3 RECOMMENDATIONS November 19 th, 2018 REFER TO: RECOMMENDATION 8. (a) That November 20 th, 2018 be hereby proclaimed as National Children s Day in the City of Brooks. (b) That the week of November 25 December 2, 2018 be hereby proclaimed as Family Violence Prevention Week in the City of Brooks. (c) That December 3, 2018 be hereby proclaimed as International Day of Persons with Different Abilities in the City of Brooks. (d) That Kerry Crapo be re-appointed to the Municipal Planning Commission for a fourth, two-year term, commencing November 20, 2018 and ending November 19, 2020; and, that Chris Dingwall be re-appointed to the Municipal Planning Commission for a fourth, two-year term, commencing December 18, 2018 and ending December 17, (e) That the rural fire engine be purchased from Commercial Emergency Equipment Co. of Calgary, Alberta in the amount of $426, (f) That Council accept the November 13, 2018 Financial Variance Report as information. (g) That Council approve entering into a contract with Karizma Agency and with artist Clay Walker to have Clay Walker perform at the JBS Canada Centre on an agreed date in April 2019 and furthermore, that seed funding and revenue shortfalls, if any, be funded from the Council Projects Reserve. 9. (a) That Bylaw No. 18/23, being a Bylaw of the City of Brooks in the Province of Alberta to amend Bylaw No. 11/09, being the Environmental Advisory Committee Bylaw, be introduced and read a first time. (b) That Bylaw No. 18/23 be read a second time. (c) That Bylaw No. 18/23 be given three readings at this meeting. (d) That Bylaw No. 18/23, being a Bylaw of the City of Brooks in the Province of Alberta to amend Bylaw No. 11/09, being the Environmental Advisory Committee Bylaw, be read a third time and adopted.

8 BROOKS RCMP DETACHMENT City of Brooks Report October 2018 The attached statistical report has been generated from the PROS Database (Police Reporting & Occurrence System). November 19, 2018
9 During the months of September 2018, Brooks Detachment members responded to 319 municipal calls for service. A total of 42 prisoners were lodged in the Detachment Cells. There were 114 municipal criminal records completed. Community Events - In support of National Teen Driver Safety Week, members of the Brooks detachment, Brooks CPO s Safe Communities, and SADD conducted a positive ticketing checkstop at the high school at lunch hour. 45 student drivers were given Bandits tickets, water bottles as well as info on safe driving. - Two question and answer sessions about the Youth Criminal Justice Act were held in two grade 9 classes. - In preparation for Halloween, the detachment participated in several events. Presentations were given to elementary classes on Halloween safety. Members of the detachment were judges for the Halloween costume contest at the catholic high school. On Halloween night, several detachment members volunteered their time to give out over 2000 candy along with the CPO s, fire department, Safe Communities, and the Brooks Bandits. SIGNIFICANT EVENTS - On October 5th at approximately 1:50am members were conducting patrols when they observed a pickup truck run over the curb when leaving the parking lot of a licenced premises located on 1 st Street West in Brooks. A traffic stop was conducted and the female driver showed signs of impairment and was arrested. She was taken to the Brooks detachment where she provided samples of her breath over 2.5 times the limit for driving. A 37-year-old Brooks woman was charged with impaired driving and driving over.08.
10 - On October 12 th a report was made to the Brooks RCMP by a pedestrian who said she was struck by a vehicle while walking on the sidewalk in front of a business in the 400 block of Cassils Road West. The vehicle was leaving the parking lot, struck the female pedestrian causing injury to her leg and almost stuck the stroller her was pushing that was occupied by her 2-yearold son. The vehicle then drove off. A partial licence plate provided by the victim was not a match. The victim was not able to give an exact time of the event, however during the investigation an independent witness was located who was able to pinpoint the time of the event to the minute. CCTV from a local business was obtained for that time frame that revealed the suspect vehicle and its licence plate as well as the identity of the driver. As a result, a 50-year-old man from the County of Newell has been served a summons for failing to remain at the scene of an accident, and a $776 dollar ticket for failing to yield to a pedestrian. The RCMP credits the success of this investigation to the cooperation of the local business and the independent witness. - On October 15 th a 911 call was received of a theft from a local liquor store. Two males entered the liquor store and started looking around. One of the males took a large bottle of liquor and put it in his pants and walked out of the store. Patrols of the area did not locate the suspects. Surveillance footage was not of sufficient quality to identify a suspect. - On October 18 th a complaint was received from a local business of a substantial fraud. The investigation revealed the fraud involved an employee of the business, was perpetrated over several months and amounted to over $5000. No more information is being released at this time as the investigation is ongoing. - On October 19 th at approximately 9:50am a 911 call was received regarding a road rage incident. A statement was taken from the victim who said he was driving down the street when he observed a vehicle tailgating him. He hit the brakes to get the vehicle to back off. The suspect vehicle then followed the victim to his residence. The female suspect got out of her vehicle and started yelling at the victim. When he took out his phone to
11 film the interaction, the suspect put her hands around his throat and tried pushing him to the ground, she then threw his phone. A witness was interviewed who corroborated the story. As a result of the investigation, a 41-year-old Brooks woman is charged with assault. - On October 28 th an off duty member observed a male in a local business that he knew to have arrest warrants for a break and enter. The off duty member called on duty members and asked they attend to arrest the subject. When members arrived, they located the suspect getting into a vehicle. When the member approached him, he fled on foot across the parking lot of the business. The two on duty members pursued him on foot. With the assistance of the off duty member, the suspect was taken into custody. During the arrest, a bystander approached police and told them the suspect had thrown a small bag of white powder in the parking lot. The members located the bag and found it to contain nearly 5 grams of cocaine. As a result, a 31-year-old Brooks male was charged with resisting arrest and possession of cocaine. Staffing Brooks detachment currently has 29 of 29 positions filled. This includes municipal and rural positions. There are currently five members with transfers out of the detachment, two of whom are leaving by the middle of December. The other three members are awaiting the sale of their homes. There are three members named that are transferring in. The other two vacancies will be filled by a promotion and either a lateral transfer or a cadet. - Cpl. Richelle Daly has been transferred to Brooks detachment. She will be filling the plain clothes corporal position that is currently vacant. Cpl. Daly has 16 years of service and has worked in general duty policing, first nations policing, as well as in municipal drug, crime reduction, and integrated intelligence units. She will arrive in Brooks near the end of December.

Brooks, AB T1R 0Z7 PH: / 4400 FAX: November Is Family Violence Prevention Month in Alberta Family violence can happen to anyone, regardless of their age, ethnicity, education, sexual orientation or gender. It happens to couples who are dating and to those who are married or living together. It also happens to children and seniors. The physical, emotional and mental impacts of violence, on families and communities throughout Alberta, cannot be overstated. No one should live in fear for their life and safety, nor suffer alone as a survivor. We will continue to work with community partners to take strong action on prevention efforts, and provide critical supports to survivors of family violence. Albertans are reminded that everyone has a responsibility to end family violence in their community by focusing efforts to increase awareness and promote public education on these crimes. RECOMMENDATION: In remembrance of November being Family Violence Prevention month we recommend that the week of November 25 th to December 2 nd, 2018 be proclaimed as Family Violence Prevention Week within the City of Brooks. 36 CITY OF BROOKS BYLAW NO. 18/23 A BYLAW OF THE CITY OF BROOKS IN THE PROVINCE OF ALBERTA TO AMEND BYLAW NO. 11/09 BEING A BYLAW TO PROVIDE FOR THE ESTABLISHMENT OF THE ENVIRONMENTAL ADVISORY COMMITTEE OF THE CITY OF BROOKS. WHEREAS it is deemed necessary to amend the Environmental Advisory Committee Bylaw; NOW THEREFORE, the Council of the City of Brooks, in the Province of Alberta, hereby enacts as follows: 1. That Section 6 be deleted in its entirety and replaced with the following: 6. COMPOSITION OF THE COMMITTEE 6.1 The Committee shall be composed of not more than twelve (12) members in accordance with the following: a) Not more than seven (7) citizens at large; i. Members shall be selected based on their willingness and ability to commit to the Committee over a three year term; skills and experience as related to responsibilities; ability to work toward consensus with people who hold different views; ii. iii. iv. In the event of a citizen-at-large vacancy, the City shall arrange, through an open public process, for the Committee to receive applications for membership. The Committee shall review all applications and recommend to Council a suitable candidate for membership. If the process yields no suitable candidate, Council may reduce the citizen-at-large membership on the Committee or continue to search for a suitable candidate; Members shall remain in office until their respective successors are appointed; and The citizen-at-large members of the Committee shall remain members only during such time as they continue to reside within the City boundaries. b) Not more than one (1) representative from the Council of the City of Brooks; c) Not more than one (1) youth representative between the ages of sixteen
37 Bylaw 18/23 Page 2 and eighteen who attends school; d) Not more than one (1) person representing the local industrial or commercial sector; e) Not more than one (1) person appointed by Grasslands School Division; and f) Not more than one (1) person appointed by Christ the Redeemer School Division. 2.
