(ISI). QM17-XXX This is a closed meet; it is open only to 2017 ISI registered athletes. Current USA Swimming and ISI technical and administrative rules will govern this meet. BASIC MEET INFORMATION Site: Host: University of Iowa CRWC-Aquatic Center 309 S Madison St Iowa City, IA Lane Four Aquatics Dates: Thursday, July 27, 2017 through Sunday, July 30, 2017 Times: Prelims Afternoon Finals Warm-ups: 7:00 a.m. not before 11:30 p.m. not before 5:00 p.m. Competition: 8:30 a.m. not before 12:30 p.m. not before 6:00 p.m. Coaches Meeting: The Coaches Meeting shall take place at 6:30 a.m. on Thursday, July 27, The meeting will be held in the room located just off the pool deck under the spectator seating. Coaches attending the Thursday morning meeting will receive their and their athletes deck credentials. Details and information discussed at this meeting will be ed to all coaches and available from the Referee immediately following the meeting. Coaches are responsible for all information presented and included in this information. Pool Deck & Spectator Seating: Athletes will be allowed on the pool deck and spectators will be allowed into the viewing area at 6:30 a.m. each morning. NOTE: Athletes and spectators must remove all personal items at the end of each day. Any item left on the pool deck or in the spectator viewing area after each day of the meet will be collected and placed in the lost and found. Facilities: Competition Pool: Indoor, 8 lane, 50 meter pool with a starting end depth of 7 foot and a turning end depth of 7foot. The competition course has been certified in accordance with Rule C(4) of USA Swimming Rules and Regulations. A copy of such certification is on file with USA Swimming. Warm-up Pool: The diving well will be available for warm-up and cool down only to those athletes participating in the session in progress. Coaches: Only currently registered USA Swimming member coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present proof of current USA Swimming coach membership credentials to the Referee or his designee to verify that all certifications are current and Page 1 of 16

2 on file and to receive his or her deck pass. Any coach not attending the Thursday morning coaches meeting must first report to the meet check-in table at the pool entrance to receive their deck credentials and the deck credentials for their athletes. Deck passes must be worn so that they are clearly visible to athletes and meet personnel at all times while on deck or in the stands. Deck Passes are not transferable. Warm-ups: The ISI mandatory warm-up procedure will be followed. All athletes must be under the supervision of a USA Swimming member coach during warm-up, competition, and cool down. Any athlete without a coach shall report to the Referee prior to his or her warm-up. The Referee will assist the athlete in making arrangements for such supervision, but it is the athlete s responsibility to ensure such arrangements are made prior to the start of the meet. The competition pool will be cleared 10 minutes prior to competition. The diving well will be open for warm-up and cool down starting at the beginning of the warm-up session continuing through the competition and concluding 20 minutes after the conclusion of competition for each session. Racing Start Certification: Any athlete entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the athlete or the athlete s legal guardian to ensure compliance with this requirement. ENTRY INFORMATION Entry Requirements: Seed Times: 1) Athletes must have an Iowa Q time standard in each individual event in which they compete. 2) No athlete, non-athlete, or club registrations or transfers will be taken at this meet. Athletes whose names do not appear on the current ISI registration list and who cannot show proof of ISI membership will not be permitted on the deck of the pool. 3) Relay-only athletes whose names do not appear in team entry files or on team entry sheets will not be permitted on the deck of the pool. Coaches will need to provide proof of ISI membership for these athletes to the Referee prior to the athlete being permitted on the pool deck. 1) Entry times must meet or exceed the Iowa Q time standard and must be entered in the proper course in which achieved (LCM, SCM, SCY). Entry times conforming to the course length (LCM) shall be considered conforming times. All other times meeting the appropriate time standard will be considered non-conforming times. Converted times must not be submitted and will not be accepted. 2) The order of seeding is LCM, SCM, and then SCY. 3) In order to be seeded at their entry times, athletes must enter a time achieved and recorded in USA Swimming SWIMS database no earlier than July 22, Athletes will be seeded according to their entered time. At the discretion of the Referee, athletes in the 1500 Freestyle events may be given the opportunity to down-seed to the morning session. 4) If an entry time does not match a time in SWIMS since July 22, 2015, it will be down-seeded to: (a) the athlete s fastest non-conforming time that is in SWIMS or (b) slowest non-conforming qualifying time. All times from non-usa Swimming sanctioned or observed meets will be seeded at the slowest non-conforming qualifying time for that event. 5) Athletes must be prepared to document their seed times. Individual No Time ( NT ) entries will not be accepted and will be scratched. Only relays may enter this meet with a NT entry. 6) Relay entry times shall be either the aggregate time based on athletes entered in the meet, a relay time achieved by the club since July 22, 2015, or entered as NT. 3 Individual Entry Limits: Relay Entries: The following are the entry limits for the meet: Athletes 13 and over: o Limit of three individual events per day and six individual events for the entire meet. o May enter as many events as they have qualifying times. However, athletes who are overentered must scratch down to the allowable number of events by 6:00 p.m. on the day preceding those events in order for that event not to count toward the maximum. No-shows will count as an event. See the ISI Scratch Policy for more information. o Time Trial s will be considered as an event for the meet. Athletes 12 and under: o Limit of four individual events per day if entered exclusively in timed final events. o Limit of three individual events on any day an athlete is entered in one or more Open prelim/final events. o Limit of nine individual events for the entire meet. o Athletes 12 and under may not over-enter events at this meet. There are no time standard requirements for athletes participating only in relay events. Each team may enter up to three relays per relay event within the meet with the following limitations: 1) One to four swimmers qualified in individual events within an age group for a gender no more than one relay team per relay event for that gender and age group. 2) Five to eight swimmers qualified in individual events within an age group for a gender no more than two relay teams per relay event for that gender and age group. 3) Greater than eight swimmers qualified in individual events within an age group for a gender no more than three relay teams per relay event for that gender and age group. Teams should designate the relays A, B, C. Regardless of the number of qualified athletes, a team may enter no more than three relay teams per relay event (an A relay, a B relay and a C relay), except a team may enter no more than two 800 free relays (an A relay and a B relay) per relay event. Each team may only score two relays in each event. The relay team shall be disqualified even if proof of registration is provided after the relay has competed if an athlete participates in a relay prior to entering the meet and providing proof of membership in ISI. Entry Submission: Entry fees are as follows: Individual event: $5.25 per event Relays: $10.50 per relay ISI athlete surcharge: $3.00 per athlete Outreach Swimmers $5.00 per athlete, including ISI athlete surcharge Handwritten entries (for teams entering more than five athletes): $2.00 per athlete Late entry fees: Individual events - $10.50; Relay events - $ Athletes may enter the meet through USA Swimming s Online Meet Entry ( OME ) system (usaswimming.org/ome) beginning Friday, June 23, 2017 at 12:00 noon, and may enter up to the entry limit determined by age group. Electronic entries may also be submitted in a format compatible with HY- TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP- 7). Submit entries along with the appropriate ISI Financial Sheet (APP 8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Athletes whose names do not appear in team entry files or on team entry sheets will need to provide proof of USA Swimming registration in the Iowa LSC to the Referee prior to being entered into the meet. 4 Payment shall be by check made payable to Lane Four Aquatics. All entry fees, including ISI athlete surcharge and facility fees, should be combined on one check. Lane Four Aquatics reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI athlete surcharge fees will be refunded only if the entire meet is cancelled. Entry Dates & Deadlines: 1) A Regular Entry is an event entry received prior to the Regular Entry Deadline. The Regular Entry Deadline for all entries shall be: a. Entries received by the entries chair or made online through usaswimming.org/ome no later than Thursday, July 20, 2017, by 11:59 a.m. except New Qualifying Swims. b. New Qualifying Swims are swims achieving the Iowa Q time standard for the first time from Friday, July 21, 2017, through Sunday, July 23, New Qualifying Swims must be entered through usaswimming.org/ome under the title 2017 ISI Long Course Championships: New Qualifying Swims. These entries must be submitted no later than 11:59 a.m. on Monday, July 24, A Late Entry is a new entry or updated relay entry received after the Regular Entry Deadline. Late Entries will be accepted from the Regular Entry Deadline up to the Scratch Deadline for that event. 2) For individual events, swimmers shall be seeded according to their entry time if proof of time from a USA or ISI Swimming sanctioned meet has been provided; otherwise they shall be seeded at the event s slowest non-conforming qualifying time. 3) Late entered relays shall be seeded as NT. 4) Entry changes will not be accepted by phone or fax. 5) Regardless of the entry system used, a hardcopy of the entries, along with entry fees and financial sheet, must be received by the meet host no later than 15 minutes prior to the start of warm-ups of the first session in which the team has swimmers for Regular and Late Entries submitted to that time. Swimmers who enter the meet through a Late Entry (for either individual or relay events) shall be required to provide proof of USA Swimming Registration in the Iowa LSC to the Referee or designee prior to competing in the meet. 6) Teams will not receive the Coach packet, deck passes, or relay cards until fees have been paid unless exempted by the Referee or designee. 7) Send electronic entries by to dwerner@lanefouraquatics.com. Send all print materials to Demian Werner at the address below. If sent by rush delivery, indicate no signature required. Athletes with Disabilities: Athletes with disabilities are encouraged to compete. The Information Form for Adapted Competitive Athletes (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. The Referee will determine modifications. The athlete (or athlete s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations. 5 Referee: Meet Committee: Travis Albang (Cell) A meet committee consisting of the Meet Director, Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee s decision is final. Timers & Officials: Clubs and unattached athletes participating in this meet must provide 50% of the timers and/or officials on a prorated basis according to number of entries. Teams will be informed of the number of timers needed and sessions to be worked by 8:00 p.m. Tuesday, July 25, Timers for the 1500 M Freestyle events in the preliminary session, Session 10, Sunday morning, July 30, 2017 are to be provided by the clubs for their athletes. MEET MANAGEMENT This meet has been sanctioned as a USA Swimming N3 Officials Qualifying Meet (OQM QM1- ) and a National Evaluator will be in attendance for certification and re-certification evaluations. The signup link to officiate at this meet may be found on the ISI Website under the meet page. Some requests might not be able to be accommodated. Meet Operations: 1) Heat sheets will be posted on deck and may be purchased by spectators. 2) The 12 and Under sessions of the meet will be PRE-SEEDED although the Referee may reseed events if a significant number of scratches are known before the start of each session. 3) There will be no swimmer check-in required for any preliminary or timed/final event. It is the responsibility of each athlete and relay team to be aware of his/her event number, heat number, and lane assignment and to report to the correct starting block on time to swim the event. 4) If names are on entry sheets for relays, those names will be on the relay cards at the meet. Relay cards for each day s morning and evening sessions will be distributed before warm-ups. All four athletes full names, ages, and order of swimming must be listed on each card and the order should be verified as correct by the coach. Relays shall report to the blocks with the relay card when their event is called or the relay will be scratched from the event. 5) It is not the meet host responsibility to provide rest for athletes that enter Age Group and Open events. 6) The fastest heat of the and Open 800 Free Relays will be swum during the final sessions not combined. The remaining and Open 800 Free Relays shall be combined and swum fastest to slowest alternating women/men during the preliminaries session. 7) The Free and 1500 Free will be swum fastest to slowest alternating women/men. 8) The top eight Open 800 Free and 1500 Free swimmers will swim with the respective finals session. The top eight Free and 1500 Free swimmers will swim first for the event in the respective sessions followed by 13 & Over combined swum fastest to slowest alternating women/men and as combined events separated later for scoring. 9) For prelims/finals events, the top eight swimmers from prelims will qualify for the Championship (A) Final, with the next eight athletes qualifying for the Consolation (B) Final. For Open events of 400 meters and shorter, the top eight athletes from prelims will qualify for the Championship (A) Final, with the next eight athletes qualifying for the Consolation (B) Final, and the next eight athletes qualifying for the Consolation (C) Final. 10) All preliminary events will be circle seeded. 11) FINA whistle starts and no recall on false starts policy will be used. Flyover starts will be used during all preliminary sessions and timed final sessions. Page 5 of 16

6 12) Chase starts may be used for Prelim and Time Final Sessions at the discretion of meet management to reduce session length. Odd numbered heats starting at the scoreboard end (north end) and even numbered heats starting at the diving well end (south end). All 50 meter events will start at the scoreboard end (north end). All 800 meter and above individual events and all relays will start from the diving well end (south end). 13) The check-in procedures for the Championship, Consolation and Bonus Final Heats are: a. Championship Finals Check-In Procedure - Swimmers in the Championship Final must be check-in to the Championship Heat Ready Area no later than the start of the Bonus Final of the immediate preceding event. A swimmer in a Championship Final does not need to remain in the Championship Ready Area after checking-in for his or her Championship Final but must be behind his or her lane at the time his or her heat is closed. Any Championship Final swimmer who does not check-in on a timely basis will be considered a no-show and the Bonus, Consolation and Championship Final heats will be immediately re-seeded inserting an alternate into the Bonus or Consolation Final heat and moving the fastest Consolation Final swimmer in to the Championship Final heat. Any Championship Final swimmer who has checked-in on a timely basis but does not report behind his or lane at the time his or her heat is closed will be considered a no-show. b. Consolation Final Check-In Procedure - Swimmers in the Consolation Final heat must report behind their lane by the end of the Bonus Final immediately before their Consolation Final. Any swimmer in a Consolation Final not behind their lane at the time the heat is closed will be considered a no-show and an alternate will be inserted into the Consolation Final. The alternate will simply be inserted into the vacant lane without re-seeding the heat. c. Bonus Final Check-In Procedure - Swimmers in the Bonus Final heat must report behind their lane by the end of the Championship Final heat immediately before their Bonus Final. Any swimmer in a Bonus Final not behind their lane at the time the heat is closed will be considered a no-show and an eligible alternate will be inserted into the Bonus Final. The alternate will simply be inserted into the vacant lane without re-seeding the heat. d. Definition of Closing the Heat - A heat will be considered closed at the time the Referee gives the long whistle and calls the swimmers on to the blocks for the start of the race. 14) Deck changing is prohibited. 15) Deck Pass is acceptable proof of membership in USA Swimming. Coaches and Officials must produce proof of membership in USA Swimming immediately upon request by the Referee or his delegate or leave the pool deck. 16) Operation of a drone, or any other flying apparatus, is prohibited over the pools, athlete/coach areas, spectator areas any time athletes, coaches, officials and/or spectators are present. Scratches: Time Trials: 1) The Scratch Deadline for an event shall be 6:00 p.m. of the day prior to the event. If an event is split over two or more days, the Scratch Deadline shall be 6:00 p.m. of the day before the event first starts. 2) If a swimmer has over-entered events and doesn t scratch down to the maximum allowable number of entries for a session, day and/or meet, then the swimmer shall be scratched from the session s events from the last chronological event to the earliest until the maximum number of allowed events is achieved. 3) To scratch by phone or , contact Demian Werner by phone at , or by at swimpink@lanefouraquatics.com. Scratches by ing and phone calls will only be accepted prior to the Wednesday scratch deadline. After this, all scratches must be completed using the scratch box. 4) Scratches submitted by will be confirmed by . 7 Proof of Time: An athlete whose qualifying time was not in SWIMS at the entry deadline and who fails to make the minimum qualifying time for any event will have 30 minutes after the close of the session in which that event was swum to provide proof of time or be subject to a $100/event fine payable to Lane Four Aquatics (10% host club, 90% ISI). Acceptable proof of time is a copy of USA Swimming sanctioned or approved meet results, publicly published final results or printout from the ISI database. Should the athlete not prove or pay, the athlete will be barred from further competition at this meet. Results that require proof of time will be considered an exhibition swim if not proven within 30 minutes after the close of a session. Exhibition swims are not eligible for awards or points. Fine money will be refunded if times can be proved at a later time, but awards and scoring will not be changed. Points will be scored in the age group in which the event was swum. TEAM AGE GROUP AWARDS A team award will be presented to the team champion of each gender s age group and for the Open group. Points will be scored in the age group in which the event was swum. TEAM AWARDS A traveling team trophy will be presented to the team scoring the most points in the 12 & Under division, the 13 & Over division and the Combined Overall division. ISI SPORTSMANSHIP-SPIRIT AWARD ISI will provide and present this award. One coach and one athlete from each team will vote, as well as the Meet Referee. Criteria to use will be included in the coaches packet. Page 7 of 16

8 Awards Presentations: 10 & U, AND AGE GROUPS Awards for the top eight athletes in individual events and the top three relays in relay events will be presented during an awards ceremony that will be held off the deck of the competition pool, as soon as possible following the completion of each age group s events for each session. The meet will continue to run and will not stop during the presentation of these awards. The top three individual high point awards and the team high point award for each age group and gender will be presented at the end of each age group s awards presentation held on the last day of the meet. The overall Age Group team champion trophy will also be presented at the end of the age groups awards presentation held on the last day of the meet AND OPEN AGE GROUPS Awards for the top 3 place finishers shall be presented immediately following the completion of the championship heat for prelim-final events or the fastest heat for timed-finals events, of each event. Awards shall be presented on the pool deck. The top three individual high point awards; the team high point award for each age group and gender; the overall Open team champion award; and, the combined team award will be presented at the end of the awards presentation held at the conclusion of the finals sessions on the last day of the meet. Scholarships: The ISI Scholarship Awards were established in 1991 to give recognition to athletes in ISI who have attained a degree of recognition among their peers. These awards are presented to Iowa competitive athletes at the ISI banquet from a list of nominations by ISI member clubs and unattached ISI members. The Judy Hoffman Memorial Award was established in memory of Judy Pierce Hoffman, who was President of ISI, until her untimely death in March This award is given annually to a athlete. GENERAL VENUE INFORMATION Entry to Deck: Cameras: No Tobacco or Alcohol: Image Authorization: Entry on deck is restricted to facilities staff, athletes competing at the event, meet workers and officials supporting the session, and registered coaches supporting the athletes on deck. Meet credentials will be issued to athletes, officials, and coaches. These must be visible to gain access to the pool deck and (for all but athletes) remain clearly visible while on deck during the meet. Anyone accessing the deck without the proper meet credentials or using someone else's credentials will be removed from the facility. USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS. Smoking and the use of any tobacco products or the consumption of alcohol is not permitted anywhere in the pool or surrounding areas where athletes are present. All participants agree to be filmed and photographed by the official photographer(s) and network(s) of ISI and Lane Four Aquatics under the conditions authored by Lane Four Aquatics, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in Iowa Swimming competitions to promote such competitions. All participants agree not to use medals or photos, or portraits or films with the medals, which are received for performances in this competition, for the purpose of trade or financial gain. 9 Psych Sheets, Programs and Final Results: Psych sheets will be posted on both the ISI website by 10:00 AM, Tuesday, July 25, Programs and Heat Sheets will be sold at the meet. All teams will receive an containing an attached com-link file of final results. Final results will not be mailed to participating teams unless the team requests final results at the time of entry or during the meet. There will be a $10.00 charge due in advance for each request of mailed final results. Meet results will be available on Meet Mobile however the host club is not responsible for the operation of the Hytek web service. Team Banners & Posters: Spectator Fees: Parking: Teams, athletes and parents are not permitted to tape or hang signs and banners anywhere in the facility. This is the University of Iowa policy and one that must be strictly followed. All team and individual signs that are taped or posted will be taken down. Teams will be financially responsible for any damage caused by hanging signs. Spectator fees are $5.00 per day. Children age 12 and younger are free. Anyone (except for facility staff) accessing the spectator viewing area without a wristband or meet credential will be removed from the facility. Parking will have limited availability in Lot 11, located on the corner of Madison and Court Street (with lot entrance on Madison St and Harrison St) on Thursday and Friday of the meet until 4:30 PM. After that time, this lot will have greater availability. Parking will also be available in the Court Street Transportation Center located on the corner of Court Street and Dubuque St (380 S Dubuque St) and in the Old Capitol Town Center Garage located on the corner of Burlington S and Clinton St (253 S Clinton St). Concessions: Merchandise: Indemnity: A concession stand provided by the University of Iowa will be available during the meet. The hours of operation will be controlled by the University but the stand will be open for the duration of the meet. Splash Multisport will be on site and will have a variety of swimwear and accessories available for sale. It is understood that USA Swimming and ISI shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.
