3 SIMULATED EMERGENCY RESPONSE COMPETITION OFFICIALS AND JUDGES GUIDE - DRAFT #3 Revised August 19, 2014 PURPOSE The purpose of this document is to provide coaches, competitors, judges, and officials with: A broad understanding of the principles of judging the Simulated Emergency Response Competition (SERC) event. The structure and content of judging sheets aligned to the priorities and principles of rescue outlined in the current edition of the ILS Competition Manual. INTRODUCTION The Simulated Emergency Response Competition (SERC) tests the initiative, judgment, knowledge, and abilities of four lifesavers who, acting as a team, under the direction of a team leader apply lifesaving skills in a simulated emergency situation unknown to them prior to the start. This competition is judged within a two-minute time limit and all teams respond to the identical situation and are evaluated by the same judges. DEFINITION OF TERMS Bystander means a person who role plays as a trained or untrained individual who may assist in the rescue under the direction of the competitor. Victim means a person who role plays as a victim type such as; weak or tired, injured, unconscious, or non-swimmer. Rescue means to assess the situation, plan a course of action to overcome the problem, perform actions to effect the rescue, and provide aftercare to the victims. Rescue aid means to select an appropriate equipment item that is available in the competition area and to utilize it effectively during the rescue. Securing means to make safe from imminent danger with a rescue technique such as a throwing line/rope, reaching pole/object, throwing a ring/buoyant aid, craft/boat, support with a tow/carry. Landing means to safely remove the victim and position the victim safely on the beach, dock, or deck. DIRECT MARKING SYSTEM A direct marking system is used in SERC. This enables the judge to provide a score from 0-10 consistently in all sections of the marking sheet and apply a more consistent value on a performance. Judges must assess the competitor s actions when rescuing a victim. There may be more than one rescuer involved with the rescue so focus on evaluating the victim s condition thorough the rescue. A competitor may direct a bystander or other victim to perform rescue skills that will be judged. Judges must analyze the rescue performance of the victim and compare it with each of the other teams to rank the performance with comparative judging. As this is a timed event 3

4 judges should avoid using pass fail criteria based on their lifesaving principles and use the full range of marks. This method of marking recognizes the use of initiative in solving the scenario. The judging sheet is separated into essential elements grouped into 5 sections with 10 marks assigned to each section with a raw total of 50 marks. It is important that the judge is consistent with their marks allocations so the relative ranking of the competitor s performance. Some teams may have one competitor dealing with a victim where other teams may have several different competitors dealing with the victim. Judges need to have continuity of assessment of each victim regardless of how many competitors are performing the rescue. Initially, judges need to be cautious when allocating marks on the scale as subsequent competitors may perform better and thus be required to score higher than an earlier rescue performance. It is important that judges ensure that their allocation of marks ranks competitor s performance in a consistent manner and that those who compete earlier in an event are not disadvantaged by the cautious allocation of marks. This will not occur providing the allocation of marks is consistently applied based on performance. In addition to the raw score mark out of 50, a weighting factor or degree of difficulty is incorporated by the SERC Chief Referee who writes the scenario to provide higher scores for a rescue performance requiring a greater degree of skill and judgment. Refer to the Weighting Factor section below. RANK MARKING SCALE The following ranking scale provides an overview and acts as a guide for judges when allocating marks. Increments of 0.5 can be allocated by the judge. Perfect 10 Excellent Satisfactory Weak Poor WEIGHTING FACTOR In order to recognize and acknowledge that some victim rescues require a greater degree of skill and judgment, a weighting factor or multiplier is applied to areas of the marking sheet by the SERC Chief Referee. This allows competitor s to potentially receive a higher score for the performance of rescues with a higher weighting factor. These weighting factors are not revealed and automatically calculated in an electronic recording spread sheet and reflected in the final score for the victim. The use of the weighting factors allows the Judge or Chief Judge to give a mark out of 10, which at the same time credits the more skilled performance. A summary of the weighting factor matrix is outlined in the tables below that allow the Chief Referee to use a range for the factor depending on the position and type of victim. It is preferred that the weighting factor range between 1 and 1.5 allocated in increments of This allows the Chief Referee flexibility when two victims are more difficult than the other. 4

Therefore victims that are at a greater distance would receive a higher weighting factor. CARE AND AFTERCARE OF VICTIM Unconscious/Non breathing/spinal Injured Swimmer 1 Non/Injured Swimmer 1.25 Weak Swimmer/Mobile 1 Rationale: Care and aftercare for victims that require continuous care or resuscitation is more difficult than those in imminent danger or who are weak or mobile. Therefore a higher factor is assessed for victims that are more difficult to provide aftercare and monitoring

9 SAMPLE JUDGE SCORING SHEETS The following judge scoring sheets provide an overview of the common victim types you are likely to see in a SERC event and what a typical judginhg sheet might look like. The sheets are made up of four key areas; Scenario description where this is included this information is provided to teams prior to entering the competition area. Judges notes includes specific notes for the judge on that victim and helpful hints on how the victim should act or will respond. Marking sheet separated into five different sections with key criteria the judge should be looking for. Marking scale summarizes the ranking scale. 9

10 Appendix A SERC: SAMPLE CHIEF JUDGE SCORING SHEET OVERALL Draw No: Team Name: Judge Name: Scenario description: You have all come to the local swimming pool to relax for the morning and you notice that there are some people in trouble in the water. The lifeguards have not turned up for their shifts and there is no other staff around that you can see. There is only one designated access or exit point for the scenario. If you secure or land a victim it must be done within this entry area otherwise marks will not be scored.. Judges notes: You have the overview of the SERC and assess overall efficiency of the team. In particular you mark the Team Leader s control of the team assessment of priorities and dispatch/direction of team members to deal with the casualties. You will also mark communication between the Leader and the team and between team members and this may include information about the condition of the victims and what help is needed. Your marks MUST take into account: Any loss of control by the Leader becoming committed or involved to such an extent that overall control is lost. Do not mark any rescues the leader carries out. They will be marked by another judge allocated to that victim. Whether assistance was sought. Note: any person sent for help will not be allowed to return during the scenario. 11 Appendix B SERC: SAMPLE JUDGE SCORING SHEET Non-swimmer Draw No: Team Name: Judge Name: Victim: non-swimmer trying to get to the edge The victim is struggling to stay above the water and is starting to panic as he cannot get to the edge. He will take a rescue aid if pushed into his reach. However if a contact rescue is attempted, he will struggle and try to grab hold of the rescuer (he will not turn on his back). He needs assistance to get out of the water and when out will be exhausted from the experience. He is on his own at the pool. Judges notes Non-swimmer is in imminent danger and is a high priority for rescue. He will attempt to grab any rescuer who approaches him directly without an aid. If a contact rescue is used, no marks should be recorded for the rescue component. He should be made safe with an effective and efficient return to the edge. Landing should be done with care. He will answer questions put to him but will not volunteer the information. He will not leave the area to call for emergency services as he is frightened. 12 Appendix C SERC: SAMPLE JUDGE SCORING SHEET Weak Swimmer Draw No: Team Name: Judge Name: Victim: uncooperative weak swimmer who was playing with friends The victim is a weak swimmer struggling to get back to the edge after playing with friends. He is shouting at his other friends to follow him but he is not sure where they are. He can take an aid but can get to the edge without one. If a contact carry is performed he will struggle and resist. He is concerned about getting the message to his other friends to swim to the edge. He can land himself unaided. He will provide assistance or contact emergency services and remains cooperative throughout. Judges notes Weak swimmer needs to be made safe very quickly. He can be talked at or given signs to return to the edge; he will need to be kept under observation. He will struggle if a contact rescue is used and low marks should be awarded for the rescue. He was playing with his friends. Judges notes This victim is a low-order rescue priority and rescuers should deal with the high priority victims as quickly as possible in order to get to this victim who requires continuous care. CPR should be commenced when it is safe to do so; on land, boat, rescue breaths with a buoyant aid in the water, etc. and your marks should reflect the efficiency and effectiveness of the CPR simulation (and not measured against your own country s teaching / standards).
