3 introdction The Primary Rgby Leage games programme is now firmly established and accepted as the ehicle to introdce children to the great game of Rgby Leage. Dring the past 10 years specialist coaching awards and programmes hae been introdced that spport children s deelopment, and aim to ensre that each child realises their potential throgh learning and deeloping their skills in a logical and progressie manner. 4 TH STRT OF LIF- LONG LOV OF SPORT For many of s, playing and watching sport represents a fndamental and enjoyable element of or lies and one, which in many cases was born from or childhood experiences. I am sre yo can all recall that coach or teacher who made sport fn and taght the particlar lessons and ales that sport does so well. In a modern society witnessing a technological and media explosion, actiities that keep or yong people fit, healthy and are done so in a fn way shold be cherished. Primary Rgby Leage for most children is their first experience of Rgby Leage and can be a step towards a lifelong inolement with the sport and physical actiity. Therefore, it falls to s all to ensre that eery yong person who plays Primary Rgby Leage leaes the field haing had a positie experience and feeling a sense of achieement. Whether we are coaches, officials or parents, we shold always remember that Primary Rgby Leage is aboe all else, for the benefit of the children and is abot haing fn and taking part. We need to ensre that a child s first of experience of Rgby Leage is a positie one, one where they feel inoled, where they can hae fn and enjoyment with friends and learn skills ia a progressie approach. n important part of Primary Rgby Leage is that all players shold be inclded, play all the time and there are no sbstittes. Winning or losing simply do not come into it. More than anything it is abot proiding positie encoragement to help yong players enjoy their experience and gain a feeling of self-worth. 6 ethos Primary Rgby Leage for most children is their first experience of Rgby Leage and is a step towards a lifelong inolement with the sport and physical actiity. Therefore it is itally important we instil the correct ethos of fn, enjoyment and deelopment. Primary Rgby Leage is a modified ersion of the game played by children pto 11 years of age, and is commonly known as Grass Roots. hildren s motiations for taking part in sport are ery different from adlts. dlts hae a responsibility to cater for children s motiations to make the experiences FUN and NJOYL. n important part of Primary Rgby Leage is that LL the players play all the time and there are no sbstittes. Primary Rgby Leage is modified to increase children s motiations and inolement in key areas of rgby leage like passing, catching, eading, tackling and scoring trys. Smaller sided games increase skill opportnities considerably and this is beneficial to the deelopment of children. MK IT FUN ND NJOYL XPRIN FOR VRY PLYR FIRST XPRIN Research shows how important it is to gie children a good first experience of sport if they are going to be physically actie for life. For many children, Primary Rgby Leage is their first sporting experience, so ensring these experiences are right for them is a ital first step for a lifelong inolement in Rgby Leage. PROGRSSIV PPROH Primary Rgby Leage is a progressie way of introdcing the game to yong players. t the same time it aims to captre the magic of Rgby Leage and delier a game that is fn to play, enjoyable and stimlating to coach whilst promoting skill deelopment and inclsie opportnities. Primary Rgby Leage s new format reqires that LL players play LL the time with no sbstittes allowed. This ensres that eery player has the same opportnity regardless of race, religion, gender, size or ability. So that children don t become reliant on their coaches 6 TKLS RGRDLSS OF RRORS OR TRIS s Primary Rgby Leage children are learning abot the game we do not want to penalise a mistake. When a mistake is made i.e. Rnning into toch or knocking on the child wold retrn to the place of the mistake and PT. The mistake wold cont as one of the tackles rather than be handed oer to the other team. This is also the case when a Try is scored. We want to promote children learning and trying new things withot the fear of failre or reprimand from colleages, coaches or parents. We also want to ensre that teams get to complete a fll set of six eery time, regardless of when in the set they score. Natrally coaches wold be encoraged to work on common mistakes in training in an informatie bt fn manner, i.e. catching practice if they witness seeral knock-ons. TOUH V TKL Tackling is a large part of playing Rgby Leage bt it isn t the only part. t U6, U7 and U8 age range toch is the recommended format, howeer if both coaches agree yo can play tackle. Where coaches can t agree on the format at U6, U7 and U8 age range they mst play toch. The rle is designed to encorage children to pass the ball to create try scoring opportnities and to create an een playing field for all children regardless of size, shape, or physical deelopment. In addition it offers the more physically deeloped child the chance to learn other skills like side step and swere rather than jst power and strength. s children deelop oer the years, the physical difference gets smaller so it is beneficial to all children to be able to hae a range of easion techniqes.

Played by children at School Year 1 (Under 6s) and School Year 2 (Under 7s) 3. ery child mst play all of the time, where possible. No sbstittes. 4. The recommended nmber of players per team shall be for, with a maximm of fie and a minimm of three. To ensre eery child plays teams can be flexible, for example two teams of for and one of fie. 5. No player shold be allowed to play for more than a total of 40 mintes in any one day. The

The coaching ethos behind this rle is to allow players to execte the skills of the game withot experiencing any fear of failre and to gie eery team the opportnity to play a fll set of six each time. 10. t the beginning of each game or following a try, the game will commence with a PT 2m from the try line of the scoring team (where the set of six is not completed) and the nonscoring team (where a set of six is completed). 11. fter each toch or tackle all defending players mst retire two metres prior to the PT restart. The tackled player shold restart the game by a PT. The defending side cannot moe ntil the ball is passed by the acting halfback. 18 UNDR 9s MINI RULS 1. The game is to be called Primary Mini Rgby Leage and is a modified ersion of Rgby Leage and mst be played nder the Safe Play ode rles. 2. Played by all children at Year 4 primary school which is nder the age of nine years of age at midnight of 31 gst (at the start of each season). 3. The maximm nmber of players per team shall be 9 and there is no limit to the amont of sbstittions, bt each player mst play at least half a whole game. oaches are encoraged to pool players to maximise participation shold one team not hae the reqisite nmber of players. 4. a) ll single games shold be played in two hales of 20 mintes. b) ll Festial games shold be played in two hales of no longer than seen mintes maximm with a two minte interal. No player shold be allowed to play for more than a total of 40 mintes in any one day. 5. Size of the playing area 60 x 40 metres (maximm) with a minimm of 50 x 30 metres bt the game can be played on any grassed area. If two games are to be played on each half of a fll pitch, consideration shold be gien to the following: a) Safety: The goal posts shold be otside the playing area. b) Width: Too narrow an area shold be aoided. 6. Size of the ball: The game will be played with a Primary Rgby Leage Mini Leage ball or size three standard Rgby Leage ball. 7. The game will commence with a play the ball on the centre line at the beginning of each half by: (a). t the start of the first half by the team who loses the toss of a coin for choice of playing ends. (b). t the start of the second half, by their opponents. 8. fter each tackle all players mst retire fie metres prior to the play the ball restart. The tackled player shold restart the game by way of a play the ball. The ball mst be played backwards in the correct manner and where the tackle occrred. (a). The defending side cannot moe ntil the ball is passed by the acting half back. (b). The minimm distance the ball is played from the try line is fie metres. 20 UNDR 10s MOD RULS 1. The game shall be called Primary Rgby Leage Mod. Primary Rgby Leage Mod is a Modified ersion of Rgby Leage. 2. To be played by all children at Years 5 primary school, which is nder the age of ten years at midnight on the 31 gst (at the start of each season). 3. The nmber of players per team is eleen with as many sbstittes as is needed bt each player mst play at least half a whole game. Shold one team not hae eleen players the game mst be played with two teams comprising eqal nmbers. oaches are encoraged to pool players in order maximise participation. 4. The game will be played in two hales. The maximm length of each half to be 20 mintes with a 5 minte half time interal. 5. The pitch dimensions shold be 80 metres in length and 50 metres in width maximm, and a minimm of 60 metres in length and 40 metres in width. The goal posts shold be padded and sitated otside the field of play. 6. Size of the ball: The game will be played with a Mod Leage Rgby ball or size 4 standard Rgby Leage ball. 7. The 6 tackle rle applies. 8. The game will commence with a place kick off from the centre line at the beginning of each half by: (a). t the start of the first half the team who loses the toss of a coin for choice of playing ends. (b). t the start of the second half, by their opponents. ll starts and restarts, other than at the commencement of each half will be with a play the ball as described in rle nine. 9. ll defending players mst retire 8 metres at the play the ball except for a single marker who mst be sqare to the play the ball withot interfering. The tackled player shold restart the game by way of a play the ball. The ball mst be played backwards in the correct manner and where the tackle occrred. The ball is in play once the acting half toches the ball (the acting half cannot delay toching the ball). 10. t Primary Rgby Leage Mod the acting half back can rn withot penalty, if caght in possession the normal International rles apply. 11. a) Kicking is allowed after a try has been awarded. The kick at goal shold be taken no more than 10 metres from each side of the posts. No player is allowed a second kick at goal ntil eery other player in the team has had an attempt. b) Kicking in open play from the hands e.g. pnt, chip, grbber is allowed. c) Fly kicking - dribbling is not allowed and will reslt in a handoer to the non-offending team.

48 safe play code This Safe Play ode has been written in order to promote safety and good condct within the Primary Rgby Leage ersions of the game. It will proide the best possible on-field enironment for the deelopment of yong Rgby Leage players, particlarly in the areas of actiely controlling ndesirable actions and behaior. Section 1 - The Tackle Zone The ode: Tackles aboe the armpits When a ball carrier is adancing in an pright postre, any tackle by the defender in which contact is made aboe the armpits is termed to be an infringement. Section 2 - Dangeros Tackles The ode: Tripping or throwing an opponent It is an infringement if the tackler trips or ses his or her legs in anyway dring a tackle. This applies een if the defender already has a hand on the ball carrier (i.e. the mberland throw). The ode: Lifting 1 dopting a crotch hold is not permitted, placing either the hand or arm in the crotch region at any time is an infringement. The ode: Lifting 2 Vertical lifting is an infringement, shold a referee anticipate this is going to happen in a tackle he or she shold blow the whistle immediately to preent it from occrring. The ode: Lifting 3 The ball carrier cannot be lifted and drien. tackle in which the ball carrier is lifted and remains off the grond for two or more steps is an infringement. Howeer, this shold not be confsed with a driing tackle when the ball carrier is knocked off his or her feet. The ode: Sholder charge Defenders are not allowed to sholder charge the ball carrier in order to effect a tackle. defender who rns at a ball carrier and makes no attempt to tackle, grab or hold the ball carrier, bt merely makes an attempt to effect the tackle by the se of the sholder shall be deemed to hae committed an infringement. The ode: Flopping defender cannot drop or fall on a prone player. If the ball carrier is prone or stationary on the grond it is an infringement to drop, die or fall on that player. The tackle will be deemed complete by the defender simply ptting a hand on the ball carrier.

There is a zero tolerance approach to nacceptable langage and behaior based on indiidals gender identity, race, age, disability, faith and sexal orientation. ny form of erbal abse, threatening langage or sledging will be deemed an infringement.

55 DS HKS Indiidals are now able to complete and sbmit their DS applications online. pplicants can access the new system by going to the RFL website and searching for DS.To begin the process yo will need to enter the reference for yor clb, a list of which can be fond by on the website along with the password rfl123. Once yo hae sbmitted yor application yo will still need to isit an RFL approed erifier to hae yor identity checked, a list of erifiers can also be fond on the website. Once yor application has been erified it is atomatically sbmitted to the RFL, it is then contersigned and sent to the DS for processing. Once yo hae receied yor disclosre certificate this now only needs to be sent to The RFL if yor certificate contains information as we will need to carry ot a risk assessment. We will be notified by the DS of the disclosres we need to see. Please note this only applies to applications sbmitted online, if yo hae completed a paper application yor disclosre certificate still needs to be sent to The RFL regardless of whether it contains information or not. The Disclosre and arring Serice (formally the R) The Disclosre and arring Serice (DS) checks help the RFL assess who may be nsitable to work with children within Rgby Leage by looking at preios criminal conictions. DS checking plays a significant role in contribting to the safe and effectie recritment of olnteers. Howeer, it mst be stated that DS checking is only part of an effectie recritment and selection process. It is important that clbs ndertake references (forms aailable on the Downloads section) prior to employment/deployment and tilise ongoing performance appraisals. Self-Declaration forms also play an important role in Safegarding children. These are completed by the applicant themseles and gies them the opportnity to declare any conictions they may hae had. It is therefore essential that clbs store this information sensitiely before sending on to the RFL. Self-Declarations shold be sed in conjnction with DS checks - they are not an alternatie. It mst be noted that haing a criminal record is not necessarily a bar on being able to work within Rgby Leage. 61 INSTRUTIONS HOW TO US YOUR RDS The RFL hae deeloped a set of new and exciting resorces to spport the pilot Primary Rgby Leage playing format. The resorces offer actiities that spport the physical literacy deelopment of children and proide an innoatie approach to the introdction of Rgby Leage throgh smaller sided games. The smaller sided games significantly increase the amont of opportnities children hae to pass and catch, rn with the ball, eade the opposition players, and score tries. Research shows that doing more skills has physical deelopment, motiation and enjoyment benefits. How to se the cards oaches will be able to mix and match cards from the different series to pt together niqe and exciting sessions. For example, some children may need more help with moement skills and so a session wold focs on these. Other children may really enjoy the warm p actiities so two cold be chosen for each session. Games shold be a featre of eery session so they can apply their new fond skills and acqire others from game experience. The cards are color-coded with warm p red, moement orange, games green, and top tips yellow to make them easy to find. The resorce is aimed at children aged 9 and nder bt actiities can be adapted for nder 10s and 11s. The 4 4 game card prepares children to play in the festial format, proiding them the opportnity to experience Rgby Leage in an inclsie and fn way. The games card offers the same strctre as the warm p card with the exception of some organisational help listing the size of area needed. the moement cards (SOL) The moement cards focs on three key elements of physical literacy. Stability (S): is focsed on maintaining and acqiring balance, both static and dynamic. It incldes: static balance; dynamic balance (maintaining stability while moing); bending and crling, and trning for example. Object ontrol (O): reqires yong people to control an object sing their body or an implement. It incldes: throwing, catching, kicking, striking and boncing. Locomotion (L): is moing the body from one place to another. It incldes: walking, rnning, jmping, hopping and skipping for example. Progressions are offered for each of the actiities, and the information on the back of the card is the same as the warm p card listing: oaching adice: simple teaching/coaching points for the teacher and coach Personal challenge: to help children challenge themseles Variation of the actiity throgh STP (see Instrction ard 2) Working throgh the moement actiities will be immensely helpfl to yong people bilding from preios experience. It will gie them a moement fondation for the games to be played and it will also gie them a ery alable moement edcation. The fndamental moement skills of Stability, Object ontrol and Locomotion (S.O.L) will help the players deelop and shold be inclded in eery session. They often proide actiities that players can practice at home and coaches shold encorage this.

Remember, it is abot deeloping the yong people as well as the yong players.

65 how to se the festial warm p cards The warm p cards are designed to get yor festial off to a great start, and prepare the children both physically and mentally for the forthcoming games. The cards directly correlate with the Primary Games resorce to ensre a consistency of deelopment. ctiity cards hae been selected to proide a fn and inclsie warm p. If yor festial has a large nmber of teams yo can rn the warm p on a carosel basis, with coaches from all participating teams allocated a card. maximm of 10 stations can be sed with between for and 10 players per station, stations shold last no longer than fie mintes with a total warm p time of 15 mintes. Not all players hae to experience eery warm p actiity. It may be that they do actiities 1-3 at the first festial and 4-6 at the second.
