1 Introduction Thank you for volunteering your time and effort by serving as key liaison to your club and its members. A golf association such as ours could not operate without an extensive group of dedicated individuals, such as yourself, who are the lifeblood of our organization. As Director, you play a key role in facilitating communication between the OGA and your club members about all of the various services and benefits of membership the OGA provides. Your club relies on you to keep them informed of upcoming events, offers and educational opportunities they may want to attend. In addition, by representing your club and its interests, you have a direct pipeline to the OGA staff to voice concerns and provide input about what goes on in your community. We are making a concerted effort to engage our Directors more than ever before. I hope you will find this handbook to be a useful tool for you to refer to from time to time and that you will feel even more comfortable with your role as you get to know your Association better. We encourage you to ask questions, provide feedback and help further the mission of the Oregon Golf Association where possible. 2 Duties of a Director You are a VIP to the Oregon Golf Association and the Pacific Northwest Golf Association. You represent both your club and the Oregon Golf Association. Please familiarize yourself with all OGA & PNGA programs. We encourage you to promote and attend OGA & PNGA activities and review information about each organization on our website at OGA.org. Additional responsibilities include: Communicate the vision, purpose, services and programs to your club's leadership and members. Promote activities at your club. Don't forget to implement FREE services such as the two-page Join Our Club flyer tailored to your club, the Join Online program, the eclubhouse and take full advantage of the ExploreOregonGolf.com and the ExploreOregonGolf Marketing Initiatives available to all clubs & facilities. Publicize, promote and attend the following activities in your area: championships, junior golf events, rules seminars, handicap seminars, course rating activities, and OGA Tour events. Post and distribute: tournament information forms, competitions calendars, Rules Education flyers, OGA news and other posters. Encourage your membership to participate in Championships, OGA Tour events or to volunteer. Register a team in the Men's and Women's Team Championships to have your club represented. Verbalize concerns or questions your club might have with the OGA or PNGA Staff. Assist with golf course participation in programs and events at your club or in your region. Educate your membership about the programs that the OGA & PNGA supports, such as Evans Scholars, Turf grass research, OGA Junior Golf, The First Tee, and more. Ensure your club's compliance with the rules of the USGA Handicap System and the Handicap Certification and Licensing Program. Support your Handicap Chair, Committee, and the PNGA. Attend educational opportunities including Regional Directors' and Annual meetings and inform your membership of all important issues from these meetings such as by-law revisions, election of officers and member fees. Advocate for your club and be the conduit between your club and the OGA & PNGA. Let your club's voice be heard. 3 Purpose and Vision: The Oregon Golf Association was founded in 1924 as an organization of private member clubs to take over the management of the Oregon Amateur Golf Championship. Today, the OGA has evolved into a non-profit entity of approximately 315 public and private clubs numbering more than 40,000 members throughout Oregon. The Oregon Golf Association operates under a license from the United States Golf Association with the exclusive jurisdiction and responsibility of administering the USGA Handicap System and is solely responsible for rating and measuring courses in accordance with the USGA Course Rating System. As guardian of the game of golf for this region, our Mission is promoting golf to benefit the communities and people of Oregon and Southwest Washington. While the activities and services of the Oregon Golf Association are often overlooked or misunderstood by many members, the OGA does play a crucial role in support and development of golf in our region. Founded: 1924 Type: Non-profit 501(c)(6) State Amateur Golf Association Members: Approximately 40,000 (men and women) Clubs: Approximately 254 regular (real-estate) clubs & 61 associate clubs Governance: Volunteer board of directors comprised of men and women, elected by their golf clubs throughout Oregon and SW Washington. Each golf course is entitled to appoint two OGA Directors from the rosters of their OGA Member Clubs. All Associate Clubs can appoint one Director per club. Dues: An increase to $35 annually per individual paid through their club was ratified by OGA Directors at the 2015 Annual Meeting The staff of the OGA, along with its many volunteers and member clubs, shares in the following vision: OGA Vision: Enriching Lifestyles Through Golf OGA Subsidiaries: In structuring the operation of the golf course, the OGA reviewed the tax implications of a non-profit organization running a golf course, which under tax regulations is a taxable business activity. With advice and rulings from the IRS, the OGA created the following operating guidelines: 1. The Oregon Golf Association is the owner of the golf course land. 2. A subsidiary corporation, OGA Properties, Inc. (OGAP) was created to provide golf course construction services and course maintenance. OGAP is a for-profit operation governed by a separate board of directors. 3. A subsidiary of OGAP, OGA Golf Course, Inc. (OGAGC) was established to operate and manage the golf course and pays rent to the OGA for use of the land. OGAGC is also a for-profit entity. Rent income paid to the OGA is non-taxable income to the OGA and is a deductible expense for OGAGC. OGA Golf Course, Inc.: The concept of the Oregon Golf Association building its own golf course was adopted by the OGA Executive Committee in the 1970's and ratified by the OGA Directors. The reasons for building an association owned golf course were several fold. There was a need to reduce, not eliminate, the number of requests for member clubs to host OGA championships by two or three per year. Also, the course could serve as a focal point for junior golf development and growing the game, and provide a financial foundation to help keep dues at an affordable level for members. With this in mind, the OGA Executive Committee established a fund to build a golf course. This action, too, was ratified by the OGA Directors. All OGA members initially contributed one dollar from their annual member dues, eventually increasing to two dollars in In early 1992, the OGA was approached with an astonishing offer from Tukwila Partners Development Corporation to donate over 179 acres of farmland in Woodburn, Oregon alongside their residential real estate development, for the purpose of constructing and operating a golf course on the land. As a result of cautious investing of funds along with the partnership between with Tukwila Partners, the OGA, along with the support of its Directors, was able to initiate development of a three-phase construction project that began in July of Phase I included the construction of the first nine holes, a driving range, course maintenance facility, and a temporary clubhouse. The first 9-holes opened in August of Phase II saw the completion of the second nine holes in April The final phase saw completion of a 14,000 square foot clubhouse and permanent OGA headquarters in February As one of only six golf associations in the United States that own and/or operate their own golf course (of which only Oregon and Northern California have built their own), the OGA Golf Course gives back to the game in numerous ways and will continue to do so for many years. 4 Over the past several years, the OGA Golf Course has hosted more than 50 OGA Championships, plus USGA qualifiers, PGA Chapter and Section pro-ams, OSAA District and State competitions and other charitable events while offering as many starting times to the public as possible. OGA Golf Course Vision: To provide our customers an outstanding experience with consistent and unsurpassed service at an affordable price, while promoting the history and game of golf with the cooperation and collaboration of the Association to all demographics. It is NOT an association of individuals or golf courses. However, our stakeholders/customers include everyone and every organization that benefits from the services we offer including golf courses, golf professionals, superintendents and the media. 5 A club is defined by the USGA as an organization of at least ten individual members that operates under bylaws with committees (especially a handicap committee) to supervise golf activities, provide peer review and maintain the integrity of the USGA Handicap System. OGA Member Clubs must be licensed to utilize the USGA Handicap System by the Oregon Golf Association, which covers Oregon and Southwest Washington. An OGA Member Club can be one of three (3) types: Type 1 The members are located at a single specific golf course with a valid USGA Course Rating and Slope Rating where a majority of the club's events are played and where scoring records reside. Type 2 The members are affiliated, or known to one another via a business, fraternal, ethnic or social organization prior to organizing or joining the club. The OGA presently has more than 60 Type-2 clubs that have been established at companies such as Nike and Hewlett-Packard, churches, restaurants and social groups such as Golf Adventures GC. Type 3 The members have no prior affiliation. The OGA presently has one Type-3 (Internet) Club -- NW Golf Guys. Individual memberships are not presently offered. An individual "joins" the OGA when he/she joins an OGA Member Club. Clubs may choose to participate in the OGA's Join Online program which makes it convenient and easy for an individual to join OGA Member clubs from the OGA website. Golf Courses are also not members. Unlike many associations, the Oregon Golf Association does not charge a membership fee to golf courses. Golf Courses that are home to OGA Member Clubs, however, do receive a number of free services and benefits. The OGA provides many services that enhance the enjoyment and protect the time-honored traditions of the game of golf for its members, as well as for all golfers throughout Oregon and Southwest Washington. The organization prides itself on operating the association in a professional, business-like manner, providing services at the lowest possible costs, while maintaining a high level of customer service. Currently, the portion of a club's membership dues that are OGA dues is very affordable and comparable to other state and regional associations in the west coast region. The OGA supports the golf industry in many ways: Future of the Game: Through our support of Junior Golf programs we promote the grass roots efforts necessary to develop golf participation. In addition to providing FREE Handicap Services to all Junior members, our initiatives include Oregon Junior Golf Fund, Inc., that conducts a comprehensive schedule of more than 40 Junior Golf competitions throughout the state each summer and selects (and provides financial assistance) to the state's top juniors each year to compete in national and international team competitions. It also includes the Erling Jacobsen Developmental Tour, Youth on Course Program, support for USGA/LPGA Girls Golf, U.S. Kids Golf, support for OSAA High School Golf Championships as well as the First Tee program that teaches both life skills and golf. You too can help ensure the future of the game by becoming an OGA Volunteer. Turfgrass Research: Your Association funds research leading to improved disease-resistant turfgrass. Turfgrass is one of the leading exports in Oregon, with Oregon turfgrass growers providing seed to the vast majority of golf courses throughout the U.S. Advisory Services: We conduct workshops to help your golf course staff and club officers administer the USGA Handicap System with the Handicap Management Software Suite, create successful events using Tournament Management Software, and educate golfers in the Rules of Golf. We also provide Course Rating & Measuring services and Course Marking services. Grants & Fellowships: The OGA, along with assistance from the USGA, PNGA and WGA, provides opportunities for personal development through golf and its values. In addition to offering internships to those interested in a career in the golf industry, the OGA supports the Evans Caddie Scholars Foundation, providing full tuition and housing support for a select number of young people each year. 6 Championships: Your Association runs all state amateur championships and USGA qualifiers, supporting competition at the highest level. Golf Alliance of Oregon: The OGA is a leading participant in the Golf Alliance of Oregon, a consortium of organizations devoted to the game including the Oregon Golf Course Owners Association, the Oregon PGA, the Oregon Club Managers Association and the Oregon Golf Course Superintendent's Association. We also serve as liaison with national & regional associations including the United States Golf Association, Western Golf Association, Professional Golfers' Association of America and the Pacific Northwest Golf Association. Together, our goal is to improve conditions for the golf industry in Oregon & SW Washington by serving as an advocate for the industry before the state legislature and other governmental bodies, as well as be the conduit through which we can communicate the economic benefits and environmental stewardship provided by the game of golf. Individual Member Benefits: Individual benefits are provided to golfers who belong to any OGA Member Club and who have been issued a USGA Handicap Index. The USGA Handicap System requires golfers be members of licensed clubs. Individual golfers may not presently join the OGA directly. The following are areas in which we most need dedicated volunteer assistance: Golf Course Raters: Each year, course rating teams assist the OGA in measuring, compiling and analyzing the physical attributes of Oregon and SW Washington golf courses including (but not limited to) roll, elevation changes, doglegs and forced lay-ups, prevailing winds, altitude, topography, fairway width, green target size, recoverability and rough, bunkers, out of bounds and extreme rough, water and other hazards, trees, green surface and psychological reactions. These evaluations provide each course with accurate measurements for each set of tees including yardages, and Course and Slope Rating. The USGA Course Rating System is an enhancement of the Handicap System, ensuring that players of differing abilities are able to participate in enjoyable and competitive games. Tournament Assistance Group Team (TAG): Without the assistance of the TAG Team it would be impossible to provide an enjoyable experience to all competitors at OGA events, including OGA Junior tournaments. TAG Team members serve as Starters, Rules Officials, Marshals and Scoring Officials. The Starter sees to it that groups tee-off on the proper starting hole at the proper time and is also responsible for distributing the official scorecards, reviewing playing procedures, and answering any inquiries a contestant might have prior to play. Rules Officials assist players in the proper execution of the competition and acts to prevent players from breaching any rules. Scoreboard Officials are responsible for seeing to it that scorecards are properly turned in, maintained in their proper order and assisting in posting scores on the scoreboard or internet. Marshals are essential to the smooth operation of a championship round ensuring that a reasonable pace-of-play is maintained by and for all groups. volunteer@oga.org for more information. Office Assistance: Whether it s helping us maintain our historical library, answering phones, assisting with mailings or helping us maintain our databases, volunteers are vital to our success and to help us keep on top of our projects so that our staff can deliver unparalleled service to our members. 16 PNGA Membership Benefits Summary The Pacific Northwest Golf Association (PNGA) was founded on February 4, It is a 501c3 charitable, international amateur golf association dedicated to preserving the true spirit of the game of golf and promoting activities beneficial to golfers in the Pacific Northwest region of North America. PNGA territory is broken down into five zones, which are: Zone 1 Oregon; Zone 2 Eastern Washington; Zone 3 Western Washington and Alaska; Zone 4 British Columbia and Alberta; and Zone 5: Idaho and Montana. There are approximately 225,000 individuals at over 720 PNGA member golf clubs. The original purpose of the PNGA was to conduct a regional amateur championship. For more than 100 years, the Association has been a pioneer in developing competitions and services and its mission has grown and evolved. Today, the PNGA remains committed to being a truly regional organization providing benefits and services to its members and member clubs throughout the Northwest. Championship Eligibility: As a PNGA Member Club your members are eligible to compete in PNGA championships. Each year, the PNGA conducts 15, major, regional, amateur championships for men, women, juniors, and seniors throughout the Northwest. Pacific Northwest Golfer Magazine: As a PNGA Member Club, each of your members have the opportunity to receive a copy of the PNGA s upscale, glossy magazine, entitled Pacific Northwest Golfer, as a membership benefit. Four issues will be mailed directly to their home or office. To receive this outstanding publication chronicling golf activities throughout the Northwest, all your club would have to do is maintain your members addresses directly through your club s handicap computer. The PNGA pledges to only use these addresses for the specific purpose of mailing our magazine and will not sell or distribute them for any other purpose. A written guarantee of this can be provided upon request. PNGA Website ThePNGA.org: The PNGA maintains its own state-of-the-art Web site at ThePNGA.org. It contains information and news about the activities of the PNGA. Through the PNGA Web site, members can instantaneously enter PNGA championships and take advantage of membership benefits and golf related discounts. PNGA All-Access Tournament Calendar: Access to the most comprehensive online tournament calendar through the PNGA website that provides information on all major amateur events of interest to Northwest golfers as well as various club events in which PNGA members may be interested in participating. Discounts & Benefits: Through unique partnerships and co-branding opportunities, the PNGA will, from time to time, make available to its members, various golf related discounts and benefits. This may include such things as travel discounts or the opportunity to purchase a product or service at a special price. These discounts and benefits will be promoted in PNGA publications, on the PNGA s web site, and through various announcements. The Home Course: As a PNGA Member Club, each of your members is entitled to play The Home Course at a reduced green fee. To receive the discount all members would have to do is show their updated Association Membership Card when paying their greens fee. Evans Caddie Scholarship Program: In 1948, the PNGA established the Evans Caddie Scholarship Program in the Northwest, and since then more than 600 young men and women caddies from PNGA-affiliated clubs have attended major regional universities on a four-year full tuition and housing scholarship. The PNGA served as the administrative headquarters for this program for many years, even housing a staff member from the Western Golf Association to conduct administrative and fundraising efforts. 17 Along with coordinating significant fundraising initiatives which includes Par Club, Bag Tag and other special contributions, the PNGA founded and administered two Evans Cup fundraising tournaments each year, and since 1994 these events have raised over $2 million for Northwest Evans Scholars. The PNGA continues to support its allied associations in their efforts at administering and funding scholarships for the Evans Caddie Program in the Northwest. Pacific Northwest Player of the Year Awards: Every year, the PNGA Championship Committee reviews the competitive records of players from throughout the region and recognizes the individuals who have compiled the most outstanding accomplishments and awards them the Pacific Northwest Player of the Year Award. One individual in each of the following categories is recognized: Men, Women, Men s Mid-Amateur, Women s Mid-Amateur, Senior Men, Senior Women, Junior Boys, and Junior Girls. PNGA Distinguished Service Award: A Committee comprised of all living PNGA Past Presidents selects a recipient(s) of the PNGA Distinguished Service Award in recognition of meritorious service to amateur golf, not necessarily as a competitive player. Along with induction into the PNGA Hall of Fame, this prestigious award is considered the Association s highest honor. Pacific Northwest Golf Hall of Fame: The PNGA administers the Pacific Northwest Golf Hall of Fame and conducts induction ceremonies every other year recognizing outstanding Northwest golfers who have made extraordinary contributions to the game. Memorabilia from the PNGA s past is displayed at Association headquarters and information about golf s past in the Northwest can be accessed by PNGA members through Association resources. PNGA Patrons of Golf Program: Since the PNGA is a 501c3 charitable amateur golf association, unreimbursed contributions to the Association are deductible for federal income tax purposes (U.S. residents only). To facilitate such donations, the PNGA administers its Patrons of Golf Program. To become a Patron, individuals simply make a donation to the PNGA at one of the various Patron levels. Along with part of their contribution being tax deductible, Patrons also receive valuable benefits, such as PNGA logoed merchandise and other amenities, depending on the level of contribution. Most importantly, all contributions to the PNGA Patrons of Golf Program are deposited into a separate endowment fund. This special fund was established to benefit the future of Northwest amateur golf. Once the endowment has grown sufficiently, such local worthwhile activities as Junior Golf Programs, the Evans Caddie Scholarship Program, Turfgrass Research at Northwest Universities, and the various programs of the PNGA will all benefit on an ongoing basis. In addition, this fund will also help to fund the construction of Northwest Golf House, the future permanent home of the PNGA and its Hall of Fame and Museum facility. Now in its seventh year, the OGA s Online Membership Program continues to grow, maintaining its reputation as a service to clubs in gaining new members and exposing golfers of all backgrounds to OGA Members Clubs around Oregon and SW Washington. Beginning in 2010, the Online Membership Program started off in August of that year, with 13 participating clubs and a total of 52 online members. In 2016, we had a total of 67 participating clubs and an estimated 1,649 online members. Just two years ago, the program had just over 600 total members. We see this growth as an opportunity to grow membership within OGA Member Clubs and OGA total membership, working together to introduce the association and clubs to interested golfers. 20 What exactly is the OGA Online Membership Program?: The OGA Online Membership Program works to filter members who join the OGA through the OGA website to member clubs in Oregon and Southwest Washington. A prospective member can choose among the list of participating clubs, and choose one to join. If the person has an established GHIN Number, they are able to reactivate that same number; if they do not, or have not had a GHIN Number in the past, they are given one. Once they do, they are automatically activated in GHIN and as an OGA member for the year, active until December 31. Participating clubs receive a kickback check from the OGA at the end of the year - $20 per member. The member is sent a confirmation with club and OGA details immediately after they finish the payment process. A club contact for the club is also sent an , notifying them of the new member and detailing the person s contact information and GHIN Number. A benefit and service to OGA Member Clubs: The OGA Online Membership Program was created in part because it created an easy opportunity for people to join the OGA online all while helping member clubs gain members in the process. All participating clubs in the Online Membership Program receive the following: - Kickback check at the end of the year for $20 per member - Contact information for each online member - Ability to edit stipulations of joining their club via online - Additionally: The Online Membership Program is a free service to all OGA Member Clubs The Online Membership Program is meant to be an additional avenue for those who may not have thought of joining an OGA club before in joining local clubs around their area. USGA Course Rating System Purpose: The USGA Course Rating System is an enhancement of the USGA Handicap System, and affects all OGA members in the calculation of their Handicap Indexes. Although it can seem a bit complicated, the net result of the Course Rating System is that it allows a player to move from golf course to golf course and get a fair indication of their level of play, regardless of where they play, which set of tees they play, or their ability level. The OGA Rating Team: In the OGA region encompassing Oregon and Southwest Washington, our Course Rating team (currently numbering over twenty dedicated volunteers), led by Manager of Handicapping & Course Rating Gretchen Yoder, carries out the on-course portion of the rating process. Back at the OGA office, Gretchen reviews the work of the teams, crunches a mountain of numbers, and issues ratings to our courses. In 2016, Gretchen and her team rated 32 courses from May through October. The OGA rates courses on a seven to eight year rotation (even if they have not changed in any way) which is ahead of the USGA requirement of rating an established course every 10 years. Newly constructed courses change rapidly in the first few years and must be re-rated within five years. Courses must be re-rated if significant changes have been made. The Course Rating System: The USGA Course Rating System takes into account the factors that affect the playing difficulty of a golf course. Accuracy and consistency are the keys to effective course rating. A course must first be accurately measured from permanent markers. The measured yardage must then be corrected for the effective playing length. These effective playing length corrections are roll, elevation, dogleg/forced lay-up, prevailing wind, and altitude. Ten obstacles that affect playing difficulty must then be evaluated in accordance with established standards. They are: topography, fairway, green target, recoverability/rough, bunkers, out of bounds/extreme rough, water hazards, trees, green surface, and psychological (these standards reduce subjectivity in course rating). Requiring a study of each hole, the rating process includes detailed data obtained at all landing zones for male and female golfers. The rating teams use the average shot lengths for both scratch and bogey golfers to determine the landing zones. Length corrections and obstacle values are considered at each landing zone. Handicap Chair Certification & Licensing OGA Directors Notebook Oregon Golf Association Page 20 of 26

21 Certification Seminar: Each Member Club is required to send its appointed Handicap Chair to a Certification class during each term (or cycle), or must complete the Home Study version of our program. Even if the Chair had been previously certified and is staying on in this capacity, he/she must be re-certified due to changes in the USGA Handicap System. Classes around the state will be offered each season, with the new schedule to be published in February. A version for home study will also be available, though attending a class in person is always the best way to learn. Our certification and licensing program is offered at no charge. Who Gets Certified: Each Member Club with separate Handicap Chairs for Men s 18, Women s 18, Women s 9, Senior Men s, etc., must go through certification. If a Co-Chair has been appointed (this is highly recommended), both individuals will be accommodated in our program. Conversely, it is completely acceptable for one single Chair to oversee handicapping for multiple groups and have one individual certified, if this is what best meets the needs of the club. In this case, only one name would be submitted to us as official Handicap Chair. Only the individual Handicap Chair is certified, yet the club is licensed. One cannot exist without the other. If a certified Handicap Chair joins another club, their certification is transferrable so they may hold the same position. A club losing its Handicap Chair at any time must find a replacement right away with a member who is willing to go through the certification and documentation process. Each Handicap Chair must be an active member carrying a handicap at the OGA member club they represent at the time of Certification; their name must appear on their club s active GHIN roster. The Handicap Chair cannot be an employee of the facility (e.g.: Golf Pro, Assistant Pro, General Manager) as per USGA Handicap System policies. Duration of Certification: This term ( ) of the Program represents a cycle that will be continued every 2-4 years, coinciding with changes to the USGA Handicap System. We strongly recommend Handicap Chairs hold their positions at their clubs for several years in order to be effective. This will provide consistency to club members as well as give the Chair enough time on the job to learn the Handicap System and GHIN. Successful completion of each term of the program by the official Handicap Chair includes: Attendance at a class at any scheduled location, or completion of home study. A passing grade on the open book Handicapping Quiz (using the current edition of the USGA Handicap System Manual). Submission of the following documents: your club s current Handicapping Policy, current By-Laws, annual Play Day & Tournament Schedule, and a signed OGA/USGA Licensing Agreement (this document must be signed by the certified Handicap Chair). 22 GHIN Handicap Program (GHP): The GHIN Handicap Program provides for scores and membership records to be electronically routed from any club within the GHIN network. Approximately 70 percent of clubs within the OGA have switched from the software version to the convenient GHP Online version for both management and Score Entry. Event Management Products (currently TPP; adding USGA Tournament Management in 2017): Ability for Tournament Committees to create events for many popular formats, organize players into teams and / or flights and divisions, retrieve Handicap Indexes, create pairings and scorecards and post scores to GHIN. GHP Online Club: Designed for Handicap Committees and other club officers to manage their handicapping data from home, the GHP Online Club is a powerful, convenient web-based tool. Records can be edited, reports can be printed or ed, and scores can be entered. Members may be added, transferred and inactivated as well. All club data can be conveniently accessed without having to travel to the club. erevision: Receiving a handicap revision has never been more convenient for OGA members. As long as we have current addresses logged into GHIN, members will receive an update of their Handicap Index on the 1 st and 15 th of each month. Current news and tournament items are also included. egolfer: OGA members can create complimentary online dashboard by setting up egolfer accounts through the ghin.com website. This is a great way to track scoring statistics and post scores hole by hole to favorite courses. eclubhouse: Does your club need a website to allow your members to easily sign up for events? A free eclubhouse site offers event management capability and allows the club administrator to keep track of meetings, events and tournaments. Once entries are finished, the club can export that information from eclubhouse and import right into TPP to streamline the preparation of tournaments. After the event, pairings and results can be uploaded to the site. GHIN Mobile App: The GHIN Mobile App is a fast convenient way to post your scores, get your Handicap Index and convert to a Course Handicap, and even sign up for events. Download the free app for your Android or Apple product by entering the key word GHIN and search Google Play (formally, the Android Market) or the itunes Store. Rules Education OGA Rules Education Programs: The Oregon Golf Association Rules Education programs are nationally recognized both for the expertise of our instruction and the dedication to learning shown by OGA staff and volunteers who present to over 1000 golfers per year. We offer many different programs all aimed at providing a different level of instruction. These include many free OGA Directors Notebook Oregon Golf Association Page 22 of 26

23 services such as Rules of Golf Presentations at clubs and courses as well as outreach to high school and college golf teams. Our programming options are designed for all levels of Rules knowledge from the beginning golfer with no prior knowledge of the Rules to providing further training the region s most highly experienced officials. More thorough instruction on the Rules of Golf is also available through our Regional Rules of Golf Clinics. More details on each of our programs can be found below. Regional Rules of Golf Clinics: A full day of situational based Rules Education. Perfect for both the social and competitive golfer, the class will teach basic principles of the Rules. The instruction will translate directly into a better understanding and proper application of the Rules out on the course. Each year's schedule is made available in early January. Registration is required for all attendees. Rules of Golf Club Presentations: Any interested club can contact the OGA to schedule a club presentation. Depending on availability of our instructors, we are happy to provide this service to you. A complete schedule of upcoming Rules of Golf events can be viewed at If you have any questions regarding the Oregon Golf Association's Rules Education Programs, at rules@oga.org or call the OGA at (503) Tournament Pairing Program (TPP) & USGA Tournament Management GHIN s Tournament Pairing Program (TPP) has been in use for years at over 80 State and Regional Golf Associations. OGA and Oregon Junior Golf currently use TPP to run their Championships. This program is provided free of charge to OGA member clubs. Throughout 2017, TPP will continue to be supported by the OGA staff and GHIN while a new product, USGA Tournament Management, is introduced to member clubs in a slow rollout. The USGA has partnered with Golf Genius in the development and it will help to modernize how OGA Member Clubs run their golf tournaments, adapting better and easier to new technologies. Two versions will be available: USGA Tournament Management this product will provide a feature set equivalent to TPP for a Pro Shop and / or Tournament Committee to set up and run member events, leagues and outings. It will provide best-in-class printed materials including fully customizable scorecards, cart signs, tee sheets, alpha lists, etc. USGA Tournament Management Premium will offer an upgraded set of tournament management features and capabilities such as live scoring, online registration and payments, and a customizable website for each event, league, or outing. Championships The Oregon Golf Association was created in 1924 to administer the Oregon Amateur Championship. Today the OGA conducts 13 State Championships annually. There are Championships for every age, gender and skill level. The majors the OGA runs are the Oregon Amateur, Oregon Senior Amateur and the Oregon Mid-Amateur. While the majors have handicap eligibility requirements, there are other Championships such as the Net Championship that anyone, regardless of handicap, can compete in. Also the Public Links, the Parent/Child, the Women s Stroke Play and the Super Senior reward both the gross and net winners. OGA Directors Notebook Oregon Golf Association Page 23 of 26

24 Among the other State Championships is the Tournament of Champions which was created in order to celebrate Club Champions from around the state and identify which Club s Champion was the best in the State. Every Club Champion is eligible for a two year exemption. Each year Club Champions receive an invitation to compete. As the OGA Director, providing the OGA with your current and previous champions is important so that an invitation can be sent. The OGA Men s Team Championship was originally conducted by Alderwood Country Club. When Alderwood closed during the 1950 s, the OGA took over conducting this 4-person team competition. The Team Championship s unique format is similar to a collegiate event where the three low scores of the four are counted in aggregate format over 36 holes. Any Club can send a team of their four best players. Some Clubs pick their four best, some create a points list and some choose the top four players from their Club Championship. Any OGA Member Club can submit a team and if space is available Clubs can send up to three teams. OGA Tour If there is one thing we know at the Oregon Golf Association, it's how to run an event. Our Association started in 1924 initially with the purpose of running the Oregon Amateur. Today, the role of championship administration has expanded to include running 13 Championships and 8 qualifiers for USGA national championships. In 2005 we decided to expand our tournament offering by adding a Net Series. Initially we were only a marketing partner with golf courses, and the golf course was responsible for administering the events. That all changed in 2010, when we decided to manage all events in-house including scheduling, registration, pairings and results. Today, the OGA Tour consists of an Individual and Partner Series with an Open and Senior Division for each series. Every event is a shotgun start to ensure the best pace-of-play possible with a maximum field size of 78 players in the Individual Series and 80 players in the Partner Series. Everyone is eligible to play in the Open Division with a Senior Division that is limited to golfers age 50 and over. Each event is divided into flights based on the USGA Handicap Indexes of the players so the competition is guaranteed between players of comparable ability. In addition to an average prize payout of $1,600 in gift certificates (based on a full field) that is evenly distributed between flights, there are also awards in flighted skills contests including closest-to-thehole, long drive and long putt. An optional gross and/or net skins game is also available. Participants are also awarded points based on participation and finish in their flight, with season points used to determine who is invited to play in the season-ending OGA Tour Championship. The 2016 Championship will be held at Pronghorn Resort just east of Bend at both the Fazio & Nicklaus courses. Everyone is eligible for events regardless of skill and at all OGA Tour events you can expect a more relaxed format, incredible prizes, flighted divisions and plenty of excitement. All entries are just $80 for OGA members and $100 for non-members. Individual Series events are 18-hole stroke play competitions. In the Partner Series, the format is 18-hole Four-Ball stroke play (play your own ball throughout the round but score with the better ball score of the 2-person team). All events conform to the Rules of Amateur Status. Oregon Junior Golf Oregon Junior Golf seeks to promote life skills and values to kids through the game of golf. Since its inception, over 10,000 young golfers between the ages of 8 and 17 have participated in Oregon Junior Golf. The Oregon Golf Association established Oregon Junior Golf Fund, Inc. (OJGF) as a 501(c)(3) charitable foundation for the purpose of introducing children to the sport as well as developing competitive junior golfers. OGA members contribute to Oregon Junior Golf every time they pay their annual dues! The OJGA oversees a nationally recognized junior golf program for approximately 1,200 youth in Oregon and SW Washington. Each year, it presents more than 70 days of competition and more than 6,000 rounds of competitive golf for Junior Golfers ranging in age from 8 through 17. 25 Most successful high school golfers honed their skills in OJGA competitions, and many earn scholarships to college golf programs as a result of capturing the attention of the golf coaches that attend and follow our events online. Oregon Junior Golf also has developed one of the premiere regional junior golf competitions in the country, the Eddie Hogan Cup. Eddie Hogan Cup alumni include tour players such as Bobby Clampett, Fred Couples, Joe Rassett, Jack Renner, Lennie Clements, Scott Simpson, Rick Fehr, Robert Gamez, Bill Sanders, Kirk Triplett, Jim Nelford, John Fought, Peter Jacobsen, Jeff Quinney, Casey Martin, Michael Putnam, Ricky Barnes, Jason Gore and Tiger Woods. In addition to our competitive events, we also oversee the Jacobsen Youth Initiative that focuses entirely on lowering costs for underserved junior golfers while also providing multiple avenues to reduce the intimidation that often deters the beginner and non-golfer from taking up the game. The initiative includes two parts, the Youth on Course Program and the Erling Jacobsen Tour, a series perfect for juniors ages 7-17 to get out on the course to play in a fun, stress-free environment without competition. You can see the events and learn more about this exciting new growth of the game initiative at Membership for Junior Golfers: Every year, parents of junior golfers (age 7-17) may register their child in Oregon Junior Golf through our online registration process. Registration opens on January 1st through our web site OregonJuniorGolf.org. The membership fee in 2017 is just $30 for all members. All members also receive registration for the subsidy-based access program, Youth on Course, where juniors may play golf for $5 green fees at participating courses. Oregon Junior Golf members also receive discounts on tournament entries ($10 discount on all competitive events, $5 discount for the Erling Jacobsen Tour events, and $20 discount on all winter series events excluding Bandon Dunes). All Junior Golf members receive an OJGA Membership Handbook and registration for our events opens on May 1st. Additionally, the OJGA calendar includes competitions administered by our partner organizations including the USGA, PGA, and PNGA. Through our online registration system, OJGA members are able to view real-time results for all events, track their statistics and keep up-to-date on our team point lists.
