2 GENERAL INFORMATION Welcome to the 2018 edition of the Monterey County Fair Entry Guide Book. This publication will provide you with all the information you will need to enter any of your home goods, paintings, livestock etc... into the Monterey County Fair for judging and display. Our exhibit program is an excellent way for you to show off your talents, earn bragging rights and above all have fun! Need help? Call the entry office at (831) HOW TO USE OUR GUIDE BOOK Enter all exhibits online at: Review the Table of Contents to discover the areas that interest you, and then check due dates and deadlines. Each department will specify rules and regulations, entry form due dates, exhibit receiving dates and other very important information. Complete the proper entry form and return it with entry fees, if applicable, before the due date. Mail entry forms to the address listed on each, or bring them to the Fair Administration Office, or even submit online. Photocopies of entry forms are accepted and encouraged. Please share entry forms and your Entry Guide Book with friends and family that have a special talent. Additional copies of the entry forms and Entry Guide Books are also available for you to pick up at the Fairground s Administration Office, 2004 Fairground Road, Monterey, CA Fill the forms out COMPLETELY, provide division and class numbers with descriptions if necessary. Junior exhibitors must indicate age and have parent or club leader s signature. PLEASE NOTE: ALL LOCAL and STATE RULES APPLY. All of our divisions and classes will be judged under the American system and/or the Danish system. American - The judging process to rank exhibits against one another and award one first placing, one second, etc. Danish - The judging process to compare each exhibit on its own merit against the scorecard or recognized standard and award as many first placings, etc. as merited. The Monterey County Fair will open its gates to the public on August 30, 2018 and will close its gates to the public on September 3, Please carefully read all rules and regulations that pertain to your department. 3. The Management reserves the right to limit entries according to space available and to eliminate classes if insufficient entries are received. 4. State Rules, Health Rules and Score Cards for judging as prescribed by the Division of Fairs and Expositions apply to all entries of this Fair. A copy of the State Rules may be obtained at the local Fair office or from the Division of Fairs and Expositions website, Questions can be answered by contacting the Fair Administration Office at 2004 Fairground Road, Monterey, CA 93940, or call (831) Submit your entry forms as early as possible to insure space for your exhibit. Official entry forms are contained in this entry guide book, may be obtained at the Monterey County Fair Administration Office, 2004 Fairground Road, Monterey, CA 93940, or online at www. montereycountyfair.com. Office hours are 9:00 a.m. to Noon and 1:00 p.m. to 5:00 p.m., Monday through Friday. No refunds will be made to exhibitors or organizations. 5. Paper Entry Form fees may be paid with cash, personal or business check. Online Entry Fees by credit card only. Monterey County Fair policy for bounced checks: A $25.00 service fee per check plus all bank fees will be added to the amount of the bounced check. Entries will not be accepted until ALL fees are paid. The Monterey County Fair reserves the right to refuse payment from accounts with bad credit history. 6. Entry forms must be postmarked on or before midnight for the designated dates & times. ONLY U.S. POSTMARKS ACCEPTED. All entry forms must contain correct names, mailing addresses (with proper zip codes), telephone number, and for the Junior entries, the age of the exhibitor. Our office staff will answer any questions you may have regarding your entry form. 7. All drapes, hangings, curtains, drops and all other decorative material, that would tend to increase the fire and panic hazard shall be made from non-flammable material, or shall be treated and maintained in a flame-retardant condition by means of a flame retardant solution or process approved by the State Fire Marshal, as set forth in Sub-Chapter 8, Chapter 1, Title 19, CAC. Exit doors, exit lights, fire alarm sending stations, wet standpipe hose cabinets, and fire extinguishers shall not be concealed or obstructed by any decorative material. 8. Exhibitors of animals, machinery in motion and other exhibits that might cause accidents, injury or damage to persons coming in contact with them, shall guard their exhibits and protect the public. Every such exhibitor shall indemnify the 7th District Agricultural Association from and against all claims and demands, costs, charges and expenses which it may incur, suffer, or be put to, by reason of any accident or of any person being injured or suffering damages. 9. As a consideration of their exhibits or participation in events on the Monterey County Fairgrounds the exhibitor holds harmless the U.S. Government or other parties from which the Fair leases ground from any and all claims or demand of any kind or nature which may be incurred directly by reason of such exhibits or participation including any and all claims or demands of their agents, servants and employees or spectators of such exhibits or events. 10. Neither the Fair Management nor Departments will be responsible for LOCAL RULES unclaimed articles. All precautions will be taken during the Fair to protect the entries, but no liability for loss or damage from any cause can be assumed by the Department or the Fair Management. 11. No sign larger than a 14 x 20 may be placed on or at any exhibit, nor shall any advertising be posted at exhibits without permission of Fair Management. 12. Local divisions are open only to legal residents or producers from Monterey County, San Benito County, Santa Clara County, Santa Cruz County and San Luis Obispo County unless otherwise indicated. 13. Extended divisions include entries from California and the eleven Western States. 14. The judge(s) shall award placing according to merit; and or without merit, the judge(s) shall make no award under any circumstances. This rule applies whether there are one or more entries in the class. See State Rule III JUDGING (1-7). 15. Entries cannot be entered in any other classification if there is a division and class for that specific item. 16. Exhibits must be adequately and correctly labeled unless otherwise instructed by the rules of the department, division or class. 17. Items which have been shown/displayed at previous Monterey County Fairs are not eligible for competition. 18. Without exception, no exhibit shall be released until the time and date specified in each section of the entry guide book. All entries are to be picked up at the building or area it was displayed, and the owner must present the claim check to the Building Clerk. No exception to this rule will be allowed without written permission from the Management of the Monterey County Fair prior to the starting Fair date. Any exhibitor who removes his exhibit before the release date will have his/her premium monies withheld by Management. 19. Protests will be considered only if there has been a violation of State or Local Rules. Decisions of judges, veterinarians, weigh masters, Livestock Superintendent and timers cannot be protested and are final. All protests must be presented to the management of the Fair within 24 hours of the alleged violation, or 24 hours after the results are available to the public of exhibits judged pre-fair. Protest must be accompanied by a $500 deposit (cash, money order, or certified check) which will be returned only if the protest is determined valid. Protest and appropriate action are decided by the Fair s Board of Directors or designees in a timely manner. Violations of State Rules may be appealed to Fairs and Expositions. 20. The ribbons and premium checks will be available at the time of release of the exhibit or will be mailed to the exhibitor according to the address printed on the entry form. $50.00 will be charged for all replacement checks. All checks must be cashed with in 90 days. NO checks will be issued after 90 days. Livestock premium checks will be presented to exhibitors upon release of their animals, or the premium checks will be mailed to the address shown on the entry form. Jr. Division premium checks will be presented by leaders or advisors. 21. Sweepstakes and division Scoring will be as follows; 1st Place = 5 Points. 2nd Place = 3 points. 3rd place = 1 point. Sweepstakes shall be awarded only when at least 3 separate exhibitors have achieved at least a combined point total of 30. To receive sweepstakes awards, an exhibitor must have a minimum of 10 points. Animal will not be eligible to sell if form is not signed. Working Credentials will be available to Assistant Livestock Leaders/ Advisors on the basis of each additional unit of 10 animals of one species (i.e. Sheep Leader having 20 animals qualifies for two (2) working credentials). These passes may be purchased by completing this form and returning it along with payment to the Fair Office. They may also be purchased at the Livestock Office no later than 7:00 p.m., weigh in day. Rules, definitions and judging procedure as prescribed in the latest edition of the Official Show Rules and the Standard of Perfection of the American Poultry Association, Inc., shall apply to the Monterey County Fair poultry show except in such instances where they are in conflict with the rules and regulations prescribed by the State and Local Rules listed in this Entry Guide Book. 2. The management will do ALL feeding. 3. Birds will be shown and judged in the proper division and class for breed, variety, age and sex only. If no class is offered, no awards may be made. Disqualified birds and those absent at the time of judging do not count when computing the number of exhibitors in the class. 4. The Monterey County Fair remains committed to hosting a quality poultry exhibition. Health checks are mandated by the Division of Fairs & Expositions and will be performed by certified Poultry Health Inspectors (PHI) from one of the designated CDFA/UC Certification Programs. The PHI will evaluate the health and condition of every bird entered. As a result, coop in times may be delayed. Look for signs when you enter the Fairgrounds as to where to take your bird(s) for the examination- do not proceed to the poultry barn until your bird(s) have been examined. Please make sure you carefully examine each bird before you leave home and follow your regular cleaning procedures. Any birds that show signs of illness, stress, or are not in top quality condition will not be allowed to enter the show. 5. For all classes of Standard-Bred chicken and ducks, all birds must be identified by leg bands or wing bands conforming with the entry form on arrival at the show. 6. Substitutions can only be made within a division. 7. No birds or supplies, for any reason other than sickness of entry, will be released before Monday, September 3, It is not mandatory that a first place award be given if there is no entry in the class, or division worthy of such placing. 9. All birds are entered at the owner s risk. The Fairgrounds and its management are not responsible for any thefts or injuries that may occur to the birds. 10. If there are more than 10 entries of the same breed a separate division will be created and judged. 11. If a division does not have at least 10 entries, it may be combined with another division and judged as one. 12. All entries must be checked by Show Superintendent before cooping in. 13. NOTE: After entries are closed, they will be screened down to the number the Fair can provide housing for. 14. 13 JUNIOR LIVESTOCK DEPARTMENT 1. State Rules and Health Rules applicable to Senior Department also apply to the Junior Department. 2. The Junior Department is restricted to members of the Future Farmers of America, who are under the supervision of the Bureau of Agricultural Education, State Department of Education; members of 4-H youth groups, who are under the supervision of the Cooperative Extension Service, University of California; members of other recognized junior farm organizations; and other youths. Refer to State Rule VII, rules 6 thru All livestock department entries are due by date specified in each department and accepted online only. Extended deadline offered for market animal divisions and due by 5:00 p.m., August 10th and will only be accepted with a $150 entry fee paid in full for large animals per class. 4. No outside alcohol is allowed to be brought into or stored in livetsock area. ONLY alcohol provided by the Master Concessionair is allowed on the grounds. If caught with outside alcohol you will be removed from the farigrounds for the remainder of the fair. 5. RED TAG POLICY Livestock exhibitors are solely responsible for the care of their animals while on exhibit at the Monterey County Fair. If a Monterey County Fair Livestock Director or Livestock Superintendent becomes aware of any livestock exhibit that is not being cared for in an ethical, humane manner or situations where an acceptable state of pen cleanliness, as determined by the livestock management staff and/or Livestock director, is not being maintained, the following will occur: A. The Monterey County Fair Livestock Director, overseeing the species of animal in questions will determine the name and affiliation of the responsible exhibitor. B. The Monterey County Fair Livestock Director will notify the Livestock Superintendent of the responsible exhibitor to obtain a Red Tag and at such time the Livestock Superintendent will record the violation. C. A Red Tag, with the following information will be affixed to the exhibitor s pen/stall. a. The exhibitor s name b. The observed problem c. The date and time of the citation d. Signature of the responsible Livestock Director and Livestock Superintendent D. It is the exhibitor s responsibility to respond to the Red Tag by contacting, first, the Livestock director and then the Livestock Superintendent within six (6) hours of the citation. The responsible Livestock Director and Livestock Superintendent will record the time at which the exhibitor responded to the red tag violation. The exhibitor will formulate and initiate a plan of correction approved by the responsible Livestock Director. Reasonable efforts will be made by the responsible Livestock Director to contact the exhibitor s FFA advisor, 4-H leader. Parent or designee and advise them of the situation resulting in the Red Tag citation. E. Any exhibitor failing to make contact with the livestock superintendent within six (6) hours off issuance of citation may be issued an automatic second Red Tag citation. CLUBS F. Any exhibitor receiving two (2) Red Tag citations during the Fair will be declared ineligible for further competition including participation in the Jr. Livestock Auction. The exhibitor will forfeit all fair premiums, awards and auctions monies earned and is required to remove the animal exhibit from the fairgrounds. G. Any exhibitor that is required, under the provisions of the Red Tag Policy, to remove their animal entry from the fairgrounds, must do so within six (6) hours from the time of the notification. 6. Youth Programs are non-formal voluntary education programs under the supervision of the Cooperative Extension Service of the University of California and the United States Department of Agriculture. They are part of Extension teaching. The projects exhibited at Fairs by members of these groups are the results of their efforts under the supervision of volunteer adults. 7. Complete show attire is required for all 4-H Exhibitors entered in any LIVESTOCK/HORSE SHOW/CLUB GROUP Divisions. ALL 4-H Exhibitors in the Junior Livestock Auction, receiving awards in Round Robin and/or entered in Showmanship classes. This means that ALL 4-H Exhibitors receiving awards, participating in Round Robin, entered in showmanship, breeding classes, market classes and/or selling their animals in the Junior Livestock Auction will be required to wear complete show attire. Solid White Dress Shirt, Long or Short sleeved, collared, button or snap front. Shirts should be tucked in. NO T-shirts, Polo Shirts or Sleeveless shirts allowed. Clean, White Ankle Length Pants. No Black Pants. 4-H Collar or 4-H Tie 4-H Cap (appropriate color) white or green is worn on the head (Horse Show Requires a Safety Helmet) Belts to be worn if Belt Loops are on pants Boots-If boots are to be worn, they must be inside pant legs. Footwear must be clean and/or polished. NO Sandals or open-toed shoes are to be worn while showing. Tennis Shoes are also discouraged H Age Requirements: The levels of membership for 4-H are age based. Each level is defined as follows: a. Primary Level: Must be 5 years old as of December 31, 2017 to exhibit at fair. Primary membership ends when members qualify as junior members. Exhibitors who are under 9 years of age on or before December 31, 2017 are not eligible to compete in large animal (Beef, Sheep, Swine, Dairy Cattle, Dairy Goats, Boer Goats, Market & Fiber Goats, Horse & Llama) competitions at California Fairs. b. Junior, Intermediate, & Senior: Must be 9 years old on or before December 31, Exhibitors are eligible to compete/exhibit through December 31st of the year in which they turn 19 years of age. Grange Age Requirements: Grange youth members must be at least 5 years old on January 1, 2018 to exhibit. They may exhibit until the end of the calendar year in which they reach age 19. All Grange Youth members must be 9 years old on January 1, 2018 to exhibit large animals. Enter all of your exhibits online at 13

14 FUTURE FARMERS OF AMERICA 9. FFA members may participate as members until the end of the calendar year following the year of graduation from high school. (For example, a graduate this year is eligible until December 31 of next year.) The Future Farmers of America (FFA) is a national organization of students enrolled in high school vocational agriculture classes. The local unit is the Chapter in each high school offering vocational agriculture, under the supervision of the agriculture teacher who is always the local Chapter advisor. The state unit includes all Chapters in the state, under the supervision of the State Department of Education as represented by the bureau of Agriculture Education, with its headquarters at the State Education Building, Sacramento, California. The national unit is the U.S. office of Health Education and Welfare, Washington, D.C. Every Future Farmer project in Livestock, Poultry, Fruit or Crops is a part of the practical education of the vocational agriculture student who owns it. The program includes the improvement of agriculture leading ultimately to the ownership of the farms and the development of good rural citizenship. Participation in Fairs and livestock shows is recognized as having educational value as well as stimulation for better results and finer projects, under the supervision of the qualified Chapter advisor and with the cooperation of the Fair Management. 10. All FFA exhibitors of livestock must wear the official uniform of their organization while showing their animals. 11. The official FFA show uniform to be worn by all FFA exhibitors and by helpers in individual and Chapter groups while showing at Fairs and livestock shows shall consist of white trousers, white dress shirt or blouse (long or short sleeved), with the FFA emblem attached to the left pocket and the official FFA four-in-hand necktie. No Black Pants. The official FFA jacket is optional; if worn, the shirt emblem is not required. Hats or headgear of any kind shall not be worn with the official show uniform while showing at Fairs and livestock shows. Exception: See FFA Horse Show Western & English show attire and required safety helmet. INDEPENDENT JUNIOR EXHIBITORS 12. Independent Junior Exhibitors not affiliated with any organization can enter appropriate FFA or 4-H classes if they meet the state age requirement. New independent exhibitors must be at least 9 years old or in the 4th grade by January 1, Exhibitors are eligible to complete/exhibit through December 31 of the year in which they turn 19 years old. Fair management can establish separate classes if there are sufficient entries. Local Rule- Any Junior Exhibitor of market animals who have been a member of a 4-H/FFA/Grange during the past two annual Monterey County Fairs, may not exhibit their market animal projects under any other independent or organization at this year s annual Fair. Independent Juniors entering market animals must provide Fair management with a picture, permanent tag and/or tattoo information 120 days prior to the Fair and attend the pre- Fair weigh in for market beef and 60 days for market sheep, market swine, and market goats. Each entry in these divisions shall be made or produced by the exhibitor. Entries shall be made on Junior Department Entry Forms provided by the Fair. The signature of a parent or guardian is required. State and Local Rules apply to all entries and score cards in corresponding Senior and Junior Department classes shall be used unless otherwise provided for in these divisions. Exhibitors who are enrolled in any junior organization for which classes are offered elsewhere are not eligible to enter articles in these divisions. Independent Junior Exhibitors will dress in a like manner of FFA/4-H exhibitors. All Independent Market Animal Exhibitors are required to show proof of liability insurance. All other Junior Exhibitors are strongly encouraged to carry liability insurance. A policy may be purchased through California Fair Services Authority for a minimal cost. Call the Fair office at for assistance. OTHER ENTRY INFORMATION 13. All required entry forms must be signed by the appropriate advisor, leader and/or parent/guardian for the exhibitor to enter the class. 14. Exhibitors who are enrolled in any junior organization for which classes are offered elsewhere are not eligible to enter articles in these divisions. Exhibitors who are enrolled in any 4-H/FFA/Grange or Open Junior in Poultry or Rabbit Divisions; are NOT eligible to enter Senior Poultry or Rabbit Divisions or Vice Versa. Exception to this rule, see State Rule VII Junior Department Senior Department Restrictions Rule 22. A, B, & C. 15. County, District, and State Fairs cannot legally carry liability insurance covering junior exhibitors and/or their exhibits. Liability insurance is the responsibility and at the discretion of the junior exhibitor. Therefore, it is suggested that junior exhibitors consider taking out a liability policy covering themselves and their exhibits. All Independent Market Animal Exhibitors are required to show proof of liability insurance. All other Junior Exhibitors are strongly encouraged to carry liability insurance. A policy may be purchased through California Fair Services Authority for a minimal cost. Call the Fair office at for assistance. 16. Breeding Animals; Market and Feeder Animals are limited to members of 4-H Clubs, FFA Chapters and Independent Junior Exhibitors located in Monterey and Santa Cruz Counties and San Benito County. Rabbits and poultry are open to the State of California and Nevada. Breeding Beef, Dairy Cattle and Dairy Goats open to the following counties: Santa Clara, Merced, Stanislaus, San Luis Obispo and Ventura Counties, space permitting. 17. Exhibitors may enter one or two market steers; or one market steer and a market lamb or market hog or market goat; or one small market animal only (market lamb, market goat, or market hog). Meat Birds and Meat Rabbits are not considered a small animal for this ruling 18. ALL FFA Chapter and 4-H Club GROUPS WILL SHOW BEFORE SHEEP AND SWINE MARKET CLASSES. 19. Pre-Entry for SHOWMANSHIP IS MANDATORY. WEIGH-IN SHOW CONDITION RULES 20. IMPORTANT RULES: A. NO BLANKETS ALLOWED ON LAMBS/SHEEP ARRIVING AT THE FAIR. ALL SHEEP will be inspected prior to off loading. Animals showing evidence of CLUB LAMB FUNGUS DISEASE will NOT BE ALLOWED to OFF-LOAD and MUST BE REMOVED from the Monterey County Fairgrounds immediately. B. Muzzling of any animals is prohibited. C. All Market and Breeding lambs must be docked such that the tail (dock) can be lifted. Lambs that have been re-docked or have complete tail removal will not be eligible. 15 21. SWINE HEALTH RULES D. All swine must originate in validated brucellosis-free herds or areas. If not from a free herd/free area, sexually intact swine more than 4 months of age require a negative brucellosis test within 30 days prior to entry into California. E. If swine are imported directly from states classified Pseudorabies Eradication Program Stage I, II or III, a negative pseudorabies test is required within 30 days before entry in California. These swine must be isolated from other swine and cannot be exhibited until retested and found negative 30 to 60 days after entering California. F.. A regular California entry permit will not be granted for swine vaccinated for pseudorabies however, AHFSS, CDFA may grant a special California entry permit with specific limitation for such swine. 22. MANDATORY: All market beef exhibitors must bring one copy of bill of sale and one copy of brand inspection for any market beef animal they intend to exhibit at the 2018 Monterey County Fair to the fair office no later than May 1, YOU CANNOT MAIL OR THESE DOCUMENTS. Once bill of sale and brand inspection are received, fair staff will hand you one (1) ear tag per animal. Exhibitor is then required to take a color picture of the market beef animal, clearly showing the animal and the ear tag in the ear that will be shown at the fair, exhibitor must also be in the color picture with the animal. The picture must be mailed to the fair office or ed to Alyssa Wygal no later than May 14, Original bill of sale and brand inspection must be shown at scale, the day of weigh-in, August 29, SWINE, SHEEP AND GOATS Market and Feeder livestock will be classified by weight by Certified Weigh master on scales provided for that purpose on the Fairgrounds on Wednesday, August 30, 2018 between 3:00 p.m. to 6:00 p.m. MARKET AND FEEDER BEEF will be weighed between 6:00 p.m. to 7:00 p.m. THERE WILL BE NO PRE- WEIGHS. 24. AFTER WEIGHING, MARKET AND FEEDER BEEF, SHEEP, SWINE AND GOATS WILL BE DIVIDED INTO LOTS FOR JUDGING. LISTS WILL BE POSTED NO LATER THAN 8:00 A.M. JUDGING DAY, SHOWING EAR TAG NUMBERS AS THEY ARE SCHEDULED TO BE SHOWN. IT IS THE EXHIBITOR S RESPONSIBILITY TO READ THESE POSTED LISTS AND PRESENT THEIR ANIMALS IN WEIGHT LOTS FOR JUDGING AS THE POSTED LISTS SO INDICATE. 25. Overweight hogs will be allowed to show in showmanship only; no special overweight/heavyweight markets classes will be offered for these species. Lambs, beef, and market goats will stay and sell at top weight with a special heavyweight class offered. 26.All animals must be clean and dry. Breeding animals must have a minimum of work done, clean and fitted in show condition, prior to entering the show ring. Market and feeder lambs must have a minimum of carding, with not more than a seven (7) day fleece on their body. THIS RULE WILL BE ENFORCED AT THE SCALES. All animals not meeting these requirements will not be weighed in and must be corrected before the 7:00 p.m. weigh-in deadline or they will be removed from the grounds. 27. NO RE-WEIGHS will be permitted unless the scale is in question. In this case, a re-weigh will be given immediately after balancing the scale. FEEDING, CLEANING AND GROOMING 28. Any inhumane or other inappropriate action to animals by the exhibitor may cause disqualification, forfeiture of awards, and removal of the exhibit and/or exhibitor from the Fairgrounds. This includes failure to clean stalls and/or failure to feed and water animal(s) on a daily basis. 29. All Swine must be fed between 6:00 a.m. and 8:00 a.m. Feed pans must be removed from pens by 8:00 a.m. Swine are not to be fed between the hours of 8:00 a.m. and 5:00 p.m. This includes the act of feeding (i.e. preparing feed, removal of feed pans: anything that causes disruption in the Swine Barn area) unless otherwise instructed by Livestock Superintendent. 30. No nurse goats or sheep shall be brought to the Fair with market lambs. 31. Bedding of straw for all stalls & pens will not be provided. Bedding of shavings or straw to be provided by exhibitor, for beef, sheep, market goats and swine. Straw only for dairy and dairy goats.. BEDDING PELLETS ARE NOT ALLOWED. 32. NOTE: There will be a feed man on the Fairgrounds. Time and location to be announced. 33. JUNIOR EXHIBITORS MUST GROOM AND FIT THEIR OWN ANIMALS. THIS WILL INCLUDE RABBIT EXHIBITORS. NO ADULTS WILL BE PERMITTED TO WORK ON ANIMALS AT FAIRGROUNDS. EXHIBITORS MAY HAVE ASSISTANCE IN SHOWING IF EXHIBITOR HAS MORE THAN ONE ENTRY IN A CLASS. THE ASSISTANT MUST BE IN THE SAME ORGANIZATION AND MUST BE IN APPROPRIATE UNIFORM. 34. All Dairy Goats and Dairy Cattle exhibitors must milk their own animals. If not in compliance exhibitor will receive; One Two First warning by department chairman. Second occurrence will be dealt with by Livestock Supervisor and Department Chairman subject to dismissal from Fair and forfeiture of premium money. 35. All beef, dairy cattle and swine washing operations will be performed in wash racks. SHEEP CAN WASH IN DAIRY WASH RACKS. In the event of a severe drought, washing may be limited during the Fair and will be posted in the livestock department. 36. Show rings will not be used for tying, feeding or drying of animals. Blocking of lambs will be allowed only in designated blocking areas. No blocking or carding of lambs in wash racks or aisles. 37. ALL ANIMALS MUST BE KEPT IN THE BARN AREA AT ALL TIMES. 38. Feed, bedding, tools and other show equipment must be stored out of aisles and walkways. 39. Remember, the only impression many people receive of you, your project and your Club or Chapter, is the one they receive at the Fair. Be certain that nothing about your exhibit or your conduct detracts from that impression. Continued growth and success of our Fair depends upon continued public interest. Exhibitors guilty of a display of bad conduct will be sent home, premium money will be withheld and the exhibitor will not be allowed to show at the Fair again. Police will be notified if necessary. 40. PENS AND STALLS MUST BE CLEANED BY 8:00 A.M. EACH DAY. 41. Animals will be groomed and in show condition whenever the Fair is open to the public. Violators will be penalized. Release procedures will be announced. 42. BEEF EAR TAG RULE: The ear tag received at the mandatory pre tag must remain in the steer/heifer through weigh in day. If said ear tag is not in the ear at weigh in, this animal will not be allowed to enter in the Monterey County Fair and will be removed from the Fairgrounds by 7:00 p.m. on weigh in day. 43. Electrical extension cords shall be for temporary use only and of the heavy duty three-wire (grounded), hard-usage type. Two wire Enter all of your exhibits online at 15

16 extension cords shall not be allowed. All extension cords shall be protected from physical damage and shall limited to 20 feet in length. 44. ALL 4-H, FFA, and Independent (Monterey, Santa Cruz & San Benito County) Livestock Exhibitors at the Monterey County Fair MUST enter at least one (1) non-livestock project for exhibit in the 4-H, FFA Divisions of the 4-H, FFA & Scout Buildings at this year s annual Fair. All non-livestock projects must be entered and delivered on their specific dates. NO LIVESTOCK PROJECTS WILL BE ACCEPTED IF THIS ABOVE RULE IS NOT MET. ANIMALS WILL BE SENT HOME. NO EXCEPTIONS. All other rules stated in the premium book apply. PASSES AND CREDENTIALS 45. All junior livestock exhibitors must submit $20.00 for livestock exhibitor wristband at the time of sending in their entry fees. No replacement wristbands will be issued. Special working credentials will be sold for $20.00 to recognized 4-H Livestock Leaders and FFA Advisors. A sibling/parent pass for $20.00 will be sold to livestock exhibitor families. 46. If exhibitor wristband is tampered with, lost or confiscated the exhibitor will have to purchase a replacement for $ There is a separate form that must be completed by the Leader; Exhibitors will no longer be able to purchase this pass on their entry form. Passes may also be purchased at the Livestock Office no later than 7:00 p.m., Wednesday, August 29, ALL LEADERS AND ADVISORS WILL PLEASE PRINT THEIR NAME, ADDRESS AND PHONE NUMBER BELOW THEIR SIGNATURES ON THE ENTRY FORMS. SICK OR AILING ANIMALS 49. If there is an indication of any unhealthy animals at the Fair, such animals, herds or flocks will be removed immediately and will not receive premiums, if awarded. 50. To eliminate delay in treatment of a sick or ailing animal, the owner extends authority to take such action as deemed expedient and necessary to the Fair Management, when and after diligent attempts have been made to contact the owner or agent of said animal. Fair Management has Power of Attorney for the exhibitor in this instance and by virtue of signing the original entry form, the 7th District Agricultural Association will not assume any cost for action taken pursuant to this rule. VETERINARIAN 51. A VETERINARIAN WILL BE ON CALL FOR LIVESTOCK EXHIBITS. THE EXHIBITOR MUST ASSUME ALL THE EXPENSE OF THE VETERINARIAN S SERVICE IF NEEDED. THIS INCLUDES SERVICE CHARGE. 52. ABUSE OF ANIMALS BY EXHIBITOR OR HANDLER IS GROUNDS FOR DISQUALIFICATION. 53. Livestock Show Management with the best interest of the Fair in mind, shall reserve the right to declare ineligible for competition and/or disqualify any entry from the junior livestock auction that is unsightly, unhealthy, injured, lame, unsound, unable to move on animal s free will, endangers public safety, violates local rules or the Fair s Code of Practice or has been entered in violation of these rules and regulations at any time. OWNERSHIP REQUIREMENTS 54. ORIGINAL REGISTRATION CERTIFICATES INCLUDING A DUPLICATE (NOT PHOTOCOPY) OF AN ORIGINAL REGISTRATION CERTIFICATE CERTIFIED BY A BREED ASSOCIATION SHOWING PROOF OF PURCHASE 30 DAYS PRIOR TO OPENING DAY OF Fair. REGISTRATION PAPERS MUST BE CHECKED BY THE ENTRY OFFICE UPON ARRIVAL TO Fair. 55. Rabbits: Pedigree papers or a Bill of Sale showing ear tattoos or other required entry information (made out to exhibitor) must be available upon request the day of the Rabbit Show. 56. FOR GRADE, MARKET AND FEEDER LIVESTOCK, documentary proof of ownership such as a Bill of Sale or Sales Yard Out Billing (made out to exhibitor) must be available on request. 57. Exhibitors of MARKET BEEF must present Bill of Sale showing ownership of the animal for 120 days at Weigh-In. 58. FOR ALL LIVESTOCK AND HORSE EXHIBITS OWNERSHIP: Market Animals: Beef 120 days; and 60 days for Swine, Sheep, Market Goats and Dairy Goats. Breeding and Feeder Animals 30 days. All small animals (rabbits and poultry) 30 days. All horses Leased or Owned 120 days prior to Horse Show. 59. No substitution/replacement may be made for market beef days, and/or market sheep, market goats or swine - 60 days, before first day of Fair. This rule takes precedence over State Rule. 60. Transportation permits for beef and dairy cattle entries are mandatory in transporting cattle to and from the Fair and will be mailed to Project Leaders, Advisors or parents prior to the Fair; additional forms will be mailed upon request. JUNIOR LIVESTOCK AUCTION 61. The use of stimulants or depressants will not be permitted. This includes show paste. The Manager or Department Chairman will have the right to refuse any animal considered too wild for the safety of all concerned. Such animals will be removed immediately from the grounds. 62. IMPORTANT: All market animals are subject to inspection for Drug Residues. Animals containing unauthorized residues will be condemned and the parties responsible for these residues are subject to prosecution under the Food, Drug and Cosmetic Act. The Livestock Certificate of Animal Medication (located at the center of the Premium Book with the entry forms) is required by law. All health certificates must be presented at the time of weigh-in. 63. The Monterey County Fair Junior Livestock Auction is a Terminal Sale. A. Junior Poultry Market Broiler and Junior Rabbit Grand Champions, Reserve Champions Meat Pen/Market broiler and 1 st place Weight Champion (poultry only) in each class to sell at the Junior Livestock Auction for no more than three lots total sold. STATE ANIMAL AND CATTLE HEALTH RULES 64. SEE STATE RULES X. ANIMAL HEALTH RULES. Copies can be obtained at the Fair Administrative Office or the Monterey Fair Livestock Office. RESIDUE AVOIDANCE PROGRAM 65. The Monterey County Fair reserves the right to test any animal officially entered in any division, for foreign substance including drugs, chemicals or feed additives. As a prior condition to accepting an entry, a certificate of Medication form from the center of book signed by the exhibitor, Agriculture Science Instructor, 4-H Leader, Parent or Legal Guardian grants the Monterey County Fair permission to test entry animal. 66. If foreign substance residues including drugs, chemicals or feed additives are found in tissues of carcass of animals sold through the Junior Livestock Auction Sale, the Monterey County Fair will in no way be liable or responsible for conditions of carcass or sale price of animals. Purpose: to encourage exhibitors in the livestock area (you) to maintain a clean, presentable, safe display of animals for the public and exhibitors themselves. 2. All exhibits will be judged. We encourage your participation. The judge will report all exhibits not maintained to the livestock office. 3. Judging will take place twice daily between 8:00 a.m. and 6:30 p.m. Unannounced visits can occur anytime the judge feels necessary. Times to be judged will not be announced. Sunday PM - end it. All scores have to be ready Monday AM. 4. The judge will be made aware of show times and weigh schedules, but all areas will be judged daily. The public comes everyday, as you do, and deserves a neat, presentable, safe area. 5. FFA and 4-H Beef, Dairy, Swine, Sheep and Goat exhibits are eligible points total per day can be earned. Overall Fair winner will be the Club and Chapter with the highest six day total for each specie. 7. FFA and 4-H will be judged separately. Club/Chapter displays are part of clean barn. With the exception of any animal found to have residues in tissues of carcass. September 1, 2018 DEPARTMENT RULES AND REGULATIONS 1. An AUCTION SALE OF MARKET LIVESTOCK will be held at the Monterey County Fairgrounds starting at 10:00 a.m., Saturday, September 1st. Only animals exhibited at the Monterey County Fair in the Junior Livestock Departments will be eligible for sale. 2. The Monterey County Fair Junior Livestock Auction is a TERMINAL SALE, all Market Acceptable/Market Ready animals judged will be sold through the auction. Exception is Sale Lots of Rabbit and Poultry. Sale Lots must be removed by last day of Fair at 3:00 p.m. 3. All FFA exhibitors are required to wear FFA National (Official) Uniform. No black pants. a. 4-H/Grange members please refer to Departmental Rules & Regulations for dress code requirements. No black pants. b. The owner of the animals shall have his/her animal ready at the time of sale in order to be sold. No exceptions will be made except in extreme emergency. Arrangements must be with management prior to sale date. c. All animals must be presented in Show Condition. Exhibitors CANNOT DECORATE THEIR ANIMALS, NO GLITTERS, etc. 4. No breeding stock or feeder animals will be sold through the auction ring. 5. A 9.0% selling charge will be collected on all livestock sold, and $1.00 will be deducted from all market Beef sales for the California Beef Council. A.004% selling charge for Swine for Pork Promotion will also be charged. 6. A $22.00 charge will be withheld from checks for all animals to cover cost of two (2) 5 x 7 color pictures taken of exhibitor and animals. 7. A JUNIOR LIVESTOCK EXHIBITOR MAY SHOW AND SELL ONE OR TWO MARKET BEEF OR ONE MARKET LAMB AND ONE BEEF OR ONE MARKET HOG AND ONE MARKET BEEF OR ONE SMALL MARKET ANIMAL ONLY. 8. Every Seller of livestock is REQUIRED to write a thank you letter to buyers of their animals. Any exhibitor not fulfilling this requirement is subject to being barred from selling at future sales of the Monterey County Fair Junior Livestock Auction. Leaders and Advisors may obtain stationery for writing thank you letters from the Livestock Office during the Fair. Distribution of stationary and pictures will be from the Livestock Office by members of the Auction Committee. 9. All market lambs must have been vaccinated for OVEREATING DISEASE prior to arrival at the Fair. The vaccine MUST NOT BE ADMINISTERED WITHIN 21 days of market. This is best accomplished by vaccinating lambs, with Cloristridum Perfringens Type D Bacterin-Toxoid, at the time they are placed on food. a. With the passage of law AB489, the seller of animals, found to contain residues, is liable for triple civil damages plus attorney fees. Federal meat inspectors will be sampling show animals at the packing plants, looking for residues of antibiotics, tranquilizers and sedatives. Carcasses that are positive are condemned, and the F.D.A. and C.D.F.A. are notified so enforcement action can be taken. b. It is extremely important that withdrawal periods be strictly complied with for all medications used in animals that are going to market. These withdrawal times and approved uses are listed on the labels of each medication. If a use or species is not found on the label, it is not legal for that purpose, and this particular medication should not be used. c. Please be sure that each project member, under your leadership and their parents or guardians, are aware of this regulation so that inadvertent violations will not occur. 39 10. The Change of Ownership of any animal sold through the Auction does not change to buyer of said animal until the exhibitor is released from the Fairgrounds at 3:00 p.m. on last day of Fair. Any exhibitor dismissed from the Monterey County Fair for misconduct will forfeit payment of animal sold through the Livestock Auction and buyer of that animal will be released from any obligation for payment. The offending exhibitor will not be allowed to enter or exhibit again at the Monterey County Fair. 11.
