5 Cpl/3 Andrew Manning named Torch Runner of the Year Cpl/3 Andrew Manning of the Delaware Natural Resources Police Department has been named the Delaware Law Enforcement Torch Run Winnie Spence 2017 Torch Runner. Manning, who has been an officer with DNR since 2002, is a member of the SODE Torch Run executive committee, serves as the Sussex County Leg Coordinator for the Torch Run, and is an agency coordinator. Manning was honored by the Delaware Police Chiefs Council on April 12. Special Olympics Start: My exposure to Special Olympics Delaware was when I first did the Polar Bear Plunge in 2000, Manning said. When I signed up and jumped into the frigid water, I just thought that it was something fun to do that would raise money for a good cause. I didn t fully know the extent of how important an organization Special Olympics was. Then I was introduced to the Bike Prologue and the Torch Run as a Seasonal Officer, where I got to see firsthand how excited the Special Olympics athletes were when the police motorcycles brought the torch down Rehoboth Avenue. At that point, I was hooked. I ran my first Torch Run in 2003 and never looked back. Most Unforgettable Torch Run Memory: My most unforgettable moment was at my first bowling competition with Special Olympics Delaware and I was asked to place a medal around the neck of each athlete recognizing their accomplishment. This singular event changed me and is responsible for reminding me how important the Special Olympics movement is, but more significantly, how inspiring the athletes are. I am humbled whenever I am in the presence of the athletes at whatever event it may be. It is a privilege to be a small part of this extraordinary movement and stand in the shadows of the athletes that I admire. As the Delaware Law Enforcement for Special Olympics Winnie Spence Torch Runner for 2017, Manning will have the distinct honor and privilege to deliver the Flame of Hope, on behalf of the entire Delaware Law Enforcement community, to the 2016 Special Olympics Delaware Outstanding Athlete, Melissa Chong, at the Opening Ceremony of the SODE Summer Games on Friday, June 9 at the University of Delaware. Left to right: Greg Nolt, LESO Chairman, Cpl. Andy Manning and SODE Athlete Phil Saxon at the Delaware Police Chiefs Council meeting on April 12, 2017 Sign up for the Bike Prologue! DATE: Wednesday, June 7, 2017 (rain or shine) TIME: On-site registration at Rehoboth Elementary opens at 4:00pm. Bikes depart at 5:00pm. Torch Run Kickoff Ceremony at Rehoboth Beach Bandstand begins at 7:00pm. Please visit for more information on how to register. Registration fee is $30. SPECIAL OLYMPICS DELAWARE OUTSTANDING ATHLETE MELISSA CHONG 2016 SODE Outstanding Athlete, Melissa Chong, will be presented with the Flame of Hope at the ceremonial lighting of the torch at the Summer Games Opening Ceremony. Come and join us at 12:30pm at the Bob Carpenter Center as we celebrate the spirit and splendor of Special Olympics! Be inspired by our athletes, coaches, volunteers and the members of Law Enforcement as our communities come together for this joyful occasion. The event is free and open to the public. Invite your friends and family to BE A FAN! 5

11 Athlete Input Councils launched in 2017 Area Athlete Input Councils This spring, Area Athlete Input Councils were established to give athletes a way to share ideas, provide feedback and gain leadership training at the local area level. Formerly called athlete liasions, our new Athlete Input Council members now have a new avenue to convene and support their area, with the help and guidance of the area Athlete Mentor. On May 7, 2017, all five areas were represented at an Athlete Leadership Training workshop held at the Dover Elks Lodge. Each Area Athlete Input Council had the opportunity to learn more about the mission of Special Olympics Delaware, the structure of Athlete Input Councils, as well as the many ways to help become involved at the local and program level. As some athlete liaisons transition out and new Athlete Input Council members are added for a 2 or 3-year term, Areas are continuing to build their athlete leadership teams to start for this coming program year. Thank you to all who made the Leadership Training workshop such a success! Wilmington Wizards The Special Olympics Athlete Leadership initiative is supported by Bank of America through its expanded sponsorship of Special Olympics programming nationwide.
