1 CONTINENTAL Announcing all that is happening at Continental From The Board President... In the last newsletter, I outlined five major initiatives. Significant progress has been made on three of those initiatives. PROFESSIONAL COMMUNITY ASSOCIATION MANAGEMENT After meeting with five potential association managers and receiving formal proposals from three firms, your Board of Directors approved moving forward with contract negotiations with CCMC. CCMC is based in Scottsdale, Arizona and manages 200 communities with 150,000 homes in 11 states and specializes in managing communities with on-site staffs. Maintaining our on-site staff was a prerequisite. Their economies of scale will dramatically improve efficiencies in accounting, enforcement of our CC&R s, records retention, billing, collections, website management as well as giving us support for what is becoming a more complicated process of managing a large and complicated homeowner association. With the improved efficiencies, we will be able to operate with a smaller staff, resulting in a reduction of our operating costs. CCMC will have no involvement in managing our golf course. SHORT TERM RENTALS Paragraph 2 of the Amended and Unified CC&Rs ( CC&Rs ) states: Said lots are hereby restricted to single family dwellings for residential use only by one family. Also, paragraph 12 of the CC&Rs states: No boarders or renters of a portion of any of said lots shall be permitted, but an entire lot, together with the improvements thereon, may be rented only to a single family. Then, paragraph 23 states: In the event of any ambiguity in a provision of these Restrictions, the interpretation of the Association as to the meaning intended shall prevail. It is clear that that the intent was for the subdivisions governed by the CC&Rs to be single family subdivisions. The question then becomes what is a family? Over the years, the concept of family has evolved. Since the CC&R s give the Association the right to resolve ambiguities, your Board of Directors recently voted to define family as, a group of one or more adults who regularly (not temporarily) maintain a common household, along with any minor children under the legal custody of the adult(s) in the family together with their domestic employees or contractors. Notwithstanding the foregoing, a group of more than four (4) adults who are not each related to each other by blood, marriage or legal adoption shall not be considered a "family". By clearing up the issue of family along with stronger enforcement of the CC&R s, we are hopeful that the controversy over short term rentals will be diminished. After soliciting input from you, your Board of Directions recently finalized our Rules and Regulations, a Tenant Registration Policy and a Tenant Registration form. All rentals will be required to submit the Tenant Registration Form along with the $25 fee for each rental North Oakmont Drive Flagstaff, Arizona

LAKE ELAINE During the initial stages of the Schulz vs Continental Country Club litigation, the Judge ordered that that the Lake be drained to allow for an assessment of the condition of the lake and the options for the Lake. That order was suspended to allow for mediation between the parties. Since mediation was unsuccessful, the Judge recently reinstated his order to drain the Lake. Plans are currently being finalized to drain the Lake by opening the emergency drain valve to allow for water to drain naturally through the Aspen Valley and Continental golf courses. It is anticipated that it will take several months to completely drain the Lake. I would like to thank the Aspen Valley Board of Directors for their cooperation in this endeavor. Once the Lake has been drained and the Lake bed has dried, an independent engineering firm will complete an assessment of the Lake and options for the future of the Lake will be explored. 3 From The General Manager... I assumed this role the beginning of January and have been running ever since! Over the past two months I have had the privilege of meeting some new faces. Continental Country Club is such a welcoming community! Working with you is sure to be an amazing experience. After meeting with the Board of Directors on several different topics, there are some community issues on which we will be directing our efforts. Compliance is one of those issues and the board wants to ensure that all homeowner modifications have been reviewed by Architectural Control Committee (ACC). The board also wants to ensure that management has copies of those ACC applications on file to continue consistent enforcement of the association s rules about exterior modifications. If you receive a notice about an architectural modification at your home and you have extenuating circumstances, please contact our office per the instructions in the notice. Our office will always work to review and accommodate our homeowners and resolve issues. The home improvement season is upon us and many will want to get started right away. If you plan to make repairs or improvements to your home, contact our office to request the application or see if the changes you are looking to make do not require submission of an application for the committee to review. The committee reviews submitted applications as soon as they can, but the governing documents state that the committee has 30 days to review and respond. Please plan your project with a window of time for the committee to review your application before you schedule your project to start. The Board has made and will continue to make investments in the common areas in an effort to enhance the attractiveness of our neighborhood and all of our property values. Our on-site team has been working diligently to complete multiple clubhouse projects. The clubhouse lobby bathrooms have been fully remodeled and turned out beautifully! As most projects do, we ran into multiple road blocks including: termite damage, leaking plumbing and rotted framing. Between two large snow storms our Maintenance Manager, Bailey Flores pulled off rebuilding the #9 bridge on the golf course in addition to working on the lobby bathrooms! Thank you Bailey! But we are not done yet the pool locker rooms are under a full remodel as well. Stay tuned for more updates! This is going to be a great year and I am proud to be a part of this team! 4 From the Golf Shop... Another golf season is upon us! We hope everyone is as excited as we are with the warmer weather approaching! We are aerifying the greens on March 25 th and 26 th. We realize that this presents a putting surface that is less than ideal, but our pricing ($31/ride and $25/walk) is set at a reduced rate. The putting green aerification will produce a much better putting surface for the season, so please be patient while the greens heal. If you are looking to update your golf wardrobe for 2019 please stop in and see us. We have new apparel arriving and are pricing last year s items at 40% off. We are carrying lines for men from Nike, Under Armour, Foot Joy, Travis Mathew, Adidas, Level Wear, Columbia, and Greg Norman. Ladies lines will be offered from Nivo, Tail, EP Pro, Monterey Club, Kate Lord, and Cutter & Buck. We also have new headwear, clubs, bags, push carts, belts, and accessories arriving. We have accounts with all the major club manufacturers so if you would like something special ordered please let us know. Our pricing is competitive with the major golf discount retailers. Something to consider when making a purchase whether it be apparel or equipment related, as a Peaks Pass Card holder, you receive points for every purchase in the golf shop ($1.00 = 1 point). Points can be redeemed for rounds of golf. 500 points can be redeemed for a weekday round and 800 points can be redeemed for a weekend round. We have several new staff members joining us this season. If you see a new face in the golf shop or in guest service please introduce yourself and help us welcome them. We feel that the staff we have this year will be our best to date. 5 Tip From the Pro... Welcome to spring. It's early in the season and many of you are pulling the clubs out for another season. One important key to playing well in golf is to acquire a repeating swing. In particular, finding the correct impact position time after time. It helps to realize that it matters less how one gets there than it does finding the perfect swing model from emulating the pros. Try getting into the impact position first as you set up with the elements of square club face, proper weight shift and good posture. Now take your back swing and slowly bring the club down to impact without hitting the ball and remain there for a short while. Repeat this ten times. Attend to what your hands feel like as well as your hips, shoulders and back as you arrive at impact. Hit three shots now and decide whether you were able to repeat proper impact. If not go back to the drill. Remember nothing matters more than a solid impact position. Most good players vary in their process, however they know how important impact is. 6 Tip From the Pro... Spring is here! And as the weather warms up, you may be looking at a new racket featuring the latest-andgreatest technology. So which equipment might be the best fit for you, and your game? Let s take a look at several basic (but important) considerations: Head size. Larger head sizes (105+ square inches) are generally a great idea for recreational players who may want extra help developing power. In addition, the larger head size can equate to a more forgiving string-bed which can help keep the ball in play when it s not hit directly in the center. Medium head sizes ( square inches) are a great balance for veteran players looking for both precision and power. Small head sizes (under 98 square inches) are typically reserved for high caliber players looking to maximize precision and feedback, and who not interested in the added power boost that is provided with larger racket frames. Frame weight. Heavier frames (300 grams+) provide extra power to any tennis stroke, but also require the most precise timing in order to contact the ball properly. After all, starting your swing with a heavier frame means there will be more time needed to accelerate the racket forward, and are therefore used by players with mastered stroke-speeds. Middle-weight frames ( grams) are great for players who want a fair amount of weight behind their shot, but are also looking to accelerate their racket relatively quickly. And light frames (less than 260 grams) are great for players with really whippy strokes and/or those looking for very fast acceleration. (Also, lighter rackets are a good choice for some veteran players who rank comfort at the top of their list.) Strings. There are countless different options on what to string your new racket frame with. Hard-hitting players may wish to purchase a stronger string (16 gauge) which will give added durability, while players looking for feel and spin may wish to step into thinner strings (18 gauge). Strings are often made of different materials, and each material has its benefits. Multi-filament strings are generally considered comfortable and easy on the arm, while polyester strings provide great performance, but lack in the comfort category. There are countless strings to choose from, so make sure to ask an expert what may be best for your needs! Grip Size. While you will want to find a grip size that fits your hand perfectly, keep in mind that smaller grip sizes can allow you to pronate and snap your wrist easier than thicker grips. On the flip side, much smaller grip sizes can equate to added effort when gripping the racket correctly so make sure you prioritize for your unique needs! 7 The Front Desk Girls We would like to take this moment to introduce ourselves and get you up to speed on what is going on with the front desk. I am Kimberly Trujillo, I have been working for the Continental Country Club going on two years now and I have really enjoyed getting to know everyone who visits the Front Desk. I hope to continue to grow with the country club and look forward to another peak season with everyone. Hello, I am Amanda Mattei, I have been working for the Continental Country Club going one year now. I am really enjoying this new experience with working for a country club and hope to get to know everyone. We would like to take the time to remind everyone that with the New Year we have established new policies. We are here to give some clarifications on some frequently asked questions about the rules and regulations Membership Assignments Homeowners who are full members may assign their membership privileges to their renters. These charts break down what needs to be completed prior to assigning memberships over to tenants. Please note that renting a part of the home while still living in the home is against the CC&R s. Homes may be rented out for any period of time. The following steps need to be completed by the homeowner/property manager before the Continental Front Desk can assist the tenants. Homeowners relinquish their membership privileges during the lease period. Tenant Registration Form must be completed. See below for information. Long Term Rentals (30 days- 1year) Short Term Rentals (less than 30 days) Day Passes 1. Homeowner/property manager must fully complete a membership assignment form. Form can be found on CCC Website or picked up at CCC Front Desk. 2. Membership cards are $25 for adults (up to 2) and $10 for dependents 6-24 years old. Fee is per person. Please let tenants know of this fee. Tenant Registration Form Single Family Homes 1. Homeowner can purchase Renter Recreation Passes. Pricing is based on #of bedrooms in home. Please refer to the 2019 membership policies to see price options. Homeowners would recycle the same cards for every new tenant they host. These cards give tenants full access to all the amenities. 1. If a member doesn t want to relinquish their amenities access, their tenant can purchase a day pass. They are $25 per day, per person They give tenants/ public access to all amenities, excluding bear paw. Tenant Registration Form Townhomes and Condos A Tenant Registration Form must be completed with every new tenant lease. There is a $25 fee that is due and payable at the time of submission. Tenants can be registered through the CCC website or at the CCC Front desk. Tenant registration forms should be completed through the sub HOA.
8 Front Desk continued. Age Limits With summer time quickly approaching we would love to reach out to all parents and guardians to refresh their knowledge of age limits here at Continental Country Club. 1. Children under 12 years of age must be accompanied by an adult (18 years or older) at all times in the Continental Country Club Pool area. 2. For Bear Paw Recreation Center, children under 12 years must be accompanied by an adult 18 years or older. 3. The fitness center is available for children 16 and older. No child 11 years of age or younger is permitted to use the Continental Country Club fitness center under any circumstances. Ages 12, 13 and 14 years old are permitted under direct adult supervision. 4. The Continental Golf Course is open for ages 16 and older to play without supervision of an adult. 9 Compliance Corner Compliance Corner - WELCOME SPRING 2019! Dear Homeowners: The first few months of the year always seems to be the fastest! We are already heading into April and anticipating warmer weather. With spring, as you know, new and quite beautiful changes begin to unfold. Plants and flowers begin to bloom and come alive again, but we are also left with winter s revenge: dead leaves, dead tree branches, overgrown shrubs and trees, and those accumulated pine needles. As a reminder, we are a Fire Wise Community. This means, together, we take wildfires very seriously and, thus, take extra precautions to prevent them. One of the ways you can help yourselves and surrounding community from spreading fires is by sweeping up all the pine needles that have accumulated on your rooftops, driveways, and yard. Additionally, it is important to cut back overgrown grasses, trees, shrubs, etc. If you haven t scheduled a time to attack the dead vegetation on your property, now is a good time to begin. Fire Wise Fact: Did you know there are 3 fire zones on your property? Zone 1 the first few feet around the perimeter of your home (Tip: Maintain this zone well by pruning and watering. Remove dead branches, stems, and leaves). Zone 2 - Tip: Remove stressed, diseased, dead, or dying trees, including those along driveway). Zone 3 End of zone 2 all the way to property line (Tip: As in zone 1, routinely remove any excess brush or dead vegetation). Firewood should be stacked at least 30-feet from your home, and no more than 128 cubic feet in a stack 8 feet long and 4 feet high. COMPLIANCE NOTE: Did you know that not every home & property in our community is a member of the HOA? This can be very confusing to new homeowners who see CC&R Violations and do not know why we are not enforcing them, or you see a house color/fence/etc. and then assume Continental Country Club has accepted that design/color. When you purchased your home that is a member of our HOA community, you were given the CC&R s and are required to make sure that your home is in compliance. Please remember that you need to fill out a DRF (Design Review Form) for any improvements/landscaping (including the removal of trees) on your property. 10 Compliance Corner Hi Continental Homeowners, My name is Susan Thomas. As noted in your February newsletter, I m a recent addition to Continental Country Club s in-house staff charged with enforcing compliance issues. The specific task I ve been designated is monitoring Rentals for compliance with the CC&R s and the Rules and Regulations, and ensuring compliance with the Tenant Registration policy. Just a bit about myself: I am a 40+ year resident of Flagstaff; although I live over on the other side of town in Ponderosa Trails, I m fairly familiar with CCC having participated in garage sales around the community for the past 20 years! I have served as President, Vice President, Architectural Committee Chair and Board Member in the various HOA s where I have owned property so I m fairly familiar with the challenges facing HOA s. I m semi-retired having last been a professor in the Construction Management Program at NAU for nine years; last (but definitely not least) I m the proud grandma of a six month old grand-daughter. I m excited about the challenge and opportunity of developing and implementing a process to assist with transparency, clear communication, and consistency with monitoring, and if necessary, regulating the rentals within this beautiful community.
