2 A MESSAGE OF WELCOME FROM BIATHLON PRINCE EDWARD ISLAND Dear Biathlon Friends: It is a privilege and a pleasure to welcome you to the 2018 Eastern Canadian Biathlon Championships and Atlantic Cup #3 being held in Brookvale, PE, 2-4 March Our site has recently been the under a development plan, under the guidance of Stephan Hale s Development Plan There has been updated to stadium area and also we now have a complete lit stadium/range and a small warm up loop around the back of the range. This is all in development for the 2023 Canada Games, to be held on our venue. We have hosted 2 competitions already this year and we will also be hosting the Cadet National Championships the week following the Eastern s. Myself and the venue staff welcome you to come join us for what will be an exciting competition. We wish you all the best in you the upcoming competition. 3 2018 Eastern Canadian Biathlon Championship, & & ATLANTIC CUP #3 BROOKVALE, PRINCE EDWARD ISLAND, 2-4 March 2018 INVITATION INFORMATION The Host Community Brookvale is a provincial park located in central Prince Edward Island. The venue lies approximately 25 kilometers west of Charlottetown the Provincial Capital and a similar distance from Borden- Carlton, the gateway to PEI. The Venue The Brookvale Provincial Park Biathlon facility is located a short distance (1 km) from the downhill ski site and is the home to both the Cross Country and Biathlon venues. Built prior to hosting the Canada Winter Games in 1992, the range has undergone several upgrades in 2008, 2010, 2014 and The course consists of all the required lengths of trails and varying degrees of difficulty. At the time of the event, the average daytime temperatures are expected to vary between minus 15 to 0 degrees C with approximately 20 centimeters of snow on the ground and a very strong manmade snow base. Trail map and stadium diagrams are attached. The Organizers Your host, Biathlon PEI, has created an organizing committee that will both successfully conduct the event as well as foster the development of officiating within PEI. The Organizing Committee for this event is made up of many senior officials who have worked at many levels of competition across Canada and some have International biathlon officiating experience. 4 Rules The current IBU Event and Competition Rules will be in effect for the event, except as specifically modified by this invitation and by the Biathlon Canada Hosting Policy (Version 1 December 2017). Eligibility All members of Biathlon Canada Divisions with a current membership card or appropriate day membership are eligible to participate in the classes as stipulated in this invitation or by the current Biathlon Canada hosting policy. Other nationalities may participate but are not eligible for medals. It is mandatory that all athletes have in their possession, and be able to show upon request, their PAL or Minor s Permit. 7 Early/Unofficial Training Official Training has been organized for Friday but it will be possible to arrive for earlier training. The facility, course and range can be used at the normal trail/range fees as established by the Brookvale Provincial Park during unofficial training. Please contact to arrange for unofficial training times ahead of arrival to site by 2 days. Competition Office There will be a competition office/information desk in the Nordic lodge from Friday 0900h until Sunday. Waxing Rooms Waxing facilities will be available on site on a team shared use basis. Travel and On-site Transport Information The Organizers will not provide any travel or transport services for the participating teams. It is recommended that teams drive to the area in their own vehicles and then use them for local transport. However, the following information is provided so that teams can organize their own travel to the area and their transport to and from the hotels and the stadium. Air Charlottetown Airport, located about 30 minutes from the venue. Moncton Airport, located about 2 hours from the venue. Vehicle Rentals Most major vehicle rental agencies are located in the area. 8 Accommodation and Meals Teams are responsible for arranging their own accommodation and meals during the event. Lunch will be available for sale at a low cost at the Lodge on Saturday & Sunday. Event Dinner with Awards Presentation A post competition dinner will be held in Cymbria Lions Club on Saturday, 4 March at Dinner cost for will be $35 and must be purchased before February 19, 2018, purchase though zone 4. Presentation of awards will take place during the dinner. Any dietary concerns please biathlon.pei.president@gmail.com. Awards Separate awards will be presented for the Eastern Canadian Biathlon Championships and the Atlantic Cup. First, second, and third will be awarded in each class, if there are sufficient competitors in the class. Medals will be presented if; Gold- Category must have 2 Competitors Silver- Category must have three competitors Bronze- Category must have four or more competitors Registrations On line registration will be via Zone 4 and will be available soon through the following link: the registration deadline is February 25,

9 Entry Fees Athlete s fee includes banquet ticket except Air Rifle Class Eastern Canadian Championship/AC#3/Banquet $ Per Day Race $45.00 Air Rifle Classes AC#3 $ Banquet $ Entries Entries will be available one day prior to deadline at the Competition office located at the Brookvale Nordic lodge. They must be picked up and submitted to the Competition Secretary no later than 1500 hrs on the Friday, March 2 for the Saturday March 3rd Individual and before 1500 hrs on Saturday, March 3 for the Sunday March 4 Sprint competition. If entries are not received, athletes will grouped in the order submitted during Registration and entered into the draw. Trail and Range Fees Trail and range fees for unofficial training are as follows: Adult - $11.52 per day per person; Student - $9.00 per day per person.
