2 2012 EASTERN METRO REGION COACHING CAMPS Friday 9th to Sunday 11th November for Under 12, 13, 14 and 15 Friday 7th to Sunday 9th December for Under 10 and 11 Want to improve your skills and performances? This is for you! Crystal Creek Camp is located in the Goulburn River Valley about 6 kilometres south west of Alexandra. The venue is designed to allow for a variety of activities. A large oval caters for all our track and field needs including jump pits, shot put and discus rings. Equipment including hurdles and high jump facilities is laid out for coaching sessions by ATFCA accredited coaches. The spacious well maintained buildings can accommodate over 100 athletes. Athletes are coached in their own age group. Full catering is provided in the well equipped dining hall. At Crystal Creek, various on site activities are available such as supervised swimming, basketball, volleyball, canoeing, etc. The site is perfect for the cross-country runner and offers clean, unpolluted fresh country air. Sleeping accommodation is by way of cabins, each taking between 6-8 athletes in bunks. Some cabins now feature en-suites. Allocation of cabins will be announced on Friday evening on arrival. Where possible athletes will be grouped with friends or Centres and by age group. The athletes are supervised by experienced camp coordinators and coaching is conducted by accredited coaches (minimum level 2). Persons with first aid and swimming qualifications are in attendance. They will ensure that the athlete will experience an enjoyable time as well as developing their skills and techniques from the coaching sessions. All Camp supervisors and coaches hold a current Working With Children Check. Transport to and from the camp is provided picking up athletes at Kew, Doncaster, Ringwood and Lilydale on Friday arriving at Crystal Creek at 7.50pm to a hot meal and returns approximately 6-7pm Sunday. Actual departure and return details will be in acceptance letter. Saturday s Program is: 7.00am - early morning warm up and jog followed with Breakfast. 8.45am - warm up/ flexibility/exercises. 9.15am-12.00pm - coaching pm - Free time activity pm - Lunch. 2.00pm-4.30pm - coaching. 4.30pm Group activity. 6.00pm - Dinner. 7.00pm - Activity, movie and supper. Registrations are limited to a maximum of 100 athletes for each camp who must be members of Little Athletics Centres in the Eastern Metropolitan Region. You will receive a pre-approved acceptance and Information Pack which will include Payment Options Payment cannot be made online but can be made by Direct Deposit or by cheque. $ is the total fee. Save on Early Bird registrations. Register early and pay only $150 by October 22nd. Applications close on the Wednesday prior to each camp or when the camp is full. 5 Welcome to Season Welcome to the Collingwood Little Athletics Club for the season of First of all I would like to thank all those athletes, parent volunteers and committee members who helped make the 2011/12 season such a great success. I would also like to acknowledge and congratulate those athletes who continued into our winter cross country programme. Well done to each one of you and to the committee members, parent volunteers and helpers who assisted in making the cross country season possible at different locations around Melbourne each week during the winter period. It is great news that this season s competition fees will remain unchanged. This is a credit to the committee members and governing bodies, given the current economic environment. Included within your fees is free entry to Collingwood Open Day, along with free coaching on Tuesday afternoons and during normal competition days and evenings. This year we will begin the season by focusing on skills development for both returning and new athletes. Athletes from U9 to U16 can start early with the introduction of Tuesday night training from the 4 th September. This is almost a month earlier than previous years, and the aim is to help returning athletes practise without the pressures of competition after such a long break from the sport. It will also help new athletes to develop the skills required for competition. For our junior athletes aged between U6 - U12, our Little Bolters Programme will be held on Saturday 15 th September and Friday 21 st September. This program is unique to Collingwood and aims to provide skills development in a fun and friendly environment. It also helps build core strength and instils greater confidence. By running Little Bolters at the beginning of the season, the athletes have a greater opportunity to succeed, both physically and mentally. This year we have again updated our gating system and software to help improve efficiency. In this new system parents will be provided with an access code and will be able to use their smartphones and/or tablets to access results and other date released from the club via cloud technology. This year the On-Track Programme applies only to U6 & U7 athletes and each week they will participate in both an On Track session, as well as 2-3 track and field competition events. At the end of last season the club held its AGM and elected a new committee. A big thank you to everyone for stepping forward. Your support will help to ensure the smooth running of this great club for another year. Without your contribution we could not provide such a fantastic service to the community. I would also like to thank all our retiring committee members for all their hard work. Well done for all your service, and please remember that you will always be welcome at CLAC. Of particular note are Clare Garganis and Robyn Maynard, who have just been granted Life Membership of the Club for their many years of service. Robyn continues to serve on the committee as a general member, while Clare has now left the committee but will no doubt still be around to help out. The new committee has been working very hard since the end of last season to improve and implement some great changes. Returning members will note that there are changes to the weekly program, along with the point scoring system for end-of-season awards. In order to encourage children for the entire season, we re also introducing a new Personal Best (PB) Award system, where athletes will be rewarded during the season for reaching PB milestones. A number of the new committee members will be undertaking training courses provided by Little Athletics Victoria (LAVic). These courses are available to all members of centre, and I would like to encourage all volunteers and parents to consider taking part. The centre will provide the funding if a parent wishes to undertake an accredited course offered by LAVic. This year we would like three or four age-group managers per age-group to assist - on a rotating basis - throughout the season to help manage and record that group s results. If you can assist please let us know. 1

6 Also new this year is the inclusion of U16 athletes to competition within the Little Athletics programme. Note that most of these athletes have already commenced with the senior club ranks. However we will accept and provide an opportunity for these U16 athletes to compete in the 2012/13 season. For the last two years, the Centre has also been engaging with the City Of Yarra in a great community outreach programme - providing free Little Bolters sessions to children of Fitzroy s Atherton Housing Estate. This programme will continue once again this season. Its aim is to ensure all children can access the centre and its coaching staff. It provides a wonderful athletics experience for all the children, and also encourages new arrivals to the City of Yarra to get involved. Back at the Centre, our weekly club programme will alternate between Friday nights (The twilight programme which commence at 5.30pm) and Saturday mornings (which begin at 8.30am). The centre provides a canteen and a BBQ and a coffee van is on site. I hope you enjoy the season and I if you have any concerns, questions or improvements, please let the committee or myself know. 11 Little Athletics Organisational Structure Australian Little Athletics (ALA) Little Athletics Victoria (LAVic) Regions Centres Clubs The National body The Victorian governing body LAVic is divided into 7 regions 4 metropolitan and 3 country. Our Centre is part of the Eastern Metropolitan Region (EMR) There are over 100 Centres in LAVic, and each region is made up of a number of Centres. EMR consists of 12 centres including Box Hill, Camberwell-Malvern, Cockatoo, Collingwood, Croydon, Doncaster, Kew, Knox, Yarra Ranges, Nunawading, Ringwood and Sherbrooke. Some centres, particularly the larger ones are comprised of clubs. Collingwood Centre does not have a club system General Information Registration Information CLAC provides track and field activities for boys and girls age groups Under 6 to Under 16. The athlete s age on September 30 determines the age group an athlete performs in for the season. See page 38 for age group tables. Athletes must be at least 5 years old to be registered with the centre. Registration will be valid on payment of the appropriate fee, the completion of the registration form, and in the case of new registrations, production of proof of age of the athlete. Athletes who are being re-registered do not have to produce this proof of age. Registration allows the child to compete in all track and field activities (October-March) and also in the Cross Country competition (April-August). Registered athletes who submit their entry form on time are also eligible to compete at CLAC Open Day. The earning of weekly points for trophies/awards is also restricted to eligible, registered athletes who must wear current registration label, with club uniform including plain black shorts (or leggings at Club comp. only) on each competition day. Fees Registration Fees for include all summer competition days, the weekly EMR winter Cross Country program, training on Tuesdays, First Aid and CLAC Open Day. Single Athlete: $ Family of two athletes: $ Family of three athletes: $ Additional athletes in the same family: $ each U13 to U16s may be dual registered with Athletics Victoria for an additional discounted fee. Refer to p.28 for further details. For those only registering for cross country (i.e. no summer little aths) there is a reduced winter registration fee. Cost TBA. 7

12 Parents Responsibilities Little Athletics is not just for children, it needs the active participation of parents as well. To ensure that the morning (or twilight) program is run for maximum enjoyment, parents are needed to act as officials and helpers. Approximately 45 parents are needed for the normal competition to run smoothly. If we do not get sufficient parent volunteers, this may result in some events being cancelled, and/or the program running late. So please don t wait to be asked. Offer your services first thing in the morning, or write your name down for duty the following week, as the success of our Centre depends on you. It is the parent s responsibility to give your children the best opportunity of taking part in the day s activities. It is important that children are not left unattended during the program. It is the responsibility of all parents to ensure that a continuity of supervision is provided for their children. Uniform Athletes are to wear black running shorts and the club singlet which can be worn with or without a plain white t-shirt underneath. Plain black leggings are also permitted at weekly CLAC competition, but not at Region or State events. The plastic sponsor s bib showing the athlete s name, age and registration number is required to be pinned or attached onto the front of the singlet. This now includes a bar code sticker for electronic timing which must be worn. Hats and sunscreen should be worn whenever appropriate. CLAC uniform must be worn when competing for CLAC in Region and State Relays, Region and State Track & Field, Multi-event Championships and in any Cross Country event. Note: logos on shorts must be covered at these competitions. No leggings are allowed, and shorts must be at least 10 cm (4 inches) above the knee. All undershorts, i.e. compression shorts/skins, must be black or skin coloured. Starting Time Competition starts at 8.45am sharp on Saturday mornings and in the case of twilight meetings at 5.45pm sharp. Children who arrive late for an event may miss that event. Children should arrive 15 minutes prior to the start of competition in order to do the group warm-up. Parents acting as officials also need to be in place 5 mins before the start of competition. For athletes U11 and over, Javelin competition will commence at 7.45 am, with registration at 7.30am. No latecomers will be accepted. Weekly event programs The weekly programs will be published in the newsletter, and also posted on the CLAC website. Coaching CLAC has a number of qualified coaches, and coaching sessions are held on Tuesday afternoons from 5-6pm. These sessions are for all registered athletes aged U9 upwards. More details on page 17. On Track Program As part of our weekly competition program, CLAC runs the LAVic On Track skills development program for athletes aged U6-U7. Athletes in these age groups also compete in two to three events on top of On Track each week. Parent volunteers are needed to run these programs, and training materials are provided. More information on page 13. Centre Records Centre Records are the best performances for each event in each age group by a Collingwood Athlete (including Centre Multi Event). Centre records are not maintained for CLAC Cross Country performances. The CLAC Records Policy can be found on page 37. 8

13 Collingwood Open Day & other Centre Open Days Each year, CLAC holds an Open Day where athletes from other centres are invited to compete at our Centre. Athletes can choose the events they wish to enter, and medals are awarded to first, second and third place getters. Athletes from other Centres pay an entry fee for this event; however a discounted entry fee for CLAC athletes is included in the season registration fee. More details about CLAC Open Day can be found on page 18. A number of other Centres also hold Open Days, and these will be advertised on the CLAC website and newsletter during the season. Cross Country The Cross Country program runs from April to July and ends with the State Championships. CLAC hosts a cross country events, and supports the program and encourages the involvement of any interested children. For further information see page 21 and/or speak to the committee member responsible for Cross Country Graeme Scott. Running Shoes Good fitting running shoes with flexible soles, a firm supporting heel and laced so the foot cannot move in the shoe, can be used for all events. Feel free to speak to coaches for advice on running shoes. Track spikes Depending upon their age group, athletes are allowed to wear spiked footwear for some or all events. For most events, spikes must be 7mm in length and either conical or Christmas tree in shape. However 9mm spikes may be worn in specialist high jump and javelin footwear (with heel spikes). Needle spikes are not permitted. Spiked shoes with spikes removed are also not permitted. Refer to picture below. Track regulations require that all athletes using spikes must also use starting blocks (provided by CLAC) Athletes not using spikes correctly may be disqualified. 9

14 First Aid Most injuries can be prevented if athletes participate in warm up sessions run at the beginning of the day. However as with all sports, there is always the risk of injury. A first aid trolley is available in the clubrooms If soft tissue is injured, the R.I.C.E. treatment is recommended: Rest Ice should be put on the injured area for minutes and repeated during the day. Compression bandages should be used when swelling occurs. Elevate injured knees and ankles with a chair or stool. Where pain or swelling persists, please see a doctor. Whilst all athletes and officials are insured under a standard policy held by Australian Little Athletics Incorporated it is recommended all families consider and review their health and medical insurance arrangements. Break Up Day & Award Presentations Break up Day this year is on Saturday 16 March The date for Presentation evening is to be advised. We encourage all parents to attend the Annual General Meeting. Watch the website for details of the date. On Track Program Many Little Athletics Victoria Clubs now run the On-Track program for age groups Under 6 to Under 8. On-Track is a specially designed program for younger athletes, and emphasises the development of skills rather than competition. Here at Collingwood, On-Track is focused on our Under 6 & Under 7 athletes as well as any new athletes who would like to receive some instruction on different events. It is run in two segments of approximately 30 minutes each. Under 6 & Under 7 athletes will do On Track each week, along with two or three competition events. Under 6s and 7s may also take part in Open Day events under normal competition rules. We are keen to get as many people as possible involved in running our On Track Programs and urge parents to attend one of the On Track workshops to be held at various venues around Victoria. See page 16 for details. For more information talk to our On Track Co-ordinator, Narelle Scott, or Club President Scott Lovell. Parent Duty Athletics is a unique sport in that it offers many different events running simultaneously. To ensure smooth running of the weekly program we need to roster about 45 parent volunteer helpers and officials each week. Please note that our volunteering system is changing this season. Rather than have parents/carers volunteer at one particular event station for the duration of the competition, we will be asking for 1 chief official for each event, along with 1-2 parents to volunteer as age group leaders every week. There will be separate supervisors for girls and boys. The duties of the weekly age group leaders will be to: a) Accompany their age group for the day, supervising and running all the field events, helping to sort the kids into heats for the track races etc. This means that volunteers will be able to follow at least one of their children from event to event and not be stuck at long jump for example, while their child is doing discus. b) Help coordinate the flow of athletes between events. 10

15 Athletes in an age group will not be able to start competition until an age group leader is signed up on the day. We will also still need volunteers to run the timing system, as well as do canteen/bbq duty, key in results, set up, pack up etc. To meet the required number of officials, one parent/carer per family is required to officiate on at least 8 occasions during the season. Parents of children participating in the On-Track program will be expected to help the co-ordinator run the activities. Without the help of all parents, we would not be able to offer all that we do for the athletes, and as such, we value participation. If you, like many of our families, are prepared to help out more than 8 times we thank you your input is greatly appreciated. In order to get the program up and running on time, each week we will be asking parents to put their names down for duty a week in advance. Helping out basic job descriptions Here s some basic information about what the various events require in terms of officials. TRACK EVENTS The Starter The Starter not only fires the gun to start races, but is in charge of all aspects of the start of each event. If you are interested in learning to become a starter, have a chat to one of our starters, and find out more. Starters courses are run regularly by LAVic, separate to the general officials courses. Course dates etc. can be found on the LAVic website: Starter s marshals Keeps the children lined up and places them in heats for each event. Scans athletes barcodes before races if required. Timekeepers Timekeepers are involved in measuring the time from the start of the race until each competitor crosses the finish line. The job of timekeepers will differ according to whether or not the electronic timing gates are being used. When timing is done manually, the start of the race is the first sign of smoke from the starter s gun (the sound of the gun may take up to 0.3 seconds to reach the finish line). The finish time is when the competitor s torso (i.e. the trunk, not the head, arms or legs) crosses the finish line. **If you are interested in any aspect of timekeeping, including the use of the electronic timing system, please talk to the people at the finish line. We are always looking train up more skilled volunteers. Place Judge Determines the order in which competitors pass the finish line. Placings are determined by the runner s torso (i.e. not the head, neck, arms of legs) crossing the line. Finish Marshall The Finish Marshall puts the children in lane order when they finish their race and take them over to the recording table. (The children will pick up lane number tags at the end of the race) Recorders Double-check the athletes lane numbers and scan bar codes at the end of a race if required. Data Entry This involves inputting field event results into a computerised data base. This will enable results to be posted on the website, as well as keep track of athletes times, personal bests etc. 11

16 Walk Judge Ensure that all rules of walking are adhered to. A chief judge is present to co-ordinate the judging. If you or your children are interested in walking, we strongly encourage you to complete one of the walk judging courses that are run through LAVic. See page 15. Age Group Leaders This season we are hoping to start recruiting Age Group Leaders assist to ensure athletes are at the events they are supposed to be, particularly in the younger age groups. They can also help run events, organise parent helpers and work with coaches etc. to run a fill in activity if there is a gap in competition. Age Group Leaders can also assist with getting relay teams organised and other age group representation at Regional competitions throughout the season. FIELD EVENTS Long jump Tasks include marshalling children, raking the pit, measuring jumps, watching for foul jumps, recording measurements and determining place order. Triple jump Tasks include marshalling children, raking the pit, measuring jumps, watching for foul jumps, repositioning the takeoff mat when required*, recording measurements and determining place order. Javelin Tasks include marshalling children, spiking, measuring and recording distances, watching for foul throws, returning the javelin after throws, determining place order. Also ensuring that javelins are only used in a safe manner, and are not "played with by the athletes waiting for their turn. Chief Officials in charge of field and track stations have the discretion to disqualify competitors who misbehave. 12

17 Hints for parent helpers (officials) Full sets of event rules are available on the result clip-boards at each event. Read them to confirm the correct procedures. Place yourself in the best possible position to observe all actions of the athletes. Ensure that all athletes have an equal opportunity to achieve their best in all events. Do not force a child to compete in an event. They should be encouraged but never compelled. In instances where stopwatches are used, timekeepers must start watches when they see the smoke from the gun, NOT the bang. Remember sound travels slower than light. In the event of a false start, don t forget to re-set your watch. Also if you miss the start of a race notify the Chief Timekeeper immediately. Two timekeepers must be provided for first place with the slower of the times being the official recorded time. With the electronic timing gates system, it is very important for athletes to stay in their lanes both during a race and after crossing the finish line. Times recorded for running events are measured in hundredths of a second. Distances of throws, jumps and high jump heights are measured to the nearest centimetre below the distance unless the reading is a whole centimetre. A runner crosses the finish line when his/ her chest (torso) crosses the line, not the head, arms, or legs. Chief Officials at all field events should note the current record for the event they are conducting. This will be printed on the event form. For a new Centre Record to be recognised, the Chief Official must seek verification by the Track and Field Manager immediately. All timing or measuring devices, hurdle heights, objects thrown and marks must be left unaltered until the record has been validated. See the CLAC Centre Records Policy on page 37. Chief Officials are responsible for ensuring that the recording sheet is taken to the data entry person at the end of each event. S/he is also responsible for ensuring the correct procedure is followed if a Centre Record is broken. Warm ups before each event must be used fairly or not at all. The norm is to give each athlete one practice throw or jump. Also, if one heat in an age group has a practice run over the hurdles, all other heats in that age group must be allowed the same practice. If you are unsure of any aspect or rule please ask one of the Track and Field Managers, Tom Parbery or Blair Moxon. 13

18 Coaching & skills development Centre Coaching Training sessions are held most Tuesday nights from the beginning of the season and run from 5pm to 6pm. All athletes from U9 and up are very welcome to come along and join in. These training sessions will start with a group warm-up at 5pm so please be on time. Each week the focus will be on a few different selected events. If you would like any help with a particular event, feel free to have a chat to one of our coaches, who are accredited at various levels through Athletics Victoria and the Australian Track and Field Coaches Association (ATFCA) Relay training will also be conducted in the first part of the season. Check the website for more details on this. Coaches may also be available on an ad hoc basis if you have special needs or want that extra boost to your season. Talk to the Coaching Coordinator or ask any of the coaches at CLAC if you need help in a specific area. Little Bolters program Little Bolters is skills program introduced at CLAC and designed to provide athletes, parents and volunteers a fun, active and educational experience across a range of athletic events. This year we are kicking off the season with two Little Bolters sessions, which will be combined with parent orientation. There will be a further Little Bolters session in November. Total program time is expected to be approx 2 hours duration. There will be no timing, recording or measuring of events, with the emphasis being on skills, practise and participation for athletes and parents. Athletes will be organised into age groups and will participate in 3-4 event rotations per session. There will be 8 events stations and age groups will cycle through events across the course of the season. Each station event is around minutes in duration and will provide event instruction, practise and feedback opportunities. Although the Little Bolters sessions will be aimed at the U6-U12 age groups, we hope that athletes in U13 and above will come along and assist in coaching and act as mentors for our younger athletes. The Little Bolters program will also be available to athletes who are not Club members. So if you have a friend who would like to give athletics a try, please bring them along. There will be a fee charged for non-registered athletes. Coaching camps Want to improve your skills and performances? This is for you! Athletes in our region also have the opportunity to attend the popular weekend coaching camps held at Crystal Creek, Goulburn River Valley near Alexandra each November. 100 athletes can attend the camps and athletes are coached in their own age group by accredited coaches in a variety of events. The camps are a lot of fun. The 2011 Eastern Metro Region Coaching Camps are to be held as follows: U12 U15 Friday 9th to Sunday11th November U10-U11 Friday 7th to Sunday 9th December See inside cover of handbook for more details. *Please note that athletes who miss normal competition to attend these camps will not lose attendance points, and will also awarded 25 points towards their end of year tally. 14

19 Little Athletics Victoria (LAVic) Skills Clinics U 11 skills clinic held over 2 days at two different venues: Saturday 22nd September at Ringwood and Sunday 23rd September at Knox LAC. All Track & Field events will be covered in this comprehensive 2 day training clinic. Athletes will rotate through 10 events of 45 min duration. Preparation, Clothing, Equipment including spikes, Hydration and Nutritional information will also be provided. Athletes received coaching from the same coaches who run both the Junior Development Squad (JDS) and U13 Australian Little Athletic Championships (ALAC) programs. Details and online registration at (Children must attend both days) U7 U10 McDonald's Skills Clinic - Thursday 27th September at Collingwood LAC, or Tuesday 25th September at Bendigo - is designed to provide athletes with an opportunity to gain some valuable advice on performing fundamental athletic skills correctly. Details & online registration at U9-U16 Race Walking clinic - Sunday 28thth October at Coburg LAC. All athletes will receive expert coaching during this comprehensive clinic in Race Walking. Along with skills training, the athletes will receive advice on preparation, clothing, hydration and nutrition. Details & online registration at U14-U16 Multi Event clinic - Sunday 9th November at Keilor LAC. All athletes will receive expert coaching during this comprehensive clinic in preparation for the State Multi Event Championships. Athletes will rotate through 4 of the 5 events being Sprints, Hurdles, Long Jump, Discus & 800m. There will be 1 additional session on either Steeple, Hammer or Pole Vault. This event is generally run in conjunction with JDS Day 3, so athletes will be able to experience training with JDS athletes in a squad like environment. Details & online registration at LAVic Junior Development Squad (JDS) The LAVic Junior Development Squad is open to athletes U12-U16 who achieve qualifying standards in events as set by LAVic. An athlete must qualify in one event twice (at separate meets) or 2 separate events once to be eligible. The JDS gives athletes an opportunity to gain new skills and improve technical competencies through participation in coaching and training sessions with some of Victoria's leading coaches. Applications are made on the Little Athletics Victoria website from June. 20 Introduction to Coaching Course The Introduction to Coaching course (ITCC) is aimed at giving people with little background knowledge in athletics the ability and confidence to coach basic level athletics to children. The course is great for parents or older brothers and sisters who want to know a little bit more about the sport and how to coach children, and to assist in training at Centre level. The sessions include both theory and practical elements. Courses run from 8.45am to 5.00pm on one weekend day. The course comprises 13 modules, covering all athletic events. This includes information on the general principles of each event and handy tips on training sessions. Sections on warm ups, coaching young athletes and the rules and regulations of Little Athletics are also included. The cost of the course is $ incl. GST and participants will receive a coaching handbook, polo top, race walking booklet, On Track CD, official s handbook & additional handouts. An added bonus, all attendees will receive a copy of the Race Walking Judging & Coaching handbook, along with the updated Race Walk judging slips. Participants can sit for their D Grade Race Walking exam. In conjunction with the seminar, a Racewalking clinic for athletes aged U9-U16 will also be held. All athletes will receive expert coaching during this comprehensive clinic. Along with skills training, the athletes will receive advice on preparation, clothing, hydration and nutrition. 22 Collingwood Little Athletics Open Day Collingwood LAC Open Day will be held on Sunday 17 February This great annual event is open to all registered Little Athletes including U6s - from Collingwood and other Centres. Open Day provides Collingwood athletes with the opportunity to gauge their performances against those of athletes from other clubs and is a major fundraiser for our Centre. Medals are awarded to the first three place getters in each event, and all competitors receive a ribbon for their participation. Competitors may enter up to four events. Athletes may compete up one age group if an event is not available in their own age group, however they will not be eligible to break Centre Records if they choose to do this. Entry forms will be made available six weeks before the competition day, and all CLAC athletes must submit their entry forms no later than Saturday February 2nd There is no normal CLAC competition on the Open Day weekend, and no points are awarded. With enough parent helpers, we can split the duties into morning and afternoon shifts. Little Athletics Victoria Region & State Competitions In addition to our Saturday morning program, athletes may choose to compete in a range of Region and State championships. There are four main inter-centre competitions: Relays, Track and Field, Multi Events and Cross Country. All children from under 9 to under 15 are eligible to enter these competitions, and children in U7 & under 8 may compete by invitation at State Cross Country only. Some regional and state events are also open to U16 athletes. Check LAVic website for details. In Relays and Track and Field, athletes must qualify for State championships via regional qualifying events. For multi-event and cross country, there is direct entry to the State Championships. We compete in the Eastern Metropolitan Region (EMR) which comprises the following Centres: Box Hill, Kew, Collingwood, Camberwell\Malvern, Croydon, Doncaster, Nunawading, Ringwood, Cockatoo, Knox, Sherbrooke & Yarra Ranges. Athletes must wear correct Collingwood Little Aths uniform, with shorts, not leggings, for all Regional and State events except cross country, where leggings are permitted. Shorts or leggings must have no visible logos or stripes, and if you wish to wear compression garments such as Skins, these must be either skin coloured or plain black and be worn under normal shorts. 18

23 We urge all athletes to consider competing in these events; to represent their Centre and for the experience of competing in a different environment to the normal Centre meetings. We find that many athletes enjoy the extra competition and often achieve their Personal Best performances. The Centre is required to supply a number of officials, including a Team Manager, if we have athletes competing at Region/State events. Entry and payment for all of these events is online via the LAVic website. If you need any help with this, please talk to one of our volunteers at the information desk. At all regional and state competitions, it is compulsory for a parent or carer of each athlete to perform a duty. Athletes must also meet certain eligibility requirements to do with attendance. PLEASE DO NOT ENTER YOUR CHILD IF YOU ARE UNWILLING TO BE ROSTERED ON FOR DUTY, OR YOUR CHILD DOES NOT MEET ELIGIBILITY CRITERIA (SEE BELOW) Multi-Event If you are an all round athlete who enjoys all types of events, the State Multi event championships may be just the competition for you. Athletes from U9 up compete in between five and seven set events, (depending upon their age and gender) and points are awarded for the athlete s individual performances in every event. The better your result, the higher your points. The athlete with the highest points tally after completing all set events is the winner. This year the State Multi-Event Championships will be held at the Victorian Athletics Centre at Albert Park on the weekend of December For more detailed information on the events for each age group and gender, as well as confirmation of competition days, please refer to the LAVic website. State Multi-Event has no prior qualifying event. Direct entry & payment via the LAVic website is all that is required. Entry fee will be advised closer to the event. Relays Relays are for athletes aged U9 to U16. The teams are organised by interested parents, and first compete at region level with the possibility of advancing to state relay finals on 1 December at Albert Park. Relay events include 4 x 100m, 4 x 200m, medley (2 x ) and mixed age/sex medleys. An athlete may compete in a maximum of three events. The Centre management will not organise teams for the relays, but will submit entry forms for teams organised by athletes and parents, provided that at least two parents are available to: a. Supervise the team to ensure that all members are available for training b. Officiate on the day of the competition. This year s Regional relay championships will be held on Sunday 18 November at Knox Athletics Track. We will need a couple of Collingwood Team Manager/coordinator for this event this involves going to a couple of meetings, submitting entries and managing Collingwood teams on the competition day. Please talk to Tom Parbery if you are willing to take on or assist with this role. We also encourage all teams entering the regional champs to also enter Box Hill Centre s invitational relay day, which will be held on Sunday 28 October. This is a fun day and a great warm-up event for Region relays especially for those who have not competed in relays before. Team entry fees for both Region and Box Hill relays will be advised closer to the event. 19

24 Track and Field This season s Region Track and Field meet will be held on Saturday 23 & Sunday 24 February 2013 at the Knox Athletics track. To be eligible to enter, athletes must be U9 or above, and must have participated in 50% or a minimum of two normal Centre competitions (whichever is the greater) since their date of registration between the preceding 1 October and 31 December of the competition date, regardless of the event. Athletes may enter up to four events at the Region meet. Events on offer will be listed on the online entry form at the LAVic website. There are no qualifying standards for most events except high jump and walk. Entry fees for Track and Field Championships will be advised closer to the event. (The one entry fee will cover both Region and State level Competition). First place-getters in all events automatically qualify for the State Championships to be held in Bendigo on Saturday 23rd & Sunday 24th March The rest of the field will be made up from the next best performances when all Regions results are compared. Cross Country Similar to the multi event championships, State Cross country championship has no prior qualifying events. Direct entry to the championships is all that is required. U7/U8 athletes are also able to enter a special invitational event for which ribbons only are awarded to the first eight placings. The Eastern Metro Region also holds its own regional championship which is open to any interested athletes who have competed in at least two of the Centre s designated Cross Country competition days prior to close of entries for Region Cross Country. All ages from U6 up are able to compete at the EMR championships. Teams may be made up of three athletes in each age group. Completed entry forms and fees must be received by the Cross Country Manager by the closing date, which will be notified during the Cross Country Season. 26 Health policies Little Athletics understands there are various factors that can affect a little athlete and as a result has adopted the following policies: Healthy Food Choice Policy CLAC will ensure that a variety of healthy food choices are available at competition and various activities. Smoke Free Policy All areas under the Association/Region/Centre venues are to be smoke free including clubrooms, change rooms, toilet blocks, spectator and competition areas. Centres will place No Smoking signs in prominent positions around the venues. Sun Protection Policy CLAC will provide shade structures at venues and make available SPF15+ or higher sunscreen. Athletes and Officials are advised to wear hats and carry drink bottles to events. Responsible Alcohol Management Policy There is to be no sale or consumption of alcohol during the conduct of any Little Athletics events. Where alcohol is consumed at functions the CLAC will comply with Liquor Licensing Victoria regulations. Working With Children Check CLAC Executive Committee, Coaches, Club Executive Committees and adult Officials without children competing, all have current Working with Children Check approval. Weather CLAC follows the LAVic Heat Hydration Guidelines which recommend that events be called off if it is thought ambient temperature is likely to rise above 40 C. Little Athletics Code of Conduct CLAC expects all members to comply with the Code of Conduct established by Little Athletics Victoria. Appropriate action may be taken in the case of any breaches of the Code of Conduct. This Code covers Administrators, Officials, Coaches, Parents, Spectators, and Little Athletes. LAVic will ensure that all athletes, coaches, spectators, parents, officials and administrators are not prone to sexual abuse, neglect, physical abuse or emotional abuse. They will ensure that all persons are included, protected and not discriminated against in any manner. LAVic is registered as an Incorporated Association as protection for its Centres, Committees and its Members and it will: Create a comfortable, safe & inclusive environment to encourage the involvement and participation of families Consider costs to allow as many people to participate Control the business of the Centre by being focused on objectives of the LAVic Constitution Implement a succession plan to assist members and administrators Identify and manage any financial or non-financial risks of the Centre Create a mandatory minimum checking standard to keep children safe by ensuring Working with Children Checks are in place 22

27 Administrators Code of Behaviour Involve children in the planning, leadership, evaluation and decision-making related to the activity. Ensure that equal opportunities for participation in sports are made available to all children, regardless of ability, size, shape, sex, disability or ethnic origin. Ensure that equipment and facilities are safe and appropriate to the ability level of participating children. Ensure that rules, equipment, events and training schedules take in consideration the age, ability and maturity level of participating children. Ensure that adequate supervision is provided by qualified and competent coaches and officials capable of developing appropriate positive behaviour and skill technique. Remember that children participate for enjoyment and play down the importance of rewards. Avoid allowing programmes to become primarily spectator entertainment. Focus on the needs of the participants rather than the enjoyment of the spectators. Provide clinics aimed at improving the standards of coaching and officiating, with an emphasis on appropriate behaviour and skill technique. Ensure that parents, coaches, sponsors, administrators, officials, physicians and participants understand their responsibilities regarding fair play. Make available the Code of Conduct to spectators, officials, parents, coaches, athletes and the media. Hold a current Working with Children Check Avoid use of bad language. Officials Code of Conduct Compliment all participants on their efforts. Be consistent, objective and courteous in calling all infractions. Condemn unsporting behaviour and promote respect for all opponents. Ensure that the spirit of the game for children is not lost by using common sense and not over-emphasising errors. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the participants. Publicly encourage rule changes, which will reinforce the principles of participation for fun and enjoyment. Ensure that your behaviour is consistent with the principles of good sporting behaviour. Actions speak louder than words. Make a personal commitment to keep yourself informed of sound officiating principles and the principles of growth and development of children. Hold a current Working with Children Check (if officiating at Region or State events as Chief Officials). Avoid use of bad language. 23

28 Parents Code of Conduct Encourage children to participate if they are interested. However, if a child is not willing, do not force him or her. Focus upon the child s efforts rather than the overall outcome of the event. This assists the children in setting realistic goals related to his/her own ability by reducing the emphasis on winning. Teach children that an honest effort is as important as victory, so that the result of each event is accepted without undue disappointment. Encourage children to always participate according to the rules. Never ridicule or yell at a child for making a mistake or losing an event. Remember children are involved in Little Athletics for their enjoyment, not yours. If you disagree with an official, raise the issue through the appropriate channels rather than questioning the official s judgement and honesty in public. Remember, most officials give their time and effort for your child s involvement. Support all efforts to remove all verbal and physical abuse at Little Athletics activities. Recognise the value and importance of being a volunteer official and/or coach. They give of their time and resources to provide recreational activities for the children and deserve your support. Demonstrate appropriate social behaviour, by not harassing athletes, parents, coaches or officials, smoking on the arena or being intoxicated. Avoid use of bad language. Spectators Code of Conduct Remember that children participate in Little Athletics activities for fun. They are not participating for the entertainment of spectators, nor are they miniature professionals. Applaud good performances and efforts from each athlete. Congratulate all participants upon their performance regardless of the event outcome. Respect the officials decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach the children to do likewise. Never ridicule or scold a child for making a mistake during a competition. Positive comments are motivational. Condemn the use of violence in any form, be it by spectators, coaches, officials or athletes. Show respect for each participant. Without them there would be no events. Encourage athletes to follow the rules and the officials decisions. Demonstrate appropriate social behaviour by not harassing athletes, parents, coaches or officials, smoking on the arena or being intoxicated. Avoid use of bad language. Coaches Code of Conduct Be reasonable in your demands on young athlete s time, energy and enthusiasm. Teach athletes the rules of the sport are mutual agreements, which no one should evade or break. Whenever possible, group athletes to give a reasonable chance of success. Avoid over-coaching the better performing athletes, the just average athletes need and deserve equal time. Ensure any physical contact with athletes is appropriate to the situation and necessary for the athlete s skills development. Avoid situations with your athletes that could be construed as compromising. Remember that children participate for fun and enjoyment and that winning is only part of their enjoyment. Never ridicule or yell at the children for making mistakes or losing an event. Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of the athletes. Take into consideration the maturity level of the children when scheduling and determining the length of training times and competition. Coaches should never solicit, whether overtly or covertly, or by actively recruiting athletes who are already being coached to join their squad. Develop respect for the ability of opponents as well as for the judgement of officials and coaches. 24

29 Follow the advice of a physician when determining when an injured athlete is ready to recommence training or competition. Make a personal commitment to keep yourself informed of sound coaching principles and the principles of growth and development of children. Work equally hard for yourself and/or your Centre/Club. Your Centre/Club s performance will benefit. Be a good sport. Applaud all good results whether they are by your Centre/Club, opponent or the other Centre/Club. Treat all athletes, as you would like to be treated. Do not interfere with, bully or take unfair advantage of another athlete. Co-operate with officials, coaches, club mates and other participants. Without them there would be no competition. Participate in Little Athletics for the fun of it and not just to please parents and coaches. Avoid use of bad language. Working with Children Check (WCC) It is Collingwood Little Athletics Centre & LAVic policy that all executive, coaches and Chief Centre officials will undergo the Victorian Government Working with Children check and a record will be held by the Centre Secretary in accordance with LAVic guidelines. Parents of children who help out with the running of the program each week are not required to have a WWC Check. You can read the full LAVic WWC policy under resources on the LAVic website: Transition to senior athletics Dual registration Through its Dual and Youth Athletics program, Athletics Victoria offers opportunities for Little Athletes to experience senior competition through the LAVic Athlete Discount scheme. Athletes taking part in this program are eligible for a discounted AV membership with their local senior club. This allows athletes to compete at weekly AV competition, as well as AV championship events. Athletes can wear their Little Athletics Uniform and upon AV registration, are issued with an AV number bib to wear at AV events. A number of our older Collingwood LAC athletes also compete with the Collingwood Harriers Athletics Club via this program. In 2012, Collingwood athlete Max Gray was selected in the team and travelled to Hobart to compete in the High Jump and 4x100m relay, in which he won a silver medal. The Victorian team came second behind NSW in the Teams competition. Well done to Max and all of the Victorian team members. 28

33 Departing Under 15 athletes Every year in the handbook we acknowledge and farewell the previous season s departing U15 athletes. Last year s fantastic group of U15s included Keely Bradley, Rebekah Corney, Lucy Dodd, Adam Garganis, Rachel King, Caitlin Lattanzio-Barns, Hilary McAdam, Maxwell Maynard & Benjamin Milne. However in line with LAVic Policy, an U16 program will now be available at CLAC, so things have changed somewhat! Inaugural Centre Multi-Event Record Setters 2011/12 Last season on Sat 22 October, CLAC ran its first ever Centre Multi Event Day. 39 Centre Rules & Regulations Membership and age 1. All members must be financial with the Centre. Families with two or more children may arrange extended payments with the Registrar. 2. New members must produce proof of birth date prior to participation in competition days. This also applies to athletes who have not produced proof of birth date in previous seasons. Points will be withheld until proof of age is produced. Athletes have one week to produce proof of age. Age Group Tables for Season Children compete in age groups depending on their date of birth as listed Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec This season, children born on or after 1 October 2007 may register and compete in the Under 6 age group only after their 5th birthday. Conduct 1. Collingwood Little Athletics Centre recognises the right of all children to participate in an athletic activity in a friendly environment. The Centre therefore does not condone any form of discrimination or unsporting behavior and reserves the right to exercise disciplinary action where necessary. 2. Any concerns regarding the conduct of any person associated with this Centre, whether they are children, parents, or the management of the Centre, should be addressed, through the Secretary, to the Executive Council for consideration and appropriate action. 3. Children attending a Centre meeting must be in the care of a responsible person at all times. The adult/s responsible for the supervision of the children at each meeting must stay for the duration of the meeting. If the meeting is abandoned due to inclement weather or completed before the scheduled time, unsupervised children could be left waiting alone. 4. 40 The back of the pavilion (around outside toilets) 5. Pacing of athletes by parents or other competitors is not permitted during competition. Athletes may receive coaching advice from the officials running the event. 6. Children wearing plaster casts or with stitches may compete provided a doctor s certificate is produced stating that it is safe for the child to compete. 7. Parents are generally NOT permitted on the Track and Field area unless volunteer officiating. This rule may be relaxed for parents of newly registered young children in their first few weeks of competition. 8. Smoking and the consumption of alcohol are not permitted anywhere inside the George Knott Reserve Competition Program The weekly program of events is set by the Executive Committee. The Track and Field Manager may change the weekly program in accordance with inclement weather or track conditions. In order to ensure safety, the Javelin competition will be conducted on Saturday mornings at 7.45 am. This does not apply to the Centre Open Day. Competition Rules 1. Competition will be conducted under the rules laid down by Little Athletics Victoria. 2. Any number of registered athletes may compete in an event in a particular age group. The competitors in age groups other than Under 6 will score points as outlined on page 38. Athletes who compete, but who are disqualified or who fail to achieve a legal jump or throw, will be awarded 1 point. Under 6 athletes will take part in the On-Track program. There will be two to three scheduled events on each competition day but no points will be awarded in this event. 3. Where there is more than one heat in an age group, all heats shall be combined as one event for the purpose of points allocation. 4. Ten additional points will be awarded for a new Centre record, and five additional points will be awarded for equaling a Centre record. 5. The Track and Field Manager or an official of an event may disqualify competitors from an event under the following conditions: (a) Two false starts in a track event (three for Under 6 to 9) (b) Running out of lane, except in 800m, or 1,500m events (c) Fighting or throwing stones or other items (d) Climbing onto the Discus safety cage (e) Distracting or interfering with another competitor (f) Being paced during an event (g) Refusing any legitimate requests by officials. 6. Centre uniform, including registration tags with and barcode, must be worn at all times during CLAC meetings and at Open Day. The Centre uniform must also be worn by athletes representing CLAC at region and state title meetings. Athletes must wear suitable shoes. Centre uniform consists of white or black shorts and the Centre singlet. Athletes are permitted to wear plain black leggings at weekly CLAC competition, but not at Regional or State events (except cross country where leggings may be worn.) A white or black t-shirt may be worn under the singlet. On completion of a track event all competitors must report to the time recording table near the finish line. 36

41 7. Any competitor arriving late for an event, unless delayed by a previous event, may be refused entry to the event. 8. Under 6 to Under 10 athletes are not permitted to use spikes for any event. Under 11 athletes may wear spikes for High jump and javelin only. Under 12 to Under 16 athletes are required to use a crouch start in track events up to and including 400m and may use starting blocks and/or wear spikes in these events. Starting blocks are not be used for distances beyond 400m. CLAC Centre Records policy 1. A Centre Record is the best performance for each event in each age group, and can only be recorded at: (a) a programmed Collingwood Little Athletics Centre (CLAC) Track & Field competition (b) CLAC Open Day (c) Little Athletics Victoria (LAVic) Region and State Track & Field Championships (d) Australian Little Athletics Championships (ALAC) (e) LAVic State Multi-event Championships 2. Centre Records are not recorded / maintained for CLAC Cross Country performances. 3. Athletes can only be awarded records for the age group in which they are registered with LAVic. Athletes must have competed in the age group in which they are registered as per the scheduled program, or program of the day as amended by the Track & Field Manager and/or President. 4. At weekly competition, due to time and resource constraints, CLAC sometimes has to run combined age group events. In the case of an event becoming a combined age group event, an athlete can only break the Centre Record for their own LAVic registered age group. 5. At CLAC Open Day, an athlete can only break the Centre Record if they are competing in an event in their own registered age group: e.g. an U11 athlete choosing to compete up in an U12 event will not be eligible for either the U11 or U12 age group record. 6. For a new or equal record to be recognised in a laned track event, the time recorded by the electronic finishing gates will be the recognised time. In un-laned events, the time must be recorded by two timekeepers and the slower of the two times shall be used to determine if a record has been broken. Both times must be entered on the recording sheet and signed by both timekeepers. 7. Track event records must be verified and signed by both the starter and the chief timekeeper, and then checked and signed off by the Track & Field Manager or an Executive Committee member. 8. If an existing track record is broken by two or more athletes in the same race, the record will only be awarded to the athlete with the fastest time. 9. Separate electronic and manual records are maintained for some track events; however, as per LAVic policy, when an electronic record surpasses the manual record the manual record is no longer maintained. 10. Field event records must be double-checked using a metal tape measure, and be verified and signed by the Chief Official and one of the Track & Field Managers before the measuring spike is removed. If a Track & Field Manager cannot be found in reasonable time, an Executive Committee member may be called upon. The metal tape measurement will be the official recorded distance. 11. For high jump, the Track & Field Manager or an Executive Committee member must view the attempts at a record and re-check the bar height upon clearance. Verification and signatures are required from the Chief Official and Track & Field Manager. 37

42 12. All field records need to be checked and signed by an Executive Committee member. 13. If the Track & Field Manager is absent when a record is broken, the record may be verified by the Assistant Track & Field Manager or an Executive Committee member. 14. For records broken at LAVic or ALAC competitions, a copy of the official results must be provided to the CLAC Records and Rankings Manager. 15. For potential records where, for whatever reason, the proper procedure as per this Policy was not followed the details of the incident will be reported to the next CLAC Committee meeting for discussion and resolution. 16. For all events, records are not valid until final confirmation by the Records and Rankings Manager and approval by the CLAC Committee. 17. Disputes regarding records should be made in writing and addressed to the CLAC Committee for discussion and resolution. * For the purpose of this Centre Records Policy, the following positions are regarded as Executive Committee members: President, Vice-President, Secretary and Treasurer. Centre Awards New Awards and Points System commencing season Best in Age Medals or trophies awarded for 1st, 2nd and 3rd place in each age group from U7 up. Points earned for each event contested according to placing within age group, not heat Points system Place 1 st 2 nd 3 rd 4 th 5 th 6 - n Points Athletes who take part in an event but are disqualified, do not finish or fail to make a valid throw or jump will be awarded 1 point. Compensation points: 25 points (Sat) 20 points (Fri) if an athlete misses a competition day due to participation in EMR or JDS camp, State Multi-Event or other LAVic event approved by Committee. 2. Most Improved in Age Group Awards Medals or trophies awarded to the athletes achieving 1 st, 2 nd and 3 rd most Personal Bests during weekly Centre competition in each age group from U7 up (can also be from among best in age winners) 3. Competitors Award (Attendance) Awarded to all competitors who attend 60% of competition days who do not receive either Best in Age, Champion, or Most Improved awards 4. On Track Attendance/Achievement Awards Under 6 athletes who have attended 60 per cent of competition days will receive Achievement awards for skills mastered in the On-Track program. 5. Champion Boy & Girl Awarded to the boy and girl from within the U9 U12 age group who scores the most Best in Age points during the season 6. Personal Best (Merit) Awards Athletes who achieve 5, 10, 15, 20, 25 & 30 PBs will be issued with a certificate during the season 38

43 Certificates will be handed out after the 5 th and 10 th competition weeks with any final certificates issued at the awards presentation. Certificates handed out during season will be handed out on competition days by club President or VP in front of age group 7. Records & State Qualifiers Athletes who achieve records or qualify for state championships will be given a certificate and recognised on Centre awards night 8. Champion boy and girl Champion boy and girl aged 9 to 12 awards are made to the boy and girl with greatest aggregate number of points. 9. Centre Most improved boy and girl The most improved boy and girl award is made to the boy and girl U8-U16 with greatest number of personal best performances at CLAC meetings. 10. Life Members Award The Life Members award is made to the athlete with the most outstanding achievement at the state track and field championships. It is judged by a panel of three Life Members. Award Presentations All summer season awards are presented at the Centre's presentation function, the date of which will be advised on the website. This is an opportunity for all children and parents to come together and celebrate the achievements of all athletes during the season. All children are encouraged to attend to collect their trophies, medals and achievement certificates. Cross Country awards are presented at a separate ceremony following the close of the Cross Country season. If children are unable to be present to receive their awards, arrangements should be made with the Secretary to collect the awards at a mutually convenient time and place. The Centre cannot guarantee safekeeping, nor be responsible for uncollected awards. Trophies will be kept by the Centre for six months only, following the Presentation. 39
