12 Empire State Arabian Spring Show ENTRIES and FEES CLOSING DATE is APRIL 16th. Entries received postmarked (postage meter not acceptable) after the closing date will be considered late, and as such, a late fee ($25) will be assessed for each horse. Post class entries will be accepted at the regular entry fee. The following documentation is required with each entry. Entries without the following items are subject to an incomplete fee: 1) Completed entry form 2) Copies of registration papers 3) Copies of membership cards for Owner, Rider and Trainer 4) Copies of lease agreements, bill of sale and/or purchase contracts (when applicable) 5) Full payment are subject to incomplete fee charges. HEALTH DOCUMENTATION RABIES VACCINATION Proof of current Rabies vaccination is required for Shows in New York. New York requires the proof be from a veterinarian. HEALTH CERTIFICATES OUT OF STATE HORSES 1. Health Certificates within 30 days for NY 2. Proof of Current Negative Coggins Test dated within 1 year of date of show IN STATE HORSES 1. Proof of Current Negative Coggins Test dated after Jan 1, 2017 USEF Rule GR845: At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Additional Documentation is required to satisfy this rule and must accompany horse to the Show Grounds. A copy of the rule and documentation form is available from USEF. Entries received with partial payment, or checks that are post dated, or open checks will be treated as late entries and will be assessed a late fee. We can accept CREDIT CARDS. Please enclose the credit card form Canadian Exhibitors MUST pay either with a money order in US funds or with a check drawn on a US Bank in US funds. Failure to comply with this will result in your entries not being processed and/or a late fee. CONFIRMATION of ENTRIES will be ed by the secretary to the exhibitor/trainer. This letter will acknowledge receipt of entries and inform the exhibitor of additional paperwork or payment needed to complete the entries. If a letter of

13 Empire State Arabian Spring Show confirmation is not received by the exhibitor, it is the exhibitor s responsibility to contact the Show Secretary to verify that entries have been received. SHOW ACCOUNTS An open account may be started at the show for post entries by depositing a signed open check made payable to ESAHA in the show office. If a posted class is charged to the exhibitors account, and is later scratched, the exhibitor is still responsible for payment of that class. POST & SCRATCH Even exchanges (with the exception of dressage and sport horse in hand classes) for posts and scratches will be all owed, provided they are done at the same time and is the same owner. Post entries for additional classes will be accepted as follows: Morning classes by 9:00pm of the evening before Afternoon classes by 11:00am Evening classes by 4:00pm ***After the above times you may enter a class with a late fee of 5.00 plus the entry fee. Exceptions: AHA Medal Classes, Walk Trot, and Lead Line. To enter a freestyle dressage class, you must submit a photocopy of the highest test for this level or a higher level, from a USEF competition, with a minimum score of 60%, with your entry (see USEF Rule DR128). For verification, access Results of all freestyles performed (all levels combined) will be tabulated and placed according to final score. 20 HUNTER OVER FENCES DIVISION CLASSES WILL BE HELD SATURDAY IN THE 4H RING Riders in all classes where jumping is required, and when jumping anywhere on the show grounds, must wear properly fitted protective headgear while riding in the designated schooling and exercise areas, the show ring, and while jumping anywhere on the grounds. Harness must be secured and properly fitted. Fence heights will be set in accordance with AR 162 Working Hunter Division Championships Shall consist of: Two (2) Over Fence sections, A & B One (1) Under Saddle section, C. All horses are allowed to jump in both Over Fence sections; however, this is not required. A horse must jump in the A and/or B section if they are to show in the C section. The first five placing horses, plus two reserve horses, shall be jogged in, dismounted, in numerical order for soundness after each Over Fence section. Only the first five placing horses from each Over Fence section will complete in the Under Saddle section. 22 Empire State Arabian Spring Show GENERAL INFORMATION HORSE SHOW OFFICE is located in the front of the Main Horse Barn. It will be open Thursday morning to the close of the show. The phone number is (315) The Show Office will close each day for lunch and dinner. Time will be announced. VETERINARIAN is on site. Name, night-time phone number and location will be posted on the Show Office door. STABLING - ALL HORSES MUST BE STABLED Permanent stalls with doors and standing stalls (in the Main Barn only) are available for horses and tack. Management reserves the right to limit tack stalls. Arrangements for Exhibitors arriving before Thursday must be cleared by the Show Manager or Show Secretary. Also, if bedding is needed before Thursday, the Bedding Manager, Mike Teske (315) must be notified. INITIAL BEDDING IS NOT PROVIDED. Stall doors that are removed and not replaced will be charged a $50 fine. IMPORTANT!!! The recently renovated Stalls including ALL of the DVM barn may not be structurally altered or reconfigured in any way, this would include the use of nails, screws, etc. in the stall walls. There are strips provided for hanging stall curtains. The Show reserves the right to charge a damage fee to anyone not complying with this, or if your stalls are not left in the same condition as when you arrived. PARKING - Horse Trailers, large trucks, vans & semis are to be parked on the Midway. Be observant of the Fire Lanes, please. CAMPERS and RVs may only park in areas designated for that purpose, regardless of whether or not they use electricity and/or water hook-ups. Camper spaces are not assigned, but you must give your site number AND Camper/RV license plate number to the Show Office before receiving your entries. Permits should be displayed prominently in the front of the camper.

23 Empire State Arabian Spring Show DOGS: USEF RULE GR Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners are solely responsible for any damages, claims, losses or actions resulting from their dog s behavior. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. See also GR 1037 Warning cards. Dogs must have proof of current rabies vaccination. WASHING AND/OR RINSING OF HORSES is not permitted in the barns, stalls, aisle ways or entrances of buildings. Wash racks are provided for that purpose! FOOD SERVICE will be available on the grounds starting Friday morning at 7 AM. HOSPITALITY ROOM located across from the Show Office in the Main Horse Barn, will open at 7:00AM Friday through Sunday for coffee and donuts. SCHOOLING SCHEDULE - The Coliseum will open for schooling at 10:00am Thursday. It will be open all night Thursday and Friday and between sessions as time allows. The Coliseum will be reserved for schooling from 6:00 pm to 6:30pm Thursday for Junior exhibitors 13 & under ONLY. This includes Walk Trotters. From 6:30 pm to 7:00pm it will be reserved for equitation riders ONLY. Trail obstacles will be available for schooling LONGEING of HORSES will NOT be permitted in the Coliseum show ring at any time. This is a NYS Fair policy and was made in an effort to preserve the footing in the Coliseum. OTHER RULES PERTAINING TO THE SHOW: ADMISSION TO ARENA No person permitted in arena during classes except judges, assistants and exhibitors and show photographer. Headers (wearing a plain white smock is required) are not permitted in arena until summoned by order of the Judge. CLASS CALLS / GATE HOLDS Will be made promptly. First, second and third calls will be broadcast in the barns and the warm-up rings at the proper times. The In-Gate will close two minutes after the first horse enters the ring. Gate holds will be permitted for ONLY exhibitors with back-to-back classes, if time permits and must be made with the Paddock Manager or Show Office. Responsibility for entering classes on time rest with the exhibitor. In the event of a failure of the announcing system, it is still the exhibitor s responsibility to be ready to enter the ring on time. IDENTIFICATION NUMBERS Every horse in the show will be assigned an exhibitor number and this number must be worn by the exhibitor when the horse is being shown. Any exhibitor using the wrong number or not having a number may be excused or disqualified. MANURE MUST be dumped in designated areas ONLY. Anyone found dumping into empty stalls, undesignated areas or on the grass, will pay an additional fee.

24 Empire State Arabian Spring Show PROFESSIONAL SERVICES Any professional service or consultation performed by the Show Veterinarian and/or Farrier for exhibitors outside the show ring will be upon a private fee basis. Vets phone number for after show hours will be posted at the show office PROTECTIVE HEADGEAR All exhibitors in over fences and Hunt Seat Equitation classes must wear a helmet passing ASTM testing standards. ALL junior exhibitors riding anywhere on the grounds must wear protective headgear with harnesses buckled or they will be prohibited from riding anywhere other than the show ring. Adults are encouraged to comply with this safety rule. NYS Vehicle and Traffic Law 1265 requires parents or guardians to abide by the law requiring anyone under the age of 18 to wear a helmet. A law Officer can assess a fine to the parent or guardian not abiding by this law. MOTORIZED VEHICLE STATEMENT REFUND POLICY: A full refund, less office fee, if submitted with veterinarian or physician s documentation will be awarded if received before the closing date. After the closing date stall fees and office fees are nonrefundable. All other fees will be refunded upon request with veterinarian or physician s documentation, provided it is submitted to the show secretary before the show begins or after the horse arrives on the show grounds. In the case where a horse has been entered and not shown all fees will be forfeited. NO REFUNDS WILL BE ISSUED ONCE THE SHOW HAS BEGUN. SCRATCHES The office must be notified if a horse does not intend to show in a class for which it has been entered. In the case where a horse has been entered and not shown, class fees will be forfeited. SHARPS CONTAINERS Sharps containers are provided in the barns and must be utilized for disposal of any sharps. (GR1210.4) Class Specifics Amateur to Ride/Owner to Ride: All riders in Amateur to Ride classes must have in their possession a current Amateur Certification Card issued by USEF or make application for the card, at least one hour prior to riding in these classes. Applications may be secured through the Horse Show Secretary. Juniors are automatically considered amateurs. Combined ownership is not allowed in Amateur-Owner Classes unless all owners are members of the immediate family. Leased horses are not eligible for owner to ride classes unless the lessee and lessor are members of the immediate family. Horses entered in amateur owner must be registered in the name of the competitor or a member of the competitor s family, as defined by USEF (Horses registered in the farm, ranch, syndicate, partnership, or corporation name may

25 Empire State Arabian Spring Show be shown in Amateur Owner classes provided the family is the sole owner of the farm or entity as defined by USEF. The sale of a horse does not eliminate this registration requirement. (Contracts of Sale or Bill of Sale will not be accepted) Exhibitor Age: For horse show purposes, the age of an individual on Dec 1st 2017 shall be maintained the entire show year. Lead Line: Exhibitors must be least two years of age and have not reached their 7th birthday. May not enter any other class at this show. The leader must be at least 14 years old, class will be judged, but not placed: All exhibitors will receive the same awards. Stallions not allowed. Exempt from AHA & USEF membership requirements as long as they are in classes designated Lead line. Maiden, Novice & Limit Classes Horse/Rider: Maiden, Novice, & Limit classes are open to horses which have not won one/three/six first place ribbons respectively, at a Regular Member Competitions of USEF or the EC in a particular performance section in which they are shown. This does not apply if a horse changes sections. Walk/Trot: Open to Juniors 10 & under. May not enter any other performance class at this show. Stallions not allowed. Exempt from AHA & USEF membership requirements as long as they are in classes designated a Walk/Trot. For horse show purposes, the age of an individual on December 1st 2017 shall be maintained throughout the current competition year. MEMBERSHIP AHA MEMBERSHIP STATEMENT Each competitor (this includes at least one recorded owner and all trainers, drivers, riders, halter handlers, coaches and the person(s) signing the entry blank) in an arabian horse association recognized arabian division, at the time of entry into a competition, must submit a copy of a valid AHA membership/competition card, join AHA or pay an AHA single event membership fee per competitor. When an agent signs for the owner at an AHA recognized competition, both the owner and agent must be members of AHA or pay the AHA single event membership. Single event membership is not acceptable at AHA regional or national competitions. Exhibitors in walk-trot classes are exempt from AHA membership requirements at qualifying competitions, but must have an AHA membership with competition card at AHA regional and national competitions. Exhibitors in lead line classes or parents/guardians signing for minors are exempt from AHA membership requirements. (BOD 5/12) USEF Member Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2)exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11)assistant handlers in Dressage Sport Horse Breeding classes.

26 ADDITIONAL INFORMATION Empire State Arabian Spring Show This horse show is conducted in accordance with the rules of USEF. The official rulebook of USEF will prevail for the show. This prize list is based on rules of the current rulebook and the handbook of the Arabian Horse Association, where they apply respectively; any changes or corrections of rules will automatically become a part of this combined prize list. Each participant of the show is responsible for knowledge of, and is subject to the USEF rules. Questions not covered by USEF or AHA rules shall be decided by the show committee and its decision is final EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH. THESE SHOWS WILL BE RUN IN CONFORMANCE WITH THE CODE OF ETHICS OF THE Arabian Horse Association. USEF Federation Entry Agreement I have read the United States Equestrian Federation, Inc. (the Federation ) Entry Agreement (GR906.4) as printed in the Prize List for this Competition and agree to all of its provisions. I understand and agree that by entering this Competition, I am subject to Federation Rules, the Prize List, and local rules of the competition. I agree to waive the right to the use of my photos at the competition, and agree that any actions against the Federation must be brought in New York State. MANAGEMENT: The Show Committees, the sponsoring associations, their agents, and employees will not be held responsible for any accidents which may occur to or by any rider, driver, groom attendant, spectator, animal or equipment while on the show grounds. Show Managements will be charged with the responsibility of enforcing all USEF and AHA rules. Special emphasis will be placed on the rules pertaining to the retention of natural action; expressly hoof length, weighted shoes, pads, or action brought about by these or similar artificial appliances. Leg chains, rattlers, or other artificial appliances on a horse's legs while on the show grounds will be immediate cause for removal from the Show, and all monies, ribbons, and trophies shall be forfeited. The Managements reserves the right to change judges from classes The Show Managements also bears the responsibility to aid the judges in avoiding contact with exhibitors or their agents before and during the show. If any exhibitor has made false statements regarding an animal or article exhibited, or if any exhibitor shall attempt to interfere with the judges in the performance of their duties, he or she shall be excluded from exhibiting. Any act of discourtesy or disobedience to the officials on the part of the owner, rider, groom, exhibitor, or driver shall disqualify the horse from being judged. The managements reserve the right to remove any of the aforementioned without being liable for compensation or damages. The Show Managements reserves

No persons will be allowed in the ring except participants in the class, judge, assistants, and show photographer. Attendants will be allowed only after being called by the judge or ringmaster. No exhibitor shall approach a Judge with regards to a decision unless they FIRST obtain permission from the Steward who shall arrange an appointment with the Judge.

30 USDF Membership Benefits: USDF is dedicated to education, the recognition of achievement, and promotion of dressage. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Member Guide or the USDF website at This competition is recognized by USDF for 2018 Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy, and opportunity classes. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($90), 5-years ($360), or life ($1,800). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21 st birthday by December 1 of the current membership year ($72). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF postcompetition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($115) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed. 32 AHA ENTRY AGREEMENT I have read the rules concerning competitions as printed in the Arabian Horse Association (AHA) Handbook / Directory and Competition Prize List and agree to be bound by and subject to those Rules. AHA ASSUMPTION OF RISK, RELEASE AND INDEMNIFICATION This document waives very important legal rights. Read it carefully before signing. In consideration for AHA permitting me to participate in this Competition, and by signing the entry blank, I agree as follows: I AGREE that I choose to participate voluntarily in this Competition, as a rider, driver, handler, lessee, owner, agent, coach, trainer, junior exhibitor, or as a parent or guardian of a junior exhibitor. I AGREE and represent that I am qualified and eligible to enter and/or participate in the Competition, and every horse I am entering is qualified and eligible as entered. I AGREE to accept AS FINAL any decision of AHA, the Show Commission or Show Officials concerning my qualification or the qualification of my horse to enter the Competition or any results of the Competition, except to the extent that the Rules of AHA, the Competition, CEF or USA Equestrian permit a protest or hearing of such decisions. Should a hearing be requested, I agree to accept AS FINAL the decision of the particular hearing body. I agree to release, hold harmless and not to sue AHA, the Competition Sponsor, their officers, directors, employees, volunteers or members concerning any decision of AHA, the Competition, its Show Commission, Show Officials or any hearing body that relates to my qualifications or my horse(s) qualifications to enter the Competition or any results of the Competition. I AGREE that AHA has the sole right to control, sell, supervise or give away (or assign to others the right to do so) the exclusive rights to broadcast, televise, reproduce, transmit and disseminate all or part of this event, and I agree that AHA may use or assign, in any way AHA sees fit, photographs, films, videos, audios, cablecasts, or other likenesses of me and my horse taken during the course of the Competition for the promotion, coverage or benefit of the Competition or AHA. Those likenesses shall not be used to advertise a product and they may not be used in such a way which implies endorsement of any company, product, product category or service. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. By signing below as a parent or guardian of a junior exhibitor, I consent to the child s participation and agree to all of the above provisions, and further agree to assume all of the obligations of this AHA Assumption of Risk, Release and Indemnification personally and on behalf of the child. This AHA Assumption of Risk, Release and Indemnification is governed by the Laws of the State of Colorado and is intended to be interpreted as broadly as possible. I agree that exclusive jurisdiction and venue (place) for any legal action against AHA, its officers, directors, employees, volunteers or agents shall be in the local district courts or the federal court of the State of Colorado. If any part of this agreement is determined to be unenforceable, all other parts shall remain effect. Federation entry agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the Federation ) and the local rules of this Competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules.
