2 Learn by Doing 2017 Scotland County Art Hall Exhibit Information Learning by doing is the basis of 4-H project work. Each year Scotland County 4-H members do just that. Members exhibit projects in the Art Hall and raise and train the livestock exhibited at the various livestock shows. The Scotland County Fair provides a showcase for the skills and knowledge members have gained through their 4-H experience. Besides developing practical skills and knowledge, 4-H members are developing life skills. 4-H volunteer leaders assist 4-H members in learning how to make sound decisions, work cooperatively in groups and develop a sense of self-worth and accomplishment. 4-H Youth Development programs foster leadership as older youth share their talents with younger 4-H members. We salute Scotland County 4-H members learning by doing experiences are demonstrated and exhibited at the 2017 Scotland County Fair. Art Hall Superintendent: Alisa Kigar, Heidi Triplett, & Michelle Mallett Jr. Fair Superintendents: Bryn Aylward, Hannah Campbell, Abby Doster, Eli Kigar, Elsie Kigar and Shelby Troutman The Youth Art Hall will be open to the public from 11:00 am to 1:00 pm and from 4:00 pm to 8:00 pm Wednesday, July 12 through Saturday, July 15. Art Hall exhibits will be released between 12 noon and 1:00 pm on Sunday, July 16. This includes 4-H Clover Kid exhibits and Open class exhibits. Art Hall exhibits will not be released early. Each club/organization is responsible for providing individuals to serve as host/hostesses for the Art Hall. See club/organizations work schedule below. Art Hall Superintendents, University of Missouri Extension personnel, Scotland County Fair Board officers, members and their representatives are not responsible for damage or loss of exhibits. 2-AH

3 Conference Judging All 4-H, FFA and Boy Scout Art Hall exhibits will be judged using the Conference Judging technique. Conference Judging provides an opportunity for exhibitors to take part in evaluating their own projects along with the judge. Together the member and judge decide what classification of ribbon each exhibit receives and why. Judges decisions are final. Members are responsible for taking their projects to the judge. Failure to be present during Art Hall entry/judging day will automatically drop the ribbon placement one level. Example: A blue ribbon project will receive a red ribbon or a red ribbon project will receive a white ribbon. Exhibitors unable to be present at the time scheduled for their club s exhibit judging (see below) are required to contact the Scotland County University of Missouri 4-H Youth Program Assistant no later than 3:30 pm on Friday June 30 to make other arrangements. We respectfully request members of the public, family and friends of exhibitors to please not enter the Art Hall during exhibit judging. Only 4-H, Boy Scout, Girl Scout and FFA members enrolled in 2017 may exhibit in youth classes H Clover Kids will receive participation ribbons at the Scotland County Fair H Clover Kid exhibits are not eligible for premiums or selection for State Fair exhibition H, FFA, Girl Scout and Boy Scout members may only exhibit in projects in which they are enrolled in the current program year. All exhibits must have been made or raised during the current program year and the work of the exhibitor. 5. Members may exhibit more than one article per class number (no limit), but each article must be totally different and adhere to class requirements. Please note the special instructions for individual projects as they appear in the exhibit list. 6. Items made should reflect the skills the 4-H member, Girl Scout, Boy Scout or FFA member has learned in their project, the member's needs, interests and quality of workmanship. 4-H project literature and the Missouri 4-H Clover publication can be used for ideas and criteria. 7. Articles from classes with three digits (example 312) that have received a blue ribbon are eligible for State Fair selection. numbers preceded by an x are county fair classes only and are not eligible for State Fair selection. 3-AH

4 8. FFA, Girl Scout, and Boy Scout exhibits are not eligible for Missouri State Fair selection H members are limited to two (2) exhibits in the Missouri State Fair 4-H Building. 10. As of 2011, State Fair 4-H Building exhibits no longer receive premiums H exhibits selected to exhibit at the Missouri State Fair must be of blue ribbon quality. 12. The number of 4-H exhibits per class counties may select to send to the Missouri State Fair are listed under each project name. 13. Missouri 4-H State Fair exhibits are displayed at the risk of the individual 4-H member. University of Missouri Extension personnel and the Missouri State Fair are not responsible for loss or damage. 14. Missouri State Fair 4-H Building exhibits must be entered at the Scotland County University of Missouri Extension center by the established deadline. 15. The following items will be accepted for display in a special exhibit area at the Missouri State Fair that allows fair-goers to touch and examine the items H members name and address should be permanently affixed to all Missouri State Fair exhibits: o Notebooks (three-ring binders with region, county and youth name on spine.) o Posters (flat only: do not fasten items to the poster.) region, name and county on back. See additional poster information in rule 12. o File cards systems o The above items will be accepted from any project. 17. Youth who exhibit notebooks, posters, or file card systems should understand their exhibits may be handled by fair goers. 18. Where the exhibit list states, "any item made," the 4-H member may display any item made in that project. This includes notebooks, file cards, photo displays, posters, or educational displays. Regardless of project, the following dimensions must be used. Due to display space, available cases and number of exhibits in certain projects, items which do not comply with size or other specifications, will not be displayed or receive a ribbon. Be sure to mark the exhibit tag with project number and description. 19. The following size restrictions apply. Posters o no larger than 14" x 22"; o flat only; do not fasten three-dimensional items to the poster o Posters are displayed together in custom-built bins according to horizontal or vertical layout. Photo Displays o Photos must be mounted on 8 x 10 solid mat board o Mat board can be in a color of the photographer s choice o Photographs must be 8 x 10 or smaller, with no more than four photos per mat board o Solid requires that there are no cutouts or other holes in the mat board, either around or behind the photo. o Mount photos on the smoothest side of the mat board using only adhesives designed for permanent mounting of photographs. o Mat board is a specific material intended to keep the photo from being bent or destroyed. It is not cardboard, foam core, poster board, etc. 4-AH

5 o Visit select 4-H members, project literature, and then photography. See item #Y3500 8x10 matte board. o Digital considerations at the State Fair Building: Techniques that can be performed in-camera, in a photo editing software program, or in a film dark room are permissible. At State Fair, the line is drawn between enhancing and altering a photo: o Altering (editing to change the contents of a photo) is not permitted for State Fair exhibits. Examples include adding a sunset or object, removing someone from the shot, airbrushing to cover a bad complexion, etc. o Enhancing (editing to enhance the existing qualities of a photo) is permitted. Examples include cropping, dodging, burning, brightness/contrast adjustments, and red eye reduction. o Photo exhibits should arrive in an exhibit bag that fits the photo to protect it from dust, humidity and handling. The bag should not be oversized and folded, as this makes it difficult to display in the rack. o If you re uncertain whether it s mat board, do the wave it and squeeze it test: Mat board is not squishy or flimsy. If it isn t light, thin, stiff and solid, the material is not mat board. o Single window mats ( frames made of mat board and sized 8 x10 ) are acceptable but not required. o o Include name, address and county on the back of each photo. All exhibits are subject to full State Fair Photography guidelines. Guidelines are posted online at: Educational Display - Educational Displays should not exceed 18 inches in height, 6 in depth (front to back) and 12 inches in width. Must include three-dimensional items and stand alone. Posters with items taped to them do not qualify as an educational display. Science fair display boards are too large.) Entomology or Geology display boxes - Box must be no more than 18" long by 24" wide and 3½" deep to fit in display racks. Plexiglas or plastic covers are preferred. No handles or knobs. Boxes will be displayed upright in racks. Scrapbooking - Exhibits should be only 1 page, 1 side representative of the complete Scrapbook. o Exhibitors may exhibit an entire scrapbook at the Scotland County Fair. However, prior to having a scrapbook evaluated by the judge, members must select their favorite page from each scrapbook exhibited. The exhibitors favorite page should be marked with a post-it note, or attach an index card with a paper clip or small piece of tape that reads My favorite page. o Exhibits should be only 1 page, 1 side representative of the complete scrapbook if selected to exhibit at the Missouri State Fair. Size is not to exceed 12 x 12. o All pages should be in clear protective sleeve or clear zip bag if selected as a State Fair exhibit. o Do NOT frame scrapbook pages. o Scrapbooks selected as Missouri State Fair exhibits will only be allowed to send 1 page from their scrapbook. The page must be the one the member determined as My Favorite page prior to having their scrapbook evaluated by the judge at the county level. 5-AH

6 Working models - These exhibits should show how things actually work (cutaway sections of motors or computers) or can be used to help people identify parts such as parts of an engine, motor, etc. Working models should require floor space no larger than 14 x 22. Perishable items such as food, vegetables, crops, and home grounds exhibits will not be returned after the State Fair. Edible vegetables will be donated to a charitable organization. These items will be displayed in group settings not as individual projects Over size items - photographs of items too large or fragile: This category is restricted to large items such as a welding project or large woodworking items like furniture; fragile items such as delicate ceramic work. It is not intended as a substitute category for bringing or mailing projects. All pictures of projects should not exceed 4 x 6, should not be mounted on anything and should not have multiple pictures. Counties should send pictures individually rather than making a poster board of all the pictures. The exhibit tag should be attached. Indicate on the voucher that this item is too large or fragile to come and what the project is. These photographs will not be returned. Do not send pictures of items that would be disqualified if sent to the fair. 20. Fire Hazard Prevention - Any exhibits using batteries such as circuit boards or robots should not have the wires connected to the battery. Rather the wires should be taped behind the battery. Another option is to not attach a battery but indicate battery goes here. 21. All 4-H building items must be checked in and out of the 4-H Building by State Fair 4-H Personnel during established times. (No exceptions will be made.) No early removal or check out of items is permitted. Items, which are not properly checked in or out of the 4-H Building, will not be awarded ribbons. 22. Shooting Sports exhibits should contain no live ammunition and arrow points should be removed. 23. The exhibitor is asked to use his discretion in sending valuable, breakable, perishable or large and heavy items to the State Fair. Exhibits may be limited to the amount of space the volunteer transporting the exhibits to the State Fair has available in their vehicle or to the size that can safely be shipped in a maximum of two boxes. 24. Counties may not ship decorated cakes or items in glass containers. 25. All items must be properly tagged and ready for display. Cash must be enclosed to cover the return shipping or mailing costs. 26. All items must have a Missouri State Fair tag securely fastened to the item in a place that is visible to fair-goers. A second identification label is required on all items except perishable items such as food, vegetables or crops. This label should give name, and county of the 4-H member and be placed in an inconspicuous spot. When an item includes more than one piece, each piece must be labeled with name and county. Examples: Jacket and skirt, Rocket and Rocket Launcher, Ceramic Tea Set, Mittens etc., should have an identifying label on each piece. Textile items (clothing, knitting, visual arts, etc.) should have a cloth label sewn or safety-pinned into the item as a second label. Ideally each item should be numbered to prevent sets from being separated such as 1 of 3, 2 of 3, etc. Please remove all county or regional ribbons prior to leaving items at the Extension center to ship to the Missouri State Fair. Vegetable and food tags should be placed in an envelope. 6-AH

7 27. Hams and bacons will be dually enrolled in the Youth of the Country Ham and Bacon class and may become eligible for sale if selected as Champion. The 4-H member is required to complete all Open Division entry forms which should accompany the project at check in and pay the $5.00 entry fee and $2.00 processing fee which is required in the Agriculture Building. Checks must be made payable to the Missouri State Fair. Only 4-H hams and bacons should be checked in and out of the 4-H Building. 28. Fair officials reserve the right to modify point values on items. The assigned point value must be used unless the change is approved by the 4-H Superintendent. Plastic wrap will be removed so drying of the food will extend exhibit life of the product. At the state fair food will be removed from plates and exhibited as part of a bakery display. Individual tags will be displayed separately. Please do not send expensive or keepsake containers!! 3. Please have a sample of the item for the judge to sample at the Scotland County Fair. Samples will be discarded after judging. 4. No samples are needed with any food exhibits at the state level. 5. Perishable items do not need a second label. All tags will be displayed separately. 6. Biscuits, cookies, muffins and other small items should be (4) four per plate. Cakes and other bread products should be exhibited in mini-versions (portions of 1/3 to 1/4 of a larger product.)
