1 Southport Yacht Club Proudly Presents: 2015 CLUB MARINE Brass Monkey Series OPEN INVITATIONAL NOTICE OF RACE & SAILING INSTRUCTIONS INVITATION Southport Yacht Club and the SYC Hollywell Sailing Squadron cordially invite all owners, skippers and crews of eligible Monohull and Multi-hull yachts, Trailable Yachts and Etchells, to enter and compete in the 2015 Brass Monkey Series, comprising 9 races on Passage Type Courses from May 2015 through August ORGANISING AUTHORITY Southport Yacht Club Inc. RULES 2015 Brass Monkey Series NOTICE OF RACE & SAILING INSTRUCTIONS 1.1 The Series will be governed by the current rules as defined in the Racing Rules of Sailing (RRS) 1.2 The Special Regulations of Yachting Australia (YA) Category The relevant Class Rules (as applicable) 1.4 COLREGS International Regulations for Preventing Collisions at Sea, 1972 RULE 25 Sailing vessels underway and vessels under oars 1.5 This combined Notice of Race and Sailing Instructions 2. ELIGIBILITY AND ENTRY 2.1. Eligible boats may enter on the Entry Form - Attachment A, which shall be lodged with the SYC Hollywell Sailing Office before 1500 hours on the day of the first race in which she will compete, accompanied by the required Fee and Safety Declaration Form 2.2. The Regatta is open to all classes of monohull and multi-hull yachts and trailable yachts which comply with: Attachment B - YA Special Regulations Part 1 Category Six as amended by SYC International Etchells which comply with Attachment C - SYC Safety Regulations Owners/skippers/persons-in-charge are a current financial member of a Yachting Australia affiliated Sailing Club and hold a current Sailor Identification Number 2.3. Every boat shall hold a current and valid Public Liability and Third Party Insurance coverage for the sum of not less than AUD$5Million 3. DIVISIONS There will be One (1) Division. 4. FEES (inclusive of GST) ENTRY FEES 9 Race Series $75 9 Race Series (Bailment Holder) Included in Bailment Casual Entry $15/race 5. NOTICES TO COMPETITORS Notices to competitors will be posted on the Official Notice Board located outside the Sailing Office at the Southport Yacht Club Hollywell Sailing Squadron, 1 Marina Crescent HOLLYWELL QLD CHANGES TO SAILING INSTRUCTIONS Any change to the Sailing Instructions will be posted before 1200 on the day it will take effect, except that any change to the schedule of races will be posted by 1700 on the day before it will take effect. 7. SIGNALS MADE ASHORE Signals made ashore will be displayed at the Southport Yacht Club Hollywell Sailing Squadron Control Tower. Page 2

3 8. SCHEDULE OF EVENTS Events of the Series will operate according to the following schedule. The Warning Signal for each race will be made no sooner than 1625 hours on the day of each race. 9. SAILING INSTRUCTIONS The Sailing Instructions are incorporated in this document. 11. REGATTA SITE The Regatta will be conducted from Southport Yacht Club Hollywell Sailing Squadron, 1 Marina Crescent HOLLYWELL Qld RACING AREA The racing area shall be the Broadwater, between Wave Break Island and Sovereign Island, as described in SI 13 THE COURSES. 13. THE COURSES Start in a Southerly Direction - John Elks Beacon - Special Mark Sovereign - Finish (All Channel Marks to Be Obeyed and Crab Island left To Port) 14. THE START Start in a Northerly Direction - Special Mark Sovereign - John Elks Beacon - Finish (All Channel Marks to Be Obeyed and Crab Island left To Starboard) Races will be started using RRS Rule 26 with the Warning Signal given five (5) minutes before the Starting Signal The Starting Line will be between a staff displaying an orange flag from the Hollywell tower to the West and the Starboard Lateral Beacon to the East A boat starting later than fifteen (15) minutes after her starting signal will be scored Did Not Start (DNS). This changes Rule A4.1. Page 3

THE FINISH 2015 Brass Monkey Series NOTICE OF RACE & SAILING INSTRUCTIONS The Finish Line will be between a staff displaying an Orange flag from the Hollywell Tower and the Starboard Lateral Beacon to the East. 16. SHORTENED COURSE From 1730 hrs the Finish Line may be between the Committee Boat displaying the shortened course Flag S and a Lateral Beacon or prominent feature of their choice. 17. PENALTY SYSTEM The 720 penalty, Rule 44.2 of the RRS shall apply for infringement of the Rules of Part 2 of the Racing Rules of Sailing As provided in Rule 67, the Race Committee (or its nominee) may, without a hearing, penalise a boat that has broken Rule TIME LIMITS The Time Limit for each race shall be 1800hrs Boats failing to finish within the Time Limit will be scored Did Not Finish. This changes Rule 35 and A PROTESTS AND REQUESTS FOR REDRESS Protest Forms are available at the SYC Hollywell Sailing Squadron Office. Protests shall be delivered there within the protest time limit The protest time limit is 30 min after the finish of the last boat Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. The protest committee may offer a short arbitration hearing which may be heard prior to a protest hearing (affecting Rule 63). After the written protest form is properly lodged, one representative from each boat will meet with the arbitrator, no witnesses will be permitted. Protests not resolved by arbitration will be lodged with the Protest Committee. A boat that accepts fault at an arbitration hearing will be penalised by having her race score increased by 25% of the difference between the boats finishing score and the score for DSQ in her division or class, rounded to the nearest whole number. 20. SCORING 20.1 The Low Point Scoring System, RRS Appendix A as modified by A9 will apply There are nine (9) races scheduled, of which one (1) race must be completed to constitute a Series When five (5) to eight (8) races have been completed, a boat s series score will be the total of her race scores excluding her worst score When nine (9) races have been completed, a boat s series score will be the total of her race scores excluding her two (2) worst scores. 21. SAFETY REGULATIONS 21.1 A boat which retires from a race shall notify the Race Committee as soon as possible All boats must be equipped with navigation lights as required by Maritime Safety Queensland, navigation lights shall be illuminated at sunset. 5 21.3 Boats failing to use navigation lights when required will be disqualified (DSQ) without a hearing. This changes RRS Rule REPLACEMENT OF CREW OR EQUIPMENT A boat shall not change specifications after the close of entries. Any change to the skipper or crew, hull, spars, sails, foils or equipment may be made only with the express written consent of the Race Committee Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the race committee at the first reasonable opportunity. 23. DISCLAIMER OF LIABILITY Competitors participate in Southport Yacht Club events entirely at their own risk. See RRS Rule 4 (Decision to Race). The organising authority will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 24.
