4 W A F C A N N U A L R E V I E W Chairman s report The West Australian Football Commission met significant challenges in 2012 that will redefine the football landscape moving forward and play an important role in our approach to overseeing the game in this State. In a demanding financial climate, we are proud of the outcomes achieved with WA s football development system, participation growth, investment into community programs and Footy Plus initiatives. The football structure in Western Australia is a fully integrated model where the strategic objective is Footy Plus: Grow the Game. Footy Plus represents the social dividend that arises from WA Football s community building activities. Sport in general and football in particular delivers a wide range of outcomes. Some of these include the use of football as a vehicle to engage students in school, programs enabling new immigrants to Australia to have an easier transition into our community and programs for the intellectually disabled that provide a wonderful outlet and great thrill for the participants. The quality environment of football clubs also assists in developing appropriate decision making and the building of positive community values. Overall, the growth of the game results in happier, healthier communities. PARTICIPATION Total participation grew by 9% to 141,835 in 2012 and included a strong rise in school programs and female participation. This continued growth is due largely to the WA Football District Model, which was adopted by the WAFC in 2003 to create 17 districts across metro and regional WA. This has paved the way for a targeted and more strategic approach towards football development, coordinated at a local level through the hard work and dedication of WAFC staff and countless club and community volunteers. Each week this network provides support for competitions, coaches, umpires and volunteers throughout WA. STADIUM The WAFC strongly supports a new stadium in Perth and appreciates the Government s commitment to the construction of a new stadium at Burswood. The Commission is focussed on ensuring that the economic model of football is protected with the new stadium and that the fans, the players and everyone involved in grass roots football benefits. This includes the 140,000 participants, 46,000 volunteers, 100,000 club members and hundreds of thousands of fans. Currently, over 80 per cent of the WAFC s revenue comes from its stadium lease and management arrangements at Patersons Stadium for AFL games, concerts and other events. Without these funds, the WAFC could not invest in the ongoing development and growth of the game in WA. AFL CLUBS The WAFC continues to work closely with the AFL and our AFL clubs in delivering game development outcomes and is pleased to report significant growth in partnership programs. These include the Freo Skills 4 Schools, Freo Dockers Cup, Freo House Footy and Freo Dockers Shield competitions, as well as The Eagles Cup and Eagles Faction Football. COMMISSION I would like to acknowledge and thank the very hard work of everyone involved at the Commission including the executive, the staff and the volunteers. I would also like to thank the Commissioners who have all given generously of their own time to the activities of the Commission over the past year. In particular I would like to acknowledge the efforts of Peter Gibbons who stood down from the Commission at the last election and to welcome Stuart Love who was recently elected. n n A u 2 a 0 l 1 r 2 e v i e w Frank Cooper Chairman 3

5 W A F C A N N U A L R E V I E W ceo s report When I was appointed CEO in March, 2012, I had two simple objectives. The first being to increase the profile and visibility of the Commission and the second was to ensure we made considered decisions. I believe we have made progress in both these areas over the past 12 months but still have a considerable way to go before I can be satisfied these objectives have been achieved. Football from the outside is a wonderful sport to watch but like all businesses, it has its fair share of challenges. The biggest challenge facing the Commission is the move from Patersons to a new stadium. Effectively, our business is being disassembled at the end of 2017 and needs to be reassembled in a way that nets a minimum $14m to fund our operations. This is complex and will be affected by whether the WAFC manages the new Perth Stadium in the way it currently manages Patersons Stadium. Other complexities include the flow on effect of any move such as the level of investment in Patersons over the next five years and what Patersons will look like post We hope to engage the State Government on these major issues as soon as possible post the election on March 9, For the WAFC, football is more than just the game. We have a societal responsibility to keep our community healthy. We achieve this by helping with education, improving mental health and fitness, suicide prevention, responsible drinking, personal development, career opportunities, multicultural integration, and promoting good citizenship. This is what we mean by Footy Plus. The WAFC delivers these social benefits through its community development programs while also growing the game of football. With this in mind, it is pleasing to report that participation has increased to over 140,000, while around 300,000 others take part in football each week as officials, volunteers, staff and supporters. Other big ticket items include the continued success of our AFL clubs. The clubs contribute nearly $11m into the system via rental paid for use of Patersons Stadium plus a distribution of a portion of their revenue or profits. They are both travelling well at the moment and hopefully we will have several good years ahead. The sustainability of our WAFL clubs and the WAFL competition is another key focus area. We have taken steps to address this through the AFL/WAFL Partnering Club model, which will inject more than $5million into the WAFL system over a 5 year period. Unanimous agreement was reached in late January 2013 for the partnering model to proceed in the 2014 season whereby the East Perth Royals will partner with the West Coast Eagles and Peel Thunder will partner with the Fremantle Dockers. This follows much work and debate over the preceding 2 years. I believe the partnering model will lead to a stronger and more sustainable WAFL competition whilst maintaining the integrity that has been built up over the past 128 years. It will also deliver the competitive edge for our AFL clubs by having their players training, playing and being coached in the one environment. These were the primary drivers of undertaking the partnering model and they should provide continued long-lasting overall benefits to WA football. The West Australian Football League attracted its fourth highest attendance in 2012 since 1994 with a total of 187,455, while another 31,376 attended the AAMI WAFL finals series. On-field highlights were also abundant, especially for Claremont which took out both the Foxtel Cup and AAMI WAFL League Grand Final. We are appreciative of the ABC s long-term support of WAFL football and their commitment to telecasting weekly WAFL matches again in Patersons Stadium remains our primary revenue generator. It is pleasing that attendance reached almost 1 million throughout the year for events including AFL, Chris Mainwaring Telethon Match, WAFL Grand Final, Rugby Union, Rugby League and Perth Glory games. Investment in maintenance programs is continuing to ensure that Patersons Stadium remains suitable for events such as this during the construction of the new stadium, which is very exciting news for the future of the game in this State. The WAFC, together with the AFL and our AFL clubs, has been working closely with the State Government on this project to advise on football s needs and ensure we get the best outcome for football in WA. The results of the WAFC for 2012 reflect a tougher year in which forecast revenue in some areas fell below budget, while costs in other areas ran above budget. Maximising revenue and controlling costs is an ongoing challenge for everyone involved in running football operations and our focus is on ensuring the industry remains financially sustainable for the long-term. 10 W A F C A N N U A L R E V I E W GAME DEVELOPMENT The Game Development directorate oversees the WAFC participation, training and competitions segments of football in WA. With 142,000 participants our game grew by a massive 9.02 % in The WAFC makes a major investment into the infrastructure and framework that underpins this massive scope of participation. Contemporary player, volunteer, club, school, social, umpire and fan programs were delivered to males and females in every corner of WA, maintaining our reputation as the State s premier sporting body. The record participation levels were equalled by national best Quality Club, School Ambassador and Volunteer development programs. Central to our code s enormous success is the District and Regional Development model. Governance of our game is professionally coordinated, resourced and funded. Well trained passionate volunteers continue to be the glue of our game as they organise football in positive environments that encourage fun, safe and fair participation across the board. Our Quality Club Program ushered in the 100th accredited Club in 2012 with numbers sure to grow heavily in The Sunday Times WA Football Volunteer of the Year attracted 1,852 nominations, each of whom was recognised with a certificate and for the ultimate winner a trip to the AFL Grand Final. The WAFC has benefited from robust focus in the Social, Female, Indigenous and Multicultural segments of our great game. Participation from these segments is at an all-time high level and with continued funding support we will see sustained success as well as broader involvement from these nontraditional participation areas. Having restructured our Coaching Development Program over the past 18 months, the quality and preparation of new coaches is going from strength to strength. There are 1500 new coaches accredited every year along with 1000 re-accreditations. The coaching program sees 35 accreditation courses conducted across the state as well as scores of seminars, forums and inservices. Along with a revitalised AFCA WA, the primary conduit of positive environments (the coach) has access to more support than ever before. The WAFC creation of an AFL School Ambassador has seen more than 1200 school teachers inducted into this program. Having this many football advocates in 90% of WA schools places us in a fantastic position to promote our game to prospective players, volunteers and fans. Our school competitions now have 58,000 participants. This alone is an incredible measurement of the success of our School Ambassador Program. Auskick continues to be a popular choice for 6 to 9 year olds with 26,000 boys and girls having the time of their lives in Auskick centres around the state. Junior Football is showing some very positive signs on the back of some reform and age bracket alignments. The quality of our Junior Football volunteers from District through to Club is the envy of every sport. In partnership with One Life, the WAFC was proud to deliver its inaugural Youth Leadership Program. The 15 to 17 year olds who participated in this intensive leadership program will slowly release benefits across club, school and umpiring environments for many years to come. As we turn our gaze to 2013, we are anticipating continued growth across the community segments that are underpinned by a massive volunteer army that is well resourced and up for the challenges that await. Our school participation will continue to explode within the excellent school development programs we deliver. We have a particular sense of excitement as new female participation opportunities continue to be unlocked as well as the consolidation of the female participation pathway. The WAFC is also proud of its staff, and in particular the professional and motivated metropolitan and regional Game Development managers and officers who are the key link between all of the environments of football in WA. These talented men and women work with the passionate volunteers and ensure that we all work in the same direction that enables us to grow the game. 14 W A F C A N N U A L R E V I E W PATHWAYS & COMPETITIONS The 2012 season was another great year of football for all of our competitions and talent development programs in Western Australia, thanks to the ongoing commitment and dedication of everyone involved at all levels of the game. In reflecting on the year that was, it is fair to say that the WAFC faced some key challenges in the areas of pathways and competitions, and will continue to do so in 2013 and beyond. One of the great strengths of our game is that we can build on what we have learnt and ensure today s opportunities become tomorrow s success stories. Senior competitions in WA including the West Australian Football League, West Australian Amateur Football League, West Australian Country Football League and West Australian Women s Football League all had their share of opportunities and challenges in The WAFL Partnering Model was a key area of focus for the WAFL competition, which has been through a number of transitions over the last 30 years and risen to the occasion each and every time. The Partnering Model has been developed in the best interests of WA Football overall and will ultimately achieve a stronger and more sustainable WAFL competition. The aim is to build on what was another great season of WAFL footy in Successful country games were played in Kalannie and Manjimup and the State team travelled to South Australia. Home & away season attendance was the fourth highest since 1994 with a total of 187,455, while another 31,376 attended the AAMI WAFL finals series. On-field highlights were also abundant, especially for Claremont which took out both the Foxtel Cup and AAMI WAFL Grand Final. The WA Amateur Football League continued to grow as a wonderful competition that is so critical to engaging our community and providing a pathway for young footballers. The key to this is connecting youth competition players with Amateur Colts and strengthening the connections with clubs to ensure a smooth transition from the massive base of juniors. This will continue to be a focus for the WAAFL moving forward. The WA Country Football League s critical role in overseeing competitions throughout our great state continued in Country football relies strongly on league and club volunteers to run football in their region. The role of the WACFL is to equip these people with the knowledge and skills to do a great job. Providing ongoing professional and personal development for these key football participants will remain one of the key focus areas in 2013, as they are very much driving the health of country football. The WAFC will also continue its support of the WA Women s Football League to build on the strength and leadership of the competition and ensure the competition structure engages the growing number of youth girls players. Officiating at all of these competitions and making the games possible each week are the thousands of umpires involved in WA football. Umpiring is often a thankless task but an absolutely essential part of our great game. We must all continue to work together to ensure that recruiting and retaining umpires is a focus for all competitions. Our umpiring team continued its training and development programs but it cannot do all of the work alone. The WAFC also continued to enrich player development programs in WA with an annual review of talent pathways and competitions at the end of WA experienced another outstanding season with the State 16s and North West Academy both winning National Championships, the State Indigenous 15s claiming backto-back National Championships, the National Youth Girls finishing third at their Championships, and the State 18s claiming their first win over Vic Country in three years. In addition to this, State 18s players Jack Martin and Jesse Hogan were nominated as the top two selections in the GWS mini-draft, 12 WA players were selected in the National Draft and another six elevated from rookie lists. Development programs continue to generate these excellent results but we are still looking at ways of improving them further. Overall we are very proud of our talent pathway and recognise its success can only be achieved with the ongoing support and dedication of all stakeholders. n u n A a l Grant Dorrington Director of Pathways & Competitions r 2 e 0 v 1 i e 2 w 13

20 W A F C A N N U A L R E V I E W PATERSONS STADIUM Patersons Stadium hosted more than 986,000 spectators across 37 major events in 2012 that included all four codes of football for the very first time. This included West Coast Eagles and Fremantle Dockers AFL games, an ARU International between Australia and South Africa, Perth Glory A-League games and for the first time, a National Rugby League game, which was a Grand Final re-match between Manly and New Zealand. This was in addition to the WAFL Grand Final, Foxtel Cup Grand Final and Chris Mainwaring Telethon match. The largest attendance at one game was 41,790 for the West Coast Eagles v Nth Melbourne AFL Final on September 9. A key focus throughout the year was on improving the match day experience for fans and with this in mind, it was pleasing to note that customer service ratings increased by 5.2% and the overall event experience by 3%. Significant changes to retail outlet menus and the installation of new flat screen TVs around the stadium added to the higher quality experience for patrons on game day. In-seat servicing also contributed by offering products to fans in their seats, while several destination points were set up where patrons could relax and watch the game on new big screen TVs. Patersons Stadium also focussed on procuring concerts in 2012 and had the Madonna concert scheduled until the Australian tour was unfortunately cancelled. Following this, the Summadayze music festival was booked in for January On-field, the turf was maintained to a high standard after addressing a pre-season fungal disease and met the requirements of the AFL, NRL, ARU and A-League for all of their fixtures at the venue. The centre square was replaced twice to retain the high standard and consistent colour of the playing surface. Patersons Stadium also implemented an Environmental Management Policy in 2012 which saw CO 2 emissions reduced by 12% and recycling increase by 9%. The Stadium s 300 casual staff, 9 full time and 4 part time staff benefitted from the introduction of a formal Reward and Recognition program, while long-serving employees were honoured at the inaugural Years of Service awards night. 23 W A F C A N N U A L R E V I E W FACILITIES Funding for community facility upgrades, future planning, and the announcement of a new major stadium at Burswood were key areas of focus in 2012, and will remain high on the agenda as we move into As well as working with communities across the State to fund, plan and develop football facilities, the WAFC, together with our AFL clubs, worked closely with the State Government to advise on football s needs at the new stadium to ensure we get the best outcome for our game in WA. The WAFC Community Facilities Fund contributed $197,889 to key projects in 2012, while another $6.2million was secured through the State Government s Community Sporting and Recreation Facilities Fund (CSRFF). Major football projects that received funding included: Warwick Greenwood Junior and Senior Football Clubs (City of Joondalup) lighting upgrade at Penistone Park $146,578. Hamersley Carine Junior and Senior Football Clubs (City of Stirling) upgrade and extension of Carine Open Space club rooms $858,568. Deanmill Football Club new toilet block and kitchen upgrade $75,986. Mt Barker Football Club (Shire of Plantagenet) construction and development of new facilities at Sounness Park $875,000. Quinns Districts Football Clubs. The WAFC s Goal Post Grant program also provided goal posts at three local primary schools. To better prepare for future planning requirements, a Facilities Priorities Report was developed to highlight and rank the needs of senior metropolitan football clubs in line with the WAFC Facilities Strategic Plan. This was launched to all metropolitan local governments in January In regional areas, the South West District Facility Development Plan and Esperance Football Facility Review provided strategic guidance in those respective regions. The WAFC is also working closely with WAFL clubs, state and local government to explore redevelopment options and plan for future facility use, particularly at Joondalup, Lathlain, Bassendean and East Fremantle Oval, which will continue into Burswood masterplan - overlay Football must receive fair gain at any new development so that it can continue generating the funds needed to grow, promote and develop the game at every level across WA. Football is well placed to undertake the management of a new stadium. We are the incumbent manager at Patersons Stadium and have strong stadium management expertise. This augers well for the WAFC to meet and deliver on the State s objectives and create the best possible environment for the users of the stadium to remain financially viable. With this in mind, finalising the future funding model at a new stadium is critical for the WAFC to continue its investment in community football and associated development programs. Waroona Football Club (Shire of Waroona) lighting upgrade $57,400. The WAFC allocated funds for signage and branding of the West Perth Football Club at Arena Joondalup, goal posts in the Tjuntjuntjara Aboriginal Community, and upgrades at Donnybrook, Canning Vale, and Geoff Glass Director of Facilities East Fremantle Oval 22

24 W A F C A N N U A L R E V I E W CORPORATE RELATIONS The WAFC Corporate Relations department continued to work closely with all other WAFC divisions in 2012 in the key areas of business development, sponsorship, marketing, website development, events, media and communications. With the increasing focus on brand awareness and enhancing the WAFC s community reputation, the integration of Corporate Relations across all areas of football, continued to help drive growth while improving financial sustainability. This included working closely with competitions to secure and maintain partnerships with key sponsors, suppliers and community stakeholders, deliver key marketing and media strategies and coordinate major events and awareness campaigns on behalf of the WAFC divisions. These were achieved across the following major areas of Corporate Relations: Business Development Improving business literacy and encouraging a coordinated approach towards financial sustainability were key focal points for Business Development in This included generating additional revenue and commercialising key assets through initiatives incorporating competitions, community partnerships and Patersons Stadium. As well as renegotiating key contracts and maintaining existing partnerships with sponsors and suppliers, business plans were prepared to commercialise competitions and help secure additional content for Patersons Stadium to improve financial sustainability. The ongoing success of the Online Football Warehouse also continued to generate significant returns with a 370% increase in annual turnover. 23

25 W A F C A N N U A L R E V I E W Sponsorship The WAFC formed new partnerships with key sponsors in 2012, while also entering the second year of the landmark naming rights sponsorship of Patersons Stadium with Patersons, The Australian Stockbroker. New partnerships included the One Life suicide prevention strategy, The Sunday Times Football Volunteer of the Year Award, Harvey Norman s support of umpiring and the expansion of Burley as exclusive supplier to all football competitions in Western Australia for the first time. MARKETING A key focus was aligning corporate partners with community objectives and promoting these into the relevant market segments, while also promoting key WAFC competitions and events. This included specific marketing campaigns for the AAMI Ultimate Home Ground Advantage, AAMI WAFL Player of the Year, Carlton Draught WAFL State Team, Carlton Draught Rivalry Round, WAFL competition fixtures, Patersons Stadium events, AFL 9s competition and the annual Play AFL registration campaign. Media and Communications As well as coordinating media at key events and arranging press conferences and interviews on behalf of all WAFC divisions, Media and Communications focussed on formalizing WAFC communication processes. This included aligning the WAFC Communications Strategy with the overall WAFC Strategic Plan, implementing a new Media Policy to improve communication with external stakeholders and providing regular issue updates to WAFC staff. Web Development A new Patersons Stadium website was launched in 2012 while the development and administration of all other WA Football websites continued, incorporating WAFL Online, WAFL club and district websites, as well as junior and community competitions. Development of centralized web applications for WAFC staff and stakeholders also continued, while the success of live statistics on the WAFL Online website generated a 49% increase in page views for the season. Events The Corporate Relations Department coordinated gala WAFC events including the WA Football NAB Hall of Fame Dinner and 2012 Sandover Medal Count, while also hosting a number of other key events for sponsors, media and corporate partners. n a u n A l Graeme Dix Corporate Relations and Business Development Manager r e 2 v 0 i 1 e w 2 24
