RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing The rules will be changed as follows: (a) RRS See SI (b) RRS 35. See SI (c) RRS 40. See SI (d) RRS See SI 13. (e) RRS 60.1(a). See SI (f) RRS 62.1(a). See SI 2, 11.4, 14.2 and (g) RRS See SI (h) RRS A4. See SI 11.4 and (i) RRS A5. See SI 11.4 and IRC Rules 2018 Parts A, B & C shall apply, except that IRC rule is changed: the number of crew shall not exceed the number printed on the certificate plus two. 1.4 Nothing written in these sailing instructions removes a boat s separate responsibility to Falmouth Harbour Commissioners to comply at all times with the Harbour bye-laws, see: 2. NOTICES TO COMPETITORS Notices to competitors will be posted on the official notice board located at the Royal Cornwall Yacht Club (RCYC) and may be posted on the RCYC website. Failure to read a notice posted on the website will not be grounds for redress. This changes RRS 62.1(a). 3. CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 on Saturday 16 June, except that any change to the schedule of races will be posted by 2000 on Friday 15 June. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed on the RCYC flagpole. 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. 1

SCHEDULE OF RACES 5.1 Races are scheduled as follows: Class Warning M * 1325 E, U, Z 1330 V *, O * 1335 G, H, D 1340 B 1345 C 1350 F * 1355 W * 1400 R * 1405 T * 1410 K * 1415 Q * 1420 Note: Boats in classes marked with an asterisk are not required to display class flags. 5.2 To alert competitors that a race or sequence of races will begin soon, the orange starting line flag will be displayed with one sound signal at least five minutes before a warning signal is made. 5.3 The orange starting line flag will be removed four minutes after the last start in the starting sequence. 5.4 No warning signal will be made after CLASS FLAGS Class flags shall be displayed as shown in the table in SI 5.1. Boats in classes marked with an asterisk are not required to display class flags. 7. RACING AREAS Boats will race in Falmouth Bay or the Carrick Roads and the Percuil River. 8. THE COURSES 8.1 Courses for boats racing in all classes except R, T, K and Q will be selected from the course card at Appendix A. The course number will be displayed on a board on the starboard side of the Committee Boat. 8.2 Courses for boats racing in classes R, T, K and Q are shown at Appendix B. The course number will be displayed on a board on the starboard side of the Committee Boat. Changes to these courses will not be signalled unless the change in bearing is more than approximately 20 degrees and the change in leg length is more than approximately 200 metres. 2

3 9. MARKS 9.1 All classes except R, T, K and Q. Details of the marks to be used, their descriptions and approximate coordinates are on the course card at Appendix A. 9.2 Classes R, T, K and Q. Marks 1, 2 and 3 will be laid orange inflatable marks. Harding and Wakefield (T) is a yellow PoFSA special mark at approximately N W, just off Trefusis Point. 10. AREAS THAT ARE OBSTRUCTIONS 10.1 Commercial and military shipping under way and constricted in their ability to manoeuvre are designated as moving exclusion zones. The exclusion zone extends to 100m on all sides of the vessel and includes tugs, race committee escort boats and pilot boats. No boat shall enter the exclusion zone and if becalmed may use any means of propulsion to move out of the way. This should only be sufficient to leave the exclusion zone by the safest possible route and offer the competitor no significant advantage in the race Exclusion zones extend 25m around a dive boat displaying code flag A, an inflatable orange buoy marking a diver just under the surface, and a diver on the surface. A boat shall not enter the 25m zone. 11. THE START 11.1 The race committee boat will be the white hulled ketch Sweet Briar, approximately 35 ft in length. The committee boat will describe its approximate position on VHF channel 72 approximately 30 minutes before the first scheduled warning signal The starting line will be between the mast on the committee boat displaying an orange flag, and a dan buoy with an orange flag Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races. [DP]. Breaches of this SI will not be grounds for a protest by a boat. This changes RRS 60.1(a) The course to be sailed, count down, postponement, and general recall will, where possible, be broadcast by VHF. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a) In the event of a general recall, the warning signal for the next class to start will be removed and then re-displayed with the next starting signal of the recalled class. This changes RRS A boat that does not start within four minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4 and A THE FINISH The finish line will be the RCYC finish line, between the RCYC and Flushing SC quay. 13. PENALTY SYSTEM For all classes, RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 3

TIME LIMITS AND TARGET TIMES 14.1 Time limits and target times are as follows: Classes Race time limit Time limit at first mark Race target time All classes except R, T, K and Q. 150 mins 60 mins 90 minutes R, T, K and Q 120 mins 45 mins 60 mins 14.2 If no boat has passed the first mark of the course within that time limit the race will be abandoned. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a) Boats failing to finish within 45 minutes after the first boat in that class sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available at the RCYC Sailing Office. Protests and requests for redress shall be delivered there within the appropriate time limit For all classes the protest time limit is 60 minutes after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the RCYC Committee Room, beginning at the time posted A request for redress based on a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS SCORING One race is scheduled for each class. 17. SAFETY REGULATIONS 17.1 A boat that retires from a race shall notify the race committee as soon as possible by calling the race committee boat on VHF channel 72, or by contacting the RCYC Sailing Office on , or by contacting the RCYC Rear Commodore (Sailing) (Mr Nick Ames) in person at the RCYC Personal Flotation Devices for crews in the MOCRA, Flying Fifteens, SMODs, open boats and all dinghy classes will be worn whilst afloat. This changes RRS All boats except those in classes in F, R, T, K and Q shall carry a working VHF radio; handheld radios are acceptable. Boats in classes F, R, T, K and Q are strongly encouraged to carry a handheld VHF radio Competitors shall obey safety instructions given by Safety Boats displaying flag R, in relation to commercial shipping movements and divers. 4

5 18. OFFICIAL BOATS A RIB will be deployed in the vicinity of the race committee boat for boats wishing to complete entry forms and pay entry fees on the day of the regatta. This RIB will carry clear identification and all necessary documentation. 19. RADIO COMMUNICATION 19.1 The VHF channel for race communications will be channel 72; race communications may be broadcast on this channel. Failure to receive such broadcasts will not be grounds for redress. This changes RRS 62.1(a) Except in an emergency a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]. 20. DISCLAIMER OF LIABILITY Competitors participate in the regatta at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 21. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per incident or the equivalent. 5
