SPHL-R (Self Propelled Hyperbaric Lifeboat Recovery) A part of the James Fisher Hyperbaric Rescue Service
Who is JFD?
JFD A part of the James Fisher & Sons plc Group 160 yr old Marine Services Company 2014 Group turnover > 400m HQ in UK. Locations across the globe including, Aberdeen, Glasgow, Singapore, Stockholm, Sydney, Perth and South Africa JFD was formed by the amalgamation of four Group companies: The National Hyperbaric Centre, Divex, James Fisher Defence & DCE JFD employs 400+ people involved in all aspects of design, manufacture, maintenance and operation of subsea equipment
JFD Rescue Pedigree NHC has been a centre of excellence for hyperbaric activities since1986 and is renowned as a Hyperbaric Reception Facility with enhanced levels of Medical support Divex is a world leader in the design & build of Diving Systems, HRF s and LSP s James Fisher Defence has been involved in submarine rescue for 31 yrs Now provides Submarine Rescue Services for 5 navies, from 3 main service centres, o Faslane (UK) o Singapore o Dampier (Australia) DCE are manufacturers of special forces delivery vehicles
Present status of Hyperbaric Rescue in the commercial diving industry
Present status of Hyperbaric Rescue Majority of Saturation Diving around the world is now undertaken with a SPHL or HRC included in dive system IMCA D 052 & D 053 provides guidance on equipment specifications OGP Report 478 describes hyperbaric evacuation planning requirements Interpretations vary by region. Solutions consist of a mixture of; SPHL s, HRC s Statoil RRRV Fixed / Mobile HRF s LSPs IMCA compliant & others Conclusion: No consistent approach
Arguably; the main Hyperbaric Rescue issue world-wide is the lack of a credible, safe & timely SPHL Recovery method
SPHL-R - the JFD solution for SPHL Recovery
Based on a Service Model developed with >31 years experience of Submarine Rescue operations
JFD Service Model JFD Submarine Rescue customers contract for capability A complete rescue service With guaranteed notice period For a monthly fee JFD responsible for Equipment provision Personnel Assurance Technical Support Maintenance Training
A Submarine Rescue emergency mobilisation A short time-lapse record of the Black Carillion submarine rescue exercise for the Royal Australia Navy in 2013
UKCS SPHL-R Club Guaranteed TTFR within 32hrs UKCS covered with 3 Davit LARS installations Graphic shows UKCS worst case cover, i.e.; VoO & furthest out transit distance
Caley Davit LARS LARS has been in service with the Canadian Coastguard since 2005 for over the side operations deploying workboats of up to 27 tonnes Proven capability to launch & recover in up to sea state 6 Width adjustable 2 point lift Adjustable cradles Can take 2 x 24 Man SPHL s Operational Advantages Over-the-Side operation is more manageable than a stern A-frame OtS ops enables a good lee to be created Creating a lee takes Standard Seamanship - no special vessel crew training is required Less outreach makes for lighter & more portable structures; therefore lower deck loads Lower deck loads mean reduced mob time onto a wider range of vessels 2 point lifting uses light constant tension to avoid snatching & increase recovery window
Moship or VoO Charter Agreements in place 2 scenarios possible; Full-time MoShip installation VoO s pre-engineered for LARS If MoShip: Rapid response - as per Statoil RRRVs operations If VoO: Enough vessels in each region to ensure mob of LARS within 4 hours of SPHL launched call Internet based vessel tracking system Co-ordinated by JFD Global Submarine Rescue Control Centre
Summary Ideal scenario Hyperbaric Rescue to be considered separately to Diving Operations Diving Contractors to pool their existing Hyperbaric Rescue assets, HRF s & LSP s i.e.; share the assets to reduce duplicating the costs A Global Hyperbaric Rescue Service is achievable, but needs across-industry cooperation Submarine Rescue is a parallel world with lots of synergies lets capitalise on the lessons learned there
