The event will in future be held every two years, instead of annually; several na ons have found it too difficult to afford a yearly trip or to host the event; a mee ng a er the event will decide the 2019 venue. Teams entered (they had to confirm by July 31; too late for verifica on here) are Botswana, Kenya, Malawi, Namibia, South Africa, Zambia, Zimbabwe. Last year South Africa s men and women ended winners, as they usually do and Bowls SA president Kallie Haupt said at the me: It was a pleasure to be a spectator during such a superb exhibi on of bowls. Do not think the opposi on was weak; our Proteas had to be at their best - they were. Final 2016 overall scores were: Men: SA 18, +62; Namibia 17, +107; Kenya 10, -49; Zimbabwe 8, -12, Botswana 7, -108; Women: SA 16, +76 Namibia 15, +35; Zimbabwe 12,

2 +17; Kenya 9, -66; Botswana 8, -62. SA men s team is much changed, with only young guns Brendan Ainley (NIBA) and Stephan de Jager (BOL) remaining; the women s side is unchanged except for the re rement from interna onal compe on by Susan Nel. Bronwyn Webber (PNB) again plays singles; Esme Kruger (BGN), Elma Davis (EDB), Anneke Snyman (BOL) again appear; Gauteng North s Vicky Frost makes her debut. JBA s skilful 2017 Gauteng Open Singles champion, George Lo er, in-form Francois Koen (BGN) and the young SA Na onal Singles champions, Wayne Ritmuller (PNB) debut for the men. No doubt there is a reason, but it may be disappoin ng the African players coming will not be this year able to again face champions and seasoned Proteas Morgan Muvhangu (SBA) and Prince Neluonde (JBA); another vet in Rudi Jacobs (NW) is not included this me. FACTS & RULES FOR AFRICAN STATES PLAY The series will be played with each of the sides playing each one another on a round robin basis. Tradi onal Play (five players per team); each player can compete in a maximum of two disciplines; singles and fours each team will be conducted concurrently, as will the pairs and triples. Changes in the player s posi ons within each discipline shall be permi ed for each match session. Players must remain in the disciplines as declared on the declara on form submi ed to the tournament commi ee at least 30 minutes before the start of each session. FORMAT Pairs Three bowls per player; 18 ends, with a me limit of 150min Triples - Two bowls per player 18 ends, with a me limit of 150min Fours - Two bowls per player, 18 ends, with a me limit of 165min Singles - Four bowls per player - 21 shots, with a me limit of 165min Time may be extended on the authority of the umpire. In each discipline three game points will be awarded for each game won; no game points are awarded for any game lost; one point will be awarded for each game drawn. The winners of each discipline will be the team with the highest number of points. If points are equal, then placing will be decided on the highest net total of shot difference. If posi ons are s ll equal the total shots scored by each ed team will be divided by the total shots scored against; the team with the highest result shall be the winner. If there is s ll a e the result of the game between the ed teams shall decide the winner If there is s ll a e the placing will be declared as such. If a jack in mo on passes completely outside the boundaries of play comes to rest in any hollow in the face of the bank or rebounds to a distance of less than 20m from the mat line, the end should not be declared dead. Instead the jack should be placed with the nearest point of the jack to the mat line at a central 2m spot. If the spot is partly or completely covered by a bowl, the jack should be placed as close as possible to the covered spot between and in the line with the corresponding spot at the opposite end of the rink, without touching a bowl (Law ). A er the delivery of the first bowl, players will be allowed to walk o the head only: PAIRS Leads: a er delivery of their third bowls. Skips: a er delivery of their second and third bowls. TRIPLES Leads: a er the second player in their team has delivered their second bowl Seconds: a er delivery of their second bowl. Skip: a er delivery of each of their bowls. SINGLES A er delivery of their third and fourth bowls. FOURS Leads: a er the second player in their team has delivered their second bowl. Seconds: a er the second player in their team has delivered their second bowl. Thirds: a er delivery of their second bowl.

3 Skips: a er delivery of each of their bowls. Smoking (including ar ficial devices or e- cigare es such as Twisp), the consump on of alcohol and the use of mobile phones are not allowed by players while play is in progress. The overall men s and women s sides will be declared as the country accumula ng most points in the four disciplines combined. POINTS ARE AWARDED AS FOLLOWS: The winner in each discipline shall score points equivalent to the number of teams compe ng. Subsequent placing in each event shall be reduced by one point for per placing. MEN: GOLD - 7 points; SILVER - 6 points; BRONZE - 5 points; FOURTH - 4 points; FIFTH -3 points; SIXTH - 2 points; SEVENTH - 1 point WOMEN: GOLD - 6 points; SILVER - 5 points; BRONZE - 4 points; FOURTH - 3 points; FIFTH -2 points; SIXTH - 1 point; The overall tournament posi on for each gender will be the combina on of points accumulated in the various d i s c i p l i n e s, should there be equality of points a er all disciplines the country with the highest net total of shots will rank higher. 4 FROM PRESIDENT SDESK THE Kallie Haupt's term as president of Bowls South Africa expires during the AGM at the end of this month. Here he says farewell on the eve of his stepping down THANKS FOR THE MEMORIES SAYS PRESIDENT HAUPT Hello fellow bowlers and goodbye... all good things come to an end. I have had the privilege to serve bowls at the highest level for the 12 years and consider myself the luckiest man on earth, having r e c e i v e d n o t h i n g b u t k i n d n e s s a n d encouragement from players, club and district officials during that me. We find ourselves on the cusp of an important phase in the managing of this sport. On one hand government con nues to play a major role in the implementa on of transforma on strategy, but escala ng costs is strangling bowls; another major problem is filling administra ve posi ons at club and district levels. It is difficult indeed to predict the future as circumstances and changes are happening rapidly and outcomes becoming more unpredictable. In spite of all these challenges I m confident your new execu ve will have the exper se to take bowls forward - I wish all a successful term of office. The past 12 years have enriched my life and I thank everyone for an opportunity to have served our wonderful sport. JBA CALL FOR SPECIAL A requisi on has been received by Bowls SA from JBA et al to convene a Special General Mee ng. This requisi on is in terms of clause 12.8 of the Bowls SA Cons tu on and a copy sent to each district that delegates may arrange requisite mandates. The mo on shall be placed before council on Saturday 26, August 2017; the workshop shall be suspended at 13:30 to convene the special mee ng. The mo on relates to the Bowls South Africa Execu ve and reads: Johannesburg Bowling Associa ons proposes that Clause of the Cons tu on of Bowls South Africa, be changed to read: 'Separate ballots shall be held at the annual general mee ng, for the posi ons below, in the order indicated. Prior to the Districts vo ng for the president and vice-president, those members of the execu ve who wish to stand for either of the posi ons, and who qualify in terms of Clauses and of the cons tu on of Bowls South Africa, will indicate their willingness to be elected.' Those willing to stand for the posi ons must, prior to vo ng, give a short presenta on on why they wish to stand and what they have achieved in the years they have been on the execu ve of Bowls South Africa to warrant GENERAL MEETING being voted for: , , (President, Vice- President, four members of the execu ve). ln support of JBA s applica on are Sables, Gauteng North, Ekurhuleni and Sedibeng, whose presidents have signed to that effect.

5 A NEW REVOLUTION IN BOWLS MOST ACCURATE WAY TO LEGALLY GAUGE THE STATE OF HEAD! New from Australia, the BOWLS EYE is a simple eye shaped transparent perspex disc featuring a number of concentric circles that can be used in the game of lawn bowls to accurately es mate the distance between the jack and surrounding bowls. At any me a er the first two bowls have been delivered, a team member or marker can use the tool to efficiently and accurately gauge the state of the head. Supplied with a protec ve microfibre sleeve in choice of colours. Law 23.3 (part of): Examples of equipment or objects which, when used during an end, would not be deemed to be in breach of law 23.3 include cross-fingers and devices comprising concentric circles within a t r a n s p a r e n t f r a m e w h i c h a r e h e l d approximately waist high, and equipment or objects (such as a player s foot) placed alongside or parallel to (but not directly between) the jack and the bowls. STEP 1 Posi on yourself over the head and hold the BOWLS EYE parallel to the ground with both hands using your thumb and index finger at either end, with your dominant eye look through the smallest inner circle of the device. STEP 2 Line up the inner circle with the Jack, moving the BOWLS EYE up and down un l the inner circle is fully centred on the Jack. Step 3 From this posi on assess the state of the head by using the outer concentric circles to easily gauge the posi on of the Jack in rela on to the bowls. FOR CLOSE ENDS At Step 2, lower the BOWLS EYE so the Jack fills up the two inner circles before gauging the head. FOR LONGER ENDS Where the nearest bowl is further than 400mm (approx.) from the jack. At Step 1, turn the BOWLS EYE 90* and instead hold the sides of the device, use the small circle at the end to gauge the distance. ARE WE ALL DYING ON OUR FEET? Never deliberately more than three sentences away from telling you something you already know. Forever taking outsized credit for a game that should be far more popular than it is. Never stopping to think that they might be the reason that one of the greatest sports ever conceived is dying on its feet. Every sta s c you see about golf these days makes for the sort of graph that causes a banker to tell the barman to leave the bo le. Par cipa on rates? Down. Viewership figures? Way down. Industry markers? Gone south. The world s biggest sports company built a two-decade campaign around the two most marketable golfers in history and s ll couldn t make the golf equipment game pay. And so golf, a sport which never considered itself a world-stage kind of player before Tiger came along and gave it no choice in the ma er, is carried along now by the belief systems of two dis nct fac ons. For every earnest worrier about golf s place among the na ons of the spor ng earth, there are clubhouses filled with old farts who are juuust fine with things the way they are. The upshot is that every a empt made to shave some of the more fusty edges off golf is met with resistance, confusion and o en barely-disguised contempt. Bigger holes, fewer rules, Golf Sixes, whatever else. Golf is St Augus ne s prayer adapted and updated, scrawled on a scorecard and pinned on the Hon Sec's no ceboard. 7 in the news The Investment Specialists THREE NOT A CROWD AT POLLSMOOR The Warwick Wealth Pollsmoor Classic Trips a racted 28 sides and reports the sponsors Douglas (Sandy) Street accompanied by Richard Filer. The weather knew just how to behave, the Cape having been lashed by the most severe storm in decades. However, two full days play was possible with three games on the first and two on the second day respec vely. Compe tors enjoyed an open drawn for the first match and therea er strength versus strength. Teams from all over the Cape entered with a few from over the mountains. Nico (club vice-president) began proceedings by thanking Warwick Wealth. The lucky draw prizes were possibly the largest seen at bowls 50 draws took place ranging from liquor hampers to coffee machines, magnums of wine and wait for it a compe on pool WINNERS: Warwick's Richard Filer, le, with the Goodwood lads who won at Pollsmoor table with all accessories for the last draw, this generously donated by Adriaan Lourens (Sou e) the club president of Pollsmoor. Added to this were generous cash prizes for the top teams. Special men on must go to the team which ended last, but with two new FULL GREENS: The general scene at Pollsmoor novices - they held their heads up high. The tournament also saw an under-15 boys side enter, which ending in the middle - much tenacity and enjoyment derived from these lads. The winners came from Goodwood with a Durbanville trio in second spot. SNOW, BUT FUN AT WORCESTER WINNERS: Mike and, Tjops Lamb and Ian and Cheryl from Constan a with Michael Feinberg (le ) and president Joggie Mentz Snow greeted the Warwick Wealth Worcester Open at Worcester Bowling Club reports Doug Street, was accompanied by finance guru Michael Feinberg. Teams from Oakdale, Constan a, Kleinmond, Hex River, Hermanus and a con ngent of local talent took part. Format was the ever-popular open draw then strength versus strength over three games, separated by snacks and a lovely chicken pie lunch (thanks to Ursula and your team). Outgoing president Joggie Mentz welcomed all and began procedures. Greens were OPEN superb; congratula ons to Chris Malan and his team. Winners were a mixed side of local talent and imported players from Constan a (see picture) Mike and, Tjops Lamb and Ian and Cheryl from Constan a with Michael Feinberg (le ) and president Joggie Mentz. Warwick Lucky Prize winners were: Les Bradley, Ursula Malan, Michaela Maree, P Badenhorst, Ingrid Erasmus, Lorna Viljoen.

8 WARWICK LARGESSE AT THE BELL CASH STARS: Danny McCarthy, Tina Barbour, Desire Krause The Warwick Wealth Money Shower event at The Bell Bowling Club on the KZN coast saw 48 bowlers play in the win-win tournament, where every player receives a cash prize on a superb winter a ernoon, reports the sponsors Stuart Milligan, accompanied by Stuart McMurtrie. The drawn trips event consisted of two 10-end games, scored on a point per end which then related to the cash prize for each team. The ini al round was drawn, the second round was winner versus winner and loser against. The home club's Tina Barbour and team proved too strong for the rest of the field claiming top spot ahead of Renzo van Niekerk's side. The rest of the field did not leave empty-handed as each SECOND SPOT: Pat Maggs, Kevin Mullen, Renzo van Niekerk team received prize money; an enjoyable a ernoon was enjoyed by all par cipants. Warwick's voucher winners were Dawie Schlebusch, Kevin Mullen, Ethne Holding, Ryan Keys, Rynier van Tonder. A WEEK'S TOP BOWLS AT DURBAN WANDERERS TOP DOGS: Steve van Rooyen, Dave Le Roux, Noel Morel, Dave Arnold T h e 6 9 t h a n n u a l w e e k- l o n g p o p u l a r Tournament at Durban Wanderers Bowls Club a racted 18 men s and eight women s fours, reports the sponsor s regional sports controller Stuart Milligan, accompanied by Bobby Beukes and Stacey Killian. The men did ba le over 10 games; the 8 ladies began midweek. The men s and ladies final posi ons went down to Lucky Draw Winners: Linda Carlyle and Tommy Cloete with Stuart Milligan the wire with Steve van Rooyen s team in the men s division leading into the final round ahead of Rob Armstrong s team on shot difference. Both teams won their final game but the honours went to Van Rooyen with followed by Armstrong on The third place in the men s division was also a ght affair with the Airforce Base Durban Team (14 +54) winning their last game to leapfrog Dudley Dorrofield s quartet (14 +49). The ladies division had three teams playing t h e fi n a l r o u n d i n c o n t e n o n, b u t unfortunately two lost their final game to allow Joan Bruce s team to take the honours. The final posi ons: Joan Bruce 10, +70, Marion Crouch 10, +46, S Erasmus 8, +25, L Watson 6, +32. RUNNERS-UP (Men): Rob Armstrong and team Congratula ons to Jeff Bolt, his bunch of helpers and the Durban Wanderers staff for a well-organised event. It is not easy running a week-long tournament, but for 69 years is a phenomenal achievement. Planning has already begun for the 70th.

JILL AGAIN: Umhlali CC women s singles championship was played between two top ladies Jill Hackland and Cheryl Mostert, each of whom have won the South African Singles. The lead changes a few mes, but at the end Jill had defended her tle Cheryl, le and Jill - well done ladies KIWIS GET TOUGH The Bowls New Zealand Judicial Commi ee has reached a decision as to the allega ons against Neil Fisher, Colin Rogan and John Walker. The allega ons arose when the three men represented Browns Bay at the 2017 Na onal Club Championships in the Triples discipline. The men defaulted the finals of the Triples Championship which it was considered they could reasonably have played. The allega ons were the team had breached The Bowls New Zealand Code of Conduct for Na onal Events, as well as the BNZ Cons tu on. The Judicial Commi ee conducted a heading on 21 June 2017, and based on the evidence provided has concluded that the men were in breach of the Code of Conduct clause 3.5 Best Efforts and in breach of the Code of Conduct and Cons tu on clauses rela ng to misconduct and also bring Bowls New Zealand, Bowls North Harbour and the Browns Bay Bowling Club into disrepute. The Commi ee wants to stress that not all defaults in a compe on would breach these clauses, it is only when the default is unreasonable based on what an ordinary person would consider reasonable. The penalty that has been issued is that the men be suspended from all Bowls NZ Events (including any events held at Region/ Zone, Centre or Club level which may lead to qualifica on for a Bowls NZ event) and all championship events at any club of which they may be members for a period of 12 months from 21 June The men are also required to issue apologies. The decision as to cost has been reserved.
