5 PONY LUB WA STATE HAMPIONSHIPS QUALIFIATIONS FOR ZONE AND STATE OMPETITIONS To enter in Zone/State/National competition, the horse and rider combination must attend three working rallies of a Pony lub, in the previous 1 months, two of which must have been at the lub which they will be representing. Both horse and rider must be present for a minimum of four hours at a Working Rally to qualify as a horse and rider combination. A maximum of two horses/ponies may be ridden at a working rally and the rider must participate in at least one ridden session on each horse to count as a qualification. Qualifications must be gained prior to the close of entries to any Zone or lub Selection/Run Off for any State hampionship. The dates on which Associate riders/members attend their own Pony lub rallies to help and coach, unpaid, be recorded as rallies attended, provided that the qualifying mount(s) are known to the lub hief oach to be competent at Pony lub activities. Refer to any Sport specific qualifications and regulations for competition entry. RIDER RITERIA All riders entering any State hampionship event MUST meet the following criteria: Be current financial members of a Pony lub affiliated with Pony lub WA. Must be qualified as per state rules. Where there are height restrictions on horses or ponies (e.g. under 14.h, etc.) height certificates may be required, particularly where the pony or horse may be close to the maximum or minimum height. All competitors should be aware of the rules of the discipline in which they are competing. AGE OF RIDER For all events conducted by Pony lub WA the age of the rider is taken as at the first day of the calendar year. AGE OF HORSE A horse or pony can participate in State events conducted by Pony lub WA from the beginning of the calendar year in which it turns 5. ENTRIES Entries with appropriate payment in full for all championship events must be made by the closing date, which is advised on the entry forms and Pony lub WA website. NO LATE ENTRIES WILL BE AEPTED. OVERDUE AOUNTS Any club or individual who has an outstanding account, over 60 days, with Pony lub WA will not be permitted to participate in state events until such time payment has been received in full. WITHDRAWALS Rider withdrawals must be made in writing to the relevant Sport ommittee. REFUNDS Entry Fees are generally only refunded by the Pony lub WA as follows: Revised August 017 4

6 Where an entry is not accepted by the Pony lub WA Event Organising ommittee/sport ommittee due to the total number of entries received refund in full minus an administration fee. Where a rider withdraws prior to close of entries refund in full minus an administration fee. Where a Doctor s ertificate or a Veterinary ertificate is provided prior to the event or no later than 7 days after the completion of the event refund in full, less administration fee. Where a team or pair is no longer eligible to participate due to a withdrawal as outlined above and a replacement cannot be found - refund in full, less administration fee. Requests for refunds must be forwarded to Pony lub WA Office on the prescribed form, together with the required ertificate/s, within seven days following the competition. UNIFORM When competing in a lub Team competition, Formal Pony lub Uniform is required to be worn. When competing in a Zone Team competition, Zone Uniform is required to be worn. When competing in individual events, Formal Pony lub Uniform is required to be worn. A competitor whose safety helmet comes off his or her head whilst riding in any competition must, on penalty of elimination, replace it before continuing. All competitors must be in Formal Pony lub Uniform during State hampionship Presentations, with the exception of Fancy Dress ompetitors. GEAR HEKING All saddlery must comply with the current Pony lub WA Gear hecking Manual and any subsequent amendments see the PONY LUB WA website - Gear hecking. Riders must be accompanied by the Team Manager for Gear hecking prior to the start of the competition. Gear hecking is carried out prior to each phase of a competition. Teams presenting with a rider as their Team Manager will not be accepted. SUBSTITUTIONS In the case of injury after the closing date an application for substitution of a team member or horse must be made to the appropriate Sport ommittee on the form provided and such applications will be given full consideration. Substitute horse and rider combinations must be appropriately qualified. lubs may not substitute a member of a composite team to fill a vacancy in a club team once the draw has been completed. A duly qualified horse and rider combination, not already entered in that competition may be substituted. In the event of withdrawal of team members from the first Zone Team hallenge, members from the second Team cannot be used to replace them. In such instances, the reserve riders are to be used to replace rider/s that have withdrawn. You can find the substitution form on the Pony lub WA Website; downloads DRAW Where a Sport ommittee is responsible for creating a competition draw it is to be completed at random without bias or favour. OMPOSITE TEAMS Unless stated otherwise within Sport specific rules, omposite Teams/Pairs are only permitted when a lub or Zone does not have enough qualified riders eligible to enter. omposite Teams are formed at the relevant Sport ommittees discretion. omposite Teams are formed at random to allow no bias unless otherwise stated in the Sport Specific rules. TEAM MANAGERS Team Managers must be on the membership list of a club currently affiliated with Pony lub WA. Team Managers must be over the age of 18 and not riding in an event on the day. Team Managers must be familiar with the roles and responsibilities of a Team Manager as outlined in the Pony lub WA Handbook. Team Managers to whom a parent exemption does not apply MUST have a current Working with hildren heck. PROTESTS Only the owner or his authorised agent, or the rider of a horse taking part in the competition or in a team event only the team manager is entitled to lodge an objection/protest. Protests must be in writing on the prescribed form, signed by the person making the protest, and presented personally to the Event Secretary/ Technical Delegate/Steward together with any supporting evidence, names of witnesses and the necessary deposit of $50. Any person making a protest should, if possible, secure witnesses to the incident and any other form of evidence, and either bring them to the body before which the protest is lodged, or obtains written statements from them, duly signed, together with their names and addresses. Notwithstanding any provision to the contrary, protests against any of the following matters may only be lodged with the Appeal ommittee and within the following time limits, and a decision by the Technical Delegate/Steward in these matters is a prerequisite to a right of appeal to the Appeal ommittee: Protests concerning the eligibility of an athlete or horse or to the conditions of the arena: not later than 30 minutes before the start of the relevant competition. Protests concerning irregularities or incidents during a competition, or the classification of a competition: not later than 30 minutes after the posting of results on the event notice board. You can find the protest form on the Pony lub WA website; downloads APPEAL OMMITTEE The Appeal ommittee is responsible for: Dealing with protests referred to it. Revised August 017 6

8 Dealing with appeals against decisions of the Technical Delegate/Steward. Dealing with cases of infringements of any rules for which the Technical Delegate/Steward is not responsible. Inviting any person deemed necessary to help them reach a decision. The following may not serve as a member of the Appeal ommittee: Judges of the competition pertaining to the protest. Owners of horses entered in the competition pertaining to the protest oaches/ Team Managers of competitors entered in the event ompetitors entered in the event. lose relatives of those listed above. Officials of teams entered in the event. The Technical Delegate/Steward that made the decision being appealed against. Any person with a conflict of interest. SWABBING As from 1 January 000, Pony lub WA has adopted a policy of random swabbing. Swabbing may be carried out at any or all the annual hampionship events in any or all disciplines. SMOKING AND ALOHOL All Pony lub events are smoke-free and alcohol-free. Smoking or the consumption of alcohol will not be permitted while Riders are wearing Zone or Pony lub uniform. The penalty may be disqualification of the individual or the team. DOGS AT PONY LUB WA EVENTS As of 011, NO DOGS will be permitted at any Pony lub WA state event. If dogs are found to be at these events, the rider to whom the dog belongs or is associated will be disqualified. USE OF PORTABLE YARDS AT EVENTS Stabling and yards should be of solid construction. The use of electrified tape, strings, ropes or chains, is not permitted at pony club events. Revised August 017 7

9 SUPPLEMENTARY RULES FOR STATE DRESSAGE HAMPIONSHIP For any rules not covered herein please refer to the current EA Dressage Rules. AGE OF RIDER For State Dressage hampionships please refer to the specific class rulings for age groups. QUALIFIATIONS FOR STATE DRESSAGE HAMPIONSHIPS See classes for specific details on qualifying for each class. HORSE AND RIDER OMBINATIONS A ompetitor may enter two horses or ponies for the duration of the hampionship. Riders may only compete once in each class. Any one horse/pony may only be ridden by the nominated rider for the duration of the hampionship weekend. Failure to comply will result in elimination. There is a limit of three dressage tests which may be performed by a horse or pony per day (including the Oakover Terena Musical Ride competition). DRESSAGE TESTS The dressage tests for each competition are set annually by the Pony lub WA State Dressage ommittee and are selected from the current EA Dressage Test Book. Riders may only ride across TWO consecutive levels as per standard Dressage rules. In the spirit of the sport if you have nominated on the Pony lub WA Leaderboard you must compete at that level at the State Dressage hampionship. If there are extenuating circumstances you may apply to the Dressage ommittee to change levels. All tests aligned to Pony lub WA leaderboard age groups. Tests unique to Pony lub WA can be found on the Pony lub WA website or attached in the appendix. OMPOSITE TEAMS omposite teams are permitted as per the General State ompetition Rules. OUTSIDE ASSISTANE No coaching from the sidelines will be tolerated. Any breach of this will result in elimination. This includes calling of test. FALL OF HORSE OR RIDER Any fall of horse or rider during the test will result in elimination. EA DRESSAGE RULES It is recommended that every lub have a copy of the EA Rules for Dressage. These can be purchased from the EA Office or downloaded from the EA website Revised August 017 8

10 DRESS AND SADDLERY All dress and saddlery will be in accordance with the Pony lub WA Gear hecking Manual 017 unless otherwise stated in the specific event rules. For any rules not covered in the Pony lub WA Gear hecking Manual please refer to the current EA Dressage Rules. Freestyles, Pas de Deux and Oakover Terena Musical Ride to be ridden in costume. Please consider safety of horse and rider when considering costumes for these events. ENTRIES Entry Fees are set annually by the Pony lub WA State Dressage ommittee. lub President/Secretary and the hief lub oach must sign off on each club s entry for the State hampionship. By entering the Go for &5 State Dressage hampionships 017 you are consenting to having your photograph taken and to those photographs being published on the Pony lub WA website or in other promotional material if Pony lub WA so chooses. The Organising ommittee reserve the right to merge and/or split classes and change times where they see fit depending on the number of entries. A commentary form must be filled in for all freestyle entries and is to be sent to the office along with test music or event payment. File format required for music is MP3. A copy of the qualifying test must accompany the entry payment to the Pony lub WA office. Tests from the 016 Dressage hampionships can be used. Qualifying period is from the close of entries of hampionships 016 to the close of entries for the 017 hampionships. Resolution 04/1 applies to this championship: That Pony lub Members of a lub outside a 150-kilometre radius of the Perth GPO are eligible for a 0% reduction on ENTRY FEE for all State hampionships held at the State Equestrian entre in Brigadoon. Please note that the Pony lub WA State Dressage ommittee reserves the right to make any alterations as they see fit to either conditions of entry or events on the day. HELPERS Each club will be allocated to run an event (e.g. supply writer, marshaller, gear checker etc.) (smaller clubs may be amalgamated or allocated individual jobs). Team Manager to coordinate roles for their club. It is the responsibility of all Team Managers to ensure their members fulfil the club s duties as failure to do so will lead to club elimination. It is the responsibility of each Team Manager to ensure helper duties are evenly distributed across the club s helpers. The Team Manager must make sure each helper is both aware and capable of carrying out their given task. Helper duties allocated to a club will be done on the basis of the number of entries per club (1 helper per horse and rider combination). In the event of a rider scratching/withdrawing the rider/club is still responsible for the allocated helper duty and must liaise with the Dressage committee. Revised August

11 Volunteer helpers over the age of 18 that will be having contact with children in the line of their duty and to whom parent exemption does not apply MUST have a current Working with hildren heck. PRESENTATIONS A presentation schedule will be made available prior to the event. It is at the discretion of the winning riders as to whether they wish to be mounted or unmounted. TIME OF TESTS Times will be allocated for tests to be ridden. Whilst every attempt will be made to adhere to start times in the draw, it is the Team Manager/riders parent s responsibility to be aware via the marshal/gear checker if an arena is running ahead or behind schedule. Riders must ride to their time, refusal of this will result in elimination from the class. If the arena is running ahead, competitors may be asked to ride no more than one rider ahead of their time. Presentation to the gear checker must occur at least 0 minutes prior to test time. HAMPIONSHIP POINTS hampionship Points will be awarded for the Plunkett and Harrison Trophies and will also be used to calculate the Off the Track Highpoint. Each arena in the will be scored from 35 points for 1st place, 34 points for nd place and so on. OFF THE TRAK HIGHPOINT The Off the Track highpoint will be calculated by adding together the hampionship Points for the highest placed 3 individual test scores for a horse/rider combination over the weekend. UNMARKED MOVEMENT Please refer to EA National Dressage Rules 017: 10.7 If a mark has not been recorded and the judge cannot recall the movement, or cannot be found, the mark allotted should be the average of the collective marks at the end. For tests to which this rule cannot be applied, the following rules are to be applied: KANANDAH & GINGAMURAH TROPHIES If a mark has not been recorded and the judge cannot recall the movement then the following will apply: Workout Marking Sheet: average of the judge s marks given for movements 1-1 Turnout Sheet: average of the judge s marks given for the section the mark is missing from Horse/Gear/Rider FREESTYLE/PAS DE DEU If a mark has not been recorded and the judge cannot recall the movement then the following will apply: Missing mark in the ompulsory Section: average of the judge s marks given for Technical Execution movements. 13 ODES OF ONDUT Pony lub Western Australia promotes the following codes of conduct to all people involved in any way with the sport of pony club. These codes of conduct highlight the principles and values of Pony lub WA and our related policies. In competition, breaches of the odes of onduct, including the use of bad and/or abusive language, by competitor, parent, team manager, coach or official may entail disqualification of the individual competitor or team. At all other times, breaches of the odes of onduct by persons involved in the sport of pony club will follow disciplinary procedures as outlined in the Disciplinary Policy. GENERAL ODE OF ONDUT As a person involved in any way with the sport of pony club, the following standards of behaviour are expected. Fairness Respect Safety 1. Operate within the rules and spirit of your sport, promoting fair play over winning at any cost.. Encourage opportunities for participants to learn appropriate behaviours and skills. 3. Encourage participation in all aspects of the sport. 4. Be fair, considerate and honest in all dealing with others. 5. Treat each person as an individual. 6. Be a positive role model. 7. Display control, tolerance and courtesy to all involved with the sport. 8. Value the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion. 9. Ensure your actions contribute to a safe environment. 10. Ensure your actions contribute to a harassment free environment. 11. Do not tolerate violence or abusive behaviours. 1. Show concern and caution towards others who may be sick or injured. Responsibility 13. Be aware of Pony lub WA s standards, rules and policies including, but not limited to, the Member Protection Policy. 14. Ensure interaction with persons under the age of 18 years is appropriate and that unaccompanied and unobserved activities are avoided wherever practical. Revised August

14 15. Always make responsible choices and adopt appropriate behaviours with respect to alcohol and recreational, illicit and performance enhancing drugs. 16. Act with integrity and accept responsibility for your actions. 17. Make a commitment to providing quality service. 18. Understand your responsibility if you breach, or are aware of any breaches of these odes of onduct and other Pony lub WA rules, regulations and policies. 19. Be a positive role model. RIDER 1. Abide by the General ode of onduct.. Ride by the rules. 3. Never argue with an official. If you disagree, have your Team Manager approach the Official during a break or after the competition. 4. ontrol your temper. Verbal abuse of officials, sledging other competitors, deliberately distracting or provoking other competitors is not acceptable or permitted behaviours in any sport. 5. Work equally hard for yourself and/or for your team. Your team s performance will benefit; so will you. 6. Be a good sport. Applaud all good efforts whether they are by your team or other competitors. Treat all participants in your sport, as you would like to be treated. Do not interfere with, bully or take unfair advantage of another competitor. 7. ooperate with your coach, teammates and other competitors. Without them there would be no competition. 8. Participate for your own enjoyment and benefit, not just to please parents and coaches. 9. Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion. PARENT/GUARDIAN 1. Abide by the General ode of onduct.. Remember that children participate in sport for their enjoyment. 3. Encourage children to participate, do not force them. 4. Focus on the child s efforts and performance rather than winning or losing. 5. Encourage children always to play according to the rules and settle disagreements without resorting to hostility or violence. 6. Never ridicule or yell at a child for making a mistake or losing a competition. 7. Remember that children learn by best example. Appreciate good performances and skilful plays by all participants. 8. Support all efforts to remove verbal and physical abuse from sporting activities. Revised August

15 9. Respect officials decisions and teach children to do likewise. 10. Show appreciation for volunteer coaches, officials and administrators. Without them, your child could not participate. 11. Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. SPETATOR 1. Abide by the General ode of onduct.. Respect the decisions of officials and teach young people to do the same. 3. Never ridicule or scold a young rider for making a mistake. Positive comments are motivational. 4. ondemn the use of violence in any form, whether it is by other spectators, coaches, officials or riders. 5. Show respect for other competitors. Without them there would be no competition. 6. Do not use violence, harassment or abuse in any form (that is, do not use foul language, sledge or harass riders, coaches, officials or other spectators). 7. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background or religion. ADMINISTRATORS 1. Abide by the General ode of onduct.. Involve your people in planning, leadership, evaluation and decision making relating to the activity. 3. Give all young people equal opportunities to participate. 4. reate pathways for young people to participate in sport not just as a competitor but also as a coach, official and administrator etc. 5. Ensure that rules, equipment, competition and training schedules are modified to suit the age, ability and maturity of young riders. 6. Provide quality supervision and instruction for riders. 7. Remember that young people participate for their enjoyment and benefit. Do not overemphasis awards. 8. Help instructors and officials highlight appropriate behaviour and skill development, and help improve the standard of instruction and officiating. 9. Ensure everyone involved in junior sport emphasises fair play, and not winning at all costs. 10. Where appropriate, make available a copy of the odes of onduct to spectators, officials, parents, instructors, riders and the media and encourage them to follow it. Remember you set an example. Your behaviour and comments should be positive and supportive. 11. Make it clear that abusing young people in any way is unacceptable and will result in disciplinary action. Revised August

Abide by the General ode of onduct.. ompliment and encourage all participants. 3. Be consistent, objective and courteous when making decisions. 4. ondemn non-supportive behaviour and promote respect for all competitors. 5. Emphasise the spirit of the competition rather than the errors. 6. Encourage and promote rule changes that will make participation more enjoyable. 7. Be a good sport yourself. Actions speak louder than words. 8. Keep up to date with the latest trends in officiating and the principles of growth and development of young people. 9. Remember you set an example. Your behaviour and comments should be positive and supportive. 10. Place the safety and welfare of the participants above all else. 11. Give all you people a fair go regardless of their gender, ability, cultural background or religion. OAHES 1. Abide by the General ode of onduct.. Abide by the NAS oaches ode of Ethics (refer to the Pony lub WA Handbook). Revised August

17 TEAM HAMPIONSHIP LASSES For Team lasses riders MUST present as a team with their Team Manager to be gear checked. ZONE TEAMS HALLENGE TROPHY This competition is for Zone Teams of four Riders, as follows: Riders 16 years and under and Riders 17 years and over OR 3 Riders 16 years and under and 1 Rider 17 years and over OR 4 Riders 16 years and under No team may consist of more than two Associate riders (17 years and over). In the event of withdrawal of team members from the first Zone Team hallenge, members from the second team cannot be used to replace them. In such instances, the reserve riders are to be used to fill the positions. Zone uniform must be worn in Zone Events. omposite teams will only be permitted if the zone does not have another team entered and does not have enough qualified riders to field one complete team. Rugs will be presented to the riders in the winning teams and a Perpetual Trophy will be awarded to the Zone Team Winner. Team ribbons will be presented to sixth place. Individual placings will be awarded per arena. The tests to be ridden for the Zone Teams hallenge Dressage hampionship will be: Team 1 Riders to ride EA Elementary 3.3 and riders to ride the EA Novice.3 Team - 4 riders to ride the EA Novice.3 Qualification: Zones must conduct a Qualifying Day, at which the Zone team should be selected where two tests will be ridden by each Rider. Scores are calculated by averaging the two tests. Qualifying tests to be ridden are EA Novice.1 and Novice. or EA Elementary 3.1 and EA Elementary 3.. Official EA Dressage or Pony lub judges must be used. All riders selected for the Zone Team must gain 57% or above in either the Novice tests or the Elementary tests on the day. In the unlikely event that a Zone cannot arrange a Qualifying day, then they may apply in writing to the Dressage ommittee. onsideration may be given to permitting a Zone to select a team without a qualifying event. In this case, all riders selected must have gained 57% or above at Novice level under an Official EA Judge or Pony lub WA Judge. Zones may enter a maximum of two teams, although the final number of entries will be at the discretion of the Dressage ommittee. Please indicate your Team 1 and Team teams on the entry form. 18 If a Zone cannot fill a Novice/Elementary Zone Team, the Zone may enter Two Novice Zone Teams as long as all riders abide by the two level ruling. 70 SUBSTITUTION OF HORSE/RIDER AFTER LOSE OF ENTRIES In the case of injury after the closing date of a state event, an application for substitution of a team member or horse must be made to the appropriate Sport ommittee. The application must be made by submitting a Pony lub WA Substitution Form and such applications will be given full consideration. The decision of the Sport ommittee is final. Substitutions prior to the start of the event: lubs may not substitute a member of a composite team to fill a vacancy in a club team once the draw has been completed. A duly qualified horse and rider combination, not already entered in the competition/class, may be added as a substitution.
