3 PREAMBLE The Mini Transat Îles de Guadeloupe is a high level sports event held every two years and sailed single handed on Min i6.50 boats. Its mission is to develop maritime ability, to promote the skippers together with the local authorities and the organisation s partners. 1 ORGANISATION Through a partnership with the Mini Class, the organiser of the Mini Transat is the Association Douarnenez Courses, 52, Quai de l Yser F Douarnenez, represented by its President, Bertrand Nardin. This event is made possible thanks to the involvement and the financial support of: The city of Douarnenez The Communauté de Commune du Pays de Douarnenez, La Chambre de Commerce et de l Industrie de Quimper Cornouaille The Fnistère General Council The Britanny Region Private partners Lanzarote Marina in Arrecife, The Guadeloupe Region The City of Pointe à Pitre The Chambre de Commerce et de l industrie de Guadeloupe, The Tourism Committee of the Guadeloupe Islands. The Winches Club, affiliated to the Fédération Française de Voile is the support of the event through a partnership for a joint organisation whit Douarnenez Course and the Winches Club. 1.1 Douarnenez Courses Maritime associations from Douarnenez, together with local and counties authorities made a partnership under Douarnenez Courses auspices. This association gathers the following nautical clubs: Douarnenez Voiles, the Société des Régates de Douarnenez, the Winches Club, the Atlantic Yacht Club together with the association Temps Fêtes, the Maritime federation of the Bay of Douarnenez, Optimiste 29 and the city of Douarnenez. 4 The general organisation job is to organise the race, promote the race in each stage, coordination of all the partners, private or not, relationship with competitors, relationship with the Mini Class. Race Director : Director : Denis Hugues Vice Director: François Séruzier The race management deals with the sports an safety aspects of the race. It works in direct relationship with the general organisation, the Race Committee, the event measurer, the international jury and the medical committee. Any incident/accident during the race shall be reported to the race direction in priority. Race Committee, jury, measurer The Race Committee, the international jury as well as the event measurer and the equipment measurers are appointed by the Fédération Française de Voile according to its own regulations. When the judges are not physically present, they can be joined by telephone or video, , VHF or any other mean. RRS N1.2 shall be deemed as fulfilled and protests can be heard and decided that way. 2 NAME The official name is MINI TRANSAT Îles de Guadeloupe. The Mini Transat is the Mini Class property, and Douarnenez Course is the sole and only authorised user of the Mini Transat Îles de Guadeloupe logo for the 2015 edition. 3 RULES 3.1 The event will be governed by the current texts of the here under documents, eventually with the addition of the sailing instructions which will be available at the latest on September The rules as defined in the ISAF Racing Rules of Sailing (RRS), The Class Rules (see Guide Mini 2015) and the national prescriptions applying to foreign competitors as translated in Appendix Prescriptions, Part B of the IRPCAS (COLREGS) when it applies, The OSR , Category 1, with the alterations applying to the Mini Class The official time for the event when in France will be local time (UT+2 until Saturday October 24, and UT + 1 from Sunday October 25) and in local time in Guadeloupe (UT-4) In the event of a translation of any document referring to the race, the French text shall prevail. 3.2 The following RRS are changed: The Chapter 2 RRS (When Boats Meet) apply at the start and up to 25 NM from the starting line, then again at each finish of each leg of the course, from 25 NM before the finishing line, when Mini Transat Îles de Guadeloupe

5 during daylight. When at night, they are replaced by Part B of the IRPCAS (COLREGS). RRS 41 (outside Help) and 45 (Hauling out; Making fast; Anchoring) changed by 20.3 RRS 61 (Protest Requirements) changed in the SIs RRS 62 (Redress) changed in the SIs RRS 63 (Hearings) changed in the SIs. These changes to the RRS will appear in an Appendix of the Sailing Instructions. 4 ADVERTISING 4.1 Application of ISAF Regulation20 (Advertising Code) as modified by the FF Voile advertising regulation: boats may be asked to carry advertising provided by the Organising Authority. 4.2 Race flag Each registered boat will receive at the latest when arriving in Douarnenez a race flag which he shall display in his rigging (backstays, minimum height 1m above deck), from the opening of the village and all along the race until the prize giving in Pointe à Pitre. In case of an infringement to this rule, financial penalties may be applied by the Organization. The raised funds will be given to a sea rescue association. 4.3 Banners or flags Skippers agree to display in the mainstay of their boats a line of organisation and partners flags provided by Douarnenez by the organisation. They shall be displayed in the mainstay from Douarnenez up to 0.2 NM from the exit of the Port Rhu harbour as well as after crossing the finishing line in Lanzarote and for all the duration of the stop over, and in Pointe à Pitre until the prize giving. This line of flags shall stay on board while racing. 4.4 Race logo Each registered boat shall display in the mainsail, genoa and the dodger, the mark of the race together with the Label Bleu logo in the mainsail. This mark will include the race logo together with le logo of the main partner of the event. It will be affixed as specified in the Mini class rules. The transfers will be provided by the organisation, the fixing and preservation of the transfers until the finish being the skippers responsibility. Any infringement to this rule may be penalized by the international jury. 4.5 Any registered boat in the race agrees: to respect the name of the race when communicating and promoting. The logo of the race is free of rights for the registered boats within their own promotion up to December 31, The organisation of the race shall be informed of such a use. A graphic chart shall be provided and shall be respected. 5 ELIGIBILITY ENTRIES 5.1 Eligibility This event is open to Class Mini mono hulls, which are scattered in two classes. The number of boats for each category is defined by the Class Mini. PROTO category SERIE category Mini Transat Îles de Guadeloupe

6 All registered boats shall be in good standing with the Mini Class (membership and 2015 measurement certificate) The number of boats entered in the race is limited to 84, subject to agreement by the maritime authorities. From the village opening day, September 9th, 17:00, no boat from the waiting list will be entered. However, the Organising Authority reserves the right: According to RRS 76.1 or the ISAF Racing Rules of Sailing, the Organising Authority, with the agreement of the Race Director, may consult a committee to make a decision about whether to accept or not a boat or competitor The organiser reserves the right to refuse or cancel an entry (RRS 76.1). He may, with the Race Director agreement, consult a committee in order to decide the final admission or exclusion of a boat or competitor. 5.2 Entry Entry fee: 2050 taxes included This fee includes the 600 (taxes included) for non-refundable registration file and the insurance for the tracker Entries will be registered in reception according to the document 2015 Mini Transat registration procedures (see appendix) chronological order The request for entry will be registered subject to receiving the entry form duly filled in, together with a cheque or a transfer proof of 600 (taxes included) for registration file, non refundable and being part of the registration fee banked on January Opening of registration will be during the Nautic in Paris on the Mini Transat Îles de Guadeloupe stand, on Saturday December 6, 2014, from 18:00. When the quota limit for each category, as per article is reached, the following boats will be registered on a waiting list as defined by the Mini Class. This list will come to an end on the village opening day in Douarnenez, September , 17: The final registration shall be lodged at the latest on July with a cheque or a bank transfer proof for the amount of the registration fee. The entry of a competitor will be deemed to be valid when: - The registration file is complete, as per the Guide Mini - The complete payment of all the fees is made - The competitor has obtained the Race Committee, Measurement Committee, the Mini Class and generally speaking, the Organising Authority agreement. It is the competitor s responsibility to follow his/her file progression and to make sure in due time the organising teams are following his/her registration Registration fees will be - Not refundable in case of withdrawal of the competitor (if withdrawal after 08/19/2015) - Totally refundable if the registration is refused by the organization Cheques (French account only) are to be filled in to Douarnenez Courses profit, or by bank transfer to the bank account which will be sent on request. 7 In case of absolute necessity or if the safety of the competitors requires it, the organizers may decide to abandon the ongoing of the event. Abandonment in case of absolute necessity or for any reason beyond the organizers wills will not be grounds for refunding the registration fee nor, compensation. This may happen (this is not a limitative list) in case of exceptional weather conditions, armed conflict, criminal attempt, requisition, fire, flooding, strike or maritime installations blockade from foreign origin and totally beyond the organizers wills A late entry (after July 19, 2015) may be looked after by the organizers and the Mini Class Qualification of the skipper and the boat: Each competitor shall complete the qualifications as provided in the Mini Guide 2015, on the boat with which he entered the Mini Transat Îles de Guadeloupe. See Mini Guide The final list of the boats accepted to take part in the Mini Transat Îles de Guadeloupe will be published at the latest on Wednesday September 16, 2015, after the safety checks in Douarnenez Registration shall be final when the boat and its skipper will have satisfied the last checks in Douarnenez before Wednesday September 16, Skipper The race is sailed single handed with no assistance. All boats shall have, permanently, one person on board and always the same, except in the cases provided in RRS 4. Each skipper shall: Be in good standing with the Mini Class Own a passport the validity of which extends until June 1 st 2016 minimum Be in good standing with the National Authority of his home nation or country of residence French competitors shall own a FFVoile Club Licence valid for 2015, a medical certificate and a warranty extension > 200 NM from the coast (this extension may be subscribed with Douarnenez Courses); foreigners who don t have a French licence may also subscribe this warranty extension For foreign competitors, two options are possible: Either prove their good standing with an ISAF Member National Authority and show a valid third party insurance of a minimum 1.5 million together with a medical certificate less than one year old (in French or English). Or, if he cannot prove his good standing with an ISAF MNA, subscribe a french FFvoile 2015 licence and produce a medical certificate (in French or English), and the warranty extension for navigation > 200 NM from the coast (this extension may be subscribed with Douarnenez Courses). In such a case, he will be bound by the FFVoile prescriptions, particularly about advertising rules Each skipper shall provide the Class with all the mandatory documents (category A race, Mini guide 2015) before July , that is to say: Mini Transat Îles de Guadeloupe

8 5.3.7 Each competitor shall present on registration: a) For French competitors o o Either a valid ISAF practice (survival training and PSMer training) certificate, Or a separate valid certificate of Survival training, and a PSC1 valid certificate, provided this was done before January 1 st b) For non-french competitors o Either the certificates specified in a) above o Or a certificate of survival training a required by OSR This training shall be ISAF approved. o And a certificate satisfying OSR Each skipper shall provide Douarnenez Course with a medical file before July 1 st 2015 which shall include: Results of a test of effort less than 4 years old and results of an echocardiogram. The medical questionnaire given by the organisation, duly filled in and signed by the skipper and his general practitioner. The file shall be sent in a stamped envelope to the Organiser and marked Confidential Medical file to the following address: c/o Médecin Référent de la Mini Transat Îles de Guadeloupe 2015, Douarnenez Courses, 59, Quai de l Yser, Douarnenez France. 6 COMPULSORY SAFETY EQUIPMENT: see Mini guide PROGRAMME Boats shall be at the organisation s disposal in Douarnenez Harbour, Bassin du Port Rhu under pain of penalties on Wednesday September 9, 2015 (see Mini guide The organisation sets out a mooring plan of the boats that the skippers agree to respect from September 9 th 2015, 17:00. The boats shall not be allowed to go out of the harbour except on written authorisation by the race direction and the race committee. Mini Transat Îles de Guadeloupe

10 8 SKIPPER S OBLIGATIONS 8.1 The skipper s attendance is compulsory: In Douarnenez: From Wednesday September 9 th to Saturday September 19 th. For each briefing mentioned in the Notice of Race. For the safety checks of the boat. For taking part in the prologue under pain of disqualification (except dispensation from the race direction) During the whole presentation of the skippers and the official party before t-he start in Douarnenez In Lanzarote For the prologue and the prize giving ceremonies, and from Friday October 23 rd for the start of the second leg and the safety checks for the second leg In Guadeloupe For the two days of the Pointe à Pitre Grand Prix and for official parties. For the prize giving ceremonies, otherwise prizes will not be distributed For the prize giving in the Nautic in Paris, which will take place in December 2015, otherwise prizes will not be distributed. 8.2 In case of infringement and non- attendance of the skipper, he might be subject to a hearing with the jury. 9 CONTROLS OF BOATS 9.1 In Douarnenez Each boat will be controlled. The skipper shall be present for his/her boat s checks. Il a boat is not checked because of the skipper is missing will not be allowed to start. A boat which does not comply with the race regulations will not be allowed to start in the race. 9.2 In Lanzarote and Guadeloupe The boats may be checked on arrival. A boat which does not comply with the race regulations may be penalised at the International Jury s discretion. 10 SAILING INSTRUCTIONS The Sailing Instructions will be distributed to the skippers on September 14 th during the briefing in Douarnenez. 11 COURSES The Mini Transat Îles de Guadeloupe is sailed in two legs. 1 st leg: Douarnenez > Arrecife (Lanzarote, Canary Islands) 2 nd leg : Arrecife > Pointe à Pitre (Guadeloupe) Mini Transat Îles de Guadeloupe

11 However, for safety reasons in connection with weather conditions and/or sports fairness, one or several stop overs can be organised before or after Lanzarote Island by order of the race direction. See sailing instructions st leg: Douarnenez (France) / Arrecife (Lanzarote Canary Islands, Spain) 1250 NM The start of the race will take place in Douarnenez on Saturday, September 19 th 2015 at 16:00. Boats shall leave the Bassin du Port Rhu from 9:00 to 11: The prologue will take place on Sunday September 13 th The starting time will be given on September 9 th Failure to take part in the prologue shall lead to the exclusion of the competitor from the event (except circumstances out of control and after special written request to the Race Director and Race Committee). The prologue shall be a crew (minimum 2, maximum 4 persons on board) event. A day or annual FFV Club licence is compulsory for each person on board At the latest on Wednesday September 16 th 2015, 18:00 (local time), each competitor shall lodge his/her start declaration duly completed and signed. The start declaration will be an appendix of the Sailing Instructions During the stopover in Lanzarote, 50* (fifty) competitors minimum chosen by the Organiser will have to take part in a friendly crew handed regatta with their boat and will be asked to welcome on board partners, VIPs or children from Lanzarote. * 50 competitors: 20 first arrivals PROTO category, 20 first arrivals SERIE category, + 10 boats drawn by lot nd leg: Arrecife (Canary Islands, Spain) / Pointe à Pitre (Guadeloupe) 2770 NM Competitors who did not complete a leg or did not finish shall not be allowed to take part in the following leg. A boat who finishes out of time will be scored HTL. Even if the leg is abandoned afterwards, boats who retired or did not sail the course shall not be allowed to start in the following leg(s) The start of the second leg will be on Saturday, October 31 st 2015 from Lanzarote at 12:00. Competitors shall be present in Lanzarote at the latest on Friday October 23 rd, 17:00 GMT, which is nine days before the start of the second leg, except if they are still sailing the first leg The arrival in Pointe à Pitre is estimated from Saturday, November 14 th At the arrival in Pointe à Pitre, 50* (fifty) competitors minimum chosen by the Organiser will have to take part in a friendly crew handed regatta with their boat and will be asked to welcome on board partners, VIPs or children from Lanzarote. * 50 competitors: 20 first arrivals PROTO category, 20 first arrivals SERIE category, + 10 boats drawn by lot. 12 TIME LIMIT 12.1 Time limit for finishing For the first leg, Douarnenez (France), Lanzarote (Canary Islands), this time limit to finish the leg is 6 days after the first boat finishes in each category. 12 For the second leg, Lanzarote (Canary Islands), Pointe à Pitre (Guadeloupe), this time limit to finish the leg is 12 days after the first boat finishes in each category. A boat failing to cross the finishing line within 6 days in Lanzarote and 12 days in Pointe à Pitre after the first boat in each category finishes after completing the course will be scored HTL (Hors Temps Limite) without a hearing (change to RRS 35, A4 & A5). Time bonus the Jury may grant to a boat will be added to these time limits. 13 PENALTY SYSTEM An infringement to rules other than RRS Chapter 2 and to rules 28 & 31 may be, after a hearing, sanctioned with a time penalty which can go up to disqualification. 14 SCORING 14.1 Each final general scoring will be in actual time, adding for each boat the racing time of the different legs, calculating with the possible penalties or bonuses? The competitor with the shortest times addition will be declared the winner. In case of a tie, the time of the last leg will break it Each leg will have two different scoring, Serie and Proto The organiser reserves the right to establish other rankings or trophies, with the Mini Class agreement, which will be detailed in the sailing instructions. 15 TROPHIES AND PRIZES Only the boats who crossed the finishing line of the Mini Transat and have finished within the time limit will be taken into account for trophies and prizes. 16 POSITIONNING Procedure for positioning beacons: In Douarnenez, the organisation will put on each boat a positioning beacon which will allow to track the boat. Registration includes the disposal of a positioning beacon provided by the organisation to each competitor. A deposit of 840 taxes included will be kept by Douarnenez Courses on the international credit card of the skipper, and will be asked for during the controls week in Douarnenez. Cash, cheques, national credit cards MAESTRO and ELECTRON are not accepted for the payment of the deposit. The deposit will be entirely given back on return of the beacon in good working conditions, to Douarnenez Courses location after a check by the provider (we advise you to check your international credit card is valid for a print for a deposit). In case of retirement or of no return to France, the beacon shall be sent back to the kipper s expenses either to the provider or to Douarnenez Courses. A loss insurance WHILE SAILING is subscribed by the organisation. The 50 of this insurance are included in the registration fee. 17 COMMUNICATION MEANS See Mini guide ENERGY Mini Transat Îles de Guadeloupe

13 See Mini guide OUTSIDE HELP 19.1 All navigation and route-finding aids from outside sources are strictly forbidden Boats must complete the whole race independently and must not deliberately sail in convoy or arrange in any way to plan to share a route with another boat. During the race, the boat must not have any physical contact with any other vessel or aircraft. All replenishment of supplies must be in accordance with race regulations During the race, a boat may put into port or lie at anchor and receive assistance in the following conditions: The boat may be towed in order to put into or leave port or anchorage for a maximum distance of 2 miles, if it can be demonstrated that the overall result of such an action has not contributed to its progression towards the finishing line. While the boat is at anchor or tied up to a buoy or moored to another vessel in port or otherwise sheltered, repairs may be carried out and supplies replenished. The skipper may disembark. After the completion of repairs, the boat may, in order to rejoin the race, be towed for a maximum distance of 2 miles, if it can be demonstrated that the overall result of such an action has not contributed to its progression towards the finishing line. As soon as the boat rejoins the race, only the skipper is allowed on board. The duration of any halt where outside help is provided, or where the skipper is obliged to leave the boat, even for a few moments, may not be less than 12 hours. This condition does not apply to the ports of Douarnenez or Lanzarote, where all means are permitted in order to seek or leave port up to a point indicated by the President of the Race Committee The time limit that any boat may undergo technical assistance during any given stage may not exceed 72 hours, whatever the number of stages. A boat will be considered to be receiving technical assistance from the time of tying up to the time of rejoining the race. As soon as this time limit of 72 hours is exceeded, the competitor will be classed DNF without a hearing, except at Douarnenez and Lanzarote (this modifies RCV 35, A4 and A5) Any stopover must be communicated to the Race Organisers (by telephone and by ) together with an account of the circumstances and a full report of any damage. The competitor must alert the Race Director before setting off to rejoin the race. (Any proven breach will lead to a hearing by the jury). 20 RESPONSIBILITIES OF THE ORGANISER, OF PARTNERS AND OF COMPETITORS 20.1 Sailing is a hazardous sport and an activity which is potentially dangerous. Any person planning to take part in the race, either as a participant or in another role, must do so while accepting the risks inherent in such participation and in full understanding of the damage and loss this may entail. 14 The responsibility of the organiser and all partners is limited to ensuring compliance with the rules of the sport. Any other responsibility borne by the organiser shall be contractual and explicit. In particular: All checks and balances undertaken by the race organisers, either at their own initiative or at the request of the international jury or other body, would be solely with the aim of ensuring that the rules, race regulations and their codicils have been respected. Monitoring, and especially radio monitoring and tracking by the use of buoys, which the organiser can put in place, must be considered by competitors as voluntary and unpredictable, and not in any way as additional security upon which they can depend. Any request made to anyone connected to the organiser will only entail a legal obligation if that person explicitly accepts a responsibility, either personally or by delegation to someone with official accreditation. This is particularly in the case of requests for assistance, at sea or otherwise This is a sporting event. Any sporting dispute shall be judged according to the RRS. Making a complaint implies that the competitor and all beneficiaries renounce any jurisdiction other than sporting. No claim for damages or material advantage will be legitimate (RRS Essential Rule 3). Consequently, the organisers shall accept no responsibility for any implied breach of contract along usual lines, written or otherwise, nor for negligence ; and shall not be held responsible for any loss or injury (whatever the cause or circumstance), or for any dereliction of duty, misrepresentation and so on Whatever the legal connections may be the between the owner(s) of the boat, the agent and the skipper, only the skipper officially named on the entry form may communicate directly with the race organisers (see RRS 46) The risks and dangers inherent in participation in the race must be recognised and shouldered by each skipper. Sole responsibility for the decision to take part in the race lies with each competitor, who remains sole judge of personal competences, physical and medical fitness, of the condition of the boat and its rigging, of prevailing or forecast weather conditions and so on. Any advice or information offered by the race organisers, for example: a weather forecast or advice following a boat-inspection, is to be seen as strictly advisory and it remains the sole responsibility of each competitor to verify likely weather conditions as well as equipment carried. Neither the race organiser, nor any associates, accept any responsibility whatsoever for any suggestions or information offered. (RRS Fundamental Rule 4) All skippers are wholly and personally responsible for any damage to property or persons, both to themselves and to their boats, and to any third party or property belonging to a third party. It remains their responsibility to take out all the necessary insurances, to cover injuries, losses, damage or other claims. Moreover, all competitors undertake to provide proof of such insurances and all possible exclusion clauses and levels of compensation to any third party with whom they will Mini Transat Îles de Guadeloupe

15 have come into contact within the framework of the race and associated events. In particular, each skipper is responsible to the race organiser for payment of all insurance policies needed to cover civil liability up to a minimum of 1.5 million euros. The absence of third party insurance cannot be considered the responsibility of the race organiser or of any partner As an essential condition of participation in the race, each skipper must submit to the organisers a standard waiver, duly signed, absolving the organiser, representatives, agents and insurers from any responsibility, as described below The organisers cannot be held responsible for any loss, real or alleged, however slight, in any circumstance, sustained by anyone concerned : competitor, agent, patron or other interested party and this total absence of responsibility shall not be limited to any loss of profit, opportunities, business, publicity, reputation (or any opportunity to enhance a reputation) or any financial loss whatsoever The organisers cannot be held in any way responsible by those taking part in the race, or any third party, for any loss, damage or expense, real or supposed, resulting from any circumstance outside their control, including (but not exhaustively) any natural disaster, war, military action, accident, material failure, riot, abnormally severe weather conditions, earthquake, tidal wave, fire, flood, hurricane, tornado, drought, explosion, lightning strike, lock-out or civil unrest, as well as any omission or refusal of permission on the part of government, national or international sailing body, suppliers of equipment or telecommunications, or any delay in the provision, manufacture, production or delivery by any third party of information, goods or services. The organisers of the race shall face no responsibility for rescue operations, either at sea or on land. Competitors are equally reminded of their obligations to give assistance to other vessels or competitors in distress (RRS Fundamental Rule 1.1) within the limits of what is possible; rescue and help at sea being governed by international convention It shall be understood that all competitors and any person involved in any way in the race shall have taken note of all exclusion clauses and levels of compensation. No start will be permitted until the competitor, the agent (if these are different) have duly signed and submitted to the organisers a written affidavit, provided by the organisers, by Wednesday, September, at the latest, stating that : The competitor acknowledges that the clauses in the race rules and in all other official documentation, including the risks and dangers associated with the event have been read and understood; that full account has been taken of the need for life insurance and all other obligations (towards dependents or others); and that the competitor will have taken out accident and life insurance to cover the duration of the race. 21 USE OF AUDIOVISUAL RIGHTS Under the provisions of the French law n of July, 16 th 1984 relating to the organisation and promotion of sporting activities, as amended by French law n of August, 1 st 2003, Mini Transat Îles de Guadeloupe

16 competitors are reminded that entering the Mini Transat means that their image and name, the image of their boat, of their sponsor(s), their partners and technical crew(s) and family members present in Douarnenez, in Arrecife stop-over, at the finish in Pointe à Pitre, at sea or any public place, press room, pontoons, support boats, may be used by the Organiser for the race communication by the organisation or their representatives, to communicate on and/or enhance the Mini Transat and their partners, on any territory or any media support whatsoever without any time limitation. It is understood these images will be only used in normal predictable conditions, without any ill will. 22 RETIRING FROM THE RACE In case of a competitor s retirement, and as soon that he/she is safe in a harbour as confirmed by the Race director, the organisation sets free of any responsibility about his going home, and of his/her boat. 23 ACCEPTANCE Registration implies total acceptance with no reserve of all the articles above. 17 Prescriptions of the Fédération Française de Voile Racing Rules of Sailing RRS 25 NOTICE OF RACE, SAILING INSTRUCTIONS AND SIGNALS FFVoile Prescription: For all grade 5 and 4 events, standard notices of race and sailing instructions including the specificities of the event shall be used. For grade 5 events, posting of sailing instructions will be considered as meeting the requirements of RRS 25 application. RRS 62 REDRESS FFVoile Prescription: For the events of the Fédération Française de Voile, the equipment inspection committee or measurement committee is composed of the event measurer and the equipment inspectors, if any. For purposes of rule 60.2, the event measurer and the equipment inspectors are included in the race committee. RRS 64.3 DECISIONS ON PROTESTS CONCERNING CLASS RULES FFVoile Prescription (*): The jury may ask the parties to the protest, prior to checking procedures, a deposit covering the cost of checking arising from a protest concerning class rules. RRS 67 DAMAGES FFVoile Prescription (*): Any question about or request of damages arising from an incident involving a boat bound by the Racing Rules of Sailing or International Regulation to Prevent Collision at Sea depends on the appropriate courts and will not be dealt by the jury RRS APPEALS AND REQUESTS TO A NATIONAL AUTHORITY FFVoile Prescription (*): In such circumstances, the written approval of the Fédération Française de Voile shall be received before publishing the notice of race and shall be posted on the official notice board during the event. RRS 78 COMPLIANCE WITH CLASS RULES; CERTIFICATES FFVoile Prescription (*): The boat s owner or other person in charge shall, under his sole responsibility, make sure moreover that his boat comply with the equipment and security rules required by the laws, by-laws and regulations of the Administration. RCV 86.3 CHANGES TO THE RACING RULES FFVoile Prescription (*): An organizing authority wishing to change a rule listed in RRS 86.1 in order to develop or test new rules shall first submit the changes to the FFVoile, in order to obtain its written approval and shall report the results to FFVoile after the event. Such authorization shall be mentioned in the notice of race, in the sailing instructions, and shall be posted on the official notice board during the event. RRS 88 NATIONAL PRESCRIPTIONS FFVoile Prescription (*): Prescriptions of the FFVoile shall be neither changed nor deleted in the notice of race and sailing instructions, except for events for which an international jury has been appointed. In such case, the prescriptions marked with an asterisk (*) shall be neither changed nor deleted in the notice of race and sailing instructions. (The official translation of the prescriptions, downloadable on the FFVoile website shall be the only translation used to comply with RRS 90.2(b)).
