13 Chairs Report Thank you to everyone who has contributed to an excellent year of swimming in our region. Congratulation to all swimmers and their coaches on the PB s, qualifying, medals and team selections they achieved. I particularly want to acknowledge the fantastic support we receive from all our volunteers who have given of their time to officiate, coach, team manage, administrate and support our swimmers and coaches. You all do an astonishing job, thank you. Clubs remain the core membership group supporting and helping our swimmers achieve their goals. We believe that strong clubs offering quality swimming programmes are a vibrant and important part of their local communities. They play a very important role in the development of young people and volunteers, and are critical to creating lifelong participants. In 2015 /16 the focus for Swimming Wellington s has been on improving our competition structures with reviews of the Signature Meet series and the Junior Metro League. There has also been significant work in the policy area to support compliance with the new Health & Safety Act. The Act has brought into focus a number of issues relative to pool depth; the consequences are still to be fully understood and will remain a concern for swimming. On a brighter note two highlights of the year have been our continued involvement in the in the Wellington City Council and Sport Wellington supported Talent Identification programme. Congratulations to the swimmers and coaches selected for this programme. The other highlight is the inaugural Governance and Leadership series for club committee members which has been developed and facilitated with Sport Wellington. Feedback on the worth of the series has been fantastic and the will be continued next year. Pool space and the cost of participation continue to be our major challenge and barrier in growing our sport. Swimming Wellington has been a key contributor to a forum of sporting codes in the regions established and facilitated by Sport Wellington. There is no surprise that we all share very similar issues and a key focus of this group is to provide a single voice for sport in the greater Wellington region. This group has offered to work with local councils to develop a long term plan for sport and recreation in our region. In concluding my Chairman s report I have many to thank, firstly our clubs for their support, our coaches, our Swimming Wellington management and staff, Swimming New Zealand and my fellow board members for their assistance and support during the year. A special thank you to retiring Board member Stephen Ross. Your service to swimming during the past few years is greatly valued. Finally, our thanks to our Sponsors and Charitable Trusts for their invaluable and generous financial support. It is very much appreciated. Mark Berge Chair, Swimming Wellington 13 P a g e

14 Operations Report A number of changes to Swimmer and Volunteer programmes have certainly kept staff busy in the season. The introduction of the new laws surrounding Health & Safety has meant the introduction of new policies for our sport, which has had far reaching effects on our sport as a whole. Member Protection and the safety of swimmers and minors has been a challenge and the necessity to introduce a Photography Policy extremely time consuming for all those involved. Bridget Tait joined as a staff member in June in the Events and Administration Support role. The SNZ Database has been developed further with some valuable changes in the way we process such things as Travel Authorisations, transfers, coach registration and renewal of club member. The introduction of online entries for all meets has posed some challenges for Clubs however I m confident Clubs are now familiar with the process. SNZ and Swimming Wellington hosted an Administrators training course in May which proved to be extremely valuable and will now be done on an annual basis. Swimming Wellington has also been instrumental in bringing the initial Governance Training Seminar to Clubs throughout the Region. This course has been extremely valuable to Clubs looking to bring some structure into play with the thought around succession planning. The course was presented by Kevin Wilson, from Sport Wellington. Swimming Wellington was successful in its bid to secure funding for the WCC Talent Identification Programme. Swimmers with 640 FINA points in Olympic Events have been given the opportunity to develop their skills around Athlete Life, Core Training and the development of swimmer IPP programmes (development programmes). Coaches have also included in this programme. The success of the programme has been seen in the pool and on personal levels with many swimmers being included in the Pathway to Podium Programme and the SNZ Talent ID Programme. Swimming Wellington has been successful in securing funding from the Lion Foundation, NZCT, Infinity Trust, and Pelorus Trust. Our grants in totalled $58,385 from June 15-July 16 and we continue to enjoy sponsorship through Swim T3 of $13,000 and WHiPA $13,800 (for Zonal and TiD Travel Subsidies). The Development of a Funding Calendar (rolling Calendar) has been very successful in timing of applications. Without our valuable volunteers our sport would not function. The work done by Officials Coordinators, Administrators, Club Chairs and Boards is nothing short of sensational. In particular I would like to acknowledge the work done by Mark Berge and the Board of Swimming Wellington. I would to make special mention of our Events Team; Sue Smart, Noel Stevens, Kay Hudson and Pam Edwards, and would like to acknowledge their on-going support of Swimming in Wellington. The knowledge and support of all our volunteers is invaluable. Henrietta Latham Operations Manager 14 P a g e

The table below shows a small reduction in the number of officials in the region - the first in a number of years. While a decrease is never a good thing, in this case the reduction has been caused, for the most part, by last year's changes to the Swimming New Zealand's member database, and the requirement for all technical officials at IOT level and above needing to be listed in the database as both accredited and financial. As a result many clubs, not surprisingly, did not automatically renew the membership of inactive officials - resulting in this years' apparent decline in official numbers. While our overall number did decline, the number of new technical officials trained has remained strong with two regional Judges of Stroke, one regional Starter and 13 regional Inspectors of Turns being qualified during the 2015/16 year. In addition it was pleasing to see that six Wellington officials achieved national qualifications (5 x inspectors of turns and one national referee). NB: these figures do not include officials who passed SW and SNZ assessments at August 2016 SW Short Course Champs. Late 2015 saw the opening of the new Sir Owen G. Glenn National Aquatic Centre in Auckland, signalling the end of the era in which the majority of national swim meets were held in the Capital (as Wellington was no longer the home of the country's only 10 lane 50m pool). This meant more away meets for Wellington swimmers and fewer national meets relying on the Wellington region to fill up the pool deck. The NZ Short Course in August 2015 was the first meet in the new Auckland pool and February's NZ Juniors was also held there. April's National Age Group Champs was the first national meet back in the Capital and, once again, Wellington officials admirably stepped up to the plate to provide the much needed officials - with full, or almost full, pool decks for most sessions. Our thanks to all concerned. 19 P a g e

20 Much of the thanks must be directed at our clubs' Officials Coordinators. This hard working group shoulder a major workload on behalf of the region - and I for one am extremely grateful. As I mentioned in least years' report clubs play a major role in identifying and developing their own pool of technical officials. Our model relies on clubs aspiring to be self-sufficient in regards to the number of officials on their books - whether this is to run their own meets or simply to meet their requested 'quota' at regional and national meets. The Officials Coordinator role is a key one in the quest to constantly refresh the region's pool of officials - allowing us to continue to deliver competitive swimming in the region to the standard that the swimmers in our region have rightly come to expect. As usual, my thanks go to the people who play such a big role in making sure the sport of competitive swimming continues to thrive in Wellington: As noted above to the fantastic team of club officials coordinators Each person that time kept, IOT'ed, JOS'ed, Starter or a Referee at a swim meet in the region this season My fellow regional panel members Jacqui, Hugh, Barbara, Craig and Paul Pam and co in the AOD room/desk at WRAC and Coastlands - and to Noel at SwimZone for giving us access to the semi-automatic system for our meets at Naenae Staff at WRAC, Coastlands, Naenae and all other pools used by Wellington clubs Henrietta and Bridget for their continued support See you poolside. The trip was 12 days from start to finish, with every day was taken up with schools, meetings, briefings and/or competition. FINA Schools are important because there are required by FINA for officials who are considered for the FINA lists (officials who are eligible to officiate at international meets). The Fiji Schools were held at the Fiji Olympic Committee offices in Suva over four days. 20 P a g e

21 The Open Water School was taken by John West, who is on the FINA Technical Panel for Open Water swimming. John had just returned from the FINA Open Water competition in Setubal Portugal which added some fresh insights. Twenty officials from around the Oceania region (including Fiji, Australia, Palau, Papua New Guinea and New Zealand) attended the Open Water school. The course material was vast and we needed the full two days to learn and discuss the content. The course concluded with a 90 minute written exam that required a 70% pass mark. The two day Pool Swimming School was run by Ryan Arblaster (Member of the Technical Committee Swimming FINA) and Soren Korbo (Honorary Secretary, Technical Committee Swimming FINA). Around 25 officials from around the region attended this School, which provided extensive background information about the processes used by the FINA Bureau and its Committees to establish the rules. There was a multi choice test at the conclusion of the School. The Open Water swimming 10km event was held in warm but rough conditions at Pacific Harbour near Suva. 10 intrepid swimmers bravely took on and completed the course. Officiating was not without incident however, with boats losing engines and being washed up onto the shore, mid-course jet-ski to boat to jet-ski to boat transfers, spills, falls and even a touch of sea-sickness. The pool swimming facility at Damodar City in Suva was excellent. The Fijian government was a major supporter of the meet, with Prime Minister Bainivarama attended the opening ceremony and officially opening the competition. The entire meet (heats and finals) was covered on national Fiji television. There was some great competition with the New Zealand team winning more than its share of titles (which meant we heard 'God defend New Zealand' more than 'Advance Australia', thank goodness!) The meet concluded with the 5km Open Water Swim at Pacific Harbour in wonderfully benign conditions - a complete contrast to the 10km a week earlier. The trip was an excellent opportunity for Wellington officials to get some experience in an international meet on our doorstep. The experience of officiating alongside other senior officials from other countries is hugely beneficial and an essential stepping stone towards future international appointments. All the officials applied to be part of the team knowing that it was on a 'user pays' basis, however, we were very fortunate that, on this occasion, Swimming Wellington was successful in obtaining a grant, which resulted in a very welcome discount on the total cost. All of the officials who attended are very grateful to Swimming Wellington for the opportunity that the grant gave us to advance our officiating careers. 22 Selector s Report Selected teams have represented Wellington at the Zonal Competition and in relay teams at the New Zealand Age Group Swimming Championships and the New Zealand Junior Swimming Championships. The Zonal Competition selection was supported by the swimmers with thanks to the coaches and managers who travelled up to Auckland for this competition. A mixture of younger Swimmers gives exposure to a higher level of competition and has been competitive against the other Zones. Selection for National Relay Meets still continues to be a challenge with individual relays closing at the same time as relay teams need to be confirmed. Regular contact with the Wellington Team Manager for the meet ensures that changes are made as swimmer performances, during the meet, become available. In future teams for National Meets will be selected on seeding but changes during the meet based on swimmer performances. There are many people involved in getting teams together. I offer my thanks to fellow selectors Karen Bennington and Robyn Prior who have helped me select teams. Their efforts are very much appreciated. The facility was reasonable. Seating was once again a problem; the region sat beneath the scoreboard from sessions 5-10 and there of course was no way of seeing the action in the pool unless you made your way to the turn end at the 25m mark. The facility isn t in a user friendly place for locals or out of town teams. There is limited accommodation available for swimmers at the complex and the surrounding area has a minimum amount of motels/hotels which will means teams needs to factor additional costs to travel to and fro. This will be an important consideration for the Zonal Competition and an additional expense for teams. 23 P a g e

24 Once again the Regional relays seemed to lack support from regions and clubs which is disappointing. I understand that relays may well be replaced all together with Zonal Relays. 25 2016 Division II Championships Wellington Region Team Manager: Kim Keegan Meet: 2016 NZ Division II Competition Venue: Splash Palace, Invercargill Date: 9 12 March 2016 The Wellington Region worked well together and produced some good results. We were one of the smaller regions so to have a couple of our clubs in the top 20 was pleasing. Wanganui placed 6 th, Tawa 14 th, Karori Pirates 28 th, SwimZone Racing 49 th, Wanganui 64 th, and Raumati 70 th out of the 75 Clubs that scored points. Capital only had one swimmer and did not make it on to the Club point s chart. I am uncertain how many Swimming Clubs there were in total. No Wellington records were broken. We had six relay swims. Two of these received silver and one bronze. The other three relay teams were all in the top 8. There are only eight lanes at Splash Palace so results have been given to the top eight rather than the top 10. We did however have swimmers in the top 10. The swimmers swam hard and this was shown with quite a few personal bests and also top ten A finalists. It was great to see the swimmers in the A and B finals and also see our swimmers on the podium for medals which we received 24 medals. It was great to see Emma Robinson qualify for the Rio Olympics for the 800 freestyle and watching the race between her and Lauren Boyle. We had some great results from all our swimmers and saw Bronagh Ryan get gold for the 50 & 100 Breast stroke was a highlight as was also seeing Devlin Forsythe in the 1500 Free taking 12 seconds of his time and receive the Silver medal. Mary Fisher also got gold for 400 free and 50 Fly events. 25 P a g e

26 From our 27 swimmers we had 49 top ten placing, and received 5 Gold, 12 Silver and 7 Bronze medals also our women's relay team got 2 Silver and 1 bronze medal. 3 of our Wellington clubs finished in top 10 for club points - Capital 4th, Tawa 9th and Karori 10th. It was great to see all the swimmers support each other and also cheer for all swimmers in the finals in the evening, especially for those swimmers aiming for the Olympic qualifying times - the crowd at the pool from both the swimmers and spectators was a delight to hear and see - the cheers from all when they could see the swimmer had qualified was awesome. 27 teams entered being Auckland and Wellington - even the club relays were not supported very well during this meet, and this may be due to being the Olympic trials, this should perhaps be looked into for future events National Age Group Championships Wellington Region Team Manager: Angelique Gordon-Stables Meet: 2016 New Zealand National Age Group Championships Venue: Wellington Regional Aquatic Centre Date: April 2016 Firstly, I would like to say that this opportunity to support other team managers and swimmers for this pinnacle event was extremely enjoyable and I would not hesitate to take up this position again, if asked. As we all know these events can be very long and stressful on team managers and swimmers, however it was my intension from the very beginning that I was there to support and assist and relieve any stress by communicating positively too each team manager of any updates or changes that needed to be attended to. I would like to thank Fiona Pampalone for assisting me in the first session. Our swimmers conducted themselves in a manner which our region should to be proud. There were no reports of swimmers missing their marshalling times or any problems with swimmers attitudes amongst each other or other teams. Each club team were respectful in their allocated seating and kept the area clean a tidy throughout the whole event. Overall the whole event was run very smoothly and on time, which can only be done by a truly experienced team, whereby I take the time in saying extreme thanks to Henrietta s team who worked through problems which few of us knew were taking place. Finally, thank you to all the supporting officials who volunteered their time and finally to all of our swimmers who made this event enjoyable to watch and I look forward to seeing the next generation of swimmers improve upon these swimmers achievements. I was disappointed that we had to withdraw and boys 4 x 200 FR and the girls 4 x 100 IM due to our top swimmers choosing not to do these events, and more over the fact that Swim Wellington pays for these events. 30 Gold Coast Zone Report July 15 to June 16 The following meets were held during the year 16 th August 2015 Matson Trophy Meet Coastlands Aquatic Centre 12 th September 2015 Long course Meet at Naenae 15 th November 2015 Chocolate Carnival at Cannons Creek 20 th March 2016 Woolahara Trophy Carnival at Coastlands Aquatic Centre 15 th 3 rd May 2016 Paekakariki Shield relays and Chocolate Carnival at Tawa 12th June 2016 Matson Trophy Meet Coastlands Aquatic Centre Most meets were well supported and offered a wide range of events from 25m through to 400 races. While Gold Coast meets target developing swimmers, others have found them useful to update their times and/or qualify for regional and national meets. Time restrictions placed on swimmers wishing to enter longer distances have kept the length of the meets to between two and three hours. Early in the year the Gold Coast was pleased when SNZ rules were reversed to allow competitive and club registered swimmers in the same race. For the short time this separation was required it did add time to the meet plus confusion amongst those new to the sport. Two Matson Trophy Meet have been held this year. Handicap swimming is always exciting and brings the best out of those competing. The Gold Coast would like to thank Joan Matson and her family for their continued support in donating prizes for this meet. Each of the four clubs (Kapiti, Tawa, Raumati and PCA) provided two delegates to run the zone. The Zone seems to function well with an annual meeting to set the programme for the year. Thanks to their efforts of the delegates, the clubs, local pool staff and our continued focus, to keep the organization to a minimum the Zone has run extremely smoothly. Thanks especially to treasurer Marco Cecioni and Hugh Allan for his technical expertise. Special Thanks to Maxine Gordon who stood down as Gold coast Secretary October Maxine had made a big contribution to the Gold Coast, firstly as a delegate since 2004, and then as Secretary since Thank you Maxine Viv Morton Chairperson Club Reports PORIRUA CITY AQUATICS 2015/2016 has been a mixed year for PCA, with successes in the pool and challenges around coaching, and now Health and Safety. On the competitive side Bronagh Ryan won Gold Medals at Open Nationals for 50m and 100m breaststroke. These were quickly followed with her selection in the NZ team to swim at the Oceania Championships in Fiji, where she repeated her Gold Medal swims and was part of the NZ s winning medley relay team. PCA also won medals to NZ Short Course Champs, NZ Age Groups and Junior Nationals, and had two teams swim in in Swim Wellingtons Metro league, as well as numerous swimmers taking part in local and in-house meets. Sadly we farewelled Junior Squad coach Alex Bennett. During his six years with PCA Alex had shown a great passion for correct technique, he grew as a coach as well as growing our squads. Finding his replacement proved challenging and after four months Robin Cowan was appointed. We also said farewell to Peter Gibbs, a volunteer coach who freely gave many hours to the club over seven years. Membership has been steady and while most of our competitive swimmers are coached by professional coaches, the bulk of our members swim up to three times a week under the guidance of four dedicated volunteers. PCA s Sunday morning learn to swim lessons continue to be well supported with around 100 children enrolling each term. 30 P a g e

31 In keeping with tradition PCA has run a number of proven events on club nights including In House League, Club Championships, regular race nights and Family Fun Night at Christmas time. Club Members have supported the Gold Coast Zone meets, and other club meets throughout the area. Again our Novice carnival, Division III and Hardcore Meets have been well supported. Many people have contributed to the club success during the year. PCA has been fortunate to have had a full committee, a number of senior officials who will officiate at club level when required, a team of dedicated and passionate volunteer coaches and learn to swim instructors, and two professional coaches (Nevill Sutton and Alex Bennett) who have gone the extra mile for our swimmers. As we head into 2016/17 Health and Safety is proving to be the next challenge with the Porirua City Council placing a temporary ban on diving at the Cannons Creek Pool.
