1 TURKISH RED CRESCENT S RELIEF, RECONSTRUCTION AND REHABILITATION ACTIVITIES IN PAKISTAN SINCE 8 OCTOBER 2005 Turkish Red Crescent, is a volunteer-driven National Society and Turkey s largest humanitarian organization was founded in 1868 and it not only directly helps to people who are in need but also coordinates humanitarian relief operations that are conducted for the victims of natural and technological disasters as well as wars, for refugees and those forcibly displaced. Based on the its vision, our activities are guided at all times by our Fundamental Principles, which are humanity, impartiality, neutrality, independence, voluntary service, unity and universality. These values are the result of a very long, almost 140 years history, which is itself full of different stories of human beings all over the world. Giving its own symbol, the crescent, to the International Red Cross and Red Crescent Movement, Turkish Red Crescent, in its long history, has provided so many services to the victims of wars and conflicts, such as World War I, WW II, Gulf Crisis and as well as to the victims of natural disasters. Although it is a national society, Turkish Red Crescent endeavors to alleviate the human suffering wherever it occurs in the world. Thus, for international humanitarian relief operations, Turkish Red Crescent has taken part in 63 countries all over the world. Currently Turkish Red Crescent is conducting humanitarian operations in Sudan, Chad, Iraq, Palestine, Kosovo, Bosnia, Romania, Bulgaria, Macedonia, Azerbaijan, Georgia, Turkmenistan, Kazakhistan, Tajikistan, Uzbekistan, Armenia, Kyrgyzstan, and Northern Cyprus of Turkish Republic, Indonesia, Sri Lanka and Pakistan. SITUATION ANALYSIS: An earthquake with a magnitude of 7.6 on the Richter scale centered 95 kilometres north-east of Pakistan capital Islamabad struck at GMT (08.50 Local Time) on 8th October The quake has severely affected the areas of Pakistan-administered Kashmir and North West Frontier Province and caused massive destruction, death, injury and displacement. Most affected areas were the districts of Abbotabad, Mansehra, Battagram Shangla, and Kohistan in the North West Frontier Province (NWFP) and Muzaffarabad, Bagh, Neelum and Rawalakot in Azad Kashmir. According to Pakistan government officials, the earthquake killed over 70 thousand people; more than 50 % among them were the children and women. It also severely injured nearly 70 thousand and displaced 3.5 million people. About 30,000 sq. km area, which is equal to area of New Zeeland, was affected, where infrastructure, communication and crop land were severely damaged. It deprived 42,600 families from earning members and made them dependent on the society. In addition, 60,000 houses, over 6000 schools and 800 health facilities were demolished. About 6,440 km roads damaged and % of water supply, sanitation, and telecommunication and power infrastructure were rendered un-operational. In the light of above information, the figures about South Asia earthquake are given below. It is expected that the figures are much more than following due to non-registered of died children under 18 years in the government record. According to official announcement the figures are as follows: 1/6
2 COUNTRY PAKISTAN RESULT OF EARTHQUAKE Number of Casualties Number of Injured Number of Homeless Affected Area km² Damaged Houses Damaged Schools Damaged Hospitals..796 RESPONSE: Based on the received information from the region, Turkish Red Crescent immediately prepared disaster response strategic plan for affected regions and Field Assessment and Coordination Team of Turkish Red Crescent were deployed on 08 October 2005 that is the same day of the earthquake took place. FIELD STRUCTURE: In comply with the figures and reports received from the field as well as by taking into scale of the disaster consideration, Turkish Red Crescent established the relief teams for the most affected areas and so as to cover the needs requested by each relief team, set up logistics unit both in Karachi and Islamabad. Besides that, to coordinate whole relief operation at nation-wide, a General Coordination office established in Islamabad. PERSONNEL: With this structure, during the emergency phase, Turkish Red Crescent carried out its humanitarian activities with 500 staff assigned to the regions. LOGISTICS SUPPLIES: At the initial phase of the quake, in order to meet the need of affected people in term of emergency food, shelter, and health care, nearly tons of relief items, dispatched from Turkey in 34 consignments. The said consignments sent by 15 aircraft, 12 ships, and 142 trucks With a view to supporting affected local economy, Turkish Red Crescent also purchased some relief items which are mostly required, such as tents and food items. RELIEF ITEMS AND DISTRIBUTION: Due to some constrains, arises from the geographical conditions, to access to people living on the top of the mountains where the road access was not possible, Turkish Red Crescent managed to reach the affectees by using the traditional means of transportation like mules, and horses as an alternative. The number of total beneficiaries, whom relief items were distributed and assistance given in the emergency phase by Turkish Red Crescent, are given on the slide. Furthermore, number of breads baked and distributed in different camps in AJK and NWFP regions using two mobile bakeries based both in Muzaffarabad and Balakot. The number of accessed and/or assisted people, whom distributed relief items and given assistance in the emergency phase by TRC, is given below: 2/6
3 SECTORS MUZAFFARABAD BAGH BALAKOT ISLAMABAD HARIPUR TOTAL (Person) FEEDING SHELTERING SANITATION TRAINING CLOTHES HEALTH TOTAL SHELTERING: Due to severe weather condition in the region, especially requirement on sheltering was emerged. With a view to solve the sheltering problems of affectees especially who were residing in mountainous areas, Turkish Red Crescent provided different kind of sheltering materials and shelters to the affectees. The distribution of various kinds of shelters in respect of regions is given below: Destination Tent Container House CGI Sheet TOTAL Number of Accessed People Islamabad Muzaffarabad Bagh Balakot Haripur TOTAL With a view to solve the sheltering problems of affectees who were residing in mountainous areas, on the request of affectees, TRC purchased CGI sheets and prepared shelters for those who were in need. Through this way, shelters were prepared using CGI sheets and distributed to the affectees. With a view to supporting Pakistan Red Crescent humanitarian activities, TRC donated CGI sheets to Pakistan Red Crescent Society to distribute among affectees. Consequently, the CGI sheets were distributed by Pakistan Red Crescent Society to those who were in need. HEALTH SERVICES: As the quake destructed the health infrastructure in Muzaffarabad, Turkish Red Crescent also mobilized a field hospital with a capacity of 50 beds and set up in the premises of Supreme Court. The said hospital has 5 policlinics composed of orthopedic unit, maternity child welfare unit, ENT unit, operation unit, emergency unit and pharmacy unit. Beside this, hospital contains 2 surgical tables, 2 anaesthesia equipments, patients monitors, aspiration system, surgical kits 3/6
4 and etc. In terms of capacity, the number of patients treated and operated, in the said hospital considered as the best in health services provided in the region. The figures show that more than affectees were treated through health facility till the end of June PSYCHOSOCIAL ACTIVITIES: In terms of psychosocial activities, beneficiaries were reached both in Islamabad and Muzaffarabad. Within the context of psychosocial support activities, TRC fulfilled the following activities: 1) Informing affectees about psychosocial first aid. 2) Interview with individual and group meeting for sharing, 3) Meeting conducting in conjunction with volunteers 4) Groups for play and social activities children-oriented. 5) Coordination activities conducting together with others stake-holders in the field. 6) Meeting with the teachers. 7) Vocational Courses) Cricket matches, 9) Psychosocial training activities 10) Referring the clinical case in cooperation with the local resources, 11) Broadcasting activities on the local radios programmes regarding "coping with disasters". EDUCATION SUPPORT ACTIVITIES: As a result of the earthquake, almost all the schools in Muzaffarabad had been destroyed and felt into disuse. For that reason, so many students passed away. Hence, the population of young and children were high, so it increased need of immediate construction of schools and provision of educational kits to the students. Furthermore, with a view to ensure the affected population especially young and children to recover as soon as possible, TRC purchased school tents from the local market and set up 20 school tents. In the said schools, educational kits were provided by TRC. In the 20 schools set up by TRC, 815 students started their education and some activities oriented for the students organized by local volunteer teachers in conjunction with TRC PSP staff. BUDGET: During the emergency phase, Turkish Red Crescent reached more than 2 million affectees by providing shelter, food and non-food items, clothes, medicine and medical supplies, training material as well as psychosocial support. Turkish Red Crescent spent over 50 million USD for these activities carried out in Muzaffarabad, Bagh, Balakot, Haripur and Islamabad CAPACITY BUILDING PROJECT: During rehabilitation period, based on the MoU signed with Pakistan Red Crescent Society on March 2006, Kizilay launched a long term capacity building project in the areas of Disaster Management, Psychosocial Support Programme under the Social Welfare and Trainings programme to enhance PRCS immediate response mechanisms. Within the framework of this project, Kizilay set up a modern Disaster Management and Logistics Center in Muzaffarabad for the Kashmir State Branch of Pakistan Red Crescent, which almost lost all its capacity due to the quake. The Disaster Management and Logistics Center is composed of Disaster Management Center and relevant DM cells, Psychosocial Support Department and a Community Center, a Convention Center, a First Aid Training Center, a Warehouse, Offices of Branch and a Guest House. For facilitating the recovery of the affected community, within the community center, vocational courses for house wives, computer courses for shcool children and adults organized and children activity room and a library established. 4/6
5 In order to run all these activities properly, Turkish Red Crescent also provide the support to enhance the human resources capacity of Pakistan Red Crescent as well as AJK State branch by recruiting local staff during the project. TRAININGS AND COURSES: The second phase of the project is the Psychosocial Support Programme and training programe are being implemented both in Muzaffarabad and Islamabad. Most of the activities have been achieved by both TRC delegates and local staff engaged for the project as per plan of Action of Psychosocial Support Programme and Training sub-projects since beginning of Under training sub-project, 105 number of training organized so far and attendants have participated in the various kind of trainings and courses conducted both in Pakistan and Turkey. Training departments in PRCS NHQ and PRCS AJ&K State Branch have also developed, print and disseminate various kind of IEC material which is very appreciated by other stake holders and community. PSP department of PRCS based in Islamabad, as per plan of action, has initiated to conduct and organize PRCS Provincial branch training so as to improve branch s human resources in the areas of psychosocial support programme. 6 Community Center Services of PRCS AJ&K branch is also running effectively. The community of Muzaffarabad show lot of interest in vocational and computer courses. The number of beneficiaries in this field is These courses are running as per plan of action prepared local staff and approved by both PRCS NHQ and AJ&K Branch. PSP Community Center Activities Conducted Between ( ) S.N Training Module Nb of Beneficiaries Nb of Trainig 1 Children Functions (AJ&K and NHQ) Children Activities Session Library Computer Training Course Vocational Course Sharing Groups Individual Consultancy Follow-up Meetings for PFA 43 6 OVERALL DISASTER MANAGEMENT AND LOGISTICS CENTER IN ISLAMABAD: With a view to ensuring Pakistan Red Crescent to coordinate disaster management in an effective and rapid manner, Turkish Red Crescent, started to construct a Disaster Management and Logistic Center in the premises of Pakistan Red Crescent National Headquarter in Islamabad. The said Construction Project were designed for the improvement of disaster management capability in PRCS NHQ which is intended to pave the way for development of present National Disaster Management system. Thanks to this DMLC, it is expected that PRCS, as an auxiliary voluntary organization to its government, certainly plays its vital role in disaster preparedness, response, and recovery phases. More importantly, PRCS will be capable to manage the international disaster response activities and humanitarian aid in its territory in the event of any calamites taking place in Pakistan. Disaster Management and Logistics Center shall be fully equipped with technical and material supports by Turkish Red Crescent. Also human resources are concerned to run the Center will be provided by Turkish Red Crescent during the project period. It has also been anticipated that TRC shall provide maintenance of minimum stock level of relief goods, to respond immediately to any disaster situation. As of 23 November 2007, the construction works were commenced and so far 50% of progress has been achieved in the construction works. The estimated budget of the DMLC Project is 1.4 million USD. This Disaster Management and Logistics Center is expected to be inaugurated officially by the end of BUDGET FOR CAPACITY BUILDING PROJECT: Within the scope of the Capacity Building Project that 3.5 million USD budget has been earmarked by Turkish Red Crescent. This amount has been considered to cover aforementioned activities and will be increased accordingly to the activities to be continued for long term capacity enhancement project.
