1 Falmouth Week Regatta Saturday 6 th to Saturday 13 th August 2016 Organising Authority: Port of Falmouth Sailing Association (PoFSA) SAILING INSTRUCTIONS FOR THE CARRICK FLEET incorporating the Freemans Wharf Working Boat Series, the Cream Cornwall Ajax series, the Marine Team Sunbeam Series and the Hayes Parsons Shrimper Series 1. RULES The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 2. NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board located at the regatta race office at Falmouth Watersports Centre and on the Falmouth Week website The race committee may use , Twitter and SMS text to alert competitors to notices being posted. 3. CHANGES TO THE SAILING INSTRUCTIONS Any change to the sailing instructions will be posted before 0900 hrs on the day it will take effect, except that any change to the schedule of races will be posted by 2000 hrs on the day before it will take effect. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed at the signal mast outside the Race Office, and may be repeated at St. Mawes Sailing Club and at the Royal Cornwall Yacht Club. 4.2 When flag AP is displayed ashore, "1 minute" is replaced with "not less than 75 minutes" in the race signal AP. 4.3 When flag Third Substitute over flag B is displayed ashore on Sunday, then see section SCHEDULE OF RACES 5.1 A race briefing will take place in the marquee on Events Square at 1800 on Saturday 6 th August. 5.2 Racing is scheduled as shown on the table below: Class Sunday 7 th RACES TO BE SAILED PER DAY Monday Tuesday Wednesday 8 th 9 th 10 th Thursday 11 th Friday 12 th Saturday 13 th Handicap day boats Handicap cabin boats Ajax * Shrimper * Sunbeam Flying Fifteen Working Boat St Mawes One Design Gaffer Restricted * see SI 16.2 below. 1

Regatta Class Class Flag Start time 1 st race of the day Bay IRC Classes in Carrick Groups 1 and 2 sailing two races per day 2 Start time 2 nd race of the day 1415 (or as soon as possible thereafter) Classes sailing a second race will start as soon as possible after 1420 and in the order shown in 5.3 (Group 1) or 5.4 (Group 2) above. 6. RACING AREA 6.1 The racing area is depicted in the chartlet at Addendum A. 6.2 The committee boat will be Buccaneer Charlie, a white-hulled 40 foot ketch, and will be positioned in the course area so as to give a windward start. 6.3 On Sunday class B will race in the Helford River Estuary under the control of the Bay committee boat, weather permitting. An amendment to these sailing instructions will be provided to competitors in this class. However, if on that day flag Third Substitute over flag B is displayed ashore, then this class will race in the Carrick race area. 7. THE COURSES 7.1 All classes except Sunbeam will sail regatta courses. Courses will be displayed on the starboard side of the committee boat. The class letters will be displayed on the top row. On the bottom row, a sequence of mark letters will indicate the order in which marks are to be passed and the side on which each mark is to be left. Red mark letters indicate that the mark must be left to port and green letters indicate the mark must be left to starboard. 7.2 The Sunbeam class will sail a windward-leeward course for the first course of the two-race days on Thursday, Friday and Saturday only. This class will sail regatta courses for all other races. A course diagram and sailing instructions specific to this course are at Addendum C. 7.3 St Mawes south cardinal mark (Lugo Rock buoy) shall be passed to the south at all times while racing. 8. MARKS

3 A chart showing the approximate positions of the marks is at Addendum A. The mark letters, mark descriptions and approximate coordinates are at Addendum B. 9. AREAS THAT ARE OBSTRUCTIONS 9.1 No boat shall sail inside moorings and to this end the mooring areas inside the continuous straight lines between the outer line of mooring buoys (whether a vessel is attached or not) on each side of Falmouth Harbour (excluding Frigate and Caldy buoys), and on the south side of St Mawes Harbour, are designated prohibited areas that no boat shall enter while racing. 9.2 Commercial and military shipping under way and constricted in their ability to manoeuvre are designated as moving exclusion zones. The exclusion zone extends to 100m on all sides of the vessel and includes tugs, race committee escort boats and pilot boats. No boat shall enter the exclusion zone and if becalmed may use any means of propulsion to move out of the way. This should only be sufficient to leave the exclusion zone by the safest possible route and offer the competitor no significant advantage in the race. 9.3 Exclusion zones extend 25m around a dive boat displaying code flag A, an inflatable orange buoy marking a diver just under the surface, and a diver on the surface. A boat shall not enter the 25m zone. 10. THE START 10.1 The starting line will be between a staff on the committee boat displaying an orange flag and a dhan buoy with an orange flag Boats whose warning signal has not been made shall avoid the starting area during the starting sequence of other races The course to be sailed, count down, postponement and recalls will, where possible, be broadcast on VHF ch. 77. Failure to make the broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a) A boat starting later than 4 minutes after her starting signal will be scored "Did Not Start" (DNS). This changes rules 35, A4 and A In the event of a general recall, the race signal First Substitute will be removed 3 minutes after the start without a further sound signal. The warning signal for the recalled class will be the start of the final class to start in the group sequence. In the event of more than one class being subject to a general recall they will start after the sequence in their original order with the start signal of the earlier class being the warning signal for the next. This changes rule CHANGE TO THE NEXT LEG OF THE COURSE No legs will be changed. 12. THE FINISH 12.1 The finishing line will be between the mast on a committee boat displaying a blue flag and the last mark of the course On Thursday the scheduled race for classes B and V will finish on the Royal Cornwall YC club finish line and on Saturday these classes will finish on the Flushing SC club finish line. If a club line finish is not possible the committee boat will fly flag S over B and V and these classes will finish on the committee boat finish line. 13. PENALTY SYSTEM As permitted by rule 44.1, the two-turns penalty is replaced by the one-turn penalty. 14. TIME LIMITS Format Time Limit Finish Window One race per day Three hours 60 minutes Two races per day 90 minutes 30 minutes Boats failing to finish within the stated finish window after the first boat of their class sails the course and finishes will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 and A PROTESTS AND REQUESTS FOR REDRESS 15.1 Boats shall comply with rule 61.1(a) irrespective of their length. This changes rule 61.1(a)(2) which is deleted Protest forms are available at the race office and the clubs. Protest forms shall be submitted to 3

4 the club of the day that is hosting the daily prize-giving within the protest time limit, except that: (a) on Wednesday protests shall be delivered to the race office, (b) protests involving both parties from St Mawes shall be submitted to St Mawes SC For each class, the protest time limit is 1730 on the day of the race concerned. The same time limit applies to protests by the race committee about incidents they observe in the racing area Notices shall be posted on the notice board at the club of the day (or race office on Wednesday) within 15 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. The notice shall detail the time and place of the hearing. Protests for which both parties are based in St Mawes will be heard at St Mawes SC Notices of protests by the race committee or protest committee shall be posted on the notice board at the club of the day (or race office on Wednesday) to inform boats under rule 61.1(b), except that if the boat being protested is from St Mawes, the notice shall be posted on the St Mawes SC notice board Breaches of instructions 10.2, 17 & 19 shall not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides On the last day of the regatta a request for reopening a hearing shall be delivered within the protest time limit, if the party requesting reopening was informed of the decision on the previous day; and no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule SCORING 16.1 Single day entries will be excluded from the series results unless 4 or more days are entered Races are scheduled as follows: (a) Flying Fifteen. 10 races are scheduled. (b) Handicap day boats, handicap cabin boats and Ajax. 10 races are scheduled. For the Ajax class, the Wednesday race is a stand-alone race which does not count in the series. (c) Shrimper. 9 races are scheduled. The Wednesday race is a stand-alone race which does not count in the series. (d) (e) Working boats, St Mawes One Design, Gaffer, Restricted races are scheduled. Sunbeam. Two series are scheduled. 10 races are scheduled in the first series (from Sunday to Saturday inclusive); 6 races are scheduled in the second series (Thursday to Saturday inclusive) Three races are required to be completed to constitute a series When fewer than 5 races have been completed, a boats score will be the total of her race scores When from 5 to 8 races are completed a boat s series score will be the total of her race scores excluding her worst score When 9 or more races are completed a boat s series score will be the total of her race scores excluding her worst and second-worst scores. 17. SAFETY REGULATIONS 17.1 All boats shall carry a working marine VHF transceiver One Design and Restricted Classes shall comply with their class rules for safety equipment All other boats shall carry whilst racing: manual bilge pump, bucket (at least 9 litres) with a lanyard, compass (hand held is acceptable), fire extinguisher (but only if an engine, a stove or an electrical system is fitted), a life buoy or life sling, and a heaving line at least 15m long readily accessible to cockpit or helm Competitors who leave the safety of the cockpit of a boat not fitted with guardrails shall wear a personal flotation device A boat retiring from a race shall notify the committee boat as soon as possible on VHF ch. 77. If unable to do so, they shall inform the race office by phone ( ) at the first opportunity Competitors shall obey the instructions of an official patrol boat displaying Flag R to move out of the way of shipping constricted in its ability to manoeuvre Competitors requiring assistance from a patrol boat should call Rescue Control on VHF ch EQUIPMENT AND MEASUREMENT CHECKS A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed 4

5 immediately to a designated area for inspection. 19. RADIO COMMUNICATION A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 20. PRIZES 20.1 Prizes will be awarded in accordance with the Notice of Race Daily prizes will be presented at approximately 1800 as follows: Sunday 7 th August Royal Cornwall Yacht Club Monday 8 th August Mylor Yacht Club Tuesday 9 th August Restronguet Sailing Club Wednesday 10 th August No prize-giving because of the Red Arrows Display. Prizes will be presented at approximately 1830 on Thursday 11 th August at the Royal Cornwall Yacht Club. Thursday 11 th August Royal Cornwall Yacht Club Friday 12 th August St Mawes Sailing Club Saturday 13 th August Flushing Sailing Club Daily presentations will be preceded by a traditional regatta tea for all competitors Series prizes will be presented at Flushing Sailing Club at 1900 on Saturday 13 th August. 21. RISK STATEMENT 21.1 Rule 4 of the Racing Rules of Sailing states: The responsibility for a boat s decision to participate in a race or to continue racing is hers alone Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) they are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event; (b) they are responsible for the safety of themselves, their crew, their boat and their other property whether afloat of ashore; (c) they accept responsibility for any injury, damage or loss to the extent caused by their own actions and omissions; (d) their boat is in good order, equipped to sail in the event and they are fit to participate; (e) provision of a race management team, patrol boats and other officials and volunteers by the (f) event organiser does not relieve them of their own responsibilities; provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of each competitor set out in the Notice of Race. 22. INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3,000,000 per incident, or the equivalent. 5
