1 MINUTES of the MANAGEMENT MEETING of BOWLS CENTRAL COAST 15 th November 2012 at the Bay Sports Club at 7.30 pm. Approved Business Arising from the Minutes: Nil Correspondence: Gosford City Bowling Club s request for a Special Meeting to change the constitution to allow up to 12 teams that nominate in Grade1 Pennant competition. Tony Hegyi stated that Bateau Bay will second the motion for the Special General Meeting and for the change to the constitution at that meeting. The motion that a Special meeting be called to amend the constitution was put and was voted on and passed. Accordingly, the Secretary would organize the meeting as soon as possible. It was explained that 21 days notice of the meeting had to be given. Reports: These minutes are to be read in conjunction the document titled Reports for Management Meeting to be held 15th November 2012 attached to these minutes. State Councillor - Kevin Dring stated that he had topics to speak on and will raise them in General Business. Match Committee - Col Bray advised that the Match Committee are meeting tomorrow (Friday at am) re Pennant sides Draw to be done at this meeting and presented to the State Match Committee for approval., also that draft version 4 of the Program for 2013 has now been released. Coaches - David Cameron gave a verbal report which is included in the document attached General Business: Clubs were reminded that all bowlers must be registered with the RNSWBA if they wished to remain affiliated with the RNSWBA. State Councillor Kevin Dring spoke to the Agenda items for the upcoming State Council Meeting of 29 th November State Rookies: Proposal to reduce the entry fee and extend the rookie period from 30 months to 3 years after registering with the RNSWBA. It is the opinion of the Executive that there is no change. 2. State Rookies COP: Proposal to lengthen matches will not be supported. 3. On-line Membership: CEO of Royal to be prompted to continue with this project which has the support of the Zone executive. 4. Status of Agenda Items: Strongly agreed as we do not want our unresolved Agenda items to be forgotten. 5. Resurrect the Bowls NSW Forum:. We agree in the principal for a 2 way forum. 6. Under 18 (Junior) Bowls: Need for NSW Juniors Committee to provide leadership and support for Zones also supported. 7. Zone Advertising Brief: Submitted by Kevin Dring to the Royal in the last week of September and we are still awaiting a response. 8. Minutes: CEO Greg Helm has requested a copy of all Zone s Management Meeting Minutes to ensure topics related to Bowls NSW and State Council are being appropriately followed through and covered in a positive manner at Zone and Club level.

2 Delegates raised a concern of reports that there were a number of high graded pennant players seeking to transfer to a particular Club whose highest grade was only Grade 4. Furthermore it was pointed out that the Zone Match Committee was making decisions on which Pennant Grades Clubs must play without knowing the availability of players. The meeting was highly critical of the extraordinary long lead time involved in the processing and grading of pennant entries by the Zone and SMC and the subsequent appeals procedure which is compounded by the Xmas holiday period. State Councillor Kevin stressed that in his new role if Clubs are not happy with administration matters and procedures he would take-up any such complaints at State Council. A delegate read to the meeting a draft motion calling for greater delegation by the State Match Committee to Zone Match Committee to resolve the problem. He was reluctant to table the motion without the approval of his Club. He was asked to seek such approval and if the Club wished for it to proceed, the Secretary would circulate it as an item for discussion at the next meeting. Presentation evening will be held at the next management meeting being held on 17 th January pm start. Past patron of this zone Mr. Edgar Wood will be 100 years old at the end of this month. 3 Reports for the Management Meeting to be held 15 th November 2012 President- Max Le Guier Saturday 15/9, I attended the 7 aside teams at Belmont B/C for our under 25 players, they had enough points to win. On Saturday they won their sections, Sunday was harder, losing the Championship on a count back. The performance of the players, show the talent in our Zone. Thanks must go to Brett and Daren for a great effort. I was accompanied by Zone Councillor Kevin and Secretary Doug. At the management meeting on the 20th September, the question of honoraria was raised and it was pointed out honoraria was not payment, but help to cover costs. At this time I also point out to you that the Senior Vice President gets no honoraria. I feel this warrants looking into by We are all volunteers from myself to the Delegates who attend these meetings, you couldn't cost the hours or travelling put in that we do. We are all giving something back to our sport with hindrance from other bodies. Wednesday , I attended the opening of the youth club at Doyalson-Wyee RSL sub Branch, mixing with the Premier of NSW Barry O'Farrell and Garry Edwards MP State Member for Swansea, and many officials from the State RSL. Also attending was the foundation member to the youth club Mr John Tink OAM. This took 22 years to achieve by John and his many committees. Saturday 6/10, I attended a Match Committee meeting at the Greens B/C at The Entrance. Sunday 7/10, I attended the final of the Zone Pairs at the Greens between Jeff Watson - David Neilsen from Terrigal playing Lee Trethown-Aron Sherriff from Ettalong. The game was a fitting final with no team racing to a big lead, it was a display of how bowls should be played, with all players showing their skills. Arons team was the eventual winner. Saturday 13/10, I attended the 100 year Dinner at Wyong Bowling Club with State Councillor Kevin and our wives. We were welcomed by President Carl to start the night off. Royal VP Ian Mc Knight also joined us, The meal was excellent followed by presentation of awards to the many volunteers who had given years of service to their club. One in particular, Trevor Quinton having served 20 years, the others, too many to name, have also served Wyong well. Wednesday 17/10, I visited Munmorah United B/C accompanied by SeniorVP Col. VPs Geoff and Bob and State Councillor Kevin, for the final of the B & C Grade mid week Triples between The Greens No1 and Umina Beach. It was a pleasure to attend with fine bowling from all players. Munmorah winning the B Grade and The Greens the C Grade. It was also good to meet President Ray, thanks for the catering and use of your club for this final. Saturday 20/10, it was with regret that the I received from Secretary Doug, that with 25 Clubs in Zone 15, we could only field 12 teams entered in The Crieghtons over 70s Day. Sponsors are hard to come by, so if possible we should show support for them at all times. To the clubs that did enter, thanks for your support sorry to disappoint you. Thursday 25/10, the Controlling Body Seminar held at Bateau Bay by Tony Hedji was good information to all who attended, approx 20 or more. Tony also gave all who attended a document which will steer people being the controlling body, the right way. Thanks also to Col and Peter for attend as Zone Representatives, and all who came to the seminar. State Councillor- Kevin Dring Wyong celebrated its Centenary in grand style over the weekend of October 13 & 14. Travel assistance Grant Scheme in place for Clubs seeking financial aid to attend finals. Coaching & Reaccreditation (Zone2) Decision required - That measures be taken to improve perception of coaching and reaccreditation. Recommendation Will be given due consideration.

5 Regulation 8.3 (Zone 10) Decision required That non bowls related incidents be incorporated under RNSWBA 8 Disciplinary Action. Recommendation - That the appropriate remit of the Association is for bowls related matters that concern the sport. Bowls NSW Magazine Review (Zone 15) Decision required -To provide an understanding of key issues under consideration of Magazine review. Recommendation - Relevant and current information is available through means other than magazine eg Weekly Roll-up, Jack and web site. High rate of magazine return to Association office indicates that Clubs may not be notifying changed address details. CEO to follow up reported problems in distribution of September issue to some areas Membership Sub Committee (Zone 9) Decision required - For the formation of a membership sub committee to make recommendations on strategic marketing for Board consideration. Recommendation - Ultimately recruitment and retention is a Club responsibility. Association can support with activities and resources of CDO s and Sports Development team. Promotional materials to be forwarded to Cr L Hyde for reference. Business Arising from Reports I reported that it appeared that two Clubs within Zone 15 were offering social membership contrary to RNSWBA Constitution policy and that the matter had been reported to the Royal for due consideration. I also suggested that the action of these two Clubs may only be the tip of a growing iceberg which could have serious ramifications on membership numbers and revenue. CEO agreed with our course of action in reporting both instances as it was important to ascertain the facts and avoid any initial heavy handed response or threats. The CEO suggested potential abuse of the intellectual property as a bigger issue. Rookies Singles & Pairs finals Raymond Terrace October 6 & I attended the finals of the Singles on Saturday Oct 6 and was most impressed with the standard of competition and the facilities of the host Club with its under cover synthetic greens. Toukley District s Andrew Parkinson was our Zone representative and whilst only winning one of his three sectional games he played exceptionally well and was a great ambassador for his Club and Zone. On the Sunday the Wyong pair of Greg Taylor and Apollo Birch had a tough round robin draw for one good win and gained invaluable experience from their participation in this event which offers new bowlers a great introduction to competition play. Wyong B C Centenary celebrations and Club members. RNSWBA Vice President Ian McKnight was in attendance and presented Wyong Bowling Club President Carl Sternbeck with a commemorative silver plaque. Wyong Mayor Doug Eton, Zone 15 President Max LeGuier and State Councillor Kevin Dring with their wives were also part of the official party Recruitment and Retention Advertising Brief A detailed advertising brief was submitted to BOWLS NSW by on Sept 18 for the development of an advertising and promotional campaign in support of a new Recruitment campaign. We are awaiting a response. State Council Information Now on Zone 15 Web Site In order to promote a better understanding of the new role of the State Council and a transparency of its meetings, we have introduced the heading of State Council to the Zone 15 Home Web Page with a series of tags covering Role of State Council, Your State Councillor, Reports, and Minutes of Meetings. Secretary- Doug Rose Volunteer of the Year I am pleased to advise that your humble Secretary has been selected as the Central Coast Volunteer of the Year. Originally nominated for the work I do for the Peninsula Community Centre my role as Secretary of Bowls Central Coast was also included in the nomination.

6 My thanks to Kevin Dring who as President at the time provided this information to the Centre for Volunteering even if he chose not to tell me what he was doing. On the 5 th December I will be attending the State Announcement. Wish me luck. Pat Geary EOI Only one EOI to host this event in 2013 was received. Negotiations are now being finalised with Halekulani for them to host the event. Creightons Over 70 Challenge Unfortunately due to insufficient entries this event had to be cancelled. I thank the proposed Host Club, Bateau Bay and it's President Tony Hegyi for the assistance with arrangements for the Event. Also the 7 clubs that submitted teams (Halekulani, Umina, Mingara, Wyong, Bateau Bay, Munmorah and Wamberal). Hopefully we will be able to retain the sponsorship for next year and the event will generate more interest. New Trial Arrangements with Zone 9 Zone 9 will be joining the Seniors Trial that we have with Zones 2 and 6 in early March. This will eliminate the need for the home Zone to provide an A and B side. In a special once off agreement with the other Zones, this Zone will be once again hosting this event in 2013 at a Club close to the F3 Freeway. SVP Col Bray will be contacting suitable Clubs shortly to see if they are in a position to host this event. Clubs interested should speak with Col on With Zone 9 now involved with this trial the further trial that we normally have in late March has been cancelled. Instead we will be having a Open Representative trial with Zone 9 on 28 th July 2013 initially at Asquith with 4 A and 4 B rinks of Fours. In 2014 this trial will be conducted in Zone 15. Again Clubs interested in hosting this trial should contact Col. My thanks to Dick Love for his involvement in the negotiations for this trial. Veterans and Super Veteran s Badges - The Royal had decided to impose a $5.50 per badge levy on Veterans and Super Veterans Badges handed out on Veterans Days. The Executive Committee has determined to: 1. Request the State Councillor to complain to the RNSWBA about this impost on long term members of the RNSWBA who receive very little from the RNSWBA other than this badge, 2. Seek sponsorship to meet this cost or if this cannot be achieved to meet the cost from BCC funds. The veteran or super veteran will not be charged for badges. Constitution - Doug Rose The CEO of the RNSWBA has released to Zone Secretaries the DRAFT Model Constitution to be used by Zones to create their Constitutions. The aim being for Zones to have Constitutions consistent with and similar to the RNSWBA Constitution and each other. While the Executive support this objective, we are disappointed that for a variety of reasons the Model Constitution is lengthy, difficult to understand in places and repeats itself on occasions. The Model Constitution has been released by the CEO with limitations on what can be changed. It does include certain improvements from the previous model that this and other Zones had requested. However, the RNSWBA is well aware that certain elements of the Constitution are still not acceptable to this Zone. In particular we require the AGM to set honoraria and that a Sports Administrator cannot be appointed by the Executive without the approval of Club delegates. We will be requesting a meeting with the CEO to negotiate the changes that we need to recommend to you a Constitution developed from this Model. Publicity Report Bob Bourke Due to the usual wind-down of Zone events towards the end of the year there is not a lot to write about since my last report in September. Wednesday 17 th October. The Mid-Week Triples were completed with the running of the B & C Grades at Munmorah United Bowling Club resulting in Munmorah winning the B Grade and The Greens took out C Grade.

7 Sunday 7 th October. The Champion of Club Champions Pairs Final at The Greens was won by Aron Sherriff and Lee Trethowan (Ettalong) in a cliff-hanger from David Nielson and Jeff Watson (Terrigal). Although not a Zone event, Wyong Bowling Club s Centenary Celebrations marked a milestone in that club s history and as such I wrote a feature article for Bowls NSW magazine as Wyong was the first bowling club on the Central Coast. Let s hope it goes to print. Due to my being on holidays, other events were covered by Kevin Dring and Doug Rose. Those events and the above can be viewed on our Zone Website Under 18s Report Garry MacFadyen It was great to see a number of our U 18s compete in a junior tournament held at Asquith Bowling Club on Sunday 7 th Oct. Pairing up were Jacob Casswell (Ettalong) and Caleb Peck (Bateau Bay) who played excellent bowls to take out the Under 18 division just ahead of Maddison Fennell (Gwandalan) and her pairs partner. Congrats to these bowlers who were thrilled to pocket some nice prize money as a reward for their efforts. Ten of our U 18s attended the Zone 15 Rep. coaching day held at Avoca Beach on Sunday 28 th Oct. Directed by the highly credentialled and renowned coach, Lachlan Tighe from Victoria (currently coach of the Canadian team here for the World Champs.), the players were put through a series of skills and drills during the course of the day. Lachlan s approach is not textbook but his passion, knowledge and emphasis on repetition, discipline and focus were contagious and hopefully rubbed off on those bowlers who attended. Congrats to Luke McBeatty (Ettalong) who has been selected in the recently announced Zone 15 Open team to play Zone 5 RSL at The Greens on Sat. 17 th Nov. Umpires Report Leo Finn The Umpires panel has had a busy month We have accredited members from Diggers, Mingara and a further class at Toukley RSL. It is pleasing to note that these persons performed their accreditations to a high level and are now welcomed to perform duties as umpires at their various clubs. Well done. I can only encourage other members to do the same and hopefully we the zone will continue to be one of the largest and strongest group of umpires in the state. The Wamberal Club hosted a Controlling Body Seminar which was attended by 18 persons. The roll of a person performing this function was overviewed and functions were explained. It is a pity that more people do not attend these type of seminars. Remember that the Club cannot run Championship events without an Umpire or Controlling Bodies in official positions. So it is necessary to have your Club sponsor people into the roll of Umpire or Controlling Body. There are currently 230 umpires and measures in Zone 15.

8 Selectors Report Dick Love Website Manager and IT Advisor Geoff Graham Website Once again the Zone Website has performed well showing a 55% increase in hits over the same 2 month period last year. Tournament Software - Over the past few weeks I have added many new files to the Tournament Software page and hopefully you will find these new files more user friendly. We now have 25 files available for download including some that have been specifically designed for display on a flat

9 screen TV or overhead projector. To review the new files please go to the Club Pages/Tournament Software tab on the Zone 15 Website. Demonstration - I will have the Zone laptop at the next Management meeting on 15 th November so if you would like to see a demonstration of these files before the meeting please give me a call on to make an appointment otherwise I will be available after the meeting to answer any questions or to demonstrate these files Scroll file If you intend to use Scroll during the 2013 Pennant Season, you will need to me a copy of the last Scroll file you used this year so I can update the Result Sheet and clean out your Pennant Teams sheet if necessary. If you think you will be having more or less sides than you did this year you might like to delay sending the file until you know how many sides you will be fielding in 2013 so I can attend to that at the same time. Carrolls are prepared to supply the Scroll score cards once again and they are promised for late January or early February. I will deliver them to the clubs as soon as they arrive. If you are NOT going to use Scroll in 2013 could you please let me know so I can remove your club from the delivery list Draft Programme of Events Is now available on the Zone 15 Website. All Club Nominations for 2013 Pennants Closed on Tuesday 13 th November and the Match committee meets to do the allocation and draw on Friday 16 th November which will then be forwarded to State Match for approval? 2012 Mid Week Triples Results Congratulations to these Clubs. Coaching Academy Report David Cameron Selection Module The Selection Module is designed for club coaches, selectors and others who are keen to ensure their club has best practice selection standards. Coaches should attend this workshop to learn more about the benchmarking players which can assist with selection. Selectors and committee members should attend this workshop to learn how to create a selection policy and a healthy philosophy for their club. A Selection Module will be conducted at Diggers on Monday 19 th November commencing at 1pm, interested people can apply by completing an application form [ found on the RNSWBA and NSWWBA websites ] and forwarding it to Sydney. Lachlan Tighe Coaching Workshop On the 28 th October, 22 coaches participated in a theory and practical coaching workshop conducted by Lachlan Tighe. The invitation to attend this workshop was extended beyond the Central Coast, with attendees from as far as Camden. Lachlan also conducted sessions for Avoca Beach players on Friday 27 th and for the Zone U/18, U/25 and Open Representatives on Sunday 29 th. a sample of Lachlan s bowls coaching positions and successes to date: 2002 Commonwealth Games, Manchester, Malaysian Lawn bowls Head coach and 4 medals including their first ever gold medal VLBA Victorian State Ladies coach

10 2006 Commonwealth Games, Melbourne, Malaysian Lawn bowls Head coach and 2 gold medals Auckland NZ, High Performance Head coach 2006 Bowls NZ, consultant coach 2007 women world indoor singles champion, coach 2008 mens world champion & world indoor singles champion, coach Commonwealth Games, Delhi, Jersey, UK, Lawn Bowls National coach Canada Lawn Bowls National coach Coaching Numbers Bowls Central Coast is one of only four(4) zones in the state to improve on coaching numbers since Currently there are 74 male coaches. The next Club Coach course will be conducted at Diggers on Saturday 9 th and Sunday 10 th February, 2013 Unfortunately there are 4 clubs [total membership 96 players] still within the zone that do not have an accredited coach Competititon Module The Competition Module focuses on the aspects of competitive bowls. Coaches should attend this workshop to gain further information on how to best prepare players for competition, where to find the laws of the sport and conditions of play and understand how to educate players to focus on what they can control. The workshop contains practical on green elements where participants can discover what their own shot timeline is and how best to collect statistics.
