2 Wells County 4-H Member Requirements 4-H age shall be defined as a 4-H ers age as of September 1 of current 4-H year. This age will be used for all Wells County 4-H event unless otherwise stated in the bylaws. Example: Youth is nine on Sept. 2; therefore, youth is eight 4-H age. Youth may join 4-H clubs without regard to race, color, national origin, religion, sex, age or handicap. Regular 4-H Member: Youth must be 8 prior to August 31 before the beginning of the new club year which begins September 1. Any youth who is 19 years old prior to August 31 is not eligible for club membership on September 1 of the new club year. Cloverbuds are youth ages five to seven (5-7) years old 4-H age as of September 1 of the new club year. Each club member must complete at least one project during each club year according to the club final report in order to be termed a completed member. 1. All 4-H members must turn in signed Enrollment, Health and Participation (Conduct) Forms in order to enter in the 4-H division of the Wells County Fair. These are to be completed in the 4-H Online program. 2. Entry in the 4-H division will be open to regularly enrolled 4-H members in Wells County. Members must be eight to 18 years old as of September Each 4-H member must acquire SIX (6) points per 4-H year to be eligible for the fair and to complete the 4-H year. At least FOUR (4) points must come from club meeting attendance with the remaining TWO (2) coming from either club meetings or county 4-H activities. Activities shall be defined as county, regional, or state 4-H activities approved for an eligibility point by the Wells County 4-H Club Organizational leaders and the Wells County Extension Agent. The activities that will be eligible for a point include and will not veer from this list: Fair clean up Shooting Sports Competitions (1 point max) 4-H Judging Competitions (1 point max) Livestock, Crop, Range, Land, Horse, Dairy, Hippology, etc. County Consumer Choices Contest County Communication Arts Contest County Project Expo Contest Livestock Workout 4-H Camp (1 point max) County 4-H Awards Program TSC 4-H Events (1 point max) Project Day Tri County Horse Show (only in years that the show is located outside of Wells County) Ambassadors will receive points for working events where help is needed (1 point max) State offered Volunteer Trainings (teens are eligible to attend these) County Organized events/fundraisers -These events will need a proposal submitted to be reviewed by the club organizational leaders and voted on whether or not it will count for an activity point. This should be done at least one month in advance. *activities offered year to year in this category may vary* Meeting points are from your club meetings but may also come from: Council Meeting attendance Attending another club s meeting. 4. July through August meeting and activity points will carry over to the following year. Page 2

3 Fair eligibility requirements for 4-H members that live away from home: 1. 4-H member must notify the Extension Office and 4-H Council of their intentions to participate in 4-H while living away from home. It is important to maintain contact with the Extension Office to clearly define intentions of how eligibility requirements will be met. 2. If not able to attend home club meetings in person you may Skype or Facetime for meeting attendance points. (Four meetings would still have to be from home club.) 3. Attend a local 4-H club meeting, where they are attending school. (Ex. If in college at Bismarck, attend a local Bismarck s 4-H club meeting/activity and write a one page paper report to be turned into Wells County Extension Agent & Club Leader. Paper should note what happened at club meeting/ideas to bring back to Wells County/Topics you agreed on/disagreed etc..) 4. Attend Collegiate 4-H meetings (may depend on college they are attending whether or not it s offered). 5. Volunteer at a local pet shelter, charity event, with disabled children, nursing home etc. Three hour requirement or longer and also write a paper to turn into Wells County Agent/Club Leader. If member is short of meetings/activities, Wells County Extension Agent & Council Officers will decide what else they can reasonably do to still participate in the County Fair. (Example do an extra job at fair, work a shift in the food booth, help in the static building, etc. ) First Year 4-H Club Members Since the addition of new members is essential to the existence of a 4-H club and the entire County 4-H Program, it is imperative that we give special attention to the new 4-H club member. Youth who are 8 years old before September 1 st and are in 3 rd grade or higher are considered regular members. New members shall receive a free 4-H Patch/Cloverbud pin. Upon completion of first year, member would receive 1 st year completion pin and certificate. Cloverbud Program Cloverbuds -a non-competitive 4-H program designed for youth ages five to seven (5-7) years old 4-H age as of September 1 of the current 4-H year. Its objectives are to help youth explore, develop and learn through fun. The Cloverbud program is planned to reach youth at an age when they are enthusiastic and responsive. It is a separate program and not part of the organized 4-H program. Working with Cloverbuds could be an excellent opportunity for teens to develop their leadership experience. 1. Cloverbud buttons are available when members join at the Extension Office for pickup. 2. Members enrolled in Cloverbud project may exhibit projects at the Wells County Fair in a non-competitive visit. All exhibits will receive a rainbow ribbon and a $2.00 premium for each project. 3. Presented a Cloverbud Completion Certificate at the end of the year H Dress Code applies to Cloverbuds when participating in Cloverbud project areas. 5. Meeting/activity point eligibility requirements do not apply to Cloverbuds. Wells County 4-H Club Requirements Each club must hold not less than six meetings per year to be termed as a completed club. The 4-H club year begins September 1 and ends August 31. These dates are for overall management purposes. Clubs may organize and youth may enroll up to April 1. Only projects listed on the enrollment form and turned in to the Wells County Extension Office by date designated by the office may be shown at the county fair. County fair forms are found online at the Wells County Extension Office website. The final date for addition or deletion of member 4-H projects for the year is April 30th. 4-H clubs reorganization materials (Member and Leader Enrollment Forms) are due in the Wells County Extension Office by the deadline that is set by the Wells County Extension Office. 4 All clubs and Individually Enrolled Members are required to turn in meeting minutes to the Wells County Extension Office after each meeting. Treasurer s checkbooks should be audited by Wells County Extension Office at the end of each 4-H year. Individual Enrollment Program Guidelines The following guidelines are for Individually Enrolled 4-H Members of the Wells County 4-H program, who are not members of an organized 4-H club. The 4-H program is a youth organization of the NDSU Extension Service. The intent of these guidelines are to: 1. Make the 4-H experience available to youth, who for various reasons, are not members of an organized 4-H club. 2. Set standards and minimum requirements, within reason, for Individually Enrolled Members to equal those required by 4-H Club members. 3. To complete projects, participate in the 4-H division of the Wells County Fair, and receive completion certificates and awards. Individual Enrollment: Individual Enrollment is planned learning which occurs independent of a formal group setting such as a club. It can be an individual, paired or family learning effort. The study is self-directed, usually with minimal adult involvement, except by parents or project helper. Individual Enrollment members may enroll in any project offered in the North Dakota 4-H curriculum or design a project plan to fit their needs and interests. Family Learning Programs: Family Learning Programs operate the same way as individual study and involve more than one member of a family. A family member may serve as the project helper. Mentoring: Mentoring programs operate in much the same way as Individual Enrollment. Youth will identify an adult who is an expert to work with and set up a plan for working with or shadowing that person. Upon completion, youth will evaluate their plan and accomplishments, then determine if they want to continue or move on to something else. ENROLLMENT GUIDELINES FOR YEARLY 4-H PROGRAM Individual study participation needs to retain enough flexibility to allow youth to fit into the 4-H program. Individual members need to go through the learning steps that club members do. Each 4-H member participating in Individual Enrollment is expected to: 1. Visit with county extension staff or a volunteer leader about doing an Individual Enrollment Program. 2. Complete a member enrollment/re-enrollment form. 3. Select a project helper (parent, neighbor, etc.) who will work with them while completing their project(s.) 4. All youth showing RABBITS, POULTRY, BEEF, DAIRY CATTLE, GOATS, HOGS, and SHEEP should navigate to the online Youth for the Quality Care of Animals (YQCA) course at yqca.learngrow.io. The certification may be obtained by completing the online modules each year or attending an instructor-led course. The instructor must be certified to teach the course by YQCA. Cost is $12 for online modules and $3 for instructor-led courses. Wells County 4-H Council will pay the $3 for our members when an instructor-led course is offered. 4-H ers should maintain a copy of the certification as this will be REQUIRED for those showing at the North Dakota State Fair in H ers MUST give their YQCA certification ID number to their Extension Office once they have successfully completed the module. This must be done by June 1. Your Extension agent will record the YQCA certification ID number in 4HOnline. Exhibitors are REQUIRED to be certified no later than JUNE 1 to be eligible for the Wells County Fair and JULY 15 for the North Dakota State Fair or they will NOT be allowed to exhibit their livestock at the show. 5. In place of six club meetings by club members, individual members must spend 15 hours of verifiable work in group activities or Extension contact. Some examples: Work at county fundraiser and/or participate in county-wide activities as defined on page two of this manual. Page 4

5 6. On a monthly basis, send in a written report to the Wells County Extension Office indicating monthly activities like those given as an example in No Complete at least one 4-H project. Individuals enrolled will receive 4-H material that club members receive, and are subject to rules therein, unless specifically stated otherwise in these guidelines. To exhibit at the Wells County Fair the individual enrolled must have completed numbers two though six under the ENROLLMENT GUIDELINES FOR YEARLY 4-H PROGRAM before the fair. Helpers, mentors, or leaders of Individually Enrolled Members will be considered 4-H leaders in Wells County and have equal privileges and responsibilities. By following the above guidelines, Individually Enrolled Members are eligible to compete for awards and participate in the same county, state, and national activities as members in an organized club. Dual Enrollment NDSU Extension will recognize 4-H members of the county in which they are enrolled in 4-H, irrespective of their place of residence. 4-H members may enroll in more than one club but may not carry the same project in different clubs. A member cannot enroll in the same 4-H project area in more than one county or state in the same 4-H year. (i.e. beef, clothing, woodworking, etc.) Likewise, all competitive events related to specific projects shall be in the county of project enrollment. Participation in those competitive activities, not tied to a specific project (i.e. Communication Arts) shall be limited to one county only. For 4-H members that wish to dual enroll with one of the counties being Wells County 4-H the following is expected: The member(s) must abide by our county eligibility, project, fair, and event requirements as listed in the Wells County 4-H Handbook in order to receive Wells County 4-H benefits. 4-H Council Who can vote at Wells County 4-H Council meetings? -Organizational leaders from each club vote on any bylaws changes, thus resulting in one vote per club. The president s vote will be the tie-breaker. General issues can be voted on by leaders and 4-H members present at council meetings. Simple majority wins. -All amendment proposals must be brought to the attention of the Wells County Extension Agent and each Club Organizational Leader at least one month prior to the next scheduled 4-H Council Meeting. The submitted amendment proposals are to be discussed in that month s meeting by each club prior to the scheduled Council Meeting. Organizational Leaders will then vote at the Council Meeting according to their club s preferences. -On general issue votes any Wells County 4-H members and/or parents of Wells County 4-H members who are present may vote. Roberts Rules of Order will be utilized at Wells County 4-H Council meetings. 4-H Council Executive Officers -Officer positions include President, Vice President, Secretary, and Treasurer. -Terms are two years in length with no term limits. -Election of officer positions will take place all in the same year. -For minor issues that require council approval during non-meetings times, council officers will be asked to make decisions and give input. 6 County 4-H Ambassador Standards Ambassadors group mission: Ambassadors to be actively involved in participating in the operation of the fair. Be exceptional role models to younger 4-H members and helping them when needed. Eligibility -Must be 14 years of age as of September 1 of current 4-H year -4-H member in good standing (active member and meets county requirements) Expectations -Required to work at the fair and other county events such as Communication Arts/ Project Expo. The 4- H Ambassadors are held to a high standard and we expect you to follow through on commitments and work when scheduled. If you are unable to work when scheduled you need to find your own replacement and let an Ambassador Leader know who your replacement is. -Work schedule will be finalized by the committee. -If an Ambassador has an issue it needs to be addressed with an Ambassador Leader or Extension Agent. -When you work as an Ambassador you must wear Ambassador shirts. Two shirts will be provided for you. -If you do not fulfill your obligations as an Ambassador you will have consequences at the discretion of the Ambassador Leaders. Consequences will be loss of Ambassador Fun Day and/or not eligible for Ambassador Awards. Advisor Responsibility -Interview candidates and have them fill out appropriate forms. Interviews usually take place prior to Communication Arts/ Project Expo. Other arrangements can be made with Ambassador Leaders if need be. -Create work schedule for the fair to assign when and where Ambassadors are to be working. -Plan and chaperone Ambassador Fun Day. Ambassador Leader Committee Contacts Krysten McKinven *Contact the Extension Office for individual s contact information.* Julie Weisser Kristen Jones Extension Agent, Lindsay Maddock Wells County Extension Office Selection Criteria -Total 4-H career work will be considered when selecting. -In addition to county 4-H accomplishments, other leadership activities will also need to be considered. -Teens shall be interviewed before they can become an Ambassador. -Ambassadors must be willing to work at various county 4-H events throughout the year. -Ambassadors working at a 4-H activity may receive one activity point towards fair eligibility (see page 2). Wells County 4-H Dress Code All members participating in North Dakota State 4-H competitive events except Clothing Revue (Sew and Show, Buy and Show) will be neatly dressed and must wear a solid colored white, yellow, gray or green shirt/blouse with the 4-H emblem prominently displayed, and securely fastened, on the front. The objective of the 4-H Dress Code is to: 1. Promote a positive image of 4-H by using a consistent, identifiable appearance. The public will recognize a group dressed in similar fashion. 2. Eliminate any real or perceived advantage or disadvantage in an activity caused by appearance. The 4-H Dress Code as adopted by the Program Action Council is the only rule regarding dress enforced at state events. It was reviewed and revised by the ND 4-H Policy Board on November 23, 2003 and refined effective February 3, Page 6

7 Failure to comply with the dress code shall result in reduced premiums equivalent to one ribbon placing. In team competition, the penalty shall be a deduction of 25 points from the individual and team scores. The dress code remains in effect through the completion of the event and awards presentations. Shirts from the National 4-H Supply Service are considered appropriate provided they are solid colored white, yellow, gray or green and have only a 4-H emblem prominently displayed on the front. Shirts with the 4-H emblem can also be purchased by contacting your local county extension office. County or club names should not be on the shirts. 1. All livestock and horse show participants will be neatly dressed and must wear a long sleeved white, button down shirt/blouse with the 4-H emblem prominently displayed, and securely fastened, on the front." 2. Horse exhibitors must wear properly fitted ASTM-SEI approved harness helmets for all mounted events (western hats are permitted for showmanship), western boots, blue or black colored jeans (dark colored), and a belt. 3. Jewelry or ties are not permitted. Gloves are permitted only in English events. Failure to comply with helmet regulations will result in the youth not being able to participate in the show. For reasons listed under objectives and/or for the safety of the exhibitors, the following are also highly recommended but not required: 1. Dark jeans/pants or skirts 2. Protective shoes or boots when showing livestock 3. Dairy show - white jeans/pants are not required but are acceptable In an effort to promote a professional appearance by 4-H members, it is recommended that the shirt/blouse be a crew neck t-shirt, polo shirt, or Henley-type. The emblem can be sewn, silk-screened, fused or securely fastened using Velcro type fastener or spray adhesive. Visible pins (safety, stick and straight) are not an acceptable method of attachment. If used, securely fasten all sides of the chevron/emblem with the pins on the inside of the garment. 4-H members should not wear short shorts or short skirts, shirts/tops that are low-cut nor allow the mid-riff to show or sleeveless. Shirts should be of sufficient length to be tucked into the pants/skirt. Ambassador shirts are acceptable for all county activities except livestock, poultry, rabbit, and horse. Cloverbud dress code is the same as for regular members; however the Cloverbud pin is worn in place of the 4-H patch. Contact the Extension Office if a pin is needed. Wells County Fair Registration All fair registration forms for Wells County 4-H will be posted for download on the Wells County Extension website. Fair registration forms will be due to the Extension Office by June 1 via or postmark date. Late fair registration forms can result in the following, depending on tardiness of forms as decided by 4-H Council Executive Officers and Extension Agent. -4-H member will not be eligible for champion and/or reserve placing or ribbon premium monies -4-H member will not be eligible for premium sale -4-H member will not be eligible to compete at the fair Wells County Fair Awards The Danish system of ribbon placing (blue-red-white) will be used for all 4-H exhibits at the Wells County Fair. The standards or excellence for the Danish system are as follows: Blue - meets or exceeds standard Red - needs some improvement White - needs much improvement Payment per point will depend on money available from fair board, and the number of total exhibits at the fair. 8 Rules for Static Exhibitors & Exhibit Requirements: 1. All items must be made by the 4-H member enrolled in that 4-H project during the current 4-H club year H members who bring items to the fair in project areas they are NOT enrolled in will be REFUSED AT ENTRY TIME. All static exhibits must be in agreement with the classes and lots listed in the State Fair exhibit list or Wells County Exhibit list. Exhibits that are not in agreement with lists will be REFUSED ENTRY. 3. Cloverbud Members -Participants ages 5-7 years old are not regular members. They are not involved in competitive events. They may exhibit any number of items for display. They will not be judged, but will visit with judge and receive a participation ribbon plus $2.00 premium for each exhibit they enter. 4. Exhibit tags will be printed by the Extension Office and mailed to 4-H members prior to the fair. As in the past, the tags will be used for both the county and state fair. These tags will be used on ALL static 4-H exhibits displayed at the Wells County Fair. PLEASE COMPLETE THE PROJECT REGISTRATION FORM AND RETURN IT TO THE OFFICE ON OR BEFORE THE APPROPRIATE DEADLINE. Please complete one for each 4-H member. 5. Inform the Wells County Extension Office of any dropped projects as soon as possible prior to the fair out of courtesy to the staff, judges, and helpers. 6. Individual entries will be placed in blue, red or white ribbon groups. All exhibits should be clean, neat and attractive. Only blue ribbon winners in static exhibits are eligible for Grand, Reserve, and Award of Excellence and may advance to the ND State Fair. 7. RECIPE/LABEL/INFORMATION CARDS: Read the State Fair book carefully, if your project area requires you to INCLUDE A RECIPE/LABEL/INFORMATION CARD with information about the project (i.e. Glue Solutions, Photography, Foods, etc.) and you do not do so, you will be dropped a ribbon placing. Please read the ND State Fair book carefully. 8. ABSENTEE EXHIBITING: If a 4-H member wants to exhibit at the fair, but is unable to be there at the time of interview judging, the 4-H member may fill out an Absentee Interview Form. The form must be filled out by the 4-H member and done at home. The form is available at the Wells County Extension Office. Only if the 4-H member is at another 4-H activity will their exhibit be eligible for Grand Champion, Reserve Champion, or Honorable Mention consideration. If absent for any other reason, the exhibit is only eligible for blue, red, or white ribbons. Any unforeseen circumstances will be handled by the 4-H Council Executive Officers and the Extension Agent. 9. Check out time -Exhibits can be checked out of the 4-H Static Building/Livestock Barns at 4:00 p.m. on Sunday. No early check-out will be allowed without permission. Late entries (entries received after registration deadline) will not be eligible for Grand, Reserve, and/or Award of Excellence. 11. Projects that are entered under Wells County Exhibits are not eligible for State Fair. 12. Youth enrolled in a livestock species as a project may purchase the project books through the Extension Office as an additional resource if they desire to do so. YQCA rules apply to those exhibiting live animals. Static/Tractor Driving Premium Points Premiums in the 4-H Static Building are paid on all classes in the exhibit list on the basis of points awarded for each entry according to the ND State Fair Book. The form must be filled out by the 4-H member and done at home. The form is available at the Wells County Extension Office. If absent from show event or Premium Sale 4-H member must have pre-approval from 4-H Council. Only if the 4-H member is at another 4-H activity or pre-approved commitment will their exhibit be eligible for Grand Champion, Reserve Champion, or Premium Sale consideration. If absent for any other reason, the exhibit is only eligible for blue, red, or white ribbons. Any unforeseen circumstances will be handled by the 4-H Council Executive Officers and Extension Agent. 4-H member must handle the animal themselves for both the show and the premium sale unless: 1. 4-H member attending another 4-H event or pre-approved event may have their animal shown and run thru the premium sale by someone else. 2. If 4-H member is absent, the animal may be shown for conformation but not eligible for Grand, Reserve, or Premium Sale. REGISTRATION/OWNERSHIP A member must indicate if they have a breeding or market animal. Premium sale market animals: Steer pictures along with fee are due March 1 st. Small animal pictures are due May 15 th. -Late premium sale pictures will be subject to a $100 fine payable to the Wells County 4-H Council. All market animals in beef, sheep, swine, goat, poultry, and rabbit classes and baby calves are eligible to run through the Premium Sale. No dairy or horses. One animal per member may be sold in the auction. Only animals that receive a ribbon in a market conformation class will be sold in the Premium Sale. All exhibitors must have been Interview Judged to participate in the livestock show and sale but ribbon placing doesn't affect sale eligibility. Baby calf exhibits are eligible for the livestock auction, but sold for premium only. 9

10 All buyers at the Premium Sale have the choice of taking the market animal in addition to the premium or premium only. Baby calves will be sold for premium only. Both grade and purebred animals may be sold. For information regarding the number of animals that can be exhibited per lot refer to the State Fair handbook. There is no limit on the number of lots an exhibitor can enter as long as the member is enrolled in the related project. When an exhibitor has more than one entry per conformation class another 4-H member may show one of the entries for that class. All members entered in livestock projects will be interviewed and conformation judged at different times. Those with small animals will be interviewed and conformation judged simultaneously. Exception: 4-H member may take an animal project and complete 4-H Animal Science Project Book and NOT show an animal at the fair. They will interview with the book only. Premium will be given for interview only. SHOWMANSHIP A Grand Champion and Reserve Champion, where appropriate, will be awarded. The Overall Livestock Showman will be awarded during the Round Robin competition, a special competition of champion showmen of each species -beef, dairy, swine, sheep and goat (where applicable). The top two showman from each age division in each species will go on to compete in Round Robin. Age Divisions (age as of September 1 of current 4-H year): Junior-9-11 Intermediate Senior BABY CALF PROJECT: Calf must be born after January 1 of current year. Calf must be in exhibitor's possession by May 15 of current year. Exhibitors must be 12 years of age or younger as of September 1st, of current 4-H year. There shall be one Grand Champion calf and one Reserve Champion calf selected in, this division. If split in male or female or by age, no reserve will be awarded for each. Animals will be judged as feeder livestock only. This year's calf may be used next year as a market steer or breeding heifer. The calves will be entered along with your other livestock projects the first day of the fair. Baby calf is eligible for the Premium Sale to be sold for premium only. Interview Judging will take place at scheduled time during the county fair. Cow/Calf Pairs: The cow needs to have a halter on at all times, as well as being able to tie her up if necessary. This does not mean halter broke, but controllable. Baby Calf: The calf will go through the conformation class. BEEF PROJECT: Market Steers will be shown on the basis of weight, as determined by the livestock committee and Wells County Extension Agent. Overall Steer Show will receive a Grand and Reserve Rosettes. The top two from each class will move on to Overall Steer Show. Breeding Animals will be judged according to ND State Fair lots, with a Grand and Reserve ribbon given in Overall Heifer and Overall Cow/Calf. Each heifer lot will have the top two move on for Overall Grand and Reserve. -All blue ribbon animals are eligible to move on to the State Fair. -All livestock, horses, and small animals stay all four days of the fair with the exception of request for early release due to other livestock activity. Dogs, cats, and pets are also exempt from four day stay. Early removal of any animal without 4-H Council approval will result in forfeiture of all premiums earned for that animal project. All animals will be formally caged/stalled by Thursday night of the fair. -Small Animals/Livestock/Horses must have their stalls cleaned, approved, and checked out by appropriate committee or premiums and ribbons will be withheld. POULTRY, RABBITS, DOGS, CATS & PETS will be shown according to ND State Fair guidelines and classes as closely as possible with alternatives to fit our numbers and conditions. Interview Judging and show will take place at the same time unless otherwise noted in Wells County Fair schedule. 10

If an animal becomes unruly in the show ring, barn, or on the fairgrounds, the animal and the exhibitor may be dismissed from the ring and the grounds. This is for the safety of all others around the animal as well as the handler. 2. Stalls must be kept neat and clean at all times. Exhibitors are encouraged to decorate their stalls. If you decorate please make sure to remove staples etc. after the fair. 3. Before you leave on Sunday your stall will be cleaned and checked by one of the livestock committee members or the Livestock Superintendent. If you fail to do so your premium may be withheld. 4. Common husbandry applies to all livestock stalled during the fair (water, feed, bedding, exercise, etc.) by the 4-H exhibitor. 5. All exhibitors are responsible for keeping the area in and around the barn, wash rack, and tie-outs clean and presentable to the public. Barn duty watch times are scheduled by the committee for all animals housed at the fair. 6. Steers must be haltered and tied at all times. Neck ties will be provided and required while animal is stalled. 7. No watering steers in the stalling area. Horse Rules Guidelines are in State Fair book and ND 4-H Horse Show Rules and Judging Guide. 1. If a horse becomes unruly in the arena or on the fairgrounds, the horse and the exhibitor may be dismissed from the ring and the grounds. 2. Stalls must be kept neat and clean at all times. No racing of any kind is allowed on the fairgrounds or in the arena. 5. When riding your horse on the fairgrounds, ride at a walking pace. No trotting, cantering, or galloping is allowed on the grounds, except in the arena. No horses allowed north of the barns. 6. Please limit the number of horses in the arena at one time to six. Be considerate of others waiting for practice time. 7. ASTM approved helmets must be worn at all times while riding on the fairgrounds. 8. Use proper ring etiquette while practicing, ex: Do not cut someone off. Ask before entering the arena as someone might be practicing patterns. 9. Classes held will follow each age division: Junior 8-11 (age as of September 1 of current 4-H year) Intermediate Senior Awards will be given to the following: Highpoint Reserve Highpoint The horse show will be held in conjunction with Eddy County and Foster County (Tri-County Horse Show). In a year that the Tri-County Show does not occur during the Wells County Fair there will still be a horse show/fun show held at the fair if numbers allow. Those that show horses from Wells County are still expected to display them in the barns at the fair even if the Tri-County Show is not taking place during our fair. Rabbit and Poultry Rules All cages must have drop pans and be furnished by 4-H member. Cages may be available for use if members do not have their own. 4-H members must contact a Small Animal Committee member at least two weeks prior to the fair to reserve a cage(s) if they are in need of borrowing one. Barn duty watch times are scheduled by the committee for all animals housed at the fair. Breeding and market lots will follow the ND State Fair book. All animals must be registered for 4-H or FFA when they are brought in. (You can't decide when the show starts what class they will be shown in.) All animals brought in are expected to be shown unless unforeseen circumstances arise. If you are signed up to show in 4- H or FFA you need a different animal in each class. All youth showing RABBITS, POULTRY, BEEF, DAIRY CATTLE, GOATS, HOGS, and SHEEP should complete the online Youth for the Quality Care of Animals (YQCA) course at yqca.learngrow.io. The certification may be obtained by completing the online modules each year or attending an instructor-led course. The instructor must be certified to teach the course by YQCA. Cost is $12 for online modules and $3 for instructor-led courses. Wells County 4-H Council will pay the $3 for our members when an instructor-led course is offered. 4-H ers should maintain a copy of the certification as this will be REQUIRED for those showing at the North Dakota State Fair in H ers MUST give their YQCA certification ID number to their Extension Office once they have successfully completed the module. This must be done by June 1. Your Extension agent will record the YQCA certification ID number in 4HOnline. Exhibitors are REQUIRED to be certified no later than JUNE 1 to be eligible for the Wells County Fair and JULY 15 for the North Dakota State Fair or they will NOT be allowed to exhibit their livestock at the show. Market animals must meet weight requirements as in ND State Fair book. Pictures of market animals must be into Wells County Extension Office as per their deadline for the Premium Sale (May 15). Premium Sale market animals can be taken by the buyer, when released on Sunday, if buyer and 4-H member agree upon this. Breeding rabbits entered into market class stand the chance of being disqualified by the judge. Blue, red and white ribbons will be awarded in each lot. Reserve and Grand Champion ribbons will be awarded at the discretion of judge. Overall Grand and Reserve Breeding and Market animals will be chosen from the animals the judge calls back from each lot. If more than one of your animals is brought back by the judge for Grand and Reserve, then you may ask another 4-H member to assist you. YOU must show your own rabbit in the first round of judging. For instances where an exhibitor has more than one entry per conformation class another 4-H member may exhibit one of the entries for that class. 12

13 There will be three age divisions for Showmanship: Junior 8-11 (age as of September 1 of current 4-H year) Intermediate Senior You must show your own animal in the showmanship division. Grand, Reserve, blue, red, and white ribbons will be awarded at the judge's discretion. Criteria for Dog, Cat, Pet Dog obedience/showmanship will consist of: 1. Walking your dog at a heel on a leash around the ring with all the dogs together. 2. One at a time each showman will: a. Walk your dog out for the judge at a heel on a leash. b. Have your dog sit. c. Have your dog stay. d. You will back off and give the come command and your dog will come. 3. Also your dog will be judged on how well groomed they are and how you handle your dog. (The dogs will not be judged by breed or quality.) Dog, cat, and pet exhibitors will need to complete either one lesson from each chapter in the appropriate project book or once the first two project books have been completed the member may opt to do the record sheets that are posted on the Wells County Extension website. These project books and record sheets should be brought to the show for interview judging. Livestock/Horse/Small Animal Premium Points Horse: 4-H Western & English events- A premium will be awarded for each class the 4-H member participates in, with only one Overall Champion and Reserve premium given per age division. 14 Wells County 4-H Animal Lease Affidavit Animal lease option is available for those 4-H members who are not able to house and own an animal on their own. Obtain Wells County Animal Lease Affidavit and file upon completion with Wells County Extension office. Deadline for completion of form will correspond with those deadlines set for animal project area. As the 4-H member taking part in the animal lease program you agree to the following: 1. If this animal is shown/exhibited during the time frame of this lease agreement, it must be lead/exhibited in the ring by the 4-H member leasing the animal. 2. Assume agreed upon care: (ex. where animal will be housed, expectations as to time spent working with leased project, etc. 3. Assume agreed upon finances (ex: feed cost, veterinarian, transportation, exhibiting expense, etc.) 4. Refrain from allowing any other individual to enter/exhibit the animal during the time this contract is in effect. 5. The lessee may keep any premiums or awards earned while exhibiting the animal during the duration of this contract. 14

16 Tractor Driving The tractor driving contest will have the following divisions (age as of September 1 of current 4-H year): Beginners 9-10 years old Juniors years old Seniors years old 1. MUST HAVE EXPERIENCE IN DRIVING A LAWN TRACTOR OR YOU WILL NOT BE ALLOWED TO PARTICIPATE. THIS WILL BE LEFT TO THE DISCRETION OF THE COMMITTEE. 2. Will be required to drive a course set up by the committee. 3. A Grand and Reserve will be chosen from each age division from those completing the course in the best time and following all safety rules. Sweepstakes Contest Any enrolled Wells County 4-H member that is eligible to compete in the fair may participate in the Sweepstakes Contest. The contest will consist of three parts: 1. Livestock judging with placings only, no reasons. There will be three classes total including one sheep, one swine, and one beef (pending species numbers at the fair). Each class will be 12 minutes long. 2. Showmanship placing; this will come from your placing in the showmanship part of the livestock show. If a participant shows in showmanship for more than one species we will use their highest placing score. 3. A short comprehensive test that covers all three species (beef, sheep, and swine). There will be three age divisions (age as of September 1 st of current year): Junior Intermediate Senior Point allotment will be as follows: Judging- Each class will be worth 50 points; there will be three classes total with 150 points total. Showmanship (highest placing from one species) 1 st place= 150 points 9 th nd th rd th th th th th th th th th th - 80 Comprehensive test: Each test is 15 questions and the questions are based around the 4-H project books. Each question is worth 10 points each. Total points possible would equal 150 points. Then there is a bonus question at the end of each test that will serve as a tie breaker and will be worth 5 points. Tests will be based around the record books. Awards: Those with the highest scores in each division will be named the winners. The winners will each receive a sponsored prize. Once an exhibitor wins an age division they cannot compete in that age division again. You may move up an age division to compete but you may not move down. Contest and Awards Presentation: Contest will be held at the Wells County Fair. Awards will be given. Sponsors can help present prizes and be in the picture if they so choose. 16

17 Competitive Events The major competitive county events are Communication Arts, Consumer Choices, and Project Expo. Event awards sponsored by Better Seed & Grain for Communication Arts, Project Expo, and Consumer Choices. Participation point requirements for county fair participation: Participation points can be earned by participating in county, regional, or state contests. -Participation in any county, regional, or state contest will be equal to one participation point. Contest activity points are not to exceed two points in one 4-H year. Awards will be granted for each event as follows: Communication Arts Grand and Reserve Champion ribbons for each teen and preteen division where appropriate. Honorable Mention ribbons given at the judges discretion. Project Expo Grand and Reserve Champion ribbons for each category. Honorable Mention ribbons given at the judges discretion. Consumer Choices Top five individuals in each age group receive rosettes and are eligible for the state competition. Honorable Mention ribbons given at the judge s discretion. Shooting Sports Program The Wells County Shooting Sports Program will follow all rules and regulations as outlined by the North Dakota 4-H Shooting Sports Council. These rules shall include, by are not limited to: 1. All participants must be current 4-H members and enrolled in the Shooting Sports program. 2. Participants must have a current 4-H Health Form, program informed consent form, and Waiver of Liability Indemnification and Medical Release Form on file with the Wells County 4-H prior to participation in the program. Shooting Disciplines: Archery, Shotgun, Black powder, Rifle, Pistol Age Divisions: 1. Beginner: Ages Junior: Ages Senior: Ages Requirements: Age as of January 1 of current 4-H year Archery/Air rifle- 8yrs and older Shotgun/Black powder/rifle/pistol 12 years and older with a current ND Hunters Education Certificate *Members must attend two club meetings before any shoot and four club meetings before state shoot to be eligible. Coaches: Coaches will become certified in the respected disciplines and maintain certification as required during instruction of the program. Uncertified adults may assist a coach during practices and tournaments under the coach s supervision. Certification courses will be available through the ND Shooting Sports Program. Practices: Practices will be held a minimum of no less than every two weeks during the shooting sports season. Practices may be cancelled, and reduced, by the coaching staff due to weather/illness/unavailable practice location. Practice locations will be appropriate for the discipline and selected by the coaching staff. The season and practice schedule will be set by the coach/coaches and participants will be notified of the schedule at the start of the season. Practices may contain one or more disciplines as deemed necessary by the coach. Practices will be available to all participants that meet any requirements necessary for the discipline. Safety: All safety and risk management recommendations listed in the ND State Shooting Sports manual will be followed and maintained before/during/after practices and tournaments. Archery range rules may follow the (National 17

18 Archery in the Schools Program) NASP rules and safety regulations. Any abuse of practice time and unsafe/inappropriate behavior will result in: 1. Verbal warning 2. Suspension of practice time participation 3. Suspension of tournament participation 4. Removal from the Shooting Sports Program Equipment: Equipment purchased through the Wells County 4-H Council shall remain the property of the Wells County 4-H. Equipment must be inspected by the coach and maintained properly to ensure safety for participants. Equipment purchases must be cleared through the Wells County 4-H Council. Equipment shall remain in the possession of the coach/coaches. Wells County 4-H clubs may request use of the equipment for a club activity with the direct supervision of a certified instructor. Tournaments: Participants will be allowed to participate in any and all tournaments the Wells County Shooting Sports Program is able to participate in. New requirements include attending a minimum of 2-3 practices during the season. All other requirements for participation in the tournament will be set by the organization hosting the tournament. A minimum of one certified coach must be present at each tournament. Uncertified adults may assist with the teams during the tournament under the coach s supervision. Participation in any tournament will be equal to one county fair activity point. Shooting sports activity points are not to exceed one point in one 4-H year. Please read more Shooting Sports details on the ND 4-H website. Livestock Judging Workouts are held when the coach can set them up. Any contestant may study on their own if not able to make workouts. Teams are picked at coach s discretion. Participation in any judging contest will be equal to one county fair activity point. Judging activity points are not to exceed one point in one 4-H year. Please see the full contest description on ND 4-H website. Counties may enter any number of 4-H members in each of the following divisions. Others may enter the Open Division as indicated below. All participants are eligible for individual awards. The high three individual scores determine the team score. Senior 4-H Division: 4-H members who were age 14 to 18 on December 31 of current 4-H year. Junior 4-H Division: 4-H members who were age 8 to 13 on December 31 of current 4-H year. Open Division: Participants age 8 to 18 not eligible for 4-H divisions. 4-H/FFA dual members choosing to only judge in the state FFA livestock judging contest this year may enter this division. General Rules: 1. Juniors will judge 6 classes of livestock and give 3 sets of reasons. 2. Seniors will judge 9 to 10 classes of livestock with 3 sets of reasons and a question class. a. The question class will be given when all contestants are seated in the reasons holding room. Absolutely no notes are allowed to be utilized. If caught, 50 points will be deducted from you score. b. Performance data may be provided on some classes. c. Once class of 10 questions will be given. 3. Judging Phase 50 points per class Contest will consist of any or all of the following placing classes: breeding cattle, market cattle, breeding sheep, market lambs, breeding hogs, market hogs, meat goats or breeding does. A minimum of 12 minutes will be allowed for contestants to judge each class. 4. Reasons Phase 50 points per set Two minutes are allowed for oral reasons. Contestants should not have paper, cards or notes to assist while giving reasons. Reading notes to a reasons taker will result in a score no higher than 25 points. Reasons are evaluated on content, accuracy, emphasis, completeness, terminology and presentation. 5. Questions Phase 50 points total For seniors only. Ten questions will be asked. No notes are to be utilized to answer the questions. Participants will have five minutes to look over their notes before they are asked to put them away. Questions will be asked twice, and repeated if necessary. Incorrect answers will have 3 points deducted from the possible 50 points. 18
