Wet or Inclement Weather If a Program is cancelled it will be run the following week (sequence is always Program 1,2,3) Sometimes it is not possible to run the scheduled Program however it is possible to run certain events. 2. Events held for each weekly Program are detailed in the next 2 pages. Wet Weather In the event of wet weather / unsafe Track we will hold a Cross Country Run in lieu of Track & Field 3

4 TRACK & FIELD WEEKLY PROGRAMS 28 / 9 The Centre operates on a three weekly rotation basis. The Event Calendar details each week It is sometimes necessary to cancel a competition day / night due to inclement weather If a Program is cancelled it is run the following week. Sometimes we may be able to hold a meeting but on a modified basis due to track conditions etc. For these situations we have the option of running a modified Program. Once again, in this situation, the original Program will be run the following week. Therefore the sequence is always Program 1,2 & 3. If a Competition Day is totally cancelled we will have a Cross Country Run The Competition Director in conjunction with the Chief Starter, Coaches and President have the discretion to alter the Program at any time, especially in situations where there may be safety concerns. Note: There are some events that are designated as Coach. This applies to U6 Hurdles, U7 High Jump and U8 Triple Jump. These are purely to teach the children these events there are NO points or recording. The theme of Little Athletics is Family, Fun and Fitness and it is hoped that through your association with our Centre you will experience fulfillment in all three aspects. It is hoped that you enjoy your association with our Centre and that you attain what you have set out to achieve, whether it be fun, friendship or success in competition. FAMILY Fun Fitness!!!!!!! Emphasis on the FAMILY. A major attraction of Little Aths is that the parents can be a part of the action. By measuring the Long Jump, timing a Race, retrieving a Discus you are right there on the field of play and your kids will love it. Assistance from parents is essential to run an Athletics Program. This Handbook contains a wealth of information on the activities of the Centre and the Association. Please take the time to read it carefully and don t hesitate to approach Club Officials or members of the Centre Executive if you have any questions or problems. LILYDALE & YARRA RANGES LITTLE ATHLETICS CENTRE EXECUTIVE MISSION STATEMENT The Mission of the Lilydale & Yarra Ranges Little Athletics Centre is to support the Australian Little Athletics philosophy of Family, Fun and Fitness by providing opportunities for children and families to participate in the sport of athletics in a friendly and safe environment. To encourage and support athletes, at all levels and ages, to participate for pleasure and to strive to meet their individual goals. 9 Eastern Metropolitan Region GENERAL OVERVIEW Little Athletics is divided into two sections within a year Track & Field (Summer season) running from October through to March Cross Country (Winter season) running from March/April through to July August to September are rest months TRACK & FIELD The Track & Field season comprises normal weekly Centre competitions, Region and State Championships, Relays, Multi Event and Open Days Weekly Centre Competition Held on Saturday mornings or Friday nights SATURDAYS ARRIVE 8.3 AM WARM UPS 8.45 AM START 9. AM Note : Javelin commences at 8. am for U11 upwards FRIDAY ARRIVE 4.45 PM WARM UPS 5. PM START 5.15 PM Region & State Championships These Championships are available for children in the U9 to U15 age groups. They are held over a weekend and we encourage all athletes to attend Regions. Those athletes who qualify are then eligible to progress to State Championships The States are usually held at Olympic Park Relays Region and State Championships are held for Relays for U9 to U15 age groups Relays are a fun, team oriented event and we encourage all children to participate. Box Hill LAC traditionally hold an Invitation Open Day for Relays this is compulsory for those athletes wishing to compete at Regions (final selection of Relay teams straight after Box Hill) Multi Event Point scoring Event over 5 events (similar to Decathlon and Heptathlon) 1m, 8mH, Long Jump, Discus & 8m We have a Centre Multi Event Day, usually held a week or two prior to State Multis Championships. The States are held for U9 to U15 age groups. Always held at a Country Centre. There are no Region qualifying events. Any registered athlete is eligible to enter. Open Days Other Little Athletic Centres hold Open Days at various stages throughout the season. Pre-entry is required to these Open Days. Details are available from our Web Site or from your Club Table. We have listed a lot of these Open Days in the Event Calendar. Open Days are usually available for all age groups and are a great opportunity to compete against athletes from other Centres. Medals are usually awarded. 9

AM Region & State Championships These Championships are available for children in the U9 to U15 age groups. All athletes who compete at Regions are eligible to compete at State Championships Open Days Other Little Athletic Centres hold Open Days at various stages throughout the season. Pre-entry is required to these Open Days. Details are available from our Web Site or from our Team Manager. Open Days are usually available for all age groups and are a great opportunity to compete against athletes from other Centres. Medals are usually awarded. Note The Cross Country timetable is not available in this Handbook Dates and venues for Region and State Championships not yet confirmed. Timetables for Cross Country are available towards the end of the Track & Field season TRAINING General training for all athletes is held on WEDNESDAYS at 5. PM at Morrison Reserve Qualified Coaches are in attendance Other training sessions are available. Refer to Web Site and / or Newsletters for details COACHING CAMPS A Coaching Camp is held each year by the Eastern Metropolitan Region at the Crystal Creek Camp. LYRLAC traditionally has a high attendance at this Camp U12 to U15 Sat 8th & Sun 9th November (depart Friday evening the 7th) U1 to U11 Sat 29th & Sun 3th November (depart Friday evening the 28th November) Detailed information is available at the back of this Handbook Special Note YOU ARE NOT ALLOWED TO LEAVE YOUR CHILDREN AT ANY OF OUR COMPETITION MEETINGS OR TRAINING SESSIONS WE ARE NOT A BABYSITTING SERVICE No responsibility will be taken for children left at a Competition Meeting or Training Session without their parents 1

11 CLUBS There are 4 Clubs at Lilydale & Yarra Ranges Little Athletics Centre. Every athlete is a member of a particular Club. A Club V Club Day is held in October. A Perpetual Trophy is awarded to the winning Club on the day Please visit your Club Leader at the Club tables (located near the Canteen and clearly visible) when you arrive each morning (or evening) and check in for any Newsletters, Certificates, Entry Forms for Regions, Open Days etc. Note: The wearing of the correct uniform is compulsory this Season. Everybody is required to purchase the Club T-Shirts with printed logos from the Centre. These T-Shirts are compulsory. 12 PARENTS RESPONSIBILITIES Little Athletics is not just for the children; it needs the help of parents as well. To ensure that the program is run for maximum enjoyment, parents are required to act as Officials and Helpers. Participation is essential. Remember you might even enjoy the experience, so don t wait to be asked, offer your services, the success of the Centre depends on you. Without extensive involvement from parents and other volunteers there would be no Lilydale and Yarra Ranges Little Athletics Centre. By signing the Register of Ordinary Members you have become members of our Centre and of the Victorian Little Athletics Association (VLAA). On competition days :- Arrive at 8.3am on Saturdays or 4.3pm on Fridays (Events will not be delayed children arriving late may miss an event) Ensure your child / children are wearing the correct Uniform including their Registration Patch Ensure your child / children have a drink, sunscreen and a hat Visit your Club Tent / Leader for Tickets (Results) from previous week, Newsletters etc Congregate in front of the Club Tents until called to your Event Offer to help see your Club Leader, Competition Director or Announcer Uphold the Code of Ethics To encourage children to respect Officials, Helpers, Coaches and other Athletes PARENT HELPERS Our entire Little Athletics Program is run by parents. The roles include Starters, Timers, Recorders, Rakers, Measurers, Marshalls, Spikers, Retrievers, Coaches, On Track Coordinators and Event Managers. Our younger Age Groups, U6, U7 & U8 s have designated parents to escort them to the events. All parents :- Be at the Track at 8.3am on Sat or 4.3pm on Fri. (Earlier if Javelin) Offer their services to help / assist wherever possible event Are responsible for their children Are encourages to understand the Rules of each Assist Event Managers in ensuring that Rules of Competition are followed Encourage children to respect the Rules and Standards of Competition Help to ensure events are conducted safely 12

Open Days at other Centres Club Uniform or Centre Uniform (Registration Patch may be required) Region, State or Multi Event Championships Centre Uniform (Registration Patch may be required) Uniform code at these Events is very strict. Incorrect uniform will lead to disqualification Centre Uniform consists of:- Centre Singlet or Crop Top Navy Shorts or Knicks (no advertising logos or emblems are permitted) White Socks Runners U/12 and upwards may wear Spikes in laned Events (Starting blocks must be used if wearing spikes) If you re not sure just ask somebody don t wait until you get there and find out you have the incorrect Uniform Centre Singlets may be purchased at the start of the season or hired on the day Molly Dixon on her way to a Gold Medal in the U9G 8m State Final REMEMBER REGISTRATION PATCHES MUST BE WORN AT CENTRE COMPETITIONS!!!!! 17

18 President s Report - Track & Field Season 27 / 28 You may or may not know but I m not re-nominating for President for next season. I think 3 years is long enough for a number of reasons and I think it s time for somebody else to have a go. Being President of this fantastic Centre has been a very rewarding experience and I ve enjoyed every minute of it (well nearly every minute). I m very proud of what we ve achieved and I believe the Centre is in a very healthy position to move forward into the future. Of course to achieve all of this we are very fortunate to have a magnificent group of people on both a Committee level and a general parent helper level. For a smallish Centre we certainly are the envy of other Centres from this point of view. I m going to use this speech to thank some people. Firstly I want to thank my wife Tania she does a lot of work behind the scenes helping me and also a lot of other things around the Centre some of these being uniforms, a lot of weekly things in getting the Canteen ready and the BBQ s, selects and organises the trophies and of course her fantastic photos which I m sure everyone enjoys each week on the website and they ll also feature in our Powerpoint Presentation later. - Thanks to Andrew Gibbons. Andrew is the lifeblood of our Centre he has roles including Vice President and Head Coach and he does a power of work around the Centre during the week and on Comp Days I ve really enjoyed working with Andrew over the past 3 years. - Thanks to Sharon Jacob our Centre Secretary Sharon got us out of a pickle earlier in the year when she volunteered for the Secretary position which was left vacant after Dara left mid season. (On the subject of Dara I would like to put in on the record to thank her for her contribution to the Centre). So thanks again to Sharon for jumping in and taking over and we look forward to her continued involvement in the future - To Sabby George thanks for the Minutes throughout the year and also for her role on Comp Days as Age Group Manager. - Thanks to Jacqui Truman, our Treasurer, Jacqui has done a fantastic job in getting all of our Accounts on MYOB and other Systems in place. We now have a streamlined professional system. Jacqui is leaving us this season and we wish her well for the future. We are looking for a new Treasurer for next season and just on the Treasurers position as I ve just stated a lot of the hard work has already been done. - A big thank you to Melissa Belli. Melissa is our Centre Registrar (well that s her title) but she is much more than that to the Centre she is basically the shop front to our Centre and we ve been very fortunate to have such a person in this position. This is also Melissa s final year in this position. Many Thanks Melissa - To Susan Taylor our Team Manager now we thank Susan a lot during the year because of the excellent job she does in this role. She puts in a heap of work behind the scenes in getting our athletes ready for Relays (Regions, States & Box Hill), Multis (States) and Track & Field (Regions & States) not to mention the Cross Country season as well. It is sometimes a thankless task when it comes to Duty Rosters for parents I think there are some parents who need to step back and have a look at the way things have to work before they complain. Susan has also been the driving force behind getting Race Walking to our Centre and she also heads up a really good team of people on the Circular Track each week - Geoff Patterson our Equipment Manager is another who has taken the Centre to new levels this year. The trolleys for our new Hurdles, Electronic Timing System and Shot Puts are fantastic and have certainly made life easier for us on Comp Days. Geoff also does a power of work in cutting the grass, line marking, general maintenance all made more difficult this year due to the drought. Geoff also has a big role at each weekly comp day. - A big thanks to Rob Belli firstly for his starting each week and then for his role as our EMR Representative and Chief Starter for the VLAA and just a general thank you for his enthusiasm each week and I m sure there a plenty of little kids out there who think he s fantastic for his weekly little kids races. - Another lady who is moving on this season is Mandy Harvey. Now everyone at the Centre owes Mandy a big thank you. She has basically transformed the Canteen from bit of a basket case into an entity that now generates a lot of money for the Centre so much so that we don t have a great need for major fundraising events every year. So a huge thank you to Mandy and to all of the ladies who have helped along the way. This Canteen role is also one that we are looking at filling for next season and once again a lot of the hard work has been done. - A big thank you to Christine Dell our Chief Recorder. Christine does an enormous amount of work for the Centre in keeping on top of all of our Weekly Results, Centre Records, Achievement Levels and Centre Multi Event results. Christine and I don t always see eye to eye but I think that can sometimes be a healthy thing and I ve enjoyed my battles with her over the years. Whilst we are on the subject of parent helpers I just want to make a bit of a statement of how we run our Competition Days. There s always a bit of talk around about returning to our old ways of operating with only Age Group Managers. I m a firm believer in the system of having experienced people acting as Chief Officials at the events. A successful Centre needs to have experienced people in charge of events for a number of reasons :- It ensures a uniformity in the way Rules are enforced All kids at the Centre have the benefit of being shown things correctly I m not against having Age Group Managers what I am against is having say a Coach in charge of one Age Group sure that s great for that Age Group they flourish but the other kids in the Centre do not get that benefit. (I don t think that it s any coincidence that a lot of our successful athletes in the recent years have come from age groups that had the luxury of having Coaches as AGM s examples of these are athletes in the Tony Harris, Geoff Patterson and Paul Owens age groups) Under an Age Group Manager system we need 16 parents (which is a lot) there s a fair chance that not all 16 of these will be experienced in all events in fact I would doubt that there would be any that would be fully experienced in all events. Under a Chief Official system we really only need 5 on any one day. One to control the LJ/TJ area, one to do HJ, one for Shot and one for Discus. And when I say control the event I don t mean measuring, spotting, raking etc but overseeing the event to make sure it is being officialled correctly and that everything is being run in accordance with the Rules. (Believe me when we had the AGM system there wasn t a week that went by when we didn t have a complaint about the way certain age groups were allowed to do one thing and others weren t we did not have a level playing field. This was not the fault of parents but it is something that can be avoided with Chief Officials) I think we should have a pool of Chief Officials (we only need 5 on a day) if we got 1 people (and I know we have 1 experienced people) then there would only be a commitment of once every 2 weeks from these people on a rotation basis. (A roster would be beneficial) This is a much better utilisation of the experienced people and would benefit all of the kids at our Centre (especially the younger age groups). Sure still have AGM s but select the Chief Officials first. Removing or giving up on persisting with Chief Officials is the easy option we should continue to strive towards improving this very important aspect of providing experienced coaching / officialling for ALL of our athletes not just a select few who are fortunate to be in the right age group. As a Centre I believe we have made great advances in the way we run our competition days and we should continue to build on this base (and not revert to our old habits). In closing on this subject I believe that a lot of the recent success of our Centre can be attributed to changing the way we have traditionally run our comp days and that we should continue to develop this system for the benefit of ALL athletes. Now that I ve had my say on that matter I ll move on to talking about some of our achievements for the year :- We purchased a new set of Hurdles great asset for our Centre much safer We held another successful Club v Club Day Race Walking was introduced as a Competitive event reaping great rewards at Regions and States where we had 3 medallists and another State Qualifier. We still have a very healthy bank balance of $3, despite spending around $8, on hurdles. Our trading profit for the year was around the $7,5 mark. We have now got things set up so that we will churn out this type of profit each year (that is, around 5-1,). We are also about to invest some money (around $2k into term deposit which on current interest rates will reap approx $12 income p.a.) We introduced a new point scoring system in relation to Age group Awards which allowed us more flexibility in the way we run our weekly programs and also removed all of the stresses and unfairness involved in missing events / days etc 19

20 President s Report - Track & Field Season 27 / 28 cont d We held some Free event competition days which proved very popular We continued to develop the way we run our weekly competitions in relation to the event order We continued the strengthening of evening up Club numbers and continued to persist with all athletes wearing Club T-Shirts Just on the Clubs we will have all of the Club Records sorted out over the off season, that is, Records for each event at a Club level (for example we have a 1m record for Comets, Jaguars etc) 3 of these records for each event are obviously more attainable than the Centre Records. Some athletes from the Jaguars may have been receiving certificates during the year this shouldn t have been happening it should have been for all Clubs or for none. Keep your eye on the website for details of these Records in the coming months. This is good for the kids as they are more attainable. We have the basis next year for a sponsorship deal on some PB Awards and hopefully some kind of Training Tops We received a $1, grant from the State Govt and when we eventually get this money we ll be purchasing some new Centre Singlets for use at Region & State Comps And on the competition side of things we had great representation at Region & State Championships culminating in our most successful results ever in terms of medals won In closing I would like to update everybody on where we are at with re-developing our Track. I have attended about 6 7 meetings during the course of the season with the Council and a Consulting Firm engaged by the Council to carry out a Feasibility Study on the whole Morrison Reserve Precinct and specifically on an All Weather Synthetic Athletics Track. This Study (at a cost to the Council of $2k for the Aths Track and $5k for the Reserves) has been completed and the finding of the Study is that it is recommending to the Council that an All Weather Track should be constructed. This includes development of the Carpark, Soccer grounds, Toilets and Club Rooms. The total cost of this development is around $3.5m.- obviously a lot of money. This document will now be presented to the Council for approval. This Project is classified as a Major Project (the Council will typically only approve one of these each year). It therefore goes up against other Projects. Cr Tim Heenan (the Mayor) is, and has been, a driving force behind this Project. He is very passionate about this Sporting Facility for Mt. Evelyn. Now I m not his Campaign Manager and I don t even know what his political allegiances are but from purely the point of view of keeping this momentum going with the Council it is very important that we keep Tim Heenan as an ally for that reason, if you wish our Centre to have an All Weather Track, I would suggest that you vote for Tim at the upcoming Council Elections later this year without him I would be doubtful that there would somebody else in the wings with his enthusiasm There are a lot of steps to go in this process from firstly the Council point of view and then from a State and possible Federal Funding point of view but we have to start somewhere. So far we ve had a good start. It is also probably an advantage to us that the current State Minister for Sports & Recreation, Mr. James Merlino is a local. I have made him aware of our mission to obtain a Red Track and he has asked to be kept updated. So in the future please do whatever you can to support this development. All in all the Centre is in a good strong position and there are a number of exciting future developments being planned, especially next year in relation to our 4th Birthday celebrations. Once again we ve had an exciting year and we now look forward to the Cross Country season It has been an honour and a privilege to have been President of our great Centre for the past 3 years and I look forward to the Centre continuing to grow in the future and providing our kids with a great place to participate in Little Aths. 23 CODE OF ETHICS The Victorian Little Athletics Association has outlined a CODE OF ETHICS which it hopes will emphasise more fully its role and involvement in the organisation and participation of parents and children within the Little Athletics movement. Parents, coaches and officials, by example of behaviour, hold an enormous influence over the youth of the community. Conduct of all adult participants and competing children within the aims and objectives of the V.L.A.A. are considered mandatory for the privilege of participation. Adults, Officials and Coaches should form an accepted pattern of behaviour from the following for the benefit of the Little Athletics movement. 1. Do not criticise children in front of spectators, but reserve constructive criticism in private. 2. Accept decisions of all Officials or Referees as being fair and called to the best of their ability. 3. Do not criticise opposing athletes or supporters by word or gesture. 4. Set a good example by your own personal appearance. 5. By making every athletics competition meeting serve as a training ground for life and as a basis for good mental and physical health. 6. By emphasising that good sports people are good students and are both physically and mentally alert. 7. By placing the welfare and development of the individual child above win and loss records. 8. As Little Athletics is for children it is recommended that alcohol is not approved at any competition. The above Code of Ethics is aimed at establishing an ACROSS THE BOARD pattern of behaviour that should be considered of paramount importance to all parents, coaches and officials under the ideals and philosophies outlined in the aims and objectives of the Little Athletics movement throughout Australia, which we feel will greatly assist in bringing up children in a family environment of FAMILY, FUN and FITNESS and the establishment of friendship. Therefore, it could be said that, if Little Athletics is to be enjoyed by all for the benefit of FAMILY, FUN and FITNESS than the co-operation and assistance of all parents, coaches and officials involved is of primary importance. 24 COMPETITION REGULATIONS The Competition Regulations for the conduct of all Victorian Little Athletic Championships (August 1998) will be used as a guide for the Centre competition. The instructions to Officials, printed in this Handbook, will be adhered to where practical for normal competition and will be enforced during Centre Championships. Any variations made will be due to the age and skill level of the children, time restraints or lack of Officials. GENERAL RULES 1. The Lilydale & Yarra Ranges Little Athletics Centre accepts registrations from boys and girls in the age groups of under 6 to under 15. Open age or Youth Aths is available for under 16. Ages as at 1st October determine the child s applicable age group. For example, if you are 8 on the 1st October you compete in the under 9 s. Children attaining the age of 5 during the season may register after their 5th birthday. 2. All athletes must be registered with the Centre. 3. Children must wear the approved Club uniform with the current VLAA age Registration Patch attached to the front. 4. Suitable footwear must be worn for all events. 5. Under 12 to under 16 athletes may wear spikes in laned track events and jumps. Spikes should only be worn during an event. 6. Crouch starts must be used by all athletes from Under 12 upwards in all events up to and including the 4m, except where it s physically or medically impossible. 7. Only Officials and competitors are permitted within the arena. The track must be crossed at designated areas only. 8. All parents, official and athletes are to abide by the V.L.A.A. Codes of Behaviour. 9. Little Athletics is a smart play, smoke free and alcohol free environment. INSURANCE 1.All registered Little Athletes are insured for medical, dental, ambulance, pharmaceutical, X-rays and hospital fess, less amounts recovered from any Private Health Fund up to a maximum of $1, and for 52 weeks for any injury that occurs whilst engaged in Centre activities, including all necessary associated traveling. An excess must be paid. 2.All voluntary helpers at Centre and Club level are insured. 3.The Association has a Public Liability Policy so that in the event of the Association being sued for damages the Insurance Company accepts responsibility up to a maximum of $2,, with an excess payable for each and every claim. Note: It is important in any event that no acceptance of responsibility is given by a Centre Official. 4.Athletes are only covered when competing in the Centre arena. Procedure: When medical expenses, etc, are to be claimed, obtain a claim form from the V.L.A.A.Office and return this together with all receipts to the V.L.A.A. office. 25 INSTRUCTIONS FOR OFFICIALS The following pages outline a general set of rules and instructions for Officials at each event. These are not a full set of Rules & Regulations but they are a good guide. (A full set of Rules & Regulations are available on the Australian Athletics web site It is very useful for all parents and athletes to read the following guidelines They are in an easy to read format and will help you enormously in the understanding of athletics A clearer understanding of the rules, in any sport or discipline, generally leads to greater enjoyment. Remember if you don t understand something ask one of our Coaches or Chief Officials. TIMEKEEPER FUNCTION To measure the elapsed time between the start of a race and the finish. DEFINITIONS Start: At first sign of smoke from the Starter s gun, or sound if smoke is not visible. The flash of a gun can also be used. Finish: When any part of the runner s torso crosses the plane of the finish line. Torso: That part of the body not including the head, neck, arms and legs. PREPARATION Get a watch and have a few practices starting, stopping and resetting it. Clarify which race and what place you will be timing - and be alert. POINTS TO WATCH 1. Hold the watch between the thumb and forefinger with forefinger on the button. 2. The watch must always be held still. You should eliminate all waste motion. 3. With about 3 metres of the race still to run note the athlete you are timing and prepare to stop the watch. Do not anticipate the finish. 4. Always look at your watch prior to starting. 5. Remember to reset watch to zero should a false start occur. 6. Never reset your watch prior to agreement being reached with either the Chief Timekeeper or with other Timekeepers. RUNNING WATCH When timing distance or race walking events it is not necessary or practical to time each runner with an individual watch but it is required that 2-3 Timekeepers be used for recording of first place. One timekeeper may use two watches (when 3 watches are being used) and as the winner finishes, one watch is stopped for an accurate measurement of first place. The second watch is kept running and as each other runner crosses the line; times are called by the Timekeeper and recorded by a person standing with the Timekeeper. If 3 watches are on first place, the middle time is accepted as the correct time. If 2 watches are used, the slower time is accepted. PRINTOUT STOPWATCH Where a printout stopwatch is used it is required to have two standard type stopwatches recording first place in case of a record. DUTIES OF A CHIEF TIMEKEEPER Ensure that Timekeepers are placed in such a position that they: 1. Know what place they are to time 2. Are in line with the finish line; 3. Have a good view of all lanes; and 4. Have a clear view of the starter. The above can be achieved by the use of an elevated stand at least 5 metres from the track. Place Judges are responsible for deciding places in a race - not Timekeepers. 25

26 LONG JUMP EQUIPMENT 1. Take off mat or sand U6 - U8 Size : 1.22m x 1.m U9 - U11 Size : 1.22m x.5m 2. Take of board or mat U12 - U15 Size : 1.22m x.2m 3. Measuring Tape (2 metres) 4. Rake, broom, shovel, hand brush and spike 5. Place tickets and recording sheet 6. Chalk or indicator markers and Measuring Tape for run-up. PREPARATION FOR EVENT 1. Ensure sand pit is level with run-up. 2. Sand may need to be dampened if it is dry. 3. Indicator markers shall be distributed to all competitors to mark run-ups. Sweep run ups and take off area. 4. The front edge of the take-off mat should not be less than 5cm from the front edge of the pit. BASIC RULES 1. Each athlete is allowed a maximum of 3 trials 2. To be a valid jump the athlete: (a) (b) Must take-off from one foot Must place take-off foot on or behind the board/mat. If any part of foot is over the front edge of board/mat then it is a no jump. 3. No markers may be placed on runway but may be placed alongside runway. 4. No markers in landing area of sand pit. 5. If in running up to take-off an athlete passes the edge of the mat furthest from landing pit, it shall be called a trial even if the jump is not complete. 6. The run-up may not exceed 4 metres. 7. If after completing the jump an athlete walks back through the landing area it is a no jump. 8. In the course of landing an athlete must not touch the ground outside the landing area nearer to the take-off point than the nearest break (imprint) in the landing area. MEASURING THE JUMP 1. Official selects break (imprint) made in sand by foot, hand, etc, which is closest to imprint made in take-off mat by take-off foot. This point in the pit is marked by spike, the zero end of tape is held at the spike. 2. The tape is straightened so it lies over and in contact with imprint made by take-off foot on the take-off mat. The tape is drawn tight and the distance is measured to the nearest cm below distance jumped. The athlete can baulk at the jump before reaching take off mat. For U12-15 athletes using a take-off board/mat the measurement must be perpendicular to the take-off line or its extension (i.e. straight back from the imprint in the sand). For U12 15 athletes measurement is taken from the front of the board irrespective of where the athlete jumps from. 3. The competitor who has the longest measured distance from all jumps recorded is the winner. In the event of a tie then a decision is made on the next best jump recorded. 4. If the athlete takes off before the take-off mat or board, then the jump shall be measured from the imprint in the sand to the centre back edge of the take-off mat or the front edge of the take-off board. OFFICIALS REQUIRED 1. Two Officials at the take-off area to watch for foul jumps and recording measurements. 2. Two Officials at side of pit to measure the jump, rake & leveling sand in pit. 3. One Official for recording the jump. RECORDING The best performance for each competitor should be circled or highlighted to simplify placings. The winner is decided by the longest jump. A Step: Athlete lands on the other foot (to that used on the hop). (c). A Jump: Athlete jumps from one foot and lands on one or both feet in the sand pit. 3. A foul jump is recorded if: (a) Any part of the athlete s take-off foot protrudes over the front line, or side edge of the take-off mat or board. (b) (c) After completing a jump the athlete walks back through the pit. In course of landing the athlete touches the ground outside the landing area nearer to the take-off point than the nearest break in the landing area made by the jump. N.B. The trailing leg may make contact with the runway during the jump. 4. No markers may be placed on runway but may be placed alongside runway. 5. No markers in landing area of sand pit. 6. If in running up to take-off an athlete passes the edge of the mat furthest from landing pit, it shall be called a trial even if the jump is not complete. 7. The run-up may not exceed 4 metres. 8. In the event an athlete should land in the pit on their step they should be allowed another trial after the position of the take-off mat is altered. 9. To be a valid jump the athlete must land in the pit. MEASURING, RECORDING & OFFICIALS REQUIRED Please refer to the Long Jump to see how to measure, record and how many officials are required to run the triple jump event. 27

28 EQUIPMENT 1. 2 x High jump stands 2. Cross bar (circular in cross section) 3. Measuring stick or tape 4. Landing bags (minimum of 6cm thick) HIGH JUMP BEFORE COMPETITION 1. The Chief judge shall ensure that all aspects of the landing area and run up are safe. 2. Ensure that the platforms supporting the cross bar are facing the opposite upright. 3. Allow competitors a practice jump(s) to check their run up 4. Set the bar at the correct starting height, measurement shall be checked with the measuring stick perpendicular to the ground of the lowest point of the cross bar and the top of the bar, that is, middle of bar. Measure outer edges higher so middle of bar is the correct height. 5. Check that there is a clearance of at least 1cm between the uprights and the main landing mat and landing bags to avoid displacement of the crossbar. INSTRUCTIONS 1. The bar should be raised in 5cm increments until there are 6 competitors or less, then in increments of 2cm or more unanimously agreed upon by remaining athletes. 2. The final competitor may continue to jump, at height increments agreed upon by Chief Official and competitor, until the competitor has had 3 successive failures. 3. An athlete may commence jumping at any height above the starting height. 3 consecutive failures regardless of the height disqualify the athlete. 4. An athlete may pass on their second or third trial at a particular height (after failing first or second time) and still jump at a subsequent height. 5. Passing a height is allowable, but three successive failures regardless of height disqualify the athlete. 6. An athlete may approach the bar from any angle. 7. Diving over the bar is not recommended. Taking off on two feet is not recommended. 8. If the bar falls after an athlete has landed and left the mat it MAY be considered a failure. It is the decision of the judge if the bar fell because it was touched by the athlete. 9. If an athlete touches the ground or equipment beyond the plane of the uprights and fails to complete a successful jump, it is considered a failure. At the discretion of the Chief Official, an athlete has 9 seconds to complete a jump. If an athlete does not complete a jump in the prescribed time frame, it shall be considered a failure. An athlete may have an unlimited number of baulks in the prescribed time frame. 28

29 RECORDING 1. A tick indicates the bar has been cleared 2. X indicates a failure 3. - indicates did not jump or a pass HIGH JUMP CONT D DETERMINING THE RESULTS 1. The athlete who jumps the greatest height is the winner. 2. If there is a tie:- (a) The athlete with the lowest number of jumps at the height at which the tie occurs shall be awarded the higher place. (b) If the tie still remains, the athlete with the lowest total of failures throughout the competition up to and including the height last cleared shall be awarded the higher place. If the tie still remains :- (a) (b) If it concerns first place, the competitors tying shall have one more jump at the height at which they failed, and if no decision is reached the bar shall be lowered or raised to the heights which shall be announced by the Chief Official of the event; they shall then attempt one jump at each height until the tie is decided If the tie concerns any other place the competitors shall be awarded equal place in the competition. OFFICIALS REQUIRED 1. Two officials to return the cross bar to the uprights 2. One official to judge the jump 3. One official to record SAFETY The uprights may be moved during the competition only if the Chief Official in consultation with the Arena Manager/Referee considers that the take-off or landing ground has become unsuitable or dangerous. The uprights may then be moved to finish off the round. The landing area should be maintained in a safe condition. If a number of small bags are used then it should be ensured that there are no gaps. Part of one foot must always be in contact with the ground. 2. The front leg must be straight (at the knee) at the point of contact with the ground, and remain straight until vertically below the torso (at which point the knee may then start to bend) Hint: Pulling toes up towards the sky will help the forward leg to straighten better! 29

30 SHOT PUT The shot is put from a circle into a sector of 4. The inside diameter of the circle is 2.135m. All lines used to mark the circle and sector are 5cm wide m 4 o 75 cm The circle is divided into halves as shown. A stop board 1.22m long, 1mm high and 114mm wide may be used. Each athlete is entitled to 3 trials. 2. The put must be commenced from a stationary position. 3. The competitor may enter the circle from any direction but must leave from the rear half of the circle 4. The athlete must not leave the circle until the shot has landed. 5. The athlete must not touch the top of the circle or stop board, or the ground outside the circle during the trial with any part of their body. They may touch the inside edge of the stop board. 6. The shot must land so that the point of impact is within the inner edges of the lines marking the sector. 7. The shot shall be PUT from the shoulder with one hand only. At the start of the trial the Shot shall touch the jaw line, close to the ear and shall not be dropped below this position during the action of putting. 8. The shot must not be brought from behind the line of the shoulders. MEASURING 1. The official selects the edge of the imprint mark made by the Shot closet to the ring when landing. 2. The tape is drawn tight and back through the centre of the circle. 3. The distance is measured at the point where the tape crosses the inner edge of the ring. 4. Each measurement is to the nearest cm below the distance putted. 5. Ties are broken by referring to the next best throw. OFFICIALS REQUIRED 1. Two officials at throwing circle, watch for foul throws, recording measurements and pulling tape through centre of the circle. 2. One official at side of sector to find and mark point of impact and return Shot to the circle RECORDING 1. Each legal Put is recorded for every competitor. 2. The best Put for each is circled and the furthest Put is the winner. 3. In the event of a tie then their next best Put is taken into consideration. SAFETY 1. Everyone should stand behind the Putter and the sector should be clear. 2. The Shot should be CARRIED back to the circle- never thrown. 3

31 DISCUS The discus is thrown from a circle into a sector of 4. The inside diameter of the circle is 2.5m. All lines used to mark the circle and sector are 5cm wide. 33 JAVELIN A Javelin is a form of spear and as such is a lethal weapon, which can be deflected by gusts of wind. Officials in the field must watch carefully because as the Javelin comes toward them it may appear to be a smaller object than it is. IMPLEMENT WEIGHTS 4G U/11 - U/12 Boys U/11 - U/13 Girls 6G U/13 - U/15 Boys U/14 - U/15 Girls INSTRUCTIONS Each athlete is entitled to three trials. To be a valid throw: 1. The Javelin must be held at the grip. It should be thrown over the shoulder or upper part of the throwing arm, and must never be slung or hurled. Non-orthodox styles are not permitted. 2. At no time during the throw, until the Javelin has been discharged into the air, may the competitor turn completely around, so that their back is toward the throwing arc. 3. For a valid throw the tip of the Javelin must fall within the inner edges of the landing sector. 4. A throw shall be valid only if the tip of the metal head strikes the ground before any other part of the Javelin. The Javelin does not have to stick in, but marking is easier if it does. When a Javelin descends at a very low angle with the ground it may bounce shortly before producing what looked likely to be a fair landing. This must be carefully watched to see if the point impacts first. 5. The competitor must not leave the runway until the implement has touched the ground. When leaving the runway the first contact with the parallel lines or the ground outside the runway must be completely behind the white lines of the arc at right angles to the parallel lines. 6. The athlete may, during the course of each trial, stop and place the Javelin down inside or outside the runway, leave the runway, then return to begin a fresh trial, providing that occurs only once in any one trial and that no other infringement has occurred. METHOD OF MEASUREMENT 1. The measurement of each throw shall be made from where the tip of the metal head first strikes the ground to the inside edge of the arc along a line from the point of landing to the centre of the circle of which the arc is part. 2. The tape must be straightened and pulled tight. 3. The distance is measured at the point where the tape crosses the inner edge of the arc. 4. Each measurement is to the nearest whole cm below the distance thrown unless the reading is a whole cm. SAFETY Everyone should stand behind the thrower and the sector should be clear. The Javelin should be carried back, never thrown. ON TRACK On Track is a program formulated for U/6 and U/7 to assist in the development of skills and co-ordination. Our Centre aims to provide a very caring, friendly environment in which children can participate in athletics. We hope they enjoy their involvement, make new friends and improve their skills so that they may develop a life long love of sport through participation in Little Athletics. This season we are continuing to combine normal competition with our On Track program. The Victorian Little Athletics Association has designed the On Track program to provide all children with increased instruction, practice opportunities and motivation. Children will be placed in groups and participate in a range of skills working through a sequential program designed to encourage participation and move through various stages appropriate for their ability level. We are asking parents to ensure children are prepared for the season by providing hats and drink bottles and making sure their children come in appropriate dress. We look forward to seeing you at the Centre each week and we invite you to participate in the sessions in support of your child. 33

34 ACHIEVEMENT LEVELS Children competing at Little Athletics are encouraged to compete in ALL events. Lilydale & Yarra Ranges has a set of Achievement Level Awards designed to reward children for attaining a certain performance standard across a range of events. All children automatically compete for Achievement awards. The overall aim of this system is to encourage children to take part in all events, and to spread recognition for achievement over a very large majority of children competing in the Centre. There are various levels catering for all ability levels. The five levels are : White Green Red Blue Gold Michael Gibbons on his way to a Gold Medal in the U9B 11m Walk at State Champs Emily Loughnan U12G Javelin Bronze Medal at State Championships The following Tables set out the target times and distances for each age group, colour level and event. Boys and Girls operate under different Tables. Certificates are awarded at the end of the season based on the Achievement Level attained. It is necessary to attain a performance standard in a minimum number of events for a particular level to be eligible for an award. For example, U8 Girls are required to reach the standard in a minimum number of 5 events for a particular colour level, U9 Girls 6 events and so on. Note : Gold Ribbons are awarded for each event in which a Gold standard is reached. 34

McArthur Lilydale LITTLE ATHLETICS SUN SMART MEASURES The Victorian Little Athletics Association has a policy of promoting sun smart measures at all Little Athletic events for athletes and spectators. Athletes Take umbrellas, drink bottles and sunscreen to events Smoking is not allowed at the Athletics Track. In the interest of children s health, adults are asked to smoke in the carpark well away from the track. 52

53 AWARDS & STATE CHAMPIONSHIP RESULTS There are a number of Awards in both the Track & Field and Cross Country seasons. The Centre recognises performances across a wide range of criteria. Recognition is also given to the hard working parents who have dedicated their time over a long period. The discretionary Awards are selected by the Executive Committee of the Centre their decision is final and no correspondence will be entered into. The Executive Committee also reserves its right to :- (a) not give out an award if it feels that there is no athlete meeting the criteria (b) add in additional awards A large number of our athletes compete at State Championship events for Relays, Multi Events and Track & Field. It is a wonderful achievement to qualify for these events and their performances are recognised under the various categories on the following pages. TRACK & FIELD AWARD CRITERIA The following sets out a summary of our Awards for the upcoming 28 / 9 season. AGE GROUP CHAMPIONS Champion athlete for each age group for Girls & Boys In summary we have a points system based on an athletes best 3 performances in each event. These best 3 performances are ranked against the performances from other athletes. Points are then awarded as 1st to 3rd places 6 points, 4th to 6th place 5 points, 7th to 9th place 4 points, 1th to 12th place 3 points, 13th to 15th place 2 points and 16th to 18th place 1 point. This calculation is carried out for each event. 1 point is then awarded in every event competed in for the season Centre records an extra 5 points (maximum of 5 Centre Records per event). All athletes who meet a minimum attendance criteria of 5% will be eligible for trophies. All athletes, who meet the attendance criteria, will receive a trophy PERSONAL BEST CHAMPIONS Will be awarded for each age group for Girls & Boys The winner in each age group will be the athlete with the highest number of PB s for the season. Attendance criteria of 5%. There may not be a PB Award for Age Groups with low numbers of athletes ATTENDANCE AWARDS An attendance award is a reward for supporting and attending your Centre throughout the season. Athletes are encouraged to compete in all events on the program. 1) An athlete is considered to have attended if he / she competes in at least 3 events of the Program for the week, unless an injury was incurred during the running of the program. 2) Meetings that count for attendance are: - regular Friday night and Saturday morning meetings. - official VLAA Inc. camps and championships that have coincided with LYRLAC meetings. 3) Gold attendance will be given for attending 1% of meetings less 1. A Silver award will be given for 75% attendance. 4) Late registrations therefore cannot qualify for the 1% award and can only achieve a 75% award. Attendance levels will be recorded on the athlete s end of season Certificate PRESIDENTS AWARD Awarded to one Girl and one Boy athlete at the Centre CLUB AWARDS A Club Champion is awarded for each Club to a Boy and a Girl The criteria for Club Champion awards are :- 1) U9 U15 athletes are eligible 2) The athlete generally wins or places highly in respective Age Group Champion Award 3) The athletes Achievement Levels are taken into account, eg, Gold, Blue etc 4) Centre and / or Club Records and the Achievement Level of these Records are taken into account 5) Participation and performance at Region and State Championships in Track & Field and at State Multi Championships 53

Other considerations when deciding nomination: Level of attendance at Little Aths meetings. Level of attendance at training. Level of achievement within own age group, having regard to number of athletes in that age group. Participation in Relays, Regions etc. Performance over previous seasons. Number of years in Little Aths. PETRA SANK MEMORIAL TROPHY (ENCOURAGEMENT AWARD) Open Age Athlete who has completed over a number of years. Good attendance (at least 75%). Not necessarily the best. 57 STATE TRACK & FIELD RESULTS 15th & 16th March 28 Bendigo To qualify for inclusion to Region or State meetings a 5% centre attendance has to be achieved from your registration date to the entry closing date of the VLAA event. (This has to be a minimum of 2 meetings). The following Tables show the results for our athletes at State Championships We had a record number of athletes competing at State Championships this year a total of 32. We won a record number of 12 medals (6 Gold, 4 Silver, 2 Bronze) plus 13 other Finalists that equates to 25 performances in the top 8 in the State. Our athletes also set 1 Championship Records, that is, a performance that betters our Centre Record. 60 RELAYS Relays are a part of the Track & Field season. They are the one opportunity where athletes have the chance to compete as a team. Various events are available for both same sex, mixed sex (2 girls, 2 boys) and some mixed age The events are : 4x1, 4x2 & Medley (1,1,2 & 4) Lilydale & Yarra Ranges traditionally has a high participation rate at relays Each age group has an allocated Coach. Special training sessions are organised. The Relays are held early in the year so training usually commences before the start of the season. U9-U12 Girls Mixed Age Medley SILVER MEDALLISTS AT STATE CHAMPIONSHIPS The first competition for Relays is traditionally the Box Hill Invitational Day. This day is run on the same, or similar, program to Regions and States and is attended by many other Centres. It is a great opportunity to practice for Region Championships and fine tune team selections. This year Box Hill will be held on 21st October (refer Event Calendar) you are expected to compete at this meeting if you are taking part in Relays. The Centre had a large number of teams competing at the Region Championships held at Ringwood. Many teams performed well and progressed through to the State Championships. The State Championships were held at Olympic Park. We had many fantastic performances with the following Teams making Finals : U9G - 4 x 2m U1B Medley U13B - 4 x 2m and our U9 to U12Girls Medley Team of Hayley Anthony(U11), Stephanie Durant (U9), Ella Vandevelde (U1) and Renee Doggett (U12) won the SILVER MEDAL. 61 MULTI EVENTS Multi events are where an athlete competes at a program consisting of 5 events; 1m, Hurdles, Long Jump, Discus and 8m. Points are awarded based on the performance in each event. The points Tables for each event can be found on our web site. The number of points accumulated in each event determines the final result. The athlete with the greater number of points at the completion of the 5 events is the winner. The Centre holds a Multi Event day. Certificates are awarded to all competing athletes. STATE MULTI EVENT CHAMPIONSHIPS The State Multi Championships are open to all athletes (U/9 - U/15). No qualification through Region Championships is required. The venue for the State Multis is always a country Centre (last year was at Albury), and this year it will be at Warrnambool. Competition is held over a whole weekend - Saturday U/9 - U12 and Sunday U/13 - U/15. (Note: Girls U12 are held on the Saturday this year). Competition begins at 8.3 am each morning. Traditionally this weekend is a huge social weekend for our Centre. We generally book out a motel and have a fantastic family weekend away. A BBQ is organised for the Saturday night and the whole weekend is a great opportunity to meet the other families at Little Aths and for the kids to play together. 62 CROSS COUNTRY Lilydale & Yarra Ranges has a fantastic Cross Country season. We are one of the few Centres in the Eastern Region still holding their own weekly events. We have a huge representation at Region & State Championships and we have a reputation for our enthusiastic and loud cheering at these events. Cross Country is fantastic for your fitness (kids and parents alike) and is a perfect complement to other winter sports footy, netball etc. At the end of the Track & Field season the Centre conducts a winter program of Cross Country running, which runs from April to the beginning of August (approx. 16 weeks). We compete at weekly meetings on Saturday mornings commencing at 8.45 am and finishing by 1.3am. We run at 3 separate locations on a rotating basis. Our opening meeting is at Morrison Reserve, followed by (in no particular order) Lillydale Lake and Margaret Lewis Reserve at Coldstream (off Ingram Rd). Track & Field (Summer) registration covers all athletes for the Cross Country season and a small fee (usually $1) is charged per run. All athletes have the opportunity to compete at the Regional Championships, for selection to the State Championships and at Open Days conducted at other Centres and as a Centre we compete as a team at the Knox Open Day. Each week all parents and adults or unregistered athletes are welcome to compete in the 3km event. The season concludes with a Presentation Night or BBQ to qualify for major awards at least 5% of the home meetings must be completed. All are welcome. 63 PRESIDENT S REPORT CROSS COUNTRY 27 / 8 SEASON Hello and welcome to the Lilydale Yarra Ranges Little Athletics Centre Cross Country Presentations for 28. Once again we have had a fantastic Cross Country Season and I am sure it has been enjoyed by all. This is made possible by all the hard work that you have put into it. I d particularly like to thank some people that put in a great effort week in, week out. In no particular order I d like to thank :- 1. Steve Doggett for our very informative website. 2. He is our starter at every meeting, first to be there and last to leave. I do not need to mention everything he does because everyone can see for themselves what his weekly involvement is. I would also like to thank Melissa Belli because behind every good man there is a great woman. As I mentioned earlier we have had a very successful Cross Country season and we would like to thank all of you people here tonight for attending during the season and competing with great enthusiasm and good sportsmanship. Some of the highlights of the season have been :- 1. Winning the Knox Open Day Perpetual Trophy again for the 6 th time. 2. Our race across the Victorian Countryside. 3. Our inaugural Handicap Day which was a great success. 4. Our Centre Championship Day. 5. Our great performances at States and all the children who ran last weekend did a fantastic job on an extremely tough course. We are increasing in numbers every year with 181 athletes. A huge increase on last years 121. We have 38 gold attendances and 51 silver attendances. We had a total of 341 PBs and with this, many chocolate frogs, thanks Rob. We had 74 athletes compete at Regions which is less than last years 8. We had 47 athletes compete at State Championships at Lardner Park in Drouin. We had many top 2 finishes at States and I would like to mention the following athletes who were finalists. Ryan Patterson 1 st in under 1 boys, Renee Doggett 2 nd Under 12 girls and Dane Fencaros 3 rd under 13 boys. Of the teams Samantha Butler, Jade Nicol and Casey Wright 3 rd under 13 girls, Sam Duncan, Dane Fencaros and Zak Patterson silver under 13 boys As you can see we are a very competitive club in Cross Country thanks to all our athletes. In closing thanks to all and especially to all of you children who have made I m sure all your parents very proud and competed with such enthusiasm and determination and for giving us another fantastic Cross Country Season.
