Eckhoff Street, Suite 104, Orange, CA Tuesday, January 08, Call to Order: Robert Stoffel called the meeting to order at 10:06 A.M. 2. Approval of Minutes: Sven Crongeyer moved to approve the July 10, 2012 meeting minutes; Cris Martinez seconded the motion. All present were in favor, and the minutes were approved.

Discussion Topics: The following agenda items were discussed during the meeting: SPA Vice Chair Position Opening: Robert Stoffel announced the Vice Chair position will be open and the SPA is looking for a person to serve as the new Vice Chair. Sven Crongeyer has completed his commitment and would like to see new leadership from within the SPA, although he would stay in the position by default if no one steps up to the position. Per section of the SPA Charter, the Chair and Vice Chair have a term of office of two years, and the Chair and Vice Chair term in office expires in alternating years to ensure there is a tenured leader in office while the incoming person becomes familiar with the position responsibilities. The responsibilities include attending meetings, facilitating frequency requests, monthly meeting conference calls with Cal EMA and Planning Area chairs, and promoting initiatives such as the radio rodeo, and the Vice Chair will serve as Chair in the absence of the current appointee. Ensuring meeting locations and parking is also a part of the duties. Per the Charter, the SPA will send out a nominations form at least two months prior to the vote, which will be taken at the next SPA quarterly meeting. SPA 2013 Meeting Schedule: Robert stated if the meetings continue to be held on the second Tuesday of each quarterly month, the dates for the SPA meetings will be April 9 th, July 9 th, and October 8 th. Robert asked if there was interest in hosting the second SPA meeting in the northern portion of the SPA area, as was done last year in Buellton. Comments made in the meeting were in favor of holding a meeting in a northern SPA county, and Robert will make the arrangements with Pea Soup Andersen s for the April meeting. Robert also asked if the SPA members would like to conduct a Radio Rodeo again on the last meeting date for the year, which would be October 8, All comments were in favor of having the Radio Rodeo in place of the last quarterly meeting. The dates for these meetings will be published in the next newsletter. Tribal IFOG Project: Denise Davis spoke about the SPA project to complete IFOGs for three Tribes in the SPA: the Morongo Band of Mission Indians, the Pechanga Band of Luiseño Indians, and the San Manuel Band of Serrano Mission Indians. The IFOGs are similar to the SPA IFOGs and list the interoperable communications frequencies for the public safety departments, e.g., fire, security, public works, etc., for the tribes. The SPA has the second largest number of Indian Tribes in the nation. These tribes have fully certified public safety departments with many personnel and equipment resources that could be made available for the surrounding communities in times of a major emergency or disaster. Denise asked if the SPA members would like to schedule a Tribal

3 representative to speak at an upcoming meeting and the response was positive. Denise passed around copies of the Tribal IFOGs to view. SPA Radio Rodeo: There was discussion about the Radio Rodeo held last October and all members voiced positive comments about the event. One of the goals for the Radio Rodeo was to communicate with all areas and up to Sacramento, which wasn t reached in its entirety, so that will be a goal for this year s Radio Rodeo. The SPA will try to get more involvement from northern SPA members. Robert stated the Rodeo was a huge success in Orange County. He thought having the event once a year was not overkill and that it is good to get the mobile communications vehicles out and test them annually, and proposed a SPA sponsored radio rodeo for Dale Digiambattista indicated at the Riverside site some technical issues, but that is why it is important to keep doing the Radio Rodeo. It was agreed that October 8, 2013 or around that date will be the target date for the event this year. Robert stated we should check for possible events that have already been scheduled around that time period prior to setting the date for the Radio Rodeo. Dan Richards stated Ventura would probably host a location for the Radio Rodeo this year to complete recommendations from a gap analysis that was completed for the county. Robert also discussed the Radio Rodeo After Action Report (AAR) that was completed by Willdan. Copies were given out at the meeting and anyone wanting an electronic copy can contact Denise Davis at Ddavis@willdan.com. Denise mentioned that the Radio Rodeo was an HSEEP compliant exercise and posted on the National Exercise Schedule and can be used as evidence of training and exercise activity for any jurisdiction in future grant applications or compliance reports. ITAC Cutover Plan: It was suggested that an ITAC Cutover Plan may be a good idea for the SPA and could serve as a clearing house to let agencies know when frequencies on repeaters have changed and everyone needs to cut over to the new frequency. Mike Rowles stated that San Bernardino County left the old frequencies on and programmed the new rebanded frequencies on the repeaters. It was mentioned that it may be good to program both old and new frequencies with old names and new names in subscriber units. If agencies cannot put both old and new frequencies on their radios, they will need to come up with a plan to let agencies know when rebanding has been completed. A Cutover Plan would identify which agencies plan on programming both ITAC frequencies on their subscriber units. And if not, then start at local level with cities and counties working with Sprint to switch over to new rebanded frequencies. John Lemmon stated this planning should be kept at the local level. The State does the licensing but does not track everyone even though they are now polling agencies to see who has switched over to post rebanding frequencies. The plan could start with the SPA and RPC chairs working together. Region 5 meets monthly, which would facilitate the coordination to poll agencies to see

4 where everyone stands. The ITAC Cutover Plan will be added as a standard SPA agenda item. SPA Initiatives: Ventura County conducted an interoperable communications gap analysis last year and was considering doing something like the radio rodeo in Ventura County. After discussing the plan to conduct a SPA Radio Rodeo this year, Dan Richards thought participating in the 2013 exercise would suffice to complete the action item and fulfill the charter with Ventura County. Miscellaneous: A question was raised asking if the NECP Goal 3 was still going to take place. Robert Stoffel replied the last he heard from Michael Crews, California Statewide Interoperability Coordinator, was that it may no longer be a requirement. Robert stated if anyone has any questions, to call Michael Crews directly. Cal EMA requested to host a 3-day COML course in Orange County. The course is the Office of Emergency Communications FEMA course, to be held February 19-21, 2013 at the Loma Ridge Facility. The maximum number of students is 30. A registration link is available on the Cal EMA website. The course is open to anyone that meets with the prerequisites for the course. CAL NENA is hosting the 2013 CALNENA Mission Critical Training on January at the Manchester Hyatt in San Diego. APCO is hosting a two-day event January 30-31, 2013 in Anaheim to include Next Generation networks, FirstNet and the public safety broadband network, opportunities to leverage innovation in the private sector, and the need for cyber security in modern public safety networks. The APCO International Connect Innovate Accelerate Conference will be held at the Anaheim Convention Center this year, August 18-21, This conference is the premiere public safety event around the world. Register for the event at 5. Interoperability Requests: There were no frequency requests presented at this meeting. 6. Roundtable: Riverside County Sheriff s Department is hosting the Interoperability meeting on January 16. They will be conducting a PowerPoint presentation on countywide radio coverage at the meeting. Riverside will be transitioning to 700 MHz, but will maintain all other frequencies and channels for incoming units outside the county.

5 Murrieta Police Department will be conducting a radio test on Control One s channel later today. 7. Adjournment and Next Meeting: The next meeting will be April 9, 2013 at 10:00 at Pea Soup Andersen s Restaurant, 376 Avenue of Flags, Buellton, CA Meeting attendees may stay for lunch which will be served at 12 noon. This is our annual meeting in the northern portion of our Southern Planning Area, and while all are welcome, we especially invite personnel from the counties of Inyo, Kern, Mono, San Luis Obispo, Santa Barbara and Ventura to attend!
