1 SINGAPORE WOMEN S ARTISTIC GYMNASTICS SELECTION POLICY FOR XXIst COMMONWEALTH GAMES 2018, GOLDCOAST (AUS) Competition Categories Competition Objectives Competition I - Qualification Competition II - Individual All-Around Final Competition III - Individual Apparatus Final Competition IV Team Final 1. To allow gymnasts to gain international exposure and achieve top 6 position team event in the XXIst Commonwealth Games AND/OR 2. To allow gymnasts to gain international exposure and achieve event final in the XXIst Commonwealth Games 3. To provide spexscholars gymnasts an opportunity to achieve KPIs for FY2018/19 Timeline 1 st Nov Deadline for Indication of Interest 3 rd 8 th October November 27 th Jan & 3 rd Feb 2018 Qualifiers: 47th FIG Artistic Gymnastics World Championships, Montreal (CAN), OR FIG Artistic World Cup, Cottbus (GER), OR Selection trials 2 days (SGP) Eligibility Selection Objective 1. The gymnast must be a Singapore Citizen 2. The gymnast must be an athlete member of Singapore Gymnastics 3. The gymnast must be a minimum of 16 years old in 2017 (born or earlier) a. Objective To select up to a maximum of 5 gymnasts and 1 reserve for team / individual competition at the XXIst Commonwealth Games. b. Qualifier(s) Competition Selection: i. 47 th Artistic Gymnastics World Championships, October 2017 (CAN), OR ii. FIG Artistic World Cup, November 2017 (GER), OR

2 Selection Trial: iii. Saturday, 27 th January & 3 rd February 2018, Bishan Sports Hall (Time: TBC) Selection Process & Criteria 1. The FIG Code of Points for each discipline will apply to the respective selection trials stated within this Policy. 2. Gymnasts must submit their Indication of Interest to be selected for the competition by completing the registration form and submitting it together with completed scripts / training plans of their routines on all apparatus & schedules. Gymnasts who fail to register and submit all the necessary documents to Singapore Gymnastics by 1 st November 2017 will not be considered for selection. 3. Gymnasts will be selected in the following manner: a. Top highest-scoring Individual All-Around gymnasts at the 2017 Artistic World Championships (CI), with a minimum of 49.00, will be named to the Commonwealth Games squad. b. Top highest-scoring Individual Apparatus gymnasts at the 2017 Artistic World Championships (CI), with a minimum D-score as per Appendix 3, will be named to the Commonwealth Games Squad c. Top highest-scoring Individual All-Around or Individual Apparatus at the FIG Artistic World Cup (CI), with a minimum score as per Appendix 3, will be named to the Commonwealth Games Squad. d. Gymnasts not in the Artistic World Championships 2017 or FIG Artistic World Cup 2017 must participate in the Selection Trials. The top ranked IAA gymnasts will be named on the squad. e. The rest of the remaining places, including the reserve spot, will be selected based on a mix and/or combination of gymnasts who are able to contribute a maximum team score, will be named to the Commonwealth Games squad. Individual apparatus scores from World Championships or Selection trials may be used. Gymnasts may not combine scores from 2 different trials across the same or different apparatus to be used in the selection. E.g. BB score from World s combined with BB score from day 2 of Selection Trial. *Note: calculation of scores from the Selection Trial will be an average score of the 2 days 4. The squad consisting of up to 5 athletes and 1 reserve will be finalised following the Selection Trial, based on achieving the best outcome for the nation, and that which furthers the goals of SG s WAG High-Performance Program. 5. In the event of a tie, the tie will be broken using highest D-score.

3 6. In the event there are insufficient gymnasts to qualify a team, the selection objective will be that of qualifying an individual who shows the best medal prospect on any of the events. The gymnast with a score closest to (or exceeding) the 3 rd placing from the previous Games (2014) will be considered first. 7. By entering the selection process, gymnasts and coaches agree to be bound by the provisions of this policy. 8. SG reserves the right to amend the selection policy at any time if it is determined that such an amendment is necessary. Foreign-Based Gymnasts All rules and criteria as per outlined in this policy will apply to foreign-based gymnasts 1. General Manager a. Yang Xiaoyun 5. Technical Advisory Representative (WAG) a. Fionna Thong Members of the Selection Committee may be replaced in the case there is a conflict of interest. 1. Gymnast/s must be free of any injury that may hinder effective training and participation in competition as part of preparations towards the identified competitions. 2. Gymnast/s with injury at the time of each selection trial may be exempted from the trial, but still be considered for selection if:- (i) (ii) (iii) The gymnast has registered for the trial according to the stipulated deadline, The gymnast can produce medical certification verifying doctor s diagnosis of her inability to perform her routines at the point of the selection trial, The gymnast has a proven track record of skill level, competition appearances, achievements, and results from past competitions or selection trials, and;

4 (iv) It is deemed that the injury will not hinder subsequent effective preparation towards the major Games. 3. A history of good training attitude and conduct, as well as potential for future development, will be taken into consideration. 4. Gymnast must exhibit the ability to cooperate with team members, including coaches and team officials, and must be able to contribute to a positive team spirit. 5. Gymnasts must not withhold any information relating to injury that could affect training at any time before the Games. 6. Gymnasts who are unable to maintain consistent attendance at training before the competition may be dropped from the squad. 7. Gymnast who are unable to maintain consistent performance and / or attendance at stipulated controlled testings before the competition may be dropped from the squad. Announcement Centralised Training Substitution & Injury The final Squad selection will be announced within 7 days of conclusion of the final Selection Trial. 1. All gymnasts named to the squad must participate in centralised training commencing 15 March Gymnasts must show commitment to the training program by attending all sessions as required by national coaches. 2. Gymnasts may bring their own coaches to centralised training 3. There will be a series of controlled tests which will be taken into consideration when deciding on the final line-up on each apparatus during Team Finals / qualifications 1. In the event of an athlete sustaining an injury after successful selection, she is required to immediately inform SG of the injury, and submit doctor s diagnosis. SG reserves the right to withdraw or substitute any gymnasts not deemed to be able to prepare for the competition effectively. 2. The reserve may be swapped onto the main team if all the following are fulfilled; a. Her series of controlled tests scores leading to the Games proves to consistently contribute a higher team score than any of the main members OR b. Should any of the main members sustain an injury in the preparation and is unable to contribute a higher team score than that of the reserve AND c. Substitution must be approved by the selection panel

5 Appeals Process of filing an appeal Other information 1. The appeals tribunal will be ready to operate once selection decisions have been released. 2. The appeal will not be a re-selection but rather a process to inquire whether the decision reached by the selectors was properly made and according to the selection process & criteria laid out in this policy. 3. If the appeals tribunal find that the selection process was not properly followed, it will be referred back to the selectors for a re-selection. 4. A fee of SGD 300 must be submitted at the time of filing an appeal. Should the appeal be found to be unmeritorious or frivolous, the bond will be forfeited. 5. Where athlete A s appeal poses a risk to athlete B of being excluded from the final selection, athlete B will be given an opportunity to be heard at the appeal. 6. Legal representation will be warranted in cases where legal issues are involved and the athlete s best chance of articulating the appeal depends on it. 1. Appeals must be lodged strictly within 2 business days (Mon-Fri only) of announcement of selection decisions. Any appeals received later than this deadline will not be entertained. 2. Appeals can be prepared partially or wholly by lawyers and must be lodged through written submissions to Singapore Gymnastics in the attached form and submitted in person to: The Appeals Tribunal Singapore Gymnastics 3 Stadium Drive #01-33 Singapore Payment of SGD 300 per appeal must be made upon submission of the appeal, via cheque payment to Singapore Gymnastics. Failure to receive payment will result in the appeal being null and void. 1. Exemption from selection is not permitted under any circumstances (e.g. outstanding performances in the past), except injury, according to the terms laid out in the over-riding selection criteria as stated above. 2.
