3 GENERAL INFORMATION HONORARY MEMBERSHIP FOR VISITORS The Club welcomes all visiting competitors and hopes that they will have enjoyable sailing. Visiting competitors are granted Temporary Honorary Membership for the period 20 th, 21 st and 22 nd April Car parking - if you park in the road, please do not block entrances to private houses. 4 1. RULES SAILING INSTRUCTIONS 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2 In case of conflict the Sailing Instructions will prevail over the Notice of Race. This changes RRS Personal buoyancy. Competitors shall wear personal buoyancy flotation devices, except briefly while changing or adjusting clothing or personal equipment. This rule applies at all times whilst afloat, Flag Y will not be displayed. Wet suits and dry suits are not personal flotation devices. This changes rule CONDITIONS OF ENTRY 2.1 Liability - The safety of a boat and her entire management, including insurance, shall be the sole responsibility of the competitor racing the boat. The establishment of these Sailing Instructions in no way limits or reduces the management thereof. The Race Organisers shall not be responsible for any loss, damage, death or personal injury howsoever caused to the competitor, as a result of their taking part in the race or races. Further, every competitor warrants the suitability of his boat for the race or races. Competitors attention is specifically drawn to Fundamental Rules 1 and 4 (Safety and Decision to Race). 2.2 Each competitor is responsible for ensuring their boat meets the requirements of the Laser Class Rules including the requirements for sail numbers. In exceptional circumstances the Race Committee may allow a competitor to use a different sail number to the hull number upon receipt of a WRITTEN request. However, such approval cannot protect a competitor from protest from a fellow competitor for failure to comply with Class Rules. 3. NOTICES TO COMPETITORS 3.1 Notices to competitors will be posted on the Official Notice Board (ONB) situated on the lower ground floor of the Clubhouse. 4. CHANGES TO SAILING INSTRUCTIONS 4.1 Any changes in the Sailing Instructions will be posted on the ONB no later than 2 hours before the start of any race, except that any change to the Schedule of Races will be posted not later than 2000 hrs on the day before it will take effect.

SIGNALS MADE ASHORE 5.1 Signals displayed ashore will be made on the flag post situated adjacent to the Beachmaster s hut. 5.2 If a signal is made ashore which applies to all fleets a red flag with a white Laser insignia on it will be displayed below the signal flag. Otherwise class flags as detailed in SI 7.1 will apply. 5.3 When Flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in the race signal AP. 6. SCHEDULE OF RACES Saturday 21st April: back. Sunday 22nd April: back. 1st Warning Signal 1155 up to 3 races to be sailed back to 1st Warning Signal 1055 up to 3 races to be sailed back to 6.1 The order that fleets will start in and combined fleet starts will be detailed on the ONB and at the competitors briefing. 6.2 A total of 6 races are scheduled. 6.3 The warning signal for each succeeding race will be made as soon as practicable. 6.4 To alert boats that a race or sequence of races will begin soon, the orange start line flag will be displayed with one sound at least 5 minutes before a warning signal is made. 6.5 No warning signal will be made after 1500 hrs on Sunday 22nd April. 7. CLASS FLAGS 7.1 The Class Flag for the Standards will be Flag W, for the Radials Flag R and for the 4.7s Flag Numeral Pdt 4. (see also SI 5.2) 8. RACING AREA 8.1 Racing will take place in Poole Harbour in the area known as the Top Triangle or in Poole Bay. 8.2 If racing is to take place in Poole Bay a red rectangular Flag will be displayed ashore. 9. THE COURSE 9.1 The diagrams in Appendix A show the courses, the approximate angles between legs, the order in which the marks are to be passed, the side on which each mark must be left, and the signal to be given to indicate the course and the number of rounds. 9.2 No later than the warning signal, the Committee Boat will display the course to be sailed.
6 9.3 The course signal displayed immediately following the Class Flag board will apply to that fleet. 9.4 The bearing to the first mark may be displayed on the Committee Boat. 10. MARKS 10.1 Marks 1, 2, 3 and 4 will be orange inflatable buoys A replacement mark referred to in SI 12.1 will be either an original mark or one of identical appearance The start mark will a boat or a buoy displaying an orange flag The finish mark will be a buoy with a blue flag. 11. THE START 11.1 The starting line will be between the mast on the Committee Boat displaying an orange flag and the orange flag on the start mark A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A CHANGE OF THE NEXT LEG OF THE COURSE 12.1 To change the next leg of the course the Race Committee will lay a new mark and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced it will be replaced by an original mark. 13. SHORTENING THE COURSE 13.1 When a race is to be shortened at the Committee Boat finishing line flag S will be displayed on the committee boat and a support boat will display flag F at the leeward mark and make repeated sound signals. Boats will then round the leeward mark to port and proceed directly to the finishing line. This adds to RRS THE FINISH 14.1 The finishing line will be between the mast on the Committee Boat displaying a blue flag and the finish mark. 15. TIME LIMITS 15.1 The time limit for each race shall be 80 minutes for the first boat to finish. If one boat finishes within that time limit, then the time limit will be amended to 20 minutes after the finishing time of the first boat. Boats failing to finish within the amended time limit shall be scored in their observed positions on the course or last mark rounding position if recorded. This changes RRS 35, and A4. Boats finished in this way will be advised of the fact by a safety boat and should stop racing thereafter.
7 16. RETIREMENTS AND PENALTY REPORTING 16.1 Any competitors either retiring from a race or accepting a penalty as prescribed in RRS 31 or 44, shall complete the Retirement or Penalty form in the Beachmaster s hut before the end of Protest Time. 17. PROTESTS AND REQUESTS FOR REDRESS 17.1 A boat intending to protest, or request redress, shall report her intention, and the boat or boats being protested, to the Race Committee at the finish Protest forms are available from the race office located on the lower ground floor of the clubhouse. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit The protest time limit is 90 minutes after the last boat has finished the last race of the day or the race committee signal no more racing today, whichever is later Notices will be posted on the ONB no later than 30 minutes after the protest time limit to inform competitors of the time and place of hearings in which they are parties or named as witnesses. 18. SCORING 18.1 When fewer than 4 races have been completed, a boat s series score will be the total of her race scores When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 19. SAFETY REGULATIONS 19.1 Safety Tally System. The requirements of this instruction are specified for the safety of competitors. a. A tally system will be in operation. b. The location of the tally board will be within the Beachmaster s hut unless advised otherwise. c. The tally in the form of a wristband must be collected from the tally board and worn so that it can be seen at all times whilst afloat. d. On completion of (or retirement from) the race, or races where they are held back to back, boats must return directly to Parkstone Yacht Club and their tally replaced on the tally board in its correct position. e. Should a boat wish to leave the area before the end of the day s racing they must ensure that a safety boat is informed and the fact is communicated to the Committee Boat. f. In the event that a boat comes ashore away from Parkstone Yacht Club, you must telephone the Club on Ext 229, as soon as practicable, to report your position and safety.
8 g. Boats that fail to comply with the safety/tally system will be disqualified from the race/races concerned. The race committee may consider reinstatement of the boat(s) concerned upon donation of 10 to RNLI. This changes rules 63.1 and A COMMERCIAL SHIPPING 20.1 Competitors must keep clear of shipping constrained by draft. The Harbour Master s launch and a Parkstone RIB flying IC U and making a sound signal may escort ships. Failure to keep clear, or to obey the Harbour Master s or Parkstone RIB instructions may result in disqualification from the event. This instruction will apply at all times whilst afloat (this alters RRS 63.1). 21. PRIZES 21.1 There will be at least one prize for each rig/age category that has more than 3 entries. 22. RISK STATEMENT 22.1 Rule 4 of the Racing Rules of Sailing states The responsibility for a boat s decision to participate in a race or to continue racing is hers alone Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in any event at PYC, each participant agrees and acknowledges that: 1 They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in such events. 2 They are responsible for the safety of themselves, their crew their boat and their other property whether afloat or ashore. 3 They accept responsibility for any injury, loss or damage to the extent caused by their own actions or omissions. 4 They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extreme weather; that there is a crew sufficient in number, experience and fitness to withstand such weather and that their safety equipment is properly maintained, stowed and in date and is familiar to the crew. 5 The provision of race management teams, patrol boats and other officials and volunteers by the organisers does not relieve them of their own responsibilities. 6 The provision of patrol boat cover is limited to such assistance as can be practically provided in the circumstances, particularly in extreme weather conditions. Further, in the event that any assistance is rendered to a competitor, no liability for any loss, damage or injury to

INSURANCE the competitor, and/or the boat and its equipment is accepted either by the club or the crew of such patrol craft. 7 It is their responsibility to familiarise themselves with any risks, regulations and/or bye-laws specific to sailing or racing in Poole Harbour and Poole Bay including: a) Tidal conditions in Poole Harbour, which are complex with areas of shallow water common as well as very fast tidal flows in parts of the harbour. b) The area is used by a wide variety of craft, including large commercial vessels restricted in their ability to manoeuvre, a chain ferry in the harbour entrance and, at times, high volumes of leisure boat traffic. The Convention on the International Regulations for Preventing Collisions at Sea (COLREG) 1972, applies to all these craft including racing yachts. c) The Yacht Racing Criteria issued by Poole Harbour Commissioners, ( pdf) which place requirements on all those involved in yacht racing in Poole. 8 Parkstone Yacht Club strongly recommends that all sailors wear personal buoyancy whilst on the water, as failure to do so significantly increases the risks inherent in sailing. Personal buoyancy should comply with RYA Prescription to RRS Each participating boat shall be insured with valid third-party insurance with a minimum cover of 3,000,000 per incident or the equivalent.
