4 1 INTRODUCTION 1.1 WELCOME NOTE I am very excited for the opportunity to keep working with my team, invite the fastest rally drivers of Europe to visit Latvia and add to the long rally tradition of the beautiful city of Liepāja. This year, we have made another step forward in making the rally more challenging for the competitors while keeping it enjoyable for spectators. A very large challenge for this year will be done together with the city of Liepāja we are planning to finish the rally with a city stage taking place on the streets of Liepāja. This is a very ambitious plan and there is still a lot of work to be done, but I am confident in the knowledge and abilities of RA EVENTS and, together with the city of Liepāja and their experience with hosting rallies in the past, we will make this idea a reality and have a fantastic event in Liepāja. The European Rally Championship has also been improved for the 2015 and will have a number of changes from the previous year in order to attract more drivers to the events. While I am not allowed to share any details, one thing is for sure potential competitors should closely follow the news in this regard so that they do not miss a fantastic opportunity! I would like to use this opportunity to thank the government of Latvia for their continuous support, which has helped to bring such an important event to Latvia in the last few years. Of course, a large thank you goes out to the Liepāja city council as well, for their willingness to help and host the fastest European rally drivers in their city for the third year in a row! We expect Rally Liepāja 2015 to be better than ever this winter is cool! Raimonds Strokšs, Director of Rally Liepāja 1.2 ITINERARY Rally Liepāja will consist of 12 Special Stages with a total stage distance of km. The race weekend will begin on Friday, 6th of February, with the Qualifying Stage, start position selection for priority drivers and the ceremonial start of Rally Liepāja. Saturday, 7th of February, will have the first six Special Stages, after which the winners of Latvian Rally Championship 2nd event will be awarded in Liepāja. On Sunday, 8th of February, six more stages around Liepāja are to take place, including the final stage of the rally that is going to be a super special city stage in Liepāja. Sunday will also see the awards ceremony that will be held in rally city at the Square of Roses. 1.3 REGULATORY POWER OF THIS DOCUMENT This document has no regulatory power it is just for information only. 5 1.4 WELCOME TO LIEPĀJA! Dear participants, supporters and guests, it is my pleasure to welcome you all to Liepāja a city with a long history in rally, a place that has hosted some fantastic battles and great triumphs over the years. Liepāja has a very close and special relationship with rallying, as it is the place where, 50 years ago, the first rally in Latvia was hosted. This year, Liepāja has the honour of hosting a European rally championship event for the third year and I believe that this is no coincidence, but rather a sign of trust from FIA and Eurosport Events. Trust that we value tremendously! The TV broadcasts have given us an opportunity to look at the city from a different angle having a look at the gilded cathedral dome from a birds-eye view, seeing thousands of fishermen on the canal ice from above or spectacular beach of Liepāja is a great sight to behold. Hosting a winter rally has become a tradition in Liepāja, and is something that is eagerly awaited by the local rally enthusiasts and fans from all around the country because of the opportunity to see the best European rally drivers racing on the Kurzeme region roads. As an experienced driver and the participant of many rallies, I can definitely say that the event is awaited by the competitors as well, because racing on snowy rural roads with tight corners and jumps like we have in Kurzeme is not possible in any other event in Europe. Any delay at scrutineering will be penalized by 30 EUR for each 10 minutes delayed. To apply for the electricity supply, please send a request to info@raevents.lv no later than 22 January Electric supply to priority crews will be provided free of charge. The charge for electricity to other crews will be in amount of 200,00 euros. 11.2PARTNERS ACTIVITIES IN THE SERVICE PARK If you are interested to provide services or carry out any other activities in the service park, it must be approved by organisers of Rally Liepāja. Please address all your questions and / or requests to info@raevents.lv until 22 January Partners of the Eurosport Events have the opportunity to provide their services and / or to carry out other activities free of charge. Others interested in services and / or activities carried out in the service park will be charged in amount of 500,00 euro. 11

12 12 OTHER INFORMATION TO COMPETITORS 12.1TEST SESSIONS There will be an opportunity provided to organise test sessions before Rally Liepāja on the request. The request including information of length of the road closed and desired time, has to been sent to 12.2GARAGES There will be limited number of heated garages available for the participants of Rally Liepāja during a rally week. Request with the necessary space and size of garage, as well as the desired time has to been sent to info@raevents.lv. 12.3SPEEDING Please note that from the moment when the crew has received GPS devices until the GPS equipment will be handed over, the speed at which the crew drives the car on the public roads will be fixed continuously! In the case of exceeding the maximum authorized speed, Clerk of the Course will apply the appropriate penalty, in accordance with the regulations of the Rally Liepāja. This regulation does not apply to the sports car speed during the rally in special stages. 19 19 USEFUL INFORMATION 19.1CLIMATE Latvia has a temperate, humid semi-continental climate that is characterized by warm summers, freezing winters and frequently high levels of humidity and precipitation. Latvia's weather conditions are influenced by the proximity of the Baltic Sea. Weather conditions for the time of rally: temperature -5 C -15 C with stable snow cover. Though, the temperature might as well drop to -30 C. Please, ensure proper clothing. February 7, 2014: Sunrise at 8:33; Sunset at 17: TIME ZONE Latvia is placed in the East European Time zone (EET). To get the correct time, please add 1 hour to Central European Time (CET) and 2 hours to Greenwich Mean Time (GMT). 19.3ROAD RULES From December 1 through March 1 all vehicles with allowable total weight of less than 3500 kg must be equipped with winter tyres. Observe local specific rules and specially speed limits. Speed Limits: City 50km/h Highway 90km/h Speed cameras might be in use. Driver and all passengers have to wear their seat belts at all times. Vehicle lights must be on all the time throughout the year / 24 hours a day. Using or holding a mobile phone in your hand while driving is prohibited. Hands free accessories are allowed to make and receive calls while driving. To avoid parking fines, park only where it is permitted. Most cities have parking zones. The Police can order breathalyser tests of drivers.
