Worker Safety & Health Policy At Connected Buildings our Workers Health, Safety and Rehabilitation Policy is based on a belief that the well-being of people employed at work, or people affected by our work, is a major priority and must be considered during all work performed on our behalf. People are the most important asset and their health and safety is our greatest responsibility. The public shall be given equal priority to that of our Workers. The objectives of our safety policy are: To achieve an incident free workplace To make Health & Safety an integral part of every position within our company To consult with our workers and the contractor to ensure health and safety is considered in all planning and work activities To involve our Workers in the decision-making processes through regular communication, consultant and training. To provide a continuous program of education and learning to ensure that our Workers work in the safest possible manner. To identify and control all potential hazards in the workplace through Hazard identification and Risk Analysis. To ensure all potential incidents are controlled and prevented. To provide effective injury management and rehabilitation for all Workers The success of our Health & Safety Management is dependent on: Proactive planning of all work activities with due consideration given to implementing safety controls that are suitable to each given situation. Understanding the total work process and associated safety risks Ensuring the work team is totally committed to achieving our objectives Ensuring that open and honest communication exists between management and all Workers. 5 3. Roles & Responsibilities Defined Connected Buildings will provide the following key personnel to manage the site. Their roles and responsibilities regarding safety on site are outlined below. Upon induction to the site each of the following will review and sign their responsibilities. Project Manager Guy Richards (Electronic Security Technician, MBA, Dip FM) The Project Manager is responsible for safety on the project and duties include: Implementing the company Work, Health & Safety and rehabilitation procedures Stimulating a high level of safety awareness at all times Identifying safety training needs Leading by example Ensuring safe equipment and plant is provided and maintained Insisting on correct and safe work practices at all times Assisting in the identification and preparation of Safe Work procedures Reviewing Safety reports and inspections and initializing rectification where necessary Participating in incident investigations, safety meetings and programs Monitoring compliance with Safe Work Methods Ensure all young and inexperienced workers and workers with medical conditions or work restrictions are made known to the Client Site Foreman Provide adequate resources (tools, equipment & PPE) for the job Complete and implement a Site Emergency Plan Complete a Hazard ID assessment of the site Liaise with Client regarding safety issues First point of contact for Client Ensure all registers are completed and kept up to date Ensuring that all hazards are identified and that adequate controls are implemented Ensuring the appropriate disciplinary action is taken where safety or environmental breaches are identified. 9 4. WHSE Objectives & Targets Connected Buildings have established the below objectives and targets to support and maintain the effectiveness of the WHSE Management Plan and SWMS. Planning Objective: Workers are provided with regular & up to date information on WHSE for the duration of the contracted/agreed works. Target: Review the content of the WHSE Management Plan & SWMS every 6 months (or more frequent as required) to maintain the currency of information provided to Workers and others. Risk Management Objective: Workers are familiar with hazards and risks associated with the contracted/agreed works that are assessed as medium to high risk. Target: Safe Work Method Statements or the equivalent list plus hazards and risk assessment of the contracted/agreed works. Consultation Objective: Workers are consulted regularly on matters that affect WHSE. Target: Safety Committee Meetings & Toolbox/Pre-starts are undertaken on a regular basis. Training Objective: Workers are provided with training to enable safe work practices Target: All Workers involved with the contracted/agreed works have undertaken a minimum of 3 levels of induction training, i.e. general industry (safety awareness training) site specific training and work activity training. 5. Training Connected Buildings checks that all Workers are trained and competent to perform all tasks in a way that is safe and does not adversely impact on themselves, others or the environment. This includes licensing requirements for specific job types. Connected Buildings ensures all new Workers on site undergo a site-specific induction. All Workers are to be given training or instruction in the following WHSE topics as a minimum. Codes of Practices, Acts, Regulations, Legal Connected Buildings complies with industry legal and other requirements in the planning, installation, service of lift emergency phone. Injury & Incident Investigation Injuries: All injuries will be reported to the designated First Aid Officer in the workplace by the Connected Buildings Site Supervisor. All injuries are to be recorded on the Register of Injuries and an Incident/Injury report form will be completed. Where the injury requires medical attention or off-site treatment, Connected Buildings completes an Incident Investigation Report, copies of which will be provided to the Client. Incidents: For all incidents involving near misses, property/plant damage or injury to the public or the environment, Connected Buildings investigates and records the details in an Incident Investigation. Connected Buildings Site Supervisor will report all incidents and near misses to the Client, copies of completed Incident Investigation Report are provided to the Client as required. Notifiable Incidents: Reports all notifiable incidents to the relevant Authority. Where such an incident has occurred, Connected Buildings will take into consideration whether the site needs to be preserved for investigation by the relevant Authority. 8. General Safe Work Procedures 8.1 Daily Pre-Start & Weekly Toolbox Daily Pre-starts (led by Contractor Supervisor) will be carried out to plan the activity for the day, consult our team, document the site conditions (if changed) or additional site hazards. 12 For large contracts, Weekly Tool Box Talks (Led by Contractor Supervisor) will be carried out to discuss safety objectives, share new information, plan upcoming activities, details new equipment or PPE and issues raised by any other trades onsite. 8.2 Personal Protective Equipment (PPE) Every effort will be made to eliminate hazards from Connected Buildings Workplaces. Where PPE is the only viable alternative the correct PPE shall be identified and issued to workers in order for them to perform their duties safely. Each worker will confirm receipt of PPE and will be instructed and trained in the correct use of the PPE prior to use. Minimum PPE (relevant to tasks carried out) to be worn by Connected Buildings Workers while on site include: Helmet, Safety glasses, safety boots, long sleeve hi-vis shirts and long pants. PPE shall be chosen based on the following criteria: - Meets the requirements of the WHSE regulations and complies to the relevant Australian Standards - Effectiveness in reducing the risks associated with the task to a practical manageable level - Suitability for the person required to use the PPE - Ease of use 8.3 Manual Handling All Connected Buildings Workers are trained in Manual Handling, we endeavor in most cases to engineer solutions or use of mechanical assistance to reduce the risk of manual handling injuries. The following is the standard controls that will be followed by Connected Buildings Workers: 1. Avoid unnecessary bending, twisting and reaching. 2. Place feet shoulder width apart, with one placed slightly in front of the other for balance. 3. Bend at the knees, keeping back straight. 4. Tuck chin in to keep upper spine in line. 5. Grip the load firmly with both hands. 6. Lift slowly and smoothly, using legs in one continuous movement. 7. Keep load close to body, with arms extended downwards. 8. Turn using feet, keeping back straight and do not twist. 8.5 Electrical Equipment Connected Buildings ensures that the use of electrical wiring, equipment, portable tools and extension leads is in accordance with applicable codes, standards, and Wiring Rules. Connected Buildings ensures that all electrical equipment brought on site is listed in the Electrical Equipment Register. The register is completed prior to commencement of the works and maintained for the duration of the works on site. All electrical equipment including leads, portable power tools, junction boxes and earth leakage, or residual current, devices is inspected tested by a suitably qualified person and labeled with a tag of currency before being used on site, at least every 6 months. 13 8.7 High Risk Works The following activities are deemed High Risk according to WorkCover: - Work involves a risk of a person falling more than 2 meters - Work carried in or near a shaft or trench with an excavated depth greater than 1.5 m - Work is carried out on or near energized electrical installations or services - Work carried out in an area at a workplace in which there is any movement of powered mobile plant. Other High Risk activities include: Use of Hazardous materials (silicon and alcohol) Installation and commissioning of machinery Hot works Working at Heights These activities are controlled through the hierarchy of control methodology and listed within the site specific SWMS. 8.8 Working at Heights An assessment of working at height risks associated with this project will be conducted upon commencement of site works House Keeping Material, equipment and tools will only be stored in areas nominated by the Client. At the end of each working day, Contractor Supervisor will inspect work area and clean up and reorganize the material, equipment and tools as required Grinding Angle Grinders or 5 inch grinders can be used on site where allowed by the Client please refer to site tool restrictions and/or requirements. Contractor Supervisor will oversee all grinding activity. Permits will be obtained from Client if required Young & Inexperienced Workers Statement Connected Buildings will ensure that all young and inexperienced workers are protected from risk of injury from workplace hazards. Special attention will be paid to the needs of any young or inexperienced workers due to their lack of experience and those not being familiar with the WHS requirements associated with the Telecommunications, and Building & Construction Industries. Connected Buildings will ensure that young and inexperienced workers receive adequate supervision, information and training about workplace hazards and the required safe work practices, which will give consideration to an individual s age and experience. 14 Contractor Supervisors will monitor, by observation, and evaluate the competency of the young and inexperienced workers prior to allowing them to perform specific tasks. It is critical that they be closely supervised and receive detailed instructions and information about tasks that they are directed to do. The Project Manager will also ensure the worker is made known to the Client Workers with a known medical condition or restricted duties Any worker who has a medical condition or is on restricted duties as per doctors instructions must notify the Project Manager and Contractor Supervisor of any treatment and work restrictions while on site, in addition to emergency contact details or procedures should he/she fall ill or further injure themselves Site Emergency Procedure Connected Buildings will verify as part of the site induction that the Client has provided their site-specific emergency response procedures, including evacuation plan. The Contractor Supervisor will then conduct a toolbox talk upon completion of site induction to ensure these procedures are fully explained and understood. In the event of an emergency or injury requiring first aid: In the event of an emergency or injury requiring first aid Connected Buildings workers are to refer to site specific procedures at induction and contact Contractor Supervisor as soon as possible. The Contractor Supervisor is the first contact and is responsible for taking required action, including immediately reporting the incident to the Project Manager and the Client In the event of an evacuation: Connected Buildings workers will follow site specific evacuation procedures and co-operate with the Client. They will also comply with any trial evacuations when they occur. Contractor Supervisor will be responsible for ensuring all staff are accounted for at the evacuation point. In the event of a pandemic: The Connected Buildings Project Manager will monitor Government and World Health Organisation alert levels and identify workers that are exposed to the risk of infection. Connected Buildings will communicate details of the pandemic to all workers and keep them up to date regarding changes in detail of the pandemic. Infected workers will remain off site whilst contaminated and preventative measures such as PPE or vaccinations will be made available for all workers to prevent infection. If any worker shows signs of infection then they will be isolated from others until they can treated or tested. In the event of severe weather: Extreme weather conditions such as cyclones, flooding, high winds or earthquakes should be treated seriously and any weather bureau directives should be closely observed. Connected Buildings will determine such measures to be taken in consideration of site particulars and bureau warnings. Should it be necessary the site may be evacuated or workers relocated to a safe area on site. Connected Buildings WHSE Management Plan & SWMS July

15 In the event of high risk events and riots: In the event of high risk events such as demonstrations, riots, international conferences/functions the Site Supervisor will abide by any directives issued by the local authorities. Taking into consideration information provided by the local authorities, the Contractor Supervisor will determine in consultation with the Client on the appropriate action to ensure the safety and well being of all staff and contractors on the site. 9.
