14 CHAIRS REPORT Thank you to everyone who has contributed to an excellent year of swimming in our region. Congratulation to all swimmers and their coaches on the PB s, qualifying, medals and team selections they achieved. I particularly want to acknowledge the fantastic support we receive from all our volunteers who have given of their time to officiate, coach, team manage, administrate and support our swimmers and coaches. You all do an astonishing job, thank you. Clubs remain the core membership group supporting and helping our swimmers achieve their goals. We believe that strong clubs offering quality swimming programmes are a vibrant and important part of their local communities. They play a very important role in the development of young people and volunteers, and are critical to creating lifelong participants. In 2014 /15 the focus for Swimming Wellington s has been to enhance our support of swimmers and clubs through a number of programmes and resources. The All Star Development Programme, with major sponsorship support from Wellington High Performance Aquatics (WHiPA) and Swim T3, was introduced this year. The All Star programme was also successful in being included in the Wellington City Council and Sport Wellington supported Talent Identification programme. Two other significant achievements in the year were the successful pilot and introduction regionally of the new National Database. This is already providing huge benefit to club administrators through on-line registration and race entries. The second was the development and implementation of a new website for the Region. The full value of the database and the website will be seen in time as additional functionality is rolled-out Work has already commenced with Sport Wellington to develop and run a series of workshops focused on providing club committees and administrators with governance and planning support. Pool space and the cost of participation continue to be our major challenge and barrier in growing our sport. Swimming Wellington has been a key contributor to a forum of sporting codes in the regions established and facilitated by Sport wellington. There is no surprise that we all share very similar issues and a key focus of this group is to provide a single voice for sport in the greater Wellington region. This group has offered to work with local councils to develop a long term plan for sport and recreation in our region. In concluding my Chairman s report I have many to thank, firstly our clubs for their support, our coaches, our Swimming Wellington management and staff, Swimming New Zealand and my fellow board members for their assistance and support during the year. A special thank you to retiring board members Sandy Turner and Kevin Burnett. Your service to swimming during the past few years is greatly valued. 15 Operations Report Swimming Wellington made some significant changes to its competition structure this year due to the need to reduce the length of meets and the heavy demand on pool time from other aquatic sports. The SNZ Database has been a steep learning curve for many but the merits of the system have been a great asset to our sport as a whole. Swimming Wellington went live with a new website on 31 March 2015 piggy backing off the SNZ website. I think we now have a very informative website. This site is still needs some further development as service capabilities are rolled out. Swim Wellington has also opened a Facebook site which is proving very popular in getting the message out to swimmers and parents. We see this as a positive tool sending positive messages to our stakeholders. Swimming Wellington has also brought the administration of its finances in house. By doing so a number of Management processes and procedures have been brought into play for accountable at all times. Dowse Murray do a regular check of accounts, and are very happy with the policies brought into play. Swimming Wellington has been successful in securing funding from the Lion Foundation, NZCT, and Infinity Trust. Again we have been successful in a sponsorship through Swim T3 for a further three years, to the tune of $12,800. We urge all Clubs to support Swim T3 and allow Chris the opportunity to match any quote you may receive. Swimming Wellington is now also working on the Development of a Funding Calendar to ensure further success securing additional funding. 24 Technical Official s Report SW 2014/15 Regional Technical Officials report If the theme for last year was consolidation of our expanded region, the theme for this year was maintaining momentum in a new and complex administrative environment. At last year's SW AGM, members agreed with the recommendation to the Regional Technical Officials Panel (RTOP) to remove the requirement for qualified timekeepers in order for SW record to be valid - reflecting the increased use of electronic timing throughout the region. As a result, the SW regional timekeeper qualification was discontinued, which removed a burden on clubs to maintain a pool of qualified timekeepers. So far, so good. Around the same time Swimming New Zealand introduced their new member database, and with it the requirement for all technical officials, at IOT level and above, to be listed in the database as being both accredited and financial. At the coal face of running swim meets this created a new administrative requirement for meet organisers to ensure that officials were correctly entered in the database. At the same time, SNZ confirmed a regulation that competitive and non-competitive swimmers were not permitted to compete in the same event. This had implications for many club meets - and also for SW's Metro League - with a clear choice - separate events for non-competitive and competitive swimmers or mix the swimmers and accept that times achieved would not be valid. The combined effect of these requirements was a lot of effort behind the scenes before meets to ensure that the paperwork was right - before the meet was able to get underway! The competitive swimmer regulation is currently under review by SNZ. I am confident that SNZ will make the decision that is best for our sport's future growth. Meanwhile back on pool-deck it was another busy year for SW technical officials. As usual, Wellington hosted several national meets - NZ Short Course in August, NZ Juniors in February, and NZ Age Groups in May. Once again, Wellington carried a large weight in terms of staffing these meets. And once again, SW officials rose to the challenge, with full, or almost full, pool decks for most sessions - a testament to the ongoing work developing officials in the region and to the commitment and dedication of SW officials and club officials coordinators. A big thanks to all concerned. Analysis of official numbers for this year's report, require us to set a new benchmark. We have reset the officials count with several changes from last year's report. As you will see, the table no longer includes timekeepers. To be included in this year's count, officials also needed to be listed as accredited in the SNZ database. As you can see from the table below, the net results of these changes is that we have managed to stay exactly where we were, year on year. At the end of June 2015, there were a total of 129 people, holding 180 positions (a tiny decrease from 120/183 in 2014). NB: These figures do not include officials who passed SW and SNZ assessments at July SW SC Champs. Development of SW's officials continued throughout the year. There has been an ongoing focus on increasing capability in the 'newer' parts of the region - Wairarapa and Wanganui. The travel burden required of officials from these in these centres is an acknowledged barrier, and specific strategies are required to build numbers in these areas. In summary, it's been another solid year for SW technical officials, with high standards maintained at club, regional and national meets. However, the numbers show us that there is no room for complacency. We need to keep working hard, just to maintain the status quo. Clubs need to continue to play their part by constantly working to refresh their pool of officials - assuring the region can continue to deliver competitive swimming at the standard that our swimmers deserve. Finally, my thanks go to the people in the region who selflessly donate their time and expertise to officiate in Wellington. 26 Selector s Report 2015 Selected teams have represented Wellington at the Zonal Competition and in relay teams at the National Age Group Swimming Championships. The Zonal Competition selection was less challenging this year from the lessons from the inaugural event last and was well supported by the swimmers. Thanks to the coaches and managers who travelled up to Auckland for this competition. The selected relay teams for the National Age Group Championships were podium seeded but were unable to compete because of conflicting requirements from their Clubs. This situation could be avoided in the future by changes by Swimming New Zealand separating the Regional and Club relays or agreement from our Clubs to support the best relay team available. Thanks to the Team Managers Fiona Pampalone and Jude Fawcett whose efforts during the meet allowed us to field a team in each relay event. With the TM program no longer being used the challenges facing the selectors include a reporting front end from SNZ to the National database allowing us review all team selection options and being able our best teams not just development teams. There are many people involved in getting teams together. I offer my thanks to fellow selectors Karen Bennington and Robyn Prior who have helped me select teams. The Wellington Swimmers represented their region well throughout the meet. Morning sessions were relatively short finishing in approximately 1.5 hours. Evening sessions were long starting at 7pm and finishing close to 9.45 pm each evening; this was due to Sky Sport coverage. The Wellington team sat together on the far side of the pool behind the TV camera. Swimmers, coaches and management were supportive of all Wellington Swimmers in particular during finals. National Teams and Swims of Note Emma Robinson had fantastic swims in the 400 and 800 Free bettering the qualifying times for the World Championships in both events and was named in the New Zealand team to compete in the 16 th World Championships in Kazan, Russia on 2-9 th August. Emma broke her own Wellington Record in the 800 Free by 5.28 seconds to qualify. Samantha Lee qualified for the World University Games in Korea in July of Mary Fisher was named in the Paralympics New Zealand team to the 2015 IPC Swimming World Championships in Glasgow in July. Mary recorded a time that ranks her number one in the world in her top event. Isaac Foote and Liam Albery both bettered Wellington records in the 200 Fly with Isaac also beating the Wellington record in the 100 Fly. Individual medals were awarded to the following Wellington Swimmers; Liam Albery -bronze 800 Free, Mary Fisher - silver 400 Free and 200 IM, Samantha Lee - silver 100 Fly, 200Fly and 50 Fly, bronze 100 Free, Emma Robinson silver 400 Free and 800 Free, bronze 200 Free, Isaac Foote bronze 100 and 200 Fly, Bronagh Ryan bronze 50 Breast. Several Wellington swimmers were drug tested at this meet. The Wellington teams sat together in allocated seating in the grandstand throughout the meet. The Wellington swimmers swam well and the coaches and club team management were helpful and supportive of the swimmers as a whole. There were many great performances amongst the Wellington team swimmers, these included PB s, top 10 finishes and medal winners. The Wellington Team Manager role at this meet was made especially challenging because of the format of the relays. Many swimmers were unavailable for Regional Relays because of commitment to club relay teams. Much of our time was spent trying to secure regional relay teams, this took time away from other team manger duties. This job was made even more difficult as the team managers were not given a full ranking and time list for the relay events and between sessions were having to source times and rankings. I would suggest that the current format of Regional Relays serves little purpose and needs reviewing urgently. Personally, I would like to thank those swimmers and coaches who committed themselves to the Regional Relays despite the difficult circumstances. National Teams At the conclusion of the event Swimming New Zealand announced the team to attend the Junior World Championships and the swimmers to be considered for the Commonwealth Youth Games. Swimming New Zealand also named swimmers selected to attend a Swimming New Zealand Outward Bound course with Karori Pirates swimmer Devlin Forsythe selected onto the course. (Jacob Farr, Karori has been added to this team after the conclusion of the meet.) Results: As above Recommendations: Wellington Swimming needs to make a submission to Swimming NZ regarding the relay format. Issues: 1. In current format the conflict between Club and Regional Relays leaves for many Regions little point to the Regional Relays. Many Regions are not able to put forward their best swimmers as clubs understandably want them for their relays which carry points. 2. The present relay events add stress to many of the top swimmers busy schedules at this meet. E.g. adding heats and finals of 4 x 200 Free on top of the day s events sucks the fun out of swimming and in particular relays. Possible Solutions: 1. Allocate club points to Regional relays. With each team member gaining club points based on the teams placing. 2. Return to 4 x 50 relays for age group meets, these are fun to watch and to compete in. 3. Go to timed finals in the evenings, get rid of heats for relays. May need to consider qualifying events to make times legitimate. 38 P a g e

40 Gold Coast Zone Report July 14 to June 15 The following meets were held during the year 6 th July 2014 Matson Trophy Meet Coastlands Aquatic Centre 23 rd August 2014 Long course Meet at Naenae 30 th November 2014 Chocolate Carnival at Cannons Creek 1 st March 2015 Woolahara Trophy Carnival at Cannons Creek 3 rd May 2015 Paekakariki Shield relays and Chocolate Carnival at Tawa 21 st June 2015 Ribbon Carnival Cannons Creek Pool These meets were well supported and offered a wide range of events from 25m through to 400 races. While Gold Coast meets target developing swimmers, others have found them useful to update their times and/or qualify for regional and national meets. Time restrictions placed on swimmers wishing to enter longer distances has kept the duration of most meets to between two and three hours. The Gold Coast met SNZ s requirements by offering separate races for competitive registered and club swimmers. This added time to our meets, and is something that parents of newer swimmer found hard to understand and confusing. The Matson Trophy Meet was an exciting evening. Handicap swimming is always exciting and gives an opportunity for those who can improve the times over the four races swum in one evening a chance to shine. The Gold Coast would like to thank Joan Matson and her family for donating prizes for this meet. Each of the four clubs (Kapiti, Tawa, Raumati and PCA) provided two delegates to run the zone. The Zone seems to function well with an annual meeting to set the programme for the year. Thanks to their efforts of the delegates, the clubs, local pool staff and our continued focus, to keep the organization to a minimum the Zone has run extremely smoothly. 41 Club Reports PORIRUA CITY AQUATICS For PCA this past year has brought many highlights. For the second year running Nevill Sutton was named Coach of the Year at the Porirua Sports Awards. Ben Walsh was named Young Sportsman of Year at the Porirua Sport Awards, was the Greater Secondary School s 2014 Male Swimmer of the Year and received a Porirua Youth Award in September Ben represented NZ at the 2014 Oceania Games and Junior Pan Pacific Games in Hawaii. In the pool the club has had many successes, with medals at NZ Opens, NZ Short Course Champs, NZ Age Groups and Junior Nationals. The club two teams in Swim Wellingtons Metro league did the club proud as did our many new swimmers who achieved their first 25m badge and/or competed in their first carnival. Membership has been steady and while most of our competitive swimmers are coached by professional coaches, the bulk of our members swim up to three times a week under the guidance of four dedicated volunteers. PCA s Sunday morning learn to swim lessons continue to be well supported with around 100 children enrolling each term. In keeping with tradition PCA has run a number of proven events on club nights including In House League, Club Championships, regular race nights and Family Fun Night at Christmas time. Club Members have supported the Gold Coast Zone meets, club meets throughout the area. Again our Novice carnival, Division III and Hardcore Meets have been well supported. Many people have contributed to the club success during the year. PCA has been fortunate to have had a full committee, a number of senior officials who will officiate at club level when required, a team of dedicated and passionate volunteer coaches and learn to swim instructors, and two professional coaches (Nevill Sutton and Alex Bennett) who have gone the extra mile for our swimmers.
