from $45 to $ The $500 was charged to U25 in error. It was travelling money for the U25 Inter Zone Event and should have been costed to that heading under Special Events. 7. Only one purchase of Clothing (caps) in 2015/16. In 2014/15 3 purchases were made. 8. Annual fees were increased by $2 in March 2015 and therefore impacted 2015/16 revenues and additionally two Clubs paid their 2016/17 annual fees early in June Six Clubs paid their 2016/17 affiliation fees in June Bank Interest on the additional profit of $11,495 alone goes a long way towards explaining why our Bank Interest is about $400 higher.
