1 2015 Spring Newsletter Cossayuna Lake President s Letter by Pat Smith Greetings, After the winter of all winters, do we even dare to imagine that we will be truly warm again? Hope everyone is more eager than ever to get back on the lake right where we belong! The highlight of the winter season was the continuing success of the Annual Ice Fishing Tournament in February, one of our most popular fundraisers. There were 342 participants totally ignoring the elements while having a great time catching fish and vying for monetary prizes. As we look ahead, our first priority is organizing our 2015 Chemical Treatment Program heading into its 3 rd season. Please take a moment to review the registration form and fee schedule included in this newsletter. If needed, information is available on our website at Your continued support makes it possible to continue to experience significant improvements in the lake while motivating us to develop long-range initiatives. The summer season will kick off with our Annual Ice Cream Social scheduled for May 25 th, the Sunday during the Memorial Day Weekend. Thanks to ice cream sundaes donated by Stewart s, we have experienced a large loyal turnout of families. Saturday Night Dinners are on the summer calendar, as well as LaBoom on July 11 th. LaBoom brings back a great team of DJ s with dancing and music with something for everyone from Baby Boomers to Millennials. Open Mic Night on August 8 th welcomes the local musical talent the chance to show us what they ve got. Whether you perform, or just applaud from the audience, bring the kids and check it out. Our kids need to see more of how friends and neighbors come together just like the old days. The Annual Jerry Simon, Jr. Memorial Fishing Tournament will be held on July 25 th. The 3 rd Annual Clambake is August 15 th. Donations toward our fabulous Clambake door prize collection are always appreciated. On June 13th, we are again hosting a Boater Safety Course. And, we will continue to offer unique shirts and sweatshirts as well as other Cossayuna logo merchandise. We hope to see you at our Annual Membership Meeting scheduled for June 6 th at 10:00 AM. Please consider volunteering at any of our functions. You will have a great time, we guarantee. Be inspired by Cossayuna Lake. Find a peaceful moment to stand near the water and allow its natural beauty to speak to you. We are fortunate to be here but regardless of how much we need the lake, the lake will forever need its devoted followers to survive. We hope that you will renew your membership, contribute to our programs, and encourage others to join in our mission to preserve and enhance our very special lake environment and community.

2 Cossayuna Lake Successful Summer Season Linked to Lake Mgmt by Wendy Hord We re sure you must have noticed that Cossayuna Lake looks better than it has in years. This is thanks to effective lake management practices. In November, the Lake Management Task Force met to discuss how to continue to improve lake quality and preserve recent gains. Invasive Eurasian Milfoil has been substantially reduced, and this season we will assess areas to see where treatment is needed to control milfoil, curlyleaf and sago pond weed. Since we will not use chemical treatment on native plants, folks who have problems with Coontail will need to sign up for harvesting to help control it s spread. The good news is that the lake management team feels strongly about not increasing lake management costs in In order to keep milfoil, curlyleaf and sago pond weed in check, continued support from all of us is needed. The Task Force hopes that all property owners appreciate the importance of a whole lake approach. Without widespread participation, it will be much harder to get non-native weed growth in check and keep the lake in great shape over the long-term. Please consider paying to treat your entire lake front, not just a section of it. This will ensure broad control of targeted weeds. Those of you who can, please contribute as generously as you did last year so we again are able to treat open water areas.

We would like to thank all of you who have already sent in your membership application for We hope to see all of last year s members return, and bring in new members as well. Eligibility for membership includes the area from the shore of the lake up to and including any point within one mile from the road that encircles the Lake. The benefits of CLIA membership are: Voting privileges at General and Election meetings Opportunity to serve on the CLIA Board of Directors and committees Access to harvesting services Access to the CLIA dock and beach area Opportunity to rent the Pavilion Satisfaction of being a Cossayuna Lake caretaker Your membership dues and donations provide financial support for maintenance of the CLIA pavilion and grounds. They also enable us to put on events like the Friday/Saturday Night Socials, Special Dinners, Dances, Ice Cream Socials, and the Boaters Safety Course. Your membership contribution and donations to the CLIA are tax deductible to the extent of the law. We will gladly accept your application at any time. I would also like to include a reminder here that we need name and address changes as they become available for everyone living around the lake for the purpose of Lake Management mailings and newsletters. Even if you are not a member, you may contact me with any changes Ice Fishing Tournament by Nancy Hieber & Kelly Pauley The CLIA would like to thank Nancy Hieber and her team for all of their hard work. We had a great turnout for the 6 th annual ice fishing contest with 342 entrants. The winners for the three categories are: - Mike Jeske 35 ½ Pike, - Bill Garrison 13 ½ Perch - Jacob Foster 13 1/8 Crappie. A fisherman from Malta won the $ /50 prize. There was about 20 of ice and 24 of snow which contributed to very challenging conditions. Everyone was very respectful and helpful to one another. Thank you all for participating in this event and showing your support to this lake.

5 Cossayuna Lake Page 5 of 10 Chemical Program by Sheila Rappazzo If you have not already done so, please send in your applications and payments by April 16 th. Following the last two years of successful treatment, we will again be applying herbicides to keep the Milfoil and Curlyleaf Pondweed in check. The application has been filed with DEC and we anticipate a permit being issued by early May. The treatment is tentatively planned for May 6 th. However, that is dependent on weather and weed growing conditions. We will be doing the treatment as early as possible once DEC issues the permit and weed growth conditions are appropriate. This year we are adjusting the herbicide dosages to address the lake s changing needs, to attempt to target areas with specific weeds. It will be necessary to provide strong support for the chemical program to control the overabundance of invasive aquatic plants. The goal is to get substantial contiguous areas treated, which would enhance the overall effectiveness of the treatment, and result in improved conditions for the entire Lake. Therefore, we are asking people to contribute to whole lake treatment. The more areas that can be connected to fill in gaps between treated areas, the more effective the treatment will be, and the less likely weeds will spread from untreated areas. Even if you do not have a weed problem by your shoreline, we would greatly appreciate any contributions that you would make to enhance the overall treatment of the Lake. While we have already received the applications and donations from many people, we still have a ways to go to have a substantial, effective program. Please send in your applications and payments by April 16th so that our treatment mapping and plans can be completed, and treatment is not delayed.. Harvesting Program by Frank Gabianelli Dear Members and Friends, Around the end of May 2015 the CLIA harvesting program will begin its 18th year of aquatic weed harvesting on Cossayuna Lake. Harvesting, along with the CLIA Lake Task Force chemical treatment program, serves to remove weeds and reduce the nutrient load in the lake. The cost of the harvesting program remains for members at $125.00, which usually provides for three cycles of cutting per season. Any donations to the program are greatly appreciated. Our goal this season is to have 100% participation from members. Thank you for your cooperation and enjoy this summer.

6 Cossayuna Lake Page 6 of 10 Hydro-Raking Service by Deb Hamilton Aquatic Control Technology (ACT) will be offering hydro-rake service under permit # /00008 Please review the following Permit Conditions granted under the (ECL) that apply to each resident contracting hydro-rake service: Condition No Burning of Vegetation, Debris Removal of Spoil Piles Filter Fabric Around Work Area (ACT responsibility) Limits of Hydro-raking Emergent Vegetation Removal Prohibited Prohibited Removal Deposition of Removed Material Obligation and Conformance Burning of removed vegetation or debris is prohibited. The piles of removed aquatic vegetation and debris must be removed by either the individual landowner or upland landowners within (7) days of placement. A filter Fabric (turbidity) curtain weighted across the bottom and suspended at the top by floats shall be positioned to enclose the work area site before commencing operations. The curtain shall remain in place and in functional condition during all phases of the operations and remain in place until all plant fragments are collected and turbidity inside the curtain no longer exceeds ambient levels. The extent of shoreline hydro-raking is limited to fifty percent (50%) of each individual landowner s shoreline or fifty (50) lineal feet of each individual landowner s shoreline, whichever is less. The extent of waterward hydro-raking is limited to thirty (30) feet from the shoreline or maximum of eight (8) feet in depth, whichever is less. The hydro-raking of adjoining properties may not result in contiguous removal of more than 50 feet of aquatic vegetation. The removal of emergent vegetation (e.g., cattails, rushes) is prohibited. No woody vegetation, floating bog material or vegetated hummocks shall be removed. All aquatic vegetation and debris removed as a result of hydro-raking must be deposited in one contiguous pile on the shoreline of each individual landowner. Such piles must be protected from The 2015 sign-up / contract sheet and review of the fee is on the CLIA website Please complete and return via US mail, by fax or (jcastellani@aquaticcontroltech.com). A deposit of $325 will be required to secure the hydro-rake service to include the first hour of service and the $125 fee to set-up / breakdown a turbidity / fragment curtain surrounding the project area. Final billing will be invoiced once service has been provided. The participating property owners share of the mobilization /demobilization cost will be included on the final billing. Although cash will no longer be accepted on-site, checks will be accepted. (Credit card payment is not currently available.) The timing of the hydro-rake service will be dependent on the planned herbicide application, currently scheduled for early May, dependent of receipt of a NYSDEC permit to conduct the herbicide application. Based on our current capacity calendar we expect to provide hydro-rake service either late May or mid-july 2015.

There is no set amount for whole lake treatment, but for reference purposes, $110 provides for treatment of about a quarter of an acre (roughly 50 ft x 200 ft). For treatment of shoreline, the cost is $2.20/ft (with a minimum of $110), which is the same as last year. MEMORIAL BASS FISHING TOURNAMENT July 25, 2015 Registration $25.00 Adult \ $10.00 Child, 13 & under Tournament begins at 6:00 AM at the NYS Boat Launch Artificial and live bait may be used. All fish must be NYS legal. This is a catch-and-release fishing tournament; no dead fish can be entered. All fish to be determined by weight; not by length. Box 81, Cossayuna, NY Dear Members and Friends, The CLIA board has chosen to hold the line on the cost of member participation in the harvesting program at $125. For this you are entitled to have your shoreline harvested each time the crew circles the lake. The crew usually provides 3 cycles per season. If time allows the harvester will do an additional cycle. Typically three cycles, plus meeting our contracts with the 2 towns, takes the full season. If you would like to participate in the program, complete this form and return it to the letterhead address with a check for $ by May 15, You must be a member of the CLIA to participate in the program, and you may include your dues if you have not yet joined. If you do not have a weed problem where you are located, or you choose not to be a member of the Association but would like to make an unrestricted donation to the program, it would be most welcome and your gift will be used in overall lake improvement.
