4 GREETINGS FROM FIS On behalf of the International Ski Federation, it is my pleasure to welcome you to the FIS Nordic World Ski Championships 2019 in Seefeld (AUT). The FIS Nordic World Ski Championships return to Austria, exactly 20 years after Ramsau am Dachstein hosted the three disciplines of Cross-Country Skiing, Nordic Combined and Ski Jumping in In February 2019, the world will turn its eyes to Seefeld for two weeks full of world class competitions and great festival events. Seefeld is a primary winter sports tourism destination in the Tirol region and is sure to provide skiing fans, media and participants with outstanding pictures and atmosphere throughout the World Championships. Also special for these World Championships will the opportunity to include a city venue with the Ski Jumping events in the heart of Innsbruck on one of the most recognized hills in the world. Seefeld has worked tirelessly in the last years since being awarded these World Championships to renovate and upgrade their facilities and to make a smooth rundown and best working conditions for athletes and teams, media, sponsors and partners a top priority. I am sure that the entire FIS Family, all athletes, teams and media, sponsors and spectators will enjoy excellent competitions and great hospitality. 5 GREETINGS FROM THE ORGANISER SEEFELD: GLAMOROUS WORLD CHAMPIONSHIPS VENUE OF GREAT DIVERSITY! 52 nd FIS Nordic World Ski Championships in Seefeld. From 19 February to 3 March 2019, the world s best Nordic skiers will compete for much sought-after World Championships medals in the Olympic region. For the fourth time, Seefeld, with its almost 3,500 inhabitants, located north of Innsbruck, is the host of major events; it has already been an Olympic venue twice (1964, 1976). In view of the relatively small number of inhabitants, sophisticated Seefeld amazes with a great variety of opportunities. It is a tourism and sports region but also offers cultural events all of this at the highest level, with Mayor Werner Frießer playing a decisive role as a driving force. As President of the Austrian Ski Association, I would like to warmly welcome all the athletes of the participating nations to Seefeld and wish them all a successful and accident-free course of the competitions. My greetings also apply to the officials, coaches and service technicians. In this context, I also want to greet all fans who will come to the competitions. There is one thing I can forecast all of them will find ideal conditions in Seefeld, because in the course of the World Championships preparations, strenuous financial efforts have been carried out to enable infrastructural measures in the transport sector (station conversion, road construction, etc.) as well as in the sports sector (new trails, new passages with bridges). In a nutshell: Seefeld is well prepared and will fully live up to its reputation as a perfect organizer of major sporting events. Again, a cordial welcome to Seefeld, the State of Tyrol, and Austria. 15 ACCOMMODATION The National Ski Association (NSA) teams/athletes will be accommodated in hotels of a very good standard in the Olympiaregion Seefeld, from two to approx. 15 minutes by car from the venues. The Official Incoming Office and the LOC have a good relationship with the hotels and can assure accommodation especially adjusted to the needs of the athletes and teams. The hotels are adapted to the needs of the athletes, especially with regard to the selection of food and meal times at the hotel. Three meals (breakfast, lunch and dinner) per day will be served at the hotel, with sufficient food and one non-alcoholic drink per meal. The Official Incoming Office will manage the booking of accommodation on a first come first served basis. As soon as the Official Incoming Office (Official WCS booking office) has received the requests for accommodation via the FIS online entry system, a detailed offer will be sent to NSA. Please note that the LOC is not responsible for accommodation and transportation costs in the case of arrangements made independently. The LOC will cover the cost of accommodation for qualified athletes according the rules and the applicable quota (art. 17.7). The Official Incoming Office is happy to organise the stay for all athletes/officials before and after the official Championships period (19 th Feb. 3 rd March). Please request an individual offer. 16 Payment An invoice for the deposit of 50 % of the cost of the total number of rooms and nights will be sent to each NSA for payment no later than 15 th November An invoice of the remaining 50 % will be sent for payment no later than 15 th January If payment is not received before the due date, the LOC reserves the right to cancel the reservation. After the event reimbursement of the expenses will be prepared according to the rules for free accommodation for qualified competitors and will be paid as soon as possible but not later than 1 st April Cancellation conditions Cancellation must be made using the FIS online entry system. Cancellation may be done without charge, provided that: Cancellation of up to 100 % of the original reservation is received before 30 th October 2018 Cancellation of up to 50 % of the original reservation is received before 15 th November 2018 Cancellation of up to 20 % of the original reservation is received before 1 st February 2019 Booking details received by 15 th January 2019 will be considered as final and will be the basis for calculating the total payment, cancellation fees and charges for no-shows. In the case of no-shows there will be no refund (100 % of the reserved reservations has to be paid). If a cancellation is received later than the above mentioned dates, the NSA has to pay 100 % of the reservation. SEEFELD 2019 INVITATION 16

17 A12 TRANSPORTATION Transportation from the official airport in Innsbruck to Seefeld will be provided free of charge to teams. The free service includes one trip per team in each direction. The LOC is happy to assist teams with additional transportation arrangements. The LOC will calculate the price for an additional shuttle according to the requirements of the teams. We are working on providing a Charter-Shuttle for Cross-Country Teams from Cogne to Seefeld. We will keep all nations updated about the service and costs. The desk will assist you with any questions regarding transportation to the team hotels or to the venue. The opening hours of the desk will be customized to the teams arrival. Transportation can be booked by using the FIS online entry system together with accommodation. Please let us also know how many bags and skis your team will have in their luggage in order to organise the appropriate vehicle. If you are planning to arrive with your own vehicle and do not need transportation service from the LOC, please make a note on the FIS online entry form. FINAL transportation needs must be submitted no later than 15 th January 2019 in the FIS online entry system. Changes for booked transportation service should also be done using the FIS online entry system. Attention: Changes required at short notice must be reported to the transportation manager directly at the transportation office or by phone. 18 Transportation service during the event The LOC will provide a shuttle service free of charge between the venue in Seefeld and in Innsbruck and the team hotels. Parking Parking is limited at the venue in Seefeld and in Innsbruck at the Bergisel. The LOC wants the teams to draw attention that only one car per team is allowed to park directly at the service areas (which is not necessarily in front of the team cabin). There will be parking about 500 meters from the service area at the team parking area (see map at page 14). The parking situation at the Bergisel is similar. Due to limited space only one car per team is allowed to park near the service area. Final allocation of parking spaces will be done by the LOC in cooperation with FIS. You can collect your parking permits at the Accreditation Office. Please make a note in your entry of how many vehicles per disciplines your NSA wishes to park at the team parking area. After checking the needs against capacity, the LOC will confirm the allocation of parking spaces. In case of any further parking permits questions please tell us your requests and wishes at the first info meetings. However, the LOC highly recommends using the offered shuttle service. 19 PRELIMINARY ENTRY FOR TEAMS AND SRS INDUSTRY To submit the preliminary entry for the FIS Nordic World Ski Championships 2019 in Seefeld for NSA and SRS Industry, please use the FIS online entry system where you will complete your preliminary entry, including accommodation and transportation requests. The system is open from 1 st July The deadline for the preliminary entry including all information about accommodation, wax cabins, wax trucks and transportation is 30 th October 2018 (art. 13.2). For the FIS team member section please use the following link: Final Entry for Teams According to art of the World Championships rules the entry of the registered competitors with a valid FIS licence by name, with the preliminary number of participants in each single event must be made online no later than 30 th January The final team selection must be done online no later than 24 hours after the last FIS World Cup (art ). The teams that compete at the World Cups may use their existing login details for the FIS online registration system. If your NSA does not yet have a login, please contact Josephine Aschhoff at aschhoff@fisski.com to apply for one. SRS Industry Member Companies of SRS need to register via the FIS online system. The LOC together with FIS will make the final allocation after receipt of the preliminary entries. Please be aware that all wax trucks will be located at the Cross-Country service area. Wax trucks must be registered by 30 th October Service area Nordic Combined / Ski Jumping Seefeld The wax cabins will be allocated based on the number of participants in each discipline and nation. The LOC together with FIS will make the final allocation after receipt of the preliminary entry. Please be aware that all wax trucks will be located at the Cross-Country service area. Wax trucks must be registered by 30 th October Service area Nordic Combined / Ski Jumping Bergisel Innsbruck The wax cabins will be allocated based on the number of participants in each discipline and nation. The LOC together with the FIS will make the final allocation after the receipt of the preliminary entries. All wax cabins (Ski Jumping and Nordic Combined) are located at the top of the Bergisel ski jump, like during the Four Hills Tournament. Waxing cabins must be registered by 30 th October Service Industry The LOC offers wax cabins for SRS in the Cross-Country service area as well as few at the Ski Jumping area. 21 WAX TRUCKS Teams that wish to bring their own wax truck need to register their needs with the preliminary entry by 30 th October All wax trucks are located at the Cross-Country service area in Seefeld (see map page 14). We hereby inform you that teams arriving with wax trucks are not entitled to a Cross-Country wax cabin (art ). Attention: On weekends, it is not allowed to drive with trucks in Austria. Therefore, the LOC reminds all teams arriving with wax trucks to organise a driving permit if they intend to drive on Saturday or Sunday. For the application for the driving permit the following details are necessary: Route Registration certificate of the truck Power of attorney If you need a driving permit please contact Yvonne Kirnbauer: yvonne.kirnbauer@seefeld2019.com Deadline: 15 th January 2019 Please be aware that Italy has a different law about driving with trucks. 22 EQUIPMENT DELIVERY Due to limited space at the Ski Jumping arena parking at the cabins is not possible. However, the LOC will offer several options to teams to deliver their equipment: Delivery times: Delivery until 20 th February: possible without severe restriction From 20 th 25 th February: please see the delivery times 25 th February: delivery possible during the whole day (08:00 am 22:00 pm) 26 th February 3 rd march: please see the delivery times During the stadium opening times delivery is prohibited. The LOC informs you about the opening times for equipment delivery. The LOC also offers drop-off possibilities outside of the above-mentioned delivery times to facilitate bringing equipment to the cabins. From this drop-off spots, the teams need to carry their equipment to their cabins, which are located no further than 50 meters away. An elevator is available. SEEFELD 2019 INVITATION 22

23 REGULATION OF RADIO EQUIPMENT Please note that radio equipment may only be used with the permission of the Austrian Communications Regulatory Authority (Oberste Fernmeldebehörde). Anyone planning to use radio frequency equipment in Austria needs to fill out a form in order to apply for a permit. 24 ACCREDITATION The Team Accreditation Centre will be located at: Music School Römerstraße Seefeld The FIS online system is simultaneously the application for accreditation for the FIS Nordic World Championships. 25 TEAM HOSTS All nations that prefer to have their own Team host during the event will be provided with one. The team hosts are responsible for supporting their designated team with arrivals, departures and any transportation needs, and for providing administrative and linguistic support. INSURANCE All participants need to have a valid accident insurance. The LOC will not be liable for accidents of participants, officials or spectators. 26 PRIZE MONEY The LOC herewith informs all teams that medal winners must provide a copy of the ID, the bank details as well as a signed prize money form. This procedure will take place in the green room right before the medal ceremonies. Therefore, we kindly ask the winners to bring the needed documents to the ceremony. The prize money includes VAT An athlete participating at the FIS Nordic World Championships in Seefeld is liable to VAT regarding his/her prize money. Consequently, the prize money of a FIS WSC competition in Austria, which is disbursed to national and international athletes, always includes VAT. Legal regulation: sec 3a Art 6 UStG (Austrian Value Added Tax Act): a sporting performance is VAT charged at the place where the organiser is located. The organiser is liable to pay the international athletes VAT in Austria The organising management companies have to deduct and pay the international athlete s VAT to the tax authorities. Legal regulation: sec 19 Art 1 UStG (Austrian Value Added Tax Act): If the supplier of the service (=athlete) has neither domicile (seat) nor residence or a fixed establishment regarding the service supply in Austria, the service recipient (=organiser, LOC) is liable to VAT. This applies if the organiser itself is a taxable entity. As a result, the international athlete does not have to take action (=pay VAT by her/himself) regarding her/his VAT liability in Austria. 3. Income tax - Withholding tax for international athletes in Austria The LOC has to withhold 20 % of the international athlete s net prize money and pay it to the tax authorities. Legal regulation: sec 99 Art 1 lit 1 in connection with sec 100 EstG (Austrian Income Tax Act): the international athlete is subject to limited income tax liability, provided she/he receives remuneration for her/his service as a self-employed person. The withholding tax is 20 %. The LOC is liable for withholding and paying the withholding tax. They have to deduct the tax at that point in time when the prize money is disbursed to the athlete. As a result, the international athlete does not have to take action (=pay Income Tax by her himself) regarding her/his income tax liability in Austria. 27 SUMMARY OF FIS RULES Art. 8. Eligibility and Citizenship of the Competitors To be eligible for entry in FIS World Championships the competitor must be a citizen of the nation of which National Ski Association he has a licence and prove this with a valid passport (ICR 203). Art. 8.1 Age Groups The age groups eligible for entry are defined in the respective discipline International Competition Rules (ICR). In order to compete, a competitor must have reached his birthday before the end of the calendar year (January 1 st - December 31 st ) in question. The right to compete starts at the beginning of the competition year (July 1 st ) even if the competitor has not yet reached his birthday at that time. Art. 9. Number of Participants and Officials Art Cross-Country 12 men, 12 ladies, plus the competitors according to art To be eligible for entry in FIS World Championships the Cross-Country competitors must have less than 700 FIS points in the last FIS points list (distance or sprint). Athletes who have reached at least one result better than or equal to 90 FIS points distance for the men and 120 FIS points distance for the ladies during the last 365 days, will be allowed to start in the distance competitions. A qualification competition (20 th February 2019) will be scheduled for the athletes who did not reach these requirements. The athletes who have reached the above requirements are not allowed to start in the qualification race. The top 10 ranked competitors will be allowed to start in the distance competitions as part of their nation s quota under the condition that they have achieved less than 180 FIS points (including the penalty) for the ladies and 140 FIS points for the men. Art Ski Jumping Men 6, Ski Jumping Ladies 5 competitors plus the competitors according to art Art Nordic Combined 6 competitors plus the competitors according to art Art. 9.2 Number of participants in each single event In each single event no more than 4 competitors per National Ski Association plus the competitors according to art. 9.3, are entitled to start. 28 Art Official Training Ski Jumping, Nordic Combined A maximum number of 6 athletes (Ski Jumping Ladies 5) may take part in the official training plus competitors according to art Art Reigning World Champions The reigning FIS World Champions have the right to participate in addition to the quota in the event they won at the next FIS World Championships, if they are entered by the same National Association (this is valid only for the individual competitions and not for the team competitions). If, however the World Champion is also entered for other events, he/she must be included within the quota. Art. 9.4 The maximum number of team officials, medical and technical personnel per national team shall be: Number of officials per discipline and gender: Cross-Country Ladies, Cross-Country Men, Ski Jumping Ladies, Ski Jumping Men, Nordic Combined = number of athlete(s) + 2 Team Officials (maximum number of participants according to art ) NUMBER OF STARTING COMPETITORS (per discipline and gender) etc. etc NUMBER OF OFFICIALS In addition, each nation may register its President and Secretary General with the team entry. This is due on 30th October of the preceding year: Cross-Country Men Cross-Country Ladies Ski Jumping Men Ski Jumping Ladies Nordic Combined Art Team Selection Art Provisional team selection 21 days before the beginning of the competitions or the Opening Ceremony. Entry of the registered competitors with a valid FIS license by name, with the preliminary number of participants in each single event defined in art Art Final team selection The Final Team Selection by name and event with numbers according to art. 9 are to be made at latest 24 hous after the final World Cup event preceding the respective FIS World Championships. 30 Art Time-Limit for define entries Definite entries per event, stating names and group classification for competitors according to the International Competition Rules. For these definite entries the entry forms are to be used, which are established by the LOC. The entries have to be submitted according to the following deadlines (also check art above): Preliminary entries: 30 th October 2018 Provisional team selection: 30 th January 2019 Final team selection: 24 hours after the last FIS World Cup Final entries: in principle 3 hours before the Team Captains Meeting (jury decision) Art. 14. Anti-Doping and Medical Rules Art.14.1 If any question or protest arises as to the gender of the athlete, FIS shall assume responsibility for taking the necessary steps to determine the gender of the athlete (ICR art ). Art Anti-Doping control of all events is compulsory. Art The FIS Anti-Doping Rules compiled in accordance with the World Anti-Doping Code define all by-laws concerning anti doping controls. Art Accommodation and Meals At FIS World Championships in the Nordic disciplines the maximum price per person (non-qualified athletes, team officials, President and Secretary General according to the quotas in 9.4.1, and 9.4.4) for accommodation and three meals including non-alcoholic drinks with each meal my not exceed CHF 120 for the championships per day. Art Extra team officials and special guests For extra team officials and special guests, according to the quotas defined in art and 9.4.8, that are officially entered and whose accommodation has been reserved through the LOC, the maximum price for accommodation with half board shall not exceed the maximum price at the same period the previous year in the same accommodation, but in any case not exceed CHF 200. 31 Art Qualification for Free Accommodation Competitors who qualify according to the following criteria are entitled to free accommodation with full board including non-alcoholic drinks with each meal for the duration of their participation. Participation is defined from the day (evening meal) before the first official training until after the competition (including lunch). The number of nights free accommodation with full board for qualified competitors are in principle as follows, whereby the system is adapted to the respective Championship programme and published by the LOC in the team invitation, following agreement with FIS: Art Free Accommodation Nordic Disciplines One male and one female athlete of each FIS affiliated National Ski Association without an athlete qualified according to the below mentioned limitations: Cross-Country: all athletes, male and female, having achieved at least one result better than 75 FIS Cross-Country points Ski Jumping: all athletes who qualify for participation in FIS World Cup competitions Nordic Combined: all athletes who qualify for participation in FIS World Cup competitions For the Nordic Disciplines: Cross-Country, Ski Jumping, Nordic Combined the number of nights of free accommodation for qualified competitors who participate in the respective competition is 4 nights per competition. The maximum number of nights of free accommodation with full board cannot exceed the total duration of the Championships. The free accommodation with full board applies specifically to the qualified athlete and is non-transferable. In addition, the current FIS World Champions in the Nordic disciplines will profit automatically from free accommodation with full board for the event in which he/she is reigning world champion. Art For the Nordic disciplines, in the case of only one male or female qualified athlete, the National Ski Association is also entitled to free accommodation for the non-qualified athlete of the other gender.
