1 Minutes of the Annual General Meeting of the Wellington Swimming Association held on Tuesday 26 August 2014, at 7.00pm, at Pelorus Trust House, Seaview Mark Berge, President and Board Chair of Swimming Wellington welcomed everyone to the 113 th Annual General meeting and an acknowledgement of our Life Members and SNZ Board member Margie McKee. This being the first of the Annual General Meetings held as one Region encompassing Wanganui, Wairarapa and Wellington. 2 MINUTES OF THE PREVIOUS ANNUAL GENERAL MEETING: Alteration: Moved that the minutes of the Wellington Swimming Association Annual General Meeting held on 29 August 2013 are confirmed as a true and accurate record. Ron Watt/ Heather Newall Carried Matters Arising from the Minutes: There were no matters arising from the previous meeting. Presidents Report Swimming Wellington President Mark Berge, gave an overview of the reports tabled within the Annual Report. Financial Statement Overview of the Financial Report with a deficit of $18,383 brought about by the employment of additional staff, depreciation and under writing of the new MetroLeague Competition. There has been a number of strategise put in place to ensure sufficient funding moving forward, to meet salary commitments and securing sponsorship for MetroLeague. Overview of increase in pool hire charges and lack of space for our sport is causing issues around the placement of events in Technical Officers Report Greg Forsythe gave an overview of the RTOB and policies and structure being developed for Official pathways. Thanked all Clubs and Officials for their services with the high number of events Swim Wellington has hosted. 3 The following clubs have requested an extension to file their financial statements. Requests for extention of return; Featherston, Hutt, Karori and Tawa. Returns not received from Aquajets, Tornadoes or Wanganui Swim Club. Three month extension but all accounts are to be received by 30 November 2014 Moved: Dempsey Woodley/Stephen Everleigh Carried Annual Report Acknowledge the Life Members of Wairarapa. Swimming Wellington is seeking the history of those who have been acknowledged through Service Awards, Honours and Life Membership in Wairarapa and Wanganui. Anyone able to assist with locating this information is asked to contact the Operations Manager Matters Arising from the Annual Report: There were no matters for discussion. Moved that all reports be taken as read and adoped. Moved: Stephen Ross/ Simon Holst ELECTION OF OFFICERS Rule 16.1 The board shall comprise of: (a) Six [6] elected Directors, two [2] appointed Directors, plus one [1] Independent (b) The elected Directors may appoint up to two [2] Appointed Directors. o for a term no longer than two years. Upon expiry of that term the Board if it thinks fit, may reappoint such Directors for a further term Rule 16.2 Terms of Office iv. At least one Elected Board Director and one Appointed Board Director must retire each year. The persons to retire shall be those whose term is expiring and if there are insufficient retirees then the persons In accordance with the above rules, Heather Newall (elected Board member) and Sam Rossiter-Stead (appointed Board member) have retired. No nominations received for board the vacant elected board positions removing the need to hold an election. Selectors: Nominations received for Colin Sasse, Robyn Prior and Karen Bennington. Motion That Colin Sasse, Robyn Prior and Karen Bennington be elected as Swimming Wellington Selectors. Awards Committee: Moved: Simon Holst/Heather Newall Rule 31.2 One Awards Committee Member shall retire by rotation and be eligible for re-election Jim Drummond, was up for rotation and seeking re-election. Honours: Nil Life Membership: Nil Adoption of a new Swimming Wellington Constitution Current regulations shown in the Swimming Wellington Consitituion will now become the By-Laws of Swimming Wellington. There is a single motion before delegates. This is to vote on the adoption of the new standard Regional constitution The motion: The Board of Swimming Wellington moves to adopt and implement the new Regional Constitution, developed with assistance of 13 Regions in New Zealand and recommended by Swimming New Zealand. GENERAL BUSINESS: Moved: Chris Dyrhberg/ Heather Newall carried Allocation of Duty Clubs: V Morton PCA Appreciate that all clubs need to assist with duties but requests that a fairer distribution of duties taking into account Clubs entries is considered. Regional Team Managers, National Meets: Operations Manager: Call made for the Wellington Team Manager role at the upcoming NZ Short Course Championships. Feedback on the unsuitable timing of SNZ events was received from the floor. In particular the 2014 NZ Secondary Schools and Short Course champs. There is also a concern for the scheduling of Meets outside of school holidays. Swim Wellington is requested to pass these concerns from Wellington clubs onto Swimming New Zealand and high-lighting the impacts timing of events has on officials and swimmers. Rationale for the not using the deep water start during the recent Wellington Short Course Championship: L Sadlier SZR This is seen as a missed opportunity for swimmers to experience the Olympic standard starting blocks positioned at the deep end of the pool. Mark Berge, Board Chair explained that the cost to Swimming Wellington to have the pool bulkheads re-positioned on both weekends of the event would have been $8,000 ($4,000 per move). While this expense was a key consideration there were other factors, such as, the impact on other users of the facility, for example, the pool would need to be closed while the change P O Box 38245, Wellington Mail Centre E: Operations@swimwn.co.nz
5 was made. Subsequent question: had Swimming Wellington considered holding the event over 1 weekend? This is to be considered as part of a review, however, it was important to note that the rationale for a two weekend meet is to give swimmers the opportunity to swim more events. Subsquent question: would clubs be asked for feedback on this matter and might this be put to a club vote. Yes, feedback is welcomed and Swimming Wellington will provide an opportunity, however, the Board has a duty to consider the needs of all stakeholders in making its decisions and will not require a vote on the matter.. Kapiti Pool and Dive Starts: S Frost Kapiti. Pool management have advised the Kapiti club that they are no longer permitted dive starts sighting that the pool depth of 1.1 metres is contrary to FINA rules. The Kapiti club would like to confirm if this is indeed correct. Wellington Technical Officials Officer Greg Forsythe felt that FINA rules were not explicit and that it was highly unlikely that FINA would direct such a decision. It was likely that the incoming changes to the NZ Health and Safety Act was the cause for this reaction by the pool. Greg confirmed that he was happy to put the FINA rules into context for the Kapiti Pool management Acknowledgement and thanks extended to Heather Newalls for her contribution to the Board and Swimming in Wellington. There being no further General Business the meeting closed at 8.30pm.
