3 CHAMPIONSHIP REGULATIONS FORMAT The Atlantic 10 Conference Women s Basketball Championship is a single-elimination Championship involving all conference members. Regular season conference standings and the tie-breaking formula, if necessary, determine seedings. OFFICIALS All games will be officiated by three (3) Atlantic 10 Conference officials and will have one (1) alternate official. The supervisor of officials will select and assign the officials to work each game. All officiating assignments will be released to the director of athletics or his designee one (1) hour prior to game time. SEEDING AND TIE-BREAKING FORMULA Teams will be seeded in their division according to overall Conference record. In the case of ties, the approved tiebreaker formula will be utilized. The highest seed overall will play in game #5, which is at 12:00pm on Saturday, March 5 (Appendix A). Two-team tie 1. Head-to-head competition 2. Division won-lost record (10 games) 3. Won-loss record of the two teams versus the #1 seed in their division (and proceeding through the #6 seed if necessary) 4. Non-division won-lost record of the two teams (6 games) 5. Won-lost record of the two teams versus the #1 seed in the opposite division (and proceeding through the #6 seed if necessary) 6. Coin Flip Three-Team Tie (or more) 1. Total won-lost record of games played among tied teams 2. Head-to-head competition 3. Division won-lost record (10 games) 4. Won-lost record of the tied teams versus the #1 seed in their division (and proceeding through the #6 seed if necessary) 5. Non-division won-lost record of the tied teams (6 games) 6. Won-lost record of the tied teams versus the #1 seed in the opposite division (and proceeding through the #6 seed if necessary. 7. Draw NOTE: All ties will be broken in descending order. When arriving at another pair of tied teams while comparing records, use each team s record against the tied teams as a group rather than the performance against individual tied teams. Once ties are broken, they remain broken throughout the tie breaker process. Seeding of teams will be formally announced on Sunday, February 27 after the conclusion of the last regular season game. If a coin flip or draw is necessary, it will be administered by the Commissioner of the Atlantic 10 Conference or her designee at the conclusion of the last regular season game. Page 3

4 SCHOOL INFORMATION ACCOMMODATIONS, HOTEL AND TRAVEL Each institution is responsible for securing their team s hotel and travel accommodations. All teams should arrive in Washington one day prior to their first day of competition. Each institution must submit a completed travel itinerary form (Appendix B) by Monday, February 14, or as soon as plans are established. AWARDS The Commissioner s Awards Reception will be held at the Marriott Washington Hotel on Thursday, March 3 with heavy hors d oeuvres served from 6:00-8:00 pm. Teams must submit the number of people attending from their institution by Monday, February 14, or as soon as plans are established (Appendix C). Media and corporate sponsors will also be invited. The following regular season awards will be presented: Player of the Year Rookie of the Year Coach of the Year Defensive Player of the Year Most Improved Player Sixth Player Award Student Athlete of the Year First-Team All-Conference Second-Team All-Conference Third-Team All-Conference All-Rookie Team All-Defensive Team Regular Season Team Champions - East & West Divisions Academic All-Conference Championship awards will be presented immediately following the conclusion of the championship game on Monday, March 7. The following awards will be presented in the order listed: All-Championship team plaques (five including MOP chosen by the media) Most outstanding player plaque (chosen by the media) Second-place team trophy Championship team trophy Championship team individual awards - rings (22) It is required that the winning team in the championship game remains for the post-game awards ceremony. The losing team may leave the floor following acceptance of the second place trophy. BANDS Entrance, Parking, Seating The band will be admitted through the entrance at the corner of 23 rd and G Streets. Buses and vans transporting the band may drop their group off at Northwest 3 entrance located on G Street. Page 4

5 Buses and vans will be directed to Virginia Avenue or Lot A for parking. A maximum of 30 band members, including the director will be admitted. Each institution must submit a completed band pass list form (Appendix D) by Monday, February 14. The higher seeded team s band will occupy section 216 and the lower seeded team s band will be in section 213. The higher seeded team s band that arrives early are to be seated in section 217 and the lower seeded team s band are to be seated in section 212. National Anthem/Pre-game Unless an alternate performer is secured, the higher seeded team s band will play the National Anthem in the first game of each session (games 1, 5, 9, 11). Prior to the start of any game, bands will alternate playing with the higher seeded team s band beginning the rotation. Timeouts Once the game has begun, the higher seeded team s band and cheerleaders will perform during the first timeout. The next timeout will belong to the lower seeded team s band and cheerleaders. This rotation will continue until halftime. The second half rotation will be the same as the first with higher seeded team s band and cheerleaders taking the first timeout. PLEASE NOTE: Announcements will be made for approximately 30 seconds at the beginning of each timeout. Cheerleaders and bands must refrain from any activity until the announcements have concluded and the signal has come from the scorer s table. Halftime Halftime entertainment is reserved for the use of the Atlantic 10 Conference. If entertainment is scheduled, bands may play alternating songs after the entertainment until the start of the second half. If no entertainment is secured, the higher seeded team s band and cheerleaders may perform from the 12:00 minute mark to the 8:00 minute mark. The lower seeded team s band and cheerleaders may perform from the 8:00 minute mark to the 4:00 minute mark. At the 4:00 minute mark, the floor shall be available for the teams; however, bands may continue to play alternating songs. Bands are not permitted to play while the game is in progress, only during "dead-ball" situations, pre-game, halftime and post-game. Use of artificial noisemakers and air horns is prohibited. Bands are not permitted to play recorded music. Violations of these rules could result in a penalty of a two-shot administrative technical foul. BASKETBALLS The Spalding Top-Flite 1000, 28.5 wide-channel ball will be the official ball of the Championship and will be used in all games and practices. BENCHES Seventeen (17) seats will be provided on the bench for team personnel. A maximum of 15 players in uniform and seven (7) individuals (or more if there are fewer than 15 players in uniform) will be permitted on the team bench. Replacements are permitted up to the starting time of any game provided Atlantic 10 officials are notified in advance. CHEERLEADERS/MASCOT The cheerleaders/mascot will be admitted through the entrance at the corner of 23 rd and G Streets. Buses and vans transporting the cheerleaders/mascot may drop their group off at Northwest 3 entrance located on G Street. Buses and vans will be directed to Virginia Avenue or Lot A for parking. 6 A maximum of twelve (12) cheerleaders, one (1) uniformed mascot and one (1) coach will be admitted. Each institution must submit a completed cheerleader pass list form (Appendix E) by Monday, February 14. The higher seeded team s cheerleaders will occupy the endzone in front of section 117 and the lower seeded team s cheerleaders will be in front of section 106. Cheerleaders will be granted baseline privileges only during the game in which their team is playing. They are permitted to take the floor prior to the game only for the introduction of starting lineups. Dance teams are not permitted to perform. Cheerleaders may use megaphones for voice amplification, but they shall not be used as a noise distraction. This includes pounding them on the floor or striking them with hand(s) or other objects. The use of flags and the distribution of promotional items (i.e., shakers) are acceptable provided they do not infringe on the safety of spectators or interfere with play. Hand held signs are subject to the approval of the championship director; no signs may be hung in the arena. Cheerleaders are not permitted to play recorded music. Atlantic 10 performance restrictions will apply. For policies relative to timeouts and halftime, see page 5 under BANDS. Please note, in games involving electronic media, cheerleaders and mascots are only permitted on the floor during media timeouts. They are not permitted on the floor during 30-second, 60-second or two successive 30-second timeouts. CREDENTIALS/PASSES Credentials are non-transferable. All credentials and passes distributed to the institutions will be handled in the following manner: Team Credential: A total of 22 for players, coaches, managers and trainers. During competition, only those individuals with team credentials will be allowed on the bench. A maximum of 15 players in uniform and seven (7) team individuals will receive team credentials. These credentials will be valid on the indicated date and will be reissued to the winning teams on a daily basis. Each institution must submit a completed official travel party form (Appendix F) by Monday, February 14 listing all bench personnel. Official Credential: A total of five (5) official credentials will be issued to each institution. The official credential provides admittance to the arena and access to hospitality areas. Parking Pass: A total of four (4) passes per institution will be issued for the University Parking Garage Lot. Per diem may be claimed as follows: ½ day for the day preceding competition Full day for day(s) of competition ½ day for day following competition An expense form will be mailed to each director of athletics in a separate mailing (Appendix G). GAME FILMING Institutions are not permitted to videotape games. The Conference will have all games taped by a video distribution service. Following the conclusion of each game, one copy will be provided to each team participating in that contest. Copies of other games will not be available. HOSPITALITY Athletic Director s Club: Area for corporate sponsors and school administrators located on the main floor of the Smith Center. Media Hospitality: The media hospitality area will be located in Court #1 on the ground floor of the Smith Center which is accessible from the stairwell to the left of the 22 nd & G Streets entrance. MEDICAL INFORMATION Taping: Taping tables will be located in Smith Center training room for each team's use. Each team should provide its own supplies. Training Room: The training room will be available before and after each contest and practice with ice, water, cups, ice bags and emergency equipment. The training room will be staffed to assist trainers with the use of such equipment. Physician: A physician will be on site, seated behind the scorer s table, during all games of the championship. Team physicians without the appropriate credential will be allowed locker room access in the event of an emergency only. Hospital: The closest hospital to the Smith Center is: George Washington University Hospital rd Street, NW Washington, DC Main number Emergency MEETINGS/CONFERENCE CALLS Each institution participating in the conference championship must have the required representation on all conference calls and at all meetings in which they are involved. The higher seeded team s band shall play the National Anthem unless an alternate performer is secured by the Atlantic 10. OFFICIAL SCORING TABLE The Atlantic 10 Conference will appoint the game management staff throughout the Championship. The official championship scorer will not be a representative of any member institution. PARTICIPANT GIFTS Each institution will receive 22 sets of championship gifts. The gifts will be shipped for arrival before the start of the championship. PLAYING RULES NCAA Basketball Rules shall govern championship play. PRACTICE Every team will be given the opportunity to practice at the Smith Center each day they play. Any team that does not plan on using their allotted practice time must report the cancellation to championship director, Celene McGowan. Teams will be admitted through the 22 nd and G Street entrance. Teams may be dropped off at 22 nd and G Street. Buses will be directed to Virginia Avenue or Lot A for parking. Additional practice times must be secured by the institution at an alternate location. Practices on March 4-5 will be open to the media. Page 8

The seats are located on press row. Teams that have an opening round bye will receive two (2) credentials to allow access to the building on Friday, March 4. The Atlantic 10 Conference handles the selling and distribution of tickets to pro scouts; therefore, no institution should provide a pro scout with a ticket. TEAM ENTRANCE/PARKING Buses and vans should drop off at 22 nd and G Street and enter through the 22 nd street entrance. Buses will be directed to Virginia Avenue or Lot A for parking. Team members can proceed directly to the locker rooms. TEAM LOCKER ROOMS Four (4) locker rooms will be available at the Smith Center. Teams will be greeted and escorted to their locker rooms upon arrival. The Championship Director, Celene McGowan, will make locker room assignments according to practice/shooting times and game participation. There will be an individual assigned to ensure each locker room is appropriately identified for easy location and is supplied with water, cups, towels, soap, wipe board and markers. Isotonic beverages will be provided after the game. Locker rooms are not to be used as overnight storage. TEAM SEATING DURING NONCOMPETITIVE SESSIONS Seats are held for individuals with team credentials (total of 22) for use during the game immediately preceding or following their games. These seats are located in sections 108 and 116 (Appendix H). Page 9

10 UNIFORMS Teams are required to bring both light and dark uniforms. The higher-seeded team in each game will be designated as the home team and will wear its light-colored uniforms. Team managers will be given the name of the locker room attendant who will arrange for any laundry services needed. Page 10

13 TIMEOUT POLICY Electronic Media 1. The Atlantic 10 electronic media timeout policy will be used for all tournament games involving radio, or television, or internet. 2. Electronic media is entitled to nine (9) timeouts. The entity gains access to the ninth fulllength media timeout when the first team-called 30-second timeout is taken at any time in the second half. All other electronic media timeouts may be taken at a dead ball, not at a 30-second timeout. 3. In each half, electronic media timeouts shall be called at the first dead ball after the game clock has passed 16:00, 12:00, 8:00, 4:00 minute marks. 4. The first timeout of the second half called by a team becomes an electronic media timeout, but does not replace one of the scheduled four in that half. After the first 30- second timeout in the 2 nd half is called, no other 30-second timeouts called by either team in regulation time will become electronic media timeouts. 5. There is a one-minute intermission between regulation and overtime. Electronic media may go to a commercial break, but is at risk. Each team receives one additional 30- second timeout during each overtime period as well as any unused timeouts from the previous period. Only the first 30-second timeout called by a team in each overtime period will become an electronic media timeout. 6. Length of electronic media timeouts ESPN2 105 seconds (Championship) A-10 Network 90 seconds (Semifinals) Radio Only 75 seconds 7. Team-called timeouts Regulation time: One (1) 60-second timeout, (which cannot be extended for electronic media). Four (4) 30-second timeouts (only three (3) may be carried over to the second half). A player or coach may request successive timeouts. Players may sit down during successive timeouts. Overtime: Each team receives one additional 30-second timeout per overtime period. Unused timeouts from the second half or earlier overtime periods may be carried over. 8. Warning Horn Procedures 75 or 105-second timeouts; a warning horn sounds 15 seconds prior to the expiration of the timeout and a horn to resume play at the conclusion of the 15 seconds. 30 or 60-second timeouts: a warning horn sounds 15 seconds prior to the expiration of the timeout and a horn to resume play at the conclusion of the 15 seconds. Timeout countdowns do not begin until the last player reaches the bench areas. Shortening Timeouts: For the 60-second timeout and all 30-second timeouts (except the first team-called 30-second timeout in the 2 nd half and the first in any overtime period, Page 13

14 which are the only ones extended for electronic media), a team may request a timeout be shortened by the head coach or captain s notification to the official. In such a case, a warning signal shall be sounded immediately and 15 seconds later a horn will indicate resumption of play. No Electronic Media 1. Each coach may call four (4) full-length 75-second timeouts and two (2) 30-second timeouts per game. All six may be used at any time. 2. Each team receives one additional full-length 75-second timeout during each overtime period. Unused full-length timeouts accumulate in overtimes, and may be used at any time. 3. Warning Horn Procedures 75-second timeouts: a warning horn sounds 15 seconds prior to the expiration of the timeout and a horn to resume play at the conclusion of the 15 seconds. 30-second timeouts: a warning horn sounds 15 seconds prior to the expiration of the timeout and a horn to resume play at the conclusion of the 15 seconds. Timeout countdowns do not begin until the last player reaches the bench areas. Shortening Timeouts: For all timeouts, a team may request a timeout be shortened by the head coach or captain s notification to the official. In such a case, a warning signal shall be sounded immediately and 15 seconds later a horn will indicate resumption of play. PREGAME INTRODUCTIONS The public address announcer shall introduce the starting lineups in the following order, beginning with the designated visiting team: FORWARD, FORWARD, CENTER, GUARD, GUARD The order should alternate - visitor, home, visitor, home, etc. The first player introduced shall proceed to the center jump circle and remain until the home team player is introduced. The two players will shake hands and move to their respective foul circles. This process will continue until all five (5) players from both teams have been introduced. Page 14

15 MEDIA INFORMATION CREDENTIALS All media credentials must be secured through the Associate Director of Communications, AnnMarie Person. No exceptions will be permitted. Credentials are non-transferable. Campus-related media of participating institutions (maximum two credentials for student newspapers, three credentials student radio stations providing live broadcasts of Championship games) 7. Television and radio stations that regularly cover Atlantic 10 basketball but do not provide live coverage of the Atlantic 10 Championship (one credential per outlet) 8. Media agencies outside the geographic region of participating schools or Championship site Page 15

16 On-line Services Media credentials for on-line media services will be granted only to those agencies that meet one of the following criteria: 1. On-line service is the official website of one of the participating institutions 2. Agency is the official on-line service of a national over-the-air or cable network or established publication and is staffed by full-time employees Only on-line agencies representing participating institutions and contractual rights-fee-paying media may provide real-time transmission of the event. Real-time is defined as providing any immediate play-by-play coverage or description of the event. Photography 1. National wire services 2. Media agencies and daily newspapers that cover Atlantic 10 teams on a regular basis (priority by circulation) 3. Media agencies and daily newspapers in the geographic area of the championship site (priority by circulation) 4. Atlantic 10 institution's designated photographer 5. POST-GAME PROCEDURE Each coach and a minimum of two (2) key players from each team are required to participate in a post-game news conference in the designated interview room. Associate Director of Communications AnnMarie Person shall have the authority to designate and require any athlete to attend a post-game news conference and/or those scheduled following practice. Each coach must attend the post-game news conference before participating in any interview. The winning coach and designated players will report to the pressroom first. Exceptions to this policy will only be made for entities televising Championship games. 18 TICKET INFORMATION COMPETITORS GUEST TICKETS/ WILL CALL The distribution of competitors guest tickets will be the responsibility of each institution. School tables in the Box Office located on 22 nd Street Entrance will be provided. Each institution shall have a representative designated to staff their particular table to ensure that all NCAA regulations pertaining to guest ticket distribution are followed. A general will call window will be available and staffed by the George Washington University. HANDICAP SEATING The handicap seating areas are located at Press Row in front of sections 109 and 117. STUDENT TICKETS Student tickets will only be available from an Atlantic 10 institution or The George Washington University. A valid student identification card from an Atlantic 10 institution must be shown when purchasing student tickets. Student tickets will be limited to one per ID. TICKET POLICY All seats in the Smith Center will be sold as general admission tickets. Each institution must purchase a minimum of 50 adult ticket packages. Institutions will receive reserved seating passes for each game in which they participate. The passes will be color-coded for each game. Seats will be held behind each bench to enable pass-holders to sit behind a particular team s bench for their game only. If the demand exists, pass-holders for the next game will have preference for those seats. Ticket packages only will be sold until February 21. Institutions wishing to purchase individual session tickets may contact Gilma Cockram Monday, February 28 th at or eilma@gwu.edu. The general public may purchase individual session tickets day of game at the Smith Center. TICKET PRICES There will be no complimentary tickets.
