1 OFF THE SCOREBOARD Farewell to Joan Moll! The end of this year sees the retirement of several people that most members of the VBSA have had an opportunity to meet and talk to over a period of many years. In this newsletter, we farewell Joan Moll, who is retiring as a Scoretable Coach after many years of service. Joan, currently an official registered with Eltham, is listed as joining the Scoretable association in 1994, yet she passed her level 3 exam in March 1995, a meteoric rise through the ranks of scoring. (She has been scoring a lot longer than since 1994) At Oz 97 she became a Level 4 scorer and, in April 1999 worked on the Opals versus Cuba game as scorer followed by the Boomers versus Russia game in May 1999 as timekeeper. Over the past years Joan has been a much loved Scoretable Coach. Recently, she was surprised with a lunchtime gathering in her honour attended by Scoretable coaches and committee members. Joan has many interests outside of basketball, not the least is her involvement with the Country Fire Authority. Newry and Upper Maffra Brigade celebrated its 60th anniversary during October, and guess who was pictured on the truck (Second from right on the actual fire truck). VBSA ANNUAL GENERAL MEETING The Annual General Meeting of the Victorian Basketball Scoretable Association will be held on Sunday 26 February 2006 at 10.30am with registrations commencing at am. The AGM will be preceded by a Conveners Meeting commencing at 9.00 am. There will be presentations of 10 Years of Service Certificates and Scoretable Official of the Year for Elections will be conducted for State Convener (2 year appointment), Treasurer (2 year appointment) and Committee Members. Any interested and financial member should complete a nomination form, included with this newsletter as well as being posted on the website, and return it to the Secretary by the due date stated on the form. 2 Diary Dates Convenors Meeting Sunday, 26 February 2006 at 9.00am Nunawading Stadium Scoretable Annual General Meeting Sunday, 26 February 2006 Registrations: 10.15am Nunawading Stadium Australian Under 20 C ships February 2006 (Perth) VBSA Committee Convenor: Avis Scullin Secretary: Trina Dearricott Treasurer: Pam Smith Registrar: Ian Collings Congratulations 2006 Commonwealth Games Squad After many months of tryouts the final selection of scoretable officials to work at the 2006 Commonwealth Games was made at the ABA National Finals in Geelong in late August. It was a difficult task for the selection group that comprised several people from interstate and Victoria. Watching the action closely during the finals were Carolyn Holmes (WA), Joh Maxwell (Frankston), Pam Smith (Victoria), Libby Woods (WA) and Gail Farr (ACT). The squad is made up of 17 Victorians, 3 Queenslanders, 1 Western Australian, 1 South Australians and 1 official from the Australian Capital Territory rostered into various positions as follows: Scorers: Jan Knox, Melanie Connell, Pat Collings, Paul Moller, Trevor Nanscawen and Andrew Lea (SA). Assistant Scorers: Melissa Duguid, Helen Steers, Narelle Ingham, Karen Thomson, Helen Burger (Qld) and Libby Woods (WA). Timekeepers: Jim Oliver, Greg Liebelt, Johanne Maxwell, Trudi Chesterton (ACT), Lee White (Qld) and Naree Wittwer (Qld) 24 Second Operators: Karen Crick, Gretta Jamieson, Ian Collings, Grant Lynch, Leah Collings and David McKenzie (SA) The VBSA congratulates those selected, on their performance to date and during the ABA National Finals, and wish them well in the lead-up to, and especially during, the 2006 Commonwealth Games. The correct response was: Venue: Geelong Day: Sunday Date: 19 March Time slot: am Activity: Preliminary Games The third correct response was received from Grahame Dawes who wins a profile on the Geelong Scoretable that will be included in the Autumn Newsletter. The question for this newsletter will ~ Page 2 ~ be won by two individuals: a) the person sending in the first correct reply (based on postmark then opening order) received by me mailed to the attention of the Newsletter Editor at the Association s mailbox by a person who has the newsletter mailed to them, and b) the second correct response ed by a different person to the association s address with the subject Newsletter Competition. The question is this. What leagues or competitions will be run by the Big V during the 2006 season. (Check out their website, but nothing has really changed much from last year other than a new League.)
3 VBSA Education Report 2005 The following are some of the highlights of education of scoretable officials during 2005 that was included in a report delivered by Carol Flint (Educator) to the VBSA Committee Meeting in October Coaches: 10 Coaches were available for Season 2005; Carol Flint, Avis Scullin, Pam Smith, Joan Moll, Lorraine Sampson, Ian Collings, Pat Collings, Trevor Nanscawen, Val Lethaby and Jan Knox (new in 2005). Joan Moll has retired as a coach and educator. Her contribution to the Association has been invaluable. Evaluations: 42 associations were visited with 127 evaluations completed. This year, for the first time, 2 new associations, Keysborough and Pakenham, that are currently playing MMBL were visited and evaluated. Allowing 5 officials per evaluation that is 635 individual evaluations completed. It was reported that the travel component payment for evaluations does not meet current travel costs and the committee was requested to consider options and provide a solution, and an implementation date. Additionally, the workload on coaches has increased and therefore the number of coaches should be increased through an invitation only Coaches course in late January New coaches would be asked to take on only 3 or 4 evaluations for their first year, but be required to undertake on the job training with more experienced coaches on several other occasions. In 2006 evaluation reports will be distributed to conveners within 7 days of the evaluations. Education Courses: Educators for 2005 were Carol Flint, Avis Scullin, Val Lethaby, Pat Collings and Ian Collings. During 2005 the VBSA conducted the following courses: Level 1 Schools: Waverley 12/2/05, Big V Tournament 12/3/05, Ringwood 20/3/05, Mildura 9/4/05, Broadmeadows 24/4/05, Kilsyth 14/5/05, Hawthorn 25/9/05 Level 2 Schools: Warrnambool 6/2/05, Broadmeadows 6/3/05, Big V Tournament 13/3/05, Hawthorn 25/9/05. Level 3 School: Waverley & Diamond Valley 7/8/05. The Level 3 school was split for the first time, which was to the benefit of the officials in attendance. Pacific School Games: Avis, Ian, Pam, Lorraine and Carol participated in training 108 school aged officials to Level 1 Accreditation to work the Pacific School Games between 26 November and 4 December. These new officials have come from secondary education colleges at Eltham, Box Hill, Kurnai College Gippsland, Shepparton & Norwood Coaches have been attending Zone Championships to oversee these students putting their skills into practice. An went out to all Conveners looking for young people wanting to be involved in the event. Sadly there was only 1 response a disappointing outcome. It would be hoped that Conveners in these areas will make good use of these officials and encourage them to continue with their Scoretable officiating. ~ Page 3 ~ Booking Scoring Schools in 2006 At the Convenors Meeting in June 2005 the following process was agreed upon for an Association to book either a Level 1 or a Level 2 Scoring School for Convener to book at least one month in advance, prior to first date provided 3 dates to be provided. (In selecting the 3 dates, consider the impact upon obtaining attendees of school holidays, public holidays, Mother s Day, Father s Day and finals competitions) 2. Education Officer is to organise a coach and decide on the date. 3. Education Officer will notify Convener of the date selected. 4. Education Officer to arrange for VBSA Treasurer to mail out an invoice for $110 (includes GST) for the course. 5. Course payment of $110 is to be in the hands of the VBSA Treasurer at least one week prior to course date (regardless of the due date on the invoice). 6. This is fully refundable if one week s notice of cancellation of course is given. 7. VBSA Secretary to arrange information to be placed onto the VBSA web site and Conveners with same information. 8. Travel costs are to be paid on the day of the course. If there are travel costs incurred the Education Officer will notify the Convener one week prior to the course of the travel cost. 9. The onus is on the Convener to make sure they have enough people to attend. SALE OPPORTUNITY! 4 FIBA have issued a rule change on substitutions and time-outs. Although the rule changes do not specify which articles have changed at this time, there has been some clarification from the National Scoretable Committee. The FIBA Rule Amendments issued on 24 May 2005 are as follows: The FIBA Central Board at its meeting held on May 2005 in Nyon, Switzerland adopted the following amendments to the Official Basketball Rules: 1. If the request for a time-out or a substitution is made before the ball is at the disposal of a player for a throw-in following the free throw (s), the time out or the substitution shall be granted for both teams if the last or only free throw is successful. 2. If a free throw(s) is followed by a throw-in at the centre line extended, opposite the scorer s table, the time-out or the substitution shall be granted after the last free throw for both teams whether the last free throw is successful or not. 3. During the last two (2) minutes of the fourth (4th) period or each extra-period, if a time out is granted: to the non-scoring team after the valid field goal, to the team that has been awarded the possession of the ball in its back court, the throwin, following the time-out, shall be administrated at the centre line extended, opposite the scorer s table. The player taking the throw-in shall be entitled to pass the ball to a team-mate at any place on the playing court. The above amendments are valid for all main official FIBA competitions as of 1st October The National Scoretable Committee of Basketball Australia issued this explanatory note on 29 September The changes to the substitution rule appear to make Article obsolete and altered. In addition it also seems to remove the FIBA Rule Changes restriction of one substitution per team following a free throw. When the last or only free throw is successful, either team may be granted a request for either a charged timeout or substitution. The opportunity for either a sub or time out ends when the ball is at the disposal of a player out of bounds for the throwin. There appears to be no restriction on the number of substitutions that maybe affected by either team. VBSA wants to receive applications from suitably qualified Scoretable officials for the role of Educator. This is a two year appointment by the new committee after the AGM in February 2006, and will continue until the appointment of a successor after the AGM in The position description with the responsibilities and obligations for the role as well as the skill requirements are as follows: Education q This position is an appointment by the Scoretable Committee with the assistance of a selection panel. The appointment shall be for a two year period and is made in an even numbered year. Applications in writing must be received by the date of the AGM of that year. The selection panel shall consist of the State Convenor, a representative of VBRA, and a member from the Educators panel. q Chair all meetings of the Educators and Scoretable Coaches. Appointments to the positions of Educators and/or Coaches shall be made at these meetings in line with the guidelines as set out by the National Body. q Attend VBSA Committee meetings as required and all Conveners meetings. q Shall Chair (non-voting) the appointments sub-committee. The sub-committee to be made ~ Page 4 ~ When a free throw is to be followed by a throw-in at the centre line extended opposite the scorer s table, either team maybe granted a request for either a charged time out or substitution. The opportunity for a charged time-out or substitution ends when the ball is at the disposal of a player out of bounds for the throwin. There appears to be no restriction on the number of substitutions that maybe affected by either team. POSITION VACANT EDUCATOR up of three VBSA Coaches who are not currently actively seeking appointment to the International Scoretable. q Assist with advice, when required, in rostering for tournaments. q Develop education material in line with the National Scoretable Guidelines. q Keep records of evaluations. q Manage the Level 3 Course when required. q Provide a forum annually for Coaches and Educators to upgrade their knowledge of the rules. This to be compulsory, non attendance will preclude appointments. q To provide, on a regular basis, articles to the Newsletter identifying amendments to rules and/or interpretations as issued by FIBA, the National Points of Emphasis document, and areas of concern in scoring practice or rule knowledge. Position Requirements q Must be a minimum Level 3 with excellent knowledge of current rules and Scoretable procedures. q Must have excellent verbal communication skills and very good written communication skill.
