State Contest Eligibility: The Illinois 4-H State Public Presentations Contest will be held on Saturday, June 9 at Richland Community College (1 College Park, Decatur). Participation in this contest does not affect a member s opportunity to also participate in another project area at the Illinois State Fair. Each county may submit three entries in the state contest. The entries may come from any of the four divisions: Formal Speech, Illustrated Speech, Oral Interpretation, or Original Works. Premiums: Monetary awards (4-H premiums) are given to 4-H members for completed projects based on project ratings at county 4-H shows using the x factor. The amount varies each year based on the amount provided to the Illinois Department of Agriculture for the 4-H premium fund. These funds are appropriated by the State of Illinois General Assembly. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premium amounts may not be accurately reflected in this Premium Book. Tax Implications for Prizes, Gifts or Awards: Program Participants (including minors) will be required to provide their social security number or foreign national tax ID number prior to receiving a prize, gift or award to ensure proper IRS reporting as required by law. This sensitive information is kept confidential and handled through security protected software (PEAR). Participants will not be eligible for prize, gift or award if social security or foreign national tax ID information is not provided. Ribbons: Each exhibit will be judged for the following awards: Blue (B) for Superior (meets requirements) Red (R) for Good (needs improvement) White (W) for Fair (needs much improvement) NOTE: Green participation ribbons may be awarded at the discretion of the superintendent in the event minimum exhibit criteria are not achieved or entry deadlines are not met. Podiums and easels will be provided. Other props including laptops must be brought by the 4-H ers. No live animals are allowed in demonstrations or illustrated speeches. Other equipment requests such as LCD projectors, etc., must be made 4

6 when entry is submitted to the local Extension office. These requests will be considered and the 4-H er notified of availability. No parents or supervising adults will be permitted in the staging areas or allowed to assist with equipment being used in the presentation. Classes are for INDIVIDUAL member entries unless otherwise stated. A TEAM presentation (in approved classes only) must be noted when entries are made. Teams must consist of no more than three members. These classes are competitive. 4-H ers may make an entry in one or more of the classes offered. Example: An exhibitor can enter a Formal or Illustrated Speech as well as Oral Interpretation, and Original Works. Exhibitors MAY be asked to re-give their presentation a second time to determine the final top presenters. Contest Requirements: Exhibit one or more of the following: Formal Speech Formal speeches (without props, costumes, or aids) must be between 4-6 minutes in length and done by an individual member. Formal speeches provide information to the audience. Note cards are not considered a prop or visual aid and are allowed in this class. Illustrated Speech Illustrated Speeches (with visual aids) must be between 4-6 minutes in length and done by an individual member. Oral Interpretation Individual May be humorous or dramatic interpretation, oratorical declamation, prose reading or verse reading. Material may be read or memorized. Must be presented by an individual member. Musical presentations are not appropriate for this class. Interpretation must be between 4-6 minutes in length. Costume attire is allowed to enhance the presentation. Oral Interpretation Team May be humorous or dramatic interpretation, oratorical declamation, prose reading or verse reading. Material may be read or memorized. Must be presented by a team of no more than three members. Musical presentations are not appropriate for this class. All Exhibitors must have their demonstration checked in before 1:30 p.m. Foods Demonstrations will be scored competitively and should be 8 to 10 minutes in length. The food demonstration must relate to the state-offered project area in which the member(s) is/are enrolled. 8 Exhibitors are responsible for furnishing all equipment and supplies. Demonstration tables will be available for 4-H ers to use. Each exhibitor is responsible for setting up his/her own demonstration area. This exhibit is premium eligible. This exhibit will NOT advance to Illinois State Fair. Demonstrations may be done by an individual and/or team of two members. Contest Requirements: Exhibit one or both of the following: Individual Demonstration Competitive 8-10-minute food demonstration presented by an individual related to the food and nutrition project(s) area in which the member is enrolled. 9 Clothing and Textiles Show Saturday, June 9 at 10:00 a.m. - Check in 9:30-10:00 a.m. Location: Danville Area Community College-Bremer Conference Center Exhibitor must be enrolled in one of the following: STEAM Clothing, Levels 1-3; Shopping in Style, Levels H Clothing & Textiles Show Entry Procedures: 4-H Clothing & Textiles entries must be submitted by the exhibitor online at 4-H members will use their 4-H Online account information to login. The deadline to submit entries is midnight, June 1, No exceptions! Illinois State Fair Eligibility: Vermilion County Day is Sunday, August 12, 2018 at the Illinois State Fair (ISF). 4-H Members who are selected for ISF may take only one individual and one group project to ISF General Project Show, excluding live animals. Each county may submit three entries total from STEAM Clothing 1-Fundamentals, STEAM Clothing 2-Simply Sewing, STEAM Clothing 3-A Stitch Further, 2 entries total from Shopping in Style-Beginning, Shopping in Style-Intermediate, Shopping in Style-Advanced, one entry total from Sewing & Textiles Ready4Life Challenge. 10 Please refer to the project guidelines below for exhibit options. Exhibit tags, available at check in, should be attached to the garment, not to the hanger. 4-H members are encouraged to bring their 4-H Clothing & Textiles exhibits to the Vermilion County 4-H Fair Exhibit Hall on June prior to the conclusion of judging to be placed on display during the 4-H Fair. Garment/items will not be placed on display at the Vermilion County 4-H Fair unless covered in a clear plastic bag. New: Best of Show Recognition Exhibitors who are awarded Best of Show will be recognized on Friday, June 22 prior to the Friends of 4-H Livestock Auction. These 4-H members and their families should report to the 4-H Beef Ring by 5:00 p.m. June 22 to be included in the presentation. SPECIAL NOTE: All exhibits entered in the clothing and textiles area will be judged based on their construction and fit (if applicable) in addition to conference judging with the judge. Members wishing to exhibit knitted items should enroll in Visual Arts and exhibit in Fiber (if original) or Heritage Arts (if made from a pattern). Members who enroll in Clothing & Textiles with the intent of pursuing quilting can exhibit in the non-clothing exhibit category in STEAM Clothing 1 Fundamentals. Quilts exhibited in the Clothing & Textiles area will be judged using a rubric that evaluates the sewing skills and construction of the item. ALL work on the quilt MUST be completed by the 4-H member. You cannot exhibit a quilt that was quilted by someone else. Quilts can be hand OR machine quilted as long as ALL work is completed by the exhibitor. Exhibitors bringing garments should not wear their garments when they arrive for judging; however, they will be asked to change into the garment as part of the judging process. If the garment was constructed for another individual, that individual must be present to wear the garment for the judge. (Only the exhibitor who made the garment is eligible for ribbon and premium.) Construction and appearance will both be considered during judging. If a pattern was used to make the item, the pattern instructions, either written or electronic, are to be included with the exhibit. Exhibitors are asked to be present for the judging. If the exhibitor is unable to attend and have notified the club leader, in addition to the actual garment, 3 pictures must be submitted with the exhibitor wearing the garment: a front, back and side view along with the completed 4-H Exhibit Report form located in the back of this publication. Exhibit Requirements: Fashion Revue Fashion Revue narratives must be submitted via by the exhibitor to knblock2@illinois.edu when submitting entries. Those planning to participate in Fashion Revue are responsible for writing their narration. The deadline to submit fashion revue narratives is midnight, June 1, No exceptions! Exhibitors in this class may be enrolled in any of the following projects: STEAM Sewing 1-3, Shopping in Style, and/or Visual Arts: Knitted garments. Members may exhibit/model one item (item must be worn by the exhibitor) only at this exhibit opportunity regardless of the number of projects presented for judging. Modeled items must be garments constructed or purchased by the exhibitor. The exhibitor must choose his/her best item to exhibit/model. This is a competitive event. Pillows or other non-garment items are not appropriate for Fashion Revue. Models will be judged on the following criteria: Selection of Garment (20 pts.) Fit (25 pts.) Personal Grooming (25 pts.) Stage Presence (30 pts.) STEAM Clothing 1: Fundamentals Exhibit one or more of the following in either the Non-Sewn, Non-Clothing, or Clothing exhibit divisions: Non-Sewn Exhibits Clothing Portfolio Complete at least three different samples/activities from Chapter 2 and/or Chapter 3 of the project manual. Examples of samples you might include: How Two Magically Become One, pages 85-86; No Fear of Fray, pages 93-95; Two Sides 9

11 of the Moon, pages 97-99; On the Flip Side, pages ; Basic Hand Sewing Skills, pages The Portfolio should be placed in an 8 ½ x 11, 3 ring binder. Include an appropriate cover, dividers, and table of contents. NOTE additional pages can be added each year but must be dated with the year. See pages 9-10 of project manual for portfolio formatting. Fabric Textile Scrapbook Must include at least 5 different textile samples. Use the Textile Information Cards template on page 41 in project manual to identify fabric swatches. Completed textile cards should be placed in an 8 ½ x 11, 3 ring binder. Include an appropriate cover. See project manual, pages 42-74, for fabric options and fabric science experiments. What s the Difference - What s the Price Point Exhibit may include a notebook, poster, small display sharing a project comparison and price point. See activity, pages Exhibit should include PHOTOS; NO actual PILLOWS. Beginning Sewing Exhibits Exhibits in this class must be made from medium weight woven fabrics that will sew and press smoothly, flannel/fleece is acceptable. Solid color fabrics or those having an overall print are acceptable. NO PLAIDS, STRIPES, NAPPED or JERSEY KNIT. Patterns should be simple WITHOUT DARTS, SET-IN SLEEVES, and COLLARS. Raglan and loose flowing sleeves are acceptable. Sewn Non-Clothing Exhibits Pillowcase Simple Pillow No larger than 18 x 18 Bag/Purse No zippers or buttonholes Other Non-Clothing Item Using skills learned in project manual Sewn Clothing Exhibits Simple Top Simple Pants, Shorts, or Skirt No zipper or buttonholes Simple Dress No zipper or buttonholes 10

12 Other Wearable Item Using skills learned in project manual (apron, vest, etc.) STEAM Clothing 2: Simply Sewing Exhibit one or more of the following in the Non-Sewn, Non-Clothing, or Clothing exhibit divisions: Non-Sewn Exhibits Clothing Portfolio Complete at least four different samples/activities from Chapters 2, 3 4 of the project manual. The Portfolio should be placed in an 8 ½ x 11, 3 ring binder. Include an appropriate cover, dividers, and table of contents. NOTE this can be a continuation of a Portfolio created in STEAM Clothing 1. Additional pages can be added each year but must be dated with the year created. See project manual, pages 9-11 for portfolio formatting. Expanded Textile Science Scrapbook Must include at least 10 different textile samples. Use the Textile Information Cards template on page 39 in project manual to identify fabric swatches. Completed textile cards should be placed in an 8 ½ x 11, 3 ring binder. Include an appropriate cover. See Project, pages for fabric science experiments. Design Basics Understanding Design Principles Exhibit should include a learning experience that demonstrates the design principles and elements involved when selecting fabric for clothing and accessories. See project manual, pages for design suggestions. Entrepreneurial Sewing Exhibit should highlight items you made for sale online. Create an exhibit that displays products you made and posted online. Refer to the project manual, pages for information on how to analyze the cost of similar purchased items to determine pricing of your products. The exhibit may be a notebook, poster, or small display. Sewn Non-Clothing Exhibits Recycled Clothing Accessory Create a clothing accessory made from a used item. The item must be changed in some way in the redesign process. The finished accessory must reflect at least one skill learned in the project and exhibitor should be able to identify the skill used. A before picture and a description of the redesign process must accompany the exhibit. Clothing accessory may include: hat, bag, scarf, belt, etc. Non-clothing item OR Clothing Accessory Create a clothing accessory using at least one skill learned in this project. Exhibitor should be able to identify the skill used. Sewn Clothing Exhibits Recycled Clothing Create a garment from used textile based items. The original used item must be redesigned (not just embellished or decorated) in some way to create a new wearable piece of clothing. The finished garment must reflect at least one skill learned in this project and exhibitor should be able to identify the skill used. A before picture and a description of the redesign process must accompany the exhibit. 11

13 Constructed Garment Any garment with facings or curves. Should use at least one skill learned in this project and exhibitor should be able to identify the skills used. Garment should be appropriate for the age and experience of the member. STEAM Clothing 3: A Stitch Further Exhibit one or more of the following in the Non-Sewn, Non-Clothing, or Clothing exhibit divisions: Non-sewn Exhibits Clothing Portfolio Complete at least four different samples/activities from Chapters 2, 3 4 of the project manual. The Portfolio should be placed in an 8 ½ x 11, 3 ring binder. Include an appropriate cover, dividers, and table of contents. NOTE this can be a continuation of a Portfolio created in STEAM Clothing 1 and/or STEM Clothing 2. Additional pages can be added each year but must be dated with the year created. See project manual, pages for portfolio formatting. Expanded Textile Science Scrapbook Must include at least 10 different textile samples. Advanced Entrepreneurial Sewing Using knowledge gained in project manual, Chapter 5, display one sample product with a business plan that includes a business ID and logo. 14 Shopping In Style Guidelines: Exhibit one or more of the following options that align with the Shopping in Style level in which you are enrolled. If a garment is part of the 4-H exhibit, exhibitors should put the garment on PRIOR to their judging time. Members are encouraged to spend more than one year involved in this project so they have time to learn what clothing styles look best on them while they also gain skills in building a versatile wardrobe and staying within their budget. Each year enrolled in Shopping should build on previous year s learning experience. Shopping in Style: Beginning Choose one or more of the following activities from Unit 1 or Unit 2 of the project book Beginning-Personal Style Exhibit should consist of a garment that reflects your personal style along with a poster or report that 1) explains how this garment reflects your style and how it influences what others think of you; OR 2) how your personal style either aligns or contradicts what is considered to be in style today. Beginning-Fad or Fashion Exhibit should include a garment you purchased along with a poster or report that explains or illustrates how this garment is either 1) a modern version of a fad or fashion from an earlier decade; OR 2) how this garment reflects a different ethnic or cultural influence. Exhibit should include garment you purchased along with a poster or report that provides 1) a body shape discussion and how body shape influences clothing selections; OR 2) a color discussion that provides an overview of how different colors complement different hair colors and skin tones and how that influenced garment selection. Poster or report may include pictures from magazines, the internet or actual photos of garments. 18 4-H General Project Show June Vermilion County Fairgrounds, Oakwood, IL 4-H General Project Exhibit Rules: All articles/exhibits must have been made during the club year that begins September 1, Members must be properly enrolled in the project with the Extension Office prior to April 13, 2018 before they can exercise their exhibit opportunities. Individual Code of Conduct: All 4-H members & adults must abide by the 4-H Code of Conduct at all 4-H events and during club meetings. 4-H Member Code of Conduct: All participants of the Illinois 4-H program are responsible for their conduct to University of Illinois Extension personnel and/or volunteers of the 4-H program. All 4-H members are expected to maintain the following standards: 1. Be courteous and respect others. 2. Obey all the laws of the locality, state, and nation and University of Illinois and Extension policies and guideline as well as 4-H Program Guidelines and those of the local club/group. 3. Treat all people fairly and animals humanely. 4. Respect the property of others. 5. Respect the authority of adult or youth volunteers, paid Extension staff, and others in leadership roles. 6. Use appropriate language and wear acceptable clothing at 4-H activities and events. 7. Show kindness to others and give assistance when needed. 8. Be honest and honor commitments. 9. The deadline to submit fair entries is midnight, June 1, No exceptions! 4-H Shows: General Projects will be judged on June 19-20, 2018 at the Vermilion County Fairgrounds. Times will be staggered throughout the two-day show to facilitate conference judging for 4-H members. The 4-H Dog Obedience, Dog Care, Cat Care, and Small Pet Care shows will be held on Saturday, June 23 at the Vermilion County Fairgrounds. The Vermilion County 4-H Clothing Show and Fashion Revue will be held on Saturday, June 9 at Danville Area Community College Bremer Conference Center. Exhibit Tags: Exhibit tags will be given to 4-H members exhibiting at each designated project check-in. Cloverbud Exhibits: Cloverbud members will have the opportunity to exhibit any Cloverbud activities they have done throughout the year. Cloverbud exhibits will be placed in the designated Cloverbud Display area during 4-H General Projects Show. Cloverbud exhibits are non-competitive and are not premium eligible. All Cloverbud Exhibits will receive a Cloverbud Participation Ribbon. Innovation Exhibits: Innovation classes are open to any 4-H members years of age by September 1, Members choosing to exhibit in the Innovation class decide the best way to show off their project mastery and knowledge for the year in that project category. Some suggestions are provided for each category, but members may choose any method they want for demonstrating project learning as long as it does not fit in any other class in that category. Only selected projects categories have an Innovation option. Tax Implications for Prizes, Gifts or Awards: Program Participants (including minors) will be required to provide their social security number or foreign national tax ID number prior to receiving a prize, gift or award to ensure proper IRS reporting as required by law. This sensitive information is kept confidential and handled through security protected software (PEAR). Participants will not be eligible for prize, gift or award if social security or foreign national tax ID information is not provided. General Size Restrictions: There are no size restrictions for table or poster displays unless otherwise stated. Exhibits that stand over 4 tall will be placed on the floor. Use of page protectors is recommended for all binder exhibits. Please choose a display size that is most appropriate for the exhibit you are bringing. Larger does not always mean better; use good judgment in creating your exhibit. Project Books/Manuals: Some 4-H project exhibits require the 4-H member to bring their project book/manual with them with project activities within the book/manual completed. Specifications and the number of completed activities are listed under the project description and guidelines. If the book/manual is required for the exhibit, the 4-H Clover will be displayed next to the project title. Example: Conference Judging: Aerospace. 19

21 Members are encouraged to be available to talk with the judge during 4-H General Projects Show. This is not required, but often it is to the advantage of the youth if he/she is present to answer questions and explain decisions made to complete the project. Parents are not allowed to assist the 4-H member at any time during the conference judging. Only the judges, superintendents, and Extension staff will be allowed in the judging areas along with the 4-H er being judged. 4- H ers should dress nicely and be well groomed. If the 4-H member is unable to attend 4-H Show or 4-H Fair and participate in Conference Judging, he/she may complete a special report form, 4-H Exhibit Report Form, and attach it to the project. The judge may award a lesser grade for those members who are not available for conference judging and did not make the effort to complete the 4-H Exhibit Report Form. A copy of this form can be found online at: Judging Philosophy: WHY DO WE JUDGE? The two major purposes in judging are: (1) to determine the worth of a piece of work, how well it was done, and how closely it conforms to standards of quality; (2) to contribute to the growth and development of 4-H members and others concerned with helping boys and girls learn. WHO ARE THE JUDGES? Judges are people! They are people who want to help 4-H members learn! They are asked to be judges because they have special training and background in certain subject matter areas. Not all judges have the same training and the same background in the same subject matter area, and that is why judges sometimes differ in their opinions and ideas as to how something should be done. All exhibits are judged in two ways: First: Individually against project exhibit requirements for Blue, Red or White Ribbons Second: Competitively against all others in the same class for more advanced ribbons Score Sheets: Exhibits will be scored by the state score sheet for that project. Each county may send 2 entries total from Aerospace Display and Model Rocketry classes and 1 entry total from Aerospace Ready4Life Challenge. Exhibit Requirements: Exhibit one or both of the following: Model Rocketry (Open to youth in Aerospace 2, Aerospace 3, and Aerospace 4) Exhibit one model rocket assembled or made by the member.
