4 E te iwi tēnā koutou katoa, Chairman's Report It has been sometime since our last newsletter. The last 10 months have been very busy for all of us and it is evident that the workload wont be slowing down anytime soon. We have supported a number of blessings and significant events. These include; the opening of Te Ara a Tāwhaki at Te Wānanga o Raukawa. Te Ara a Tāwhaki is the new whare pukapuka that has a wide range of material available to local and distance learners. To our most recent event Te Āhuru Mōwai, a partnership agreement with the Government that will see Ngāti Toa establish themselves as a community housing provider. The past few months have given us plenty of reason to celebrate. As an iwi, we are progressing on various fronts. Iwi members, especially our rangatahi are excelling in sports and recreation. We also have a surge of iwi academics who are undertaking new ventures. The rūnanga have farewelled a number of staff members since the start of the year. We extend our gratitude to them for their contributions to the organisation and wish them well in their future. Congratulations to all those, who during this time have either graduated from study, received an award, recognised for their sporting achievement, or have welcomed a new edition to the family. 5 Executive's Report Tēnā koutou katoa, 2018 has been a very busy year for Ngāti Toa and Te Rūnanga o Toa Rangatira. We have the Rūnanga review taking place, so be sure to look out for when the review team is in your rohe, alternatively you are able to send them an if you are unable to make one of the hui. Our review team consist of Baden Vertongen, Jeanette Grace and Rawiri Faulkner. Last week we announced Te Āhuru Mōwai, a housing initiative. Through Te Rūnanga o Toa Rangatira Inc., our health and social services have been working with approximately 20,000 people for over 30 years in vulnerable communities. We know that housing is critical for good health. The opportunity to provide warm and safe homes compliments our health service, Ora Toa, in improving health outcomes in the Porirua area. We will be talking more about this initiative in detail at our next Annual General meeting which will be held at Takapūwāhia Marae, Thursday 29th November at 4pm. In early 2017, the Pou on Mana Island was removed due to it rotting and being unsafe. Nathan Rei carved the new pou for Mana Island and it was unveiled in June. Over the summer, Hermann Salzmann will carve 3 pou that will represent Ngāti Toa on Taputeranga Island. 6 Iwi Elections Nominations are now open for the election of officers to represent, Takapūwāhia(2), Hongoeka (2), Wairau(1) and Whakatū(1) Marae. Nominations forms must be returned to the Rūnanga Admin Office (Corner of Ngātitoa and Nohorua Street, Takapūwāhia, Porirua) by 5.00pm on Friday 23 November, Voting will be held on each marae, if required, on the 9th February, There will be no voting papers sent out. For more infomation, contact the Rūnanga Admin Office on (04) Rūnanga Structure Review Te Rūnanga o Toa Rangatira Inc. has recently begun a review of the structure of the Rūnanga and other associated entities (including the Toa Rangatira Trust). The aim of the review is to ensure that these structures are the appropriate ones to support Ngāti Toa Rangatira into the future. The review is being conducted by a review team that does not include members of the Board or staff of the Rūnanga. The review team is: Rawiri Faulkner, Jeanette Grace and Baden Vertongen. The review team believes that it is important that iwi members are involved in this review, and that all members have a chance to have their say on what you think the Rūnanga should look like as we move into the future. To help with this a number of hui are being held to achieve this. Please refer to the calendar to see what day we re in your town. A discussion paper to help guide these discussions will be made available on the Rūnanga website, or you can review.team@ngatitoa.iwi.nz if you are unable to make any of the hui. Te Āhuru Mōwai Te Rūnanga o Toa Rangatira Chair, Taku Parai is pleased to announce that the iwi has yesterday signed a partnership agreement with the Government that will see Ngāti Toa establish themselves as a community housing provider Te Āhuru Mōwai. Once established, we will upgrade and manage 900 Housing New Zealand properties in Tawa, Elsdon, Takapūwāhia, Titahi Bay and Mana. In addition, Ngāti Toa will play a variety of roles in the regeneration of eastern Porirua, a commiment which will see $1.5 billion of investments over the next 25 years from the Government.

7 This exciting opportunity will positively impact many whānau within the Porirua community and directly aligns to our iwi strategic objectives of: Oranga (Wellbeing) through enabling and providing healthy and addordable homes; Ohanga (Prosperity) through the sustainable growth of our assets; and Whai mana (Our Organisation) by establising meaningful strategic partnerships that benefit the iwi regionally and nationally To enable the eastern Porirua regeneration project to provided the Trust has agreed to an exchange of right on a number of the Housing New Zealand properties in eastern Porirua. The exchange stems from our Treaty of Waitangi settlement. This initiative intends to empower and provide the creation of cohesive living spaces for all whānau of all ages and ethnicities. We are hopeful that this initiative will provide an intergenerational positive outcome for both our whānau and our community. The Rūnanga is committed to this project. A dicussion will be held on 29th November to provide additional information and answer any questions that our iwi members may have. 8 Hongoeka Beach Festival On Saturday, March 10, Hongoeka Marae held its Hongoeka Marae Beach Festival to raise money for the marae. From the time it started to the time it ended there were loads of people. The festival had stalls with all different type of items, food to suit everyone, music, performers, a runway shoe and a wonderful art gallery showcasing some really awesome art. Hui Rangatahi HE WĀNANGA REO The second wānanga reo of the year was held in the second week of the school holidays for our rangatahi aged This year our rangatahi were able to participate and learn more about our local history, tikanga, reo, waiata, cultural workshops and being able to strengthen their relationships with their cousins, not only those who live locally but those who live out of town as well. At the most recent wānanga, our tamariki were fortunate enough to spend a night on Mana Island and attend a Manu Huruhuru Wānanga that was arranged by the Resource Management team and DOC. They learnt how to pelt the birds so the feathers can be used for cultural purposes. We look forward to seeing these feathers on korowai, adorning our waka and on stage for kapahaka. 9 Tawhito Whenua As part of The Ngāti Toa Rangatira Deed of Settlement of Historical Claims, On the 28th June, Tawhito Whenua, the mere of Te Rangihaeata, was placed in Parliament. Iwi members gathered at the steps of Parliament to carry Tawhito Whenua through the front door, this was a sign of the Mana that Tawhito Whenua and Ngāti Toa would now have not only in Parliament but in the Rohe. It was an honor to have our sole surviving claimant be apart of the ceremony, Aunty Pip (Tiratu Williams). Tawhito whenua in Paremata Ngāti Toa Ope inside the atrium āt the end of the ceremony

10 Education Te Puna Reo o Ngāti Toa E rere ana ngā mihi ki a koutou katoa, koutou e kaha hāpai nei i tō tatou iwi kia tupu ake ai a Ngāti Toa Rangatira hei iwi toa, hei iwi rangatira ki tēnei ao. We have had 6 new tamariki join our puna whānau over the last month with a waiting list of 30 children. This year our children have participated in numerous events, including Te Hīkoi whakanui i te reo Wiki o te reo Māori. Our tamariki had a fantastic day and we hope to continue to strengthen the use of Te Reo at Puna. Puna whānau at the end of the hikoi at Civic Square Niki-ray getting her moko done Puna Mātauranga In May we held our annual Careers Evening in the wharekai at Takapūwāhia Marae for our rangatahi. Many local organisations came out and supported our careers evening including a range of guest speakers. We had a wide variety of pakeke who came to talk to our tamariki which included; Pharmacist, Firemen, Dietician, Genepraticioner and more. Our rangatahi had a great night and came away inspired. Kaitiaki o te Taiao Riley Filo testing out the new PlayStation VR at the Careers Evening Puna Mātauranga boarding the boat to Mana Island The Kaitiaki o te Taiao programme was delivered again this year w i t h our Ngāti Toa tamariki. Over the course of a week, rangatahi participated in workshops that compared Traditional Māori practices to Western practices. Rangatahi who participated in the p r o g r a m m e were able to go to the back of house at Te Papa to learn about our taonga our rangatahi were also fortunate enough to spend the night on Mana Island. Big mihi to all those who took time to come and tautoko this kaupapa.

11 World Indigenous Nations University (WINU) Award Congratulations to Dr. Te Taku Parai who has been awarded an Honorary Doctorate to Indigenous Elders/Knowledge Holders Doctor of Education(EdD) for Indigenous Knowledge and Development from WINU. Ka rawe Dr Parai. Health Our Holiday programmes are constantly growing. It is great to see our whanau bringing their Tamariki along as it is a time for our Ngāti Toa Tamariki to meet and have fun with cousins. This year we had 150 tamariki enrolled at our holiday programme with and average of 100 tamariki each day. Tamariki participated in a range of activities from Waka Ama to Jumperama. It was another successful holiday programme and want to thank all the kaimahi that helped out as we could not have done this without them. A big mihi to our newest staff members, Kawai Winiata and Jury Arthur. Kawai is a nurse working at the doctors and Jury is working at Kaha Toa Gym as a dietician. It is a pleasure to be able to provide our Iwi members with employment opportunities. 12 Hākinakina Waka Ama World We saw Marama train tirelessly by running the local streets of Takapūwāhia pā and it all paid off. All the hard work she put in for a race that took under 3 minutes to complete. Marama left Takapūwāhia for the 18th IVF Va a World Sprint Championships held in Tahiti to compete in the Open womens division. Marama made it through to the finals and was able to win the race and receive the gold medal. We are so proud of Marama and everything she has accomplished and know that she will continue to do well. Hāngi in the country A small contingent of Toa Baskeball (U14 Boys), in partnership with the Porirua City Council returned Monday evening from our sister city, Blacktown (Sydney). Our boys participated in the Youth Games at Hāngi in the Country, held in Quirindi where they won all 3 of their games.

13 Toa Whutuporo 2018 At the start of the season I sat down with our newly formed coaching staff and set a few goals for what we wanted to achieve as a team this year. One of the first goals we had listed was to create a strong team culture by respecting those that came before us. We knew that for us to know where we wanted to go as a team, we needed to know where we came from as a club. Another helpful thing that worked for us in creating a strong team culture was our Team Rules. As a coaching staff we asked our players to pick the Team Rules and consequences that would follow if those rules were broken. This made the players accountable for following these Team Rules, as they were the ones that created them. For me though my favorite part of the whole season was seeing us being able to bring our team to Takapūwāhia to play. We really wanted to get our iwi supporting our team and knew if we could make that game happen we would achieve that. There is no doubt in my mind that this iwi and whānau support helped our players want to play their best week in week out. A big issue we faced when we started the season was attaining the resources we needed to compete in a very strong Horowhenua Kapiti Rugby Competition. Unlike other established clubs we were up against, our club didn t even have the basic resources needed for even a kid s rugby team let alone one going into a Premier Rugby Comp. We didn't have a lot of things this year but we still made do with what we had like many teams before us. Tamariki at the Horowhenua Kapiti Rugby Competition Final It wasn t until our first game of the season where we had an incident that required someone with medical expertise to treat a player on the sideline. We didn t have anyone and had to let that player treat himself as I was still trying to coach. We then realized that there were a few things we had to have to ensure the safety of our players.

14 The problem was these resources cost money and our club didn t have any. We had used our allocated money to buy uniforms and had very little if any left. We then sat down and put together a proposal to get some money into the club. We are so grateful to our Rūnanga for helping us get our proposal through and supporting our club. The resources we were able to get where invaluable to all aspects of our success this year. In saying that, with the help of Rūnanga we still had no marked field to train at, with no goalposts, and the lights that were at the field didn t even work. Our forward pack was the most dominant forward pack in the competition who would absolutely smash other teams in the scrum. The funny thing was we never once practiced a scrum together due to us not even having a scrum machine. It proved that even with limited resources, our players could still dominate other richer clubs. It was a great season and we look forward to looking after the cup for the year. As a result of his efforts during the season, we congratulate Dean Ropata who was named in the Horowhenua rep team.
