With competition for junior, open and masters athletes covering track, field, relay and multi-events. AV provides opportunity for all ages and abilities to participate in Track & Field athletics. 1. TIMETABLE & PROGRAM FOR CHAMPIONSHIPS 3.1 Draft timetables for all championships can be downloaded from the Athletics Victoria website: The provisional timetable of events will be available approximately one week prior to the championships. 4. CONFIRMATION OF ENTRY 4.1 Athletes will receive confirmation of entry via upon completion of an online entry. Alternatively, athletes can confirm their event entries via the My Event Entries section of their online portal. Any enquiries regarding entries into any championship prior to competition day shall be made to the Athletics Victoria office or 4.2 Any enquiries regarding Entry, Check In or Call Room at a Championship on the day of competition shall be made to the Administration Delegate and must comply with the rules and procedures laid out by Athletics Victoria. 5. CHAMPIONSHIP RULES 5.1 All events will be conducted in accordance with IAAF, Athletics Australia & Athletics Victoria rules. 5.2 Underage athletes entered in championships must be under the age as at December 31 in the year of competition. Please refer to the below table for reference: Age Groups Year of Birth Under 14 1 Jan Dec 2007 Under 16 1 Jan Dec 2005 Under 18 1 Jan Dec 2003 Under 20 1 Jan Dec 2001 Open 1 Jan An athlete may not enter the same or similar events in more than one junior or masters age group on the same weekend. Note: the 1500m Walk, 3000m Walk & 5000m Walk; 110m Hurdles, 100m Hurdles, 90m Hurdles, 80m Hurdles and 60m Hurdles; 200m Hurdles, 300m Hurdles and 400m Hurdles and the 2000m & 3000m Steeple are classified as similar events. 5.4 Athletics Victoria will conduct a scheduled championship event where 2/3 or more entries have been received, but reserve the right to combine the event with similar events on the same program. If less than four competitors report on the day for an event, the Competition Director of the meeting may, combine the event with a similar event being conducted on the same day. The effected athletes will be notified as soon as possible. Separate medallions will be awarded in all cases where events have been combined. 5.5 For all Athletics Victoria championship field competition U17, U16, U15 and U14 will get 3 attempts with the top 8 getting 1 additional attempt. For Open, U20, U18 age groups will get 3 attempts with the top 8 getting 3 additional attempts. 5.6 All entrants, including those from country Victoria and interstate will be required to contest all rounds of the championships. IAAF Rule will be in operation and athletes must familiarise themselves with this ruling. 5.7 Athletes wishing to use private implements must lodge them with the Technical Officer on duty at least two hours prior to the scheduled start time of their event on the day of competition. 5.8 Athletes must compete in their correct, and current, club uniform with their current official bib numbers (as supplied by Athletics Victoria) firmly affixed to the back and front (except in HJ and PV who may use one bib number). The bib number and any of Athletics Victoria s sponsors must be clearly visible at all times in line with IAAF Rules. 5.9 No number other than the official registration bib and substitution numbers supplied by Athletics Victoria shall be permitted For identification by the photo finish cameras, athletes running in events over 400m will be required to wear a leg number as directed by a Victorian official. 12 AV SUMMER HANDBOOK

17 VICTORIAN CHAMPIONSHIPS 5.11 In all track events IAAF start rules will apply. Except in Combined/Multi Events, the athlete(s) responsible for the false start shall be disqualified Where possible, the number of finalists in events will be as follows: Event No. Finalists 100m, 200m, 400m, 800m & Hurdles m m, 5000m & Steeplechase 15 All Field Event 8 Walks 25 Note: Taking safety factors and timing into account, Athletics Victoria reserves the right to change the number of finalists in events. Start heights for High Jump and Pole Vault are set by Athletics Victoria and are listed below: Age Group HJ PV Open Men 1.80m 3.80m Open Women 1.45m 2.50m U 20 Men 1.65m 2.80m U 20 Women 1.40m 2.20m U 18 Men 1.65m 2.60m U 18 Women 1.40m 2.00m U 16 Men 1.50m 2.00m U 16 Women 1.30m 1.60m U 14 Men 1.30m 1.60m U 14 Women 1.25m 1.60m Any changes will be notified to athletes Any athlete who competes in any round of an event in a championship, and qualifies for a subsequent round, but withdraws without a signed medical certificate, will not be permitted to compete in any event conducted by Athletics Victoria for a period of 14 days from the date of the event in which the athlete failed to compete. The athlete may also be denied entry into any other event sanctioned by Athletics Australia The medical certificate does not have to be produced for the athlete to scratch from the event, but must be produced within seven days or before the next event the athlete competes in (whichever is the sooner) to the Athletics Victoria office or ed to competitions@athsvic.org.au If the medical certificate is produced during the championship it must be given to the Administration Delegate Medallions will be presented to competitors placed first, second and third. Victorian Championship medallions shall be reserved for the best three placed Victorian competitors. 6. ATHLETE CHECK-IN 6.1 All athletes must report to the TECHNICAL INFORMATION CENTRE (TIC) commonly called ATHLETE CHECK-IN and sign the check-in sheet at least one hour before the scheduled starting time of the first round of their event. They must then report to the CALL ROOM for their event, dressed in their club competition uniform and ready to compete, no later than the times stated in Call Room, (See Rule 7.2). Athletes failing to do so will be disqualified from the event. 6.2 In the case of insufficient athletes checking in: a. Where heats, semis and finals have been scheduled in the timetable. If insufficient athletes report to the TIC by the required time for heats requiring progression to semi finals, then the semi finals shall be cancelled with the heats run at the heat time. b. Where heats, semis and finals or heats and finals only have been scheduled in the timetable. If insufficient athletes report to the TIC for the need to conduct heats or semi finals, then only the athletes who reported and signed in will progress to the final. The final will be held at the scheduled time unless otherwise specified by the AV Competitions Manager and Competitions Director. Note: For Athletics Victoria Junior and Schools Championships, finals will be held at heat time. 6.3 Field athletes must check in personal equipment at least two hours before the start of their event. CALL ROOM 7.1 All athletes are required to report to the CALL ROOM prior to any event in which they will compete (heats, semi finals and finals), dressed in their competition uniform and ready to compete. 7.2 The closing times for reporting to the CALL ROOM prior to the scheduled time of an event are: EVENT Pole Vault High Jump & All throws Long Jump & Triple Jump Hurdles & Steeplechase All other track & relays events CLOSING TIME 70mins 45mins 35mins 35mins 25mins 7.3 Please note that ONLY ATHLETES and approved OFFICIALS will be allowed in the Call Room. 7.4 In the Call Room athletes will be marshalled and their competition uniforms, bib number(s), hip numbers (if applicable), shoes and other equipment checked to ensure they comply with competition rules. Once athletes have checked-in at the Call Room, they are not permitted to leave the Call Room until they proceed to the start of the event, accompanied by a marshal. Athletes who do not proceed to the start of the event accompanied by a marshal will not be allowed to compete, unless they had received prior approval. 7.5 If an athlete is likely to have a clash of events, the athlete must notify the Call Room of this at the time of reporting in for the first of their scheduled events. Clash of event forms can be found at the athlete check-in area. 8. ADVANCEMENT TO SEMI FINALS & FINALS 8.1 The following advancement rules shall, in the absence of extraordinary circumstances, be used to determine progressions for each round of events. a. 4 x 100m, Medley Relay, 4 x 400m: HEATS PROGRESSION RULE 2 First 3 and next 2 fastest 3 First 2 and next 2 fastest First 3 and next 4 fastest go through to Semi 4 Finals. 2 Semi s = First 3 and next 2 fastest First 4 and next 4 fastest go through to Semi 5 Final. 3 Semi s = First 2 and next 2 fastest. b. Events up to and including 800m: HEATS c. 1500m: HEATS PROGRESSION RULE First three in each heat and next two fastest time qualifiers (8) First two in each heat and next two fastest time qualifiers (8) First three in each heat and next fastest four time qualifiers go into semi final (16) First three in each heat and next fastest nine time qualifiers go into three semi finals (24) First three in each heat and next fastest six time qualifiers go into three semi finals.(24) PROGRESSION RULE First four in each heat and next fastest four time qualifiers go into final (12) First three in each heat and next fastest three time qualifiers go into final (12) First two in each heat and next fastest four time qualifiers go into final (12) d. 3000m, 5000m, 3000m Steeple: HEATS e. Semi Finals SEMI FINALS 2 3 PROGRESSION RULE First five in each heat and next fastest five time qualifiers go into final (15) First four in each heat and next fastest three time qualifiers go into final (15) First three in each heat and next fastest three time qualifiers go into final (15) PROGRESSION RULE First three in each semi final and next fastest two time qualifiers go into final (8) First two in each semi final and next fastest two time qualifiers go into final (8) **Athletics Victoria reserve the right to change the number of finalists in events and will publish changes in advantance. 8.2 In the event of progression to a subsequent round being decided on time, where more than the required number of competitors have the same qualifying time and where the number of qualifiers exceeds the number of lanes available, Athletics Victoria reserves the right to limit the field to less than the number of lanes available. 14 AV SUMMER HANDBOOK

PROTESTS 9.1 Any protest regarding the competition, shall in the first instance be made verbally to the appropriate referee by the athlete or by a person acting on their behalf, within 30 minutes of the official announcement of the result. 9.2 The referee may decide on the protest or may refer the matter to the Jury of Appeal. If the referee makes a decision, the athlete may appeal to the Jury of Appeal within 30 minutes of the Referee s decision. 9.3 The appeal must be in writing, on the appropriate form signed by the athlete or a responsible official on behalf of the athlete and submitted to the Competition Secretary/Administration Manager. 9.4 The protest must be accompanied by a deposit of $50 which will be forfeited if the protest is not upheld (IAAF Rule 146). Protest forms are available from Administration. 10. RECORDS Athletes wishing to claim records should: a. Obtain a record application form, available from Administration. b. Ensure that all sections have been signed by the appropriate officials. c. Lodge the completed form with the Competition Secretary in Administration. 11. SPIKES 11.1 At Lakeside Stadium, Albert Park: The part which projects from the sole or heel must not exceed 7mm for track events and 9mm for all field events. Pyramid and Christmas tree spikes are permitted. Needle or pin spikes are not permitted At other venues: Spike size (and if they have to be conical) will be noted in the event information online. 12. INVITATION ATHLETES 12.1 Interstate athletes are eligible to compete at Victorian Championships provided they are a current financial member of their State or Territory association. International competitors are also eligible to compete by invitation; however they must be a current Member of a club affiliated with the governing body for athletics in their country. 13. CLUB DUTY ROSTER 13.1 Clubs must provide helpers for each Victorian Championship conducted. Clubs failing to comply may be fined $200 per Championship The times for which helpers are required will be assigned by Athletics Victoria. The same helper can work consecutive sessions. These times will be supplied to clubs with the details of their required numbers Clubs must notify Athletics Victoria of the names and s of their club helpers no later than one week before the Championship Club helpers must sign in with the Officials Manager, where they will be allocated duties. 14. ELECTRONIC DEVICES 14.1 The use of mobile phones, portable media devices or similar electronic devices is not permitted. They must not be taken into the competition area at any time during a Victorian Championship An athlete can be suspended from competition by the event referee for an infringement of Rule The competition area is defined as the Call Room, Post Event and the Main competition area (inside the fence line). If any other areas are used for competition Athletics Victoria will advise what constitutes the competition area. AV SUMMER HANDBOOK

ADDITIONAL RULES PERTAINING TO THE TRACK & FIELD RELAY CHAMPIONSHIPS 15.1 In the case of underage relays, all members of the relay team must be under the appropriate age as of 31 December in the year of competition Team managers must confirm and submit their team list in running order at the Technical Information Centre (TIC; formerly Check In ) AT LEAST 90 MINUTES before the scheduled starting time of the event that their team is running in Up until 30 minutes before the scheduled starting time of the event, changes will be accepted to the running order. No changes will be accepted after this time without a medical certificate to prove an athlete cannot compete. If the appropriate medical certificate is supplied an athlete can be substituted, but there can be no change to the running order Once a relay team has started in a competition, only two athlete substitutes may be used in the composition of the team for subsequent rounds. Teams must be of same gender in order to be eligible for competition Competing athletes must represent their primary club. Where athletes have selected a secondary club (by purchasing an alternate first claim with membership) the athlete must represent their summer club. Athletes qualifying under Rule 15.5 must wear the official registered uniform of their primary summer club, with their current bib numbers, as supplied by Athletics Victoria, securely fixed at the four corners to their competition uniform. They shall be worn visibly on the breast and back. The whole of the number including any sponsors name and/ or logo must be clearly visible at all times. Athletes failing to do so will not be permitted to compete. This also includes the presentation ceremony If on the day there are insufficient starters to conduct heats, the final will be held at the scheduled time of the final. If there are insufficient starters to conduct heats, semi finals and finals, the semi finals will be eliminated, heats will then be run at the time of the heats and the final will be run at the final time The four competing members of a disqualified team will be ineligible to compete further in that event. 16. ADDITIONAL RULES PERTAINING TO THE MULTIPLE EVENT CHAMPIONSHIPS 16.1 Combined Events athletes must report to the Call Room for the first event of each day of competition The Combined Events referee is in charge of the Combined Events and will notify the athletes at the completion of each event when the next event will start Athletes must notify the Combined Events Referee if they are intending to withdrawal form the competition Any athlete who fails to make a start or trial in any of the scheduled events of the competition shall not be permitted to take part in subsequent events, and shall be considered to have abandoned the competition. The athlete in this case shall not figure in the final place classifications In all track events a competitor will be disqualified when he/she has recorded two false starts in an event (IAAF Rule 162.7) Only one system of timing may apply to each track event of a Multiple Event. Therefore if there is a failure of the electronic timing for an event or heat of an event, the times for all heats in that event of the Multiple Event shall be hand times. 16 AV SUMMER HANDBOOK

26 CLUB INCENTIVE PROGRAM CLUB DUTY CHAMPIONSHIPS EVENTS Part of the success of Championship Events is the valuable contribution provided by Club Helpers. Once again clubs can gain financial reward through this program. Clubs will receive AV points by successfully completing each of their allocated duties across the AV Summer Championship events. For every AV Point that is earned, it will convert to $1 per point. AV points can then be redeemed by clubs for any of the following: Athletics Victoria annual affiliation or AV Membership (ie for athlete scholarships) XCR/Road or T&F Relays ** The Club Duty Roster for Championships Events can be found on pages 18-21, AV Championships Duty Roster. TERMS & CONDITIONS: To be eligible to receive AV points clubs will be required to abide by the following: Clubs must supply the name and address of each club helper who will be completing a duty by the specified time as set out in an from Athletics Victoria. This must be done for each of the Championship Events that your club is rostered on for. All club helpers will be required to sign in no later than 30 mins prior to the start of the duty period at the designated area (eg at Lakeside Stadium the Cathy Freeman Room. All club helpers must make sure that they are suitably dressed with closed toed shoes and appropriate protective clothing and hats (sunscreen will be provided). Club tracksuit or apparel is acceptable. Club helpers must ensure that they are physically capable of completing each duty allocated to them. Please ensure you check that your club helpers do not have a medical condition that could put them, or others at risk. Upon signing in, club helpers will be allocated a duty and provided with any equipment required, such as high visibility vest or recording sheets, and will be advised where and when their duty will commence. They will also be issued with a colour wristband providing access to lunch or refreshments during the duty period. At the end of the duty period, all equipment provided must be returned and each club helper will be asked to sign out. Club duty can be shared between more than one club helper; however, it is the responsibility of the Club to make sure they have advised Athletics Victoria (prior to the Championships commencing) that more than one person will be sharing the duty. Where people are sharing the duty, all parties must sign in and must not leave their duty until their replacement arrives at the duty site. To ensure a seamless transition AV must be able to notify officials that a duty will be shared. We cannot do this if we do not have prior knowledge from the Club. ** Please note: If a duty is being shared between multiple people, this does not constitute providing additional helpers, therefore no bonus points will be awarded. If a Club does not sign in, then they may face one of the penalties contained in the Athletics Victoria rules of competition which could be a fine or disqualification of a team. CLUBS TO ADVISE IF RUNNING LATE: If a club helper is running late due to traffic or other unforeseen issues, then they will be required to phone advising of the circumstances. Provided that a phone call is made before 30 mins prior to the start of duty and that a club helper arrives before the start time and completes the duty, AV points will be awarded. Children are not permitted on the field of play whilst any duty is being completed. Please make other arrangements prior to commencing the duty. 22 AV SUMMER HANDBOOK

27 CLUB INCENTIVE PROGRAM EARNING BONUS POINTS. If a club helper does not report in for their duty in the appropriate time frame, a public announcement will be made asking for someone from that club to report to duty. If at 15 mins before the duty commences a club helper has not reported in, then any other club may send in a club helper to fulfil that duty and earn bonus points. If all three duties are completed as stated in this document, then Albury Athletics will receive 150 points. If Albury Athletics are only able to complete two (2) out of the three (3) club duties, then no AV points (or bonus points) can be awarded. At the end of the season if Albury Athletics have completed the three (3) allocated duties and earn 150 AV points, 1 AV point equals $1 or $150 in the case of Albury Athletics. At the end of the final Championships event, Clubs will be notified of the number of AV points that they have earned over the season. 30 AV SHIELD 1. INTRODUCTION Athletics Victoria Shield (AV Shield) is a state wide inter-club track and field competition, focused on getting involved and having fun. The format is based around a team based competition that offers a variety of track & field events throughout the summer. GOVERNING RULES 2.1 IAAF RULES COUNTRY Ballarat Bendigo Geelong AV Shield competition shall be conducted in accordance with IAAF rules. The only exceptions and qualifications to the IAAF rules are those stipulated within the 2018/19 Summer Competition Handbook. 2.2 AV SHIELD SANCTIONED EVENT RULES Competition shall be given AV Shield status if: i. During the 2018/19 season there are twelve (12) scheduled rounds of track and field competition, plus the AV Shield Final. 2.3 VENUE SHARING All metropolitan zones must maximise the sharing of competition amongst available and suitable venues. 2.4 RULE DISPUTES In the case of any disputes regarding AV Shield competition rules, the AV Shield Competition Committee and Athletics Victoria will be engaged to resolve them. 2.5 RULE AMENDMENTS Athletics Victoria reserves the right to amend rules throughout the duration of the 2018/19 AV Shield season. 3. REGISTRATIONS 3.1 COMPETITION ELIGIBILITY To compete and score points at a given round of AV Shield, an athlete s registration must have been submitted with Athletics Victoria and approved by the Club Registrar no later than the set closing dates prior to competition. Please see allocated closing dates at If an athlete requires a Club Transfer they will be able to complete this at any point in the season, however for an athlete to be eligible to compete for their new club at the 2018/19 Shield Final they must have competed in at least four (4) completed rounds of the 2018/19 AV Shield Season. Athletes wishing to transfer clubs may do so at any stage throughout the 2018/19 season however an athlete is only permitted one (1) transfer between 1st April st March MISREPRESENTED IDENTITY An athlete who misrepresents themselves as another athlete, in the course of competition, will be disqualified. The Competition Manager will investigate any misrepresentation and may impose a penalty on any club where it was determined that the club was aware of any misrepresentation. Details of such transgressions will also be referred to the CEO of Athletics Victoria for further consideration. Where an athlete misrepresents themselves as another athlete and such transgressions are determined or notified to Athletics Victoria outside of the course of competition, Athletics Victoria may retrospectively disqualify that athlete and if appropriate impose a points penalty for any club that was aware or reasonably should have been aware of any misrepresentation. 26 AV SUMMER HANDBOOK

31 AV SHIELD 4. PAY AS YOU GO/TRIALLING ATHLETES/CLUB HELPERS 4.1 TRIALLING ATHLETES A competitor in an AV Shield event, is classified as a Trialling Athlete if they are not a registered member and or have not purchased a Track and Field or Max Package with Athletics Victoria for the 2018/19 season. The 2018/19 AV Shield season has an added package option for those competing across the summer season. Pay as You Go (PAYG) athletes must pre-enter before the midweek closing date for each round of AV Shield. Athletes who enter as a PAYG athlete will be: 1. PAYG for those who pre-enter by closing date 2. On the day and TM s are classed as Trialling Athletes now (only go twice) 3. All trialling Athletes who haven t pre-entered must complete a trialling athlete form on the day and will be charged $20. They will receive a bib tag and will be eligible to compete but will not score points. On the days that have a membership and package will score points. 4. We will classify athletes as required and submit to AV. (DA/admin delegates) 5. Trialling athletes can only compete twice across the state and this will be monitored. 6. Those who do not follow the procedures will be charged fee plus admin fee. *Non - Dual athletes registered only with LA s will not be charged. For insurance purposes, non-registered athletes and non-registered Officials are required to complete the Trialling Member Form before the commencement of the meet. 4.2 CLUB HELPERS / OFFICIALS Club Helpers and non-registered officials are required to sign in on the club helper sign-in sheet. 4.3 INVITATIONAL ATHLETES There will be no invitation entries granted at the 2018/19 AV Shield Final. 5. UNIFORM REGULATIONS 5.1 BIBS / UNIFORM APPEARANCE Athletes must compete in their current and approved club uniform. Athletes should have their supplied 2018/19 Athletics Victoria bib numbers firmly affixed to the back and front of their competition singlet or top. Jump athletes are only required to affix one bib number to either their front or back. When competing in any other event, athletes must wear bib numbers front and back. In line with IAAF Rule 143, the bib number and any of Athletics Victoria s sponsors must be clearly visible at all times. No bib number other than the official Athletics Victoria 2018/19 bib number or Athletics Victoria supplied substitution numbers, shall be permitted. 5.2 LAVIC UNIFORMS Dual Athletes may wear their Little Athletics Victoria (LAVic) uniforms at AV Shield. Dual athletes must, however, wear their supplied 2018/19 Athletics Victoria bib numbers. 5.3 LEG ATTIRE Athletes may compete in tights, leggings or tracksuit pants which reflect their approved club uniform. Walk competitors must ensure their knees are visible at all times during competition. 5.4 UNIFORM NON-COMPLIANCE The Competition Manager has the authority to disqualify any athlete from further competition, if the athlete concerned does not comply with Athletics Victoria uniform regulations. 6. 32 AV SHIELD 7. TIMETABLE AMENDMENTS Timetables may change and it is strongly encouraged that all athletes check the AV website prior to each round. Make sure you refresh page for updated version of timetable. The Competition Manager has the discretion on competition day for events to be brought forward progressively. However, events may not be conducted more than 15 minutes earlier than the published time. 8. DIVISIONS OF COMPETITION 8.1 DIVISION TABLE AGE GROUP METRO COUNTRY Men Open Division 1, Division 2 Division 2 Men (All other age groups) 40+, Under 14, Under 16, Under 18, Under 20, Women Open Division 1, Division 2 Division 2 Women (All other age groups) 40+, Under 14, Under 16, Under 18, Under 20, 8.2 AGE GROUP CALCULATIONS 40+, Under 14, Under 16, Under 18, Under 20, 40+, Under 14, Under 16, Under 18, Under 20, Clubs shall nominate teams based on the available age groups described here. The AV Shield Committee may allocate Open teams to divisions at each zone. Athletes shall, by default, belong to the age group and hence a team, as per the accompanying Default Age Group calculation. Junior athletes can belong to that age group, or at most, one age group higher. Athletes who wish to compete in a team out of their default age group can only do so by nominating their amended age group to Athletics Victoria (via their club team manager), five days prior to competing in their first competition. The age group in which an athlete contests their first event and round of AV Shield, will be the age group in which they contest all remaining events and rounds of the 2017/18 AV Shield season, unless reallocated as per rule Age Group Reallocations Clubs will have the option to reallocate athletes within existing eligible teams. Such nominations must be made to AV prior to 5pm, Wednesday 21 November They will then compete in this team from round seven (7) and for the remainder of the 2018/19 season. The team an athlete finishes the 2018/19 season in will be the team they are eligible to compete in at the Shield Final, providing they have met the individual eligibility requirements. (Refer Rule 17) No rescoring of earlier rounds will be permitted as a result of the team changes Age group definitions AGE GROUP DEFINITION Open Men & Women 20 years of age or over on the 31 st December Men & Women Over 40 years of age on the 31 st December * Under 20 Men & Women 18 and 19 years of age on the 31 st December ** Under 18 Boys & Girls 16 and 17 years of age on the 31 st December ** Under 16 Men & Girls 14 and 15 years of age on the 31 st December ** 13 years of age and under on the Under 14 Boys & Girls 31 st December ** *Note 40+ athletes can compete in the open competition, but must do so for the whole season (i.e. no swapping between open and 40+ teams). **Note Under 20,18,16 and 14 athletes may compete one age group above their defined age group Relays To contest a relay at AV Shield athletes must be registered for the 2018/19 season. Athletes may compete outside of their age group in a relay. Under aged athletes may compete in higher under aged relays or Division 1 or 2 relays. Over aged athletes can compete in lower over aged relays or Division 1 or 2. Division 1 and 2 athletes cannot compete in under age or over aged relays. Example 1: an under 16 athlete may compete in an under 18 age group or open relay. Example 2: a 40+ athlete may compete in an open relay. 28 AV SUMMER HANDBOOK

33 AV SHIELD Competing In Opposite Gender Groups Women may compete in men s teams, but must do so for the whole season except in the case of rule The maximum number of women in any men s team is three (3). Team Manager s must notify AV prior to the start of the 2018/19 season or before their first round of Shield if they want to compete in a men s team. 9. COMPETITION 9.1 GRADED COMPETITION Ability Level In graded competition, athletes will compete in ability sections, regardless of age group, division or gender (where applicable) Para-Athletes Para-Athletes shall compete within the graded competition where possible Athlete Specifications Athletes over the age of 50 or 60 as per rule are permitted to compete as part of the 40+ team using their specific hurdle heights and implement weights as determined by the calculated age. Juniors can now nominate to compete with a specification of a higher age group. Athletes will score points for their current team age group. Athletes wishing to compete with a specification of a higher age group for particular rounds/ events, must notify AV in advance at: competitions@athsvic.org.au Grading Breaches Any athlete who is deemed not to have taken due care to abide by grading, may be issued a warning and/or may be disqualified. Warnings and disqualifications are at the discretion of the Track or Field Referees and Competitions Manager Competency / Age Restrictions In order to compete in the hurdles, steeplechase, pole vault and/or hammer throw, an athlete must be at least 12 years of age as at December , and/or able to demonstrate a sufficient level of competency in the event that they have nominated to compete in. Victorian Officials will monitor performances during the season and notify AV if a valid level of competency is not shown Event Discipline Entry Restrictions An athlete may only compete once in a given track and field discipline, at a given round of AV Shield. Athletes cannot compete in multiple age groups of the same track and field discipline, at the same round of AV Shield. See Rule Shield Final Grading The AV Shield Final events will be conducted on a graded basis, with the exception of relays. 9.2 TRACK EVENTS Heats All registered track and field athletes wishing to compete should pre-enter via their membership portal on the Athletics Victoria website Athletes must submit their individual entry before the published closing date in order to compete. Athletes will still have the opportunity to enter on the day however entries will only be permitted if there is availability and will be placed in the lower heats. All athletes wishing to compete MUST Check-in at the registration desk on the day 30 minutes before their event/s. The registration desk will open 90 minutes before the first timetabled event. In the case of dual athletes attending both little athletics and senior competition, the team manager/admin manager can check an athlete in, if verification is provided from the athlete or parent by means of SMS or . The starters marshal must run the pre-seeded athletes in the order of the seeded start list. If an athlete does not show for his/her event, then the event will run with a blank lane. There will be no promotion from later heats. All trialling athletes registering on the day will be seeded in the lower heats where and when there is availability. Athletes who pre-enter or sign up on the day but are absent at the time of competition will be deemed as non-competing (DNS). If an athlete is classified as DNS (without due cause) in three (3) rounds of competition the athlete will not be allowed to compete at the next round of AV Shield. AV SUMMER HANDBOOK

34 AV SHIELD If an athlete false starts, then the athlete is allowed to compete by invitation, in a later heat. The Starter s Marshal needs to notify the scorers that this athlete cannot score points and is now competing as an invite athlete Athletes Missing Heats Athletes who are not present to be placed in the appropriate seeded track heat, may be placed in or after the last graded heat (where permitted by the Track Referee) Practice Starts If time permits, athletes will be allowed one practice start, utilising starting blocks, for all laned track events Hurdles Hurdle events will be run by hurdle height and may be gender mixed Relays Clubs must nominate the number and grades of their relay teams 30 minutes prior to the event. No late entries will be accepted. Team sheets (with athletes bib number and name) must be submitted before the completion of the day s competition. If a team sheet is not submitted on time, then that team will be given invite status. Relays shall be conducted either on ability or by division Lane Draw Lane order and allocation will now be carried out via a pre seeded start list by Athletics Victoria. The Starter s Marshal will make sure that athletes are put in lanes based on the pre seeded start sheet and communicate with Photo Finish before the race starts. 9.3 FIELD EVENTS Athlete Entry All registered track and field athletes wishing to compete should pre-enter via their membership portal Athletics Victoria website Athletes must submit their individual entry before the published closing date in order to compete. Athletes will still have the opportunity to enter on the day however entries will only be permitted if there is availability. All athletes wishing to compete MUST Check-in at the registration desk on the day 30 minutes before their first event. The registration desk will open 90 minutes before the first timetabled event. The Field Referee for each venue has the discretion to direct otherwise High Jump The progressions in the high jump shall be 5 centimetres. Athletes must nominate their minimum starting height when signing in for their event. The starting heights for high jump are featured in the event timetables. In high jump competitions each athlete will have a maximum of eight (8) attempts unless eliminated with three (3) consecutive fouled attempts. Even with a successful clearance, athletes cannot progress past the height limit set by the timetabled event Pole Vault In pole vault competitions, jumpers will be permitted to jump until they are eliminated by posting three (3) consecutive fouled attempts. The starting heights for pole vault are featured in the event timetables and will progress in 15cm increments. Athletes must nominate their minimum starting height when signing in for this event Throws Events Pegging In discus, javelin and hammer, all attempts must be pegged and only an athlete s longest throw will be measured and recorded Hammer Throw Minimum Performance In hammer, performances of fewer than 15m for men and 10m for women, will not be measured and therefore will not be a valid result. 30 AV SUMMER HANDBOOK

35 AV SHIELD Pre-Entry Field Athletes are to pre-enter for one (1) sheet per field event. Athletes wishing to change sheets, must contact AV to confirm the change of sheets prior to pre-entering another sheet via org.au. Athletes that enter two sheets and do not communicate their one (1) sheet selection will be removed from both sheets Elite Sheets Athletics Victoria will provide one (1) sheet that will have an allocated minimum performance standard for each field event at Metro Venues. Athletes must have achieved this performance in the 2017/18 or 2018/19 season to be eligible for this sheet. Athletes that pre-enter this sheet, that have not recorded the minimum performance standard, will be removed from the elite sheet and will not be allocated to another sheet. It is the responsibility of the competing athlete to make sure they enter the correct field sheet for each round. 10. EQUIPMENT 10.1 IMPLEMENTS Athletes may use their own implements for field events, provided that such equipment is available to all other athletes in that event. Such equipment should have a Weights and Measurements Certificate. Note: In the case of pole vault events, no competitor shall be allowed to use any other competitor s vaulting pole, except with the consent of the owner EVENT SPECIFICATIONS The following event specifications will be used for AV Shield and the AV Shield Final unless advised otherwise. See end of document for specifications Please note if an athlete is looking to achieve a record or qualifier, Athletics Victoria must be notified in advance. A minimum of three (3) athletes must compete in that competition. If a record is achieved then athletes will be asked to leave the implement used in order to be ratified. In field events, all records must be steel taped to be ratified. 11. EXTRA ATTEMPTS 11.1 ELIGIBILITY In the top heat of throws and horizontal jumps only the top three (3) male and female those athletes who have reached the minimum standard in the first three attempts will be eligible for three additional attempts HORIZONTAL JUMPS AND THROWS In the horizontal jumps and throws events the Competition Manager will have the discretion to allow a maximum of three (3) extra attempts if time permits. Extra attempts will be recorded and ratified for qualification and record purposes but will not be eligible for shield points. Shield points will be awarded from the first three (3) original attempts. 12. SCORING 12.1 DEFINITIONS A recorded performance is the best performance of recorded attempts, excluding did not start (DNS). Any athlete who genuinely competes in an event, including disqualification (DQ), no measure (NM), or did not finish (DNF), is still deemed to have competed and therefore count towards eligibility for the Shield Final. Such a performance is a valid result. For an individual, they must be an Athletics Victoria registered athlete, have a registered T&F package, and competing for their club. For a Relay, all members of the relay must be registered athletes for their club, fulfil age eligibility for that relay (rule 8.2.3) team, have registered T&F packages, and be competing for their club in a team. Only valid results score points. Team Score is the number points assigned after any relevant adjustments have been applied. AV SUMMER HANDBOOK

36 AV SHIELD 12.2 SCORING AND ADJUSTMENT TABLES The Shield Scoring tables and associated calculations specify the awarding of points between 100 and 600 based on an individual athlete s performance. The Shield Adjustment tables specify the performance adjustments applicable to Para-Athletes, and 40+. All tables are published on the AV web site for public viewing POINTS SCORING For each event and specification, the Shield Scoring table specifies performance values associated with point scores of 100, 200, 300, 400, 500 and 600 these are known as key marker performances and key marker points. There are separate scoring tables for the men and women. Points are calculated and awarded thus: i. An actual performance will be adjusted in the following situations and order: ii. 1. para-athletes, 40+ athletes in competition, will have their performance adjusted as per the published adjustment tables. 2. Any manual timed track event will have an adjustment factor added (0.14 seconds for events starting at the Finish line, and 0.24 seconds for all other events) The resultant adjustment by either or both of the above, will become the athlete s scoring performance. Any performance not covered by the above, the actual performance is the scoring performance. iii. Women competing in men s team competitions will use the women s specifications, scoring tables and, if applicable, the adjustment tables. Each club shall be limited to 3 nominated women per age group competing in a men s team iv. If a scoring performance equals any of the key marker performances, then the associated key marker points value is assigned as the points scored v. If a scoring performance lies between two key marker performances, then points awarded shall be a linear pro-rata assignment between the higher and lower key marker points. vi. If a scoring performance is below the 100-point key marker performance, no points shall be awarded vii. All point scores are rounded down to the nearest whole number (i.e. no fractions), hence similar performances may be awarded the same points score. viii. If the performance of an athlete in a track event is not recorded by a designated official, and after due process the record of performance can not be reconstructed, the athlete has the option of a re-run or accept a default score of 100pts. In all situations, the performance shall count for eligibility SIMILAR EVENTS AND SCORING Athletes competing in an event for a given age group, might do so with differing specifications. This may be due to 50+ and 60+ athletes in a 40+ competition, or junior athletes competing in a team of a higher age group, but using their default age group specifications. For this purpose, the following events are grouped for scoring: Sprint Hurdles (includes 80m, 90m, 100m and 110m) Distance Hurdles (includes 200m, 300m and 400m) Steeple Chase (includes 2000m and 3000m) Walks (includes 1500m, 2000m, 3000m and 5000m) 12.5 SHIELD TEAM SCORES Athletes are ranked in order of their points score in each event, or similar event, for their grade of team competition. The scores of the best ranked athletes, up to the number specified in the Number of Scoring Athletes table for each team in each grade, shall accrue to make up the team score of their first team. Any additional athletes shall be form part of second or subsequent teams, until team assignment of all scoring athletes are exhausted. 32 AV SUMMER HANDBOOK

37 AV SHIELD 12.6 PENALTY UNIT 100pts x the number of Group A Track scoring athletes of the team SHIELD LADDER POINTS After each round of Shield, ladder points shall be awarded in each grade. Ladder points are only awarded to teams that score team points: 1st = 11 points 2nd to 9th = (11 place) points 10th and over = 1 point Ladder points shall be the same when team scores are equal. A cumulative for percentage shall be calculated for the season as part of the ladder Team Member Points Eligibility Track Group A consists of: 100, 200, 400, 800, 1500, 3000 and 5000 events. Track Group B consists of: Steeple, Hurdles and Walks events. Field Group includes all Field events. AGE GROUP A TRACK B TRACK FIELD Division 1 Men Division 2 Men (Division 1 Country Zones) Division 1 Women Division 2 Women (Division 1 Country Zones) Men (50+/60+) Women (50+/60+) All Under 14, Under 16, Under 18, Under With the changes to the new AV Shield format, Zone v Zone will now be scored virtually across twelve (12) rounds of the season. The highest scoring team will be presented with the Alan Glover Shield at the AV Shield Final ZONE V ZONE SCORES Points to athletes are allocated as per the Shield Rules set out here. Points shall be awarded to the Zone of the athlete s club. The scores of the best ranked athletes for each zone in each grade (four for field, hurdles, walks and steeple, and six for all other events), and the best two relays in each grade, shall accrue to make up the zone team score Zone v Zone Ladders Each round there will be a virtual competition between 4 metro teams. Ladder points will be awarded each round based on Zone team scores: 1st = 5 points, 2nd = 3 points, 3rd = 2 points, 4th = 1 point The winner of the Alan Glover Shield will be the team with the most points at the end of the season. If tied on points, the team with the highest aggregate points shall be the winner. Only rounds completed by all zones will count. For a full description of the scoring framework please visit COACHING OF ATHLETES DURING COMPETITION In accordance with IAAF rules coaching assistance to competing athletes from within the field of play is prohibited. 14. OFFICIALS AND CLUB DUTIES 14.1 METRO ZONES In metropolitan zones, Athletics Victoria will advise of official s availability to all venues. Athletics Victoria will then appoint key officials and event supervisors for the AV Shield competition; it is at the host zones discretion if they wish to reallocate roles following the first draft of allocations sent out by AV. Additionally, AV will roster metropolitan clubs to provide club helpers for duties at all rounds of AV Shield competition. AV SUMMER HANDBOOK

38 AV SHIELD Athletics Victoria clubs will provide the club helpers in accordance with the roster and numbers specified by each zone; club helpers will assist in conducting the events. An event may only commence when a sufficient number of officials/club helpers are in place. If a rostered club does not provide the required club helpers (as detailed by Athletics Victoria in 2018/19 Summer Competition Handbook) 15 minutes prior to the scheduled start time of an event, the event may not be held. Any club that fails to provide their allotted number of club helpers for an event will have each of their competing teams (at the venue, on the day) penalised. For multiple offences (that are against the spirit of this rule), the club that fails to provide club helpers for their rostered duties shall (at the discretion of the Zone Committee, and in consultation with the AV office) be subject to the following penalties: Any club that fails to provide their allotted number of club helpers for an event will have each of their competing teams (at the venue, on the day) penalised and deducted 1 penalty unit per team (See rule 12.6) /3000/5000 METRE TRACK EVENTS In all 2000/3000/5000 metre track events, Athletics Victoria clubs must provide a lap scorer for each competing athlete that starts the race. Failure to do so will result in the disqualification of the athlete. (See rule 12.1) 14.3 AV SHIELD FINAL Clubs eligible for the AV Shield Final must provide a number of club helpers for the day that will be determined by the AV Shield Competition Committee. Failure to provide helpers will result in loss of points. Club helpers must sign in with the Officials Manager on the day prior to making their way to the event they are scheduled on COUNTRY ZONES In country zones, the number of officials supplied by an Athletics Victoria club at its venue for AV Shield shall be determined by the local Region Committee. 15. DISPUTES 15.1 TIMEFRAME Protests relating to matters that occur or develop during competition at a given round of AV Shield should be made no later than 30 minutes after the conclusion of the event to the Referee and or Competitions Manager CHAIN OF PROTEST Any protest shall, in the first instance, be made orally to the Referee controlling the event. The Referee may decide on the protest or may refer the matter to the Jury of Appeal. If the Referee makes a decision the athlete has the opportunity to appeal that decision to the Jury of Appeal. The Jury of Appeal will comprise three (3) Athletics Victoria members (each of whom is from Athletics Victoria clubs not involved in the protest) and will be appointed by the Zone Competition Manager APPEALS The appeal to the Jury must be submitted in writing on the approved Athletics Victoria form (available from the Administration Manager), signed by a club representative, and be accompanied by a $50 deposit. The deposit will be forfeited if the protest is considered frivolous by the Jury of Appeal JURY OF APPEAL DECISIONS The Jury of Appeal s decision is final PROTEST FORMS Protest forms will be made available from the Administration Delegate on competition days. 34 AV SUMMER HANDBOOK

39 AV SHIELD 16. NON COMPLETED COMPETITIONS If a round of competition cannot be completed due to inclement conditions or a situation out of Athletics Victoria s control, which affects the conduct of the competition, the following rules will apply: 16.1 CONTEST COMPLETION CRITERIA If any of the meets for a given round is abandoned before completion, the scores shall stand as at the completion or abandonment of all meets for that round. Only teams that have scored points, shall be awarded ladder points (see rule 12.7). Athletes who did not compete in an event scheduled after the abandonment, but had pre-entered or entered on the day, shall count for eligibility AV SHIELD FINAL ELIGIBILITY For AV Shield Final eligibility purposes, performances in NON completed rounds will NOT be counted. 17. ATHLETE ELIGIBILITY FOR FINALS Eligibility to represent a club in the AV Shield Final shall be determined by an athlete s participation in the preliminary rounds as defined by the following rules: 17.1 EVIDENCE OF PARTICIPATION Evidence of participation in preliminary rounds of competition shall be based on data provided by the AV sanctioned computer scoring system. There is an onus on clubs to check the accuracy of the data generated by this program during the season (within seven days from when results are published on the Athletics Victoria website). A club may ask to inspect the original result sheets if the computer data is considered to be inaccurate PARTICIPATION REQUIREMENTS To compete in the AV Shield Final, an athlete must have a ranking in that event for their nominated age group, and have competed in four (4) rounds. Age group rules (refer to rule 8) apply for the 2018/19 AV Shield Final. Athletics Victoria will retain the discretion of eligibility for the AV Shield Final. To be eligible to compete in the walks event for the AV Shield Final, athletes must have a ranking in their age group for a walk event competed in during competition RELAY TEAMS Relay teams at the AV Shield Final can be comprised of any athlete who is eligible for an individual event at the Final for that age group, for their club, or has competed in four (4) individual rounds and at least one (1) time in any relay of that age group (as per rule 8.2.3) for their club ELIGIBILITY DECISIONS The AV Shield Competition Committee has discretion over eligibility. 18. TEAMS FOR AV SHIELD FINAL 18.1 INTENTION TO COMPETE Eligible teams for AV Shield Final must confirm their intention to compete by the agreed cut off set by Athletics Victoria. Clubs that are in the AV Shield Final must nominate athletes for all events, including three emergencies. Athletics Victoria will supply an excel entry form that must be completed by the closing date. Teams will have the opportunity to make substitutions no later than 30 minutes prior the competition/event start time. AV SUMMER HANDBOOK

40 AV SHIELD 18.2 ELIGIBLE TEAMS The Premier team (i.e. top of the ladder) and runners up in each Division/Age Group from each Metropolitan Zone will be eligible to contest the AV Shield Final. In place of sending an individual club team, a country zone may nominate to send a combined zone team to the AV Shield Final. Combined open age teams, for men and women, will compete in Division Two MULTIPLE TEAMS PER CLUB In the event a club has two open teams competing in the AV Shield Final, the club may not enter more than the number of scoring athletes for that event/ age group for two teams. Athletes shall be ranked in performance order, as per rule 12, for scoring ELIGIBILITY BREACHES If a club allows an ineligible athlete to compete in the AV Shield Final, they will lose all points scored by the athlete in the events for which he/she is ineligible, and points shall be reallocated to other club teams accordingly. In addition, the athlete s team shall be penalised two (2) penalty units from its score for each transgression by each offending athlete TIED FINALS In the event of a tie at the AV Shield Final, the winning team will be determined by a count back. The team with the most first placed athletes will be deemed the winner. If the two teams can still not be split, the count back will continue to the team with the most second placed athletes and so on until a winning team is found INCOMPLETE FINALS If circumstances prevail that prevent the completion of the full AV Shield Program, premierships will be awarded if more than 75% of the scheduled and proposed heats have been completed. Premierships will be awarded to the leading team in each division, based on the scores of athletes with recorded performances at the time the competition ceased. In the AV Shield Final, if less than 75% of the scheduled and proposed heats are not completed, Premierships will not be awarded. 19. UNFAVOURABLE WEATHER CONDITIONS In the event of inclement weather conditions on the day of AV Shield competition, any decision to cancel the meet, and/or modify the length or distance of events shall be made by the Competition Manager in consultation with the Referees. The Competition Manager is also empowered to alter the direction of track sprints events, in the event of unfavourable weather conditions. Athletics Victoria members who provide a mobile phone number with their annual registration will receive an SMS notification if competition is cancelled. Athletics Victoria acts in accordance with Sports Medicine Australia s unfavourable weather guidelines. To view these guidelines in detail, please refer to the Athletics Victoria website ( 20. RESULTS Athletes/Team Managers will have the opportunity to query a result through the Athletics Victoria website no later than the Tuesday 5:00pm following the completed round of competition. 42 AV SHIELD RULE CHANGE COMPARISON CHART EXISTING RULE 4.1 TRIALLING ATHLETES A competitor in an AV Shield event, is classified as a Trialling Member if they are not a registered member and or have not purchased a Track and Field or Max Package with Athletics Victoria for the 2017/18 season. Trialling members are restricted to two trial days throughout the AV Shield season. All trialling members must report to the administration area before competing. Members of a Little Athletics Centre will not be charged a trial fee. For insurance purposes, non-registered athletes and non-registered Officials are required to complete the Trialling Member Form before the commencement of the meet. NEW RULE CHANGE 4.1 TRIALLING ATHLETES A competitor in an AV Shield event, is classified as a Trialling Athlete if they are not a registered member and or have not purchased a Track and Field or Max Package with Athletics Victoria for the 2018/19 season. The 2018/19 AV Shield season has an added package option for those competing across the summer season. Pay as You Go (PAYG) athletes must pre-enter before the midweek closing date for each round of AV Shield. Athletes who enter as a PAYG athlete will be: 1. PAYG for those who pre-enter by closing date 2. On the day and TM s are classed as Trialling Athletes now (only go twice) 3. All trialling Athletes who havent pre-entered must complete a trialling athlete form on the day and will be charged $20. They will receive a bib tag and will be eligible to compete but will not score points. On the days that have a membership and package will score points. 4. We will classify athletes as required and submit to AV. (DA/admin delegates) 5. Trialling athletes can only compete twice across the state and this will be monitored. 6. Those who do not follow the procedures will be charged fee plus admin fee. *Non - Dual athletes registered only with LA s will not be charged. 43 AV SHIELD EXISTING RULE 4.3 INVITATIONAL ATHLETES A competitor in an AV Shield event is classified as Invitation/Unattached if they are one of the following: Registered but not competing in their nominated age group/division, or NEW RULE CHANGE RULE REMOVED Registered but subject to any other rule which precludes their result from being considered valid for AV Shield purposes. 44 AV SHIELD EXISTING RULE ATHLETE SPECIFICATIONS Athletes over the age of 50 or 60 as per rule are permitted to compete as part of the 40+ team using their specific hurdle heights and implement weights as determined by the calculated age. Under age athletes shall use the specifications associated with their default age group, even if competing as part of a higher age group team. If such athletes wish to use the specifications of the higher age group, they must notify AV. In doing so, they must use the specifications of the higher age group for all events. Athletes will be granted the opportunity to compete using different specifications however must inform Athletics Victoria and will only be granted this privilege once per season EVENT DISCIPLINE ENTRY RESTRICTIONS An athlete may only compete once in a given track and field discipline, at a given round of AV Shield regardless of whether they are competing for points or by invitation. Athletes cannot compete in multiple age groups of the same track and field discipline, at the same round of AV Shield. Athletes will still have the opportunity to enter on the day however entries will only be permitted if there is availability and will be placed in the lower heats. Invite athletes who wish to compete in a seeded heat must contact the Athletics Victoria office before the closing date of that particular round. If an athlete breaks, then the athlete is allowed to compete by invitation, in a later heat. The Starter s Marshal needs to notify the scorers that this athlete cannot score points and is now competing as an invite athlete. All athletes wishing to compete MUST Check-in at the registration desk on the day 60 minutes before their event/s. The registration desk will open 90 minutes before the first timetabled event. In the case of dual athletes attending both little athletics and senior competition, the team manager can check an athlete in, if verification is provided from the athlete or parent by means of SMS or . The starters marshal must run the pre-seeded athletes in the order of the seeded start list. If an athlete does not show for his/her event, then the event will run with a blank lane. There will be no promotion from later heats. All track invite athletes and trialling members registering on the day will be seeded in the lower heats. Athletes must have achieved this performance in the 2017/18 or 2018/19 season to be eligible for this sheet. Athletes that pre-enter this sheet, that have not recorded the minimum performance standard, will be removed from the elite sheet and will not be allocated to another sheet. It is the responsibility of the competing athlete to make sure they enter the correct field sheet for each round ELIGIBILITY In the top heat of throws and horizontal jumps those athletes who have reached the minimum standard in the first three attempts will be eligible for three additional attempts SCORING AND ADJUSTMENT TABLES The Shield Scoring tables and associated calculations specify the awarding of points between 100 and 600 based on an individual athlete s performance. The Shield Adjustment tables specify the performance adjustments applicable to Para- Athletes, and 40+, 50+ and 60+ athletes competing in 40+ competition. Women competing in men s team competitions will use the women s specifications, scoring tables and, if applicable, the adjustment tables. Each club shall be limited to 3 nominated women per age group competing in a men s team iv. If a scoring performance equals any of the key marker performances, then the associated key marker points value is assigned as the points scored v. If a scoring performance lies between two key marker performances, then points awarded shall be a linear pro-rata assignment between the higher and lower key marker points. vi. 50 AV SHIELD EXISTING RULE 16.1 CONTEST COMPLETION CRITERIA A contest for any division/grade shall be considered completed if: a. For Metro teams, both Metro programs have completed 75% or more of the total number of events for that program OR b. For Country teams, the Country program of the team has completed 75% or more of the total number of events for that program. NEW RULE CHANGE 16.1 CONTEST COMPLETION CRITERIA If any of the meets for a given round is abandoned before completion, the scores shall stand as at the completion or abandonment of all meets for that round. Only teams that have scored points, shall be awarded ladder points (see rule 12.7). Athletes who did not compete in an event scheduled after the abandonment, but had pre-entered or entered on the day, shall count for eligibility. Additionally, only athletes with recorded performance(s) at a program (metro or country) that has completed 75% or more of the total number of events for that venue s program, may score with those performances for their team. If a contest is deemed incomplete, no scoring shall take place and no performances shall count for eligibility. If a contest is deemed complete, but less than 100%, athletes who have competed at the completed program shall score and count for eligibility purposes. Athletes who have pre entered but were unable to compete due to the cancellation shall for the purpose of eligibility be considered to have competed INCOMPLETE FINALS If circumstances prevail that prevent the completion of the full AV Shield Program, a premiership will be awarded if more than 75% of the program has been completed. Premierships will be awarded to the leading team in each division, based on the scores at the end of the last completed event, prior to when competition ceased. In the AV Shield Final, if less than 75% of the events are not completed, a Premiership will not be awarded INCOMPLETE FINALS If circumstances prevail that prevent the completion of the full AV Shield Program, premierships will be awarded if more than 75% of the scheduled and proposed heats have been completed. Premierships will be awarded to the leading team in each division, based on the scores of athletes with recorded performances at the time the competition ceased.
