3 Purpose of the Annual Report After the end of each year, by March 31 st of the following year, the Board will compile an annual report. The Annual Report will be provided to Council at a regular meeting of Council. Upon receipt by Council, the report will be made available to the public no later than April 30th. The Annual Report may include but is not limited to the status of strategic initiatives identified in the corresponding Business Plan, OPP statistical data and analysis, OPP incidents of note, the status of OPP special programs such as RIDE etc... as well as the financial results for both OPP and Board operations. In 2016, the elected Chair and Council appointed member was Mayor, Richard B. Woodcock. Bert Donia was appointed as the Community member effective June 20, 2015 until July 10, Gord Lamb was the Council appointed Community Member and was appointed as the Community member by Council at the September 6, 2016 meeting. There has been a provincially appointed member vacancy since June 20, Pursuant to subsection 27(10) of the Police Services Act, the Appointments Officer from the Ministry of Community Safety & Correctional Services co-ordinates this appointment which requires an Order in Council from the province. There were four meetings held in 2016 on Feb. 4, May 5, Sept. 29 and Nov. 24 th. OPP Peterborough Detachment The Detachment Commander in 2016 was Inspector Tim Tatchell. The detachment has a compliment of 74 constables. Monthly reports and verbal reviews were presented at the NK PSB meetings attended by Inspector Tatchell and Staff Sgt. Galeazza. The Peterborough OPP also participated in the following programs and activities in the community in Cst. Rich Nie presented the OPP Kids program to students at the Apsley Public School in May and June Cst. Rich Nie along with Inspector Tatchell attended the Apsley Public School Christmas Luncheon on December 21 st. Cst. Jason Folz participated in the following events; o April 11, 2016 Swim to Survive - brought to Apsley Public School for the first time. Insp. Tatchell identified this school as one in need of the training with the Risk Watch Committee. It will be added again for o April Frauds and Scams Presentation to Glen Alda Seniors group. o November - Seniors Showcase at the arena sponsored by Community Care. 4 o o o November - Spoke Briefly with Wilson Park Social Group about available services and gave information about Power of Attorney Seminar. November 15, Power of Attorney Seminar - SALT Committee received a grant to present to Seniors Groups and specifically targeted Apsley groups. Seniors attended from ABC Seniors, Glen Alda Seniors and Wilson Park Social Group. December 06, North Kawartha Fire Service presentation on the legalities of the use of green lights by firefighters. More of these training nights are scheduled. Pedal for Hope team attended Apsley Public School on May 9th Detachment members assisted with RCMP musical RIDE, Canada Day parade and Christmas parade. PC Jim Evans once again attended the Remembrance Day festivities. Peterborough OPP Detachment Auxiliary members attended the following events; o 01July16 Canada Day celebrations o 09July16 Jack Lake Kids fishing derby o 19Nov16 Apsley Christmas Parade North Kawartha Community Policing (NKCP) The North Kawartha Community Policing Committee is a volunteer, not for profit organization that serves as the community half of the partnership between the community and the Police as mandated by the OPP definition of Community Policing. The Committee met several times to attempt to revamp the committee. In 2016 there was no interaction with the North Kawartha Community Policing Committee, other than updates from the Treasurer regarding their attempts to make the committee viable as there are very few volunteers. In 2016, North Kawartha Community Policing was supported by the Police Services Board with access to the $ 250 allocation in the Community Initiatives line of the policing budget (with actual expenses of $ 0) and with heat and hydro expenses in the amount of $ 2,125 provided to the Emergency Services Headquarters, Highway 28 where the NKCP office and OPP extended service office is located. Training, Education and Presentations Received Chair Woodcock attended the OAPSB (Ontario Association of Police Services Boards) Spring Conference. There were deputations received by the PSB in regards to safety concerns, especially speeding and sight line on Dunford Road and a request for OPP assistance at the Annual Report 2016 North Kawartha Police Services Board Page 4 of 11

6 2016 Strategic Accomplishments The strategic accomplishments are based on an evaluation of those initiatives identified in the North Kawartha Police Services Board s (NK PSB) Business Plan. Below is a list of the items that were dealt with by the NK PSB in Road Watch Program The Corporation of the Township of North Kawartha passed by-law # 59/13 in June 2013 to authorize participation in the ROAD WATCH@ program. The agreement renews annually. The program was suspended for a time however Citizen reports may be made online which will give the OPP the necessary tools to appropriately deal with these acts of unsafe driving. Offenders will be aware that speeding, aggressive driving and unsafe driving practices are being monitored by their fellow citizens. The OPP support this program. General Traffic concerns Speeding Issues within the Township boundaries (Dunford Rd., Burleigh St., County Rd. 620 coming south into Apsley, Jack Lake Road) A ratepayer attended to discuss speeding and sight line concerns in the area of Dunford Road. Sight line concerns were brought to the attention of the Ministry of Transportation. There was discussion regarding a graduated speed zone coming into Apsley from the 80 km./hr. zone on County Road 620. Jack Lake Road Speed limits were reviewed and a 40 km/hr. sign was replaced. Children at play signs were also installed. A graduated speed reduction zone was recommended to Council. Speed bumps were determined not to be an appropriate option. Burleigh Street Speeding, sight lines and congestion on Burleigh Street, especially in the summer months, continues to be an issue. Chair Woodcock met with Chris Bradley, Director of Public Works for the County of Peterborough and Inspector Tatchell of the OPP to discuss viable options to improve safety. Options include no parking between the grocery store and the Legion, Community Safety Zones, options for the school zone, appropriate speed limits, graduated speed reductions coming into town, no parking on one side of town and the OPP agreed to provide increased enforcement in the school zone. 7 Parking issues continue to be an issue on Burleigh Street in Apsley. There was discussion on the trucks parking onto the travelled road at the bend on Burleigh Street near Foodland. There was discussion on adding barriers to prohibit parking. There was discussion on enforcement of the parking by-law. Further discussion will be needed with the County of Peterborough to extend the area for prohibited parking. Radar Board The radar board is owned by the Township and was purchased with funds from the Township of North Kawartha and North Kawartha Community Policing. The radar board was repaired and was deployed by the Roads department on several occasions. Speeding issues in Northey s Bay, Stony Lake A ratepayer brought forward concerns regarding boats speeding and wake issues in the narrow channel of Northey s Bay, Stony Lake. Discussions were ongoing with the Trent Severn Waterway and Transport Canada, Boating Safety division to look at possible solutions. Support North Kawartha Community Policing (NKCP) No minutes were provided to the NK PSB or the Council liaison and no members of NKCP attended any NK PSB meetings in The NK PSB received no requests for funding. There was discussion on the benefits of having community policing. Many Community Policing groups around the province are disappearing due to lack of volunteers. Community Policing is a volunteer organization and there is an OPP liaison as well as a Council appointed liaison. In order to assist this group, the liaisons would need to be invited to attend their meetings. Members of the NK PSB, the Council appointed Liaison to Community Policing, along with interested members of the public, attended a meeting with Smith Ennismore Community Policing to learn about their programs and methods to achieve a very successful committee. Chair Woodcock and the remaining members of NKCP hosted meetings with an aim to attract volunteers and to determine the sustainability of this group. The future of NKCP was not yet determined. SALT Program ( Seniors and Law Enforcement Together) SALT does not have any representatives from North Kawartha however SALT and Officer Folz, OPP provided a presentation on fraud at the North Kawartha Community Centre. 8 Public Education The NK PSB provided booklets in regards to ATV use, Smart Ride, Safe Ride at various locations throughout the Township. An information page on ATV / ORV use was added to the Township of North Kawartha website. Council passed a by-law to allow ATVs on municipal roads, to be evaluated after the first year. Meeting attendance was encouraged from the public by use of the Township website, including the banner, social media and public notices of the meetings. Future of Policing In May 2015, the Corporation of the Township of North Kawartha made a decision to renew the contract with the OPP through the Province, in particular, the Ministry of Community Safety and Correctional Services for a period of three years, from July 1, 2015, ending December 31, The Board, Secretary and Council Liaison attended the regional engagement session held by the province in regards to the Strategy for a Safer Ontario. The Board provided input via a survey provided by the Ontario Association of Police Services Boards regarding the review of the provincial legislation, the Police Services Act. Peterborough Drug Strategy / OPP Kids program / Pedal for Hope The OPP presented the OPP Kids program, which is geared towards providing educational opportunities on the various issues facing our students at the Apsley Central Public. Upon a recommendation from the PSB, the Township of North Kawartha supported the purchase of an ipod for Pedal for Hope (Cops for Cancer), which raises funds for pediatric cancer, to provide to a student at the Apsley Central School during their visit. Other accomplishments (not specific to the initiatives) The NK PSB, on behalf of the Apsley and District Lions Club, made arrangements with the OPP, who provided two officers as well as auxiliary officers to support at the RCMP Musical Ride. NKCP = North Kawartha Community Policing The amount received in 2015 revenue as Recoverable Expenses was $3,436.00, more than the $ 1, that was in the budget Budget 2015 Actuals (Unaudited) Total Net PSB Budget 783, , OPP Contract 775, $769,685.00* Figures as of Feb. 8, 2016 Financial Statement Note: * net includes a 2014 year-end reconciliation and 2015 Adjustment of $ 6,259 and no semi-annual credits due to the new billing method. 10 Statistics The calls for service below represent all calls for service in North Kawartha including those paid for by provincial resources and is not limited to the calls which are paid for through the contract with the OPP. Calls for service form part of the basis for our contract with the OPP. The trend over the last few years continues in that calls for service are reducing. Due to changes in the billing model and the standard monthly OPP reports, a monthly breakdown is no longer available Yr. Avg. 11 Drugs lncludes trafficking, production, and importation of drugs including marihuana, cocaine, heroin, crystal meth or other controlled substances. lt also includes occurrences related to indoor/outdoor grow labs. Drug Possession lncludes all occurrences where the most serious violation is possession of marihuana, cocaine, heroin, crystal meth or other controlled substance. lt also includes other minor drug related offences. Operational Operational calls for service are non-criminal events that police attend to. These include animal complaints, noncriminal domestic disturbances, missing persons, noise complaints, property - lost or found, sudden deaths, and assist public calls. Operational 2 lncludes false alarms, keep the peace and 911 calls/911 hang-ups. Due to the higher frequency of these calls, they have been separated out from the 'Operational' category and allocated a lower time standard. Traffic incidents are excluded. Other Criminal Code Violations The majority of offences counted in the Other Criminal Code Offences group are criminal offences that are not directed to people or related to property. lt is similar to the group that Statistics Canada uses when reporting 'Other Criminal Code', These include prostitution, offensive weapons, bail violations, counterfeiting, disturb the peace, indecent acts, breach of probation, and bribery. Property Crime Violations This category is similar to the group that Statistics Canada uses when reporting 'Property Crimes'. These include arson, break and enter, theft, possession of stolen goods, mischief, identity theft, and some frauds. Statutes & Acts lncludes provincial statutes, primarily the Mental Health Act, Landlord Tenant Act and Trespass to property offences. It also includes custody dispute calls. Traffic lncludes motor vehicle collisions of all severities (property damage, personal injury and fatalities) and road rage incidents reported to police. Violent Crimes The rnajority of offences counted in the Violent Crimes group are crimes against persons. This category is similar to the group that Statistics Canada uses when reporting 'Violent Crimes'. These include homicides, attempted murders, assaults, threats and robberies.
