10 SEEDING: Seedings and pairings will be determined following the final Patriot League regular season game on Sunday, February 26, In the event of a tie for any position, the tie-breaking procedures in the Patriot League Policy & Procedures Manual will be used: FORMAT: General: Bylaw XV-Article A-8-a-b Men: Bylaw XVI-Article B-3-a-i-ii Women: Bylaw XVI-Article C-3-a-i-ii The tournament format is based on seeding. To host, a team must finish first or second in the League standings: Quarterfinals (game times will be 5:30 and 8 p.m.) #1 Seed to host mini-tournament featuring #8 and #4 versus #5 #2 Seed to host mini-tournament featuring #7 and #3 versus #6 The women will play Thursday (March 2) and men will play Friday (March 3). At press time, the League s Television contract was still under negotiation. Semifinals (game times will be 1 p.m.) #1/8 winner vs. #4/5 winner at #1 s venue (regardless of outcome in Quarterfinals) #2/7 winner vs. #3/6 winner at #2 s venue (regardless of outcome in Quarterfinals) The women s semifinals will be Saturday (March 4) and the men s will be Sunday (March 5). At press time, the League s Television contract was still under negotiation. Championships The women s Championship will be held at the highest remaining seed at 7 p.m. on March 8, broadcast on PLTV. The men s Championship will be held at the highest remaining seed at 4:30 p.m. on March 10, broadcast on ESPN2. 7

11 FINANCIAL INFORMATION: The following cost-sharing policies are in effect for the 2006 Patriot League Basketball Tournament and Championship games: A. Tournament Games 1) Traveling Teams At the conclusion of the tournament, each institution whose team travels will submit a reimbursable expense form to the Patriot League office. The following categories and limits will be reimbursable: Transportation: The actual, documented amount expended. Per Diem: The actual documented amount spent, provided it does not exceed the figure yielded by multiplying the number of the travel party (not to exceed the reimbursable travel squad limit of 23 each for men and women) by: $50 for each day of the official practice and competition involving an overnight stay and $25 for the day of departure from the site (an overnight stay is not required). The maximum reimbursable travel squad number is: Lower of actual number or 23 each for men s and women s teams. (Maximum of 15 players.) 2) Host Teams A proposed budget for Tournament games must be submitted to the League office by February 14, 2006 for approval. No additional expenses can be submitted by the host institution unless approved in advance by the Tournament Manager or Executive Director. Following the Tournament games, the host institution will submit to the Patriot League office a complete financial statement and appropriate documentation (e.g., copies of paid invoices and itemized details) to include all revenue and approved expenses. 8

Once approved no additional expenses can be submitted by the host institution unless approved in advance by the Tournament Manager or Executive Director. Following the Championship game, the host institution will submit to the Patriot League office a complete financial statement and appropriate documentation (e.g., copies of paid invoices and itemized details) to include all revenues and approved expenses. A check for net income (all income minus approved expenses) must accompany the financial statement. 9

13 C. Financial Reporting 1) Deadline Traveling team and host institution financial reporting forms are to be submitted to the League office no later than April 7, (The Executive Director reserves the right to impose a financial penalty for late submission of reports.) 2) Settlement a. After all tournament and championship game expenses and League office expenses are met, net income from all tournament and championship games is applied to determine the total net income or expense. b. Total net income is then distributed to institutions based proportionately upon their reimbursable travel expenses. c. If a net deficit is incurred after all tournament and championship expenses have been paid, but prior to reimbursement of any institutional travel expenses, each institution and the League office will pay an equal share of the deficit. d. If additional revenues remain after institutional travel reimbursement, those revenues will be distributed with each institution and the League office receiving an equal share. Tournament expense reports are included in this manual [see Addendum D for traveling team expense reporting for tournament AND championship and Addendum E for Host for Tournament, as well as Addendum F for Host of Championship game]. Please submit a form for men's and women's teams, and a separate report if involved in the championship games. 10

15 SECTION II POLICIES AND PROCEDURES Unless stated otherwise in this handbook, all Patriot League regular season basketball procedures are in effect during the tournament. ADMINISTRATION OF TOURNAMENT: The administration and conduct of the Patriot League Men s and Women s Basketball Tournament shall be under the jurisdiction of the Patriot League Executive Director. ARRIVAL OF PARTICIPANTS: The official team parties are to enter the building with passes being displayed. Based on the host venue, the travel party may enter through the front or rear entrance which will be relayed to each traveling team. A representative from the host institution shall be on-site to meet the visiting teams and direct the group to the locker rooms. All players, coaches and staff must display passes for admittance to venue and access to seating/locker room areas (unless student-athletes are in uniform). ATHLETIC TRAINING ROOM: An on-site athletic training room will be made available. Please contact the host institution for information and training hours. The athletic training rooms should open two and a half hours before the first game and remain open until one hour after the final game. An athletic trainer, team physician and advanced EMS must be on-site for all tournament games and the Championships. AWARDS - BASKETBALL: INDIVIDUAL AWARDS: Regular-Season Honors A vote of the head coaches determines award recipients. All award winners are announced during the pre-tournament conference call and all studentathletes are honored via highlight videos at the Championship Receptions. The awards are: Player of the Year Rookie of the Year Coach of the Year First-Team All-League (Irrespective of position) Second-Team All-League (Irrespective of position) All-Rookie Team (Irrespective of position) Chris Graziano and Jessica Siegel, from the Patriot League media relations department, will forward ballots to the head coaches outlining the voting and nomination procedures. 11

16 Championship An All-Tournament team, consisting of five (5) players total will be selected jointly by certified media representatives and other designated selection committee members following each Championship game. The tournament s Most Valuable Player will receive an individual award. Members of the All- Tournament team will also receive awards. Chris Graziano will coordinate the men s voting and Jessica Siegel will coordinate the women s. Members of the All-Tournament team will be announced after each Championship game. TEAM AWARDS: Tournament Each participating team in the Patriot League Basketball Tournament will receive a special tournament memento, championship t-shirt and commemorative championship program. They will be presented to the teams during the tournament s quarterfinal competition dates. Championship The rotating Patriot League trophy and a team championship trophy will be awarded to the championship team at the conclusion of the Championship game. Additionally, members of the championship team will receive a special commemorative t-shirt and hat and a Patriot League memento award, which will be ordered and delivered following the tournament s conclusion. Upon conclusion of the championship games, both teams shall remain on the court. The runner-up trophy and rotating League Trophy will be presented following the conclusion of the game during the awards ceremony, as well as the All-Tournament honorees. It will be the responsibility of the host institution of the Championship game to have a table ready for the awards. One eight-foot table shall be covered and skirted, and will be brought to the middle of the floor, at which time there should be an announcement made to the spectators regarding the awards ceremony. A ladder should be made available for the cutting of the nets as well. The League s Executive Director will conduct the awards ceremony in the following order: Announcement of the All-Tournament Team Presentation of Most Valuable Player Award Presentation of Runner-up Award Presentation of Rotating League Championship Trophy The coach of the winning team must remain present and on the court for the entire ceremony prior to participating in any interviews for radio or print media. The only exception is for Patriot League TV or ESPN2 interviews. 12

17 BALL BOYS/GIRLS: A maximum of four (4) experienced ball boys/girls should be provided for each game during the tournament two for each basket. T-shirts will be provided. BANDS: Each institution is encouraged to bring its school pep band to the tournament. The band is not to exceed forty (40) in number, including the band's leader or director, and must be in uniform in order to gain admittance to the host venue. Seating for the team bands will be determined once the host site is finalized. Bands will occupy the assigned seats only when their team is playing and must vacate these seats immediately following their institution's game. Each school planning to bring a pep band should complete the Band Reservation Form [Addendum B] and return it to Kaitlyn Cerco at the Patriot League office on or before February 15, Bands will not be permitted to play while the game is underway except during full-length timeouts. This includes drums or any other type of instrument. Use of electronic instruments is not permitted. If a band does not comply with tournament policies, they may be asked to leave the arena. Halftime will be fifteen (15) minutes in length. The host institution will coordinate halftime entertainment with the League office along with tournament promotions. Institutions wishing to perform during halftime of a game involving its team should notify Kaitlyn Cerco at the Patriot League office. BANNERS: Only League approved TV, radio and sponsor banners will be permitted in each venue for the quarterfinal and semifinals or at the sites of the championship games. Banners by Fans: Hand-held signs may be permitted at the discretion of the Facility Manager; however items which interfere with or obstruct spectators view will be removed. 13

18 BENCH AREA/BASKET ASSIGNMENT: Chairs Chairs will be set at each bench for 20 persons and Patriot League chair back covers will be placed over each bench seat. Only players in uniform (not to exceed 15 persons) and individuals displaying the proper credentials shall be allowed to occupy these chairs. Around the bench there should be appropriate coolers (for water and ice), cups, tissues, a trashcan and other courtesy items. For teams advancing to the NCAA Tournament, less bench chairs will be made available courtside. Designation The Host institution will occupy its normal team bench for its game and the higher seeded team in the earlier game should also occupy that same bench. The highest remaining seed (home) will occupy the Host team bench for the semifinals. The teams will warm-up away from their respective benches prior to the start of the game. Institutions may use any product they wish at the team benches unless the League s sponsorship agreements dictate otherwise. CHECKLISTS: Attached at the end of the document is an outline detailing Host Institutional and Participating Teams checklists of responsibilities. CHEERLEADERS/DANCE TEAMS: Each school will be permitted fifteen (15) cheerleaders, one (1) mascot in uniform and one (1) coach/advisor. Each school should complete the Cheerleading Squad Reservation Form [Addendum C] and return it to Kaitlyn Cerco at the Patriot League office on or before February 15, Cheerleaders not in uniform will not be admitted into the tournament location or the sites of the championship games. Cheerleaders must remain out of the playing area until it is time for them to occupy their assigned area. No cheerleaders or mascots will be allowed on the playing floor unless their team is playing. During the game the cheerleaders and mascot must remain at their end of the playing floor. 14

19 Electronic amplifying devices will not be permitted. As per NCAA basketball championship policy, megaphones (not electronic) may be used for voice amplification, but they shall not be used as noise distraction. This includes pounding them on the floor or striking them with the hands or other objects while the game is in progress. Halftime will be fifteen (15) minutes in length per game. The host institution will coordinate halftime entertainment with the League office along with tournament promotions during halftime. Institutions wishing to perform during halftime of a game involving its team shall notify Kaitlyn Cerco at the Patriot League office. If possible, the Host institution will provide a changing room but the area may not be secure. Money, jewelry or other valuables should not be left in the room. The Patriot League and Host institution are not responsible for lost or stolen items. *If an institution wishes to bring additional dance team members, tickets must be purchased for those individuals and they must occupy seats off the floor while the game is in progress. The following game format will be in effect: *All full-timeouts will be used for institutional spirit activities once tournament announcements and promotions have been completed. *Institutions will alternate timeout performances. The first timeout will be allotted to the home team (higher-seeded team). *Halftime band performances will begin with the institution that is leading the game at the half. In case of a tie, the home team (higher-seeded) band will play first. *Pre-arranged halftime performances will be limited to three (3) minutes for each participating institution. However, teams should be prepared with two-minute routines in case they perform during a halftime with tournament promotions. *Taped music (cassette or CD) must be provided to the sound technician at least thirty (30) minutes prior to game time. A director or team representative should remain with the sound technician during the performance to let him/her know when to start and stop the music. CONFERENCE CALL: The League office will schedule a conference call with the Host institution(s) on Monday, Feb. 27 to review the Tournament budget as well as the overall operation of the Tournament. 15

20 CROWD CONTROL: The responsibility for crowd control of institutional fans and representatives rests with the Directors of Athletics or their designated representative. The Directors of Athletics of the competing institutions are expected to communicate with their student-athletes and fans prior to the competition to encourage enthusiastic support within the confines of good sportsmanship. The Patriot League and the host institution of the games will work to provide adequate security and/or ushers, in uniform, for effective crowd management. The Tournament Manager or Host Site Director, or a designated representative, will be prepared to utilize the public-address system at the first sign of unsportsmanlike crowd behavior and request cooperation in maintaining the proper competitive environment. The following announcement will be made prior to the start of each tournament game: Ladies and gentlemen, the Patriot League and (Host institution) promote good sporting behavior by student-athletes, coaches and spectators. We encourage everyone to actively support all participants of today s game, and ask that you express your enthusiasm in a respectful and sporting-like manner. [Please note that the possession and consumption of alcoholic beverages (and use of tobacco) are prohibited. Spectators are not allowed on the court at any time.] Thank you. In keeping with NCAA rules, artificial noisemakers, air horns and electronic amplifiers will not be permitted, and such instruments will be removed from the playing and spectator areas. Bands or any component thereof are not permitted to play while the game is in progress. The Tournament Manager, or a designee, with assistance from institutional administrators, will be responsible for enforcing these provisions. DOORS OPEN: Doors will open 90 minutes prior to the first contest. 16

21 FILM/VIDEOTAPES: Each participating team may have a single camera operator videotape its respective game. The team representative is not permitted to have an assistant during filming/videotaping and is only permitted to document their team s game. Videotape locations will be determined by the Host institution, in conjunction with the League office. Upon completion of the game being videotaped, the operator will be required to depart immediately from the videotaping area in order for other video operators to establish their shooting positions. If the contest is a featured game in the Patriot League Television package, the League will provide a tape copy of the contest following the conclusion of the game, unless there are technical difficulties. Tapes of Patriot League TV games must be picked up immediately following the conclusion of the game. GAME PROGRAMS: The Patriot League and University Sports Publications (USP) will be responsible for printing and advertising sales of the tournament program. The Patriot League and USP office will coordinate the inclusion of program copy with institutional SIDs. Twenty-five (25) copies of the official tournament program will be distributed to a representative from each team during the tournament. Teams desiring additional copies will need to make arrangements with the League staff and may purchase them at $4 per copy by contacting the League office. Host institutions are required to have at least two (2) program sellers and must provide a start-up cash box and complete accounting of programs sold. GAME STAFF: The Host institutions will secure game staff. This will include: official scorer; timer; shot clock operator; statistics crew; public address announcer; spotter; television timeout coordinator (if applicable); ball persons; training and medical staff; ticket staff; security; team escorts; game program and merchandise sellers, etc. Table crew members will be paid $40 per game and PA announcer will be paid $50 per game. Stat crew members will earn $40 a game for three (3) people. Spaces must be held at the Scorers Table for an official scorebook, home scorebook, visiting team scorebook, as well as for timeout coordinator and fourth official. GAME TIMES AND TIMING PROCEDURES: Game times are as follows: Quarterfinals: 5:30 p.m. and 8 p.m. Semifinals: 1 p.m. The League s timing sheets for televised and non-televised games are attached as Addendum G. All tournament and championship games will follow the NCAA 16-, 12-, 8- and 4-minute media timeout formats if electronic media is present. 17

22 HOSPITALS: Each Host institution will be responsible for providing the visiting teams with information on the closest hospital, to include address, phone number(s) and directions. HOSPITALITY: Only individuals with the proper credential will be given access to the Media/VIP Hospitality area. Those who have ALL ACCESS, MEDIA/VIP credentials will be allowed into the Hospitality Room. Coaches will be admitted with the PARTICIPANT Pass featuring an All-Access sticker. At a minimum, the following Hospitality should be provided: Officials drinks in locker rooms (halftime and post-game) Student-athletes 10 pizzas delivered to the team locker rooms following competition with various drinks provided (23 people) Media/VIP Sandwich/light buffet and drinks to be provided both days. Food should be available a minimum of one-hour prior to the start of competition through halftime of the second game on the first day of competition. Snacks and drinks should be available until one-hour after the day s last game. A stipend of $2,000 will be provided to each Host institution to cover the expense of the hospitality. HOST FACILITY AND EQUIPMENT REQUIREMENTS: The Host institution is responsible for having a backup backboard (and upright support, if appropriate), and back-up score clock and shot clock in position and immediately available during the tournament games. An electrician should be onsite for each game. Any costs associated with the above listed arrangements are the responsibility of the Host institution. Host institution should be prepared to clean and straighten benches at halftime of each game, as well as to clean court. The venue needs to be set for basketball at the following times: Women: 2 p.m. Tuesday through conclusion of games Men: 2 p.m. Thursday through conclusion of games HOTELS: All institutional rooming needs MUST be arranged through Susan Skurka at or at sjsteams@aol.com. The team and Tournament Headquarters hotel will be determined once the Host venues are finalized. 18

23 INDIVIDUAL ELIGIBILITY: Only student-athletes eligible under NCAA and Patriot League rules may compete in the tournament. Member institutions are required to verify the eligibility of their student-athletes prior to beginning of the tournament and to withhold ineligible student-athletes from tournament competition. The travel squad size limit is 15 student-athletes. LAUNDRY: The Host institution is responsible for laundry services for visiting team(s) which advance to the semifinals. A Host contact will be provided to each visiting team. LOCKER ROOMS: A minimum of six (6) locker room spaces must be provided by the host institution. This will include a locker room for each participating team (4) and two for officials (2). The following items must be provided in the team locker rooms: Towels, soap, drinks, dry erase board, training table (if not in training room), key to locker room or attendant to allow entry and 10 pizzas following competition. Official locker rooms (two for women s contests if mixed gender crews are assigned) should include: Towels, soap, drinks and an attendant to secure and allow entry. Access to the locker rooms and adjacent areas will be by credential ONLY. Only participating teams and credentialed staff (coaches, managers, athletic trainers, sports information) and tournament administrators are permitted in locker rooms areas. Locker room assignments for games will be made on a daily basis and will be clearly marked with signage. While the locker rooms will be secured, teams should avoid leaving items of value in the locker rooms. The Host institution and the Patriot League are NOT responsible for loss of items of value. MEETINGS/VIP PARTY: At the conclusion of each of the semifinal games, an athletic administrator(s) from the team advancing to the Championship game will meet with Patriot League representatives to review Championship game details. Note: With the new split tournament format, there will not be administrative meetings in conjunction with the tournament. Additionally, there will not be a VIP Party at any of the Host sites. 19

24 MERCHANDISE/CONCESSION: Patriot League merchandise and game programs will be sold at all tournament and Championship games. These paid positions will include up to three people (including program sellers). Merchandise will include hats, polos, t-shirts, balls, etc. Merchandise area and program area/site will be mutually agreed upon by the Patriot League and Host and should be staffed when the doors open. The stands will remain open until 15 minutes remain in the second half on the game clock of the day s final game. Concession stands must be provided for all tournament and Championship games. This operation will stand-alone and will not be included on the tournament budget. The stand(s) should open when the doors open and remain open until at least 10 minutes remain in the second half on the game clock of the day s final game. MUSIC: The higher seeded team s music (or Host) will be played during all warm-ups. NATIONAL ANTHEM: The National Anthem will be played before the first game of each session and prior to the semifinals and both championship games by the band of the highest-seeded team, sung by an individual or played by tape. Coaches and players are required to be present courtside for the playing of the National Anthem. The Host institutions are responsible for ensuring that an American Flag is on display or a Color Guard is present. OFFICIALS: Patriot League Coordinators of Officials, Mickey Crowley (men) and Renee Dorfman (women), will determine game officiating assignments with the approval of the League office. A standby official will be assigned to the scorer s table. The institution is responsible for paying the officials (game fee, travel and per diem). Checks must be made available and handed out to the officials following the Championship games. Assignments for each game will be given to the competing teams one and a half hours before their respective games. Officials will be provided with dressing rooms that will be clearly marked on the day of the contests. Drinks and towels are to be supplied in the officials locker rooms, however meals are not necessary. Parking for officials will be determined based on the Host institution s parking arrangements. The scoring table crew MUST be available to meet with the game officials to discuss rules, changes and other necessary items seventy-five (75) minutes prior to the start of the first game and between games. 20

25 OFFICIAL BALL: The Anaconda Soft Rock ball (Men s MG-4000-SK-PL) will be the official ball of the Patriot League Men s Basketball Tournament and championship games. At press time, the official women s ball was still up for negotiation. An appropriate number of balls will be provided to the Host institutions for the games. However, the Host may wish to supplement the number of balls provided in the quarter and semifinal rounds, as well as at team shooting practices. PARKING: Based on the institution s parking availability, reserved spots will be made available for VIP, media and game officials. The Host institution should make its best effort to accommodate two (2) VIP parking spots per team (6 spots) and two (2) spots for the Patriot League and three (3) spots for officials, for a total of 11 spots. There should be a designated parking area for team buses and/or vans. There will need to be locations for three buses for the quarterfinals and one or two for the semifinals. PARTICIPANTS ADMISSION TO ARENA: Each team will be issued twenty-three (23) participant passes. These passes are for coaches, players (not to exceed 15 in number), managers, athletic trainers, team physician and other team personnel. A separate pass will also be made available for the Sports Information Director covering the team. Entry for the teams will only be at the designated entrance. No one will be admitted without the appropriate credentials. Teams must complete the enclosed Tournament Participation Form and return it to Deb Bogert on or before February 15, Only individuals listed on the form will be issued passes. Any person who is not wearing the special participant pass or in team uniform will not be admitted to the arena. There will be no exceptions to this policy. PRACTICE SESSIONS: Each team will be assigned a timed shoot-around practice time of 55 minutes on the day of competition. Assigned practice times are based on tournament seeding with the Tournament Manager or a designee having the authority to adjust times to accommodate arrival schedules of traveling teams to the Host venue. Each institution should notify the Host institution of its team travel plans as soon as possible on Monday, Feb. 28 so that a practice schedule may be finalized. There are no practices allowed at the competition venue on the day prior to quarterfinal competition, with the exception of the Host institution. All practice/shoot-around 21

26 sessions are optional. Each team must confirm with the Tournament Manager or a designee if it intends to utilize the session assigned. Teams advancing to the semifinals will be assigned a two-hour practice slot based on venue availability. 27 RIM TESTING: Each institution has passed the NCAA Rim Testing rule prior to the start of the regular season. The League will re-test rims prior to the men s and women s Championship games. SECURITY: Each Host institution must provide the League office with a complete arena layout with a security plan at least two weeks prior to the tournament and Championship if the institution has the potential to Host. There must be a uniformed officer or security representative with each team and game officials. Additionally, all exit/entry doors must be secured and have coverage. SCORER S TABLE: Seating at the scorer s table shall be assigned by the Host institution in conjunction with the Tournament Manager and restricted to the following: official scorer, home and visiting scorers, clock operator, shot clock operator, public address announcer, spotter, music operator, television timeout coordinator (if applicable), alternate official (seated next to the time and official book) and designated tournament staff. The official scorer will wear a striped shirt. For the Championship games, all table personnel will wear the official tournament clothing. An X will be placed on the floor in front of the official scorer s table where players must report when substituting. Back-up timing devices must be readily available. The official NCAA basketball box score shall be used for all games. The League office will provide an NCAA scorebook for all games. SCOUTING: When an institution s team is not playing, two (2) scouting seats at the end of Press Row for members of the team s coaching staff will be available. Team scouts must use their participant pass for admission. No seats will be reserved for scouting purposes at the Championship game. All outside requests for scouting seats should be directed to Chris Graziano and Jessica Siegel at the Patriot League office. 23

28 SIGNAGE: Subject to arena limitations, Host institutions will be required to display Patriot League banners and a number of corporate sponsorship banners in the arena. The Patriot League will control all arena and courtside signage. All courtside tables should be draped with a single-color table bunting. Scorer s Table: The Patriot League will provide signage to cover the Scorer s Table for the men s and women s tournament and Championship games. This cameraangle, scorer s table signage will prominently feature the Patriot League Basketball Tournament. The Patriot League will identify a location for CSTV and ESPN2 signs for the games broadcast on TV. The League will not cover other signage in the facility (i.e., scoreboards, concourse, entry, etc.). Basket Stanchions: For the tournament games, the League office will provide Patriot League logos to be prominently displayed on the basket stanchions (if utilized). Chair Back Covers: For the men s and women s tournament and Championship games, the League office will provide Patriot League chair back covers to be displayed on each courtside bench seat. SITE RESTRICTIONS: Institutional polices will be followed including emergency evacuation plans. STAFFING, LEAGUE OFFICE: One Patriot League staff member will be assigned per venue to facilitate and oversee the tournament operations. More than one PL individual may be present if available. 24

29 STUDENT-ATHLETE GIFTING: The League purchased student-athlete gifts (fleece pull-over) will be delivered to each institution at the conclusion of the Championship once the team returns its sizing order form. The Host institution is responsible for placing game programs in each team s locker room. STUDENT-ATHLETE HOSPITALITY: Ten (10) pizzas will be delivered to each team locker room following competition with various drinks provided (23 individuals). TELEVISION: At press time, the League s Television contract was still under negotiation. The Women s Championship game, which will be broadcast as part of the Patriot League s TV package, will tip-off at 7 p.m. on Wednesday, March 8. The Men s Championship game, slated for Friday, March 10 at 4:30 p.m., will be broadcast live on ESPN2. TICKET PRICES: The League office has established ticket prices for the 2006 Tournament. Tickets are available through each institution. The League should receive 25 tickets (12 in prime location) per venue for the tournament and Championship games. See Championship Section for seating policies for the Championship games. Seating assignments for the quarterfinals and semifinals will be dictated by the Patriot League Executive Director. Pre-sale tickets have been distributed and each institution must block 2,000 seats for quarterfinal/semifinal games for any pre-sold tickets. 25

30 TICKET AND WILL CALL WINDOWS: Box Office Windows should open a minimum of 90 minutes prior to the first game of each day of the tournament. The Host institution should arrange and staff a specially-designated Will Call Window for the players pass gate. Proper identification is required for all Will Call pick-ups. NCAA rules will be strictly enforced. Any institutional lists/tickets must be presented during the team s shoot-around by the school s ticket representative or designee. Additionally, the ticket representative must be accessible during the course of the day if ticket issues are presented. Players families should be encouraged to arrive for games in which they have interest at least one hour before game time. Each institution will receive four complimentary tickets for each student-athlete participating on their men s and women s teams. TOWELS: Towels will be provided for each visiting team in each locker room, however please be advised that teams will be invoiced for any missing equipment. A limited quantity of towels will be made available for cleaning the floor and game balls. UNIFORMS: Each competing team should bring both light and dark uniforms to the tournament. For each tournament game, the highest-seeded team will wear light uniforms and be designated as the home team. During practice, post-game activities, press conferences and awards ceremonies, participants may not wear apparel other than the institution s game uniform, practice uniform and/or warm-up. The manufacturer s label may be displayed on the product provided it satisfies the NCAA apparel logo rule. VIP, INSTITUTIONAL REPRESENTATIVES: Eight (8) complimentary tickets and credentials will be provided to each institution. No additional complimentary tickets other than League-approved player comps, will be issued. Each school will receive the eight (8) passes in advance and the AD can distribute at his/her discretion for athletic department or institutional representatives. All VIP tickets will be left at host institution s will-call, along with the credentials. 26

31 WARM-UPS: The teams will warm-up at the basket away from their respective benches before the start of the game. Teams participating in the first game of a session may begin pre-game warm-ups a maximum of sixty (60) minutes before tip-off (clock will start a 60-minute countdown at 4:30 p.m. Thursday and Friday and at noon on Saturday and Sunday). Teams participating in the second game of a session may begin warmups as soon as the floor is cleared. There shall be a minimum of twenty-five (25) minutes between games. In all games, the court will be cleared at least five (5) minutes before the start of the second half. 27

33 MEDIA GUIDES/NOTES: SECTION III MEDIA RELATIONS INFORMATION Each institution must have available copies of game notes, statistics and their media guides by 2 p.m. on the first day of tournament competition for the men s and women s teams. This information MUST be received and made available to the media prior to the start of the tournament. In accordance with the League s Visual Identity Guidelines, the team notes MUST have a Patriot League logo prominently displayed. PHOTOGRAPHY: The Patriot League office will coordinate with the Host institutions to secure a photographer for the tournament (based on five [5] hours for quarterfinals) and Championship (based on three [3] hours). The expense items will be placed on the institutional budget. The Patriot League will retain ownership of the digital photos and images shot at each venue. The League will work with each Host institution to determine a shoot sheet of all needs for the tournament and Championship games. POST-GAME TIMING/COOLING-OFF PERIOD: A cooling-off period has been set-aside for a coach to be with the student-athletes in the locker room after each game. The following guidelines must be followed throughout the Tournament: 1. A 10-minute cooling-off period has been established for coaches to be with their student-athletes in the locker room after the game. The period begins when the head coach and/or players enter the locker room immediately following the game or after an interview (not to exceed four minutes) by Patriot League television. 2. A coach and/or player may participate in a post-game radio interview with the institution s radio outlet immediately following the conclusion of the game but will forego a portion of their cooling off period. A postgame radio interview will not be a valid reason to be late to the interview room. 3. If the head coach is requested for an interview by Patriot League television or another network producing the game, he or she must fill that request first prior to any other interview, including institutional radio. 4. The coach and at least two (2) players from the winning team must report to the interview room at the end of the 10-minute cooling off period. The players will be chosen by the media in a poll conducted by 28

34 the host SID prior to the conclusion of the game. If the need is not present, no formal press conference will take place. 5. A coach may shorten the cooling-off period, but may not extend it. 6. The procedure for post-game interviews will be the same throughout the Tournament. 7. The institution s SID will moderate their own team s press conference and will start it off by asking the head coach for his or her thoughts on the game. The moderator will then request questions for the studentathletes. After they have taken questions, the student-athletes may be dismissed and can return to the locker room. Questions may then be directed to the head coach. 8. During post-game activities, participants may not wear apparel other than their institution s game uniform, practice uniform and/or warmup, all of which must be in compliance with all NCAA rules (i.e., logos). 9. After fulfilling the commitment to the media staffing the Tournament, the head coaches may participate in other interviews. 10. If necessary, an institutional administrator may be required to escort a head coach to the interview room. PRESS CONFERENCES/ANNOUNCEMENTS: Press conferences and announcements for the tournament will be held according to the following schedule: MEN S Wednesday, March 1, 2006 at 11 a.m. Telephonic press conference with all 8 Men s Patriot League head coaches and members of the media launching the Tournament. Dial-in phone number will be released closer to the start of the season. During the call, the League will release the Men s Player, Rookie and Coach of the Year and All-League/All-Rookie Teams. WOMEN S Wednesday, March 1, 2006 at 1 p.m. Telephonic press conference with all 8 Women s Patriot League head coaches and members of the media launching the Tournament. Dial-in phone number will be released closer to the start of the season. During the call, the League will release the Women s Player, Rookie and Coach of the Year and All-League/All-Rookie Teams. Any other press conferences will be announced and coordinated with the on-site staff. COACHES REQUIRED MEDIA PARTICIPATION: The head coach of each team is required: * To participate in all media conferences scheduled in conjunction with the tournament. * To participate, along with at least two (2) players, in the formal postgame interview session conducted in the interview area and report at the time designated by the host media coordinator. If the press 29

35 conference is deemed unnecessary the head coach and/or selected players will answer questions outside the locker room. * To grant any on-court post-game television interview requested by the Patriot League. CHAMPIONSHIP GAME * If requested, grant an interview with ESPN2 on the day before or day of the Championship game at a mutually agreed upon time and place. PRESS CREDENTIALS: All requests for press credentials will be made each individual institution. The League will provide credentials that will over-nighted to the host institutions to then distribute. Priorities will go to those media outlets that normally staff Patriot League teams during the regular season. Credentials are for working staff members, and only those persons possessing credentials will be allowed to occupy space in the working areas or attend the post-game interviews. Spouses and children will not be allowed in any media area. Once the Hosts are determined an immediate advisory will be released by the League office to the media with contact information for requesting credentials at each institution. PRESS ROW PHONE NUMBER: The Host institution will provide each participating institution the phone number for press row. PRESS SEATING: Seating for members of the media (print, radio and television) with the proper credentials will be opposite the team benches and will be assigned by the Host institution, in coordination with the Patriot League office. 30

36 PUBLIC ADDRESS: The public address announcer for the tournament and championship games will be selected by the Host institution with approval by the Patriot League office and will be professional, courteous, non-controversial and refrain from cheerleading. It is the responsibility of the institutional sports information contacts to provide the public address announcer with pronunciations. The public address announcer will be given the pre-game timing sheets, the timeout policies and any special announcements. Only approved Patriot League announcements and emergency messages will be made over the public address system and/or displayed on any inarena scoreboard message center. Per League policy scores of other League tournament games must be announced twice per half. RADIO/TELEVISION RIGHTS POLICY: Television and radio rights of the Patriot League Tournament and championship games are the sole property of The Patriot League. Each school's designated official radio outlet will be assigned no more than three (3) working spaces. The Host institution must guarantee one free phone line for radio per school. Any additional lines are $100/line and should be coordinated with the Host SID. STATISTICS AND REPORTS: The computerized statistics program, StatCrew, shall be used for all tournament games. Courtside stat monitors may be available for use by radio and TV crews on press row. Halftime boxes will be distributed to members of the media and to each locker room. A play-by-play and full statistics packet will be available upon completion of the game and will be distributed. Box scores must be sent to the other host site during the quarter and semifinal rounds. Each participating SID shall update and duplicate his/her team s statistics after each game so that they are available three (3) hours prior to the team s game the following competition day in the media workroom. The Host SID should make his/her office available on the day between the quarter and semifinals for visiting SID and League office needs (Internet, printing, copying, etc.). Hours of operation should be announced by the Host SID on the day of the quarterfinals. GAME STORY The Host SID is required to write a neutral AP style story on League letterhead for all games at the site if an AP writer is not available. This includes games involving the Host team. Each story and game file should be ed to the proper basketball media relations contact at the League. 31

37 The League will pass on its fax blast list to the Host site for distribution of box scores and game stories. League produced cover sheets will be made available as well. TEAM INTRODUCTIONS: Following the playing of the National Anthem (for the first game of each session), the public address announcer shall introduce the starting players in the following order, alternating between the two teams, beginning with the lower-seeded team: Forward, Forward, Center, Guard, Guard. If no Anthem is performed, the announcer will begin with the above-listed line-up announcement order. The first player from the lower-seeded team introduced shall proceed to the jump circle at mid-court and remain there. Next, the first player from the higher-seeded team is introduced. The individual proceeds to the jump circle, and these two student-athletes shake hands; then each goes to the free-throw line in front of his/her respective bench. The second player form the lower-seeded team is introduced and shall move to the jump circle, and the same procedure is observed until the final starter from the higher-seeded team has been presented. The two head coaches will be introduced (lower-seeded team s coach first), and they will shake hands in front of the scorer s table. The League s sportsmanship statement will be read prior to the contest tip-off. WORKING PRESS ROOM: A working press room will be made available to all members of the working media with proper credentials. Space will be reserved for electrical outlets and telephone lines. There will be phone and fax lines available in the working pressroom. All outside calls must be made by credit card or collect. Courtside press row is equipped with phone lines for radio broadcasts. Computer monitors will be set up along press row for radio and TV broadcasters to view current games statistics. 32

39 SECTION IV CHAMPIONSHIP GAME PROCEDURES ATHLETIC TRAINING ROOM REQUIREMENTS: An on-site athletic training room will be made available. Please contact the Host institution for information and training hours. The athletic training rooms should open two and a half hours before the game and remain open until one hour after the game. An athletic trainer, team physician and advanced EMS must be on-site for all tournament games and the Championships. BUDGET: A proposed budget for the Championship game should be submitted for approval to the League office no later than 4 p.m., Monday, March 6, indicating all expenses for the Championship game. Table crew, statisticians and program/merchandise sellers will be paid at the same rate as Tournament personnel (see Addendum F for Host of Championship). CREDENTIALS: Credentials for the Championship games will be issued by the sports information office of the Host institution. Any questions regarding credentials for the men s Championship game should be referred to Chris Graziano, and for the women s Championship game to Jessica Siegel. DATE/TIME: Women: The 2006 Patriot League Women s Basketball Championship game will be played Wednesday, March 8, at 7 p.m. and broadcast on PLTV. Men: The 2006 Patriot League Men s Basketball Championship game will be played Friday, March 10, at 4:30 p.m. and broadcast on ESPN2. GAME PROGRAM: A Championship game program will be supplied by the League office. Host institutions are required to have at least two (2) program sellers and must provide a start-up cash box and complete accounting of programs sold. The host business manager (or ticket manager) will be responsible for collecting all program revenue and providing a complete accounting of program sales to the League office. 33

40 HIGHER SEED PRIVILEGE: The higher-seeded team/host team has the privilege of playing the Championship game on its home court. In the event that the higher-seeded team cannot host the game (i.e., no power in gym, fire, etc.) and the contest has to be moved, it remains the Home Team and will wear light colored uniforms. HOST FACILITY AND EQUIPMENT REQUIREMENTS: The host institution is responsible for having a backup backboard (and upright support, if appropriate), and back-up score clock and shot clock in position and immediately available during the Championship game. Any costs associated with these arrangements are the responsibility of the Host institution. Championship hosts will need to have the venue set Tuesday for women s and Thursday for men s. HOSPITALITY: Host institution will receive a stipend of $600 to cover the cost of hospitality for media, officials, VIPs and student-athletes. INTERVIEWS/INTERVIEW AREA: Following the Championship game, the losing team (coach and a minimum of two (2) players) will report to the media interview room first after a 10-minute coolingoff period, followed by the winning team. The 10-minute cooling-off period has been established for coaches to be with their student-athletes in the locker room after the game. The period begins when the head coach and/or players enter the locker room immediately following the game or after an interview (not to exceed four minutes) by Patriot League television. It is the SID s responsibility to get the head coach and at least two (2) players to the interview area to accommodate the post-game press conference schedule. If needed, an administrator should accompany the head coach to the media room following the cooling off period. If not done so on a regular basis, a formal interview area should be provided for post-game press conferences. If necessary, an institutional administrator may be required to escort a head coach to the interview room. (See Patriot League post-game policies on pages for additional information.) MERCHANDISE: The Patriot League office will forward to the Host institution Patriot League merchandise to be sold at the site of the championship games. The Host institution is responsible for providing an individual(s) to sell Patriot League merchandise and game programs and for providing to the League office a complete accounting of all sales. 34

41 OFFICIALS: Patriot League Coordinators of Officials, Mickey Crowley (men) and Renee Dorfman (women), will determine game officiating assignments with the approval of the League office. A standby official will be assigned to the scorer s table. The institution is responsible for paying the officials (game fee, travel and per diem). Checks must be made available and handed out to the officials following the Championship games. Assignments for each game will be given to the competing teams one and a half hours before their respective games. Officials will be provided with dressing rooms that will be clearly marked on the day of the contests. Drinks and towels are to be supplied in the officials locker rooms, however meals are not necessary. Parking for officials will be determined based on the Host institution s parking arrangements. The scoring table crew MUST be available to meet with the game officials to discuss rules, changes and other necessary items seventy-five (75) minutes prior to the start of the first game and between games. PRACTICE TIMES: Women: Each team will be allowed a closed two-hour block of practice time on Tuesday and a one-hour block of time on Wednesday on the game floor. All visiting and host team practice times will be approved by the Patriot League office. Game facilities should be reserved accordingly and priority must be given to the two competing teams. NOTE: A representative of the Patriot League will meet with the head coach and Sports Information Director of each institution for five (5) minutes prior to or following the team s shooting practice on the day of the game to review Championship game and award ceremony procedures. Men: Each team is allowed a closed two-hour block of practice time on Thursday and a one-hour block of time on Friday on the game floor. All visiting and host team practice times will be approved by the Patriot League office. Game facilities should be reserved accordingly. NOTE: A representative of the Patriot League will meet with the head coach and Sports Information Director of each institution for five (5) minutes prior to or following the team s shooting practice on the day of the game to review Championship game and award ceremony procedures. 35

42 PRESS ROOM AND HOSPITALITY: If not done so on a regular basis, a press room should be made available to the working press. The room should include telephone and electrical outlets. It is recommended that food and beverage service be provided for the media. PRESS ROW: If not done so on a regular basis, every effort should be made to have a full press row available. PUBLIC ADDRESS FORMAT: The Host's public address announcer will be given a formatted script to be followed when announcing the starting lineups. Only announcements approved by the Patriot League office may be read. The public address announcer must be professional, courteous, non-controversial and refrain from cheerleading. SCORER S TABLE SEATING: Space must be provided for an alternate official to be seated next to the timer and the official book. Space should also be made for two representatives from the Patriot League office and a TV timeout coordinator. SIGNAGE: Subject to arena limitations, Host institutions will be required to display Patriot League banners and a number of corporate sponsorship banners in the arena. The Patriot League will control all arena and courtside signage. All courtside tables should be draped with a single-color table bunting. Scorer s Table: The Patriot League will provide signage to cover the Scorer s Table for the men s and women s Championship games. This camera-angle, scorer s table signage will prominently feature the Patriot League Basketball Tournament. The Patriot League will identify a location for ESPN2 signs for the women s and men s championship games, respectively. Basket Stanchions: For the championship games, the League office will provide Patriot League logos to be prominently displayed on the basket stanchions, if available. Chair Back Covers: For the men s and women s Championship games, the League office will provide Patriot League chair back covers to be displayed on each courtside bench seat. 36

TICKETS: Women: There will be no complimentary admissions with the exception of four per student-athlete (60 per team) for the Championship game. Ticket prices will be $8 for adults and $4 for students with I.D. Eight (8) VIP tickets and passes will be provided to the visiting institution. Visiting team must provide a ticket manager to assist with player comps. 37

Ticket prices will be $15 for adults and $7 for students with I.D. Eight (8) VIP tickets and passes will be provided to the visiting institution. For both the men s and women s Championship games, the visiting school is permitted to purchase between 500 [minimum] and the number representing 33 percent of arena capacity [maximum] from the host school to sell on consignment at its campus. It is the responsibility of the host school to provide these tickets to the visiting school immediately following the conclusion of the semifinals or to be received by noon on Monday, March 6. All unsold tickets must be returned to the host school at least 24 hours prior to game time or the institution will be assessed the value of the tickets. Twenty-five (25) tickets (12 in prime location) are to be made available for the Patriot League office. If these are not required, they will be returned to the Host for sale. Designated Seating: For the Championship games, the Patriot League office has designated seating sections for each institution that equalize arenas for both participating teams. A minimum of 500 tickets and a maximum representing 33 percent of the arena capacity must be set aside for the visiting team. Tickets for these sections should be reserved seating. Home and visitor seating, including player bench placements, baskets designations as per the rule book, band placements, student cheering sections, etc., must all be regulated and approved by the Patriot League office. (This policy was approved by the Directors of Athletics in October 1998 and was distributed to each institution, with arena diagrams amended to show home and visitor seating.) Any questions regarding the specific requirements for an arena should be directed to the Executive Director. UNIFORMS: The host institution will wear light uniforms as the home team. During practice, post-game activities, press conferences and awards ceremonies, participants may not wear apparel other than the institution s game uniform, practice uniform and/or warm-up. The manufacturer s label may be displayed on the product provided it satisfies the NCAA apparel logo rule. Please consult the appropriate sections of this manual for all other relevant guidelines (bands, cheerleaders, etc.). 38

46 SECTION V CODE OF CONDUCT PURPOSE: The Patriot League was founded upon the principles of fairness, equality and excellence in academics as well as in athletic participation. It strongly supports the NCAA s core principle: promoting character development of participants and fundamental values such as respect, fairness, civility, honesty and responsibility. The Patriot League member institutions will ensure that their athletic programs promote and require the highest standards of sporting behavior and ethical conduct by all participants (student-athletes, coaches, staff and faculty). Additionally, the member institutions will require and demand the highest standards from all supporters (bands, cheerleaders, spirit groups, student bodies and spectators). Host institutions must provide venues that foster an environment of fair play and civility. This will allow the conducting of sporting events that properly showcase the student-athletes, member institutions and the Patriot League as a whole. The Executive Director of the Patriot League is empowered to monitor and require member institutions to enforce this Code of Conduct. INSTITUTIONAL RESPONSIBILITIES: Institutions will ensure that good sporting behavior and ethical conduct is promoted at all times. Each institution will actively support the Patriot League Code of Conduct and ensure that the policy is presented to all members of the institution on a yearly basis. Contents of the Code of Conduct will be included in an annual meeting with coaches and administrators. This information will also be provided at the annual orientation of incoming student-athletes and reviewed with all other student-athlete groups at the beginning of each academic year. Each institution will promote sporting and ethical conduct throughout the year. Institutional representatives and event management staff will be most vigilant during the conduct of any game or athletic event. In that regard host institutions will: 1. Ensure that an administrative representative of the host institution is present (or readily accessible) at all Patriot League contests and that he/she is charged with the enforcement of the League s code of conduct. The representative will identify him/herself to the visiting coach or administrator prior to the start of the contest. 2. Provide for adequate security, police and other game management measures necessary to protect the safety of student-athletes, coaches and officials, and to maintain adequate crowd control during home athletic events. 39

47 3. Announce a statement promoting good sporting behavior before each sporting event where a public address system is utilized and/or print the announcement in the game program. Public address announcers will be directed to announce the game in an impartial manner and assist event management with the promotion of good sporting conduct during the game. 4. Reserve or protect the seating or spectator areas immediately behind the visiting team bench for fans of the visiting team, where possible. 5. Ensure that members of the institution s band, cheerleading squad and other such spirit groups in attendance at athletic events adhere to the League s code of conduct. The home team s band is to be seated in areas on the home team s side or half of the playing venue. 6. Report incidents of poor sporting behavior or unethical conduct by studentathletes, coaches or institutional representatives to the institution s Director of Athletics within 48 hours of the incident. 7. Provide a written report of incidents that are a direct violation of Patriot League Standards as defined below to the Executive Director within 48 hours of the incident. The report will include the identities of the individual(s) involved and the Director of Athletics recommendation for a penalty and/or remedial action. The Executive Director is authorized to approve or alter the recommended penalty and/or remedial action. 8. Report in writing the removal or suspension of a student-athlete or institutional personnel from a contest for fighting or flagrant behavior to the Executive Director within 24 hours following the contest. The Director of Athletics will administer an immediate suspension of that individual(s) from the next intercollegiate contest, including Patriot League or NCAA championship competition, or if the last contest of the season, the suspension will be extended to the beginning of the next season. If warranted, the Executive Director may impose additional penalties for repeated suspensions by an individual within the same sport season. PATRIOT LEAGUE RESPONSIBILITIES AND PROCEDURES: The Council of Presidents is responsible for approving and modifying the Patriot League Code of Conduct. The Council of Presidents will invest authority in the Patriot League s Executive Director to ensure that all member institutions abide by the League s Code of Conduct and the authority to impose sanctions as deemed appropriate. The Executive Director will ensure that all facts regarding an alleged violation of the Code of Conduct are reported promptly following the incident. After all interested institutions and affected individuals have had an opportunity to present any facts or arguments regarding the violation, the Executive Director may issue a directive to an institution to take action on the violation. This action may include an admonishment or warning, a private or public reprimand, suspension of any person from attendance or participation in one or more events or games, forfeiture of any game or other actions as the Executive Director deems appropriate. 40

48 PATRIOT LEAGUE STANDARDS: The Patriot League requires the highest ethical conduct by all personnel and demands the highest commitment to integrity, ethical behavior and fair play in all athletic endeavors. In this regard, the following actions are considered to be inconsistent with the high standards the League strives to represent and instill: Publicly criticizing or making derogatory statements of an official, the Patriot League personnel or its policies, another member institution or any of its personnel, especially student-athletes. This includes comments with respect to their conduct, character, competence, integrity or appearance. Striking, attempting to strike or otherwise physically abusing an official, coach, student-athlete, cheerleader, mascot or other person in attendance at an athletic event. This includes throwing objects at an individual or onto the playing surface. Acts dangerous to others, unsafe behavior, inciting participants or spectators to violent or abusive action, obscene gestures, profanity or provocative language or action toward an official, student-athlete, coach, spectator, bench or score-table personnel. Defacing, destruction or theft of property associated with an athletic event, including property of the opposing team or contest officials. Taunting by spectators or cheering sections directed at opposing players, officials or coaches. Taunting includes disrespectful cheers focusing on an opponent s race, religion, sexual orientation or physical characteristics, or any cheer which is vulgar or obscene. Displaying signs or banners that contain offensive language or pictures, particularly displays that may be vulgar or obscene. Consumption of alcoholic beverages or public drunkenness by any individual at an athletic event. Cheating by coaches, staff or student-athletes in connection with any athletic event. This includes the use of drugs or unauthorized substances. Negative recruiting, including derogatory statements about another member institution, its personnel or its athletic program to a prospective studentathlete, the prospect s parents, high school coach or other persons interested in the prospective student-athletes. Any violation of local law, federal law or generally recognized standards of good conduct by any individual. 41

49 Special Requirements of Coaches: Coaches are expected to support the officials of a game and any public criticism of a game official is a violation of the League s Code of Conduct. In that regard, coaches are to avoid making any comments to the media concerning game officials. Coaches are not permitted to enter or attempt to enter the locker room of a game official preceding or following a contest. Coaches are to remain in their designated coaching and team areas and refrain from any action that would incite others in attendance at the contest. Coaches are expected to make reasonable efforts to discourage spectators from engaging in poor sporting behavior during athletic events. Coaches are expected to promote standards of fair play and good sporting conduct by their student-athletes by disciplining them for acts of misconduct or unethical behavior during games, practices and related functions. Coaches are to be mindful that a determination regarding the continuation of play of any scheduled contest is the responsibility of the game officials and that taking a team from any playing area is not the coach s prerogative. However, in instances where institutional policies related to safety direct a coach to vacate a playing area, the coach should respond accordingly. PATRIOT LEAGUE AWARD OF GOOD SPORTING CONDUCT: In the spirit of ethical conduct and sporting behavior, the Patriot League has established an Award of Good Sporting Conduct to recognize and honor exemplary sporting behavior. All Patriot League student-athletes, coaches, a team as a whole and staff members associated with a member institution s intercollegiate athletics program are eligible for the award. The definition of good sporting conduct is left to the discretion of the member institution with the understanding that the behavior should be at a standard beyond what is normally expected during the course of play. Award recipients will receive an Award of Good Sporting Conduct certificate, will be listed on the League s website and will be publicly recognized at an institutional event. (This is an abridged version of the Patriot League Code of Conduct. 51 SECTION VI WHO WE ARE WHO WE ARE: The Patriot League is a unique collection of highly selective colleges and universities linked by a number of common values. Our institutions are relatively small in size and are focused on providing the highest quality education to our undergraduate students. We believe athletics can play an important role in the overall educational experience, and we are committed to athletics at the highest level of competition, NCAA Division I. We are determined to admit and graduate scholar-athletes who succeed in the classroom as well as on the field. In , for the sixth straight year, the Patriot League had the highest graduation rate of scholar-athletes among all Division I athletic conferences that award athleticrelated financial aid. Patriot League teams compete at the highest levels of NCAA competition and numerous Patriot League scholar-athletes are recognized annually as All-American. The Patriot League began as a Division I-AA football conference in 1986 and became an allsport conference in Full League members include American, Army, Bucknell, Colgate, Holy Cross, Lafayette, Lehigh and Navy. Associate members include Fordham and Georgetown in football and Villanova for women's lacrosse. These member institutions are among the oldest and most prestigious in the nation. Alumni from Patriot League colleges and universities make meaningful contributions to their communities and society in general and have played a leadership role in shaping our country. WHAT WE BELIEVE: Patriot League institutions value athletic competition because we know it builds leadership, teamwork, decision-making skills and sportsmanship. These characteristics are critical to another of our shared goals: producing graduates who will make strong contributions to the moral and civic fabric of their communities and their nation. For two of our member institutions, teaching such skills is critical to the future success of America s armed forces. Our primary focus is on the personal development and academic success of individual scholarathletes. Athletic competition can enhance the physical, intellectual, ethical and social development of the entire higher education community participants and spectators alike. In addition, Patriot League institutions recognize that highly competitive athletics help sustain strong bonds with alumni by engaging them with their college or university for many years after they graduate. At a time when the direction of collegiate athletics is under increasing critical scrutiny, Patriot League institutions believe as strongly as ever that academic and athletic values can be and indeed must be compatible. For us, there is no contradiction between the concepts of high achievement in the classroom and in athletics. We acknowledge that reaching this ideal is a constant challenge, even a struggle, between conflicting forces and needs. But that does not lessen its importance. 43

52 We believe that athletic programs should be integrated into an institution s campus life and governance structure, and operate with integrity and under presidential control. The Patriot League model includes oversight of our policies at both the League and campus level while remaining focused on the individual development of all of our students. Patriot League members believe that colleges and universities need to be faithful to their values and need to keep their promises to students. For our members, that means that college athletics derive legitimacy and special meaning only within the context of sound academic values and with the goal of graduating well-rounded students. WHAT WE DO: Patriot League institutions only admit athletes who we believe will succeed academically and graduate from our institutions. An academic index is calculated for all student-athletes to ensure that all academic credentials are reflective of their institution s general student body. All admissions decisions in the Patriot League are made by admissions professionals, not by athletic department personnel. Patriot League institutions strive to maintain the same academic standards and values for all students, including athletes, and for all programs, including athletics. Academics play a primary role in the lives of Patriot League athletes, who receive no special academic privileges or consideration. There is an expectation that Patriot League athletes will proceed to an academic degree in four years. Athletic redshirting (i.e., holding a student out of competition for the purpose of saving a year of NCAA eligibility for a fifth year of enrollment) is specifically forbidden in the Patriot League. The primary focus of Patriot League athletic programs is on the personal development and academic success of individual scholar-athletes. Athletes graduate from their institution well-equipped to become leaders in their personal and professional endeavors. In the Patriot League governance structure, each member institution is accountable to the others for admission decisions and academic policies involving athletes, and participates in annual reviews.
