Sailing Instructions for Season Version 1 Effective 01 September 2017 SAILING INSTRUCTIONS RULES SCYC races will be governed by the rules as defined in The Racing Rules of Sailing (RRS) of the International Sailing Federation and the Prescriptions of Australian Sailing (AS), published as the AS Blue Book, as amended by these Sailing Instructions. These Rules may also be amended for specific events when required for a Class Association s race or when separate instructions are issued for a specific race. The RRS Fundamental Rules must be respected. Between the hours of sunset and sunrise, the International Regulations for Preventing Collisions at Sea (IRPCS) shall replace the rules of Part 2 When Boats Meet. Races should be conducted with a spirit of co-operation and enjoyment. Competitors will respect decisions of the Officer Of the Day (OOD). Decisions of the OOD and of the Sailing Committee will be binding. Each SCYC Sailing event is conducted under an Aquatic Event Authority (AEA) which is posted on the website All SCYC skippers shall make themselves aware of and comply with all the conditions of the SCYC AEA. These conditions include, inter alia: All competitors must keep at least 300 metres clear of the entrance to the Mooloolah River and 50 metres clear of shark nets during the activities of the event. 2 NOTICES TO COMPETITORS Notices to competitors will be posted on the SCYC website CHANGES TO SAILING INSTRUCTIONS Any change to the sailing instructions will be posted on the SCYC website no later than one hour before it will take effect except that any change to the Sailing Calendar will be posted no later than 20:00h on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals may be displayed on the Club flagpole. 2 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 45 minutes in the race signal AP. Code Flag L with one sound signal indicates that a notice to competitors has been displayed. All changes will be announced on the Club VHF Channel. 5 SCHEDULE OF RACES The SCYC Sailing Calendar Season is posted on the SCYC website ENTRIES Competing yachts shall be registered with the Sailing Committee of the SCYC or an affiliated club. Registration must include a Safety Declaration to the relevant Australian Sailing Safety Category (see below) and a declaration of adequate insurance (see below). SCYC Sailing Committee retains the right according to RRS to refuse any entry. By entering at Sign-On / Log-On (see below), all skippers agree to be bound by SCYC Sailing Instructions and to be governed by The Racing Rules of Sailing (RRS) and the Prescriptions and Special Regulations of Australian Sailing (AS) ( AS Blue Book ) except where modified by these Sailing Instructions. The Australian Sailing Special Regulations, Part 1 apply. 7 SCHEDULE OF RACES 7.1 Dates of racing and number of races are as shown in the SCYC Sailing Calendar and its amendments as posted on the website The classes include Monohulls Division, Multihulls Division, IRC and other Divisions designated by the Sailing Committee. Divisions may be combined. Helmspersons in Lady Skippers races and series shall be female Members. Two female members may share the helm. Any boat with a current SCYC handicap may be sailed. 7.2 The scheduled start times are given in clause 14 below. 8 CLASS FLAGS Class flags will be: Monohulls Division Open Non-Spinnaker Multihulls Division Cruising Division IRC Division - numeral pennant one. - numeral pennant two - numeral pennant three - numeral pennant four - numeral pennant five 9 RACE POSTPONEMENT or CANCELLATION The decision by the OOD in collaboration with Sailing Committee members whether to race, postpone, cancel or abandon will not be made before Sign-On on the day of the race unless circumstances indicate that an earlier decision would be appropriate. It will take into careful consideration the conditions and forecasts of weather, river bar and sea state. Racing will not occur if there is a Gale Wind Warning current. A Race will not be held if forecasts show a significant risk of wind of 30 knots or more. The decision will not be grounds for protest or redress. A race may be abandoned by the OOD at any time. 3 10 RACING AREAS Racing will be conducted in coastal waters off the Sunshine Coast between Noosa and Caloundra and additionally as advised in notices to SCYC members THE COURSES The area of activity for inshore buoyed races is from Point Cartwright to Mudjimba Island and two nautical miles to seaward. Buoy courses will be set within this area in accordance with Addendum B. Other courses using fixed marks (see Addendum A) may be set on the race day. Courses are advised on the Club VHF Channel not later than 30 minutes before the Start. 12 MARKS 12.1 For Windward-Leeward (buoy) courses, marks 1 and 2 may be orange or yellow inflatable buoys, Danbuoys or other suitable marks. An inner limit mark (barging buoy) may be set adjacent to the start Race Control boat. Refer Addendum B Mark A: Laid approximately upwind of the start line at a distance and bearing that may be displayed by the start boat. Mark A will only be laid if a red/green rounding direction flag is displayed. Mark N: Laid at least 0.45 Nm from the Port Beacon (Beacon no 2) on the transit of the outer Port and Starboard Marks on the retaining walls of the Mooloolah River at approximately S E. Mark D: Laid on the transit of the outer Port and Starboard Marks on the retaining walls of the Mooloolah River at a suitable distance (to safely accommodate the fleet) from Mark N towards Beacon no. 2 at approximately S E. Noosa Mark; Virtual mark at, or a laid mark near S E 12.3 Fixed marks are as described in Addendum A SIGN-ON / LOG-ON Individual entries may be made by entering the yacht s and the skipper s names on the sign-on sheet in the SCYC Clubroom. This sheet will specify the fee to be paid for that race. The fee should be paid directly to the Race Control officer-of-the-day (OOD) or, as instructed on the sheet. All boats must log-on by radio as follows. For SAMS, WAMS and Lady Skippers races Clubroom sign-on is from 11:00h to 11:30h. All boats may sign-on and must log-on and report POB to the OOD via the Club VHF Channel at least 5 minutes prior to vessel s scheduled Start. See clause 19.2 regarding log-off. For pursuit races, the handicap start times will be posted and advised at log-on. 14 THE START 14.1 Races with a Race Control boat will be started by using rule 26. For starts without a Race Control boat, the start time will be the nominated start time according to GPS time For SAMS, WAMS and Lady Skippers races the main fleet start time will be not before 12:00h. Boats with a SCYC handicap (AHC) of less than (or as amended by the Sailing Committee) shall start 30 minutes earlier. Page 3 of 10

4 For CCS races the main fleet start time will be not before 12:30h. Boats with a CCS handicap (AHC) specified in the CCS SIs shall start 30 minutes earlier Some LOPS races may be run in conjunction with the MYC Blue Water Series as per the Sailing Calendar Race Start: Race warning signal not before 0855h. For races conducted by MYC a briefing will be held at MYC at the pontoon located at the front of The Wharf Tavern at 0800 hours. For those races all boats must sign on in person with the MYC OOD prior to the briefing. WAMS races may be run as pursuit races on a handicap start system. Each boat will be allotted a start time when logging-on for the race. No allotted start time shall be before 12:00 hours on the day of the race. Some SAMS races may be run in conjunction with MYC Surf Series as per the Sailing Calendar Such races will start as soon as practical after race 1 of the Surf Series is completed. SCYC competitors must log on with MYC race control on VHF 77. The Start Line: may be buoyed or non-buoyed and may or may not include a Race Control boat. The Start line options include the following alternatives: Standard: Race Control Boat displaying an orange flag at Starboard end and pin buoy at port end. The general area of the Start line and its approximate GPS location will be advised on VHF radio by the Duty Club. With the Standard start, races will be started using Rule 26 with the warning signal given five minutes before the start signal. For the second division, the start signal of the first division will be the five minute warning signal for their race and so on for subsequent starts. When no Race Control Boat is available: The Start line will be between Mark N and Mark D in the direction of the first mark as per the table below: First Mark Island Gneerings M ba Waverider NWF Starting Direction Mark N (s) Mark N (p) Mark N (p) Mark N (p) Non-buoyed: Between virtual mark at Mark N and a virtual pin mark 100 metres from Mark N towards Beacon no Yachts in subsequent starts must keep clear of the previous Division start. 15 SHORTEN COURSE OR CHANGE OF THE NEXT LEG OF THE COURSE 15.1 For buoy courses the Race Control may shorten any course at a rounding mark by displaying Code Flag S and making two sound signals in accordance with Rule 32 or by announcement on the Club VHF Channel For buoy courses the Race Control may change the next leg of the course by displaying Code flag C with repetitive sounds, in accordance with Rule 33 or by announcement on the Club VHF Channel. In fixed marks races Race Control / OOD may shorten or change the course by an announcement made on the Club VHF Channel. This may include shortening the course to round a physical or virtual mark. For races finished at the Gneerings the Finish line shall be a line due east within the Zone. Page 4 of 10

5 For races finished at the Mooloolaba Waverider the Finish line shall be a line due north within the Zone. For races finished at the NorthWest Fairway the Finish line shall be a line due south within the Zone. For races finished at Mudjimba Island the Finish line shall be the line of minimum depth on the western side of the island THE FINISH When a Race Control boat is used boats will finish across the line between the Race Committee boat and the pin mark as per the definition of Finish in The Racing Rules of Sailing. When no Race Control boat is used, except when otherwise advised, the finish line shall be the same as the start line. Yachts will finish across the line from course side as per the definition of Finish in The Racing Rules of Sailing and the following table: Last Mark Island Gneerings M ba Waverider NWF Finishing Direction Mark N (p) Mark N (s) Mark N (s) Mark N (s) If no Race Control boat is on station, all competitors must make their finish declaration by reporting their finish time in the format of Hour: Min: Sec EST by GPS to the OOD via the Club VHF Channel, as soon as practicable after finishing and no later than 15 minutes after the last boat finishes. 16 TIME LIMITS AND TARGET TIMES 16.1 The time limit for all races unless specified in a notice of race or sailing instruction shall be 1700h. Boats failing to finish within the time limit will be scored Did Not Finish (DNF) without a hearing. This changes rules 35, A4 and A The OOD may abandon the race after the start by announcement on the Club VHF Channel. Such abandonment will not be grounds for redress. This changes rule 62.1(a). 17 PROTESTS, MEDIATION AND REQUESTS FOR REDRESS 17.1 SCYC supports the ISAF Basic Principle that Competitors in the sport of sailing are governed by a body of rules that they are expected to follow and enforce. A fundamental principle of sportsmanship is that when competitors break a rule they will promptly take a penalty, which may be to retire Any protest shall be made according to RRS Rule 61. The protestor shall advise Race Control on the Club VHF Channel at or before the time of finishing. Protest forms are available at the SCYC Clubroom and on the website The written protest or request for redress or reopening shall be lodged with the OOD on the Club form with the $20 fee (refundable if upheld or resolved by mediation) within one hour of the last boat finishing 17.3 A mediation hearing will be conducted for all protests lodged in accordance with rule 61. Such hearings will be held subsequent to the protest being lodged and prior to the protest hearing. The time and place of the mediation hearing will be decided by the mediator and such advice may be given verbally. One representative of each boat shall attend the mediation hearing and no witnesses shall be allowed. The mediator shall decide the manner in which testimony is given. Page 5 of 10

6 A mediator has the authority to conclude: the protest is invalid, or the matter shall proceed to a protest hearing, or no rule was broken, and allow the protesting skipper to either withdraw the protest or continue to a protest hearing, or a rule was broken, and allow the protested skipper to either accept a prescribed penalty (which will be less than a protest room penalty) or continue to a protest hearing (where the result could be either protest dismissal or disqualification) Breaches of instructions, 14.7, 20, 21, 22 and 24 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides Protests will be heard as soon as practicable, and in the approximate order of receipt. Parties to the hearing will be advised at the Clubroom of the time and location of the hearing. 18 SCORING AND HANDICAPPING 18.1 The Low Point System, Appendix A of the RRS, except A9 which is modified as below, will apply. The scoring method including discard allowance for a series and season of races will be displayed on the SCYC noticeboard and posted on the website SCYC uses a performance based handicapping system. Owners/skippers shall advise the Sailing Committee of any significant changes which would affect performance. The last sentence of A9 is modified to read: A boat that did not come to the starting area shall be scored points for the finishing place two more than the number of boats entered in the race SCYC boats racing in AS sanctioned events and unable to participate in a SCYC aggregate points race because of their participation in the aforementioned event may apply for average points to be granted at the discretion of the Sailing Committee. To be considered for average points the yacht must complete in all races of the away event. The application may cover the period of the event and a maximum time of 1 week before and after the event for any event more than 250NM away and 2 weeks for more than 1000NM away). The application for average points shall be made in writing ( acceptable) before the away event. 19 SAFETY REGULATIONS 19.1 Each participating boat shall have lodged with SCYC a declaration of compliance with the Australian Sailing Special Regulations Part 1, (for Racing Boats) on the appropriate AS Special Regulation Equipment Form. For SCYC Club races the safety requirement is Australian Sailing Special Regulations, Category 4, however this may be changed by the notice of race for specific races. Note that the Special Regulations do not replace, but rather supplement, the requirements of governmental authority, the Racing Rules of Sailing and the rules of Class Associations and Rating Systems Log-on / Log-off: All competitors must log-on as per clause 13. Yachts running late should keep clear of the start. Skippers must log-off and make their finish declaration either on the sign-off sheet at the Clubhouse or by reporting their finish time to the OOD via the Club VHF Channel, as soon as practicable after finishing and no later than 15 minutes after the last boat finishes. 7 19.3 A boat that retires from a race shall notify the Race Control as soon as practicable. Failure to do so may result in a points penalty While racing, no anchors shall be carried on deck forward of the stem or with any part protruding outboard All boats shall carry a marine band VHF transceiver capable of receiving and transmitting on Australian marine channels and ensure they are turned on to the Duty Club channel & monitored at all times whilst on the water. 20 SPECIAL CONDITIONS 20.1 For Wednesday Series races, boats may carry only normal working sails (Genoa/Jib, Mainsail, Mizzen). These shall be tacked in the normal position for working to windward. Headsails may be poled out, but must be fully attached by hanks or by a luff groove to the forestay Boats are encouraged to log-on and log-off with Mooloolaba Coast Guard on VHF Channel 73 before the race and after returning to port respectively Members yachts are requested to fly the club burgee when competing in SCYC events. Laying & retrieval of start/finish marks. All boats are encouraged to assist in this necessary duty for the successful running of races. The boat finishing just ahead of the last boat is requested to retrieve the mark after the last boat has completed the race (unless otherwise agreed between boats), so all boats can return to base in a more timely manner. 21 ADVERTISING Boats may be required in accordance with ISAF Regulation 20, Advertising Code, to display advertising chosen and supplied by the Organising Authority. 22 OFFICIAL BOATS Official boats will display the Club burgee. 23 ENVIRONMENTAL RESPONSIBILITY SCYC supports the ISAF Basic Principle that Participants are encouraged to minimize any adverse environmental impact of the sport of sailing. Boats shall not put trash in the water. RRS 55 is changed by adding the following sentence to the rule However, discarding elastic or wool bands when setting a sail will not be considered a breach of Rule RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Boats shall use the radio to log-on, log-off, report retirement from racing and may use the radio to report finishing time and to request assistance in an emergency. Race Management communications will be via VHF Channel 69 (Club VHF Channel) when SCYC is the Duty Club and on VHF Channel 77 when MYC is the Duty Club. Page 7 of 10

8 25 DISCLAIMER OF LIABILITY Competitors participate in the races entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 26 INSURANCE Each participating boat shall have lodged with SCYC a declaration of an adequate level of third party liability insurance with a minimum cover of $5million.
