Mural 3291 NE Indian River Drive Staff presented the information provided by the applicant and Sign Review Committee members directed staff to request additional information from the applicant about the mural and the artist selected for the proposed job. 4. COMMUNTY REDEVELOPMENT AGENCY AGENDA ITEM MEETING DATE MAY 7, 2014 PREPARED BY: Nancy Johnson, Community Development Specialist TITLE: Mural 3291 NE Indian River Drive SUMMARY: In accordance with the regulation F.10, the Jensen Beach Sign Committee shall review a proposed mural to be installed at 3291 NE Indian River Drive, Jensen Beach, FL. BACKGROUND: Murals do not require a building permit; however, the Jensen Beach Community Redevelopment Overlay Districts require all murals to be reviewed by the Jensen Beach NAC Sign Review Committee. The Swell Shop Owners contacted Community Development staff via with a proposal for a mural to be located at 3291 NE Indian River Drive, Jensen Beach, FL. The mural was taken in front of the Jensen Beach NAC Sign Review Committee for review on March 26, Members of the Committee agreed that they didn t have enough information to review the mural and directed staff to request the applicant to provide the name of the artist in charge of the mural and samples of his/her previous work. The additional information required was provided by the applicant with a new rendering of the design that eliminates the kid with the surfboard present at the previous design and the mural is now back in front of the Committee for review. 5 LAND DEVELOPMENT REGULATIONS >> Article 3 - ZONING DISTRICTS >> DIVISION 6. REDEVELOPMENT OVERLAY DISTRICTS >>Sec Jensen Beach Community Redevelopment Overlay Districts F. Sign regulations. 3. Objectives. The primary objective of sign review is to avoid the appearance of visual clutter and excessive advertising in the design and placement of business signs. In order to meet this objective, business signs should be: a. Informative as to business use and location. b. Simple in design, however, creative graphic depictions that are related to the business use are appropriate. c. Compatible in design, color and scale with the business storefront, adjoining structures, and surroundings. d. Oriented toward the pedestrian, walking environment within the commercial district. WALL SIGN CHECKLIST (3.261.F.10.b.): (1) Wall sign maximum is 32 square feet per 25 feet of lineal frontage or greater. (2) No wall sign shall be mounted at a distance measured perpendicular to said wall greater than 24 inches. (3) No wall sign shall cover wholly or partially any required wall opening. (4) Murals are permitted after review and approval by the NAC Sign Review Committee. STAFF NOTE: The signage proposed is a mural. LETTERING, LOGOS & GRAPHIC DESIGN CHECKLIST (3.261.F.17): (1) No lettering on any sign, including cut-out letter signs, shall exceed eighteen (18) inches in height. STAFF NOTE: The proposed mural doesn t include lettering. (2) Logos. No logo on any sign, including cut-out letter signs shall exceed eighteen (18) inches in height. STAFF NOTE: The proposed mural contains no logos. (3) The design harmonizes with the structure or structures on the parcel on which it is to be painted ITEM 3.A. page 2 5 of 8

6 (4) The design is compatible with the other signs or graphic designs on the premises (5) The design is suitable and appropriate to the neighborhood (6) The design contributes to the special characteristics of the particular area in which it is to be located (7) The design is well designed and pleasing in appearance (8) The design is desirable as an urban design characteristic (9) The design does not constitute a nuisance to the occupants of adjacent or contiguous property (10) The design is not detrimental to the redevelopment goals (11) The design does not constitute a traffic and safety hazard because it is distracting (12) The design is not considered obscene, lewd, indecent or otherwise offensive to public morals RECOMMENDED ACTION: Staff recommends that the proposed signage be approved by the Jensen Beach Sign Committee for The Swell Shop.
