3 Brief Background of PUNJAB MSW PROJECT Department of Local Govt., Punjab, adopted Cluster to cover all ULBs on regional planning approach basis Entire State of Punjab has been divided into 8 MSW Clusters on scientific basis to ensure 100% coverage of urban areas keeping in view various scientific parameters. Project is structured on PPP Mode for a fixed concession period of 25 years. Punjab : 1st state in India, where such a State Level MSW Master Plan has been prepared and is under implementation stage covering all ULBs of State.

13 PROJECT Scope of Work Door to door source segregated collection of MSW from Waste Generators in MSW Supply Area and Other Cluster ULBs Areas; To identify and eliminate the Secondary Collection Points Transportation of the MSW, street sweeping and drain de-silting waste directly into suitable vehicles to the dump site/processing site, as the case may be in consultation with the Concessioning Authority and Other Cluster ULBs; To provide suitable type and number of bins and Litter bins at MSW Supply Area and Other Cluster ULB Area; Setting up of Processing facilities ( Processing Facilities ) comprising of Compost Plant, Refuse Derived Fuel (RDF) Plant and power plant (optional): To construct and operate the Sanitary Landfill Unit at designated Site(s); Bioremediation of existing dumping sites(s) To transport and dispose-off the inert matter/residual Inert Matter/processing rejects from Processing Facilities or elsewhere in the Cluster to the Sanitary Landfill Unit as per the applicable norms;

14 Concessionaire s Obligations Project Design : Investigate, study, design, develop, finance, construct, establish, operate and maintain the Project Facilities. Tipping Fee : Demand, charge, collect, retain and appropriate the Tipping Fee (if +) from the Concessioning Authority & other cluster ULBs and pay the Tipping Fee (if -) to CA & other Cluster ULBs Arrange and access at its cost and expense all infrastructural facilities Install and maintain GPS for monitoring of waste quantity and vehicle movement in the project. Maintain a website that provides detail of the project. No such technology is used, which is banned by GoI Shall have min. 51% of its issued and paid equity capital from selected Bidder or lead member during the construction period and 15years following COD-CTP&D and shall have mini. 26% of its issued and paid equity capital from selected bidder or lead member (in case of Consortium) during the remaining Term. COMPLY WITH and ACCEPT ALL APPLICABLE PERMITS & LAWS Ensure that Site (s) remains free from all encroachments. Shift the utilities at, on, over or under the ground at the Processing Facilities Site/ Project Site (s) to an appropriate location, if applicable Shall develop the project as per NGT directions/ applicable law

15 Concessioning Authority Obligations To notify door-to-door MSW collection policy in the MSW Supply Area; finalise and allocated MSW Shifting Points in the MSW Supply Area in consultation with the Concessionaire; Transfer the necessary Applicable Approvals Allocate / demarcate site for dumping of MSW till the time processing and disposal facilities are established Create a Tipping Fund as per requirements of Annexure 13 and deposited the money in Tipping Fund Appoint a Project Engineer ( from MC )and Appoint an Independent Expert / Agency ( third party), as per Article 4; Make timely payment to the Concessionaire, as applicable as per Bid/ Quote Arrange an alternative site within a radius of 25 km from Project site and within a period of 550 days, before the exhaustion of SLF Site.

16 Tipping Fee Types 1. Tipping Fee- CT&D: (Applicable only during construction period of plant) Collection, Transportation and Dumping of MSW from MSW Supply Area/ MSW Authority Supply Area till the site designated for this purpose by the Concessioning Authority/ Authority during CT&D Period. Tipping Fee- C&T: Collection & Transportation of MSW from MSW Supply Area/ MSW Authority Supply Area till the Processing Facilities site or any other site notified by the Concessioning Authority for Processing and/or Disposal after COD-P&D. 3. Tipping Fee- P&D: Processing & Disposal of MSW from MSW Supply Area/ MSW Authority Supply Area after COD-P&D.

17 New Initiatives in Punjab SWM Programme 20% of the project cost to be funded under SBM for under development projects of 4 clusters (Concept note approved by GoI) Total grant of Rs Cr will be made available during the mission period During March, Rs Cr more likely to be available for Amritsar Cluster Creation of a dedicated MSWM Division for Technical Support State Level (2 Officers) Project Director Sr. Asst.
