1 Kessedhek Arwodhyow ha Henwyn-Le Signage and Placename Panel Kovnotyansow an kuntelles synsys: dy Gwener 17 mis Meurth 2017 Draft Minutes of the meeting held: Friday 17 March 2017 Attendees: In attendance: N Meek, J Edmondson, K George, R Lyon S Rogerson 1 Diharesow / Apologies J Holmes, C Weatherhill 2 Kovnotyansow / Minutes The minutes of the meeting dated 17 February 2017 were read and agreed. 3 Materow ow sordya / Matters arising Actions raised in the minutes would be discussed during the meeting. 4 Materow Ughella / Strategic issues NONE 5 Arwodhow yn stretow / Street signs Chandler Walk (Penryn) = Kerdhva Jownler Lhuyd lists the word tshoụnler, transliterated to Cornish as chownler candle seller, a word attested for a chandler. Nance assigned kantoler the meaning chandler, but this was not attested; Gerlyver Meur lists kantoler as chandelier. The original meaning was expected to have been a candle provider to ships. Chownler chandler to be suggested to the terminology panel.

2 Oakland Walk, Penryn = Kerdhva Dharva Darva oak land ; the word is attested in one place-name Penhaldarva*. Penmead Road (Delabole) = Fordh Pennmedhros No place-name called Penmead* had been identified in Cornwall during the research, the panel considered it a 20thC construction. Medhros middle moor is considered a compound in its own right. Station Approach (Roche) = Nesfordh an Gorsav Found at Victoria, Roche; it is the road leading to the station. There are multiple locations for this name in Cornwall. 6 Henwyn tyller / Place names Failure of lenition in Tre-names KG presented his paper Lenited and Unlenited forms after Tre- at the meeting. It was accepted that the evidence in the paper showed a chronological change as original treb and trem converged as trev, usually realised in place-names as tre. Lenition of b and m often did not take place in the older forms but did in later forms. The effect of this is that we still have some un-lenited forms fossilised in the east of Cornwall. It was decided that these fossilised forms could be lenited in standardised forms with more confidence in future. It was evident, however, that there is an exception set including Tremen and Tremenhir which are un-lenited in the west even after the chronological changes described above. While words such as menhir long stone could have been retained during the shift to English usage, there are forms dating back to the 14th century, making it difficult to ascribe to English. Those names in the exception set should still not be lenited in standardised forms. Action: NM to redraft the place-name policy accordingly for panel approval in regards to Tre- names. NM Intermediate Names etc. Page 2 of 8

3 Pengelly (Blisland) = Penngelli After examining various Pengelly place-names, a definite article would be expected but is consistently absent from historical forms dating back to 1086 Pengelle (Pengelly, Linkinhorne). It may have been present at one time, but there is strong evidence here that it naturally dropped from usage at a time when knowledge of Cornish was still strong. Gover does not list any Trenm- names, perhaps suggesting the <nm> sound may have been purposefully avoided. Penkelly, Pelynt is the only <k> spelling found on contemporary mapping. A few historical forms of Pengelly do include a <k>, such as Penkelly 1284 (Creed); Penkilli 1327 (Linkinhorne) and Penkelli 1342 (St Breock). There are no closed compounds containing a mutated koos wood, therefore a missing definite article was considered the most likely reason. Questioned whether the size of a grove would constitute having an end, therefore the main, chief could be more appropriate leading to the agreed close compound Penngelli principal copse. But this was not likely. Pengelly (Breage) = Penngelli Pengelly (Callington) = Penngelli Pengelly (Creed) = Penngelli Pengelly (Crowan) = Penngelli Pengelly (Linkinhorne) = Penngelli Pengelly (St Breock) = Penngelli Pengelly (St Erme) = Penngelli Pengelly (St Ewe) = Penngelli Pengelly (St Neot) = Penngelli Pengelly (St Teath) = Penngelli Pengelly (St Wenn) = Penngelli Page 3 of 8

It can also be a British personal name from the heroic age. Hingston Down (Devon) = Hingston Down Hornick (St Stephen in Brannel) = Kornhwilennek Previous research suggested hornek iron-bearing ground, but as there is no iron stone found in the area, this was considered unlikely. Based on the 1327 form Hornwynk, alternative suggestions included kernhwili desolate place and horniwink (Cornish dialect) lapwing, perhaps in reference to a nesting area.
