8 Presient s Report As note in last year s report, a major transition occurre in Basketball Victoria with the appointment of Nick Honey as the new CEO. Nick has ha his first full year in the big seat with more than a few issues to conten with. We also welcome Grant Wallace as the hea of operations incluing high performance for the state. Basketball in Victoria continues to prosper an grow at a rate well above emographic growth. Pleasingly this is the case in both country an metropolitan areas. Victorian Country participant numbers are now closely chasing total NSW numbers. These results o not just happen by accient; they are the result of eliberate intent, extensive planning an sustaine effort by many people across the broa canvas of our great sport. One outcome of this is the problem we have been talking about for sometime, i.e the availability of courts, particularly in the growth areas of Melbourne. The interim Victorian Senior Basketball Commission has been establishe an its members have supporte Darryl in continuing the league s evelopment. The VJBL continues to be the premier (an by far the biggest) junior representative league in the lan with an ever increasing number of participating teams. Looking to the future there are two key areas I nee to mention. Firstly, there are many statistics available in basketball; however, none of them are efinitively accurate in Victoria. While we are experiencing growth that is very satisfying we know very little about our participants. We have a team registration moel in metropolitan Victoria which masks the actual numbers of participants. In the information age this is clearly an unsatisfactory position an government is looking to all sports to provie participation ata which is accurate an upate on a regular an reliable basis. The Australian Sports Commission expects the top sports, of which basketball is one, to have ata that will inform government policy an importantly, funing ecisions. 9 Chief Executive Officer s Report When I starte in the role of CEO of Basketball Victoria in February 2013, I was immeiately struck by the sheer scale of the sport of basketball in this state. Since then, I have been privilege to meet an work with many iniviuals an groups involve in Victorian basketball incluing players, coaches, referees, aministrators an many passionate an eicate volunteers. Although the large number of Victorian basketball players is impressive with more than half of Australia s registere players coming from Victoria I have been particularly encourage by the passion an skills exhibite by the volunteer Basketball Victoria workforce. From the thousans of club an Association coaches to the Boar an committee members, from staium managers to the referees, it appears that Victoria s competitive basketball avantage can be measure not only in terms of quantity but also in terms of quality. In my role, it has quickly become apparent that one of the greatest challenges for Basketball Victoria is to make the most efficient use of scarce resources by ensuring that all organisational components are pursuing the same goals an working towars a single vision. However, when face with a vast, structurally complex, not-for-profit organisation that relies on the efforts of thousans of ifferent iniviuals, in ifferent parts of the state, achieving organisational alignment is no easy task. The Basketball Victoria Strategic Plan lists six pillars that highlight the key BV Strategic priorities namely, people, inclusion, growth, facilities, awareness an leaership. Significant progress was mae in 2013 towars achieving some of the goals liste uner these pillars. However, after evaluation of an refinement to the strategic eliverables, further work must be unertaken to ensure that BV has the correct structures an appropriate resourcing in orer to eliver the strategic priorities an, ultimately, a single vision. I am happy to report that BV has recore another excellent year of growth, with Basketball Victoria Country recoring a 4.4% increase in iniviual registrations, reporting a figure of 42,902 for The Victorian metropolitan team-base registration figures also show an overall growth of 6.2% from 15,278 teams to 16,236 teams. Clearly, increase eman can lea to the evelopment of other significant issues such as insufficiencies in playing an training facilities, the number of suitably qualifie referees an coaches an the amount of playing time available ue to fully subscribe playing rosters. NICK HONEY Chief Executive Officer Financially, the organisation continues to maintain a healthy balance sheet. Although reporting a small eficit for the year ue to some unbugete one off expenses associate with the move to the State Basketball Centre, the core BV business is robust. Coach Eucation, BVC have liste 3 x Level 1 Coaches 2,782 Courses for the Gippslan Region (Sale April, Moe June, Korumburra August) an 1 x Level 2 Coaches Course (Southern Pen July). The Level 1 Coaches Course content has been reworke an now fits into a one ay course at a reuce rate an reflects the change in availability of volunteers to complete accreitation. Most States in Australia now offer a one ay course for Level 1 Coaches Accreitation. Association Tournament Referee Plan, This ocument is currently in raft format an has been release to Associations with expectation that the final ocument will be release prior to the BVC AGM. The ocument guies Associations through the process of obtaining referees for Association tournaments, what Associations shoul be offering referees as a base an then epening on what further incentives might be offere (eg., Travel, Accommoation). Also a checklist or action plan for Associations in the lea up to the tournament. ClubHelp, Relaunch the ClubHelp resource through Leisure Networks. The ClubHelp website has a wealth of information for local Associations, from raft buget plans, position escriptions for committee members, how to run committee meetings, funraising assessments, event management assessments, just to name a few. It is important that we o not try to reinvent everything an utilise what is alreay in the marketplace. As part of the Gippslan Regional Plan, BVC will be completing a small project aroun keeping girls in our sport which was ientifie by the Associations in Gippslan as a major issue. 20 Basketball Victoria Country Capitation process The BVC Commission resolve in July 2013 to introuce compulsory online registration for all participants from 1 October This ecision has three main elements: a) All participants from October 2014 will nee to register online, whether they pay online or not. b) Coinciing with this, BVC will actively encourage online payments, which will be split at the time of the payment. So, the iniviual pays online, an a portion of that payment goes straight to BVC (Affiliation fee) an the remainer to the Association itself a number of Associations have encourage us to take avantage of this technology alreay. Moving to this also reflects the excellent practise starting to happen in other sports. c) BVC will provie incentives (via rebates) to Associations who achieve a minimum percentage of online registrations an payments, starting from 2015 this in part will recognise the work that Associations will have to o to help launch this new process. Why are we oing this? In 2013, much of the Commission s time has been spent reviewing affiliate Associations who have not passe on to BVC the affiliation fee that is collecte on our behalf. We estimate that our senior staff are spening 2-3 ays per month on these matters, be that following invoices or meeting with Associations in arrears. It was clear to the Commission that we nee to change our approach to the collection of the fee. At one point this year, over $150,000 was staning at 60+ ays as age ebtors for affiliation fees. It simply takes a great eal of time. a result, an increase in tener bis has been receive The Traralgon Amateur Basketball Association won the right to host the BVC U12 Country Championships in the Latrobe Valley for 2013 an The 2013 event was a success an with the assistance of the Latrobe City Council, the event was well supporte locally. Following the championships, an inepenent economic assessment was complete an it etermine that the economic benefit to the region for hosting the 3 ay event in April was approximately $1.5m. BVC staff an operations Whilst stability of staff was a large factor in the evelopment of BVC programs, there were changes in some areas. Brenan Joyce was appointe as the BVC High Performance Coorinator in September 2012 an ha an immeiate impact on the BVC programs. Brenan was successful in obtaining the role of the Australian Opals Hea Coach an eparte our organisation in May Following a review of High Performance in Victoria, the BVC position was transferre to the Operations epartment at BV. A review also conclue that Victorian State Teams shoul be aministere out of the Operations epartment at BV an this occurre late in Basketball Victoria Country Affiliation Associations were affiliate with Basketball Victoria Country, with 43,016 registere participants for the year. This figure surpasses the 2012 figure of 40,930 an the 2011 figure of 38,299 an equates to an approximate 5.25% increase in registere participants in The top ten Associations in 2013 were: As usual, it is a minority of Associations who o this, but in sport, it is the exceptions that take much of our time. Last year I spoke about, change an the great leap of faith with the merger of the states two U/23 elite leagues to form the Big V Molten Victorian Youth Championship. 22 Melbourne Metropolitan Basketball League The MMBL has complete its 20th year of competition, congratulations to all who have been involve uring this perio The MMBL has been excellent in proviing a stepping stone for eveloping players an a competition where players who have represente their clubs since juniors an still want to play for their Association but not tie own to weeken basketball. As recors show the Melbourne Metropolitan Basketball League was first introuce to competitive competition back in 1994 after 12 months in the planning, then 12 months with assistance from Basketball Victoria staff before staning alone. Basketball in Victoria at Championship level ha been previously organise by Victoria Basketball Association (VBA) Victorian Men s Committee an Victorian Women s Commissions. These Commissions were not only running weekly competitions from the ol Albert Park Staium but Invitation competitions, exhibition games an supporting visiting touring groups. During this time basketball in Victoria was viewe by all other states as the place to be for many years. Moving in a ifferent irection VBA ecie to only operate one Championship level an remove all lower Divisions to alternate venues an omestic competitions. The Women s Commission instigate iscussions with the Men s Commission an formally agree to the introuction of one combine competition, hence the start of the Melbourne Metropolitan Basketball League. The ecision was mae to not require representatives from these committees to atten bi-monthly VBRA meetings, but rather give them the alternative to atten any meeting (with prior notice of the items neeing to be iscusse) an/or submit a written report of their activities. All meeting papers are now hel online to make them available to Boar members to review, comment an/or amen prior to attening meetings. Our Rules of Management have been upate to cater for changes in the governance of larger Associations, where referee groups come uner the irection of the Association. In these we acknowlege the nee to ensure that our members continue to receive the support an guiance of the VBRA, while acknowleging the capacity of the changing governance of some larger Associations to reinforce an eliver these. The Grass Roots committee has one great work on policy evelopment an is looking towars focussing more on resource evelopment an making this irectly available to referee avisors in Associations. A range of resources (Power Points, upgrae courses, vieo clips, VBRA policies etc.) are available for affiliate Associations on a USB rive. These will be regularly reviewe an maintaine to ensure currency. We must continue to recognise the continuing achievements of our members each year. Similarly, congratulations go to Bill Milenhall for his appointment as a Technical Avisor to FIBA a personal honour as a well as an honour for our Association, our State an inee, our Country. As mentione in the opening paragraph, Basketball Victoria, in conjunction with the VBRA, has been conucting a review of the role of technical officials in the Victorian Basketball framework. By being covere by Basketball Victoria s Incorporate status, we will be able to remove this from our governance structure. This will require a special meeting of members at some point uring the year. By then, we will have worke to amen our Rules of Management an evelope a new organisational structure to allow us to work closer with the whole basketball organisation BV, BVC, The Leagues an Associations. 27 Tribunal Report 2013 saw a small rop in Tribunals. This was very pleasing but the ba news is that we continue to see an increase in texting, Facebook an other social meia cases. Approximately 361 iniviuals an 42 teams were foun guilty by Tribunals of 1 or more offences. This is a consierable ecrease over recent years an continues the general tren ownwars. Most of the teams were place on bons but some iniviuals also receive bons. No life bans were impose. There was a small increase in spectators appearing before the Tribunal with 13 this year. Of the 7 coaches foun guilty of offences, a number of those were also parents of chilren involve in the game. It was hope that the tren towars lower spectator numbers over the last few years will continue. However, we are still below the numbers we ha several years ago. The following chart inicates the trens over the last few years Teams Teams Iniviuals Total Of the 9 appeals consiere by the Basketball Victoria Appeals Officer, only 4 were grante re-hearings, two on the grouns of new evience being available that was not available at the time of the original hearing an the other two on proper notice not having been given for the hearing.
