2 General introduction Today, live work in Italy is a widespread and shared reality There are over 250 operators and over 2500 jobs per year from ENEL and TERNA... but the story to achieve this has been long I will tell you the story of high-voltage, and in particular of Terna, where I work 2
3 Postwar period In Italy, after the second World WAR, the first law regarding the safety was written in In that occasion, the proposal to introduce Live Line Working (LLW), following the track of other countries, was rejected because considered premature. The law (DPR 547/1955) absolutely prohibited any LLW activities.. 3

5 The first authorization Only with a ministerial administrative order issued in 1980 (DM 9/6/1980) ENEL (Italian National Electric Company) was authorized to effect LLW on electrical installations with a nominal voltage over 30 kv.. Thanks to a following ministerial administrative order issued in 1990 (DM 13/7/1990), this authorization was extended to medium voltage LLW (from 1 kv to 30 kv). In 1999 the high voltage was discharged by ENEL, TERNA was created. Terna immediately started developing live work over 30kV. Enel continued to work under 30kV Finally, with the ministerial administrative order DM 4/2/2011 (still existing), the requirements to perform the various LLW activities were defined for all the Companies 5
6 In the spring and summer of 1969 a group of linemen of the Aosta Valley, chosen for linguistic similarity, with the French "cousins", followed a training in SERECT. After the course, culminating in an examination, a kit of tools, was deposited in a hydroelectric power station near VIVERONE, which in following years would become the live working headquarter. 6
7 Since 1970, near another lake, 3 km from Viverone, three highvoltage lines were built in order to develop the methodologies and equipment specific to live work. In the same period, also an electrical laboratory for equipment testing and a mechanical laboratory for prototype tests was made. 7
8 In the mid-70s it was written the draft standard for the regulation of live working. In the same years all procedures were written to carry out the work. 8
9 The first LLW in Italy was carried out on the 23rd of June 1986 at the presence of ENEL general director, on the 220 kv line Villa Valle-Roma Nord 9
10 In addition to the traditional tools necessary for LLW, ENEL developed different techniques with specific tools, in order to adapt the work to its electrical lines 10

14 Electric pulse strength test This study led to define the MAD to be adopted and the formula to be applied in order to evaluate the gap. Today, thanks to this experience, in the IEC, Terna's experts help to write standards of conductive suits and MAD 14

16 Live working in Terna In these years TERNA decided to train more than 200 linemen and technicians The training process was adapted for the increasing number of operators, therefore, in those years started the multimedia project. 16
17 Live working in Terna Once the product was finished, it was clear the contributed to standardize the training process,. The product turned out to be a very efficient tool when managed in class, alternating and integrating its use with both theoretical and practical tests. 17

22 Live working in Terna TERNA S.p.A. current organization is synthetically structured as follows: A LLW Committee formed by the business managers, who are in charge of the supervision of the entire process; A Control Committee for each Territory Operational Area, which is in charge of guaranteeing the adequate implementation of LLW procedures; A structure which is in charge of developing the procedures, the equipment, the experimentation, the staff training (in collaboration with the business facilities responsible for HR development) and the regulatory protection ( in Rome-Torino e Viverone) 22
